Seventeen-year-old cyclist breaks collarbone and arm as robbers attack him Erwin Leuschner

A seventeen-year-old boy broke his collarbone and arm in Swakopmund on Saturday, when two robbers threw him off his bicycle in an attempt to steal from him. The incident took place a stone's throw from the Sam Cohen Library in the town's Sam Nujoma Avenue, in broad daylight. This is the boy's second time in the course of a year to fall victim to armed robbery whilst cycling. Thanks to the speedy reaction of eyewitnesses the criminals didn't manage to steal anything. “The audacity of the criminals is unbelievable,” the angered father of the teenager told namib times. He wishes to keep the identity of his son anonymous. The news of the incident spread like wildfire throughout the town of Swakopmund over the weekend especially since these types of occurrences are unheard of for such a relatively small town. The 17-year-old was cycling towards town to have lunch with his mom, when the criminals pounced on him on the pavement area close to the Sam Cohen Library. The incident was witnessed by two people, who were waiting at the Service Station at the car wash across the street. They reported to have seen two people grab

the teenager by his backpack, causing him to fall and break his right collar bone and right arm. “The witnesses ran over immediately to his assistance, which is why the c r i m i n a l s r a n o ff without taking anything,” the father continued saying. No arrests have been made yet. Shortly afterwards Eagle Christian Ambulance Service arrived at the scene and took the victim to hospital where he was treated for the bruises and broken bones. “This is not the first time tough,” the father said. Exactly a year ago his son was also attacked in an attempted robbery while cycling. This incident occurred in Libertina Amathila Avenue and also happened in broad daylight. Back then the 17-year-old also broke an arm. “The criminals are extremely arrogant to at-

Cyclist robbery Continued from page 1 tempt something like this in broad daylight,” the mom of the teenager said to namib times. She continued saying that one would expect a robbery to happen in a quiet side street, but not on the main road where there is a lot of activity. “Parents must be vigilant, because these opportunists know no limits. A lot of parents let their kid's cycle in town, but they should be cautious, because something like this is now a reality even for Swakopmund,” she said.

Natis official denies being arrogant Liesl Losper A father and son says they are appalled by the arrogance of a Natis test official at Walvis Bay who in ear's shot from two other members of the public proclaimed on Friday “he is the boss around here”, after they returned his bombastic behaviour. The official denies having made any unbecoming utterances and the father and son says the performance and arrogant behaviour of “some” Natis-staff at Walvis Bay is a matter that needs attention. Petrus Kotze and his son Nico, from Cars and Guides for Hire, had a bus they need to register tested by Natis on Friday. The testing of heavy vehicles is conducted at the Roads Authority weighbridge. They used garage number plates they borrowed from a local garage owner. From the onset the examiner was bombastic. “Open the door,” he allegedly told Kotze when he wanted to enter the bus. The door slid closed and when the examiner concluded his inspection he again barked at the Kotze's to open the door. “We told him he can open the door himself from inside,” said the Kotze's when namib times arrived at the weighbridge, following a telephone call to

the newspaper's office over the verbal altercation. The examiner then threatened the Kotze's he would phone the police as they “detain” him and keep him from his work. Amazed by the examiner's behaviour the Kotze's said they don't have a problem if the examiner phones the police. When namib times arrived at the weighbridge two bystanders confirmed the examiners bombastic behaviour and repeated the words he used to say “he is the boss around here”. When namib times asked the examiner about his alleged behaviour he referred questions to “his chief”. The newspaper phoned “his chief” who is the municipal traffic chief, superintendent Eben Platt. Platt confirmed Nico Kotze was there to complain over the situation, but then Kotze was also informed he was wrong to use garage number plates issued to a garage owner. On

Up to four burglaries per week in Swakop northern suburbs Erwin Leuschner

A series of housebreaking cases has taken over Swakopmund with a significant number of break-ins occurring in the Northern Suburbs, especially Ocean View, Extension 22 and its surroundings. “For the past three weeks there have been up to four break-ins every week,” said Dewald Swart, Chairman of the Swakopmund Neighbourhood Watch, to namib times. According to Swart it all started with an unusual break-in into a car in Ocean View about three weeks ago. Suddenly all the Northern Suburbs have become regular targets for housebreak-ins. “We highly recommend that residents invest in beams in their yards which trigger an alarm, because alarms in houses don't deter the criminals,” Swart says. The criminals have also found a “new” way to gain easy access to the houses, especially the recently built ones, which they keep exploiting. According to Swart the criminals use a screwdriver or similar tool to remove windows out of their aluminium frame, which can take them less than 30 seconds - even for a large one. “It is easy and very quiet. Most of the times the residents don't notice anything and wake up the next morning only to find their house was broken into,” he says. The criminals also target only certain goods: laptops and smartphones, but also flat screen TVs or jewellery are sometimes stolen. Swart suspects that the criminals utilise the early hours of the morning (04:00) for their mischievous deeds. “Usually around that time mine workers walk in the streets on their way to bus stops. The criminals disguise themselves as mine workers and we cannot distinguish who is who anymore,” he says. Some mine workers carry laptops which they use for work, which makes it even easier for the criminals to get away unnoticed. Be it burglar bars or electric fences, they don't deter the criminals at all, Swart says. He recalls a case, where there was a housebreaking while the family and the two dogs, both Jack Russels,

Platt's recommendation a special permit was obtained and Kotze returned to the weighbridge to have the vehicle subjected to further tests. Platt did point out the examiners are under extreme pressure due to unforeseen staff shortages. He asked the public to be patient. Other bystanders said they are used to this examiner’s bombastic behaviour and ignores him, as reacting simply means your inspection is dragged out to frustrate you. Platt said the examiner denies having been bombastic. The Kotze's spent another few frustrat-

ing hours at the weighbridge waiting for the final inspection of the vehicle's brakes. When at last it was their turn the rollers of the brake testing device was out of order.

were sleeping. “Not even the dogs woke up, while the house was cleaned out,” he says. Because the criminals target smartphones and most people leave it on their nightstand, criminals regularly enter the main bedroom – they take it without anyone waking up. As a precaution Swart suggests residents to install beams in their yards. He also says that some residents have already started using silicone to glue the windows to the frames. Additionally he calls on the public to be observant of the surroundings and report suspicious behaviour and, most importantly, notify the Neighbourhood Watch immediately if something happens. “Don't call us the next day. Call us immediately and don't even wait five minutes. Every second counts if we want to catch the culprits,” he says. He calls on the public to give detailed descriptions of the criminals if they are spotted. Small details like the type of shoes can make big differences. Swart reiterates that the Neighbourhood Watch is not a paid security service, but its members are normal residents with families that try to keep the town safe. “We use our own resources for what we do. It is therefore extremely frustrating if we do catch a criminal and the victim decides not to lay a case. Our hands are tied and we have to let the person go again,” he says. He also calls on more people to join the Neighbourhood Watch. “The more members we are, the easier it will be to put an end to these cases,” he continued. The emergency number of the Neighbourhood Watch still remains the same: 085 999.

Kotze was relieved when at last a manual test of the break system was conducted and a certificate issued at last. “We need to respect one another and officials need to under-

stand we as the public are not their subjects. They are here to deliver a service. After all they are getting paid to do just that,” said a bystander.

On Sunday around 19:00 a car crashed into a municipal waste skip, after the driver lost control of the vehicle and ran over the pavement just behind Mondesa Graveyard in Oletweni. Witnesses at the scene were sceptical about the drive's state of soberness, as he could hardly stand on two feet. The man was arrested by a traffic officer and was detained at the Mondesa police station. It is also alleged the driver was travelling with a minor as passenger.

Build Together Kuisebmond skaar hom by Narraville Build Together se klagtes Floris Steenkamp

DRC resident disappointed in state ambulance service

Sharlien Tjambari

A resident of the DRC Informal Settlement says he is very disappointed in the State Hospital's ambulance service. On Sunday morning around 03:30 the resident called the ambulance service and a male nurse answered the phone call. According to him, “this nurse was very rude.” According to the complainant his friend came running to his house with a one-year-old baby. “The baby was critically ill and my friend asked me to call the ambulance for him, but the nurse who answered the call was very rude and told me that the ambulance does not pick up people from home and that we should take the baby to the hospital ourselves.” The complainant had no choice but to call the Swakopmund Fire Brigade and the Fire Chief Mr Adri Goosen responded positively and took the baby to the hospital. “Mr Goosen was so good to us and responded without hesitation, we are so grateful for him and the way he cared for that baby but very disappointed in the service delivery of the State Hospital,” said the complainant. “What would the State Hospital have done if the baby had died in our arms?” asked the complainant. Goosen also confirmed that he was called to assist at around 03:30.

More joy as street names start to appear in Tulinawa

Some of the people evicted from land they illegally occupied in Tutaleni informal settlement in Walvis Bay early this month are reportedly planning to throw hot water at police officers. “There is information that they plan to boil water in big pots so that if the police evict them again, they can burn them,” said Namibian Police Force (NamPol) Community Policing Affairs Sergeant Ileni Shapumba. He told Nampa on Friday the police are monitoring the actions of the land grabbers in Tutaleni informal settlement, as it appears that they are not totally calm and could scheme anytime with apparent support from politicians. “There are some community members and politicians who are holding meetings to instigate people not to follow the law.” The officer said he is not referring to a recent meeting held by DTA of Namibia Member of Parliament (MP) Jennifer Van den Heever at Walvis Bay, where she remarked that telling people to follow procedures to get land is not enough. Van den Heever discouraged violence on the land issue and advised the community to find peaceful solutions. Shapumba warned community members to refrain from holding or attending such 'underground' meetings where people are induced to disregard the law and illegally occupy land. He acknowledged that people have the right to assemble peacefully and conduct meetings within the ambit of the law. “However, the Namibian Constitution also restricts acts that are not in the interest of the sovereignty and integrity of the country, national security, public order, morality or incitement to an offence.” Before a meeting, organisers must give notice to the police station commander of the area where they want to gather at least three days before the gathering. He noted that this procedure must be followed to enable the police to make the necessary security arrangements. “Very importantly, weapons are not allowed at public meetings.” Shapumba advised the community to respect themselves and the laws of the country and to also be conscious of the consequences of non-compliance with the law. Well-done Swakopmund Municipality: The main roads in Tulinawa have street names now and all the streets in Oletweni also received names last week Friday, all thanks to the Municipality of Swakopmund.

The Namibia Chamber of Commerce and Industry Walvis Bay branch is a non-profit organisation registered under Section 21 of the companies Act. An Annual General Meeting (AGM) is an important function in the Chamber calendar and is a constitutional requirement. It does therefore warrant special consideration as it often represents a highlight in local chamber activities. It is important that advance notice of general meeting be given so that members can plan accordingly and the necessary documentation dispatched three weeks before the actual event. The NCCI Walvis Bay is managed by volunteer persons who take their precious time from their business to offer services to the community and they are not on a payroll neither do they receive any form of payment. Volunteer service, takes time and commitment and the Walvis Bay branch, needs people who have the time, passion and energy. Kindly take note when you volunteer to serve on the committee of a non-profit organisation, you accept the responsibility to act in good faith while exercising loyalty. Please be advised that only paid up members will be eligible for election and voting as stipulated in the NCCI constitution, therefore make sure that your membership is up to date.

It should be noted that the current President, Vice-President and Committee Members will not be available to stand for re-election. By order The President of the Walvis Bay Branch, Mr Tony Raw.

Lewis Stores give N$100 000 Sharlien Tjambari away Clemensius Nerongo, a long standing client of Lewis Stores have won a cash prize of N$100 000. “ He is the first person in Namibia to win this much in our monthly competition, usually clients win items like fridges, stoves and a small amount of cash,” says the Manager of Lewis Stores Swakopmund Branch Emmireldt Rittmann. All Lewis Stores clients automatically qualifies and participate in the monthly competition/draw. Nerongo was very delighted to have received the cash prize. “When I received the call, I could not believe I had won. I thought it was just one of those scams going around nowadays so I asked around for confirmation and finally got my answer. I was delighted and to this point I still do not know what to say.” According to Rittmann, Nerongo have been a client off Lewis for a very long time and “we have insurance policies at Lewis but never once did Nerongo claim from any of the policies.”

Swakopmund Correctional Facility's offenders take up tools as a token of goodwill Sharlien Tjambari The Swakopmund Correctional Service Facility had some goodwill activities during last week when they cleaned the Swakopmund Primary School and the Welwitschia Government Housing Units on 14 - 15 April as a token of goodwill. Activities at SPS included painting corridor walls, assistance with the planned vegetable garden and general cleaning of the premises. According to Superintendent Lukas Seibeb of the Swakopmund Correctional Facility, the event is an annual event on its own where they reach out to the community at large as a token of goodwill. In total, about 11 officers and 40 offenders participated in the event this year. Walvis Bay Correctional Facility, Omaruru Correctional Facility and Lucius Sumbwanyimbe Mahoto Correctional Service Training College are also embarking on similar activities. “Although all Correctional Institutions are taking this initiative we are still encouraging others to do the same in the community,” said Seibeb. Swakopmund Correctional Facility will identify other possible areas for next year's activities.

Stephanus defends his Namibian open tittle at Rossmund The 2016 Bank Windhoek Namibian Open Golf Championships got underway at the Rossmund Golf Course at around 6:30 on Saturday morning.

Despite the early morning chilly mist some 62 golfers from clubs throughout Namibia took to the fairways in their designated divisions. The ground staff had done an excellent job of work preparing the course for the championship and the greens were picture perfect. All in all the weather was just great for golf and some good scores were posted. Stephanus Bonifacius took the decision from the first tee that he was going to defend his title successfully - shooting a 3 under par 69 gross over the first 18 holes of the day - giving him a six shot lead over his nearest rivals Kasoma Paulino and Likius Nande on 75 gross- going into round two. At the halfway stage players were treated to a nice plate of wholesome food courtesy of the sponsor and the Clubhouse kitchen. Weather conditions remained perfect throughout the afternoon giving his rivals the opportunity to close the gap to two shots at the end of day one. Helmut Ndjendja headed the “B” Division overnight after a brilliant 77 gross on his second 18 holes – whilst Mr Consistency Achmet Abrahams was stamping his authority on the “C” Division with two rounds of 89 gross. Sunday morning arrived shrouded in mist but fortunately this cleared quickly and conditions were once again perfect. Shooting a final round 73 gross Stephanus took the title 3 shots ahead of up and coming Kasoma Paulino . At the prize giving Rossmund Captain Michael Ludeke thanked all the players for taking part in the tournament and had a special word of thanks for Bank Windhoek for not only sponsoring this tournament but for all their support of golf in Namibia. Vice-President of NAGU Hafeni (Rejoice) Nghinamwaami used the platform to congratulate the Namibian Team – consisting of Kevin Wentzel

(Cpt); Likius Nande; Gabriel Shikodi; Stephanus Bonifacius - on their performance in the recent Region 5 (Zone 6) Tournament held in Swaziland where they finished 6th out of the 18 participating countries. He thanked all the workers of the Rossmund Golf Course for the preparation of the course and service throughout the weekend; he also thanked the Tournament Committee for ensuring that the tournament ran smoothly and was conducted in accordance with the Rules of Golf.

Coastal riders excel at awards evening

Erwin Leuschner

A special night for Namibian horse riders. Last weekend the Annual National Equestrian Awards by the Namibian Equestrian Federation (NAMEF) was hosted in Swakopmund. Once again coastal riders showed the rest of Namibia that there is great talent coming from Swakopmund and Wavis Bay. One rider, Salom Nghinamito, stood out from all the rest. For the former Walvis Bay resident it was a night to remember, as he took home three awards, amongst them the prestigious Schatz trophy for the most successful Namibian bred horse in 2015 being Bodenhausen In Kognito. Nghinamito further received an award for displaying the best sportsmanship during the 2015 show season as well as being the most successful adult rider/horse combination in equitation in 2015. Another up and coming coastal rider, Sheena Dürr from Swakopmund, also scooped a number of awards. Dürr received the impressive Pade trophy, which is awarded to the most successful rider/horse combination overall in dressage, equitation and show jumping for the entire year. She shared the prize with Barbara Hasse, who also showed great talent. Dürr scooped two more awards being the most successful junior rider/horse combination in eventing in 2015 as well as a trophy for her outstanding achievements during the FEI World Jumping Challenge in 2015. Annette Künzle, mom of the renowned horse rider Michelle, was recognised for her dedication to the sport. She received an award for her long and continuous dedication to the equestrian sport as a rider. The award for the best organised show for 2015 was this year awarded to the ReitgemeinPhotos by Erwin Leuschner schaft Otjiwarongo. The prestigious awards evening is a yearly highlight in the Namibian equestrian community. The evening started off with a minute of silence for well-known Namibian rider Gesa Flemming, who lost her fight against cancer about a month ago.
