Ndemula Continued from Page 1 from Usakos area distributing drought relieve food to the community. His condition is now described as stable said Iikuyu. On the same day, while the inspectors were busy with the first accident, Iikuyu said a suspect took a white Toyota double cab with registration number N88699W of a bystander who was a friend that came with him from Arandis who knew councillor Ndemula. According to Iikuyu, the car was left idling by the owner and the suspect drove down Edison Street leaving the owner at the scene. The suspect bumped the vehicle against a truck with registration number N900-913W that was parked next to the road of XCCS. The tanker was empty and no injuries were sustained. Iikuyu said the car was damaged almost beyond repair. The suspect was arrested for drunk and driving and was due to appear in the Swakopmund Magistrate court yesterday. In another road accident, Iikuyu confirmed that on 19 October a Nissan pick-up with registration number N1421OT carrying ten occupants including the driver was allegedly travelling on the C33 min road from Otjiwarongo on the way to Walvis Bay, it is further alleged that while travelling between Kalkfeld and Omaruru about 5Km towards Omaruru the rear left tyre bursts, the driver of the vehicle lost control over the car and it overturned and rolled twice. One passenger, Elizabeth Hoebes (35) apparently died at the scene and six other passengers sustained moderate to serious injuries and were admitted at Omaruru State Hospital whereby one of them was later transferred to Windhoek for further medical treatment. The driver and other two passengers sustained minor injuries. The next of kin of the deceased person were informed, all this was confirmed by Iikuyu.
Swakop house prices up by staggering 42.26% Erwin Leauschner
Housing prices in Swakopmund have grown by a staggering 42% in the last quarter, while prices in Walvis Bay increased at a much slower rate of 3%. These figures were revealed in the latest FNB Housing Index released recently. The index gives a broad overview of housing prices across the country. “Coastal volume growth remains in negative territory at -36.68% as transaction demand weakens in all segments of the market. Median prices across the three towns were N$1.25 million in Swakopmund, N$841 000 in Walvis Bay, and N$1.1 million in Henties Bay during the second quarter of the year,” it states in the Index. The list is compiled by Daniel Kavishe, Market Research Manager FNB Namibia. According to Kavishe the price growth in Swakopmund emanates mainly from the areas Extension 10, Extension 15 and Rössmund where property prices increased substantially since last year, thus pushing the overall median prices higher. The price increase for houses in Swakopmund in the calculated timespan is the highest for the entire country. The highest increase after Swakopmund was registered in Oshakati (21.30%) followed by Windhoek (20.73%). The lowest increase has been calculated in southern towns (1.1%). Kavishe reckons that the property market is expected to undergo structural changes over the next few periods as demand-side pressures ease and as supply gradually gains traction. “The decelerating disposable income growth the potential impact of any implementation of rent control are bound to reduce overall demand in both the investment and buy-to-live/let segments,” he states. Kavishe continues that changes in the regulatory environment “merely address the symptoms of a much bigger problem, namely the structural supply challenges.” In the short run, consumers are facing tighter monetary conditions with rising inflation and higher interest rates. The expectation of sluggish wage growth for the remainder of the year will further exacerbate affordability issues. Compound these issues with the increase in cost of home ownership via rising property rates & taxes and higher utility tariffs, consumers delaying purchase decisions becomes expected.
Security company co-owner shots son, himself Erwin Leauschner
The community of Swakopmund is reeling in shock as the coowner of Ombala Security Companry, 43 year-old William John Basson, committed suicide in the early hours on Friday morning. Basson allegedly shot his son four times before turning the gun onto himself – his son is in hospital in a serious condition. The cause of the tragic suicide is not yet known. According to Detective inspector Erastus Iikuyu, acting regional crime investigations coordinator, the incident occurred on Friday at about 12:45 at the deceased's residence in the Swakopmund suburb Mondesa. Basson shot his 19 year-old son four times with the company's revolver – in the shoulder, arms and thigh. “He turned the gun on himself and shot himself through the head,” Iikuyu said; and continued: “He died instantly on the spot.” His son was admitted to Cottage Hospital. The incident occurred in the garage of the deceased's home. “No suicide note was left,” Iikuyu said.

Stakeholders intervene as drought Sharlien Tjambari in Erongo takes its toll The Erongo Regional Council through the office of the Governor received a total of N$165 000 for the drought relief program from various sponsors. The money will be used to buy food for the cattle of drought stricken farmers in Erongo region. The handover took place at the office of the Governor on 19 October. The drought situation in Namibia have affected many, but mostly subsistence farmers in Erongo region especially in areas of Omatjete, Okongwe, Otjimbingwe, Utuseb and Uis. According to the Chief Regional Officer Mrs Natalia /Gôagoses, the office of the Governor and the Erongo Regional Office through area visits and consultations with various affected communities, traditional leaders and regional councillors to acquaint themselves with the prevailing draught situations and during the visit they had observed with dismay that the condition especially in areas of Otjimbingwe, Daures and Walvis Bay Rural constituencies was deplorable and had resulted in wilting of trees and grass, succumbing of livestock from hunger and thirst, diminishing of available grazing land for livestock, drastically deteriorating livestock conditions, poor crop harvesting, existence of vast discrepancies in availability of food at household levels, lack of enough water where grazing is adequate and no grazing at all in most areas. Earlier this year the Erongo Regional Council availed a total of N$1.3 million to assist farmers living in the drought affected areas and with this programme the Erongo Regional Council assisted 700 farmers in Spitzkoppe, 700 herds of cattle in Otjimbingwe, 500 herds of cattle at Uis, in Okambahe they assisted 600 herd of cattle, Omatjete 1500 herds of cattle and 200 herds of cattle in Utuseb, making them 4200 herds of cattle. /Gôagoses said that they realised that the assistance was not going to be sustainable and as a result the Governor's office reached out for help and this is why Ban-nerman Resources, Erongo Red and Rössing Ura-nium came on board to assist the Erongo Regional Council in fighting the battle against drought in these areas. N$15 000, Erongo Red sponsored N$50 000, Rössing Uranium sponsored an amount of N$100 000 and Mr Heinrich from Karibib assisted with pellets for goats to the value of N$60 000 towards the drought relieve project. “We recognise that the impact on the communities in our region and their livelihoods are severe. This is of great concern to Rössing Uranium. Natural disasters like the current drought impact on agricultural output and food security at a household level and therefore we wish to support Government in its ongoing Harambee activities around providing humanitarian assistance through ongoing food distribution to affected households” said the Operations General Manager of Rössing Uranium Mr Martin Tjipita. The Governor of Erongo Region Mr Cleophas Mutjavikua said the drought situation in the region is not good and the region is experiencing some serious water shortage “apart from the drought, the water situation is worsened by elephants which shares drinking water with humans, as there are a lot of elephants pushing through the areas of Omatjete and Okongwe and the situation is very dire. We will try to find an amicable solution for these two areas as soon as possible.” Mutjavikua further said his office is experiencing a lot of challenges with the Ministry of Environment and Tourism because they are not bringing their part in the issue of elephants and he said the elephants are terrorising people in these areas. “As a way out of this dire situation, I am having an agreement with the Regional Governor of Omaheke so that the farmers in Erongo who are willing to take their animals to Omaheke can do so. We identified some villages in Otjinene area where evacuation can take place and that is what we already conveyed to the farmers so that they can take their animals to find grass and water and we will be able to provide
transport for those that are not able to transport their own animals” Mutjavikua emphasised. Mutjavikua calls on all institutions in Namibia to take the drought situation in Namibia seriously and said drought is a

situation which only comes once in a while and it is not here to stay. He added that he appreciates ordinary farmers who helped the farmers with water and grazing during this disastrous year.

Mutjavikua urges all road users to exercise patience and respect the rules of the road Sharlien Tjambari
The Erongo Regional Road Safety Forum (ERRSF) hosted its 2nd Mini Conference yesterday, 20 October in Swakopmund to promote safer roads in Namibia with the emphasis on “Drive Safe, Secure the Future”. The conference took place at Tamariskia town hall. During the conference the Governor of Erongo Region Mr Cleophas Mutjavikua said the promotion of road safety in Namibia is becoming a complex issue that should not be left in the hands of a single organisation. He further said that the Namibian roads are congested because the economy is growing and more people are empowered to invest in auto mobiles, thus increasing road user exposure risk. The youth need to understand that, yes there is policing but police must not be used as the only deterrent measure to ensure road safety, the situation of road safety calls for more efforts whereby the mind-set is one of it and it must be inculcated at the school level said Mutjavikua. He believes that a person must learn to be responsible from a very young age, so young people must be educated to be responsible. According to Mutjavikua, speeding, using cellular phones while driving, over loading of vehicles and driving under the influence of alcohol are offences which contribute to road accidents. “As we are approaching the festive season, we should put some serious measures in place, I know the emphasis is on policing, but the emphasis must be on the mind-set shift. People must start thinking differently about our roads and responsibility to make sure that we are not here to kill ourselves on the roads, but to ensure that we arrive at our destination safely” adds Mutjavikua. Sugnet Smith, the Corporate Communications Officer of Areva Namibia announced that Areva Namibia have produced some road safety equipment which they will be giving to various school patrols before the end of the school year. Emergency response officers from different ambulance services and guys from the Swakopmund Fire Brigade were there to showcase some of the equipment they use during road accidents such as the “Jaws of Life.” In conclusion the governor urged all road users to exercise patience and respect the rules of the road, “to save lives as we are entering the festive season. We are aware that some driver's attitudes are changing as soon as they pass the roadblocks and after the roadblocks they accelerate, we think that the roadblocks are only there to obstruct us when we have to be faster. Furthermore we need to inculcate in every driver on our national roads the habit of defensive driving.” He also said traffic officers should be everywhere, visible and vigilant on the roads to slow traffic down. Inspector Nghaamwa of the Namibian Police (NamPol) in Erongo region shared some road
accidents statistics which indicates that during the festive season of 2014/15 1 December to 15 January the number of fatalities recorded were 15, number of injuries 56 and number of accidents 333, during 2015/16 1 December to 15 January the fatalities recorded were 8, number of injuries 27 and accidents 231. The objective of the Regional Road Safety Forum (RRSF) is to bring toget-
her, at the regional level, all stakeholders serving on various Road Safety Theme Committees to enable integration and cross pollination of ideas and organisational activities with the aim of achieving synergy, co-ordination and harmonious action in the promotion of road safety. In addition, RRSF are meant to ensure wider participation in issues of road safety for sustainable nationwide impact.
Judy Rooi, Abigail Tsaraes, Wenzy Khurisas, Sharon Beukes, Tasmidah De Klerk and Suzanne Futika from the Scholar Patrol of Namib Primary School were the only learners present during the conference

Europa here on Sunday Although still quite cold on some days with windy conditions that contribute to plummeting temperatures, there is a new sign on Sunday that the summer season is around the corner. The first passenger liner for the summer season is expected to call on Sunday. The passenger liner Europa is scheduled alongside on Sunday night and next Monday tourists will visit the town, Swakopmund and places of interest in the coastal areas. Passenger liners are real summer-seekers and avoid the world’s oceans during the winter times when sea conditions are generally more rough. Moreover passengers prefer sunny skies and sunny beaches when they disembark the ships. In this part of the world there is no exception when passenger liners leave the Southern Atlantic during the winter and only call at Namibia’s two ports during the late spring, summer and early autumn. You are hereby notified that the strongest exception is to be recorded about the proceedings of the Council on 29 September whereby this application has been discussed and approved. This objection is raised as all Namibians have the inalienable right guaranteed by Article 18 of our Constitution to place on record their concerns when they feel “aggrieved by the exercise of such acts” which the same Article instructs administrative bodies and administrative officials that they “shall act fairly and reasonably and comply with the requirements imposed upon such bodies and officials by common law and any relevant legislation.” What has been recorded as having been said by Council during the proceedings is an affront to all residents of Swakopmund who have the right as rate payers to be duly informed, let alone the opportunity to voice their opinion and concerns, about issues affecting their town in any significant and material way BEFORE decisions are taken. No notification of this item on the agenda of the Council was ever circulated or published for general information. The blatant denial of residents' democratic rights to which they are entitled is most regrettable and is an
indictment against the Council for riding roughshot over residents' legitimate fears and apprehensions about their town and its future development. “Costly urban sprawl” – a term used in Council's minutes of the said meeting – will not be prevented by relaxing the height restrictions for building along the sea shore and in the inner town. The height stan-dard applicable to the Strand Hotel, where the final height was reduced by one floor after public input, was a good example of a well considered approach and carried the approval of all. Not every resident in Swakopmund approves of the new height allowance for buildings to be erected as sky scrapers like what will obviously happen for the building being planned in The Mole area on the site of the Old Swimming Pool. The few proponents of the Application and who have obviously egged on the Council to act against all principles of good governance – hence the latter's deplorable and re-grettable handling of this issue in such a hush-hush manner – may have done so for their own selfish interest and with clear ulterior motives. Every resident and property owner in Swakopmund has the right to object to the Council's behaviour and the proponents' application. Furthermore, to have that right duly recorded. Council can't brush that right from the table however inconvenient and uncomfortable it may be to Council and some of its members.
Traffic Officers should be more visible Traffic Officers should be more visible in the mornings to assist and guide the learners in how to cross a street and make use of the pedestrian walkways etc. Their presence in the morning will make a huge difference and this will also eliminate the road rage issues. You will find a motorist driving at a speed of 20km p/h in the right lane and frustrate all other motorists at the same time and this problem can be resolved easily by Traffic Officers patrolling our roads more fre-quently. Can the traffic department have a look at the robots at the municipal nursery. The green light for the pedestrians should be adjusted to at least allow them to cross the road before the light turns green for the motorists. This can cause an accident, as some motorists are very impatient and cannot wait for the green light to proceed. Maria Woelk
If a parent cannot afford the fees they can enrol their children at the Government School. I think somebody is trying to politicise this issue and force the Government to intervene, but I can assure the parents that this will never happen. We pay a lot of fees for our children/grandchildren to attend this private school in order to enjoy the best of teaching. Stop making the school looking bad and accuse the school management of embarrassing your children by sending them home… the parents are indeed embarrassing their own children by sending them to a school which they cannot afford in the first place. I cannot believe that the parents in question actually went as far as to find out from the Education Department what can be done about the situation… Nothing can be done…this is a Private School …..full stop.
Re our discussion with regard to Telecom Re our discussion with regard to Telecom a couple of days ago, one of Telecom's technicians arrived yesterday, and he finally got us back onto some sort of normality with regard to our internet, which has been nonexistent for about 2 weeks. Thank goodness, while he was here, the internet went off and on, so he could see what was happening, and it took most of the day to rectify this matter. To give you some background, we are on a WiMax system in Fairways. Since installation 6 years ago, we have had nothing but problems. If it is not the telephone going off for a week at a time, it will be the internet. In the last couple of weeks our telephone went off for a week, and then we had no internet for longer than a week, so we were completely cut off. We believe that everybody else who are not on the WiMax system, have also had similar internet problems, re download speeds etc etc. In the last couple of months, our download speed that should be 500kbs, is moving from about 0 up and down, right through the range, to 500, all the time. Now, what I would like to know is how much money has been lost by businesses in Walvis Bay only, in the last couple of months, due to bad internet, and Telecom has done absolutely nothing about it. If we phone or report it at Telecom we are told “we are working on it”. That is all we hear. There is a huge problem with the management of Telecom in Namibia. What I cannot understand is why they have not previously been taken to task, because of their bad service. Why must I pay Telecom the full fee for this month when I have probably only had a couple of days of service? Kind regards Trevor Stafford PS: Floris, we have lots of emails that have been sent to the local manager in Walvis Bay, complaining about the telephone and internet, over the last 6 years. By the way, it is not only ourselves but everybody in this area.

The second hosting of the Safland Sevens tournament taking place in the beautiful coastal town of Swakopmund on 12 and 13 November 2016 will see world-class Sevens outfits in action, showing off their skills in preparation for the HSBC World Rugby Sevens Series due for kick-off three weeks later. BON Hotel Swakopmund, situated within The Dome, a multi-faceted sports and conference centre, is delighted to be hosting the Blitzboks and other participants for the duration of their stay. Situated on Namibia's coastline, this 34-roomed, 4-star hotel offers modern, spacious accommodation and facilities. General Manager Dean van Rooyen says, “Swakopmund is so ready for a big event of this nature – The Dome, the co-host, is more than adequately equipped and experienced, and the hotel which opened in December last year provides ample accommodation – there are seafacing rooms and some look out directly over The Dome – giving you a bird's eye view of the action.” The tournament will follow a festival-type format this year with fun for the whole family in store, maximising the use of The Domes indoor complex, and outside areas. A club competition for teams from Namibia and around the country will also take place and to give the youth an opportunity to shine, a School Sevens tournament. There will also be a Rugby Skills Development programme with over 400 children participating. Kallie van der Merwe of Safland said in an interview that team sport is an excellent way of promoting small-group dynamics that is essential in business and life in general and that, as Namibia has the potential to be strong contenders in international Sevens Rugby, and this tournament will be an excellent showcase for up-and-coming Namibian talent. The Safland Sevens tournament will pit our Namibian Sevens side against the likes of the famous Blitzboks and teams from Uganda, Poland, Germany, Italy, the United States of America, Argentina, Germany, Kenya and Zimbabwe. This is a wonderful opportunity to witness a world-class tournament in world-class surroundings.

Florida. The Walvis Bay Kickboxing club has been attending Destiny since 2012 with great success. We would not have been able to send the amount of students to compete in this world class competition, and making their dreams a reality without the support of the following
sponsors: Namibia Breweries Limited, M&Z Motors, Megatron and Walters Electrical Services for their donations towards the tour. We would like to thank them for their generosity.
