Pension increase as from August
Floris Steenkamp
300 permitte oor 'n naweek verkoop. Dit sou tog beter wees as alle belanghebbendes in die saak geken was. Ons as beamptes is
ongelukkig daaroor, want selfs ons dink die N$1500 is malligheid”. Ten spyte daarvan dat die N$1500 permit haas onbekostigbaar is, sal dit ook lei tot die vernietiging van sakebedrywighede wat op hengelaktiwiteite aangedrewe is, het die amptenaar gesê. Vervolg op bladsy 2
The industry is gravely concerned that these levies would lead to financial ruin, particularly for newcomer operators in the horse mackerel sector. The regulation introducing these increa-
sed levies was signed into law on 26 June this year. "We learnt of these exorbitant increases in levies two weeks ago at our midwater trawl association's annual general meeting. We had no idea
that this was coming", a senior manager in the industry explained yesterday. He declined to be mentioned by name, but referred to an industry document as well as the Government Gazette in which the Minister

The Ministry of Poverty Eradication and Social Welfare announced the social grants paid to registered pensioners and persons living with disabilities will be increased from N$1 100 to N$1 200 monthly.
Missing Pieter Sternberg found alive and well
The increase takes effect as from August. The increase is backdated to April meaning pensioners will receive an extra N$400 on the N$1200 pension in August. The Ministry urges all beneficiaries to ensure these grants are used responsibly and to the benefit of the elderly and the disabled.
Mid-water trawl fishery hit by massive increase in levies Namibia's midwater trawl fishing sector has been dealt a potentially disastrous blow with increases on average of 391 % and 692 % on levies per ton of fish landed and levies on quotas.

of Fisheries and Marine Resources Bernhardt Esau published the revised levies. "Fishing companies in the midwater trawl sector are already operating at a loss. You would recall that fees for fisheries observers increased some time ago from N$800 000 per vessel per annum to N$3 million per vessel per
annum. A tax on foreign crew was also instituted which can be as much as N$10 million per year. At the time, we already expressed concerns that our industry is increasingly coming under financial burden. We cannot understand that our own Government is doing this”, it was explained.
At the recent annual general meeting, the bombshell was dropped of the drastically increased quota fees. A document supplied to namib times explains the impact: A Namibian flagged vessel landing fish in port's levy per ton increased from N$60 to N$294,50. Continues on Page 2

The community of Walvis Bay is shocked by the news of the suicide by hanging of 24-year old Hugo Dreyer yesterday. Dreyer ended his life in his own apartment which is situated on the same premises of his employer in the light industrial area. He did not turn up for work yesterday morning. His father went to his living quarters to ascertain what was wrong. Dreyer did not complain of any illness. His father discovered the body. The incident was confirmed by police spokesperson deputy commissioner Erastus Iikuyu. There was no suicide note.
Equally a Namibian flagged vessel transhipping's fee per ton increased from N$80 to N$475 per ton. On a volume of 10 000 tons of fish it means an operator with a Namibian flagged vessel in the midwater trawl sector now has to fork out N$2,9 million, up from N$600 000. On 30 000 tons, the operator pays N$8,8 million up from N$1,8 million. For operators who partnered up with foreign vessels the picture looks even worse: A Namibian-based foreign vessel [the vessel is classified as Namibian based if it operates here for a long period and has more than 55 % Namibians as crew members] the levy per ton landed increased from N$80 per ton to N$589 per ton and transhipping from N$120 per ton to N$950 per ton [per 10 000 tons the levy increases from N$800 000 to N$5,890 million and on 30 000 tons it increased from N$2,4 million to N$17,670 million. The same for transhipment: on 10 000 tons, it increased from N$1,2 million to N$9,5 million and on 30 000 tons from N$3,6 million to N$28,8 million. A foreign vessel [operating here on the short term and with a crew of less than 55 % Namibians or no Namibians as crew] the levy per ton landed increased from N$100 per ton to N$950 per ton and transhipping from N$180 per ton to N$1425 per ton [per 10 000 tons the levy increases from N$1 million to N$9,5 million and on 30 000 tons it increased from N$3 million to N$28,5 million. The same for transhipment from a foreign vessel: on 10 000 tons, it increased from N$1,8 million to N$14,250 million and on 30 000 tons from N$5,4 million to N$42,750 million.

Media Release
NIPA advocates for extension on taxpayers amnesty The Namibia Institute of Professional Accountants (NIPA) is requesting an extension on an amnesty for all taxpayers. This request comes in the wake of an announcement made by the Minister of Finance, concerning the tax recovery programme for taxpayers' arrears which will end on the 31st July 2017. "We believe it's very difficult for taxpayers to participate in the incentive scheme, as to qualify, the exact capital amount and payment is required by the 31st July before they can apply for amnesty. Many taxpayers are unaware of the amount they owe, as they have not been assessed and assessment is a lengthy process," stated Essie Herbst, CEO of NIPA. Demonstrating concern not only for taxpayers, but for all businesses, their future and families, Herbst states that the smaller business market represents about 10% of GDP, contributing to 46% of the employment market and 21% of households in Namibia. NIPA further stresses that the economy is severely traumatised by the recession and that its focus has been to survive the negative impact on cash flow and retain their employees. Many smaller businesses
have already closed since January this year and some are soon to face closure. "This will also affect many pensioners who have long since retired, and have outstanding returns, and payments. Individuals that have been retrenched will also be affected," adds Herbst. Furthermore, NIPA in consultation with its 178 members, have recently received an overwhelming response from close to 20,000 taxpayers, who have said they do not understand the incentive programme, but once explained, indicated that they would like to participate, yet they do not qualify to apply. This is a clear indication of the need to grant tax payers more opportunity to settle their affairs in a reasonable time. NIPA acknowledges and is appreciative of the role that the Ministry of Finance has taken in recovering debt, and granting taxpayers an opportunity to settle out-
standing taxes. However, NIPA believes that the Ministry of Finance should carry out their duty to practice administrative justice, as prescribed in Article 18 of the Namibian Constitution that states administrative bodies and administrative officials shall act fairly and reasonably and comply with the requirements imposed upon such bodies and officials by common law and any relevant legislation. To ensure full participation from taxpayers, NIPA is recommending that payment of outstanding debt by taxpayers currently registered under the scheme to have time extended to the 31st December 2018 to settle debt. New entrants to the programme should be given the chance to adhere to the same deadline. Herbst further adds that the Receiver of Inland Revenue should grant all taxpayers with outstanding capital balances,
an affordable repayment schedule based on terms discussed individually between the Receiver of Inland Revenue and the taxpayer. "We believe that most taxpayers want to pay, but do not have the financial means to settle full amounts immediately. All taxpayers should be granted the opportunity to register for the scheme, irrespective of whether all returns have been submitted or when the outcome of the assessment and objections are still unknown. These measures are necessary to determine the correct liability due to the Inland Revenue and are also essential for the updating of taxpayer records," states Herbst. Advising taxpayers, NIPA has also urged individuals and businesses to come forward, make the capital payments and apply for the incentive programme.
"If they know their affairs are not in order, they should approach a professional accountant for assistance," Herbst states. Providing an alternative solution to addressing tax payments in Namibia, NIPA proposes that the Ministry of Finance broaden the taxpayer base, instead of adding more of the burden to the current taxpayer base. "With a population of 2.48 million people as per the latest population statistics issued by the Namibian Statistics Agency, our predications are that close to 400,000 taxpayers are bearing the weight of paying tax in the country. We also estimate that there are at least 250,000 individuals that are not registered for tax, who could and should be contributing to the tax base," adds Herbst. Herbst states that as a professional body representing accoun-
tants in Namibia, NIPA's mandate is not only to look after the interests of the profession and its members, but the consumer market, which consist of individuals and businesses. NIPA is committed to assisting the Namibian govern-ment in achieving its goal of collecting outstanding debt and updating the current tax system, before the

change over to the new online filing system (ITAS) in the upcoming financial year. The institution also highlights the essential need to bridge the gap between the Receiver Inland Revenue and identify a workable solution between the taxpayer, Receiver of Inland Revenue and the accountants.

Free education was introduced in 2015 for primary schools and in 2016 for secondary education in Government schools, excusing parents and guardians from mandatory financial contributions to these public schools as well as exam fees to the ministry. The aim was to reduce the financial burden on parents who otherwise cannot afford school fees. In many instances this led to children leaving school. In her address Hanse-Himarwa emphasized free education was not implemented as an excuse to spend the intended money on other things and that parents should contribute as best they can. Hanse-Himarwa visited the school to officiate a handover from the Michael Skini Charity Cup to the school. The organisation received several pledges during their annual gala dinner of which the school benefitted U$100 to repair windows by Patron Abner Axel Xoagub; five computers by the owner of New Point E-Solutions, Mr Maboss Ortmann; a printer by National Youth Service Director, Mr Humphries Mutumba; full kit school uniforms for five most vulnerable learners and netball full kits set by Jaliza Music Production. The Walvis Bay community is left in shock at the news of a 17- yearold Kuisebmond Secondary School student allegedly raped by a taxi driver during the early hours of Sunday morning. The suspect is still at large. The victim was reportedly on her way home from the Seapoint area of Kuisebmond, when the taxi picked her up. The driver allegedly ignored her directions and drove to a spot in the direction of the Narraville bridge, where he allegedly forced himself on her and then drove off. With the victim left stranded at the rape scene, she had to find her way home. She reported the matter to the Police and said it happened between 01:00 and 02:00. Due to the extreme trauma the victim suffered, she cannot recall all the detail.

NAMIB TIMES 9
Dangerous objects used to warn road users Several readers lodged complaints to namib times in recent days over objects placed on the streets to warn motorists against holes in the road. Walvis Bay's sewer network in many parts is old and worn and sewer leakages occur underground. Over time these leakages erode the ground and sand from under paved and asphalt surfaces to such an extent that these pockets cave to expose large th holes. An example is on the corner of 6 th Street and 11 Road where a hole is forming. Someone placed and empty drum over the hole to prevent motorists driving over it, as it would cave in and expose a large hole in the road. Unfortunately, this now causes a new traffic hazard. A second problem is manhole covers which are frequently stolen to sell as scrap metal or the town's corrosive environment causes
these covers to collapse, exposing dangerous cavities in the road which can cause damage to your car or even accidents. In this instance, th someone used this large tyre in 6 Street to warn motorists of an open manhole. The tyre was placed in a very dangerous position on the road and could have caused a serious accident. Someone removed it, as one has to ask yourself: which poses the biggest danger, the open manhole or the large tyre in the road? "The municipality needs to be more vigilant in spotting and repairing these danger points. To allow it to be covered by dangerous objects, often for days and weeks at a time is just as dangerous", a reader said yesterday.

Oruuano church dedicated to keep Swakopmund clean Sharlien Tjambari
Members of Oruuano Protestant Unity Church, Swakopmund branch dedicated their time and energy on Sunday to collect rubbish on a stretch of the B2 between Arandis and Swakopmund. The church members first had their normal church service on Sunday and church members who were available and free went with vehicles and assembled some twenty kilometres from Swakopmund. They walked back to Swakopmund whilst collecting rubbish alongside the road. Each group member was given a garbage bag to collect all plastic bags, bottles, tins and any other rubbish they
could find near the road. They collected about 15 bags full of rubbish. The church is taking part in the Project Shine initiative of the Swakopmund Municipality, which aims to keep Swakopmund and the surrounding areas clean. Project Shine was established in 2007 and Oruuano Protestant Unity Church have been participating ever since.
Members of the church were still energetic after they collected the rubbish and posed for a group photo

The Kwese Friday Fight Night series, proudly promoted by Kalakoda Promotions, rolls on with its th next tournament on the 28 of July in Namibia, dubbed Desert Storm. This event is hosted in the seaside town of Swakopmund and will feature two championship bouts with boxers from Nigeria, South Africa, Cameroon, DRC, Tanzania and Namibia. A truly Pan -African event. The state of the art The Dome sports venue provides the backdrop to this exciting event, which is headlined with an IBF Africa Junior Lightweight Title fight between Swakopmund fighter Albinuis Felessianu and Tanzania's Yonas Segu. Albinuis Felessianu or "Danny Boy" as his fans affectionately know him is a talented fighter with knock out power in both hands. He is relishing in the opportunity to fight in front of a home crowd. Danny Boy said: "I can't wait for this fight. This boy from Tanzania must feel my pain. My training camp is going great and I'm already on weight. This my time to shine". The main supporting bout sees another local fighter Abraham Ndauendapo takes on South African Nkosinathi Ntshangase for the WBF Africa Super Featherweight Title. Other notable fights on the bill are an international non-title heavyweight bout between former WBF Africa Heavyweight Champion Elvis Moyo and Nigeria's Akeem Tijani. Moyo, who has gained recent popularity by switching and competing in mixed martial arts events in South Africa, now returns to the boxing ring in the start of a bid to reclaim his WBF Africa Title. The under-card also features Cameroon Olympian and decorated amateur Smaila Hamaman making his much anticipated professional debut. The opening fight also see's Namibian boxing legend Harry Simon's son
square off in a non title welterweight bout. Two other junior title fights, (Legacy Champions titles) will be fought in pre-fights. Charlie Abisai (Swakopmund) , Robert Haufiku (Swakopmund) and Delano Müller (Walvis Bay). Delano Müller is a kickboxer from Walvis Bay that won the world Championship in RCFAI Kickboxing in the USA - at Battle of Atlanta in June 2017. This would be Delano Müller’s boxing debut in the ring. It would be exciting as Robert Haufiku is the current Legacy Champion. The 16 year old Charlie Abisai is a very promising fighter. The future certainly looks bright for him. Buttons Heyns, Operations Manager of the Dome, said: "We are delighted to be working with Kalakoda Promotions and Kwese Sport. We believe this event will set the tone for regular boxing events at The Dome and positioning Swakopmund as the new fight Mecca of Namibia" Steve Kalakoda from Kalakoda Promotions said: "This is our first event in Namibia. We have been working in harmony with the local Namibian boxing board, as well as local promotion Legacy promotions to make it all happen. This country has unbelievable talent and boxing enjoys great support. We look forward to doing more events here" With recent license agreements now in place, the event is broadcast live across multiple channels: Kwese Free Sports, KS 1, on the local Namibian free to air broadcaster, on the Kwese Mobile App as well as on Soweto TV channel 251. With a sustained frequency of boxing events hosted in different cities every month, Kalakoda promotions and Kwese Sports are repositioning boxing across the continent and providing a new platform to showcase the next generation of African boxing stars.
Namibia hands Rugby Cranes a thorough beating in Africa Gold Cup Match Uganda Rugby Cranes suffered their first loss in the 2017 Africa Gold Cup after a 48-24 pummelling by Namibia at Legends stadium in Uganda on Saturday. Favourites before kick-off, Namibia started on the back foot as the home side put up phases that led to the first points in the game. Asuman Mugerwa crossed the try line early in the first half and Philip Wokorach made no mistake from the tee, converting for the home side to lead 7-0. Uganda remained under pressure as Namibia dominated in the scrums, often forcing the host into errors. The visitors converted a penalty before crossing the line. The conversion gave Namibia the lead but Wokorach converted from the tee to level matters. Namibia ran riot thereafter and scored two tries to take a 22-10 lead at half time. In the second half Namibia continued to dominate. With Ivan Magomu and Solomon Okia limping with injuries, the Namibians took advantage with their quick transition into the attack. Eric Mula marked his debut with a try as Uganda
attempted a late comeback. Ivan Magomu combined well with Philip Wokorach for the latter to cut the deficit to 10 points (24-34). Head coach John Duncan made changes late in the game and the visitors ran in two tries to seal their fourth straight win of the campaign. The final score: Uganda 24-48 Namibia. In the other Africa Gold Cup match, Kenya beat Zimbabwe 41 points to 22 at Hartfield in Bulawayo. Namibia will play its last match against Kenya on 29 July 2017 in Windhoek at the Hage Geingob Rugby Stadium. The standing after round five: Namibia 20 Kenya's 18 Uganda 11 Zimbabwe 5 Senegal 1 Tunisia 0

(foto: The Namibian)

Dynamo Fredericks then scored to make it 4-3 and Zimbabwe scored their final penalty to make it 4-4. And then Immanuel Heita’s moment came. The Black Africa midfielder scored and sent the Namibians into wild celebrations leaving coach Mannetti a happy man. " We played a very good Zimbabwean team that was in a greater shape than us, but our hunger was stronger than theirs. This mentality won us this round. We wanted it more than them. The boys defended well, created opportunities. That was very brave of them. When Imma-
nuel scored that penalty we could not contain our joy. We are enjoying the moment and we will go for dinner at the High Commissioner’s Residence and we will enjoy ourselves", Mannetti wrapped up the fixture. The triumphant Brave Warriors returned home yesterday and will prepare to travel to Comoros for an 11 August Third Round first leg. The second meeting will be in Windhoek on 18 August. The winner will qualify to the 2018 CHAN to be held in Kenya from 11 January to 2 February.

thanks to a strike from Prince Dube, leaving the aggregate score 11 after two legs and this resulted in the two nations going into a penalty shoot-out to decide who would progress to the next stage of qualifiers – Namibia showed nerves of steel to win 5-4 on penalties. Petrus Shitembi, Hendrick Somaeb, Riaan Hanamub scored to keep the Brave Warriors in the shoot-out and then substitute goalkeeper Edward Maova, having replaced the injured Lodyt Kazapua in the second half, kept his cool and saved Zimbabwe’s fourth penalty.
