From Harare to Swakopmund: Zimbabweans inside Dippecelebrate the departure of Robert Mugabe naar case resumes

Erwin Leuschner

Zimbabweans living in Swakopmund joined their fellow countrymen on Tuesday evening and celebrated the end of President Robert Mugabe's 37-year long rule. "We are really happy. We're excited, overwhelmed‌", said Karen to namib times on Wednesday. namib times visited the arts and crafts traders operating at Kavita Park, where about a dozen Zimbabweans sell their products mostly to tourists. All of the Zimbabweans interviewed were happy and wish to return to Zimbabwe as soon as possible. "I came to Swakopmund eight years ago and started trading here, because of the economic situation at home", explains a

man who incidentally introduced himself as Robert. His earnings he sends home to support his wife and four children. "It's not much, but it is more than I would get back home", he explained. When he heard the news of 93-year-old Mugabe's resignation on Tuesday evening he celebrated. "I was also crying at the same time", he says, acknowledging the end of an era on the horizon. "I initially couldn't believe it", another Zim-

babwean Karen cuts in. Karen's husband lives in South Africa and their children are in Zimbabwe. "We are scattered all over due to the difficult economic situation at home. Now we can finally return and be united again as a family", she said smilingly. "We were partying and we prepared a lot of food to eat in celebration. It was exciting", she adds. Karen is confident that former Vice-

Walvis Bay resident charged End of the road for Eclipse, for murder after deadly bar Paradise and former Little brawl Piquet Jacobs The 26-year-old, Sylvester Duiker, a Walvis Bay resident accused of Sharlien Tjambari Foot buildings causing the death of Sebulon Handjamba (25) during a brawl outside a

The old Eclipse and Paradise buildings, located on erf 3777 sandwiched between Mandume Ya Ndemufayo Street and Theo Ben Gurirab Avenue in Swakopmund, were demolished. The unoccupied buildings were home to vagrants and the community believed it to be the hideout for criminals. The buildings were also dilapidated and unsightly. The demolition of these buildings started about two weeks ago. First the roofs were removed and then the earthmoving machines moved in to demolish the empty brick and mortar shells.

All rubble was also removed and the area looks neat and tidy. One of the structures that were demolished housed the Little Foot Nursery, but the unoccupied structures soon became a place for street kids to live and

criminals to hide out. The erf, which is now in the hands of a private developer, was initially earmarked to form part of the Bahnhof Square development, which up to now only remains an idea on paper.

local club in the harbour town in the early hours of Sunday 12 November this year was granted bail. He appeared in the Walvis Bay magistrates court for his bail application. The incident lead to huge discontent among Walvis Bay residents who argue the Namibian Police was selective in who they arrested for the alleged murder. The brawl reportedly broke out between two groups at Shanghai night club whereby people allegedly struck each other with clenched fists and instruments which included a vehicle jack and a hammer.

During the physical altercation four people sustained moderate to serious head injuries and were taken to Walvis Bay state hospital for medical treatment. Handjamba passed away a few hours later and the police investigates now whether the death can be linked to injuries the deceased sustained as a result of the brawl. Duiker stands accused of having delivered the deadly blow by

hitting Handjamba over the head with the vehicle jack. Duiker, who was also one of the injured admitted to hospital, was arrested after his discharge from hospital and made his first appearance on a charge of murder in the Walvis Bay Magistrates court on Tuesday. Duiker’s bail was granted at N$10 000. His next appearance will be in February 2018.

From Harare to Swakopmund: Zimbabweans celebrate Continued from Page 1

President Emmerson Mnangagwa will take charge of Zimbabwe soon – and she fully supports him. "I am also happy. It is a big change. I will also return home as soon as possible", said another woman who introduced herself only as Gladis. Gladis has been trading arts and crafts in Swakopmund for 17 years, to support her husband and children at home. Although she came back to Swakopmund from a visit in Zimbabwe only two weeks ago, she now wants to go back as soon as the situation has stabilised. "You know, president Mugabe was a big man", Robert says while polishing a carving of an elephant. He adds: "But it was time for him to go. I wish to go home as soon as possible, after all, it is my home country and home is where the heart is." Caption: Robert has been trading arts and crafts in Swakopmund for eight years. O&L expands it’s company Portfolio

On Tuesday, 21 November 2017 the Ohlthaver & List (O&L) Group expanded its company portfolio with an addition to the list of subsidiaries the group has built and successfully sustained since its inception in 1919. Sociality is an agency born from the identified need of a player in Namibia that helps the local business fraternity to use Social Media to its fullest potential on the journey of economic prosperity, and a greater future for Namibia and its people. At the launch event, the O&L Group Executive Chairman, Sven Thieme stressed on the importance for Business Namibia to understand social media – both the repercussions if used incorrectly, and its fullest potential if used correctly, and smartly. Thieme: "The introduction of sociality is another confirmation by the O&L Group, of its passion about, and commitment to the group purpose of 'Creating a future, enhancing life' for all Namibians. On this journey of building the Namibian economy, and striving for a better future for Namibia and her people it is critical that we all understand the importance of adapting to this evolving world, and how we can use it to our advantage going forward. sociality is a service provider to Business Namibia, to help our business men and women, and entrepreneurs, as well as government embrace the reality of the digital sphere, the impact it has and the significant benefits it could provide to growth and development, and prosperity going forward." Director of sociality, Japie Swanepoel emphasized the marketing landscape in Namibia as quite sophisticated, with a gap between how Business Namibia uses the digital sphere and how they could use it for ultimate benefit. Swanepoel: "Of the thirty-eight (38) holdings companies listed on Namibia Stock Exchange (NSX), only four (4) have active Namibia focussed Instagram accounts. Only five (5) Namibian individuals have Instagram accounts with more than 10,000 followers. The low presence of Namibians, especially Business Namibia on Instagram is but a simple indication of the lack of knowledge on how significantly social media presence can contribute to business success, because if people did know, Namibia would have a stronger presence. sociality aims to close that gap and help the Namibian community make the best of social media for their benefit. This perfectly speaks to the O&L purpose of 'Creating a future, enhancing life'." Swanepoel founded Interactive Concepts in January 2009 - an online marketing agency that serves clients in South Africa, Kenya, Namibia and Zimbabwe. He is a former Director of Longtail and Quirk Digital in South Africa. He worked as new business developer for an online marketing agency in South Africa and London, UK, and holds a B.Com Degree from the University of South Africa (UNISA) and a Diploma in Hotel Management from the University of Johannesburg. "I have full confidence in Swanepoel's ability to turn sociality into a cornerstone and significant contributor to taking Business Namibia to the next level," Thieme concluded.

N$40 000 bail for Russian in underage-sex case Piquet Jacobs

Alexander Krylov, a Russian national accused of human trafficking, rape and committing immoral acts with underage girls has been released on N$40 000 bail, along with his alleged accomplice, Anna Katrina Engelbrecht, who was released on N$4 000 bail. During the bail hearing Krylov testified that the sexual encounters were consensual and he paid the girls N$100 each for sex, also that he had no idea that the girls were underage as their bodies were 'well developed'. Adding to this that one of the girls tried extorting money from him. He often engaged in group sex with his alleged victims and Engelbrecht allegedly also joined some of these sexual encounters. Also during this hearing, Engelbrecht testified that she too was under the impression that the girls were 17-years-old or older, as this was what they told her when she inquired about their age. Engelbrecht added that before the first encounter with Krylov, which according to her account was in 2015, she gave one of the girls a place to stay for the night after she had been kicked out of her place of stay. When asked who initiated sex during the first en-

counter, Engelbrecht told the court that the girl set it in motion. Another detail that emerged in court was that Krylov would allegedly become physical when the girls did not do as he said, according to statements from the victims. Engelbrecht added that she did not recruit the girls, and that they in fact approached her. "These girls were already sleeping around. When the first girl and Krylov were having sex, she even said she was enjoying it. And I did not take five girls, I only knew two and they SMS-ed me", explained Engelbrecht. The pair was granted bail following a lengthy bail hearing. Conditions included that they surrender their travel documents, report to their nearest police stations every Friday and Monday, and will not leave the district of Walvis Bay without the permission from the investigating officer. The case was then postponed to 22 February 2018.

Technicalities delay continuation of Dippenaar trial Erwin Leuschner

Alexander Krylov The murder trial against JandrĂŠ Dippenaar, who is accused of having caused a horrific motor vehicle collision on 29 December 2014 on the Henties Bay road, which claimed the lives of six people, resumed only yesterday afternoon, after the matter was remanded on Tuesday and Wednesday due to "technicalities" with an expert witness report. The matter was initially set down to continue on Tuesday morning with a witness to testify for the State. The witness is an expert in the reconstruction of accident scenes and after investigating this particular accident, drew up a detailed report. This report however, became a bone of contention between the defense and the State. Advocate Louis Botes, for Dippenaar, already six months ago argued the report compiled by this witness was not on instruction of the State, but was compiled for insurer Hollard. When proceedings were to resume on Tuesday, Botes again protested this report. State Prosecutor Faith Chipepera-Nyaungwa conceded and said the report will be corrected and again presented to court as evidence. Magistrate Gaynor Poulton thereafter postponed the matter to Wednesday morning to give the State the opportunity to make the required corrections. On Wednesday morning Chipepera-Nyaungwa informed the court the report was still being re-typed and will only be made available to the defense in the afternoon. To give the defense an opportunity to scrutinize the retyped report, the matter was postponed to yesterday (Thursday) afternoon. "I hope that everything will be sorted. The matter was supposed to start on Tuesday already", said Magistrate Gaynor Poulton, as she postponed the matter. Dippenaar remains free on a warning. He faces six counts of murder, one count of reckless or negligent driving alternatively inconsiderate driving, a count of fraud alternatively furnishing false information and a count of not being in possession of a driving license. This former rally driver is accused of having caused a head-on collision on the road between Swakopmund and Henties on 29 December 2014, after he allegedly overtook numerous vehicles at a high speed on a blind spot. His white Toyota FJ Cruiser slammed into a Ford Ranger, a rented car in which a German tourist family of four were traveling. Dippenaar was the sole survivor of four in his vehicle. The people in Dippenaar's vehicle who died are JC Horn, Dinah Pretorius and Charlene Schoombee. In the Ford Ranger the only survivor in their vehicle was Antonia Joschko (who was 16 at the time). She lost her father Markus Walter Helmut Joschko, mother Stephanie Schermuck-Joschko and her sister Alexandra Marlene Joschko in this accident. The family members of the victims as well as the German survivor have been following the proceedings since the start of the trial. It has been an emotional rollercoaster for all of them, as witnesses took the stand recalling in graphic detail the events of that fateful day.

Erongo RED commissions hi-tech Walvis Bay intake-substation Bulk electricity supply to Walvis Bay now of a world class standard. Regional electricty distributing company, Erongo RED commissioned its new intake-substation at Walvis Bay on Friday, a project described proudly by the company as the "biggest project to date". The new intake-substation is a state of the art facility that was manufactured by ABB in the Czech Republic at a price tag of N$270 million. Described as the hub of electricity distribution in Walvis Bay, the intake substation is fed by Nampower's two transmission lines from the Walmund substation. Nampower completed these two transmission lines as part of its bulk infrastructure to Walvis Bay at a price tag of N$300 million and given the hi-tech intake-substation Walvis Bay boasts an N-1 network. N-1 means if one transmission line is down, Walvis Bay can still be fed by the other line with adequate supply capability to supply Walvis Bay's increasing power demand. Initial planning for the substation commenced in 2012, when Erongo RED and NamPower identified the urgent need to upgrade electricity supply capacity to Walvis Bay. Minister Shaningwa approves new height restrictions in Swakopmund The new Swakopmund Town Planning Amendment Scheme No. 61 was published in the Government Gazette on Wednesday (15 November), after the Minister of Urban and Rural Development, Sophia Shaningwa, approved the scheme in October. It is now law. The new scheme includes drastic changes to building heights and bulk developments all over town. It paves the way for buildings with a height of up to 40 meters and no limit on bulk. Since the Amendment Scheme was approved, it has sparked a public debate. The main criticism: it allegedly was never laid open for public input. namib times contacted the Municipality of Swakopmund and requested a copy of the scheme, to verify the exact details. The request was denied. "No, the scheme cannot be sent, it needs to be certified by the Minister first as correct version. I do not have a copy to verify with the electronic version (sic)", was the official reply by the GM: Engineering Services. According to the Government Gazette (6472) published on 15 November, two Town Planning Amendment Schemes, being No. 61 and No. 62, were published in the Government Gazette. Pam Miller no public input allowed? this tendency has been percolating for a while I think- wasn't there a problem earlier where public input was specifically excluded? as pointed out, it is a requirement and if this rule is ignored, which rule is next? Danie Steyn Cool ... let's make Swakop a town/city of note! Imagine how much money Swakopmunders will make! Maike Becker This is where Swakop is headed with this new law. Is that really what we want? Laurika L Hattingh It would be sad if it turns out this way. Lars Kulikowski My god. Please dont post rubbish. This would take 50 years to build anything like this. Swakop has so much space so it would not look like this.

During 2017, the outreach team of CAN visited 27 points nationwide in comparison with 10 clinic points in 2016 (when the project was started), screening more than 9 000 Namibian men and women complimentary for cervical cancer, conducted clinical breast examinations, rapid PSA test on men for prostate cancer, testicular cancer examinations and screening for clinical detection of lymphoma cancer. A private cervical cancer (Pap smear) costs in approximately N$1 100. Through the generous support of the Namibian community, CAN is able to present these screenings complimentary in order to give cancer screening access to the masses. Community and school talks impacting more than 40 000 Namibians were also conducted, while no less than 47 radio and television talks where hosted by CAN to inform the nation on cancer. Training and certification was also provided to 43 state medical practitioners to continue with the work after CAN departed to ensure continuity and screening of patients in the various regions. “It is the distinct aim of CAN to reach out to any and all Namibians afflicted by cancer, and through the National Cancer Outreach Programme, we have been from Noordoewer to Katima Mulilo – Gobabis to Swakopmund,” explained CANCEO, Mr Rolf Hansen. The association also supported patients fighting cancer in excess of N$2 510 000.00 through the Patient Financial Assistance Programme and Interim Homes Support Programme of CAN. On 22 January 2018 the outreach programme kicks off again in the Hardap Region towns of Aranos, Stampriet and Rehoboth and aims to reach Opuwo and Tsumkwe as well. The outreaches are anticipated to expand and impact even more lives during 2018 as more Namibians have become aware of cancer, seeking advice and screening interventions to help prevent and earlier detect cancer. The Cancer Association of Namibia thank the Namibian community, in parti-

cular the Gondwana Collection, Spar Namibia, Pascheka Group of Companies, Nest Hotel Lüderitz, Kupferquelle Resort in Tsumeb,

Maltahöhe Hotel and the Bank Windhoek Cancer Apple Project for the generous support in making this programme a reality.

An der Atlantikküste,in der Namibwüste PSS-Sportler in Aktion! Swakopmund (sk) Beim Sportfest der Privatschule Swakopmund am 9. November ging es wiedermals hoch her.

Locker vom Hocker Aus Ruinen wächst neues Leben

Early Christmas Present for Swakop Striders Road Runners The road runners of the Swakop Striders received an early Christmas present when their newly designed club outfits finally arrived. Some of the runners proudly presented their new club gear at the Park Run on Saturday morning. In 1986, when the Rössing Sports Office showed little interest in runners other than the elite athletes, a group of road runners got together and the Swakop Striders Running Club was born, with Ampie van Rooyen as first chairman. For over 30 years the Swakop Striders have participated regularly in road running events all over Namibia and South Africa. Every Tuesday the runners meet at the SFC for a 4km/8km self-timed time trial and a refreshing drink afterwards. On Saturdays there is usually a long run planned. For 2018 some of the Swakop Striders have big plans with Andre Ross leading the way by training for his green number (that is his 10th run) for the Comrades Ultra Marathon in June, while Wicus Burger, Raimond Kintscher and Anja Kreiner signed up for their first Comrades. Several Striders have

Physical self-defence is the use of physical force to counter an immediate threat of violence. Such force can be either armed or unarmed. In either case, the chances of success depend on a large number of parameters, related to the severity of the threat on one hand, but also on the mental and physical preparedness of the defender. Many styles of martial arts are practiced for self-defence or include selfdefence techniques. Some styles train primarily for self-defence, while other martial or combat sports can be effectively applied for selfdefence. Some martial arts train how to escape from a knife or gun situation, or how to break away from a punch, while others train how to attack. To provide more practical self-defence, many modern day martial arts schools now use a combination of martial arts styles and techniques, and will often customize self-defence training to suit the participants' lifestyles, occupations, age groups and gender, and physical and mental capabilities. The Seminar will be at the Namibia RCFAI & Kickboxing Academy at Emeritus Warehouse Complex C/O Langer Heinrich Crescent & Rossing Street Unit 4, Extention 12 Industrial Area (behind the weighbridge) in Walvis Bay on Sunday 26th November 2017. Everyone is welcome to come attend the Self-Defense Seminar. Entrance fee for the seminar is N$100. The 25th November will be the annual Brazilian Jiu-Jitsu grading for students in Namibia.

entered the Old Mutual Two Oceans Ultra Marathon or Half Marathonto be run in Cape Town on the Easter weekend. The Swakop Striders, however, do not only cater for long distance runners. Many of the active club members chose to keep to shorter distances. Striders of all ages and levels are regular participants at the local 5km Park Run every Saturday morning at 8:00 and often assist as volunteers, knowing that running events can only happen thanks to the working people behind the scenes. Track & Field athletics was introduced some years ago and is an active part of the club today. The Swakop Striders have several very talented young athletes who will certainly leave their marks on the athletics scene in Namibia and a large contingent has already obtained junior national colours. Several of them have reached

championship status at senior level. To find out more about the Swakop Striders please don't hesitate to contact any of the following members: Chairman: Frank Slabbert 081 2403383, Road runners: Anja Kreiner 081 2896878 or for Track and Field: Hennie Horn 081 2939987, Leon Nienhaber 081 6271257

FIFA pleased with School’s project progress Federation of International Football Associations (FIFA)'s Design Consultant, Dr Ian McClements was in Namibia recently to assess progress made on the development and rehabilitation of sports fields in the Khomas and Ohangwena Regions which were commissioned in February this year. Dr McClements' who works for Sports Turf Research Institute (STRI), a company that deals with construction and development of sports facilities has been doing field inspection for 26 years and has visited 15 venues in the northern part of Namibia, where stadium construction was either underway or completed. He has as well visited Concordia College in Windhoek, which at the moment is the only school part of the project in the Khomas region. He says the construction and development of sports facilities ranges from world class stadiums, the highest level, such as the stadium in Russia with which he's currently busy with in preparation for 2018 world cup, to grass roots level. “We've had good engagement with various stakeholders during my visit so we are very happy with the progress that is being made”, states Dr McClements, who designed stadiums for five African countries, namely Zambia, South Africa, Botswana, Morocco, and Tanzania, with Namibia being the sixth, and was also involved in the development of pitches for the 2010 World Cup in South Africa. The German Football Association (DFB), the Namibia Football Association (NFA) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (a

global service provider in the field of international cooperation for sustainable development) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) worked, alongside FIFA. The far-reaching project will seek to enrich the lives of a vast number of Namibian children by benefitting 23 schools and one Vocational Training Centre in the country, while also aiding the NFA with the expansion of youth football at grassroots level by introducing football and other sporting competitions in schools. FIFA and the NFA will renovate existing football pitches at selected schools and institutions working with young people, with FIFA and the DFB helping to provide football equipment and educate instructors for coaching, refereeing and league management. The Federal Ministry for Economic Cooperation and Development will build 44 new sport fields for football, basketball, volleyball and netball at the selected schools. The overarching objective is to provide better access to education on HIV/ AIDS through football, sporting facilities and equipment, as well as increasing the sporting capacity of the schools involved and widening the participation of school children in football, with the introduction of the school football competitions and improved levels of coaching.

Various individuals contributed to the formation of Namibia Football Association (NFA) Women Super Cup which was launched on Tuesday at Football House and will be played from 25 November to 2 December. Tournament Director Jacqui Shipanga explains that the initiative to have the Super Cup came up recently to engage the ladies and scout for talent for the Brave Gladiators ahead of the March 2018 kickoff of the 2018 Women Africa Cup of Nations qualifiers with Namibia due to face Zimbabwe, and they are surprised by the interest from individuals. "We thought of N$10 000 for the winners and in about two weeks we have about N$60 000 to organise this cup and that just from individuals that care about women football. Special thanks to our President for leading the way and we hope it will become an annual event and we can grow this cup", Shipanga states. NFA President Frans Mbidi led the way with N$30 000 of which N$5 000 goes to the Oshana Queens's preparations. Shipanga forked out N$10 000, while the NFA coffers too offered N$10 000 while Facebook Group Thru Pass gave N$1 600 which translates to N$100 for every lady of the match in addition to the Telecom Namibia Mobile' 16 cell phones. Lownan "Wamboe Seun" Nangombe also pledged N$1 000 for Player of the Tournament and Secretary General of NFA Barry Rukoro pledged N$1 000 for Goalkeeper of the Tournament. Immanuel Hamutenya from Rightway football club pledged N$1 000 for Young player of the Tournament, to be awarded to a player-20 years or younger and a further N$5 000 has also been pledged by the Namibia Players' Union while German development agent GiZ provides the football equipment for the clubs losing clubs. The Women Super Cup will see eight clubs from around Namibia battle it out to walk away with a N$10 000, with the second runner up walking away with N$5 000, N$3 000 for the third runner ups, N$2 000 for fourth place and football equipments such as cones, bibs and balls for the clubs that lost at the group stage. The Cup will come alive on Saturday at the NFA Technical Centre up to the third and fourth place match with the final to be held Gobabis, as a curtainraiser to the Debmarine Namibia Cup final at the Legare stadium on Saturday, 2 December. Group A consist of Tura Magic Ladies FC, V Power FC, Mighty Erongo FC and Oshana Queens FC. Pool B is made up of Khomas Nampol FC, Galz and Goals FC, Right Way FC and Western Angels FC.
