23 MARCH 2018

Today is our Independence Day. We are convening here in the copper town of Tsumeb in the picturesque Oshikoto region, coming from all corners of the country to be together as citizens of this great country. What binds us here in this town, a melting pot of cultures, sitting at the intersection of our liberation struggle, is our love for Namibia. It is a fitting geography to give credence to the theme of our 28th Independence Anniversary, “United we stand, for the love of Namibia.”

SERVING THE Twenty-eight years ago, we witnessed our Founding Father, Comrade Sam Shafishuna Nujoma before a global audience proclaiming: “As from today, we are the masters of this vast land of our ancestors. The destiny of this country is now fully in our own hands. We should therefore look forward to the future with confidence and hope.” COASTAL This mobilizing statement by Comrade Sam Nujoma captures the meaning of our independence and how far we have come. It underscores a watershed moment in our young nation's history. It is why March 21, Independence Day must and will always be accorded the highest significance. COMMUNITY On Independence Day, each and every Namibian should partake in the activities, pause and reflect about the heroic efforts of our brave sons and daughters. Namibians, holding hands SINCE 1958 broke collectively the shackles of physical, political and economic enslavement, opening the doors to our freedom and a future of possibilities. This is also a fitting occasion to unpack the true meaning of independence. Why is the meaning of independence of consequence? When we, as freedom fighters, came to the realization

namib times is registered as that “we would have to be our own liberators”, what we had in mind was a better future for all Namibians, beyond the “flag and the national anthem”. We envisioned a nation that one day a newspaper by the Ministry would be able to turn the blood, sweat and tears of struggle into a shared vision of prosperity for all. of Information Technology What we sought was the complete emancipation of each and every Namibian. Our goal was to unite the people of our vast land, irrespective of race, religion, gender or ethnic origin – for and Communication

a democratic, vibrant and peace-loving nation to prosper. There were no textbooks to prepare us for accomplishing the task of development, and shared prosperity after independence. But our conscience and actions animated our conviction Walvis Bay that we needed to build a new Namibia. A Namibia in which the chains of the injustices of the past would be broken and the protection of each citizen the reason why a Government is elected became a reality. We wanted a Namibia in which government policies set-us on course towards nation building, social progression and economic advancement. We are building Office that Namibia. Tel +264 64 205854 I should remind you that prosperity for the majority of our citizens is the only insurance for sustainable peace. A country where inequality still exists cannot be successful. As I always emphasize, inclusivity spells harmony - and exclusivity spells conflict. Fax + 264 64 204813 After 28 years, it is time to take stock, assess the road going forward and see how best we can accomplish the urgent tasks of unity and shared prosperity. Peace and unity are important wvb@namibtimes.net preconditions for our collective success as a nation. A legacy of purposeful leadership has enabled our country to remain united, peaceful and stable. Our Founding Father laid the bases for democracy, tolerance and development by pursuing a policy of reconciliation and nation building. ADVERTISING The progress witnessed under Comrade Nujoma's leadership was consolidated under the stewardship of Namibia's second President, Comrade Hifikepunye Pohamba. Our democratic edifice is solid. Processes, mikkie@namibtimes.net systems and institutions support our robust Governance Architecture. We have witnessed rapid progress since independence with the infrastructure of Apartheid dismantled and more Namibians encouraged to expect and to demand more from their Government. I agree, citizens should expect nothing but quality public services. MARKETING/ Since assuming office as Head of State, I have, after speaking to Namibians in townhall meetings, rolled-out the Harambee Prosperity Plan as an implementation tool of the 2014 Swapo Party Manifesto. A narrative around nation building and inclusivity, and fast-tracking the National Development Plan is now part of our Governance Architecture. . SALES We have made tangible gains in infrastructure provision, social protection, economic advancement and effective governance. Recently, our roads were rated the best in Sub-Saharan Africa. Poverty rates have fallen; more children are in school; and better social services are provided to the majority. I am the first to admit that we would have loved to sustain a higher rate of progress and implementation. But we had to contend with independent intervening variables beyond our Mikkie Kriel Cell +264 81 286 9519 control. The past four years have been fraught with “headwinds”, brought about by a global economic downturn, characterized by falling commodity prices and exchange rate mikkie@namibtimes.net fluctuations. This “perfect storm” as some have termed it has had a direct impact on our economy and revenue base. We have as a result implemented the biggest expenditure cuts since independence. We are aware that some of the necessary interventions have hurt small businesses and led to job losses. marketing.namibtimes@iway.naIt is why as government, we are encouraging small and medium enterprises to diversify their business portfolio. Exceptional circumstances have obliged us to review priorities. We are the people of the land of the brave. The Republic remains intact - but the reality of the economic downturn has Desiree Jooste necessitated new thinking in Government on how to ensure a diverse and inclusive growth model, based on fiscal prudence and sustainability to weather turbulent economic storms. We Tel: +264 64 205854 desiree@namibtimes.net are now at a critical stage and all hands are needed on deck, in order to create the conditions for broad based economic growth. In his paper titled Freedom and Development, Julius Mwalimu Nyerere argues rightly: “Development brings freedom, provided it is development of the people. But people cannot be lolla@namibtimes.net developed; they can only develop themselves.” Namibians are yearning for socio-economic development. As a government for the people and by the people, we have to deliver on their legitimate expectations. Freedom and liberty CLASSIFIEDS Tel: +264 64 205854 should lead to greater social justice for the majority. We, the people of the land of the brave will find solutions to youth unemployment. We, the people of the land of the brave shall find smalls@namibtimes.net common purpose on the vexing questions of land reform and broadbased economic empowerment. I can assure you that it won't be easy. But we must all bear in mind that there are no short cuts to progress and prosperity. Every Namibian will have to actively participate in bringing about genuine change and structural transformation within our economy. Genuine change would require that we enter into a contract of rights and responsibilities. It would require unified efforts and commitment spurred on by patriotism. We must stand together, united for the love of Namibia. Finger-pointing, playing the blame game or passing the buck should be avoided. Let us therefore hold hands and place national interest and the pursuit of shared prosperity above self-interest. Floris Steenkamp In this Year of Reckoning, we should guard against the existence of “Silo Mentalities” across Government Ministries, Agencies and Offices and the overall lack of cooperation and Cell +264 81 220 6090 coordination between officials. We must equally guard against tribalism and racism. newsdesk@namibtimes.net The Namibia we fought for belongs to all of us, and we will not allow the retrogressive mentalities to return to our land. We will not allow those who propagate the divisive Bantustan mentality of the past, to gain a foothold in our society. We either embrace unity in order to move forward as a nation, or we choose division, pouring scorn on the memory of the brave sons and daughters who paid the ultimate sacrifice for our freedom. We have to choose unity. Government has high hopes to deliver on development and for the prosperity of our people. We are aware that if we are to deliver these results, we will need to tackle corruption, crime journalist5@namibtimes.net and poor implementation of policies and programmes. It is disheartening to note that allegations and perceptions of corruption continue to taint our Government. This has led to the public losing faith and confidence in a few Government Ministries and Agencies. We cannot allow corruption to sabotage 28 years of progress. Corruption undermines stability and Swakopmund social cohesion. Let us adopt the fraternal characteristics of sharing and looking out for those in our society who are entrenched in poverty, for as Nobel Prize in economics Prof. Joseph Stiglitz states, Office “Growth that is not shared, will not be sustainable”. We should therefore all mobilize around the goals of tackling inequality and unemployment which have been derived from the fact Tel +264 64 461866 that our economic growth has neither been sufficiently inclusive nor generating enough jobs. That being said, interventions aimed at addressing these inherent imbalances should Fax + 264 64 461824 therefore be supported. I direct our security services to ensure that the ADVERTISING safety and security of the people of Namibia, as well as that of our friends and visitors is guaranteed. As Namibians, we have much to be thankful for and much to look forward to. For 28 years we have remained resolute in upholding the values of unity and peace. The road has not SALES been easy. No one said it would be easy. But we have delivered on our promises. Our track record speaks for itself. One of the primary points of this Government has been to address the scourge of poverty. In 2015, we took a decision to increase the old age pension by 66 percent over a two-year period. Drug dealers believed to have informants in the police departments

Al Anon meetings for the family of alcoholics are run at the same time.

Drugs are becoming a major concern on the streets of Swakopmund, many well-known drug dealers and drug lords feel they are untouchable, because somehow they are informed when the drug operation squad is going to raid their houses.

A few members of the Swakopmund Community against Crime, a group that works alongside the Namibian police to fight crime in Swakopmund, approached Namib times recently to raise their concern about the drug dealers in Swakopmund. According to them, when they are going on patrols with the drug squad they, the reservists/neighbourhood watch members, are never told where they are going and the whole operation is a secret. One member of the Swakopmund Community against crime said the following: “There is a time we went to a certain house in Mondesa during a drug operation, and when we got to the house, the owner of the house asked us, 'what are you looking for, people have already told us that you are coming.' The lady said this in front of the police officer and she was just left alone. Nothing happened to her and no further steps were taken. It is clear that this lady somehow has informants inside the police, because the reservists or the members of the neighbourhood watch just went along and had no prior information on this operation”.The community members know exactly which houses in Mondesa sell drugs, but the whistle blowers are afraid to report because it is very risky. According to Swakopmund against Crime Members, there was a survey done ones in Saamstan location,

Mondesa whereby almost 80% of the community members in that area said it is of no use to inform the police because it seems like they work with the dealers. It is also believed that most of the people who appear in court on cases of possession of cocaine, and dealings with dangerous dependence producing substances, all get away with the crimes and even get bail immediately, even though they can afford to pay bail. According to these members, young boys are mostly used as drug runners and when they get caught, only some of them are lucky to have their bail paid by the drug lords, most of them end up serving a jail sentence, because they cannot afford to pay bail.“Foreigners have more power to sell drugs than locals, while if one is a foreigner caught with drug dealings in their countries, you get a life sentence as it is not easy to get bail.. Our community is not educated and they are unemployed and this is why they are forced into selling drugs, poverty plays a role in this too”, they said worryingly. The Swakopmund against Crime Members even believes that dealers are running drug operations from jail cells and wonder how drug searches are done in prison/correctional facilities. There are allegedly only four drug operation officers in the region, and if you look at the number of people caught every weekend with drugs, it is clear that they do not do regular searches at the ports, and trucks.

A budget is your best fiend in business Contributed

A business without a working budget is like a car without a fuel gauge – it will drive for a while but will run out of fuel when the driver least expects it. This is according to Gerschwyne van Wyk, Country Manager at Business Partners Namibia (BUSINESS/PARTNERS), who provides small and medium enterprises (SMEs) with six essential tips for sound business budgeting. Be realistic: The basis of every budget is an estimate of the income of the business. The more accurate the revenue estimate, the more robust and useful the budget is for the business owner.Van Wyk says however that the income estimate is often the portion of the budget that business owners get wrong. “As most entrepreneurs are optimistic by nature, they tend to overestimate projected sales. A budget with overstated income can be just as bad as having no budget at all, as it gives the business owner a false sense of security that budgeted expenses will be covered.” There are a few ways in which entrepreneurs can produce realistic revenue estimates, one of which is to base future sales on historical sales data. “Any deviation from past sales must be based on realistic factors. When the economy falls into a slump, for example, it is dangerous to estimate that your sales will increase in the coming year,” says van Wyk. He recommends that business owners have two budgets – one for when things go well, and another for when the things turn bad, which should include a 'break-even' scenario and reflect the minimum sales required to meet overheads and keep the business going. Keep it simple: Business owners don't need a fancy application or expert set of skills to draw up a budget. Van Wyk says that budgeting is a basic exercise that every business owner can do on a simple spreadsheet with three columns – budget, actual and variance. “If you know your way around your accounting software and it allows you to draw up a budget, use it. But a simple spreadsheet is more than enough for managing your budget.” Do it yourself: Accountants are valuable assets to entrepreneurs when it comes to the financial management of the business, however business owners should not become over-reliant on them, says van Wyk. “The business owner has the best knowledge of expected

levels of sales in upcoming months, as well as the expenses that will need to be incurred to meet those sales. If business owners cannot draw up their own budgets, they can ask their accountants to assist, but they must understand what the accountant does and how the budget works,” he adds. Do it regularly: While large corporations go through an annual budgeting process, it is probably better for SMEs to rethink their budget more regularly, as their resources are less likely to cover sudden external or internal upheavals. Van Wyk says that a budget drawn up for the next quarter is invariably more accurate than one drawn up for the next twelve months. “Whatever the frequency of the budget-planning process, it is important that any business compares its actual sales and expenses against the budgeted amounts at least once a month. If not, sales dips and rising expenses will only be noticed once it is too late.” Budget for your extra cash: Budgeting is not only to prevent death by cash-flow crunch, but also to help entrepreneurs plan for what to do with extra capital. “Sensible budgets include plans to invest extra cash into accessible short-term money market accounts, for example, or into long-term investments, such as buying the building from which the business operates if the entrepreneur is sure that income and profitability can be sustained,” says van Wyk. Be ready with Plan B: Over and above break-even budget mentioned before, sensible business owners should have a plan for when their budget, even their break-even budget, suffers a major knock, such as if a major client goes bust, a fire or break-in disrupts production, a key staff member quits, or an aggressive competitor suddenly emerges. “Entrepreneurs have the temperament to live with such risks. The best entrepreneurs plan for such possibilities, and always keep their budgets close at hand,” concludes van Wyk.

3 tonnes of litter picked up Media Release

Volunteers collect 3 tonnes of litter at Walvis Bay's TeamUP2CleanUP. After two successful clean up events, TeamUP2CleanUP took to the entrances toWalvis Bay last Friday. Meeting at the Diaz Circle, volunteer's tackled the B2 main road, C14 Rooikop Road and Union streets with the common goal of cleaning up Walvis Bay. The Municipal Council has raised concern regarding the cleanliness of various areas in Walvis Bay as keeping the urban environment clean is a collective responsibility. On average, the Municipality spends N$2.3 million a year in keeping Walvis Bay's public spaces clean. Streets are often

filled with litter, building rubble and domestic waste. The misconception that littering creates jobs for the Municipality needs to be discarded as a new culture of keeping Walvis Bay clean is underway. A brainchild of the Municipality of Walvis Bay's Department of Water, Waste and Environmental Management, Team Up to

Clean Up is a community clean-up project aimed at consolidating efforts to encourage the public and stakeholders to keep the environment clean. Allocated to take place on a quarterly basis, the first Team Up to Clean Up took place last year in Kuisebmond in September and in Narraville on 29 November 2017. To date, Team Up to Clean Up has collected 3300kg of litter and over 480 community members have volunteered to participate. In Alderman Immanuel Wilfried's speech

delivered by Councellor Paulus Kauhondamwa, the Mayor encouraged participants to remain custodians of the environment. “No matter where you find yourself, continuously keep the environment you are in litter-free and wastefree.” He commend the Councellors who are the voice for the following themes assigned to them in the Walvis Bay communities. Residents are encouraged to share their innovative ideas and solutions regarding the following respective themes:

Sulphur eruption in the lagoon - fish die off in masses The Walvis Bay lagoon became the centre of attention on Thursday as another sulphur eruption led to fish seeking the shallow water in desperate attempts to get oxygen. Sulphur eruptions are caused when plankton dies off. The decaying process deprives the water of oxygen. Crowds of people converged on the lagoon to pick dead fish off the shores. The oxygen starved fish were also easy targets for people who caught it using improvised catching devices like buckets and even plastic bags. Tourists were seen amazed at both the masses of fish in the shallow water and also of the people catching the fish.

Venedig fest in deutscher Hand

Was will der Strolch dafür haben?”

The Made in Namibia Collection retail shop officiated on Independence Day Sharlien Tjambari

The Made in Namibia Collection retail shop was officially opened in Swakopmund on Independence Day. The shop aims to bring Namibian made products to the market. The owner of the shop, Raymond Spall, explained Namibians are often unable to bring their talents to the market place. “The Made in Namibia Collection” is the channel which they can now use to reach the market. “We use people who are

empowered and have their own machines and we help them to bring their products to the market. Our interpretation of giving back to the community is through empowerment, which is in line with our ethos: “we share knowledge”, said Spall. He further said the shop

is a showcase for an entire range, currently at more than 100 items and he believes it will grow exponentially, as it attracts more talented Namibians. Spall said he chose to have the official opening of The Made in Namibia retail shop on Independence Day to honour this

This year's edition sees the NVF Bank Windhoek NAM Open and NVF Bank Windhoek DOC Tournament coinciding on the same weekend and presenting the best of both forms of volleyball. “It will be two spectacular, action-filled days, making the coastal region the place to be for Namibian volleyball lovers. The Mole Beach is the perfect setting for a beach volleyball tournament and in the past years, we have been successfully cooperating with The Dome as venue for 6a-side volleyball. We are very pleased to continue the collaboration for 2018, creating the perfect setting for this great tournament,” said Hillary Imbuwa, President of the Namibian Volleyball Federation. The DOC Open Tournament has a long tradition in the Namibian volleyball landscape and has for years been the first major highlight of the indoor season. Being an open tournament, any team (league team or social team) can register to participate. The tournament has attracted international teams in the past and continues to boost great participant numbers. The defending champions from last year, the Windhoek based Khomas NDF Volleyball men's team as well as the SKW ladies team will try their level best to fight off the competition to once again secure their spot on the podium. Coastal Sages Branch Hole out in aid of Cancer Patients

SFU U/15 soccer team scoops SKW tournament The SFC U/15 soccer team scooped the gold medals with the u/17 the bronze medals at the SKW soccer tournament that was held for the age groups U/7 to U/17 at their sports field. It was three lovely days of soccer with lots of smiling faces that concluded at SKW in Windhoek.

Lynne van der Walt (RGC Sec/Sage); Achmet Abrahams (Chairperson Coastal SAGES); Dr Merwena Basson (Head Swkp Family Practice Oncology Unit); Tony Boesch (Wednesday School Rep/Sage) Sunday 18 March was SAGES weekend at Rossmund - the competition was well supported by 24 golfers and sponsored by The Cornerstone Guesthouse (Pete & Margot Bassingsthwaighte) – weather conditions were absolutely perfect but warmed up as the morning wore on – greens were in an excellent condition and running fast – a great day of golf was had by all - not to mention the camaraderie at the 19th hole. The day also served as a special occasion – the handing over of the annual donation to Cancer for the third year in succession. Funds are collected throughout the year during competitions etc. Sages have a special word of thanks to “The Wednesday School” who donated monies to bring the total up to a round amount of N$10 000. Dr. Merwena Basson, Head of the Swakopmund Family Practice Oncology Unit was on hand to accept the donation and spoke a few words on how and when the unit came to be –stating that cancer treatment is a traumatic experience for both patient and family alike and having the treatment closer to home relieves

some of that pressure. She thanked the SAGES for their initiative and the opportunity for the unit to receive the much needed funding. Winners: 2-club: Clive Lawrence; Nearest to the Pin - No: 7 – Helga Engling; No: 12 – Gerd Vogel. 1st: Billy Knight 39pts (welcome back); 2 n d : Lucille Abrahams 37pts; rd 3 : Athol McLean 36pts countout over Harald Engling and Clive Lawrence; 6 th :Mark Jacobs 34pts countout over Willie Van Zyl – as always each and everyone went home with a little something – thanks again to the sponsor especially Margot for officiating at the prize giving and to Pete who managed to join us for the

round golf. Cya again next year were his words. Wednesday 14 March saw a great field of golfers out to enjoy their golf and compete for the breakfast vouchers on offer from Atlantic Villas Gerhard and Cashbox were on hand to make sure the prize-giving was full of laughs. The 18 hole Winner was Gary Knight on 40pts followed by Gert Breedt on 38pts - the Best Back 9 went to Cashbox van Wyk 20pts whilst Andrew van Schalkwyk won/lost a count out for the Most Golf. Well played to all and a special word of thanks to Gerhard for all his input and support of golf @ Rossmund. Remember - "Real golfers go to work to relax".

The biggest Namibian youth football tournament was once again sponsored by Retirement Fund Solutions with N$48 000. According to SKW chairman Mr. Vincent Molzahn, it was once again a smooth tournament. The SKW Soccer Division wants to thank all the helpers, referees, players and parents who spent their time for our Namibian kids. “It is not all about winning, it is about making sure that the players get as many playing minutes as possible and to see as many happy faces as possible”, a SKW youth coach added.
