Massive project to supply central Namibia with desalinated water Floris Steenkamp Namibia’s national water utility, NamWater, plans to supply central Namibia with desalinated water from the central coast. A 350 km pipeline, supported by a network of booster pumps and reservoirs will make this possible, a Draft Scoping Reports (DSR) studied by Namib Times shows. NamWater has already submitted an application to the Ministry of Agriculture, Water and Forestry for environmental clearance for such a project.

According to the DCR Namibia needs to augment its natural water sources (seasonal rains) with a nonenvironmental water source. Desalination, although expensive, is the way forward to s e c u r e N a m i b i a ’s water needs beyond 2050, according to the DSR. NamWater has two options to establish enough desalination capacity. Firstly it can

purchase the existing Orano Desalination Plant at Wlotzkasbaken and extend its capacity. Secondly, construct a new plant in the vicinity of Mile 6 north of Swakopmund. A 350km pipeline (which will more or less follow the B2 highway) will be supported by booster pump stations and reservoirs. Electricity for the water pumping

A resident of Narraville has been charged with drunken driving and reckless or negligent driving, following an incident on Monday night in which she allegedly crashed her vehicle into another, injuring two people and then driving off. Josslyn Smeda was allegedly seen driving off after causing the accident. Members of the Narraville Neighbourhood Watch witnessed the event. After a search they found Smeda's vehicle parked in a secluded place, presumably to avoid law enforcers. She was sitting in the vehicle. Smeda made a first appearance in court on Wednesday and was granted bail of N$5 000. She makes a next court appearance next Wednesday, on 28 April.

Shortage of containers expected to ease by June Contributed

The shipping industry continues to experience a shortage of empty containers worldwide. Southern African ports, including Walvis Bay, is not spared, reports Namport in its latest Quayside edition. Good news is, that the shortage of empty containers is gradually disappearing, and could be over by mid-2021. In an article in Quayside, it is explained the shortage of containers is brought about by the Covid-19 global lockdown which started in the first weeks of 2020 when already there was a global shortage of empty containers. As the lockdown took effect globally, cargo ship numbers dropped significant, as import and export trade grinded to a halt. As workforces were ordered to stay at home, most ports operated understaffed leading to congestions. That resulted in many shipping lines minimising the movement of empty containers. Expectations are as the global economy regains momentum, increased global shipping activities, less congested ports and an increase in trade would normalise the availability of empty containers again.

According to this same DSR there is a major challenge with the project. Desalination is expensive, and the end-consumer will have to carry the burden. It could place marginal communities under more financial pressure, but the reality is Namibia’s growing water demand, coupled with cyclical droughts, places the country in jeopardy if action of sort is not taken. On the short run, the project would create jobs and income for local contractors. Once complete and a return on investment is achieved, Namibia could be one of the leading nations in Southern Africa to bring desalinated water to the taps of communities countrywide. Note: the project’s planning phase would only commence after an extensive environmental impact assessment has been conducted, where after another complicated process follow to design the project and to seek financing and to award tenders. Although the process is now going, it would take at least a decade before Windhoek residents would experience desalinated water running from the tap, said a NamWater source yesterday over the time frame of such a project.

NBC workers on strike

Workers of Namibia’s national broadcaster NBC downed tools yesterday, as part of industrial action over a wage dispute with their employer. At the time of going to press yesterday there was not yet any agreement between workers and management to end the dispute. Broadcasting legislation prevents either radio- or television services to stop during this toolsdown situation. Pre-recordings are therefore played on a continuous basis, as failing to do so can mean the Communications Regulatory Authority of Namibia (CRAN) can suspend the NBC’s broadcasting license.

Police seizes 13-year-old Namibian girl from truck destined for Zambia Eileen van der Schyff Walvis Bay was shaken by the realities of human trafficking this week, when a 13-year-old girl was rescued from a truck destined for Zambia. Several foreign nationals were arrested by members of the Namibian Police at the truck, and an investigation has been launched to ascertain how these suspects came to kidnap the girl. The successful rescue of the girl is thanks to the efforts of the community law enforcement unit, Narraville Community Against Crime (NCAC). Through these members' vigilance paid off after the police reported over the weekend it was looking for a grey seven-seater vehicle which was involved in the kidnapping of the 13-year-old on Thursday 13 April this year from her home in Kuisebmond's Tutaleni quarter. NCAC's members were on patrol in Kuisebmond when they spotted a vehicle matching the description of the vehicle the police were looking for. NCAC members stopped the vehicle and confronted the driver. The driver was clearly under the influence of alcohol and NCAC members ordered him to the nearest police station. The driver however, panicked and said he wants to clear his name on the matter and would take the law enforcers to the kidnapped girl as he had knowledge thereof. Law enforcers were taken to a vacant plot on the corner of Sam Nujoma Avenue and Hanna Mupetami Road (next to the 18th Road rail cros-sing) where much to their surprise they spotted the girl inside a truck. The truck was destined for Zambia.

NCAC members contacted the police who then removed the girl from the truck and then detained the driver and other foreigners who were also with this driver. “When we stopped the 7-seater, we ordered the driver to go to the police station. He insisted he will show us where the owner of the 7-seater and the missing girl is to clear his name”, explained one of the members of NCAC to Namib Times. Adding they received threats by persons after the incident. The persons that made the threats were audibly foreign nationals. “When we arrived at the truck, we knocked on the window of the truck and the girl peeked out of one of the windows. We had to follow protocol and stayed by the truck until the police arrived. The police freed the girl from the truck”, it was ex-plained. The suspects were apprehended and taken into custody. The girl told police the kidnappers allegedly watched her from the previous day near her house at Tutaleni. They enticed the girl to go with them to the Independence Beach. They returned her home several times, until the last time when she was not returned home.

Fire at Henties Bay

The port of Walvis Bay handles significant volumes of transit vehicles to neighbouring countries every year. It is suspected that the movement of these vehicles from Walvis Bay to destinations in Zambia in particular gave rise to syndicates evading import taxation, passport smuggling and as the latest incident points to - human trafficking.

A fire destroyed three shacks and a car that was parked close to the shacks in Omdel, Henties Bay on Tuesday (20 April 2021). Despite heavy winds, Henties Bay Fire and Rescue did an excellent job and managed to save a nearby house on the same property from the blaze. No injuries were reported.

Olympic boxing champ now faces attempted murder charges........... Olympic boxer Jonas Junias Jonas (27) remains in custody in Swakopmund, following his first court appearance on Monday in the town's magistrate's court on a charge of attempted murder and the assault of a police officer. Jonas was arrested in Swakopmund last Friday (16 April 2021), following an early morning assault on a person in front of a shebeen in Mondesa. Soon thereafter he allegedly drove to the Mondesa police station where he assaulted a police officer on duty. The person Jonas assaulted was so badly injured he was taken to the headtrauma unit of a Windhoek hospital hours after the assault. The police officer suffered a torn uniform. Jonas returns to court on 5 May and is expected to launch a formal bail application on the same day.

Several people who passed could only shake their heads in disbelief. “Clearly there is a lack of discipline among our residents. This is unacceptable and law enforcers need to concentrate more on the

areas around the Walvis Bay lagoon”, said this resident. This resident was further of opinion that empty houses in Walvis Bay lured a large number of vagrants in recent months and with the

lack of water and electricity at these houses it is not surprising that public areas are becoming scene of embarrassment for the town. These empty houses are mostly striped of window- and door frames, all infrastructure like water pipes, electricity cables, taps, doors and any other valuables are removed that can be sold for scrap. Vagrants are living in these empty shells. Furthermore, criminals are also using these houses to hide and to hide stolen items. “We really need to up our discipline as residents of Walvis Bay. We cannot see our town slipping into a state of disarray”, she added. She called upon the town council to discuss the issue of empty houses with the municipality, in order to bring these homeowners to book. Automation at the Port of Walvis Bay on track The Namibian Ports Authority is in the process of rolling out a General Cargo Terminal Operating System (GCTOS) at the Port of Walvis Bay. On Friday, 26 March 2021, Namport initiated external stakeholder engagements, informing clients and stakeholders alike about the exciting change from manual systems to semi-automation that has begun. The LogStar Terminal Operating System, a state-of-the-art solution platform, will be implemented, as part of the automation process, in four (4) phases. The modules to be introduced in phases are as follows: Berthplanning RORO & Cargo vessels (includes Quayside, yard and gate ops) Bulk & General Cargo vessels Container vessels and Syncrolift Mr Richard Mutonga Ibwima, Manager: Terminals, emphasised that this system will increase efficiency in managing cargo operations at the Multi-purpose terminal, general cargo berths 1 - 8, digitalizing and streamlining the current manual processes and paperwork. He added that Namport will also be introducing a CCTV system for the New Container Terminal section. "This is a first for us, it will help us in terms of addressing

various situational operational management issues that we cannot see at the moment from our control and command centre and as well aiding on the spot decision making and solutions." Ibwima further explained that "a small part in terms of terminal automation will be the introduction of an access control system for our gates, introducing various ways of managing our new container terminal gates, this will further speed-up time spent by our clients at these gates making sure we provide optimal yard turnaround time." This is indeed an exciting time as Namport works with stakeholders in addressing and fighting the current COVID-19 pandemic to better performance and turnaround time for clients and stakeholders at the Ports. Coastal Maths Challenge done and dusted Close to 800 learners from 13 coastal schools participated in the first round of the Bank Windhoek Coastal Maths Challenge that took place at schools in Swakopmund and Walvis Bay recently. The event saw grade 8 to 10 learners from the Swakopmund Secondary and the Walvis Bay Secondary School clusters compete in a mathematics skills challenge consisting of a multiple-choice paper for each grade. The answer sheets of learners who got more than one-third of the answers correct were submitted to the Walvis Bay and Swakopmund Cluster team leaders, who were tasked to select the 12 best performing learners in each grade to progress to the second round. The competition exposes learners to problem-solving in a challenging and fun context and motivates teachers and learners to engage in problem-solving activities. Established in 2014, the annual Bank Windhoek Coastal Maths Challenge is organised by Magret Courtney-Clarke from Orison Educational Services. The following schools qualified for the second round taking place in June. They will challenge each other in three papers, namely an individual speed test, a multiple-choice test, and a team test. After successfully hosting the first round of the 2021 the Namibia Bowling Association (NBA) national league the second round between Namib Park Bowling Club (NPBC) and Rossmund Bowling Club (RBC) over the past weekend in Swakopmund and Walvis Bay was exciting. The men's teams form NPBC beat their counterparts of RBC with one point and the NPBC women's beat the RBC women 22-16 with the RCB mix team beat NPBC's mix team with 4 points at the

The women's team of Kudu Rugby Club 'Kudu Bokkies' won their first game in the 2021 Namibia Rugby Unions (NRU) women's league last Saturday in OkaThe NPBC mix team from left to right Gus, George and Jan handja. The Kudu Bokkies beat a combined women's team from the Okahandja Husky, s Rugby Club and Grootfontein Rugby Club 17 – 10. The match started with jerks and bumps with many mistakes made but after the first try by Faisel-Lee Fjivava the players realized they can do it and then the match started flowing with two more tries from Tammy Lee Roodt and Kaurirronga Mungunda. Merilees Govender was successful with only one conversion. The defence of the Bokkies were rock solid even though their opponents scored two tries. No one can actually be singled out but the team really showed true character and showed they can become a force in women's rugby after the Long drought of women's rugby in Namibia especially the fifteen a side. The Bokkies definitely have a pack of forwards that will be difficult to stop going forward. The captain of Kudus premier league team Dariou Benson who accompanied the Bokkies

contributed a great deal with his presence along the field. The women's coach Lionel Muller said that women's rugby can only go from strength to strength if the NRU and the right role players can come on board to promote women's rugby here in Namibia. The team manager Valery Stevens that everyone came to make a difference on the field, there is of course still a lot to work on, but with the help from Coach Lionel Muller, the players can make their mark in the game of rugby. “We are looking forward to the next league game and the women are terribly excited. Our practice sessions are going well, and I believe our FNB KUDY RUGBY CLUB will be proud' Stevens said. Kudu's men's teams return to action on Saturday to face Wanderers at the Wanderers rugby field in Windhoek for the second round in the 2021 Namibia Rugby Premier League against.
