Navy Commander defends Incidents of car theft the need for a naval force on the rise at the coast Rudi Bowe th The Namibian Navy celebrated its 15 Anniversary as a fully-fledged Navy on Friday with fun fare. A parade was held at the naval base, attended by the Minister of Defence Penda yaNdakolo and hosted by navy commander Rear-Admiral Sinsy Ndeshi Bamba Nghipandua. Speaking at the event, Commander Nghipandua explained Namibia's long stretch of coastline and its exclusive economic zone offshore can only be protected by a competent navy. Commander Nghipandua referred in this instance to the so-called security dilemma where people often question the need for a navy or for an air force for instance.

“For Namibia the sea matters. If that is the case, the Namibian Navy also matters”, Nghipandua said. Adding: “the security of our country's maritime domain, coupled with its maritime resources potential for a blue economy, had necessitated the frame work for Navy development. From that of coastal patrol to that of maritime deterrence with force projection capability. Within this

paradigm, development and professionalisation our Navy was launched and being pursued to enable the country to protect its maritime interests”. What we know today as the Namibian Navy had humble beginnings in 1999 as a Water Wing of the Namibian Defence Force with its headquarters in Windhoek. Then followed Continues on page 2

the construction of the naval base at Walvis Bay. The so-called Pioneer Group that underwent training in Brazil assumed the first responsibilities in Walvis Bay. On 7 October 2004 the Water Wing became a fully-fledged naval force with its mandate to defend both the maritime interests and maritime resource interests of Namibia which include maintaining the status-quo at sea for the country to remain sovereign and to bring its blue economy to full potential. The Namibian Navy stands in its shoes as a fully-developed naval force, on par with its sister services, the Namibian Army and the Namibian Air Force. Speaking about the Pioneer Group, Commander Nghipandua explained the Namibian Navy is a defence asset that was built from scratch. Unlike the Namibian Army which inherited existing platforms, facilities and capabili-ties from the colonial area security forces, the Pioneer Group was training within 3 years. This group formed the backbone of the Navy in its fledgling state. It placed on the Pioneer Group the tasks of overseeing construction of accommodation and harbour facilities for the navy at Walvis Bay, the training of future fleet crews and base administrators and work out the need of the Navy in terms of future platforms needed to carry out its mandate. As the development process continued, according to Nghipandua, the Navy established and deployed in Erongo-, Karas- and Zambesi Regions through the construction of navy bases and harbour facilities at Walvis Bay, Impalila and Lüderitz. Then followed the commissioning of a Marine Corps Battalion and Naval Training School for basic and specialist courses for both soldiers and sailors. The Namibian Navy today has its capabilities thanked to well-researched and acquired technologies and weaponry that can match modern-day maritime threat scenarios. That include war ships and maritime personnel trained abroad and locally. Through the launch last year of the Namibian Navy Operational Agenda 2018 -2022 efforts continue to redefine strategic goals, restructure the organisation for maximum efficiency and capability and to match existing and new technology with the ever-changing naval environment both local and globally.

Accidents a great source of concern With the festive season approaching the rate of accidents on Erongo’s roads don’t seem to subside Two light pickups collided on the intersection of Nangolo Mbumba Drive and Johnson Fwafwa Mabakeng (old 9th Road) in Walvis Bay yesterday morning. The traffic authority is investigating the incident to determine who must take responsibility for the accident which caused substantial damage to both vehicles. Meanwhile, Westcoast Safety Initiative reported two accidents, one on the B2 coastal road and on the B2 between Karibib and Usakos. Both accidents occurred on Saturday evening, with several people seriously injured. West Coast Safety Initiative is quoted as follows: “Near fatal head-on crash reported on the B2 route between Karibib and Usakos on Saturday 19 October, involving two pick-ups. In total seven people sustained serious injuries in the crash with 4 entrapments. Those entrapped had to be extricated from the wrecks using hydraulic rescue tools with the rescue operation lasting more than an hour. Some of the seriously injured were flung from the vehicles on impact. It appears that the setting sun played a significant role in the crash with the one driver blinded while overtaking and unable to observe an approaching pick-up. All the injured were transported to the Usakos State Hospital for further management and care with the possibility of the critically injured being transferred to Windhoek for specialist intervention.”. Light industrial area's sewer troubles continue Eileen van der Schyff

“Where is the Municipality's health department? Where is the sewage department?” These desperate questions were raised to the Namib Times last week by a very disgusted and fed-up businessman of the light industrial after yet another serious incident where sewer water spilled over onto business premises. Although a fish producer in the area in the meantime took responsibility to clean up the affected areas, there are more to complain about. Sinkholes have been appearing near manholes at several spots in the industrial area, road surfaces are undesirable with potholes and there is virtually no streetlighting at night. “Several streets in the industrial area have developed or is developing sinkholes on the sewer lines. We have a fish factory in 12th street in the

industrial area. The drains are blocked, and we have fish water running into the street today. This has been a problem for years”, this very disgruntled businessman said. Adding flies are also a near constant problem as a result of the smelly fish water problem. Namib Times made further inquiries with regard to the fish water that spilled over from the sewer system last week. This particular fish producer took responsibility for it and expressed willingness to pay for all the clean-up work. Both officials from the municipality's health department and sewer, waste and environmental management (SWEM) were at the scene.

And the honour goes to.....

The passenger liner Boudicca which arrives at Walvis Bay on 27 October will be the first passenger liner to berth at the new passenger liner terminal in the port of Walvis Bay. The new terminal was completed some months ago as part of a massive container terminal on reclaimed land undertaken by the Namibia Ports Authority Namport. The contractor of this more than N$4 billion project was China Harbour Engineering Company (CHEC). ¡The honour for being the first passenger liner to berth at the new terminal was supposed to belong to the passenger liner Albatross which was supposed to berth there on Friday morning (18 October). However, within hours of its arrival Namport advised the vessel would not be able to dock at the new terminal as it had to take on supplies. The vessel subsequently docked at the bulk terminal.

30 New U.S. Peace Corps Volunteers to Partner on Education Throughout Namibia as Group 50 Okahandja – 30 new U.S. Peace Corps volunteers joined local communities throughout Namibia last week to begin two-year assignments to strengthen education across the country. The 30 volunteers will work shoulder-to-shoulder with local communities and schools in all 14 regions for the next 24 months. The Peace Corps is a volunteer program of

the United States go-

vernment in which American volunteers, young and old, work without pay overseas for two years to help a country build its capacity to meet the needs of its people. The Mission of the Peace Corps is “To promote world peace and friendship.” The newest group of 30 officially became Peace Corps volunteers at a swearing-in ceremony Thursday, October 17 at the Andreas Kukuri Center in Okahandja. At the ceremony, the U.S. Embassy's Chargé d'Affaires Peter Lord described the Peace Corps program as “one of the strongest pillars of friendship between America and Namibia.” Before taking up their assignments throughout Namibia, the 30 new volunteers participated in a nine-week cross cultural training program in Okahandja. The training involved proficiency in one of nine local languages, as well as living with host families in Okahandja. This complete immersion into Namibian culture and language prepared the volunteers to work at the community level across Namibia. At the conclusion of the nineweek training, Peace Corps Country Director Kevin Fleming thanked the government and people of Okahandja for years of generosity and support for the program. The Peace Corps has brought volunteers to Namibia since its independence in 1990. Since then, over 1,800 Americans have volunteered for two years in Namibia on projects from health, education and community economic development, to cultural preservation.

Learners enjoy snacks in comfort at !Nara PS Rudi Bowe

Tables and chairs were constructed at !Nara Primary School at Walvis Bay for the learners at the school to enjoy their snacks in comfort. For many years the learners of !Nara PS were eating their snack on the playground sand at the school. This is now something of the past as the school received generous donations from Ehanga Fishing, Build It, and Benguela Fishing companies at the harbour town to build outdoor tables and chairs. The General Manager of Ehanga Fishing, Karel Gowaseb said at the inauguration of the tables and chairs at the school, “We are very much moved when we saw that some of the 1700 learners were squatting in the sand during school breaks, to eat their food”. Gowaseb added that each year Ehanga Fishing try to help vulnerable kids, the elderly and women-headed householder in more than one region. We strongly believe in supplementing efforts of the government in the education sector, under conditions of economic decline and therefore we cannot stand by and watch where help is needed in situations where we can help with the limited resources at hand” Gowaseb added. The fishing company cherish education and would want all learners to develop in a conducive environment in and outside the classroom. They believe that if a child is educated his or her future will be bright. Gowaseb said “We hope that this small donation shall contribute towards building positive attitudes and enjoyable learning environment for the learners and that we shall build towards dreams to improve our people”. The Head of Department for Languages at the !Nara Primary School, Ms Memory Rheeder said the tables and chairs were constructed after the schools management realised that pupils had nowhere to sit during break time and free periods and that it was also difficult to do group assignments and homework after school. Ms Rheeder added that the school tried various fundraising activities to generate funds for cable spools, tyres, paint, cement, and building material and interlock bricks to construct the outdoor tables and chairs make a huge difference towards the education of the pupils. Ms Rheeder said “The outdoor tables and chairs make a huge difference towards the education of the pupils and will be used for purposes such as seating some of the 400 children who receive food from the school-feeding project, life skills pupils, and homework and projects. Some pupils expressed their excitement over the donation and Ms Rheeder thanked the sponsors and every one for their contributions and promised to take care of all the tables and chairs at the school.

Coastal Bowlers Diana Viljoen from Rossmund Bowling Club

Carel (Cabous) Olivier Namib Park Bowling Club

Coastal Bowlers off to Champs of Champs Rudi Bowe Coastal bowlers Diana Viljoen and Carel (Cabous) Olivier will compete at the World Singles Champions of Champions hosted by Adelaide Bowling Club in South Australia from 28 October to 3 November. The duo departs for Adelaide on Thursday for this world-class event in which 26 countries will compete. Cabous is in a section with 13 bowlers and will thus play 12 games over the five days of the tournament. Diana will play 10 games, as she is in a section with 11 bowlers. Both the Men's and the Women's competitions will be played on a complete round robin basis in two sections. The winner of each section will go through to the semi-finals, while the 2nd and 3rd placing in each section will be randomly drawn to play off for the remaining two places in the semi-final. Unlike the usual format for singles, the first to score 21 shots wins; these games are played in two sets of 9 ends. If both players win a set, they play a tie break of 3 ends and the person with the most shots in the tie break is the winner. Cabous, who is a member of Namib Park Bowling Club in Walvis Bay, represented Namibia at this tournament in 2017 at St John's Park Bowling Club in New South Wales, Australia where he ended seventh in his section. It was his first time playing in this competition. He found it challenging. He had no expectations but “this time I'll be going for Gold.” Diana, who is a member of Rossmund Bowling Club in Swakopmund, has qualified five times for this tournament but it will her second time competing. The first was in 2010 in Norfolk Island. She traveled all alone on that occasion but this year will be

accompanied by a manager: her sister, Bianca Lewis. She commented: “This way I can concentrate on the bowls and all the other arrangements can be taken care of by the manager. Also, to have moral support.” Cabous has no manager but remarked that our women's representative will be going with this time, as well as her wonderful sister: “so I think I'll have all the support I need.” When asked if she had a definite game plan, Diana commented: “I will take it set for set and hope to stay out of the tie-breakers. Every participant is his/her country’’s champion so I expect fierce competi-

tion.” Regarding his game plan, Cabous commented: “We will be playing in sets of 2 so obviously my main focus will be to secure that first set, which will definitely relieve some of the pressure going into the last set, but other than that, my main objective will just be to enjoy it and play some good bowls.” An interesting aspect of playing bowls in Australia is that one cannot play with the bowls we use in this country. The greens are so fast that a much narrower bowl has to be used. This usually means bowlers from our part of the world have to buy or borrow narrower bowls. Diana says that this time she is much better prepared than the last time around. “I already have my set of narrow bowls booked by AERO [a bowls manufacturer] and waiting for me when I get there. I have grown as a player in the last few years and I am mentally ready to do this.” The President of the Namibia Bowling Association, Ewald Vermeulen, on behalf of the NBA wished them a safe travel and the best of bowling. We know they will make Namibia proud”, he said.
