Namport is currently in doubt whether the vessel Urzu that sprung an oil leak in the port of Walvis Bay can actually be behind such a large oil spill. Oil has now been reported on beaches as far as Mile 108 leading the port authority to belief that either Urzu came in from the north leaking or that there is another oil spill originating from another vessel. Oil Spill: clean-up in full swing....... and so is an investigation Senior sources at Namport said over the weekend that with the assistance of the Directorate of Maritime Affairs, the oil spill in the port of Walvis Bay, originating from the cargo ship Urzu is thoroughly cleaned up. More oil washed ashore in the Langstrand area last week and teams on the ground wasted little time to clean up the beaches of oil. Langstrand residents only have praise for the clean up personnel who exercises professionalism and a sense of urgency to clean up the oil spill. In the meantime, Namport’s port captain traveled to Henties Bay to assess reports of oil that washed ashore to areas as far north as Mile 108. There are doubts that the vessel Urzu could leak so much heavy fuel oil alongside in the port of Walvis Bay that an oil spill could travel for that many hundreds of kilometres northwards and that in such a short time. The only alternatives now under investigation is that Urzu came in with a heavy fuel oil leak or that a second vessel at sea could be responsible for a second oil spill.

We need to re-think public ablution........ Eileen van der Schyff Residents told Namib Times the almost total absence of public ablution facilities in Walvis Bay is the reason why many vacant land has become revolting places as a result of people relieving themselves there. Stench and human faeces are proof of countless open plots becoming public toilets, simply because there are no alternatives. Although many residents agreed people are illmannered to relief themselves in public, including spitting, something needs to be done. One resident suggested public ablution facilities should be constructed by the local authority and leased out on tender for people to earn an income keeping it neat and tidy and secured. “We need to re-think the introduction of public ablution”, he said. An example is a resident of 5th Street in Walvis Bay: The resident explained to the newspaper he cannot live with the stench coming from the plot next to his house anymore. “I cannot open my windows on the one side of my house. The terrible smell of human waste is ever present. I have contacted the Municipality to enquire about a clean-up, but I was told [understandably] that it is not the responsibility of the Municipality. The municipality in return explained at numerous occasions officials contacted the owners of the vacant plots, requesting them to regularly clean up the spaces but no one seems to pay heed to these requests.

Frustration mounts with sewerage upgrade works Residents and business owners vented their frustrations over the fact that the traffic intersection on the corner of Rikumbi Kandanga Road and Nangolo Mbumba Drive is now closed for its third week, and that after re-assurances the up-grade of the sewer network underneath the surface of this intersection would only take a few days. Residents complain of traffic hold-ups and business owners say it negatively affects income.

Lover’s Hill -An embarrassment in the “Oasis of Opportunities”

Many vacant plots in Walvis Bay have become a public dumpsite, pubic toilet and a hiding place for criminals. Several readers contacted Namib Times in recent days, stating their plights to the municipality and owners of these vacant plots fall on deaf ears. The rubbish piles up and the stench becomes unbearable. One particular vacant plot that is becoming an embarrassment is Lovers Hill on the southern end of Kovambo Nujoma Drive. Spent braai fires, broken bottles, human faeces, empty beer cans and other litter are increasing degrading the area into an eyesore (pictured right and lower picture showing the lagoon from an aerial view). What makes matters worse in the case of Lovers Hill is that there is not much the municipality of Walvis Bay can do to take the owner of the land, a Chinese businessman, to task to tidy up. The land is registered into a Close Corporation going by the name Anette Properties 113. The land was donated some years ago by the Bastos Foundation into this property owning Close Corporation and then sold off to a Chinese investor for N$19 million. The Bastos Foundation purchased the land originally for N$350 000 to set up an eco-hotel school. The Anti-Corruption Commission of Namibia (ACC) recommended to Council that Mr José Luis Bastos of the Bastos Foundation and a senior municipal official Mr Agostino Victor be probed for this deal, as the original sales agreement between the municipality of Walvis Bay and the Bastos Foundation never made provision for the land to be alienated undeveloped. It was later found that the municipality of Walvis Bay, back then under leadership of the town clerk Mr. Gus Katiti, slipped up to have such special conditions registered against the title deed. “The once beautiful Lover's Hill where one could

enjoy the sunset is now a filthy eyesore in town. Lover's Hill has no garbage bins. Bottles and rubbish are all over the place”, a disgruntled resident told the Namib Times. Adding: Walvis Bay’s motto is “the Oasis of Opportunities”, but what type of opportunities would we attract if our premises look like this? “It has become the attraction for drunkards and troublemakers. The remoteness and the thick bushes makes it the idea hideout for criminals or those who engage themselves in the excesses of the flesh they wish to conceal from their wives, husbands, their families, friends and colleagues”, said another. “It is not safe for my children to go for walks or ride their bikes there like in the past.” Another fed-up reader told the Namib Times. People regularly exercising along the lagoon don't walk along the last part of the walkway concealed by the trees and bushes in fear of being ambushed.

Namibia is not a stranger to water desalination technology and the country is also not unfamiliar to solar technology. However, at Henties Bay there is a new concept taking shape – the combined use of these technologies to secure Namibia's water future. The University of Namibia's Sam Nujoma Campus at Henties Bay is in the process to establish a pilot seawater desalination plant and also a solar power generating plant which in turn would supply the electricity needed for the water desalination process. To prove that the future of water security and food security in Namibia lies in desalination water, the Campus also earmarked land now for drip irrigation crop production with desalinated water. Namibia's Founding President Dr Sam Nujoma launched the plant pilot project at Henties Bay on Friday and called for the Agriculture Ministry to adopt the combination of desalination technology and solar energy as the primary strategy to ensure Namibia's water future. Although Namibia is blessed with a 1500km coastline as a platform to introduce desalination on a grand scale, there are also an equal abundance of brackish water boreholes in rural areas of Namibia and through desalination and solar power this water can at last be put to use for communities for drinking water, water to irrigate crops and for animal husbandry, said Dr Nujoma. “I take this opportunity to appeal to the Government of Namibia, through the Minister of Agriculture, Water and Forestry to consider the implementation of large-scale seawater and desalination as a priority national project”, the Founding President said. Adding from a technological point of view this is achievable and the country stands to benefit in terms of water security and food security. Dr Nujoma explained with a well-developed desalination water network, power by solar makes it sustainable, more cost effective and opens massive opportunities for green schemes in arid Namibia and secures the country's future amidst the many uncertainties climate change brings. Uncertainties which include prolonged droughts, such as the current one Namibia finds itself into.

Court hears he killed frail old man in self defense One of the men accused of having killed former Walvis Bay resident Willem de Klerk (71) on his farm near Usakos late in 2015 says he was acting in self-defence. After killing de Klerk he realised no one would belief his account of the incident and instead hid the body and got two accomplices whom stole from the dead farmer and then fled the scene. The accused Dion Haraseb explained to judge Christie Liebenberg in the Windhoek High Court recently he and de Klerk got involved in a physical altercation. He was working for de Klerk. In the course of the altercation he shot and killed de Klerk. According to Haraseb he realised no one would believe he killed the frail and elderly man in self-defence and hid the body. He then told a colleague, Karel Claasen, what had happened and Claasen agreed no one would belief him (Haraseb). Claasen allegedly assisted to hide the body. Haraseb, Claasen and a niece of Haraseb, Zelda Harases, then stole from the dead farmer's belongings and fled the farm. Haraseb and Claasen remain in custody and Harases is free on bail. A state witness testified he received a call from Haraseb shortly after the murder. In this call Haraseb basically admitted to the killing and also implicated Claasen in hiding the body.

Back home after more than 500 years The stone cross (padrao) planted by Portuguese explorer Diego Cao on the Namibian coast, more than 530 years ago, will be returned to Namibia. Cao planted the cross at what is known today as Cape Cross in 1486. Regarded as the first European to set foot on Namibian soil he planted the cross as reference point for later explorers like Bartolomeus Diaz (1487) en Vasco da Gama (1497). Portugal was looking for a sea route to India and these explorers were honoured to risk life and limb on behalf of the Portuguese nation who prided itself with a seafaring tradition stretching centuries. Cao died on one of his expeditions and was buried at Cape Cross. The German Navy removed the original cross in 1893 and it was placed in the German Museum of History in Berlin. The German Federal Government's decision to return the cross was hailed by Namibia's Ambassador to Germany, Andreas Guibeb, as positive move forward to reconcile Namibians with the country's colonial past and to set the colonial historical record straight between Namibia and Germany. A most informing article on the subject of the padrao is quoted hereunder from the website of Exploring Africa. “Cape Cross, in Namibia, was discovered in 1486 by the Portuguese Diego Cao, explorer and navigator who, on behalf of King Joao II of Portugal, was looking for a sea route to reach the Indies. Diego Cao faced a first expedition, that lasted six years, in 1482; during this journey, along the Western coasts of the African continent, he reached a place called Monte Negro, known today as Cabo de Santa Maria, in Angola, about 150 km South of today's Benguela. During his second journey, from 1484 to 1486, he went even further south and, in January 1486, reached today's Cape Cross; he was the first European to explore this area. The explorer Diego Cao has also erected two stone crosses, padrao in Portuguese, in the places of his landings: one was erected at Monte Negro, the other right at Cape Cross, which owes its name to this cross. The Portuguese used to build crosses in the places where they landed; these crosses had different functions: a symbol of Christianity, documenting the possession of a territory and a point of reference for the other ships that passed by those places. Cape Cross was the southernmost point ever reached by a European, only later Bartolomeo Diaz was the first European explorer to dub the Cape of Good Hope in 1488. The cross, erected by Diego Cao, consisted of a stone pillar surmounted by a cross, positioned precisely to claim the territory; from that moment this place was named "Cabo de Padrao" that means "Cape Cross" in English. After two years from the landing at Cape Cross the crew returned home without their captain; all documents relating to the expe-

dition were lost in a fire, and some archaeologists tried to find out what had happened to Diego Cao and where he was located, all agree that most likely he went into what is now the Sperrgebiet National Park, the reason for why they consider this hypothesis probable is that some objects were found that probably belonged to him and different gold coins. The inhospitable coast of Namibia did not arouse the interest of subsequent explorers, and Diego Cao's cross remained there until the Germans arrived on the Namibian territory between 1883 and 1884. Raven, captain of the Wolf frigate, placed a wooden bulletin board at Cape Cross, in the years following that episode interest in developing a port in this place grew, as a result the presence of Europeans increased. In 1893, Becker, the captain of the Falke flagship, who was looking for a better port than Swakopmund, found the Portuguese cross, removed it and took it to Douala in Cameroon, from where it was then transferred on the Stettin steamer that transported it to Wilhelmshaven in Germany. William II, emperor of Germany, had a replica built and, on 23 January 1895, he had it positioned 15 meters from the place where the original cross was located; subsequently the original cross was transferred to the Museum of Technology in Berlin. The place where Diego Cao landed was declared a national monument on November 1, 1968 and, in 1980, the Director of the State Museum of Windhoek took steps to erect a replica of the cross at Cape Cross: a new cross in dolerite, a stone originating in Namibia, was placed in the exact spot where Diego Cao's cross was located and was inaugurated on October 11, 1980. 3 circular platforms were also made; while in 1986, on the occasion of the commemoration of the 500 years of the landing of the Portuguese explorer, stones were placed on which some information were engraved, one on each platform and one near the cross. Over the years both Portugal and Namibia have exerted pressure on Germany to return the original cross, but Berlin has always refused to return the cross to Namibia; even after Namibia's independence, when the first Namibian president, Sam Nujoma in person tried to get the Portuguese cross back�. www.exploringafrica.com

Gendev welcomes its new fishing vessel to Walvis Bay There was huge excitement at Gendev's quayside in Walvis Bay on Sunday, when the company's brand new fishing vessel, Zephyr, arrived alongside. The vessel made a safe passage between Killybegs (Ireland) in a passage of approximately three weeks. Walvis Bay residents, Leon Visser (Skipper), Kasper Vermaak (Chief Mate) and Connie Hoffmann (Second Mate) were delighted to be back on home soil after bringing the vessel to her new home all the way from Ireland. Other crew members on board were Paul Oglesby, Barry Lafferty, Janis Blija (Chief Engineer), Yevgen Rudyko (2nd Engineer), Alexander Tyurin (3rd Engineer). Linking two Oceans by rail The extension of the railway line from Grootfontein to Katima Mulilo, via Rundu, is a project which must enjoy priority. An advocate of this railway development is regional councillor for the Kabbe South constituency in Zambesi Region, Johan Likando. Likando said during a recent debate of the community development fund bill in the National Council that studies have shown such a rail project can be viable. According to Likando as many as two thousand trucks use the TransCaprivi Highway between Walvis Bay and Katima Mulilo daily. Truck traffic is growing and only an expanding railway network can counter the increasing pressure on Namibia's road network by trucks. In addition, the railway network can link Walvis Bay with virtually any economic hub in Africa, specifically Southern and East Africa in which Likando described as linking the Atlantic and the Indian Ocean by a rail link. Two residents died The death occurred in Narraville on Wednesday morning of well known businessman Mr Willem Jakobus (Willa) Coetzee. Mr Coetzee was the owner of the Narraville Service Station for close to thirty years. On Friday morning, the community learnt with shock of the death of Mrs Marlene Voigt who over many years became a familiar face at CV Joint & Exhaust Centre in Walvis Bay.

No Namibians were in Mainliner crash Residents made calls to the office of Namib Times in Walvis Bay on Monday wanting to inquire whether there were any Namibians on board a bus of Intercape Mainliner that overturned near Welkom in South Africa’s Free State Province. The bus was en route from Durban to Upington via Bloemfontein when the accident occurred at around 04:45 yesterday. Jeep Club Launches New JL Wrangler at Go Topless Event Isaac Chikosi

The organisers of the annual Jeep Topless Day event on Saturday in Swakopmund showcased the new JL Wrangler. Starting off at the M & Z building, Jeep owners and lovers joined the drive through Swakopmund and along the coastline all the way to Dune 7, the highest dune in Namibia. According to Werner Schaap, the Jeep Club organiser, sponsors of the event included Windhoek Breweries for water and soft drinks, Varta Batteries for the T-shirts as well as M & Z Motors and Opposite lock who also sponsored the event. Werner Schaap also thanked the municipal traffic department who escorted the jeep convoy.

The Namibian Women's Cricket team's dreams of qualifying for next year's Women's T20 World Cup are shattered after they suffered a 50-run defeat to Zimbabwe in the African Qualifying final in Harare. Zimbabwe's Lady Chevrons skipped the first hurdle, in their quest for a place at the ICC T20 Women Cup next year, by winning the African qualifier they hosted. This will be in Scotland where they will battle for a spot at the global cricket showcase. Rehoboth Rugby Club silenced the Kudus crowd as they beat the home team 11-10 at the House of pain in a premier league game on Saturday in Narraville. The first team of Rehoboth Rugby Club opened the scoring in the third minute of the game with a penalty kick converted by their inside centre Henrique Olivier. Minute's later Kudus right-wing Lloyd Jacobs doted down the first of two tries for his club with full-back Aurelio Plato missed the conversion. Henrique Olivier scored a try for Rehoboth Rugby Club but missed with the conversion. Lloyd Jacobs scored his second try and Aurelio Plato missed again with the conversion. Rehoboth fly-half Arscher Coetzee added the additional points with a drop-kick to make it 10-11 half-time in favour of the visitors. In the second half both teams missed opportunities to add points to the score board. In the final seconds of the game, Aurelio Plato missed another penalty attempt to left the final score 11-10 in favour of the visitors from Rehoboth. The second team of Rehoboth Rugby Club won their game against the second team of Kudus. The half-time score was 0-0. Late in the second half of the game after a few missed attempts Kudus substitute fly-half Shalako Groenewald managed to but the home team on the board with a penalty kick. A team of eighty-eight Namibian karateka are ready to put their skills to the test against some of the best karatekas in Africa at the 18th AUSC Region 5 Karate Championships. This event will be hosted by the Namibian Karate Union (NAKU) from the 22 – 25 May at the Dome in Swakopmund. The Namibian karate team with fortyone karateka from the coastal towns of Walvis Bay and Swakopmund will compete against teams from South Africa, Botswana, Zimbabwe, Zambia, Mozambique and Angola who are set to arrive on 22 May in the coastal town. Since selection of the National Team earlier this year, Coach Manale has been working tirelessly to prepare his athletes for what is building up to be one of the biggest events in Namibian Karate history. Namibia National Karate Team Coach, Sensei Llewellyn Manale said “The preparations and hard work for the

team is done. I would like to thank everyone involved with this. It was a pleasure working with everyone. Team Namibia, it's time to go out and have fun. Cease the moment and enjoy”. Coach Manale added that his team are ready to put their skills to the test against some of the best Karateka's in Africa. Besides the preparation of the Team itself, NAKU has served to ensure that it's National Referees and Judges are also well prepared to deliver a tournament of unprecedented standard as the Namibia Karate Union (NAKU) recently hosted a referee training course in preparation for the 2019 African Union Sport Council (AUSC) Region 5 karate cham-

pionships. The referees' course and qualifications exams were presented by Sensei Wikus Oberholtzer, chief referee of the NAKU was attended by more than twentyfive Namibian karateka and instructors from various organisations in Namibia. Sensei Wikus is currently one of the highest ranked World Karate Federation (WKF) referees in the country and holds an UFAK (Union of African Karate Federations) Rank B qualification in both kata and kumite. NAKU's president Cornelius D'Alton urges the community to attend the event and to support its athletes as NAKU intends on making this year's tournament one of the
