“Fisheries strong and vibrant” Erwin Leuschner

Most of Namibia's important fish stocks are showing signs of recovery. There are, however, some stocks which appear to be in a very precarious situation and for which urgent management interventions are needed to prevent them from total collapse. This was the keynote of the speech of the Minister of Fisheries and Marine Resources, Bernhard Esau, when he presented his annual ministerial address to the fish industry on Friday in Walvis Bay. As usual the town hall at the Civic Centre was filled to the brim, when Esau presented his 29 page-long review and outlook regarding his department. Fisheries still is the second biggest contributor to Namibia's GDP, having provided about N$10 billion in FOREX earnings in 2016. “This significant revenue may be attributed to improved catches with regard to sizes, favourable exchange rates, increased value addition, and better prices in some markets,” Esau said. Although the decrease in exchange rates against the local currency meant that the industry did earn less N$ in 2016 as compared to 2015. According to Esau the Total Allowable Catch (TAC) for all fisheries in 2016/17 was 521 714 tonnes, compared to 528 696 tonnes in the year before. This represents a marginal decrease of about 1%. “The total landings for 2015/16 were 514 297 tonnes, while Minister of Fisheries and Marine Resources, Bernhard Esau

Guesthouse robbery aftermath: Elderly couple still in standing in front of me.” In her eyes one can shock, four suspects released see the absolute horror of the nightmare as she Erwin Leuschner

The owners of the Chala-Kigi Guesthouse in the Swakopmund suburb Kramersdorf are still reeling in shock after four armed suspects stormed the property on Thursday evening, beating the elderly couple and robbing them and some guests of their personal belongings. Suspects apprehended shortly after the incident were released as there were no concrete evidence against them. The incident has left many scars on the owners of the guesthouse, as well as the three tourists who were on holiday in Namibia. When namib times visited the scene yesterday one tourist was still under such immense shock, that she mulled cancelling the rest of her vacation in Namibia and travel back home

to Germany. “It was a normal evening and we were enjoying a sundowner on the patio when suddenly four men, each holding a gun, stared down at me,” said the owner of the guesthouse to namib times. It was still early in the evening and only a few minutes after 21:00. “It was like an armada

relives it. Her husband had just gone inside. The suspects were demanding money. Three of the suspects had their faces covered, a fourth man, who she described as a young man, did not wear anything to protect his identity. It was the same man who pointed his gun at her husband's face in the kitchen when he looked up. “It was then that another suspect said: 'Don't do it',” the victim recalls. Both the owners are in their 70s. The suspects took the victims to the bathroom where they were guarded. Both owners, as Continues on Page 2

Don’t lose hard earned money to fraudsters Press Release FNB Namibia has recently once again become aware of phishing scams being perpetrated by fraudsters and would like to warn employees, as well as the general public about this type of scam that seems to rear its head on a regular basis. FNB IT Risk Manager Holger Bossow: “Times are tough and everyone is trying hard to make a living –apparently even fraudsters – as they have become active again in through phishing. FNB Namibia would like to warn people to remain ever vigilant and aware at all times to ensure their money is safe and do not fall prey to tricks, scams and fraud.” Holger explains: “Fraudsters send unsolicited e-mails to recipients purporting to come from a reliable source like the bank, Receiver of Revenue or your e-mail service provider. In the mail, they ask you to click on a hyperlink or icon to either view additional information or to submit information. Once clicked the link will divert the victim to a fraudulent website under control of the fraudsters and any information entered onto this page will be send to the fraudsters.” The information requested by the fraudsters is usually personal information and could include usernames and passwords, e-mail accounts, cell phone numbers or bank card details. Clicking on a link could also result in the victim's computer being infected with malware. FNB Namibia once again wishes to emphasize a few do's and don'ts when it comes to suspicious e-mails, links or attachments. “Do not click on links or icons in unsolicited emails; do not reply to these mails – delete them immediately; if you are unsure about the content or request phone the sender (use your own contact details) to confirm content of the mail. There are also a few DO's you should adhere to for extra safety such as: type in the URL for your bank in the internet browser if you need to access your bank's website; if you think that you might have compromised yourself contact your bank immediately and check that you are on the real site before using any personal information.” Holger emphasised. Lastly – FNB stresses that if things seem too good to be true usually they are, and when in doubt contact the bank and verify any requests. “FNB Namibia will never ask you to click on a link in an e-mail” For further assistance please contact the FNB Contact Centre at 061-299 2222. preliminary landings for 2016/17 as at December 2016 stand at 458 000 tonnes,” he said. While addressing the state of Namibia's fish stocks, Esau mentioned the five most important commercial stocks, which have recovered – some significantly. According to research conducted in September 2016 the total biomass of hake has increased by a staggering 21.5% compared to the year before and is now estimated at 1 740 260 tonnes. “But the spawning biomass is still below a biomass that can produce a Maximum Sustainable Yield (MSY),” he said. Another important commercial species, Horse Mackerel, is doing very well. According to Esau the stock is above the MSY level of 312 000 tons. During the last survey conducted in September 2016 it was established that the biomass of this species has also increased (4.6%). The biomass was estimated at 1 449 930 tons, compared to 1 386 410 in 2015. “However, the stock catches for the 2015 fishing season of around 316 000 tons are above the MSY and thus there is a need to bring them to a level where this stock shall continue to be exploited at a sustainable level,” he said. Another increase in the biomass was established when the monk fish was assessed

in March 2016. The biomass for this species increased by 3.4% and is estimated at 64 000 tonnes. Esau did mention yet again that more research is required regarding monk as “very little is known on where monk spawns, as well as on its feedings pattern.” Furthermore the assessment conducted in September 2016 also established that the biomass of both the deep sea red crab grew by 10.6% as well as the fishable rock lobster biomass, which increased by a staggering 20.8%. Regarding the rock lobster fisheries Esau called on the fishing industry to put more effort in catching the quotas allocated to them and “avoid the underperformances which were observed over the past years.” While Esau spread the positive news on the above-mentioned commercial fish species, he yet again reiterated certain underperforming fisheries sectors, some due to the species being over-exploited. In this regard he underlined the pilchard industry as well as tuna and tuna like species. In the meantime the Ministry is also conducting research to determine the current biomass of the orange roughy. “This is the first survey since the moratorium was introduced on this fishery in 2008,” he said. Once the results are released the Ministry might consider revoking the moratorium.

Continued from Page 1 well as one of the tourists were beaten. “They stole all my jewellery. They ripped my ring off my finger and I thought they would break my hand,” she said. Her husband, who will be celebrating his 75 birthday this year still, was taken to the safe and repeatedly beaten over the head with a pistol while they demanded the key. They stole more valuables from the safe, including two more weapons. “They continued beating him until he played dead,” she continued. “There was blood everywhere.” Shortly afterwards they fled the scene. It is suspected that the culprits gained entrance by climbing over a wall, even though spikes are attached to the top. Both the owners were taken to hospital and treated for multiple lacerations on their head. “I do not wear any jewellery anymore. I do not think I'll ever wear some again,” the victim continued. Initial reports indicated that the suspects fled the scene in a black BMW with registration number N 104-643 W. The car was spotted in town on Friday and four passengers were arrested and questioned. “They were later released. There was not enough evidence to charge them,” said Deputy Commissioner Ottilie Kashuupulwa yesterday. She added that the investigation is still ongoing. “We've had enough. We worry and we have to do something,” said prominent Swakopmund business man and the owner of various accommodation establishments Danie Holloway. He added that soon there will be a high-profile meeting with various other stakeholders involved in tourism in Swakopmund to address this issue. “Tourism is the main source of income for Swakopmund and we need to protect it. We need to act,” he said. Holloway was visiting the guesthouse yesterday to offer his support to the victims.

Budget crunch a “blessing Suspect nabbed for possible cattle theft in disguise” Erwin Leuschner

Piquet Jacobs

The Minister of Fisheries and Marine Resources (MFMR), Bernhard Esau, recently called on his staff to work smart, minimise wastage and still fulfil its mandate – despite the impending budget cuts. While the current budget for 2016/2017 was cut by 10%, the budget for 2017/2018 will be further reduced by 42.3%. Esau addressed his staff members at the National Marine Information and Research Centre (NatMIRC) in Swakopmund, where he called on all staff to do more with less. “I accept that these budget cuts will mean that several of the scheduled activities will not be undertaken because of a lack of funds,” he noted though. The Minister promised though that despite the budget cuts service delivery will not be compromised. “The budget cuts can be considered a blessing in disguise because they are making us more sharp in getting things done with less,” he said. During his speech he gave his staff members hints and tips on how they can save expenditure, even through small actions. “We can use our Ministry facilities for meetings instead of hired premises, use technology such a skype and emails to minimise on need for travelling, ensure paperless documentation and print only when necessary,” he said; and added: “We must also minimise on energy wastage by switching off lights and air conditioning units and closing taps.” While speaking the Minister also warned his staff members, especially marine scientists, to conduct themselves in a professional and ethical manner and “that staff is not allowed to speak to the

media.” “There is a culture of no discipline. When you speak to the media, the house becomes on fire,” he said. Only he himself as well as the Permanent Secretary in the Ministry have the mandate to speak to the media. He furthermore warned staff, once again especially scientists that the Ministry retains all intellectual property rights of research conducted. “What you are doing is for government and you use government resources. The results are not for your neighbour. That is unethical and not professional. If we catch you, you are out,” he said. Esau ensured that certain operations will not be negatively impacted due to the budget cuts. Research vessels will continue to operate to ensure that the mandate of the Ministry is fulfilled. “We will however revise certain aspects in the operational department. As an example we might look into the fuel price and see if we cannot get a better deal or similar,” he added. In conclusion Esau reminded staff members that they are employed to serve the people of Namibia on all matters relating to fisheries and marine resources. “Our citizens, when they call on our offices or communicate to us must be treated with dignity and respect, because they are our ultimate employers.”

Minister Esau confident there are pilchards

Erwin Leuschner

Even though the Minister of Fisheries and Marine Resources, Bernhard Esau, took a “calculated risk” when he granted a quota of 14 000 metric tons for sardines, he remains positive that there indeed exists significant numbers of sardines, which might just have migrated from its traditional fishing area. Esau made these remarks yesterday after he held his annual ministerial address to his staff. It was due to the recent media reports, which allege that the pilchard biomass is depleted, that he also reprimanded his staff not to speak to the media. “I am not buying into it that pilchards are being super-exploited,” he said. Recent media reports alleged that the stock is severely depleted, which is why the new TAC (Total Allowable Catch) set by Esau of 14 000 tons was questioned. “It was a misconception created by one individual,” Esau answered. He explained that of the total determined TAC 10 000 tons are for commercial fishing operations, while the remaining 4 000 tons form part of the research quota. Even though the TAC for the previous year was set at the same amount, the total landings were only about 3 400

tons. “We are investigating the biomass, but there is evidence that pilchards have moved to deeper waters,” he said. In recent years pilchards in Namibia were caught using purse seine nets, which are used to a distance of about 200 metres from the shoreline. “Maybe in future we have to do trawling if sardines have migrated to deeper waters,” he said. The pilchard stock in Namibian waters was heavily overfished before independence. Most notably around the 1970's when yearly landings were in excess of one million tons. This was not sustainable, leading to the fish to collapse. Ever since the TAC has been continuously reduced. “The pilchard stock is a very precarious situation and we need to manage it in such a fashion that it can recover,” Esau said.

A suspect has been charged with possession of suspected stolen stock /produce after being caught offloading 2 cattle carcasses without a permit. The suspect had been travelling from Otjiwarongo and was busy offloading the carcasses in Johanna Benson street in Kuisebmond when members of the community found it suspicious and contacted the police. Upon arrival, the suspect could not provide the needed paperwork for transporting the cattle, as well as a satisfactory account for the carcasses. The eartags of the cattle were also already removed and the skin of the cattle had apparently been sold in Otjiwarongo. The suspect was then taken into custody and the carcasses were confiscated. The suspect appeared in court on Monday and was released on bail of N$5 000. If anyone has information on who the owner could be, they are asked to contact the police.

Local inflation, exchange rates and low crude oil prices the economic factors crucial in hake sector

The exchange rate favouring the export of Namibian fish products to Europa, South Africa, Australia and the United States and historic low crude oil prices that reduced operational costs, were the driving factors behind the hake industry’s fortunes during 2015 and 2016, according to the Chairman of the Confederation of Namibian Fishing Associations, Mr Matti Amukwa. Although these two factors remain paramount, Amukwa added local inflation as a threat undermining profits in the hake sector. High inflation places pressure on wage agreements, as the labour force need salaries that grow annually in line or very close to inflation on daily living. Marine phosphate mining: obscure foreign license holders want to dictate Namibia

Angola accused of stealing Namibian fish

Floris Steenkamp

The Confederation of Namibian Fishing Associations (CNFA) through its Chairman Mr Matti Amukwa called upon the country's national powers on Friday to step up monitoring and control of the country's marine waters, as neighbouring Angola allows its vessels to illegally catch fish in Namibia's Exclusive Economic Zone (EEZ). The accusation is potentially embarrassing for our waters to catch illegally and then disNamibia and Angola, as the two countries are appearing in the morning with our stolen fish”, very strongly linked diplomatically, as a result of Mr. Amukwa told an audience at the annual the liberation struggle against colonialism address of the fishing industry by Fisheries Mini(Swapo – 1966-1989) and (Movement for the ster Bernhardt Esau in Walvis Bay on Friday. The current prospects of marine phosphate mining in Namibia had been summed up on Friday as being driven by obscure foreign license holders, leaning on small, minority local partners to bulldoze the process and trying to enter through the backdoor. This was in the words of Mr. Matti Amukwa, Chairman of the Confederation of Namibian Fishing Associations (CNFA) who addressed the fishing industry on Friday as a guest speaker to the annual fishing industry address by the Minister of Fisheries and Marine Resources, Me. Bernhardt Esau. Mr Amukwa said marine mining is “looming” over the country's fishing grounds and he called for utmost transparency with marine mining as much is at stake. Namibia's courts managed so far to stop attempts by such obscure license holders to get marine phosphate mining going, and according to Amukwa actions by Namibian stakeholders will persist to prevent marine phosphate mining allowed in Namibia's Exclusive Economic Zone (EEZ). Mr Amukwa applauded Minister Esau's commitment and personal involvement in the drive against marine phosphate mining.

Breaking news: A couple is currently being treated for serious injuries in the Cottage Private Hospital in Swakopmund following an armed robbery at their guest house, Falla Killie Guest House, in Riverside, Kramersdorf, last night. It is alleged that 4 suspects entered the guest house and threatened the victims with a pistol, demanding money. They further beat the couple with the weapon, the couple then opened the safe. The suspects fled the scene with 2 pistols, 600 Euros and N$5 000; in a metallic black BMW with registration number N 104643 W. The suspects were apprehended and are currently in custody. The river's mouth is just south of the main gate of the Skeleton Coast National Park. Other reports over the past few days indicate the Omaruru River has reached the Omdel dam, while the Kuiseb River is also still flowing but still has a long way to go before it would reach the Rooibank area. The Swakop and Khan Rivers were both flowing at Usakos over the past few days, but have not reached Goanikontes yet. “The Ugab is still flowing at a section between Khorixas and Uis,” said Uis resident Basil Calitz yesterday. Police remove casual workers

Several people have been arrested yesterday morning for resisting against members of the Namibian Police who removed them from a public area in front of the Namport headquarters in Walvis Bay. The arrested individuals are part of a group of casual workers who have been “camping” at Namport since last Friday, resisting a decision by the port authority to end their casual labour contracts.

Development of Bahnhof Square Shopping Mall has become a dream, not a reality Talks about how great the development of the Bahnhof Square Shopping Mall would be and how many people it will employ are becoming less and less and the community of Swakopmund have become more concerned than excited. Is this development ever going to come to Swakopmund? Oliver Nederlof The mall is never going to happen, I think we can say that when they put down the billboard. I would have loved to have seen the mall become a reality, but the sad thing is it is not. Ben Fuller Hmmm, did closing the Tenderpreneur floodgates play a role?

Next generation Ford Ranger

TOUGH DONE SMARTER. Better, smarter, and just as tough as ever. Introducing the next-generation RANGER bakkie. With a bold new design, built-in tools to get the job done smarter, and Ford’s latest smart features, the RANGER gives new meaning to “intelligent design”. New improved 2.2L and 3.2L DCi Turbo Diesel engines They’re back and they’re better than ever. An extra 8kW of power and 10Nm of torque gives our 2.2L TDCi engine more grunt than ever. Whilst our next generation super powerful 3.2L will please with the extra kilometres we’ve built into its fuel economy EPAS (Electronic Power-Assisted Steering) This might be a truck but Ford’s famous driving dynamics still apply. This includes the effortless manoeuvrability EPAS delivers in all types of conditions.

Steering is light and responsive for city driving and when parking, and firmer and easier to control at higher speeds on the open road. Because it’s electronically controlled and not hydraulic, it only kicks-in when you need it, helping to save fuel. Lane Keeping System1 Using the road markings, sensors can detect when you begin to drift out of your lane unintentionally. If you do, the steering wheel will begin to vibrate to warn you. If you don’t return to the lane,

steering torque is applied to guide the Ranger back. Keep your distance Forget having to turn your cruise control on and off as traffic conditions change. If traffic slows in front of you, Adaptive Cruise Control2 can automatically slow to maintain a pre-set distance. Once traffic clears, it returns to your cruising speed. If the Forward Collision Alert2 system detects the potential for a collision up ahead, it will flash a red warning signal on your windscreen and pre-charge your brakes, ready to stop quickly. Adjustable Speed Limiter3 With a powerful engine under your foot and a city full of speed limits, the Ranger’s Speed Limiter can help you avoid speeding fines. Simply set your maximum speed and your speed will keep from going over the limit. Should you need more speed to get out of a tight situation, just press the accelerator flat. Control where you need it most A tough truck lets you tackle some tough situations. Helping you stay in control in these situations is Ranger’s comprehensive Dynamic Stability Control program. Hill Descent Control Automatically applies braking, as needed, to slow the vehicle to a set speed in off-road downhill conditions. Speed can be adjusted through the accelerator and the Cruise Control buttons on the steering wheel. Innovative Technology SYNC® 2 Connectivity System Why stop using your mobile devices when you drive? Created in partnership with Microsoft, SYNC®1 is a

fully integrated, voice activation system that lets you use your favourite devices while your hands stay safely on the wheel, and your eyes stay safely on the road. Sync your phone to call you friends, play your favourite music, find the perfect temperature with Hands-free Climate Control. It comes complete with a customisable 8" Colour LCD Touch Screen. And best of all, it can be paired to more than one mobile device. CAPABILITY Raging river? No problem. Steep, sandy incline? Exciting. Ranger 4X4’s 800mm water wading1, e-Locking Rear Differential2, and driver assist features like Hill Descent Control3 make light work of any challenge. TOW MORE. WORK SMARTER With up to 3,500kg4 towing capacity, you can confidently take on the biggest jobs. Especially with Ranger’s Electronic Stability Program automatically adapting to changing loads to provide greater control. The Ranger holds on tight Take back control on steep inclines and sandy and other loose surfaces with e-Locking Rear Differential2. Locking the rear wheels helps you gain the best possible control over challenging and uneven terrains where it can be difficult to keep both. Better, smarter, and just as tough as ever. Rossmund SAGES “Hole out” for Cancer Narraville Primêre Skool atletiek Sunday 19 February was a special day for the SAGES at Rossmund - not only was it their monthly get together kindly sponsored by Margot and Pete Bassingthwaighte from Cornerstone Guesthouse, but a platform to make a donation to the Cancer Association. The Senior Golfers (SAGES) from Rossmund meet on the third Sunday of each month during the year to enjoy a round of golf with old friends. In addition during November each year they host the SAGES Inter Branch Tournament – these events give them the opportunity to accumulate funds in aid of Cancer. After 18 holes in somewhat strange weather conditions, the 22 golfers together with the sponsors teamed up to make the official handover of N$15000 to the Cancer Association representative Anita Korf. In acceptance of the funds she informed the members of the types of help given to cancer patients and advised that a new office facility will be ope-

ning shortly at the coast to give the local community easier access to the necessary assistance offered by the Association - to those in need. She thanked the SAGES from the bottom of her heart for their generous donation. All were winners on the day and thanks to the sponsor everyone returned home with a little something. We had one 2-club by Tony Boesch. Nearest to the Pin prizes went to Rina Knight on No.7 and Clive Lawrence on No.12. Overall Winner: Lucille Abrahams 38pts; 2nd: Tony Boesch 34pts (c/o); 3rd: Jacque van der Merwe 34pts; 4th: Rina Knight 33pts; 5th: Dougie Smith 31pts. Well played to everyone and thanks for all the support during 2016.

Gendev takes the Debmarine Cup Sharoldine Bock The first round of the Namibia Football Association’s FA Cup took place at the Vineta Sport Stadium in Swakopmund over the weekend. The FA Cup s sponsored this year for the first time by Debmarine Namibia. For the first leg twelve Erongo teams competed. Gendev ended in the first place that now makes the them the champions in the Erongo 2nd Division and will now have to see who will be their ultimate challenger , as the other legs are played across the country.

The CEO of Debmarine Namibia, Mr Otto Shikongo, reconfirmed the Company’s commitment towards the NFA. “We have committed ourselves to a targeted sponsorship N$ 14, 1 million over a three-year period [2017 to 2019]. Teams that took part over the weekend are: Barcelona, Blue Birds, Celtic, Gendev, Karibib FC, Mighty Eagles, Namibian Navy, SFC, Sorento Bucks, Tuta Super Eagles, Young Eleven and Zula Molest. However 4 teams; Barcelona, Blue Birds Mighty Eagles and Young Elevens have not showed up. The teams against whom they were to play were automatically awarded 2 goals. On Saturday, Tuta Super Eagles took on Sorento Bucks [Arandis]. Sorento Bucks was on top of the game with 2-0. Goals were scored by Dominic Van Wyk in the 15th minute and Denzil Xoagab in the 64th minute. Karibib SFC and Swakopmund FC had a match of equals. Tangeni Kaijambo scored the first goal for Karibib in the 16th minute. SFC gained momentum scoring the first goal during the second half, ending the match in a 1-1 draw. Zula Molest and Gendev put up a great defense. In the 14th minute of the match Johannes Namuhuja scored the first goal for Gendev. Zula Molest scored in the 36th minute, ending the first half with a 1-1 draw.

Lucas Mbendeka gained momentum two minutes after second half, scoring the second goal for Gendev. Ignatius Swartz from Zula Molest equaled the score again in the 50 minute [2-2]. Gendev managed another score and the match was over 3-2 in the favour of Gendev. Jordan Hambi (Celtic) scored the first goal against the Namibian Navy in the 23rd minute. Five minutes later, “mighty” Jonas Theruel leveled the score and the first half ended 1-1. Celtic managed two more scores in the second half, ending the game 3-1. The action continued on Sunday. Gendev and Celtic took on one another in the semi-finals. Jonas Mungomba opened the score board for Gendev with a goal in the 24th minute of the game. Twelve minutes after Gendev's goal, Jordan Haimbili from Celtic leveled the score to 1-1 for the first half. “The talented” Iimmanuel Kiimba collapsed Celtic’s momentum with three consecutive goals in the second half. Gendev ended on top with 4-1. Coach Wilhelm Festus was jubilant. Sorento Bucks and SFC took one another in their semi-final game. Tobias Anuula scored the first goal for Sorento Bucks in the 14th minute. SFC ended the first half empty handed, but put up a gallant fight in the second round. Eleven minutes into the second half F. Klippert rescued SFC in a

counter attack, bringing the scoreboard to 1-1. Sorento Bucks turned the pressure into points. The team scored a second goal, a beautiful “header” by Dominic Van Wyk. After the second goal, Olasuis Nghifindwako went in for the third goal in the 75th minute, ending the match with 3-1. “We are our own worst enemy and didn't stick to what needed to be done. We focused on our emotions rather than the game, but improvements will be implemented”, said Gerald Güither, SFC coach after the game. Finals have proven to be very intense

with Gendev and Sorento Bucks, with both teams pulling out all the plugs. Both teams could not score and the final whistle was 0-0, with 15 minutes added. Neither team could pull it through during these added minutes and it was up to the penalty kicks, where both teams scored one goal. Sorento’s fortunes changed when Gendev managed four penalty kicks, against two by Sorento. Gendev won prize money of N$20 000, whilst 2nd place Sorento Bucks received N$10 000 and both SFC and Celtic received N$ 5 000 prize money each.
