Sinking of trawler Resplendent:

Skipper went down with his vessel

ProsecutorGeneral visits Erongo

Carlo Gordon, the skipper of the trawler Resplendent that sunk off the central Namibian west coast on Tuesday, is believed to have followed that unspoken rule of prudent seamanship: be the last one to leave the ship, if not the one to go down with the ship. Resplendent went down at approximately 13:00 on Tuesday some 100 nautical miles northwest of Walvis Bay. Apart from skipper Gordon unaccounted for, all the remaining crew of 26 were rescued by fishing vessels which were also in the area: Fisher Bank, Victory and Begonia. Resplendent is owned and operated by Hangana Seafood Processors, a subsidiary of O&L Group. Accounts from the survivors confirm Gordon refused to leave his illfated ship, as he wanted to make sure no crew were left behind. Continues on page 2

Rossouw reportedly missed a court appearance in a motion court hearing and was subsequently jailed for thirty days. It was understood Rossouw missed several court appearances on this same case before, which led to her direct imprisonment. Direct imprisonment for contempt of court is rare.

Skipper went down Tax officials arrested for soliciting bribes with his vessel Continued from page 1 In the process he lost his life and joins a distinguished list of ship captains who in the face of grave danger chose to be the last one off the sinking ship, if not the one going down with the ship. The Ministry of Works and Transport issued a media statement on Wednesday confirming a Master Mariner, a retired Skipper and two Government Marine Surveyors were appointed to investigate the sinking of Resplendent. The team is expected to submit a final report to the relevant authorities on 20 March. In this statement the Ministry also confirmed the search and rescue efforts to locate Gordon has been called off. Navigational warnings are out though for all vessel traffic in the area to remain on the lookout. At the moment everyone is fearing the worst. The Ministry also confirmed of the 26 crew rescued, three needed to be admitted to hospital for observation.

Not guilty Plea for Lichtenstrasser

Workers demand Fishcor Board dismissed and arrested in #Fishrot scandal Continued from page 1 The workers instructed lawyer Norman Tjombe, of Tjombe-Elago Incorporated, to direct a legal letter to the two Government ministers, to demand action against the Fishcor Board. That followed after the arrest on Monday of Fishcor's suspended CEO, Mike Nghipunya, in connection with the #Fishrot scandal. The workers, whose names remain out of the public domain for fear of victimisation by their employer Fishcor et al, says they cannot belief the massive Fishrot scandal was unfolding without these directors having any knowledge whatsoever. To the contrary, if it did occur under their noses without detection, the lawyer's letter reads: “it puts in question the Directors' ability to serve on the board of such a large corporation”. Nghipunya, who was arrested in Windhoek on Monday of this week now takes his place in the dock with six co-accused former fisheries minister, Bernhard Esau, his son-in-law, Tamson Hatuikulipi, former minister of justice, Sacky Shangala, businessman James Hatuikulipi, businessman Ricardo Gustavo and Pius Mwatelulo.

The alleged double murderer Ernst Lichtenstrasser (58) pleaded not guilty to two counts of murder in the Swakopmund magistrate's court this week. Lichtenstrasser is accused of having gunned down Mr Eckhart Mueller (72) and Heimo Hellwig (60) at the head office of the Namibia Institute of Mining and Technology (NIMT) at Arandis early on the morning of 15 April last year. Lichtenstrasser was an employee of NIMT and allegedly travelled from northern Namibia to carry out the killings. During the plea hearing Lichtenstrasser entered a not guilty plea on two murder charges as well as not guilty on the illegal possession of firearms and ammunition and obstructing the course of justice. Lichtenstrasser remains in custody and will return to court on 30 April.

Namibia's Prosecutor-General Martha Imalwa provided a brief back-office glimpse on Namibia's #Fishrot scandal. The #Fishrot scandal involves alleged bribes for fishing quotas which has several people in deep trouble with the law, including former fisheries minister Bernhard Esau and former Attorney-General Sackey Shangala. The public becomes impatient with the Office of the ProsecutorGeneral when it comes to incidences where it takes time to make decisions whether to prosecute cases or not, explained Imalwa. Adding that impatience goes hand in hand with huge criticism of the Office of the Prosecutor-General. “In this so-called #Fishrot many ask the question why wait [to prosecute]? Let me remind you to gather evidence needs patience. We can only prosecute prima facie evidence [evidence that is accepted as correct until proved otherwise]. We cannot prosecute on pressure but only on prima facie evidence, Imalwa reiterated. “Always remember the law prosecutes [with concrete evidence] and does not persecute [based on assumptions and hearsay]”. Imalwa made these remarks on Tuesday at Walvis Bay during a meeting with prosecutors, members of the Namibian Police and the various neighbourhood watch formations in the harbour town. Based on these remarks it is clear Imalwa urges the Namibian public to be patient as the investigation into the #Fishrot scandal progresses. At the same time expectations are that once a decision is made to prosecute the #Fishrot suspects [seven people in total] it would be on evidence upon which the State can rely for a guilty verdict.

Namibia's Prosecutor-General Martha Imalwa described Namibian courts this week as “places of postponements”. Imalwa addressed law enforcers and state prosecutors on Tuesday, as part of her visit to the Erongo Region. The Prosecutor-General also urged prosecutors and the Police to get a better grip on the way bail applications are handled. “It has become a customary excuse that a case is postponed for further investigation. Everything is there, what else need to be investigated?”, she asked the audience. In this instance the Prosecutor-General urged the courts and the Namibian Police to improve cooperation among one another and to speed up the administration of justice. Police investigators need to conduct proper investigations in order to present complete dockets to prosecutors. This results in a positive chain reaction where the cases are circulated through the system at a faster pace and in doing so the delivery of justice is sped up. “Finalise your cases. Unnecessary postponements places stress on the court's system and on the Namibian Police's functioning which include overcrowded holding cells”. On the issue of bail applications, Imalwa urged magistrates, state prosecutors and the Namibian Police to be available twenty-four hours of the day, seven days of the week to hear bail applications. “Bail applications can be handled at any time. Even at night. For that reason, officials need to be available to afford people arrested the opportunity to apply for bail before a magistrate, Imalwa explained. [It is even possible that a magistrate can hear a bail application without a prosecutor present. Albeit, the last one is a specific scenario Imalwa says she would not recommend as there are many legal pitfalls]. Imalwa further said in the instances where state prosecutors wish to oppose bail, it should be done with evidence from the police investigator, as that would even further prevent postponements and delays.

Rape of minors on the rise Sharlien Tjambari

Could society's pillars be crumbling given the rise in reports of sexual abuse against minors? Rape of minors has seemingly become norm these days, with many men behind bars for either having raped or having sexual relations with girls under the age of 16-years. In Swakopmund, three men are behind bars for rape. Between October and November last year, two teachers were arrested and remain behind bars. One teacher (male) allegedly raped an 11-year-old boy at a local afternoon care facility in Swakopmund. The other allegedly had sexual intercourse with girls under the age of 16 on various occasions. These teachers are currently fighting to get bail. A father, who is supposed to be the protector of his household and family was also arrested in October last year, when it came to light that he repeatedly

rape his daughter over a period of three consecutive years. He too remains behind bars. It has surfaced now that another man was arrested for raping an 11-year-old girl at Uis on Sunday. According to police reports, the suspect Bearend Huseb, also known as Tuksa (23) was arrested after he raped the 11-year-old girl at a soccer field near Petrus Ganeb Secondary School at Uis. The question remains, is the justice system failing our children? More may need to be done to ensure that our children's rights are protected at all times.

Jericho as he is known was the first ever male artist to win the Artist of the year at the first ever MTC/NBC Namibian Music Awards (2011). This incident happened on Saturday, 8 February at about 02:30 at Engen Service Station, Karibib. According to police reports, the two suspects requested a lift from Usab Location up to Engen Service Station in Karibib. It is alleged that upon arrival at Engen Service Station one of the two suspects attacked the driver from the back seat by grabbing him around the neck while the other assaulted the driver several times in the head

and face. The pair allegedly went on to steal a Samsung Galaxy A6 cell phone, an Infinity Cell phone, a wallet with personal documents and cash of N$300. The stolen property was valued at N$7 000 and the two cell phones were subsequently recovered. Gawanab and Uirab were arrested the same day and appeared at Karibib Magistrate Court where they were granted bail of N$5 000 each. The case was postponed to 4 March 2020 for further investigation and legal representation. Further investigation into the matter continues.

Sulphur eruption along central west coast Eileen van der Schyff

Residents at various locations along the central west coast experienced a rather smelly affair this week with the latest sulphur eruptions occurring over a large stretch of coastal waters. The smell has now subsided, but the low oxygen content of the water result in billions of crustaceans walking out of the water where it falls prey to equally large numbers of marine birds. For some residents it is probably the easiest and causes crustaceans to leave the sea for the way to obtain rock lobster which walks out of shores. The low oxygen levels kill fish in large the water, only to return at higher tides when swaths, specifically smaller fish living close to the oxygen content is a little bit higher than the shoreline. Repeat offenders of angling regulations can expect some nasty repercussions in the future. Fisheries inspectors who lay charges against transgressing anglers can now supply the Namibian Police with information on previous convictions by the same angler or fishermen which could lead to stiffer sentences, even jail time. The information on previous convictions will be handed in court by the police investigator when presenting the docket to the state prosecutor. Namibia's Prosecutor-General Martha Imalwa on Tuesday during her address to state prosecutors and law enforcers in Walvis Bay said it is important that the courts hear of previous convictions, as this could lead to stiffer sentencing of repeat offenders. With regard to angling regulations, Imalwa felt offences committed by anglers are in most cases not taken seriously. The offender receives a fine. It turns out the offenders are only a handful of people who know they get away with a fine every time. According to a senior fishery official with whom Namib Times spoke after the meeting most of these repeat offenders are Swakopmund-based anglers. Offences include exceeding daily bag limits, angling with polychaete worms, undersized fish and not having angling permits.

SMEs urged to consider diversification as key business strategy Pauline Nyarota, Business Development Centre (BDC) Namibia Regardless of a company's sector or size, diversified businesses achieve stronger financial results: Business Development Centre Namibia (BDC) study. In today's economy, small and mid-sized enterprises (SMEs) that are well diversified have a far better chance of succeeding and prospering than undiversified businesses, concludes a new study by the Business Development Centre Namibia (BDC). BDC carried out a comprehensive survey of 134 SMEs / Small Businesses dotted around Erongo Region with 1 to 15 employees. “The message is clear—diversification is a critical strategy for Namibian businesses to succeed in these challenging times. Business owners who fail to do so may be missing growth opportunities and putting their company under unnecessary risk,” says Pauline Nyarota, Centre Researcher at BDC Namibia. “We found a clear relationship between financial performance and the level of diversification,” Nyarota says. In fact, nearly seven in 10 fully diversified companies had strong revenue growth—versus less than two in 10 undiversified businesses. Even businesses with a modest degree of diversification were more likely to have strong revenue growth than undiversified companies. When asked why companies hadn't diversified, their most common response was “no need” or “no interest.” Risks and opportunities vary by sector Manufacturing—Exporting is the most critical diversification strategy for manufacturing companies. More than one in four manufacturers that export had 20% annual profit growth or higher in the last three years—versus just 8% of those with no regular exports. Resources—Having clients in multiple cities or towns is the strongest predictor of strong revenue and profit growth in the resources sector. Seven in 10 resources companies with clients in more than one city or town had 10% or higher annual revenue growth in the past three years—versus just three in 10 companies with clients in only one city or town. Construction—Construction businesses with multiple product or service lines report by far the strongest financial performance. Six in 10 such companies achieved 10% or higher annual revenue growth over the last three years—compared to only three in 10 companies that offer only one product or service line.

As part of the study, BDC Namibia also asked its business consultants to share advice on how entrepreneurs can develop a diversification strategy. Some of their tips: Harness core strengths—Companies should think about how existing assets (buildings, machinery, staff, and expertise) can be used for other purposes. Ensure financial stability—When diversifying, companies should not jeopardize existing operations, but instead consider the least costly and complicated options. New markets can come from relatively small changes to existing products or services. Address weaknesses—Entrepreneurs should constantly stress-test their business. For example, they can ask what would happen if they lost their biggest client or faced an economic shock. Solutions could include adding a few more regular clients or adapting an existing product or service. As from April 2020, BDC Namibia will embark on an extensive programme to provide advisory solutions to help SMEs / companies diversify and adjust their business operations starting with Swakopmund District and spreading beyond.

ENDE

Namibia Rugby Union, Corrie Mensah(with red t-shirt), Chandler Plato Board member at NRU (with blue t-shirt) and Director of the Namibian Rugby Company Ltd Mr. Zane Jansen (with black jacket) with members of all the coastal rugby clubs

Mensah meets clubs Rudi Bowe

The President of the Namibia Rugby Union, Corrie Mensah, paid a courtesy call the rugby clubs in the Erongo Region. Members from Kudus-, Vikings-, Dolphins- and Sparta Rugby Club met with Mensah during a meeting at the Sparta United Recreation Club, the home of Sparta Rugby Club in Walvis Bay Mensah said at the interaction that Rugby clubs need to help with the promotion of rugby in the country and keep it healthy for the younger generations. Management and players should always strive to improve the situation at their clubs and not to fear change for the good. “At this moment rugby in Namibia is not going forward. Namibia played in a few World Cup tournaments but scored lower than other African countries that are not playing in any World Cup tournament. “To get a higher score at World Rugby, we need to promote rugby and start with development from grassroots level”, Mensah said at the gathering. Adding that sevens leagues and women’s leagues assist to develop rugby and to make players available for the future. Hence, the need for clubs to promote sevens rugby and women’s rugby throughout the country. Mensha further said that development is a major challenge in the country and that it needs to change and we need to set up development programs in cooperation with Government and all municipalities. Clubs should also do more to assist with rugby at primary schools, as this is one of the major sources of future rugby players. Updating players on some current issues in Namibian Rugby, Mensah confirmed that the debt problem with Rennies Travel and Trustco has been resolved. Mensha also informed the clubs present that the Union will be advertising the vacant position of Chief Executive Officer in the foreseeable future. Then there is the Annual General

Corrie Mensah

Meeting in Windhoek on 28 March. A new Board will be elected at this meeting. Mensha urged all clubs to work hard for sponsorships. Fishing companies, mines and all private businesses are called upon to support rugby at the coast and also countrywide. Regional rugby, Mensah explained, needs to make a comeback to enlarge the pool of potential national rugby players. The Union would like to take the Super Rugby Challenge to the regions, but then clubs need to get their rugby fields back to standard and maintain that standard. Furthermore, all club's need to have a level 2 coach by the end of April 2020 and a level 3 coach be the end of 2020. The Director of the Namibia Rugby Company (Pty) Ltd, Zane Jansen said clubs at the coast do not really promote rugby locally and need to get more innovative to get fundraisings and rugby promotions going. The clubs pointed out the following problem to the president: The coastal club's would see that the league program be drawn up to benefit all the club's in the country as only the Windhoek clubs benefited in the past. The coastal clubs are not happy with the selection of national team players in all age groups. They feel that a selection committee needs to be appointed to help promote players and rugby in the country.

Erongo Regional Schools Athletics on the horizon With sport being an integral part of education, the annual regional Schools Athletics will be in full swing on 22 February this year at Vineta Central Sports field in Swakopmund. This year a total of 250 athletes will participate and much support is still needed.

BJJ students off to Cape Town Rudi Bowe

Six Brazilian Jiu-Jitsu students from the Sylvio Behring Association Namibia in Walvis Bay will participate in the Abu Dhabi African Continental Pro Jiu-Jitsu Championship in Cape Town, South Africa from 27 February to 3 March 2020. The Namibian Kickboxing Federation NKF has been making its name known as a growing force in Brazilian Jiu-Jitsu in recent years with Giano Alcock, Ankia Rentzke, Delano Müller and Lesley !Hoaëb bringing back medals in previous championships in South Africa. This year NKF hopes to continue building on this momentum with the ultimate goal that Jiu-Jitsu will become big in the country. The team consisting of Raymundo Bowe, Giano Alcock, Ankia Rentzke, Stefan Zerbe, Delano Müller and Lesley !Hoaëb.

Because Swakopmund has the only standardised sporting facility in the region, athletes from the Dâures, Omaruru and Karibib zones will converge in Swakopmund. This will mean extra costs for accommodation and transport. Schools contribute an affiliation fee of N$3 per child and this is the only source of funding the regional athletics committee receives. According to regional chairperson of the Erongo Schools Sports Region (ESSR) and former Brave Warriors player Rodney Wallace Doeseb, athletics takes the biggest chunk out of the budget. “The Erongo region is known as the biggest contributor to all National teams and there is a decline in that area in recent years and this can only be blamed on the non-development of youth talent”. The athletes committee is committed to ensuring sport takes place in the region, hence the appeal to corporations to support and partner with the committee to ensure the sustainability of sport,

in this case athletics in the region. According to Doeseb, 58 athletes from Dâures are scheduled to participate this year including fourteen athletes from Omaruru primary zone, 41 from Karibib zone and 25 officials. “Apart from accommodation, transport and food, the Regional committee must book the field, securities, medical services, sound systems. Altogether we need N$50 000 N$55 000 for athletics yearly”, said Doeseb. All schools in the zone are competing in all sporting codes and a zonal team is selected. The zonal teams will then compete in the regional competitions to select the Erongo regional team. The Regional teams compete in regional competitions to select the National teams. “Some schools, however, are not paying their affiliation fees and basically the amount we receive from schools is almost enough for athletics only”, he added. A real need exists here to support school sport. Speaking on efforts so far to gather financial commitment Doeseb confirmed that the ESSR committee has approached companies in the region with little positive feedback. “Thus, we are pleading once again to the companies to assist our children.” The ESSR is again calling on interested companies to actively support the school sport in the region and in this case Athletics. ESSR is grate for all the support it has received to date and would like to continue to work closely with the corporate world to ensure the long term sustainability of school sport in the region.
