Elephant tusks Vermeulen, Clark and Lusse apply for bail
The State's case of illegal dealing in ivory and the illegal possession of ivory has met a steep challenge in the Walvis Bay magistrate's court yesterday, in the bail applications by Walvis Bay residents Dirk Vermeulen (50), Edgar Clarke (47) and Michael Lusse (60). The trio was arrested three weeks ago after Vermeulen sold two elephant tusks to an undercover police officer. Vermeulen Edgar Clarke
and Clark were arrested on 31 August at Vermeulen's residence in Walvis Bay's Fairways and Lusse was arrested a few days later.
The State argued yesterday the accused must not be released on bail, as they would interfere with the investigation and pose a flight risk. The State also argued it is a serious criminal offense and it would not be in the public interest to release them on bail [yet]. State Prosecutor Nathan Knittle put it to Vermeulen he might get bail at a later stage, but not before the investigation concludes. However, the State's
case took a grilling from the three defence lawyers, Jan Wessels (for Clark), Nathan Knittle (for Vermeulen) and Petrus Strauss (for Lusse). Vermeulen already admitted he made a “stupid mistake by selling and possessing the tusks. Furthermore, apart from the four police officers who were present on the day the deal was made and Vermeulen arrested, there are no other witnesses that has to be interviewed by the

investigation team. A visibly tired Vermeulen expressed his intention to plead guilty to the charges put to him and that he is willing to pay a fine. He has no criminal record and informed
the court he made a mistake and already apologised to his family and friends. Lawyer Jan Wessels dropped the proverbial bombshell on the State's case when he Continues on page 2

informed the court that there is in fact a permit for the two tusks. It turned out the tusks belonged to a Lüderitz resident more than two decades ago and that Nature Conservation issued permits for this individual to possess the tusks. He however, tried to transport the tusks to South Africa and was arrested. A criminal case was recorded which the State later withdrew when they learnt of the permit. For the purposes of that criminal case two decades ago, the case number was written on the tusks with a permanent marker. It read “CR”, a number which was not provided in testimony and the year “1999”. The individual later died and the tusks was passed on from one person to the next, but the permit was never changed into the name of the person who possessed it every time. It landed up with Lusse and earlier this year Lusse requested Vermeulen [that was said by Vermeulen in his testimony] to “get rid” of the tusks for him. Lusse's lawyer Petrus Strauss asked Vermeulen whether he [Vermeulen] bought it from Lusse and whether Lusse told him there is a permit on the tusks. Vermeulen said Lusse never sold him the tusks and did inform him of the permit. It was clear from his testimony yesterday that a great part of Vermeulen's “stupid mistake” was to assume the “CR/xxxx/1999” was the permit number for the tusks. When Vermeulen decided to move from one house to another he realised he still has the two tusks and contacted Clark to inquire whether he knew of someone whom would buy it. Vermeulen in his testimony said he phoned Clark and asked him to come to his house, which is in Gracemear Court in Fairways as he “wanted to show him something”. Clarke in his testimony corroborated Vermeulen's version and said his part in the deal was to “make a few phone calls” and unfortunately the buyer he recruited ended up to be a police officer. With the trap set, the four police officers showed up at Vermeulen's home and bough the tusks. He and Clark was arrested. Some three days later, Lusse was arrested and was added as Accused number 3 to the case. At the time of going to press yesterday, Lusse was yet to testify. One of the lawyers told Namib Times on the side lines he cannot appreciate the State's argument that the three be kept in custody until the investigation is completed, as in so many words the accused admitted their wrongdoing. The accused further cannot interfere in the investigation, as the four police officials are the only witnesses. Neither Vermeulen nor Clark know the origin of the tusks, but the newspaper was informed that the man who passed it on to Lusse also died in the meantime. Note: It was also clear yesterday that this permit of the tusks would become the pivotal point in this case. If a permit is not in the name of the person in whose possession the tusks were found, it constitutes illegal possession.
All STS Cranes Simultaneously Operational For the first time since the commissioning of the New Container Terminal, all four Ship-to-Shore (STS) cranes were simultaneously operational on the same vessel, on Wednesday, 11 September. The 4500 twenty-foot equivalent unit (TEU) capacity vessel (MAERSK IYO) had a call size of 909 moves, including discharge and load. The significance of having all four cranes operational on the same vessel simultaneously exponentially increases the moves per hour. This in turn speeds up the turnaround time of vessels, therefore shortening the stay along the quayside. This was indeed a proud moment for Namport, proving that we are capable of moving in the league of our competitors.
Port Call of Indian Naval Ship INS Tarkash at Walvis Bay Port An Indian Navy Ship, INS Tarkash, will be making a Port Call at Walvis Bay Port from 15-18 September. INS Tarkash is a stealth frigate and part of the Western Fleet of Indian Navy, based in Mumbai under the Western Naval Command. It is currently on a long overseas deployment to the Mediterranean Sea, Africa and Europe. Port call by INS Tarkash at Walvis Bay is a demonstration of India's warm ties with Namibia and its commitment to the maritime security in the region and its solidarity with friendly countries. India and Namibia have close and cordial political and diplomatic relations. Indian naval ships have been increasingly deployed in recent times to address the main maritime concerns of the region, including piracy off the coast of Somalia and for disaster relief. In Mozambique following devastation caused by Tropical Cyclone Idai in March 2019, four Indian naval ships were among the first responders, and participated in various relief efforts, including evacuation of people, medical assistance and supply of medicines, provisions and assisting in the aerial survey. Indian Navy has also been involved in assisting countries in the Indian Ocean Region with Hydrographic Survey, Search and Rescue, EEZ Surveillance and other capacity-building and capability-enhancement activities. INS Tarkash has earlier visited several other countries and had friendly engagements with the navies concerned. In Africa, the port calls included Djibouti, Alexandria (Egypt), Tangiers (Morocco), Lagos (Nigeria), and Dakar (Senegal). During its visit to Walvis Bay, the Commanding Officer of the Ship is expected to pay courtesy calls on the local leaders and senior defence officers of Namibia to discuss bilateral cooperation. Officers and sailors of the Indian warship will also have interaction with the Namibian Navy, including friendly volleyball matches and Yoga onboard the Ship, which would go a long way in enhancing cooperation and understanding between the two navies. School children will also be visiting the Ship.

Street kids a menace in Swakop cbd Sharlien Tjambari
Street kids are becoming a menace in Swakopmund's central business district. What makes the situation more worrisome is the fact that the area is frequented by tourists whom are often harassed and even allegedly assaulted by street kids. Tourism is important for the country's economy; it is a growth industry for Swakopmund, making such situations unacceptable. Business owners at the Brauhaus Arcade are worried about the almost constant presence of street children roaming the arcade. A shop owner explained to the Nam i b Ti m e s t h e children spare no one. “The car guards leave at night because the street children bully them. When they go, the children take over the spots of the guards. They demand money from people using the parking areas.” The shopkeeper referred to an incident last week in which a street kid kicked a tourist who refused to give him money. “The fact that only one security guard
is patrolling the area is contributing to the severity of the situation”, said another resident. Adding after the security official was alerted the boy ran away. The pizza shop had its window smashed a few nights ago. “We can only suspect it was the street children who were retaliation for us who want action taken.” Businesses in the arcade are forced to close earlier than usual becuase4 the shop managers are afraid. A lady who came into the shop and overheard the conversation also reported of street children hanging out in the area around Otto Gunther and Ackermans. Namib Times consulted Warrant Officer Ileni Shapumba, Nampol's unit commander: Community Affairs. He expressed concern over the level of difficulty to rehabilitate these children, but
also more concerns the contributing factors that led to these children ending up on the streets. “We also need to look at the contributing factor leading to them ending up on the streets. Some parents send children to beg for money and food. We as the police can't do anything about the situation without a complaint”, said Shapumba but added solutions must be found. He called on the community not to encourage the situation by giving the children money. “Do not pity them and don't give them money. The more they get the longer they will stay”. In the meantime more shopkeepers in the area and even residents hope that Operation Kalahari Desert could place patrols on the street, especially at night, to mitigate the situation.

Erongo Law Enforcement Sports Association says no to Gender Based Violence Sharlien Tjambari The 4th edition of the Erongo Law Enforcement Sports Association (ELESA) Games commenced on Wednesday this week with “We say no to Gender-Based Violence” as the theme for this year. The games are taking place at the Vineta Sports field in Swakopmund. It started Wednesday this week and will end tomorrow. The Namibian Correctional Services organised this edition of the games which aims to strengthen ties, enhance fitness levels and build a spirit of unity among members of law enforcement agencies. On the occasion, the Patron of the ELESA games, Claudia Lofty-Eaton launched an antigender-based violence (GBV) initiative. LoftyEaton said: “It is my belief that the Armed Forces and the broader Namibian community believe in, support and will protect basic human rights of women in our community”. According to Lofty-Eaton, fighting gender-based violence is not just a police issue but, a community issue. She said sometimes it feels as if
the Namibian Police Force (Nampol) fights a sole and lonely battle against GBV. Lofty-Eaton further said laws such as the Combating Domestic Violence Act and the Combating of Rape Act, which were introduced by the government has helped a lot but is not enough. “Let us stand together as one. If we do so we can change the attitudes of Namibians. Today we stand empowered as sisters-embarking on a new era where we empower and embrace each other with love and respect”, Lofty-Eaton concluded. A lesson from the deep Kalahari Sharlien Tjambari A small village deep in the Kalahari Desert in south-eastern Namibia is an exemplary example to other village councils in the country. Out of a total of 17 village councils, Aroab Village Council is the only one who received a clean audit from the AuditorGeneral. In fact, this is the situation now for the fifth consecutive year. That is according to the Auditor-General of Namibia Junias Kandjeke who addressed delegates from village councils from across Namibia this week at a stakeholder briefing in Swakopmund. Kandjeke attributed the fact that
village councils don't receive clean audits every financial year to the fact that many officials are not familiar with the Finstel Financial System. “Our statistics show that for the past 5 years in a row, only Aroab Village Council has received a clean audit report
amongst all 17 Village Councils. On the flip side of the coin, the other 16 are still experiencing challenges to reach even a qualified audit opinion”, said Kandjeke. Kandjeke said officials need to build capacity to manage their respective financial administration with the minimum standards expected from the Office of the Auditor-General. Kandjeke was open to input from delegates. “The purpose of this meeting is to consult, share opinions and suggest possible solutions as stakeholders. As stakeholders we can contribute to embracing accountability by ensuring improved financial management. This is only achievable if we lay our expectations on the table and take accountability to im-

Focus on parenting/Better parenting practices could reduce domestic abuse Isaac Chikosi
With statistics on teenage depression, substance abuse, and the sexual exploitation of minors in the region soaring, parenting is in the focus. During the last two months alone, the media was inundated with reports of rape of minors and murder. Many of these reports showed that the perpetrators were close family members who were entrusted with the safety of the victims. According to Audrey Gaes, a social worker with the Ministry of Health and Social Services (Mohss) in Swakopmund, the situation is complex. In an interview held shortly after Mohss and Nampol meeting with church leaders in Swakopmund, Gaes noted that focused and deliberate parenting could help curb these social evils, furthermore, safeguarding the family institution is paramount. Topping the list of contributors to domestic abuse is the misuse of alcohol and drugs amongst adults – actions which in most cases young children mimic. Closely related to this is the lack of proper planning with regards to pregnancies which in the long run place a strain on parents financially. “In some cases, children are sent away to relatives to ease the pressure on the parent. Without parental supervision and guidance children are prone to negative influence. Gaes is adamant that once parents fully understand the rights of children, more can be done to ensure their safety. These rights may be simplified as Provision, Protection, and Participation. “Children have the right to protection from abuse, neglect, exploitation and discrimination, including the right to safe places for children to play; constructive child rearing behaviour, and acknowledgment of the evolving capacities of children.” According to Harold Booysen, resident pastor of the Potter's House Church in Swakopmund, experimentation with drugs begins at a tender age. “At first, I perceived that only high school and university
children are affected by drugs, but I have learned in the past two years that
drugs are prevalent amongst primary school kids as well. This is very
sad”, he said during an interview with the Namib Times. “I believe the primary root cause is the absence of parental guidance and supervision, and I understand the hustle of life, working hard to provide for the family, but when there is a void in this area, kids become
vulnerable and open to social evils.” Booysen believes that creating an environment for youth, like sports activities, youth activities and boot-camps to name a few, can positively influence children in our society. “Many parents drink and smoke in the presence of their
children and make it appear that it is acceptable. Parents should also live exemplary lives and not expose their kids to substance abuse.” Earlier this month Booysen visited schools in Swakopmund and Walvis Bay together with members of the Mondesa Police Public Relations Unit, to raise
awareness on drugs, violence and gang crimes under the theme “Choices”. He said: “ We started a group last year called; We Care - our objective with We Care is to assist government with their efforts of nation building and making a positive and lasting impact in our community.

Fire safety education for the DRC Isaac Chikosi
Residents of the DRC settlement in Swakopmund were invited for a fire safety awareness event at the DRC Soccer field on Saturday. The event kicked off with a dramatisation by Dhaneni Theatre Group a local acting ensemble with a cast of four actors depicting possible causes of fire incidents in the home. According to Ms C Uises deputy fire chief, many fire incidents have occurred over the years in the DRC where lives were lost, and property destroyed. Therefore, the fire safety awareness event is an intervention aimed at teaching public awareness of the dangers fires pose. During the event lucky residents won various protective equipment such as fire blankets and safety masks. A demonstration by Excellent Fire Fighting Services on the use of extinguishers, fire blankets and other fire buckets sparked great interest and was appreciated by the audience. In the past some disgruntled members of the
community threw stones at fire fighters whom the residents claim, arrive too late. However, the community was invited and encouraged to work hand in hand with the fire department to reduce the loss of life and damage to property due to fire. What compounds the situation in the DRC is the fact that there are no street names. This makes it difficult to accurately direct the fire fighters to right place in the incidence of a fire. Swakopmund Municipality is applauded for equipping and assisting residents in the area by making sure they have the correct emergency numbers which can reduce and prevent the occurrence of fire incidents in the area.

Weisse Eine Schoko wundervolle

Golf at Rossmund NARRAVILLE PRIMARY Business Connexions held their annual Mixed (Pairs; twoball, Betterball) Competition on Saturday 14 September at Rossmund Golf Course.
This format always provides some fun not only with the decision on what to call it but also the fun and games out there on the course. It makes or breaks a friendship. Thankfully the weather played along and the field of almost 40 players had a great day of golf. Refreshments were provided at the halfway stage to boost the energy levels, with compliments from the sponsor and the clubhouse kitchen. There were two clubs recorded by Kevin Wentzel and Gert Cloete. The Overall Winners on an excellent score of 58 points, probably one of, if not the oldest combination we can have at Rossmund boasting over 160 years plus. Between Graham Louw and Tienie van Rensburg; the rest of the field were however hot on their heels – 2nd: Helmut Ndjendja/Johnny Flook 57 points (c/o); 3rd: Sebulon Tsuseb/Rudi Auseb 57 points; 4th: Dougie Smith/Peter Bass 56 points; 5th: Kevin Wentzel/Willie van Zyl 55pts (c/o); 6th: Rocco Viljoen/Chris Heunis 55 points; 7th: Achmet Abrahams/Bertie Saunderson 53 points; 8th: Stephen Johns/Clive Thatcher 49 points. Well done to all and thanks to our sponsors for a wonderful day. The Monthly SAGES sponsored this time around by Namibia Tracks & Trails was held on Sunday 15 September. An unusually small field took to the fairways in what started as quite a chilly morning but soon turned nice and sunny. Lots of regulars are away on holiday. Unfortunately, Jockel Gruttemeyer was unable to join us but as always put on a good show for the players. Clive Lawrence showed that he had definitely had his dose of aiming juice as he won Nearest to the Pin on Number 7 and Number 12. Winners: 1st: Rina Knight 36 points; 2nd: Chris Bothma 35 points (c/o); 3rd: Gerhard Byleveld 35 points; 4th: Gerhard Hoon 33 points; 5th: Clive Lawrence 33 points. Well played to all and thanks goes to the sponsor for their ongoing support. We played the Destination Swakopmund Betterball - as was to be expected the field was slightly smaller than usual due to various other competitions taking place around the country. However this gave some of those dedicated Saturday players a chance to pick up a few extra merit list points. We thank Gerhard and Oliver for their on-going support of club golf at Rossmund. There were 2-clubs on Number 7 by Mario Polster and Graham Louw. Results: - 1st: Graham Louw/Tienie van Rensburg 47 points; 2nd: Achmet Abrahams/Bertie Saunderson 45 points; 3rd: Dougie Smith/Pete Bassingsthwaighte 44 points. The Windhoek Open was played on 7 - 8 September at the Windhoek G & CC – we are very proud of our coastal players performance especially Stanley Gawanab who was able to hang on in the last round and bring the trophy to the Coast – other local players of note were Kevin Wentzel and Helmut Ndjendja. The Tsumeb Open Tournament (otherwise none as the TOT) also took place on the 7/8 September - we had a total of 11 players in the mix – 5 of whom finished in the top ten – Gert Breedt was our best performer having been beaten in a play-off for first place by local Tsumeb golfer Tules. Well played to all we are proud of all our coastal golfers. Prestige Accounting golf day was held on Wednesday 11 September – nice Spar vouchers up for grabs. I think quite a few players stayed away as they don't know how to “putt” on sandy greens – so spent rather a hectic day in the office – however an excellent day of golf for those who participated. It would appear that Bertie Saunderson is back playing consistent good golf coming in with 38 points to take the 18 Hole prize with Gert Breedt being runner-up on 37 points winning a count out over Clive Lawrence – having shot an excellent 21 points over the back 9 he was our nine hole winner. Putting Greens: - The Hollitine process on all the greens has been completed by the maintenance crews – thanks for all the extra hard work and having the course open and playable in a couple of days. All the surplus sea sand from the greens will be utilized for the bunkers. Match play Tournament: - the finals will be played during October – Singles: Gert Breedt vs Antonie van Wyk; Doubles: Fanie Terblanche/Fritz Coetzee vs Michael Ludeke/Gary Knight. Coming-up:Saturday, 21 September. We are delighted to welcome a new sponsor on board in the form of Specialised Building Products Traders (SBPT) recently taken over by Dirk Coetzee. SBPT will be the proud sponsor of the inaugural SBPT Better Ball Challenge – there is only space for 36 Betterball Teams as there will be a shotgun start at 13.15 – 16 teams have entered already so get your names in asap. Prior to the competition you are invited to join Dirk and his SBPT team to watch the RWC Springbok vs New Zealand rugby game on the big screen - where a few snacks will be provided by the sponsors at half time. Normal Saturday fees will apply. Thoughts for the week: A golfer finds it a very trying matter to turn at the waist, especially if they have a lot of waist to turn. If you watch a game it is fun; if you play it, it is recreation; if you have to work at it, it is golf.
From left to right are Business Connexions Winners – Gerald Henckert (Business Connexions); Graham Louw; Tienie van Rensburg; Marco Swarts (Chairman RGC)

Namibia’s rugby team Under 17 Netball team ready in Japan Namibia will play their first game at the 2019 World cup in Japan against Italy at the Hanazono Rugby Stadium on Sunday morning 07:15 local time. Phil Davies head coach of Namibia who led the side from qualification straight through to the World Cup finals, hopes preparation and continuity in the coaching setup and playing philosophy will help them enjoy their best tournament to date. "One thing we've learned over the course of time is that when we come to a tournament, as we did with the Nations Cup and at the last World Cup, is to get some opposition into the training as soon as possible,” Davies said. "It gives the players a reality check. It's not full contact but we get a referee in and they have to switch on and have a competitive mindset from the outset. "That's the most important thing for me that we challenge the players straight away because they're going to be challenged in a way they haven't been for four years.
“We know we have a massive challenge here but we want to be a nuisance. We want to make sure we're as competitive as possible." Namibia is aiming for their first ever World Cup win in this year's edition. Until now, their record is played 19, lost 19. People have their preconceptions of Namibia Head coach Phil Davies will be targeting a result against Canada who is only one place above them in the World Rugby pecking order. Namibia are in Group B alongside New Zealand, South Africa, Italy and Canada.
