An algae bloom or also referred to as a red tide has killed off scores of small fish, shrimp and other marine life in the Walvis Bay lagoon and eastern shore of the bay since Wednesday. A strong North wind the past days caused an up-welling of phytoplankton in the bay off Walvis Bay in recent days. Full story on Page 2

Failing to pay your account for purchases on credit at a furniture shop usually results in the Deputy Sherriff knocking at your door. However, if you fail to pay the first instalment of your furniture account and it is discovered you used a forged payslip in the first place to open such an account then it becomes an entirely different ballgame. Two Walvis Bay residents Selma Matheus (31) (pictured above) and Sakaria Panduleni Matheus (26) found this out the hard way. They were arrested by the Police this week on charges of fraud. The two were part of a small syndicate that used forged payslips to open two accounts in

November last year in Walvis Bay at the furniture outlets of Lewis and Beares. To give credibility to these forged payslips a telephone number was given and Selma Matheus apparently answered phone calls from Lewis and Beares to this number and confirmed the employment of Panduleni

Matheus and a third accomplice who at the time of going to press was still on the run. When the account holders failed to honour their first payments, staff at Lewis and Beares investigated the matter and it was discovered the payslips used were bogus. Continues on Page 2

An algae bloom or also referred to as a red tide has killed off scores of small fish, shrimp and other marine life in the Walvis Bay lagoon and eastern shore of the bay since Wednesday. A strong North wind the past days caused an upwelling of phytoplankton in the bay off Walvis Bay in recent days. Without the prevalent South-westerly wind to counter the upwelling and cause a drift out to sea again of the phytoplankton, it booms and then dies off and decays. The decaying process extracts all oxygen from the seawater and causes the fish and other marine life deaths. On pictures on the front page of today's edition Mr Naudé Dreyer of Pelican Point Kayaking took pictures of dead fish washing out at the beach at the Walvis Bay Yacht Club. Juvenile rock lobster in reaction to the oxygen deprived water conditions walk out on the beach where it becomes the prey of feasting marine birds. What was interesting to observe of this latest red tide or algae bloom is that it seems not to be toxic. Furthermore, very little if any mullet (harders) or sharks were affected by the red tide. Score of lagoon herring, shrimp and baby sole were killed off.

let and mackerel Angler "was waiting for this fish for ten years”

The catch of a lifetime: On Saturday (13 January) Jaco Mac Gillicuddy (centre) caught this massive cob (kabeljou) at the Black Rocks at Jakkalsputz. The fish measured 1,46 meters and weighed an estimated 30 kilograms. After taking a photo, the Kabeljou was released back into the ocean. Mac Gillicuddy was using mullet and mackerel as bait and was initially aiming to catch sharks, in particular Bronze Whalers (Bronzy) or Spotted Gully Sharks. "That catch made his day. As the fish was coming out, Jaco was screaming 'I have been waiting ten years for you'", says Marina Kruger of Henties Bay Angling Tours to namib times. Photo by Marina Kruger

Swindler appears in court under heavy police guard Court Reporter

A man suspected of swindling people out of their cash, by pretending to sell a car to them, made a first appearance in the Walvis Bay magistrates court yesterday on a charge of theft under false pretences, following his earlier arrest. Jan Benedictus Fredericks was brought to the court cells handcuffed and under heavy police guard. He objected to the reporter of namib times taking a picture of him, but his protest was brushed off with the contempt it deserves. In the court corridors a person claiming to have fallen victim says he lost N$20 000 after he was sold a car by Fredericks. Fredericks allegedly coerced him into paying this upfront amount of N$20 000, before delivering the car. Never to see his money again or ever taking ownership of the car. It is alleged Fredericks caught more people in the same manner. If you recognise Fredericks on the picture below and you were a victim, kindly contact your nearest police station. At the time of going to press yesterday, the day's court books had not been made available to the media so it was not possible to hear whether Fredericks applied for bail or when his next court appearance is due.

But it was too late at the time: several fridges, bedding, a microwave, a hi-fi, a bed head board and a cupboard were already purchased on credit. The Namibian Police was notified and after an investigation two cases of fraud were opened. The value totalled close to N$130 000. The Police made a breakthrough and the two Matheus' (their relation unclear at this stage) were arrested on Tuesday and Wednesday respectively. A handful of items were recovered by the Police. They made a first appearance in the Walvis Bay magistrates court yesterday and were denied bail.

Sinfonia's celebs enjoy local Rudi Bowe night spot Rio Copa Celebrities that were aboard the visiting cruise liner MSC Sinfonia that called at the port of Walvis Bay on Wednesday treated themselves to a day out to the Rio Copa night club. Some of the celebrities spotted at Rio Copa were Alister Izobel, Andrew Young, Vernon Castle, Sammy Webber, Claire Philips and Doveno Prins. Local DJ Sylance (Burton Taillard) and famous Cape Town's DJ Cal teamed up to provide the music entertainment. Alister Izobel in an interview said he would love to come to the coastal town to entertain the community. He was in Windhoek a few months ago, where he and other celebs from South Africa had a musical concert to generate funds to support marginalised school girls to buy sanitary products. So many Namibian girls who find themselves in marginalised or extreme circumstances of poverty must endure much inconvenience, discomfort and embarrassment every day simply because they cannot afford to buy sanitary pads and other sanitary products women have to rely on. The celebrities identified this cause and took action. Radio DJ Clarence Ford and one of the Directors of the namib times organised the outing to Rio Copa with MSC, the owners of Sinfonia. Ford plans to bring many more celebrities to Walvis Bay. Passengers spoken to said the visit was just enough to spur their interest to return to Walvis Bay and the wider coastal area for longer holidays.

Sand lorry tips over at Swakopmund traffic circle A tipper truck carrying a load of sand overturned on Wednesday afternoon, at what is now the notorious Nelson Mandela/Sam Nujoma roundabout as you enter Swakopmund on the B2. Nobody was injured. The truck came to a standstill partially on the pavement and therefore had a minimal influence on traffic flow. The truck belongs to Strydo Construction. It was lifted back on its wheel using earthmoving equipment. The truck was even in a drivable condition afterwards. An outdoor advertising sign planted next to the road was damaged though. Several heavy vehicles have overturned on this traffic roundabout already. Many argue the roundabout is too tight for heavy vehicles, especially those carrying heavy loads.

Dementia and Alzheimer’s disease These terms to an extent are still a taboo in Namibia, although we live in a modern world. Yet, there is a surprisingly large segment of the population suffering from one of these conditions and in most cases, patients are neither properly diagnosed or often don't receive the right treatment.”We try to make patients suffering from these diseases to live the remainder of their lives as happy and fulfilling as possible", explains Berry Holtzhausen to namib times. Holtzhausen is the founder of Alzheimer's and Dementia Namibia (ADN), located on a smallholding east of Swakopmund. For the 13 patients living there, the centre is a blessing. They are cared for round the clock. Holtzhausen contacted the namib times after the newspaper reported on 66-year-old Elisabeth Katamila, who went missing in the desert before Christmas last year. She was found by mere chance by Swakopmund resident Dunja Pritzen, who went for a run. Norma Van Der Merwe I saw on a reality tv show that the lady put shoe insoles into her elderly mother's tekkies. The final implementation of the regulations to control the use of shopping bags in Swakopmund will most likely only come to reality in 2019 This was revealed to namib times by Clive Lawrence, General Manager: Health Services at the Swakopmund Municipality. According to Lawrence the by-law specifically aimed at eliminating the illiterate use of plastic bags and curbing pollution has to go through various bureaucratic processes. It takes time."If all goes well we aim at submitting the draft regulations to Town Council towards the end of March", Lawrence said. Contrary to previous reports the new regulation will not entail a complete ban of plastic bags in Swakopmund, something which Lawrence described as impossible. "After various meetings with stakeholders we established that it is not an option to completely abolish plastic bags", he said. Instead, the municipality is aiming at con-trolling the use of plastic bags by rather introducing a specific levy and charge a nominal fee for shopping bags. Peter Odendaal Retail outlets should take the initiative and NOT wait for regulations to be introduced but voluntary impose a levy on plastic bags. By doing so you as retailers can show that you care about the environment and are not just out to make a fast buck! Eduard Fetzer The gentlemen from swakopmund municipality are desperate! They haven't found other sources to get money and now pretending they care about the environment!! Peter Odendaal nonsense Eduard !...and you know it! Its NOT about the money! Over 250 concerned parents attended a meeting in Swakopmund yesterday with officials of the Ministry of Education Arts and Culture in Erongo In order to consider possibilities to find placement for their Grade 1 children in schools at the coast. The meeting was held at the Atlantic Junior Secondary School. An interim solution was found. Choose your career wisely Learners who successfully completed their secondary education last year, now have the potential to become students. This kind of growth comes with a lot of new responsibilities because students are faced with making decisions that will shape their future.

School leavers that are still deciding on what career path to follow, have plenty of options to consider. They can search for a job, take a gap year and travel the world, volunteer to assist the needy or study further. “Some are excited about the prospect of making their own decisions regarding their future. Others are not sure of what direction to take and do not have a clear vision of their preferred destination. Career Guidance plays a significant role at this stage,” said Bank Windhoek's Manager of People Development, Fillimon Ngairo. What is Career Guidance? Career guidance can be defined as services and activities intended to assist individuals of any age and at any point throughout their lives, to make educational, training and occupational choices, to manage their career. Below are a few Career Guidance tips that students can consider: · Motivate yourself and read a lot about current af-

fairs, and various topics and research studies that interest you. · Consider the things that you are good at or interested in as potential areas on which you could build a successful career. For instance, if you are naturally inclined toward fashion, why not consider fashion design? If you've always been good at fixing things around the home, could plumbing or becoming an electrician be the next logical career move? Loved flying? How about becoming a pilot? Consider how these interests and natural abilities could become a career and go for it and always contribute to the profession. · Always think positively in any situation. · Conduct research on the advantages and disadvantages of the career path you want to follow by asking professionals in the industry. Have a passion for the profession Ngairo added that Bank Windhoek, and the financial sector in general, has a need for highly skilled and qualified professionals specialising in the field of Risk and Com-pliance Management, Forensics and Internal Auditing, and Information Technology - especially in the IT Security and Information Systems space. This does not mean that students should choose a course or a profession simply based on its employment opportunities. Other factors need to be considered, such as the passion for the profession. For those that want to pursue a career in banking, there are many different courses offered universities and tertiary institutions, both local and international, that they can enrol in. Bank Windhoek also offers the Candidate Bankers Training Programme (CBT). Any student can apply for this Programme. CBT is free of charge and forms part of Bank Windhoek's social development and empowerment programmes. “On successful completion of the course, candidates have a chance to become full-time employees of Bank Windhoek,” concluded Ngairo.

2018: The Commonwealth’s Year On behalf of the Commonwealth Games Federation (CGF) and entire Commonwealth Sport Movement, we wish you all a very happy and prosperous New Year. As we begin another year, we would like to take this opportunity to speak of our excitement for the twelve months that lie ahead.

L/R - Winners - Malherbe Law Betterball – Bubble Burns, Fanus Jordaan (V/Cpt RGC), Nadine van Schalkwyk (Malherbe Law), Bruce Burns

Golf at Rossmund We are all trying our best to get back into our routines, most of the kids are back at school and I think the last of the holidaymakers have now reported for duty. Things at Rossmund were hectic over the Festive Season not to mentioned the thousands of holiday-makers who joined us for a round or two on our New "Putt Putt"Course – what a huge success. Wednesday 10 January we had a good turnout for our first official Competition of the year kindly sponsored by Captain Michael and Vice Captain Fanus - thanks for the initiative and the great prizes on offer. It was just super to get out there again and enjoy the course. Jacque has a funny GPS that keeps telling him he has walked almost 10kms meanwhile the scorecard says 5835 meters L - maybe it needs a new battery ha! Winners: 18 Holes – Willie 40pts, Fritz 39pts, Athol 38pts. 9 Holes (Front) Andrew. Most Golf: Bruce XXXX I think what is the most important is that we all have a great time and enjoy the game of golf no matter how good or how bad. Saturday 13 January - Malherbe Law launched the new year off with a Betterball Stableford Competition – there was a good field of golfers and the weather conditions were just great for golf which could be seen from the excellent scores carded. Husband and wife team, Bruce & Bubble Burns carded a brilliant 53pts - that appears to be a record round for a Betterball at Rossmund – well played – that bottle of wine Bruce won on Wednesday for the " most golf" really pepped him up. Thanks to Nadine van Schalkwyk and Malherbe Law for always being there to kick start the new season for us. Results: Nearest to the Pin Prizes went to Kevin Wentzel No.3, Marco Swarts No.7, Lee Steven No.12, whilst Local Pro Frans Hamunyela was the only player to reach the green on No.16. Winners: Bubble/Bruce Burns 53pts; 2nd: K Wentzel/W van Zyl 50pts (c/o) over L Steven/ S Bonifatius, 4th: L Nande/L Kangandjela 47pts (c/o) over M Jacobs/M Swarts. What's in store for January: Saturday 20th – Novanam Monthly Medal Sunday 21st – SAGES Wednesday 24th – Herco Marketing Saturday 27th – Club sponsored Bogey Plus Saturday 27th/Sunday 28th – NALGU Hollard Ladies Coastal Open + NAGU Walvis Bay Open.

It is important to acknowledge that 2017 was a challenging year for the Commonwealth Sports Movement, as in March we had to make the very difficult, but necessary, decision to explore alternative options for the hosting of the 2022 Commonwealth Games, after Durban, South Africa was unable to honour its original bid commitments. This is not a decision any international governing body wants to make, particularly as we had and have such strong ambitions to bring the Games to African soil for the very first time. However, the expressions of interest we received to host the 2022 Games from 11 cities across the Commonwealth reinforced the current relevance and resonance of our Movement. Shortly before Christmas, we were delighted to announce the Executive Board's decision to select the city of Birmingham, England as our 2022 Commonwealth Games Host City Partner. With its rich cultural diversity, youthful dynamism and ambitious spirit, Birmingham is truly a great Commonwealth city, and therefore will be a very fitting location to host the XXII edition of the Games. As we look ahead, with the XXI Commonwealth Games taking place in Gold Coast, Australia in just over twelve weeks' time, preparations for Birmingham 2022 now underway, Commonwealth Day (Monday, 12 March) fast approaching as well as the hosting of the Commonwealth Heads of Government Meeting (CHOGM) by the United Kingdom in London the week immediately following our Games, this year looks to be hugely important in the Federation's 88-year history. Indeed, for the whole of the Commonwealth and its Sport Movement, 2018 is very much the Commonwealth's Year. With the power to positively impact societies through sport, the Commonwealth has never been more relevant than it is today. Take the work we have all done as the international sport leader in respecting, protecting and promoting human rights through our UNICEF partnership– which to date has positively impacted the lives of 11.6 million children Commonwealth-

wide; or how we are leading the way in advocating reconciliation initiatives with indigenous people. We are emer-ging as the true global sport leader for gender equality issues, by openly addressing the imba-lances existing in our sport Movement for female participation and representation. Along with the Gold Coast Organising Committee (GOLDOC), it is our collective mission to make Gold Coast 2018 one of the most genderequal multi-sports event in history by: promoting greater gender parity of technical officials; ensuring gender parity in the number of medal events, so that for the first time men and women will compete for an equal number of medals; and by implementing the CGF's Women's Coaching Internship Programme, which will grow the capacity of female coaches across the Commonwealth. In all that we do, our Movement represents sport with a social conscience. Last year, the CGF incorporated three entities. In addition to becoming a UK limited company, both the Commonwealth Sport Foundation (CSF) and CGF Partnerships (CGFP) have been established. Once fully functioning in 2018/2019, the Foundation will fund programmes and projects that contribute to the sustainable development of sport throughout the Commonwealth. CGFP is the pioneering joint venture established with Lagardère Sports last July, to deliver the CGF's new Games delivery model and Games commercial programmes. CGFP has commenced its work in earnest, as the preparations for Birmingham 2022 have begun. Throughout the Commonwealth and the wider world, we can all eagerly look forward to Gold Coast 2018 beginning in just 86 days' time. We have every confidence that Gold Coast 2018 will welcome athletes and fans alike with open arms, when the Games officially open on 4 April. We look forward to our work with many of you over the coming year, as we continue to demonstrate to our friends across the world the strong relevance, passion and spirit of our Commonwealth Sport Movement.
