Blackout hit countrywide Most of Namibia suffered a power outage for about two hours on Monday. The electricity supply was disconnected shortly after 13:00 and only came back on after 15:00. A highly placed source at the national power utility (NamPower), who does not want to be named, told Nampa on Monday a technical breakage was experienced
at the Omburu Solar PV Plant in the Omaruru District in Erongo Region. “We are experiencing breakage at Omburu Solar PV Plant and our technical team are hard at work to fix the problem,” said the source. However, rumours were rife that the
South African power utility, Eskom, cut off electricity supply to Namibia due to unsettled bills by Namibia for five years. Approached for comment, NamPower spokesperson Tangeni Kambangula told Nampa the company is aware of the power Continues on page 2

Namibia’s road conditions becoming worse by the day
SERVING THE COASTAL COMMUNITY SINCE 1958
The road network in the entire SADC region has, over the past six years, become very unsafe. This statement was made by Conrad Lutombi, Chief Executive Officer of the Roads Authority, last week in Swakopmund. Lutombi was speaking at the opening of the th 28 Association of Southern African National Road Agencies (ASANRA) Board Meeting, attended by representatives of almost all SADC Countries.

Two banks hike primary lending and mortgage rates Commercial banks have decided to increase their Prime Lending and Mortgage Lending rates by 0,25 per cent due to the increase of the central bank's repo rate this month. The Bank of Namibia (BoN) on 13 April, for the second time this year, increased the repo rate by 25 basis points from 6,75 per cent to 7 per cent, to prevent possible capital outflows, which could put pressure on the country's international reserves. Namibia's international reserves stood at N.dollars 26.6 billion. The repo rate refers to the rate at which the central bank lends money to commercial banks such as First National Bank (FNB) of Namibia, Standard Bank Namibia, Bank Windhoek and Nedbank Namibia in the event of any shortfall of funds. In a statement issued on Friday, Bank Windhoek said it decided to increase its Prime Lending and Mortgage Lending rates by 0,25 per cent as from 18 April 2016. Chief Treasurer Claire Hobbs said the rates were increased to protect the currency peg and prevent capital outflow out of Namibia. “The Monetary Policy Committee noted slowing global growth and rising inflation risks as concerns whose impact on the local economy will be watched closely,” Hobbs said. The decision on the national repo rate is normally taken during the BoN Monetary Policy Committee's bi-monthly meeting. Standard Bank Namibia manager for Public Relations and Corporate Communication Surihe Gaomas-Guchu on Monday issued a statement that the bank has increased its lending rates with 0,25 per cent as from 13 April 2016. Gaomas-Guchu said the blue bank's vehicle and asset finance rates will continue being linked to the prime lending rate and will be repriced accordingly. Standard Bank's prime lending rate will increase from 10,50 per cent to 10,75 per cent while the mortgage lending rate will increase from 11,50 per cent to 11,75 per cent. NedBank Namibia and FNB Namibia have not announced a response to an increase in the BoN's repo rate.

The fact that the road networks, especially in the Erongo Region, are unsafe is no secret. But Lutombi was accurate by stating that this situation is a burden that the SADC countries cannot carry. “We are expected to gear towards innovative road infrastructure design that enhance road safety,” he said. According to Lutombi Namibia is currently gearing itself towards upgrading the roads to a well-functioning high quality transport infrastructure which is connected to major local and regional markets as well as linked to the Walvis Bay Port by next year. “To unlock the full potential of economic corridors, new roads must be built while others will have to be upgraded to bitumen standard to ensure efficient flow of goods,” he said. Lutombi noted though that increased volumes through corridor traffic are starting to put pressure on the country's road network, impacting the life expectancy of roads and increased maintenance costs. “It is our aim to continuously maintain these roads to avoid a negative impact on the free flow of goods to neighbouring countries, and the rest of SADC,” he said. In his statement Lutombi continued saying that the road transport is the dominant mode and in some cases it is the only form of access especially for rural communities. The quality
and condition of the network therefore practically influences the performance of every
scope of ASANRA member states economies. “Road transport is essential to the economic growth and poverty reduction of the region,” he said. ASANRA was established in 2001 with the vision of having a sustainable regionally harmonised road transport system that competes internationally. During the board meeting ASANRA identified six key performance areas to ensure the successful implementation of its objectives. These include road network management and financing; construction and maintenance; materials and design standards; road safety; research and development and; regional technology transfer. Since ASANRA's inception Namibia has been serving as the Vice President of the association. Now Namibia was elected the Presidency for a two year period. “Through the presidency Namibia will be able to influence some changes in the regional road transport system for the benefit of the SADC,” Lutombi said.
Swakopmund lacks taxi drop-off zones Erwin Leuschner
After the recent altercation between hundreds of taxi drivers and the owner of the Riteway Service Station regarding pickup- and drop-zones, the issue has not flared up again since Monday. In the meantime the Namibia Public Passenger Transport Association (NPPTA) wants to address this issue once and for all as well as other concerns with the municipality. Once again the NPPTA will meet with the municipality, to again discuss the general lack of pickup- and drop-zones in Swakopmund. In the same vein the Association’s representative wishes to find a conducive solution for the ongoing drama at the Riteway Service Station in Nelson Mandela Avenue, which ended with vandalism in the beginning of the week. According to NPPTA representative Simon Kambwa he wants to meet with the municipality Unhappy taxi drivers in the coming week to discuss the drawing up of a new drop-zone at the Riteway Service Station. land for a new taxi rank close to the truck port, Although it was initially decided to create such which would in his eyes solve a lot of issues. an area, he now is waiting for the municipality to “Even two parking spots at the truck port determine the way forward. “The entire issue would make the situation much better,” he said. started because of drop-zones.

NHE houses soon allocated Staff Reporter Urban and Rural Development Minister Sophia Shaningwa said recently no more time is to be wasted to have thousands of lower income people take occupation of houses completed under the country's mass housing scheme. Shaningwa said that in Swakopmund last week at a retreat for regional and local authorities to assess the latest in Namibia's fast evolving housing crisis. Thousands of these low cost homes across the country, still belonging to the National Housing Enterprise (NHE) are unoccupied, as Government is pondering the way forward with mass housing. Meanwhile vandals and thieves are taking every opportunity to steal doors, door frames, geysers, window frames and glass. Others revert to smashing toilet bowls and wash basins and pelting windows with stones. The coast is no exception and mass housing structures are ravaged at Walvis Bay, Swakopmund and Henties Bay. Although the mass housing scheme is officially still on hold, it is expected Cabinet would make an announcement towards the end of M a y. S h a n i n g w a gave her assurance these houses would soon be released for allocation to people that applied and who is next in line to be assisted. In the meantime, said the minister, the NHE and other stakeholders must do their best to minimise any further damage and losses due to theft and vandalism as these
damages would create a new wave of troubles once the allocation process commences.

B2 claims the lives of two minors
Erwin Leuschner The notorious and accident prone B2 highway between Swakopmund and Usakos has claimed more lives. Two minors died on Sunday after the vehicle they were travelling in left the road and overturned numerous times. In another incident a young couple travelling to Swakopmund escaped a near fatal collision on Tuesday this week. The lives of two minors was cut short abruptly on Sunday evening, when they were involved in a tragic accident about 25 kilometres from Arandis on the way to Swakopmund. While ten-year-old B January died on the spot, fouryear-old Maceline Amukwaya succumbed to his injuries shortly afterwards. The incident was confirmed to namib times by Deputy Commissioner Ottilie Kashuupulwa, Regional Crime Coordinator. According to Kashuupulwa the driver of the sedan vehicle lost control when at about 18:00 a tyre burst, resulting in the vehicle to leave the road and overturning multiple times. There were four occupants in the car. When medical services arrived at the scene the ten-year-old already succumbed due to the nature of the injuries sustained. Four-year-old Amukwaya sustained critical injuries and medical personnel tried frantically to save the child. The remaining two adults in the sustained non-life threatening injuries. Amukwaya died after he was admitted to the Swakopmund State Hospital. The driver and the passenger were also admitted to hospital, but the driver was discharged on the same day. In another incident a young couple miraculously managed to avoid a near fatal accident on Tuesday this week. According to the West Coast Safety Initiative the couple was travelling to Swakopmund when two tyres came off a truck which was travelling in the opposite direction. Thanks to his fast reflexes the driver of the sedan vehicle reacted promptly and took evasive action. One tyre struck the side of the car though and fortunately no injuries were reported, although both were badly shaken. According to the WCSI it appears that the bolts on the front right “pull”-axle came undone while the truck was travelling up towards a blind crest, resulting in the wheels coming off totally and destroying a part of the brake unit in the process. A SUV also travelling towards Swakopmund drove past the scene moments later also sustained damage to the right rear tyre when one of the bolts punctured the tyre.

Drought and poaching decimate Rhino population Erwin Leuschner
Since the 1980's the last free-roaming Black Rhino population on earth in northwestern Namibia has been steadily increasing – but in the past six years the population has been reduced by one third. “We lost more than 30 rhinos to the drought and almost as many to poachers,” said Simson Uri-Khob, Chief Executive Officer of Save the Rhino Trust (SRT), last week in Swakopmund. Not only the ongoing drought is killing off Black Rhinos at an alarming rate. Together with incidents of poaching the population has been reduced drastically over the course of only a few years. “We feel the damage,” UriKhob said last week. The CEO was speaking during a press conference held on Friday in Swakopmund. During the event this year's Brandberg Rhino Run was officially launched, which aims to raise money for the conservation of the endangered animal. But even though SRT tries to keep poachers at bay, it is everything but easy. The rangers of the trust work in very harsh conditions in the field and even their personal safety is
threatened, as poachers are known to be ruthless. This, coupled with the fact that currently rhino horn is the most valuable commodity on the planet, being even more valuable than gold, make the job seem impossible. “We need to increase our efforts and raise more awareness,” he added. According to Uri-Khob Namibia is the last country in the world, where the Black Rhino is still truly freeroaming. The endangered animals live in the north-western part of the country, particularly in the Kunene Region. “There is a huge and constant threat of poaching,” he said. If the poaching in Namibia was going at the same alarming rate as it has been going on in South Africa, all rhinos in Namibia would have already
been killed off two years ago. Currently the biggest market for Rhino horn exists in China and Vietnam, or this at least is what most people think. “It is like lifestock theft. If you close down the butchery, that buys stolen meat, you destroy the illegal slaughter. The same goes for Rhino poaching. If we want to stop poaching, we need to tackle the demand side,” UriKhob noted. It is for this reason that currently people are doing research in Vietnam and China to exactly establish what the Rhino Horn is exactly used for and if it indeed is used for aphrodisiacs or sex enhancers. Uri-Khob at the same time criticised the Namibian judiciary system, saying that it is not only very slow, but it also very frustrating for

Jelaine (15) had a lot of beautiful moments in Spain and saw a lot of buildings “I also saw the aquarium in Barcelona and the whole competition was fun, getting to learn new moves and meeting new people was breathtaking.” Jelaine performed contemporary solo and hip hop solo while Jessica (14) said she sang two songs and dance while singing in the open category in Spain. Jessica had a few best moments in Spain and Barcelona was marvellous. The four would like to thank Kim Garny the Dance Teacher for Kim Dance and Fitness Studio. Leanne said the trip was very nice and they had to team up with the South Africa team because “we were only four from Namibia and the competition required a bigger group, it was nice teaming up with South Africa and the trip was a very good experience.” According to the dancers, South Africa and Namibia were the only two African countries at the competition in Spain.
SRT members, when they do finally catch poachers. “We work in the field, which is very hard. When we catch a poacher and he goes to jail, he soon comes out on bail again and will do exactly the same thing. And he'll be even better at it, because he learns a new trick in jail and will be able to evade us even more,” Uri-Khob said. In this context he gave an example: During 2015 SRT members caught five poachers red-handed and found a horn, an axe as well as the firearm used to commit the crime in their possession. One year down the line the suspects have still not been convicted. “What message are we sending to the public? Our justice have to wake up,” Uri-Khob said. He also called on magistrates to regard
Simson Uri-Khob, CEO of Save the Rhino Trust, feels like fighting against various odds sometimes, especially since the free-roaming Black Rhino population in north-western Namibia has been reduced drastically over the course of a few years incidents of Rhino poaching as very serious. Even though the drought has had a huge impact on the Rhino population, Uri-Khob said that that is a natural phenomenon, against which very little can be done. “Poaching is controllable though, which is why we are increasing our efforts,” he said. According to him Rhino horn currently can fetch a price of
US$350 000 per kilogram (more than N$5 million). “We heard once about two Namibians who sold a Rhino horn for N$10 000. That just shows how desperate people are,” he said. Sometimes it seems that SRT members keep fighting against various odds, but Uri-Khob remains hopeful. “If the rain comes, the population will recover. We just need the
support of the public, to stop poaching once and for all,” he says. Even though the market for Rhino horn is in the Far East, he also noted with concern that there are many Namibians, who actually do the dirty work. “God created all life and put man in charge to protect all creatures. Instead man destroys all creatures, just to enrich himself. It is very sad,” he said.

They received their first sponsorship from Cernol Chemicals. “This is definitely the best start ever and it is to receive chemicals to get all the kennels cleaned, a clean kennel can only improve the health and the spirit of a animal, Sven Deetlefs Vice Chairperson said on behalf of the SCPA team. Gerald Smit The bible is pro-child killing. The people of Samaria must bear their guilt, because they have rebelled against their God. They will fall by the sword; their little ones will be dashed to the ground, their pregnant women ripped open. Nope, ek is 'n A-class citizen. Ek het net 'n paar boetekaartjies. Dis al. Verder bestaan die woord haat nie in my woordeskat nie. Francois Jacques Blaauw Die Here sê in Sy woord dat daar n koste bereking is wat ons moet doen om Hom te volg, maw daar is n prys om te betaal. In this regard she referred to the High Level Consultative Retreat, which was hosted recently at the coastal town. “I have found out that more than 27 000 erven are available countrywide, which have been serviced and should be distributed to the people,” Shaningwa said and got a lot of applause from the public. SWAKOPMUND Liesl Losper The popular Cgals Chamber Choir will attend the biggest choral event worldwide: The World Choir Games in Sochi , Russia from 6-16 July under the guidance of the well-known conductor Wilna Liebenberg and accompanist Vera Malherbe. The Cgals had their gala dinner on Saturday in the Town Hall with Mr Bruce Stewart as the master of ceremonies. They performed 12 of their best songs and joining them were other guest musical artists like Chrismarie van Jaarsveld, Stefanie Degele, Claudia Garcia, Anissa Albrecht and Heinz Czech. “Coming together is a beginning, keeping together is progress and working together is Success,” Mr Muronga Haingura, patron of the Cgals, said in his opening speech. With this famous quote he shared a profound history of the Cgals. “What you see here tonight is a choir that is working as a team towards the goal of achieving three gold medals in Russia,” Haingura proudly stated. This concert was the first one of the year, after which they will have a little less than three months to practise before leaving for the world Choir Games in Sochi. During the event paintings of local artists were also auctioned. They will have another concert at the end of June in Swakopmund for those who have missed this excellent performance. The standard of the Cgals improved drastically from the laid-back social group practising for specific concerts when they started doing examinations in 2010. The same year they passed the Trinity GuildHall Silver Choral Assessment with 91% and in 2011 they passed the Trinity GuildHall Gold Choral Assessment with 91%. The tour to Norway was their first overseas tour and all the funds were raised by the members.

Supertronics Doubles Open
Buccaneers hosted the Supatronix Doubles Open over 8 and 9 April and although the draw was not as big as expected, it has to still be one of best events on the squash calendar year. Unfortunately the Ladies draw once again eluded us through lack of sufficient entries, definitely something that will have to be looked into and promoted big time next year. None-the-less the Men’s and Mixed draws were well balanced and majority of the matches were hard and closely contested. For those who entered in the Men’s and Mixed draw it was particularly trying. 8 matches over a period of 24 hours is not something to be laughed at. Buccs Chairman could easily shed a bit of light on the subject .. heh! Dries Tredoux and Karin Pretorius from Windhoek came down to defend their Mixed Doubles title and did so with a good win against Clifford de Witt and Jenny Pahl. That is the third time in succession that they have won the title. They also tried their utmost to go through to the Men’s final, but were just ousted in the semis by Jan de Smit and Stefan van Tonder in a tight 5 setter. Then came the finals; Jan n Stefan against veterans Michael Stauder and Trevor Heath and were soon 2love up, but with years of experience behind them Michi/Trev fought back to make it 2all taking it to a riveting 5th set, with the teams at 10all it was match point either way. Trev will, believe you me, take the sound of that tin ringing in his ears with him to his grave. That makes this year's Supatronix Doubles Title and Cup holders, by one point, Jan de Smit and Stefan van Tonder! What a Supa final!

In the Men’s Plate final Callie Geel and Emil Dorgeloh managed to get the better of Danie Jansen and Leslie Bosman. Jose de Britto, who also participated, presented the cups/prizes to the players of the respective sections and looked forward to sponsoring the event again next year. Special thanks to Jose and Supatronix, it's an event that is without a doubt eagerly looked forward to every year. The event was closed with a much needed munchies and bout of socialising to erase nagging aches n pains of the recent arduous bouts of play. Till next year…. Cheers n Beers! Runners-up men’s plate

Erongo Women Soccer celebrates independence in style Sharlien Tjambari Sharlien This past weekend the Erongo women soccer teams were very active and competed against one another at Namibia's 26th Independence celebrations. The games started late in the afternoon after the belated Independence celebration on Saturday at the Mondesa Sports Field. In the opening game Swakopmund FC A played against Walvis Bay FC. It seems like the match was a piece of cake for Swakopmund FC and with an advantage
of their home ground, Swakopmund FC knocked Walvis Bay FC out with 8-0. UNAM FC battled it out with the Swakopmund FC B team in the second game of the day and Swakopmund FC lost the game to UNAM FC with 0-3. The games started very late in the afternoon on Saturday due to the Independence celebration and two games had to be moved to Sunday. On Sunday UNAM FC locked horns with Swakopmund FC A. UNAM FC knocked Swakopmund FC out with a score of 10-1. The last game was between Namib Daughters FC and UNAM FC. Namib Daughters FC went home with smiles on their faces when they won the match with 3-1.
Coastal teams playing in the South this weekend Usakos Wrestlers lookThis coming weekend the two Coastal teams, LHU Blue waters and eleven Arrows will be competing in Rehoboth against Flamingoes. LHU is currently no 7th on the log standing and Eleven Arrows is no 9. Both the two coastal teams will also play against against Black Africa who is currently no 2 on the rank.
ing for sponsors The Usakos Wrestling Academy is urgently looking for financial support in the form of a sponsorship to hold its first historical coastal wrestling championship before the end of this year in their home town. The championship was supposed to take place on 20 May but was postponed due to a lack of funds. The Usakos Wrestling Academy was established in 2013 with 35 school leaners from the following schools as members: Erongosig Primary School, E Goseb Primary School and Usakos Junior Secondary School under leadership of former Namibian wrestler Mr Gabriel Gurirab (founding member) as head coach, chief administrator and 2016 Namibian Wrestling Federation's committee team manager. They are requesting all interested individuals, businesses and big companies to come aboard as sponsors to enable them to meet the national sporting standards. The wrestling academy ended as the fourth best club in 2014 with the best U/7 wrestler of the year throphy and improved to second best in 2015 with the best U/11 and Senior wrestler trophies, best female wrestler throphies of the year and four times wrestler performance category trophies. They would also like to thank QKR Navachab Gold mine for their sponsorship and the Namibian Sports Commission's concern with sport development in the rural areas. Interested parties can contact Mr Gabriel Gurirab (Usakos Wrestling Academy admin and head coach) at 0817584121 or Mr Lukas Maree (Namibian Wrestling Federation president) at 0818455236.

Wanderers too strong for CCD in Three Ships Premier League finale Namibia's Cricket Team Wanderers 1 proved to be too good against CCD's first team when the two sides met in the Three Ships Premier League final last weekend in Windhoek. The defending champions from Pioneers Park eventually won the national title with six wickets and 96 balls remaining after they cancelled out CCD's 232 runs. Both teams had lost key players to national team commitments. CCD, who won the toss and elected to bat first, couldn't capitalize on their home ground advantage. Their opening batsmen Joshuan Julius and Pelham Myburgh had a good start but were then both out for 22 on a track that was difficult during the first hour of play. Justin Baard's 40 off 65 balls helped build some momentum for the home side, but after he fell LBW to Pieter Meuwesen, the following batting order started to crumble one by one. It was only when Captain Darren van Dyk took to the crease that CCD managed to improve their score significantly. Van Dyk's exploits earned his team 74 runs. After some fine playing he was eventually caught out. After that, CCD was only able to add few more runs to mass a total of 232 in 50 overs. LP van der Westhuizen played a big part in avoiding CCD to score any more points with three wickets throughout the Innings. Pieter Rossouw and Pieter Meuwesen added two more
a piece. What seemed to be a defendable total was quickly put in doubt as Wanderers openers Pieter Grove and Niko Davin got off to a flying start on a pitch that played much better during the afternoon. Especially Junior national team player Davin had a day to remember as he scored no less than 101 runs off just 85 balls with an incredible 14 4's and one 6. It was his second consecutive century. Grove added 54 runs as Wanderers started to run away on the score board. LP van der Westhuizen, Niel Rossouw, Tobie Verwey and Tiaan Louw (both not out) did the rest of the damage to secure the title. MEDIA RELEASE www.cricketnamibia.com Two wickets from Herman Karsten couldn't prevent CCD from falling short to their rivals. Wanderer's victory in the Three Ships 50 over format was a fitting farewell gift to Captain Niel Rossouw who announced his retirement after a career that spanned well over 22 years.
Kudus 1 behaal oortuigende oorwinning oor Walvisbaai 1 Klop walvis 35-18
