Spate of robberies targeting tourists in Swakopmund Erwin Leuschner The Swakopmund Neighbourhood Watch is appealing to the tourist industry to be vigilant and educate guests from other countries on safety and security tips. This appeal comes in the wake of a series of robberies reported within the past few days. Some tourists were robbed in their sleep, others even mugged at knife point. “We believe there are a couple of people that are very well-organised. They have a lot of time and observe tourists carefully. They know exactly when and where to strike,” said Dewald Swart from the Neighbourhood Watch to namib times. Since Thursday last week at least six cases were reported, where tourists fell victim of the rising crime rate. “It is of utmost importance that tourists get safety tips and should something happen, that we are called immediately. Even if only 15 minutes pass after an incident it is too late to catch the perpetrators,” he said. The most recent case was reported on Sunday morning at a hotel in town. Two perpetrators entered the establishment under the pretence that they were looking for a certain guest staying at the hotel. One guy kept the staff Continues on page 2

Learners at Private School sent home for non-payment Erwin Leuschner Some parents of learners at the Pro Ed Akademie Private School in Swakopmund are up in arms after their kids were allegedly shown the door for school fees in arrears. In an interview with namib times the school described the unfortunate situation as a last resort. “There usually is a long history attached to such cases,” said chairperson of the school board Wulff Wieland. On Monday last week at least two learners attending the Pro Ed Akademie Private School were sent home. “I dropped off my son at the school like every day. I was told later that I should come and pick him up, because we are a bit behind on our payments,” said a concerned mother to namib times. She wishes to remain anonymous out of fear for victimization, but added that the “emotional trauma” caused to her family is severe. “We definitely do not send any learner home from school when the parents are one or two months behind with their school fees,” said Wieland. “In fact, there are a couple of parents who owe quite substantial amount, but we usually sit down and draw up an agreement Continues on page 2

Platz Am Meer officially opened Erwin Leuschner The shopping mall at the Swakopmund Waterfront development “Platz am Meer” was officially opened by Mayor Paulina Nashilundo on Friday. Many invited guests, amongst them contractors and various other stakeholders, witnessed the auspicious event. “The waterfront is the first of its kind in Namibia and a landmark for the country,” said Nashilundo during her brief address. She added that the municipality of Swakopmund is committed to create an enabling environment for businesses to ensure that the buying power increases. “We hope to encourage other companies to follow suit and invest in Swakopmund,” she said. In his speech Francois Marais, Chief Executive Officer of Safari Investments, thanked all parties

involved in making the development a success. The waterfront opened its doors to the public in September after a construction period of two years. While many shops are since open for business, some are still under construction. “All will come together at the end of November,” Marais said. In a small booklet released during the event the history of the Waterfront is outlined. According to this document the first time Town Council investigated the possibility of a beach development was in 1994. It was

determined that it is indeed feasible to construct a small craft harbour north of the Mole basin. In the following years a couple of developers took on the project, but none could secure sufficient finances to put it into reality. Safari Investments took over the project in 2009 and submitted a new design to Council in the same year. A year later, in October 2010, Safari signed a development agreement with the municipality paving the way for the development. Continues on page 2

nesday evening another robbery with aggravated circumstances took place between 22:00 and 22:30. A foreign tourguide, who was walking between an accommodation establishment and a restaurant, was cornered by at least two perpetrators. One came from behind and held a knife against his throat whilst a second one stole his money bag containing a fairly large amount of cash, mainly USD and Euros. In a similar fashion two more tourists were robbed in the evening in town in the vicinity of the old Kaserne. Witnesses reported that the perpetrator followed the group of tourists consisting of two couples. He then approached them from behind and was armed with a knife. He cut the strap of the handbag and ran off to a taxi parked close-by. No arrests was made yet. The sudden rise in crime against tourists is a concern to Swart who says that such cases harm the reputation of Namibia as a tourist destination. “While we try to bring the perpetrators to book it is essential that arriving tourists are made aware of basic safety tips and that they should become aware of their surroundings,” he said.

Coastal aircraft makes emergency landing

Coastal air safari operator Pleasure Flights suffered another aviation setback on Saturday, when one of the company's aircraft, a Cessan 210 Centurion with the call sign V5JAG, made an emergency landing on open land next to the David Hosea Meroro double way in the vicinity of the Pioneerspark cemetery over the lunch hour on Saturday. The pilot, Wesley Thomson, was the sole occupant of the aircraft and was underway to a guestfarm southwest of Windhoek when the aircraft had an engine malfunction shortly after take-off from Eros suburban airport. Thomson, who was injured and rushed to Lady Pohamba Private Hospital, has been hailed for his flying skill in this difficult and unforeseen circumstances. Damage to the aircraft is classified as substantial. V5 JAG has previously been registered under the call sign V5-KUS and has substantial years of service in Namibia's aviation industry.

to repay the fees.” According to Wieland the school issues a warning letter to parents if they fall behind on their payments. “Usually there are four or five attempts to work out a repayment plan. In many cases the letters and appeals are ignored, which is why as a last resort the learner is sent home. We are very, very, very reluctant to finally do that,” he continued saying. Wieland added that “we need to pay the teachers and if some people simply do not pay, we need to draw the line somewhere. Sometimes fees are outstanding for six months with no explanation.” While talking about the ordeal of her child having been sent home, the parent said that

“we appealed to the school to create a fund for assistance, but this idea was shot down.” “Exams start in three weeks. Why was my child taken out of school now and not afforded the opportunity to write his exams?” asked the parent. Wieland countered saying that “we always try to work out a plan to accommodate parents who struggle financially.” Wieland also said that some parents insist on having their child attend a private school, when they themselves cannot afford it. “Parents are aware of the school fees and if they cannot afford a private school, they should rather look at other options.” “It is not fair to punish an innocent child, when the parents run into arrears,” said the concerned mother.

Two men rape women, assault man trying to help Erwin Leuschner

Another brutal rape incident in Erongo: A 28 year-old woman was raped by two suspects late on Saturday evening in Karibib. Both suspects were arrested, said Detective Chief Inspector Erastus Iikuyu, acting crime co-ordinator in the Erongo Region. According to Iikuyu the incident occurred at about 23:30 in the Usab informal settlement. “It is alleged that the victim and the two suspects were drinking together at a shebeen,” he said. While they were enjoying themselves, the suspects took the victim by force to a vacant house about 40 metres away from the bar and raped her. “They allegedly also assaulted one male person who tried to rescue the victim. This person reported a case of assault with the intent to do grievous bodily harm against the suspects as well,” Iikuyu said.

Grade 1-3 teachers receive Mathematics professional development training

Sharlien Tjambari

Junior Primary Teachers from three schools in Swakopmund attended a Mathematics Professional Development Workshop which was aimed at providing teachers with the knowledge and skills to develop number sense and numeracy skills of grade one (1) to three (3) learners. The closing ceremony and handing over of certificates took place on Thursday, 13 October at the Teachers Resource Centre in Swakopmund.

The Managing Director of Walvis Bay Salt Refiners Mr Andre Snyman at the closing ceremony

The teachers who attended the workshop all received certificates of participation and here they are seen with the Director of Education in Erongo Region Mr Awaseb, Mr Andre Snyman and Ms Magret Courtney Clarke

A total number of 27 junior primary school teachers from Tamariskia Primary, Swakopmund Primary and Westside High School participated in the development workshop. The programme was conducted by Ms. Magret Courtney Clarke, the Programme Co-ordinator over a five months period as a series of 2-day workshops. During the workshops teachers were introduced to some theoretical background, affordable materials, models, teaching approaches and sequences. The facilitator modelled all teaching approaches and teachers were involved in practical activities with materials and worksheets. According to Clarke, teachers were tasked to apply what they have learnt in the classroom after each workshop. The focus of the programme was on understanding basic mathematical principles involving numbers and operations, on developing strategies to derived facts and solve problems and on developing quick and correct recall of basic facts for example addition, subtraction facts and multiplication tables. “The first years of schooling have a profound impact on the future academic performance and one of the root causes for the small number of learners who are able and willing to take mathematics at more advanced levels in secondary schools, is the poor foundation laid in primary school” said Clarke. According to her the Ministry of Education has launched a wide-ranging curriculum reform and syllabus review. Implementation have started at the Junior Primary Phase in 2015. She said the emphasis in mathematics is

on improving basic numeracy of junior primary learners and the new approaches to teaching mathematics at junior primary level in Namibia are based on the programmes developed in the Netherlands. Tamariskia Primary School, Swakopmund Primary, Westside High, Tutaleni Primary, Erongosig Primary, Omaruru Primary and Ubasen Primary School are amongst the schools that have benefited from the program which was financially supported by Walvis Bay Salt Holdings (WBSH) and received input from the Erongo Regional Education Directorate. The Managing Director of Walvis Bay Salt Refiners Mr Andre Snyman said WBSH have been involved in this programme over the last 10 years and has contributed over a period of six years just over half a million Namibian dollars towards this project. According to him, WBSH belief in development and growth of both employee and the business. “WBSH realises that in order to improve our education system, constant development of teachers need to happen. I am mindful that our state coffers does not always have the funds available for professional development and that is where the private sector should take the hand of the government” he emphasised. WBSH is fully committed to the social responsibility role and has identified this event as an ideal investment opportunity “through this donation we want to ensure that our teachers are kept abreast with the latest development in their chosen field” Snyman adds.

Germany's second largest research vessel, Meteor M132, is expected to call at Walvis Bay in the weeks to come on a research cruise off the Southern West African coast to study sea surface temperature patterns. The research is key in understanding sea surface temperatures and how it influences global warming and climate variability. The German Embassy in Namibia confirmed the call at the port of Walvis Bay of Meteor in a press statement from Windhoek yesterday. The visit of the ship follows only weeks after a research team of the North American Space Association (NASA) conducted aerial atmospheric research missions off the Namibian coast to understand how smog, originating from jungle- and bush fires in Central Africa and carried westward by winds over the Atlantic Ocean, affects climate change.

Namibian public demonstration and outcry objecting to the capture of Namibian marine species and export overseas Piquet Jacobs On 14 October, concerned citizens demonstrated at the Port City of Walvis Bay to bring to the attention of the Namibian government objection for the proposed yearly live capture and export quota of marine animals including Orca (killer whales), Cape Fur seals, African penguins, and Bottlenose Dolphins, as well as sharks and other species which have not been disclosed. The group organised by The Earth Organisation Namibian and the Coastal Environmental Trust of Namibian marched to the offices of the Ministry of Fisheries and Marine Resources and handed over a letter of objection and petition directed for acknowledgement by the Minister of Fisheries and Marine Resources. Petitions with over 8000 signa-

tures, of which more than 2000 were Namibian, by each organisation were attached. The namib times previously reported on a Chinese business man who applied to the Namibian government for the yearly capture of live marine mammals of the Namibian coast destined for the Asian aquarium trade. The application includes the live capture and export of 10 Orca (killer whales), 500-1000 Cape Fur seals, 300-500 African penguins, 50-100 Indo-Pacific Bottlenose dolphins, 50-100 com-mon Bottlenose dolphins and various sharks and other species. The group highlighted a various number of their con-cerns, including: Respect and compliance of the Constitution of Namibia as the soul of the nation is of critical importance. It is the right of our children and their grandchildren forever to inherit their birthright of our pristine sea waters, marine life and all of its variety of marine resources. Our Namibian marine resources are already in

jeopardy. Adding further problems by removing rare, endangered and critical wildlife from the complex marine ecosystem can lead to a collapse of the entire marine eco-system and could also negatively im-pact fish stocks. If this license is granted in any shape or form, it will set a dangerous president for any future conservation ethics Namibia attempts to proclaim. There is serious concern that there will be very little control over such live catches and that monitoring of compliance to respected license criteria is challenging in the open ocean. The marine species listed in the application includes Indo-Pacific Bottlenose Dolphins which do not occur in Namibian waters. This listing could lead to abuse of the Namibian license rights through catches in other

international waters. If the species are already endangered or declining, and the government should not even contemplate any quota for live capture of these species. It is unethical to remove an animal from the wild and keep it in captivity. Several studies have revealed that the aquarium industry in China is parti-cularly harsh with marine life and many animals die in transport or once in captivity in the aquarium. Namibia's reputation as a wildlife tourism destination can be tarnished by allowing such trade in marine wildlife. The tourism industry and all the jobs and training this industry offers Namibians could suffern as a result.

Teachers strike leaves biggest part of Erongo’s school education paralysed It is official, Namibian teachers are on strike. This came after the High Court dismissed attempts by the government to stop teachers from going on the “legal” strike, the strike commenced yesterday and teachers will be on the strike until the government give in on their demand for an eight percent salary increase. Aune Nakambonde-Kainde Strike is part of Namibian law constitution,so leave the teachers to fight for their own rights,,school kids are not dumped all are in GRN s hand...let s c by next week. Maryna van der Merwe Just let the matrics complete their exams please. Aune Nakambonde-Kainde obvious agreed,, The situation is at normal as from Monday...good luk to them... We Support The US Coast Guard totally correct couldnt agree more :) Anastacia Stacy Dee Dis ouers soos julle wat net weet hoe om te kritiseer en nie weet hoe om te waardeer waneer jul moet nie. And by the way, ek is netso lief vir my werk en my leerlinge MAAR ONGELUKKIG HOU LIEFDE NIE VIR MY AAN DIE LEWE NIE. Ek doen seker nog ver meer vir my leerlinge as wat julle almal saam doen mxm. MJ Christel Reichert Pathetic! Grade 12's cannot even finish their exams. Just shows you the mentality of today's "teachers!" Jacques Marais Wrong. Fat cats get hell of an increase and teachers suffer. Rita Sodden If it's the teachers rights, then what about the rights of the kids???????????

Christine Simon Visser I am a non-striking teacher, teaching for the love of children not the money, on my post every day. My heart bleeds.... Ruth Theron Realy nice example for the kids. I can not believe that this is our kids leaders.... We Support The US Coast Guard Yeah: D Rita Sodden MJ Christel Reichert slaan die spyker op die kop. En die kinders moet gestraf word. Alethea Borman For me. When every other company or place strike..we all support them. Even want to support the stike. But when teachers strike..we wish them hell. Why, what makes them striking different. I guess because for the first time..we are feeling the consq of a strike. Its their constitutional right and its done legally. Underappreciated are teachers. Their value is much more the we can ever imagine...and we are feeling it right now. We Support The US Coast Guard +1 this. Pietty Mary Bernard Let the teacher's exercise their rights. After all they endure alot ofcrap from those kids and nothing happens to the kids. And GRN don't even care. Jacques Marais Go teachers go. Denise Van Bergen What is the current, average salary for a secondary grade teacher, please? Just so we know what we're talking about here.

Grief as Swakopmund’s Cat Lady suddenly dies Karene Brewis, the driving force behind the Swakopmund Cat Protection Society has died. Brewis has been taking care of the feral cats in the coastal town for the past 13 years. Her death has been described as unexpected and a big loss as the future of the feral cats in town, amounting to about 90 animals hangs on the brink. Food for the animals is fast running out. The Cat Protection Society's name also changed after Brewis' death to Swakopmund Feral Cats according to the Society's Facebook profile. Dietmar Schoenbeck She was such a lovely lady. May she rest in peace. The cats will miss her too. Lizette Strydom She will be missed! The Cat protection Society, is a registered welfare organisation, she was running Swakop branch . Jan-Antonie Delport Delport So unexpected. RIP Karene.

Dear fellow Mom, Dad, Sister, Brother, Uncle, Aunt or Grandparent Request for a helping hand for our daughter Charlize Jasmine Engelbrecht My husband and I were blessed with the joy of parenthood on 28 March 2016 when our daughter Charlize was born. She has brought us so much joy and an absolute feeling of fulfilment. She is but only five months old now and has had to spend a third of this time in the hospital, as she was born prematurely. As a result of her premature birth, she suffers from a complete trioventricular septal defect with a severe pulmonary hypertension. A condition which can be treated, but only by means of surgery. This surgical procedure can only be done in South Africa at Christian Bernard Hospital in Cape Town. She had her first surgery in August 2016 and needs to see the specialist Dr Hugo Hamman in Windhoek for checkups until the time is right for her second operation in six month's time. Financially my husband and I have raised some of the required funds for our little angel to undergo this life saving procedure, but we still are falling short to cover all the expenses. It is in this regard that we humbly ask of you to look deep into your hearts and assist us with whatever you can to allow our little angel a fighting chance. If you are not financially able to assist us; please keep us in prayers so that the light of hope will continue to shine on us and with the grace of the Almighty, we will be able to have the surgery for our little angel. Any contribution is appreciated beyond comprehension. Should you wish to help us financially, please make use of our banking details below or contact me directly for any further information. God Bless you for your contribution and prayers which will help us to give our daughter a chance at a bright future. De Duine Food Drive The past Friday an energetic group of students of De Duine Secondary School held a food and clothing donation rally at the Walvis Bay rubbish dump site where they were greeted by surprised, but welcoming smiles.

"We are a non profit organisation that aim to enhance the lives of the less fortunate and the vulnerable. Poverty eradication starts with you. Let's be the change we want to see in society”. The group, also known as "the chosen generation", consists mainly of scholars of De Duine Secondary School with Mr Darryl Beukes, a current relief teacher, at the helm of the affiliation. Mr Beukes says that there's much to be done in our community of Walvis Bay with the high jobless rate and drug & alcohol abuse rate amongst the youth. “We need the leaders of tomorrow to lead by example today. By exposing the Samaritanlike approach in media by these enthusiastic goaldriven youngsters, we can almost guarantee a flame of change will be ignited in the community of Walvis Bay,” Beukes commented. The group would like to give special thanks to Walvis Bay Shoprite's manager Mr Ben Vries for the generous bread donation out of his own pocket; as well as Boeta Mouton for the transport of the students to and from the site; Mrs Sanchia Beukes of De Duine for a well planned event and last but not least, aunty Boella Visagie employee of De Duine for the tasty scrumptious soup that the dump site dwellers enjoyed. Mr Beukes urged sponsors that want to be among the difference makers in the lives of the less fortunate to contact him at 0812836892 for further info regarding any contributions and donations for the group's two remaining projects.

Walvis Bay SPCA Jungle - Jol Fun Day Walvis Bay SPCA hosted a Jungle Jol fun day on 8 Oct. The day kicked off with various stalls selling delicious foods, arts and crafts, balloons, face painting. There was also a kiddies corner with jumping castles, cupcakes and goodie packs for the kids. The SPCA had a quick SPCA-dog parade of some dogs who are up for adoption. The dog show hosted by Dogs and Don'ts started at 10:00 and everyone was a winner. There were numerous live bands who kept us going during the day. The Jungle-Jol dance started at 19:00 and was a complete blast. Various prizes were given to guests. And the local Hi-5 band kept us dancing into the early morning hours. A very successful auction was also hosted. The SCPA wishes to thank each and every one who helped to make our fun day such a huge success. It's awesome to see what great and continued support we have from the community.
