“I shot Hellwig first. Then I shot Mueller” Continued from page 1 he owned a 9mm pistol. Lichtenstrasser denied owning such a pistol. However, his son already admitted to the Police his father indeed owns a 9mm pistol. It was also revealed to the court that a 9mm pistol, the type and calibre of handgun the Police believe was used in the shootings, was found hidden in the desert near Arandis. Vehicle tracks leading into the desert led the Police to the discovery of this 9mm handgun. Spent cartridges collected on the murder scene at Arandis as well as spent 9mm cartridges at a shooting range near Tsumeb are now subjected to forensic tests to see if it was fired from the same gun. Once that is established, forensics must proof the cartridges originated from bullets fired from the 9mm found hidden in the desert. The investigating team are also determining whether vehicle tracks and shoeprints found at the murder scene, in the desert, at the shooting range at Tsumeb and at Licthenstrasser's home in Otavi are matching up, the court further heard during the bail application hearing. Licthenstrasser's to the contrary is painting a different picture. He explained during his testimony that he was coerced into making a confession. He maintains he was told what to say and also alleges the Police threatened to arrest his wife. Hence, he decided to make this false confession. Lichtenstrasser admitted to court he was at the coast in the same time period of the murders, and said he was made to admit he followed his victims to Arandis with his car. When they arrived at the NiMT headquarters he approached Mueller and Hellwig. Mueller allegedly addressed him [Lichtenstrasser] “in a certain tone” and that was “when he lost it”. Lichtenstrasser explained he shot Hellwig first and then Mueller. “I also added that I hid the pistol somewhere in the desert at a rocky outcrop. I had to make the story believable and I even told the police they will not find anything there”, said Lichtenstrasser maintaining whatever confession he made was false as he was forced and “coached” into what he should say. Lichtenstrasser repeatedly said he is not guilty of all charges levelled against him. He also said he is 58 years old and his whole life is in Namibia and therefore he poses no flight risk should he be granted bail. The bail application hearing was adjourned on Friday to 8 July. It is expected that Lichtenstrasser's wife would be testifying then.

10 000 tons of bridge components landed in the port of Walvis Bay Continued from page 1 Botswana. It will furthermore provide reliable access to services, most importantly health and education among others and also open up the district for future economic activities. The bridge will also make it feasible for expansion of future road network and improve tourism in the area. Speaking to Mr Rodney Brussel from the Botswana Dry Port, he indicated satisfaction in the service delivery from Namport as the “consignment was delivered without delay”, says Namport's Executive: Commercial, Mr Immanuel !Hanabeb in a statement. The bridge components will be transported to Botswana via the TransKalahari corridor and would require 160 truckloads. [The cargo is currently sitting in the Botswana Dry Port in the port of Walvis Bay]. Namibia availed operational sites to Zambia, Zimbabwe and Botswana as land linked countries to enable them to conduct business via sea to their respective countries. A dry port is an inland intermodal terminal directly connected by road or rail to a seaport and operating as a centre for the trans-shipment of sea cargo to inland destinations, further explained !Hanabeb.

Kwêla “Dorp van die Jaar” Sharlien Tjambari Swakopmund has taken the Kwêla “Dorp van die Jaar” title on Sunday, the second Namibian town after Henties Bay (2016) to walk away with this much sought-after title. The non-profit organisation Destination Swakopmund played a huge roll for Swakopmund to reel in the prestigious award. The managing director of Destination Swakopmund, Oliver Ahrens, in an interview yesterday expressed his satisfaction with the outcome. He thanked every person and every organisation who each in their own time and their own resources contributed towards Swakopmund entering the competition and the ultimate win. “It is a great honour for us, Destination Swakopmund, to have this title for Swakopmund. Everything we do is for Swakopmund and it is great to have seen how people came together for Swakopmund and made that contribution be it financially or with time, being available. It proofs that our team is stronger. We are a nonprofit organisation aimed at marketing Swakopmund”. Ahrens further explained as per the rules,

Swakopmund may not part-take in the competition again within the next five years. Swakopmund has been on the map before the competition. Kwêla Dorp van die Jaar takes us even further and beyond now. Especially to international markets, further said Ahrens. He urged businesses and individuals of Swakopmund to continue using existing marketing tools which include social media. The Chief Executive Officer of the municipality of Swakopmund, Archie Benjamin, takes exceptional pride in the title. He acknowledged the huge role Destination Swakopmund played along with the Hospitality Association of Namibia (HAN), the Namibia Chamber of Commerce and Industry Swakopmund (NCCI), the community and the Swakopmund Municipality. “We encouraged the whole Namibia to vote for Swakopmund and we also heard that

even South Africans voted for Swakopmund”, he said. Benjamin further said the way forward is to sell Swakopmund as one product. “Whatever event is hosted in Swakopmund, we must own that event as part of our marketing strategy”. A major boost for Swakopmund to market itself comes from the prize it won as Dorp van die Jaar. That includes a television time slots for advertising worth N$1 million. Benjamin explained it will be utilised to promote all economic sectors including Swakopmund's industries. The community of Swakopmund gathered at the amphitheatre in the central business district on Sunday night, waiting in anticipation whether the town would be Dorp van die Jaar. The announcement was met with great joy. And the winning will be celebrated with a huge party in the first week of December.

Cancer Association reacts to tobacco farm project It is with great dismay that I have learnt, through the media (!), of Cabinet's approval for the development of a tobacco farm in the Republic of Namibia.

Per official communication on 2 June 2018 (ref: 28/06/2018/001) addressed to the Office or the President, Prime Minister, Minister of Health and Social Services and Minister of Land Reform, the Cancer Association of Namibia (WO30) requested reconsideration and the decline of the application by “Namibia Oriental Tobacco CC” and /or any other party for the agreement of land to be availed and subsequent development of a tobacco plantation in the Zambezi Region. Citing concerns but not limited to those listed below, my office requested due reconsideration on the matter, not only as a tobacco plantation has severe consequences on the environment, but also our people. Moreover, it is legally in contravention of World Health Organization (WHO) agreements concluded. Not only does such a venture infringe on the heart of the Namibian Tobacco Control Act of 2010 that has impacted our people positively and award-

ed Namibia great international recognition on this (the global tobacco control) front; given the general statistics of tobacco-related health issues both globally and locally, we remain of the conviction that allowing a tobacco farm in Namibia sets a negative precedent.” On 5 September 2018, the Right Honourable Prime Minister of the Republic of Namibia, Mrs. Saara Kuugongelwa-Amadhila, in writing confirmed that “The Government has an open door policy and has, as a standard practice, met and received presentations from different people on the matter”, while further directing that the proposal of the tobacco plantation lies in the hands of a Cabinet Standing Committee under the leadership of its appointed chairperson, Hon Obeth Kondjoze, Minister of Economic Planning and Director General of the National Planning Commission. Per official response on 11 September 2018, the former Minister of Health and Social Services, Dr Bernard Haufiku (citing 5 health

and economic reasons) confirmed that “We, (the Ministry of Health and Social Service) do not support the planting of tobacco as proposed by Namibia Oriental Tobacco and supported by some members of the executive”. The Cancer Association of Namibia stands firmly by our conviction, taking an evidencebased stance on the matter: Tobacco plantations/ production have serious negative consequences on the worker's health, social wellbeing and economy as well as the devastating effect on the environment. Deforestation for tobacco growing has serious environmental consequences – including loss of biodiversity, soil erosion and degradation, water pollution and increases in atmospheric carbon dioxide. Tobacco growing usually involves substantial use of chemicals – including loss of growth regulators. These chemicals may affect drinking water sources as a result of run-off from tobacco growing areas. Research has also shown that tobacco

crops deplete soil nutrients by taking up more nitrogen, phosphorus and potassium than other major crops. This depletion is compounded by topping and de suckering plants, which increase the nicotine content and leaf yields of tobacco plants. Land used for subsistence farming in lowand middle-income countries may be diverted to tobacco as a cash crop. As a consequence of expanded tobacco agriculture, there are short-term economic benefits for farmers, but there will be long-term social, economic, health and environmental detriments on the larger scale. -WHO bulletin/ volumes/93/12/151562744/en – “The environmental and health

impacts of tobacco agriculture, cigarette manufacture and consumption”, Thomas E Novotny, Stella Aguinaga Bialous, Lindsay Burt, Clifton Curtis, Vera Luiza da Costa, Silvae Usman Iqtidar, Yuchen Liu, Sameer Pujari & Edouard Tursan d'Espaignet, et al. All these are key elements to reach the Sustainable Development Goals that Namibia has ascribed to meet, and through this decision to allow tobacco farming in our country, the government has ipso facto signed a death warrant for this dream. In light of the widespread consequences this decision holds, the Cancer Association of Namibia vehemently condemns the decision by Cabinet to clear ap-

proximately 10 000 hectares of natural woodland in the Zambezi Region for the purpose of tobacco plantation and production. This decision is not only a health and natural disaster waiting to happen but is also against the World Health Organisation (WHO) Framework Convention on Tobacco Control that Namibia legally agreed on February 2006. It is also directly in contravention of Article 17 and 18 of WHO Framework and Convention on Tobacco Control (WHO-FCTC) (see copy thereof attached): “Article 17: Provision of support for economically viable alternative activities: Parties shall, in cooperation with each other and with competent international and

regional inter-governmental organization, promote, as appropriate, economically viable alternative for tobacco workers, growers and, as the case may be, individual sellers.” “Article 18: Protection of the environment and the health of persons: In carrying out their obligations under this Convention, the Parties agree to have due regard to the protection of the environment and the health of persons in relation to the environment in respect of tobacco cultivation and manufacture within their respective territories.” As gatekeeper of health pertaining to cancer we beg that Cabinet rethink this decision Yours in health Rolf-Jurgen Hansen

The fire started after the power outage between 12:00 and 13:00 at the single Quarters, Moshitila Apartments. Members of the Namibian Police and the Swakopmund Fire Brigade worked hard to extinguish the fire. Detective Chief Inspector Daniel Gurirab confirmed no serious injuries or loss of lives. Lions Club celebrates 60th anniversary Sharlien Tjambari

The Lions Club Swakopmund celebrated their 60th Anniversary this past Friday. The club was chartered on 4 September 1959 by 16 Charter members because they were living in backyard flats or in houses, they were unable to maintain at the time. Members of the Lions Club Swakopmund gathered at the Lions Old Age Home in Swakopmund to dance the night away and to be reminded of the history of the Lions Club Swakopmund. The Lions Club Swakopmund also had an induction of a new member, Jonathan Wilsnach and introduced the new Lions President Heiko Zicker on that same night. Zicker said: “I have had life changing expeiences with the Lions and I am sure being President will also be a life-changing experience for me. I am a Lion for about 9 years now. My priority has never been to become a president but to serve the community. Nevertheless, I am now prepared to take the leadership role but, fellow club members without your support, guidance and dedicated service. I would not be able to fill this position successfully”. He further said, “I would also like to raise the standing of our club through effective publicity and awareness programs. It is my dream and prayer that we will have transformed possibilities and opportunities into stories of success and triumph at the end of my term”. The Lions Club Swakopmund obtained a 7000

square meter erf (801) at Rhode Allee for only N$10 in 1962 and the first stage of completion was in 1967. A donation by Mrs Linda Brumm made it possible to start the first building stage comprising of 10 single bungalows, one ablution block, single matron quarters, one garage, 2 servants' quarters at the cost of N$33 700. In total, the Lions Club Swakopmund was built in 20 different stages, starting in September 1972 up until 2009. Warriors for AFCON Rudi Bowe

Brave Warriors coach Ricardo Mannetti has named the best possible team to represent Namibia at the 32nd Africa Cup of Nations (AFCON) Finals in Egypt. Namibia returned to this prestigious competition for the first time in over a decade, beating COSAFA rivals Zambia and Mozambique to progress through their qualification group. The Brave Warriors, who boast a strong PSL contingent including Bidvest Wits winger Deon Hotto and Highlands Park striker Peter Shalulile, will be up against Bafana, Ivory Coast and Morocco.

With many expecting “the Warriors” to take a severe beating in Group D, Mannetti welcomes the tag of “underdog” and is confident they can cause a massive upset. “We are used to being the underdogs. It is a perfect draw for us. We are used to being in this situation where we are the underdogs,” Mannetti told CAF Online. And the underdog more than often surprises. “If you look at the rest of the group, it is a perfect scenario for us”. “To qualify was very emotional for us. One moment you are in, the next you are out… But ultimately it was such a joy for us to qualify”, said an upbeat Mannetti. Explaining the selection of the team, Mannetti explained tactics, conditioning, performance and attitude were key drivers. “These were the pillars of our decision. Also, the inclusion of Ryan Nyambe at the back was key. His versatility is key for the changes at the back”. The team will represent Namibia to the best of its ability. Meanwhile, Government, through the Ministry of Sport, Youth and National Service has allocated N$19 million to the Namibia Football Association (NFA), to cater for Namibia's participation in AFCON. The assigned amount to the National team was confirmed by the Chief Administrator of the Namibia Sport Commission (NSC), Freddy Mwiya.
