House-fly outbreak inside 2019 is problems persist the year Train that washed away in 1940 slowly in Hermes-area A community policing group focusing on of Usakos emerges from its sandy time capsule the Hermes neighborhood of Walvis Bay
Historical discovery Sharlien Tjambari
Soil erosion is exposing an entire train which washed away at Usakos in 1940. The train has been buried for nearly six decades now near a modern railway bridge and two people who were children at the time at Usakos had a fascinating story to tell to Namib Times this week over this vintage train which is slowly but surely emerging from its sandy time capsule. Mr Pieter Gouws and Mrs Magriet Gouws who always wanted to know how the train ended up were kids during the time the train was washed where it was, buried under the sand at the railway away. Mrs Gouws remembers the story her bridge. father told her about a train that washed away at Mrs Gouws said her father, who used to work for the area where the train was discovered after so the Railways back then, told her that the train was transporting a certain sister Ivalda other nuns many years. According to Mr Gouws, he already discovered from the missionary at Usakos to Swakopmund. a part of this train back in 1980. He was “When it left the station, the train was on a attending school in Usakos and his family had a downhill trajectory between the station and the smallholding close to the bridge. reports the continuation of a house fly outbreak, despite an effort by the municipality of Walvis Bay in recent days to counter the fly-outbreak with the spraying of chemicals. The fly-outbreak is a direct consequence of upgrade works to the sewerage water treatment plant. The upgrade project resulted in raw sewer water accumulating in various areas at the water treatment plant and it resulted in a fly-outbreak Walvis Bay has not seen for a long time. “Please ask the municipality to step up the effort and to spread their actions beyond the sewerage treatment works to also include areas around the water treatment plant like Dunes Mall, Hermes, the Duneside area and also the lower parts of Union Street and Narraville, the group requested.

Train Continued from page 1 On that fateful night in 1940 it was raining hard and the river was flowing. The railway line was established on a man-made embankment and the conductor, a certain Lucky Steenkamp, realised disaster was fast approaching if the train reached the railway line where the river already flooded the embankment. Steenkamp attempted in vain to engage the train's emergency brakes and soon it was also clear the railway line had already partly washed away, explained Gouws. The train derailed and one by one the locomotive and the carriages tipped over and fell into the water. The occupants of the train managed to escape before the train was complete into the water and it started to wash away in the strong current. “I am not sure if this train that washed away and the one discovered by my husband are the same train. You can clearly see as a result of soil erosion the train is revealing itself. Albeit the largest part of the train remains buried in its sandy time capsule. Could this be the train which derailed in 1940? Was there another locomotive that derailed in those early years? The Gouws family says they reside at Usakos for the biggest of their lives and cannot recall another incident. According to the Chief Executive Officer of Usakos Town Council Mr Ivan Lombard (on picture with the Gouws’), Trans Namib Holdings will at some point go and excavate the locomotive and other remnants, in order to pinpoint its origins. “We are excited about this. We can transform this into another visitor's attraction for our town. A Museum is soon to open at Usakos where the current town council offices are situated. A discovery like this will be a huge feather in our town's tourism hat”, he explained.

The headlights of a vehicle must be switched on during the day, whilst driving on Namibian roads. This law came into action on 28 July 2015, West Coast Safety Initiative states on social media. He quoted the Daytime Running Lamp. Reg. 178 which states: “A person driving a motor vehicle during the day on a trunk road, main road and district road must switch on the head lamp on dipped beam or daytime running light as contemplated in regulation 178. (Amended of Reg 178 – G/G no 5792 of 28 July 2015)”.
This vehicle was substantially damaged on Wednesday when it was involved in a rear-end collision with a truck near the Rikumbi Kandanga railway crossing in Walvis Bay. No one was injured in the accident.

Usakos anticipates start of two mega-projects during 2019 Sharlien Tjambari The Chief Executive Officer of Usakos Town Council Ivan Lombardt is determined to see one thousand low cost houses constructed at this Erongo town before his term in office expires. A lack of affordable housing is a direct result of the rapid growth of the Hahkaseb informal settlement and the social- and services headache that accompanies such rapid growth. Lombardt was appointed the CEO of Usakos in February 2018. He wants to leave a legacy as the chief executive that made a difference in the lives of Usakos residents and the one to turn the table on the town's economic setbacks. “Usakos is right in the centre of Erongo region and we hope to exploit this positioning positively. There are a lot of potential here for investors and people are only starting to realise that now”, explained Lombardt. In yesteryear Usakos was a railway hub. The town has a potential for industry development around the railways concept, tourism, agriculture, and serve as a service centre to travellers and for the various agriculture communities living in the district. According to Lombardt, Usakos will soon be home to an oil and gas storage facility which will be constructed by MDL International Trade. The project's worth is N$700 million. MDL International Trade already acquired 15 hectares of land from the Usakos Town Council and construction of this facility is expected to commence this year already. Once in operation, the facility has the capacity to employ a total of 800 people, whilst further indirect employment opportunities would be created to a total of 2400 people including jobs created during the construction phase. “This is not the only project in the pipeline. A locomotive re-manufacturing plant is envisaged by TransNamib. Land has been acquired for this purpose and the development phase of the project is expected to also commence this year, explained Lombardt. Other investors have also come on board with intentions to construct a fish processing plant where fish will be canned as well as a fish drying plant. Amongst all this new and exciting developments, Usakos Town Council also hopes to have its 4.2 hectares garden, donated by Valencia Mine, up and running again. “The garden project suffered several setbacks, but we are determined to rope in investors and to restore this garden to full capacity as it is necessary for food security and it creates direly needed direct- and indirect jobs”, explained Lombardt. Council is also busy with a rejuvenation and beautifying of the town by planting trees and plants to spruce up the environment for visitors and locals alike.

Monica Nashandi officiated as Namibian Ambassador to the United States Eileen van der Schyff The United States of America's President Donald Trump participated in a credentialing ceremony for the recently appointed Ambassador of the Republic of Namibia to the United States, Monica Ndiliawike Nashandi last Friday. The 11 January ceremony took place at the Oval Office of the White House in Washington, the same city where the Namibian mission is situated. Nashandi was the Namibian Ambassador to Ethiopia until President Hage Geingob's reshuffle of ambassadors heading Namibian diplomatic missions abroad. The reshuffle saw new ambassadors introduced for Namibia's diplomatic corps and the recalling of several ambassadors. A brief online search of Ambassador Monica Nashandi's path of life: she was born on 12 October 1959 in the village of Ompundja in Oshana Region. As a refugee in 1978, she survived the Battle of Cassinga, a South African cross border strike on Cassinga on 4 May of that year. She later received military training and joined the People's Liberation Army of Namibia (PLAN), SWAPO's armed wing during the Namibian War of Independence. Nashandi graduated with a Diploma in Youth and Development from University of Zambia in 1983 and earned a Master's degree in Diplomatic Studies from the University of Westminster in 2002 while on a diplomatic posting. In her diplomatic career Nashandi served as the Namibian Ambassador in Sweden, Norway, Denmark and Finland (1995-1999) and Namibian High Commissioner to the United Kingdom and Ireland from 1999 to 2005. Nashandi was removed from the SWAPO candidacy list for the 2009 general elections, because she had not registered to vote. A requirement to be elected a Member of Parliament on a Swapo ticket.

Traffic officials intervene to stop Platz Am Meer angling stampede Members of Swakopmund's traffic services intervened yesterday to talk members of the public out of the current trend to use the tidal pool and breakwater at Platz Am Meer for fishing and the illegal harvesting of rock lobster and other sea creatures. The matter has become a public order concern in recent weeks, as those making themselves guilty of these unwanted fishing activities are threatening and insulting people who point out to them, they are on trespassing on private premises. When pointed out there are signs that state no fishing, they simply laugh it off and adopt a no care attitude. The same no care attitude is shown when they are reprimanded for defecating and urinating on the rocks as there are no public ablution nearby. The same goes for littering the area and other anglers who also fish on the beach south of the breakwater and that against municipal regulations that forbid any fishing between the Swakop Mouth and the northernmost point of Mile 4. Platz Am Meer offers a great view over the beach, ocean and the breakwater. Since the beginning of December visitors are increasingly appalled by the degree to which people ignore the no fishing signs and the sheer arrogance people show to ignore local by-laws and continuing to fish in areas not allowed. The situation is also not promoting the image or experience the nearby shopping centre wants to offer its clients. Apart from anglers, there are also dozens of people climbing down the rocky breakwater to get close to the water with scoop nets to catch small fish and crustaceans living among the rocks in the water. Various people were seen lowering into the water old nylon stockings filled with bait to capture rock lobster. Rock lobster are covered in hundreds of small spines and when going for the bait the rock lobster gets entangled in the nylon material and is captured. Taxis are seen coming and going the entire day as they bring illegal fishermen and harvesters to the area and carting the catch of the day home again. “One of the biggest dilemmas is we have laws and bylaws, but it is not enforced fairly and consistently. With that, we create problems which grows to bigger problems”, remarked a person who expressed his disappointment with the situation. Adding, it started off with a few people testing to see if anyone is reacting and now we have scores of people swamping the area every day. “That is now the image we carry across to our visitors that Namibians don't care about law and order and that we are not interested to protect our natural environment, the man explained. Another person added the situation has escalated to a point where the illegal angling and harvesting activities are carried out at night at the breakwater. “Do you want to tell me there is no way this can be stopped? Of course, it can be stopped. Our various law enforcement agencies, including fisheries, have the jurisdiction to act, but the question is, is there a will to act?” the person asked. A fourth person was of opinion that the situation currently developing at Platz Am Meer is only a fraction of a wider escalating disregard for environmental laws. He made reference to recent media articles which reported the extent to which anglers and boat owners plunder the cob resource. From anglers smuggling cob from the southern
beaches of Walvis Bay where it is illegal to catch and keep cob between 1 January to 31 March of each year to ski boat owners working with syndicates which gets dozens of tons of cob each year and selling it off illegally. “I think our authorities need to assess this problem in a holistic way. We need to take the total picture in consideration here and different law enforcement agencies must start to cooperate. Government should also step up its efforts to equip law enforcers to be able to do the job and laws should support law enforcers and not allow for loopholes for plunderers to get away”. What do the other stakeholders in this messy affair say: Management of Platz Am Meer: the breakwater and access quays are private property and the signs are clear: “no angling, no harvesting of any sea life”. Employees who are trying to convince people to please leave the area, unless they are there to walk on the breakwater and enjoy the scenery, are insulted and verbally threatened. The Namibian Police: is the only law enforcement arm that can act if the owners/management of the shopping centre lay charges of trespassing. Trespassing can only be proved if the person entered private property with an intent other than to walk in the area. No fishing gear whatsoever should be found on such person. Ministry of Fisheries and Ma-rine Resources: fisheries legislation is not mak-ing provision for inspectors to act, more than officials can inspect fishing gear and see if everyone have valid fishing permits. Fisheries legislation makes provision for angling on Swakopmund's beaches, but local authority by-laws make it illegal, therefore the local authority must act. Swakopmund municipality: the current bylaws make provision for traffic officials to warn people who are illegally angling on any beach between the Swakop River mouth and the northernmost point of Mile 4. Traffic officials have the powers to arrest or issue a fine to members of the public who are not adhering to fair warnings. Sterjos Stergiadis We are just a lawless nation, theft, corruption, illegal fishing, drunk driving the list never ends. Its easy to fix but it won't be. Werner Van Riet Sterjos Stergiadis again thank you for cleaning of the beach in December. As i came past in mile 8 you were already done. You are an inspiration to us all Sterjos Stergiadis Werner Van Riet it's a pleasure. If we all do a little then it will make a difference. Werner Van Riet True. We do it everytime but on smaller scale. But you sommer groot. Go big or go home. Leon Nangolo Platz meer was build illegal too. Soo leave people to do fishing that's a government land not a private property Sterjos Stergiadis Only a small portion is exceeding the building lines. But that's besides the point. The point is no fishing is allowed in Swakop's residential or business area. So by using the word government, does that make it right to do wrong? Leon Nangolo Sterjos Stergiadis fishing in residential areas is not allowed. Is that a condition written on a fishing premit or a personal conditions put aside? Clinton Barnard I hear and understand the concerns, basically the image of the mall and what others may or may not think about the surrounding area. Where is the factual backing of time frames involved for fish to reach maturity? Where is the impact on environment of nets and lines breaking off? The results of plastics and other rubbish and their effects on our marine and bird life? Thanks to these efforts a beautiful garden is taking shape at the Swakopmund state hospital Sharlien Tjambari A garden with trees and beautiful plants in front of the Swakopmund state hospital is gaining momentum, thanks to the initiative and dedication of a group of volunteers. Plants and trees in green spaces visible from hospital bedroom windows have been found to be beneficial to human emotions. It assists in the healing and recovering processes of patients. Overlooking greenery enhances calmness, relieves stress and children perform better at school when they have a view of trees and green spaces. Therefore also important for children to play outside and for patients and the elderly to make time every day to walk or sit in the garden, park or any other green zones. Plants in the house are also having a positive effect on family life and provides a laid back and calm atmosphere for children to grow up and inter-relations among family members. A number of volunteers in Swakopmund have embarked upon the project of planting trees and plants at the Swakopmund state hospital last year. They explained they need community input to beautify the outer surrounding of the hospital. One man who preferred anonymity explains: “We planted a few plants at the main entrance to the hospital, because it was not looking pretty at all. A dry lawn was more or less it. We bought the plants from our own pockets and there were a few people that helped out with a
plant or two”. Adding the project has now grown to a level where the input of the wider community is needed urgently. “Please donate plants and come and help us with the project”, he said. Anyone who wants to donate plants can deliver it to the reception at the state hospital or at the Namib Times offices at Swakopmund. If you want to become involved beyond donating plants, kindly leave your name and number at the hospital reception or the Namib Times office in Swakopmund.

Walvis Bay Stevedoring The importance of sport in our society Philip Müller Chairman and owner of the Namibia RCFAI & Kickboxing Academy in Walvis Bay write.
What a shocker contrary to all expectations the club members pulled out all the stops and beat the 'committee vs club' challenge and the 'chairman's cup” beating the committee by 18.5 vs 16.5. It was not for the lack of trying by the committee but it seemed that after last year's thumping the club guys brought their 'A' game on the day seeking revenge. Chairman Shane Westerdale had to hand over the 'chairman's cup” to Boel Grobbelaar, captain of the club team as in the photo. Well played to the club guys but know – the Co. will be back. A great field of 47 turned out. Over and above the chairman's cup challenge, the Individual competition on the day was sponsored by Walvis Bay Stevedoring. The format was an Individual stable ford and all players played from the 'red' tees [as part of the committee's strategy to retain the chairman's cup, but alas that plan failed. Winner on the day with a very good 39 points was Wouter van Wijk (on the photo with Ralph Ruiters from Walvis Bay Stevedoring), second place went to Shane Westerdale on 38 points. Third went to Jason Barnard on 35 points, winning the count out from Nardo Sardinha. Many thanks to Ralph for taking the time off to attend the prize giving and even better was their commitment to next year's opening event of the season. Our juniors continue to lead the way in Namibian Junior golf. This past weekend saw Jonathan
Mather win the Omeya junior open by one shot from Willie Els, both from our club. Jonathan shot 70 and 82 while Willie shot 88 and a good comeback 73. Well done not only to them but also to the others from the club who are showing a great deal of dedication and application? We are indeed proud of all of you. Well done to Gert Olivier for bringing these guys through the ranks and ensuring that they are in good form for these events This coming weekend is the club pairs: Played over 27 holes and an early start. The first 9 is foursomes, second 9 better ball and the third 9 is both scores to count. Players must enter a score for the last 18 holes. Thanks to Jason, Duane and Gunter for the sponsorship of this event. The foursomes will be played first and from the second 9. This will allow easier scoring for the better-ball and combined which will tee off on number 1 as normal. The list is up. The following weekend is the Walvis Bay Open on 26 January that will be over two days (18 holes per day) kindly and well sponsored by IRIS BOUTIQUE HOTEL will be a gala dinner with ex- SA Cricketer, Paul Harris being the guest of honour. The cost will be N$10 000 for a table of ten persons. The tickets are available from Pieter Fox.

Due to the recent media coverage of the turmoil and the negative publicity in the Namibian Sports Commission (NSC), it is important not to lose sight of the importance of sport. The NSC should play a key role in the development of sport, requiring good co-operation between the public and sports bodies. Sport is a powerful tool for development and learning as it promotes participation in sport, inclusion of human values, acceptance of rules, discipline, non-violence, tolerance, gender equality and teamwork. The NSC should use sport as a mechanism to encourage young people to become involved in healthy social activities, promote health, foster the educational progress and personal development of athletes and sports players of all ages, achieve prestige nationally and internationally. Sport is important, because it can finance facilities and services, train sport leaders, coaches and teachers, help organize competitions, courses and fund raising. Sport promotes healthy lifestyles, mutual respect, cooperation between athletes and coaches,
developing school sport programs. Through media to raise awareness among athletes. Sport Administrators should also constantly learn, grow and engage in educational processes with athletes and peers. Stakeholders should realize that education in sport plays a paramount role in national development. We should aim to create a better and healthier society by putting sport on our priority lists. Sport in the form of development contributes to physical fitness, mental well-being and social interaction, such as fair play, recreation, competitive sport and games. Sports and games are activities which makes a person more capable with high level efficiency. It removes the mental exhaustion and makes us capable to do any hard work. In the modern education system, sports have been made an integral part of education to make education interesting, tension free and enjoyable. Education is considered as incomplete without sports, because education with sport activities draws more attention of the students towards studying. The purpose of sport is to
bring joy, health, social change, education and to build healthy relationships. Many students come from broken families; they then participate in gangs and illegal activities, because of lack of direction. Youths who seem abandoned by the educational systems can be sheltered from the many perils that surround them. It can be overcome by the implementation of sporting development programs.
