Whole country to go Governor Andre’s first into Covid-19 lockdown public appointment in his Estelle de Bruyn hometown Walvis Bay As the end of the lockdown periods of the Khomas- and Erongo Regions approach, a comprehensive new countrywide lockdown plan kicks into action. Without leaving time from transition from one lockout to the next, the new plan will commence the moment the current lockdown arrangement expires. The Namibian Police in Erongo warned yesterday people should understand once the current lockdown ends, the new countrywide lockdown with new arrangements comes into force without delay. This comprehensive new plan divides Namibia into ten control zones, comprising 69 lockdown points. These zones keep into consideration the interdependency of the various regions' main economic activities. International borders remain closed with the exception of those staying operational by special arrangements. “Regular patrols along the common borders with neighbouring countries will continue to prevent any illegal border crossing at any non-gazetted points of entry into Namibia,” an official document announcing the new measures reads. During the extended lockdown period command and control for managing the crisis will be vested with the designated zone commanders. They will report to the National Joint Operational Centre Commander. Lockdown checkpoints will be established between zones, to ensure that unnecessary vehicle and foot movements are restricted. Existing road traffic checkpoints will remain. In the Erongo region these checkpoints will be on the Karibib-Okahandja road; at the Walvis Bay-Naukluft checkpoint; on the Omaruru-KalkveldOtjiwarongo road and on the Uis- Khorixas road leading to the Kunene region. These new measures also include security patrols and sensitisation campaigns that will be conducted in the cities, towns and localities within the established lockdown zones, throughout the lockdown period and state of emergency to ensure that people stay at home, maintain social distancing and avoid big gathering. All the rest of the lockdown rules will also apply with the new lockdown. That includes essential services, allowable reasons to leave your place of residence, a ban on the sale of alcohol and other measures as is applicable since the first lockdown commenced on 28 March.

Namibia's health authorities have embarked upon a campaign to trace all 118 passengers who have been allowed into Namibia on two flights, respectively on 25 and 26 March this year, without being quarantined as a safety precaution against the spread of the Coronavirus. The authorities are using the passenger lists and arrival forms as source documents to trace telephone numbers and addresses. Namib Times understood some of the passengers had been located and are now subjected to the necessary processes to be tested as well as other measures to prevent the spread of the virus. It was understood these passengers are also required to provide details of people they were in contact with. These people will also be traced, tested and processed accordingly.

Namibia’s fishing industry is due to get back into full operation, following announcement earlier this week by President Hage Geingob the industry is an essential service and should be allowed to operate during the Covid-19 lockdown period which remains in place till 4 May this year. Work would resume both at sea and at land based fish processing plants at Walvis Bay and Lüderitz. An agreement was reached between the fishing industry (facilitated by the Confederation of Namibian Fishing Associations) and trade unions representing fishing industry workers. The agreement among others set safety standards on land and sea to protect workers from a Coronavirus infection. At the time of going to press yesterday, the fishing industry has not yet started to operate, as regulations to enforce the safety rules the fishing industry has to abide by to prevent the spread of the Coronavirus was not yet gazetted into law.

Resident Andre Strauss takes a unique cycle ride on the B2 coastal road Eileen van der Schyff Beautifully described and photographed by a Walvis Bay resident. The B2 coastal road, snaking between the Atlantic Ocean and the dune belt between Walvis Bay and Swakopmund, for the first time in history poses very little danger when it comes to vehicle accidents. With the Covid-19 lockdown this road is deserted most of the time. Counting among the most dangerous stretches of road in the country, the B2 was quiet during Easter. A stark contrast to other years when Easter counts among the most dangerous time periods on this stretch of road and for that matter all other main roads in Namibia. A Walvis Bay resident, André Strauss over Easter cycled the B2 between the harbour town and Swakopmund and back. What was so special to this journey is Strauss stopped and paid tribute at every roadside monument, the places marked where people lost their lives in road accidents. Roadside crosses dot Namibia's roadsides. The B2 is no exception and these are reminders of the death, loss and grief as a result of the dozens of deadly road accidents that claimed the lives of so many over the years. “Usually this time of year our coastal towns are filled with people from Windhoek and tourists from all over, who come to spend the Easter weekend at the coast, but this has been a very different year”, Andre Strauss explained to Namib Times. “It took me four hours of cycling to Swakopmund and back on a very quiet B2. It was as if the desert too needed to pay its respects. I have been living at the coast for eight years and for the first time I had the opportunity to initiate a mental shift to stop my daily rush and take a moment of silence for each life lost on this road. It made me feel much appreciation for the life we all still have.” Andre said.

Basil Johns 1946 - 2020

The well respected and much loved banker, Basil Johns passed away in the early hours of Friday morning. He was 74-years-old. His wife, Marianna told Namib Times that he started his banking career in Namibia when he was transferred by Barclays National Bank from South Africa to work in the Oshakati branch of the bank in the early 1970s. While with Barclays Bank he was transferred to Karibib to relieve the accountant at the local branch and it was here where he embraced the culture of the german speaking locals and “found his love of beer and kegel”. “He was a very good sportsman and loved playing golf and tennis”, Marianna said. Later he was transferred to Otjiwarongo, where he met his wife and got married. During his tenure with Barclays Bank he held various positions and eventually found himself transferred to northern Namibia as bank manager of the Ondangwa branch in the early 80s, living with his young family during the height of the conflict on the Namibian border. It is during this time that he gained invaluable experience in banking in less formalised markets. Throughout his career he was recognised for the work he performed in northern Namibia and was on numerous occasions requested to return to the region to assist with emerging branches. In the early 80's, Basil was approached by a newly established local Namibian Bank, Bank Windhoek, and was offered the opportunity to open its first branch in Swakopmund. After some serious contemplation he accepted the offer and the family moved to Swakopmund, thereby starting a 25 year banking career at the coast, having later joined the Nedbank Namibia team. Basil was known for bringing a personal touch to the banking business, often going out of his way to assist people when other institutions were incapable of assisting. “It is quite surprising, the number of people who have approached our family during the last few days, recollecting how they opened their first bank accounts with Basil and how he was always available with sound advice while they were establishing their businesses.”, said Marianna. According to Marianna her husband's health has not been well for a while and he became very ill while visiting friends on a farm near Kalkfeld. After a week in hospital, he went home where he passed away in his sleep, early Friday morning. The state of emergency and Covid-19 lockdown have made dealing with the death especially difficult. Funeral arrangements will be limited, due to the lockdown regulations.

Old TB-ward becomes Covid-19 isolation ward Several corporates in the Erongo Region have added muscle to the fight against the spread of the Coronavirus in the Region. Thanks to their commitment the Covid-19 field hospital at the Walvis Bay state hospital will be up and running in no time and enough capacity is now existing to enlarge this field hospital should the need arise.

Alderman Immanuel Wilfried, the mayor of Walvis Bay

Mr Johan Coetzee, the MD of CNCC Rössing Uranium

There some slight change in the original plan. Initially, a prefabricated field hospital, using re-purosed freight containers, would have established. This now becomes the second phase, should the need arise. The first phase is the renovation of the old TB-ward and a store room complex on a stone’s throw away at the Walvis Bay state hospital. In a matter of weeks this would be a fully-fledged, 80-bed

Covid-19 field hospital. Should the Coronavirus crisis pass, this facility will remain in place and utilised as the medical needs arise. A short overview: the Welwitschia Hospital in Walvis Bay, in conjunction with the Walvis Bay Urban Constituency Disaster Risk Management Committee under the leadership of the Regional Council’s Walvis Bay Urban Constituency Clr Knowledge Ipinge and the Ministry of Health and Social Services were among the first to answer the call into action when the Coronavirus threat was first identified in the Region in the second half of March this year. The corporates who in the meantime added weight to the effort are EBH Namdock Namibia, CNCC Rio Tinto Rössing and African Gas Solutions. These three corporates have wasted little time in down to business. Rössing had a brand new oxygen generator plant constructed, which will be used at the Covid-19 isolation and treatment facility currently established. The plant can be activated at the turn of a key. African Gas Solutions played a

major part in getting the oxygen generator built and installed. EBH Namdock also yesterday commenced with the renovations and alternations of the former TB-isolation ward and a nearby store room/ garage complex at the Walvis Bay state hospital. It is to become the fully function Covid-19 field hospital with a bed capacity of 80. EBH Namdock has also provided beds and is restoring old hospital beds as well and re-introduce it for health services. At the handing over of the oxygen plant on Wednesday, the Mayor of Walvis Bay, Alderman Immanuel Wilfried said the country faces an unprecedented challenge. Yet, said the mayor, Namibians can be innovative, resources and generous. “If anything, we don’t need the wait for the

world to come and rescue us”, Alderman Wilfried is quoted referring specifically to the contributions made so far by individuals and institutions both private and public to fight the spread of the Coronavirus. CNCC Rössing Uranium’s managing director Mr Johan Coetzee explained since the Mine has started operating for decades ago the motto was: “Working for Namibia”. CNCC Rössing Uranium remains committed to this and will remain committed to the people of this country in any given situation. Coetzee explained when the Covid-19 crisis passes in time, the oxygen plant will be donated to a health institution in Erongo selected by the Mine.

Ocean Conservation Namibia – 100 Seals for Time Campaign Meet the team and discover how you can help Eileen van der Schyff

Ocean Conservation Namibia (OCN), a non-governmental organisation in Walvis Bay is proud to announce their first campaign “100 Seals for Time” that will take place in June 2020. The campaign is planned for June but will only run if the current situation around the Coronavirus allows for it. Otherwise it will be rescheduled to later in the year. Six dedicated activists are aiming to catch, disentangle and release one hundred seals with-in the thirty days the campaign will run, expose to the world the consequences of plastic pollution and work on longer term solutions to protect the Namibian marine ecosystems. These dedicated activists are changing hearts and minds throughout Namibia by not only direct action of saving marine animals from certain death due to ocean debris like plastic wrapping, clothing and discarded fishing line, but also through investigations and education. Apart from this campaign OCN has many projects ranging from beach clean-ups, public awareness cam-

paigns, local research and monitoring initiatives, as well as ocean rubbish recycling and mitigation. “Without proper animal rehab centres around, we regularly get call outs for injured wild animals such as turtles, penguins, pelicans, seals, whales, dolphins, sharks and jackals.” Naude told the Namib Times in a telephonic interview with a recent rescue of an injured pelican . The international team of six dedicated activists who will be volunteering their time and efforts during the “100 Seals For Time” operation is led by Namibian conservationist Naude Dreyer who has been involved in several environmental projects and started rescuing seals from entanglement on his own more than five years ago. Naude gained international

fame in 2016 after he published a video of a dolphin rescue on social media. Following Naude is his wife, Katja Dreyer who works mainly behind the scenes and keeps the organisation active and visible. Another activist to the team is former fire fighter, an active crew member on the Ocean Warrior and has been part of Sea Shepherd for the past 12 years. In 2019 during Sea Shepard's Operation Vanguard in Namibian Waters, Alba Treadwell joined Naude on a day of seal disentanglements. Together with Alva and Antoine, Roman Wipfli engineered the idea for “100 seal for time” after meeting Naude through Cross-Fit. Rodolphe Villevieille's dedication and love to help Namibia's challenged seal colonies, makes him an indis-

pensable member of the “100 seals for time” campaign. Media release

Rössing Uranium handover of an oxygen generator plant to the new COVID-19 isolation facility in Walvis Bay CNUC Rössing Uranium's managing director, Johan Coetzee, said in a statement today at the ceremonial handover of an oxygen generator plant for the new COVID-19 isolation facility at Walvis Bay that as a responsible employer, CNUC Rössing Uranium supports the Namibian Government's initiatives to contain the spread of the Covid-19 pandemic in Namibia.

Rossing Uranium the inside of the N$4.5 million oxygen generator plant

Rössing Uranium's MD, Johan Coetzee (right in photo) at the oxygen generator

"The oxygen generator plant delivered today, manufactured in Windhoek, is purchased by CNUC Rössing Uranium at a cost of around N$4.5 million, and will be made available to supply oxygen to about 75 to 80 of the 150 beds in the new isolation facility. When the isolation facility has served its purpose, the oxygen plant can be removed to be donated to a state hospital of our choice in the Erongo region. The event was attended by the Governor of the Erongo region and various regional and local government as well as private sector representatives, at the site where the COVID-19 isolation unit is currently under construction in Walvis Bay. "Thank you for the opportunity to share with you the good news about a contribution CNUC Rössing Uranium is making today, albeit for a reason which we all wish did not exist. This reason of course is the existence of the coronavirus pandemic, commonly known as COVID-19, and the severe steps that we all have to take to combat the spread of this disease. "We have seen the unsympathetic destruction this disease is causing all over the world, and presently, while it appears to be stagnant for just over a week, it is believed it might slowly creep up and infiltrate Namibia. Johan said that actions all over the world have shown that proper, timely planning can save lives and I want to express my gratitude to the Government of Namibia, at Central, Regional and Local level, working together with the business community, for putting measures in place to save the lives of our people. I wish to especially recognize the Corona Care Campaign, which is a fund launched by the Welwitschia Hospital. He said: "When the prospect came to us to consider making available an oxygen plant for the new coronavirus isolation facility at Walvis Bay, CNUC Rössing Uranium grabbed the opportunity to contribute, with the full support of our majority shareholder, China National Uranium Corporation Limited (CNUC) and the Rössing Board of Directors. As you may know, CNUC acquired the majority shareholding in Rössing Uranium in July 2019, and has since given significant support to our operational needs to secure the future of the mine, and making worthy contributions in the livelihoods of the communities in which we operate. "Many of our 1,000 permanent employees and about 1,000 contractor employees and their families are part of the coastal community, and as a responsible mining operation it is our duty to support Government and private sector initiatives, especially when it comes to the health, safety and wellbeing of our coastal community. Rössing Uranium's MD said that the new COVID-19 isolation facility will serve the communities of Walvis Bay, Swakopmund, Henties Bay and Arandis. "It is still unknown if Namibia will have large numbers of COVID-19 patients that will require oxygen as part of their treatment, but as stated earlier, it is best to be prepared and have the necessary treatment facilities in place should we need it. "As you are aware, Rössing Uranium have started introducing various measures to reduce the potential exposure to COVID-19 among our employees and contractors at the workplace since January 2020. "This was done by implementing control measures as prescribed by the World Health Organisation, later further enhancing these measures by complying with the State of Emergency and other Government directives. "As such, Rössing Uranium see the handover of this oxygen generator plant as an extension of our work in further reducing the potential impact of the COVID-19 pandemic on our coastal community. Johan said that on behalf of Rössing Uranium's shareholders, senior management and all employees we want to thank you for the opportunity to contribute towards this project and we wish all stakeholders all the best in the planning and construction of this COVID-19 isolation unit, especially our medical fraternity who will be at the forefront of this pandemic.

Namchoice Manufactures Face Masks For The PreWhen COVID-19 was reported in Namibia, Namchoice, the SME of Swakopmund vention Of Covid-19 could not afford to be complacent but to be innovative in order to contribute in the fight and prevention of the spread of coronavirus. Namchoice Bed Linen Manufacturers took it into their responsibility to manufacture masks because of the identified need in the town and the country as a whole as pharmacies and shops ran out of the masks. The Centers for Disease Control & Prevention (CDC) has reported that a study found that up to 25% of people with COVID-19 are asymptomatic and that COVID-19 may be most infectious when symptoms are asymptomatic and mildest, meaning that people may be spreading the virus before realizing they have it. Thus, CDC recommends wearing cloth face coverings in public settings where social distancing measures are difficult to be implemented (https://www.livescience.com/cdc-recommends-face-maskscoronavirus.html). Also Professor Karim, a South African epidemiologist and infectious

diseases specialist indicated that recent studies have shown that cloth or cotton mask does prevent the droplets that have been exhaled by a person from coming to the next person if a cloth mask is used. Thus, he strongly recommends that the public should wear the cloth masks to prevent the spread of corona virus. The masks that are manufactured by Namchoice are made up of 100% cotton. Namchoice says to the rest of the Namibians: “They sneeze, you lose your health”, “Prevent the spread of COVID-19 NOW” WEAR YOUR MASK NOW!

- “Danke, Daddy.”

Doch was sollten wir tun?

So kam, was kommen musste.

Also, herzhaft hineingebissen in die Frischprodukte!

Note als die Jalapeno.

Equipment and supporters gear launch Contributed

Cricket Namibia has made a step to turn the Namibian cricket team supporters' dreams into a reality as they launched new equipment and supporters gear on Wednesday 15 April 2020 in Windhoek. During this COVID-19 pandemic, sales and distribution will commence and communicated after the lockdown has been lifted with on-line sales and event-based selling be the main methods of distribution. Cricket Namibia's webpage will display all visual images of the different ranges and will be used as a communication platform to access information regarding sales and distribution. Cricket Namibia President, Dr. Rudie Van Vuuren said that the achievement of the senior men's team qualifying for the T20 World Cup in Australia and their consistent good performances in the ICC CWC ODI have sparked new excitement and interest in cricket as a sport in Namibia. Van Vuuren said, “It is with great excitement and pride that Cricket Namibia is launching its supporters gear.” Van Vuuren added “The launching of our supporters gear aims to further stimulate public interest, create a sense of belonging, build the Cricket Namibia brand and grow cricket among all Namibians.” Cricket Namibia CEO, Johan Muller said that the purpose of creating the range of supporter's gear is two-fold, with the importance of building awareness

and grow the brand of The Eagle's, as our National Men and Women's teams and to create high-quality equipment at affordable prices to enable young players to enter the game. Muller added “Our replica shirt is the same design, worn by The Eagles during the World Cup Qualifier in October. The supporter's shirt offers a quality T-shirt that aligns the Eagles brand in a more fashionable design.” The cricket bats range is developed in partnership with a highly respected manufacturing company and by cutting out the middleman and Cricket Namibia can supply the bats at very affordable prices to all supporters to express their ultimate fan loyalty. Muller said “We are proud of the fact that all designs are customized for our brand and I want to thank our three partners for their expertise, professionalism, and commitment in this project. Mike and Melvin from Bellingham & Smith have gone out of their way to design a bat that aligns with their high-quality reputation and fit our purpose. The same must be said of Heinrich and Theo from IXU, our technical partner, and Christo and his team from XCO Namibia. I genuinely want to thank each of them for making this a reality.”

COVID-19 delays NFA EXCO Meeting Contributed

The COVID-19 has led to the delay of the Namibia Football Association (NFA) new Executive Committee meeting which should discuss amongst others the appointment of the Acting Secretary General and setting up an Extra-ordinary Congress to discuss the NFA Financials and the suspension of the Namibia Premier league. In his brief this week, NFA President Ranga Haikali informed members of the NFA that the Executive Committee was due to meet during the Easter Weekend but the state of emergency with regard to the outbreak of the global pandemic of the coronavirus put hold to that. “We should have then followed that up with an Extra-ordinary Congress to discuss two crucial agenda topics being Approval of the AFS's 2018/19 and the issue of the suspended member Namibia Premier League”. Haikali adds that they will now have to wait and assess the COVID-19 situation, with the advice from relevant authorities before they can organize these two crucial meets. “The new EXCO has taken over from the FIFA appointed Normalization Committee but a proper handover still has to take place and this process will be concluded soon after the State of Emergency and lockdown period has been lifted”, Haikali explains. The Executive Committee will discuss matters such

as the Appointment of the Acting SG; Appointment of the Emergency Committee; the Normalization Committee handover Report; the Organogram and Staff Structure and the Appeals Committee findings on the Young African dismissal from the Namibia Premier League. The EXCO will also approve the financial budget as well as consider the NFA Competitions; Season kick off (1st and 2nd Divisions, Namibia Premier League, DebMarine Cup, Namibian Newspaper Cup and the Dr Hage Geingob Cup. “With regard to the Audited Financial Statements, we intend having the Audit Signed off by both the NC And the NFA. We are insisting that the audit be sign off with a “Disclaimer” as the Income and Expenditures were outside the term of office of the Executive Committee” Haikali states. Finally, “Our hope is for the Players or footballers to understand the situation of the NFA and hope that going forward post-Covid-19, the situation can improve”, states President Haikali.

Regional Annual Sport Awards Contributed Postponed The African Union Sports Council (AUSC) Region 5 postponed the 5th edition of the Regional Annual Sport Awards (RASA) which was to be hosted in Eswatini on the 26 May 2020. The decision followed the AUSC Region 5 Troika of Ministers' decision to put all activities planned for the first six months of the year on hold. This was resolved in the first ever Troika of Ministers virtual meeting held recently via a digital platform. A new date for the event will be considered once the pandemic is declared over. The RASA is an event that celebrates excellence and outstanding performances by sportsmen and sportswomen. It aims to motivate and celebrate the iconic contributions by our sportsmen and sportswomen to the development of sport every year. The event is open only to those countries that host their own National Annual Sports Awards as winners of these national awards become automatic nominees for the RASA. AUSC Region is delighted to note that all 10 Member Countries, Angola, Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Africa, Zambia and Zimbabwe host their own National Sports Awards. The inaugural edition of RASA was held in 2016 in South Africa who went on to host the first three edition of the event before the awards moved to Namibia, Windhoek in 2019. The event has grown in popularity over the years and has continued to attract attention from athletes, administrators, and technical officials. Captioned under the theme, “Celebrating excellence, Inspiring Innovation!”, AUSC Region 5 has a battery of programmes which include the Regional Annual Sports Awards (RASA), Region 5 Youth Games, Podium Performance Programme (PPP), Women Leadership Programme (WLP), Regional Marathon and Regional Museum which will be based in Zimbabwe.
