There is no respite in the accident rate at Walvis Bay's notorious railway crossings. On Wednesday afternoon this light delivery truck was rammed by an oncoming train at the Rikumbi Kandanga railway crossing. train leaving the railway station. Eyewitnesses at the scene said that it seemed like the driver thought he could take a chance and would make it across in time, but the result proved different. The pick-up was hit by the train on its side. Emergency services rushed to the scene to tend to injuries. Fortunately, no serious injuries were recorded. The incident caused a temporary traffic delay, as motorists were forced to take alternative routes using 5th Street East and 6th Street. TransNamib has also been criticised at the scene of the accident for its continued failure to secure railway crossings in Walvis Bay and the lack of a fenced-off railway reserve. Although there are warning lights and road signs at the railway crossings, it is dilapidated and dirty. People urged the railway authority to re-instate a boom-system and for the entire railway line to be fenced-off for the general safety of pedestrians.
Natis officials clash driving school instructors Erwin Leuschner A dispute between officials of the Swakopmund NaTIS office and various owners of driving schools ensured on Tuesday this week after a high-level visit from the Ministry of Works and Transport was conducted on the premises. The police was called in to ensure law and order – the situation fortunately remained peaceful. Full Report on page 2

This plot was used to hide cannabis parcels Erwin Leuschner The Swakopmund Town Council has decided to sell a big property located along the Henties Bay road after the police has deemed it a high-crime area. The triangular erf located diagonally across the Atlantic High School is zoned as a public open space and has been an eyesore due to excessive littering for many years. Criminal activities in the Swakopmund suburb Vineta will certainly be hampered once the property in question will be developed. Town Council decided that it intends to offer Erf 2226 measuring 3 923m² to the two private companies, Blake One Properties Development and SEGO Investments, by private transaction. Both entities wish to develop the property. The erf is a haven for criminals – a fact that was highlighted by the Namibian Police. In a letter sent to the municipality in June this year the police describes the property as being a “stumbling block for the Crime Prevention Unit.” “It is the recommendation of the Namibian Police that you close this erf as it cannot be used in future as a recreational space because of the many complaints that we receive regularly from the neighbours and the public,” the letter reads, signed by Station Commander Inspector Aebeb. According to Aebeb there were a number of cases reported at the police regarding the property in question. Amongst others criminals use the space to hide or to run across after stealing something in

Vineta. “This space was used to hide dagga parcels,” he states. The police also notes that the property has become a public toilet, while young people use the space for party activities and vandalism. “We receive so many complaints and it is difficult for the Namibian Police to monitor the erf, because our resources are very limited,” Inspector Aebeb writes. During the recent Town Council meeting it was decided that the property be offered for sale once various statutory processes have been completed. It will be offered to Blake One Properties Development and SEGO Investments. Blake One intends to develop “Middle High Income Town House” on the erf. Blake One applied for the erf in a letter signed by David Momoje. Even though SEGO Investments, being represented by the member Ambrosius Marsh, was also interested in the property, the company has now stated otherwise. In a letter sent by Marsh to the municipality in August this year he states that “we have lost hope” (sic) and do not want to buy the erf anymore.

were paid over to the Rössmund Golf Club, owners became unhappy as the funds were needed for the upkeep of the property. Only after further investigation owners discovered their properties were never part of the Rössmund Golf Club and that the Rössmund Golf Club belonged to Rössmund Golf Club Close Corporation of which Mr Wim van der Plas is the sole member. Furthermore, the notarial bonds registered against their Title Deeds were invalid as a non-existent or fictional Section 21 Company registration number was used to register such notarial bonds. Lawyers Malherbe and Van der Merwe are currently each facing 76 charges of fraud and theft under false pretence after they admitted to using this fictional Section 21 company registration number in the present litigation. The implications are beyond that. A third lawyer also of the firm D F Malherbe & Partners, Percy van Zyl is also under investigation as he allegedly assisted van der Merwe in selling the properties. In the case of Marco Swartz, the matter was also referred to the Anti-Corruption Commission for investigation. As with the disgruntled owners, any attempt by the Developer to rectify the matter over the false Section 21 company registration number will be opposed. An application in this regard was launched by the Rössmund Golf Course Home Owners Association in the Swakopmund Magistrate's Court and the matter has been postponed for a decision as to whether the Magi-strate's Court has jurisdiction to deal with the matter. Homeowners said they wish to normalise their lives in the suburb at Rössmund and live like ordinary citizens without restrictions over the architectural designs, payment of levies and other restrictions that comes with a Body Corporate or other types of exclusive residential control bodies. The lawyer acting for disgruntled and unhappy owners, Advocate Richard Metcalfe, advised that owners may, at their own discretion, institute legal action against the Developer and other stakeholders to recover losses associated with the misrepresentation of Rössmund as a golf estate, and to recover monies paid to the Rössmund Golf Club Close Corporation. He also advised that as the Rössmund Golf Club Close Corporation is a profit generating entity which is a member of the Section 21 Company, the Section 21 Company is no longer entitled to operate as a non-profit entity. No doubt this quagmire of deception and lies needs to be exposed and the Municipality of Swakopmund must take action on this fraud perpetrated upon the residents of Rössmund Township.

The Swakopmund Fire Brigade has recently put a close to 50 year old oxygen breathing apparatus, as well as a slightly younger respirator on display at the fire station. The old equipment was once used at the Rössing Uranium Mine before being donated to the fire brigade. The condition of the “ancient” equipment is still immaculate. The older of the two pieces is an M-S-A oxygen breathing apparatus estimated to be about 50 years old. On a pamphlet in the red case it states that the equipment was first patented in 1951. If the equipment was ever used is not known. It is described as being an open-circuit system. The oxygen breathing apparatus operates independently of the outside air using a canister containing a chemical which, upon contact with the moisture in the exhaled breath, evolves oxygen for breathing requirements and absorbs exhaled carbon dioxide. The second piece is a respirator built in 1969 – making it 47 years old now. This kit, which is still neatly packed in a silver metal case, was built by Dräger in Germany. “I contacted Dräger in South Africa about it and they were very keen on buying it, but we won't sell it. It is a very nice kit,” said Swakopmund Fire Chief Adri Goosen. The kit includes two oxygen bottles, which are still full – even after all these years. “It still looks like new. Like it has never used before,” Goosen continued. The Swakopmund Fire Brigade has a very rich history dating back to the beginnings of the town. A lot of information about major fire incidents is available at the Scientific Society Swakopmund. Some of the documents available there now were donated by the Swakopmund Fire Brigade. “I found an old register in our office dating back to 1936, where various incidents were recorded. I think this information is in better hands at the Sam Cohen Library,” he said.

Firefighters from all over train in Swakopmund 20 Firefighters from various local authorities all over Namibia are on a training course at the Swakopmund Fire Brigade until tomorrow. As part of the basic firefighting offered the firemen had to do a search-and-rescue operation in a house yesterday and extinguish an open fire. Some old tyres were set alight on the premises of the fire station. “We trained them on fighting the flames against the wind,” said Fire Chief Adri Goosen. The training was offered by the Ministry of Urban & Rural Development. According to Frederika Shigwedha, Chief Administrator Officer of Disaster Risk Management in the Ministry this type of training will now be offered continuously. “Such a refresher course is important for these people,” she said to namib times. “You never know what disaster might come next.” The training will conclude today.

The application was received by Zhong Mei Engineering Group (ZMEG), which intends to accommodate a maximum of ten employees on their current lease site located close to Mile 6. The company, which is currently busy with the tarring of the Swakopmund-Henties Bay-Uis road, aims to accommodate the staff close to the crush stone equipment to expedite their operations for the completion of the project. In the Agenda of the recent meeting Council turned down the application. It is argued that should the application be considered in a positive light, “similar applications to accommodate employees on construction camp sites might follow.” ZMEG argued that during the construction of the plant about ten employees will be accommodated on-site, while after completion this number would decrease to five or six to operate the equipment. “Our only purpose is just that we can do our best to complete this road in order to add to the distribution layout for the Namibia Traffic System (sic),” the application by ZMEG states. It was not the first application of this type that Council did not approve though. The company Unik Construction Engineering Namibia, which has been awarded the contract to upgrade the road between Swakopmund and Walvis Bay (MR44) behind the dunes to a freeway standard, got a similar answer. Unik has set up a construction camp close to the turn-off to the B2 measuring 15 000 m². In this case it was also decided that the area may only be used for the exclusive purpose of establishing a construction site to store equipment and to establish a workshop – not as accommodation for staff. Council has only decided twice to allow staff members to overnight on construction camps. Once for the Roads Contractor Company Limited (2001) and once for Le Bau CC (2008)

Tourism is booming in Namibia comparing it to the August statistics of the past five years, and the coming months are looking very promising.” The Gondwana Collection consists of 14 lodges throughout the country and a hotel in Swakopmund. Over the past month the properties received more guests than expected and surpassed optimistic forecasts. Previous records were smashed with Etosha Safari Camp's 99% occupancy, followed by Namib Desert Lodge (88%) and the Canyon Lodge and Namushasha River Lodge (each 83%). “We've seen a steady increase in tourist numbers since the beginning of this year”, says the Gondwana Collection's Financial Director Jaco Visser. “Through the combination of the demand from tourists and tour operators and the effective co-ordination of our reservations system, we managed to achieve such an excellent occupancy. We would like to thank the tour operators who handled their block bookings responsibly.” Gondwana's Managing Director Mannfred Goldbeck adds: “Currently the stars are smiling down on tourism. Namibia is considered as a safe travel destination thanks to its political stability and good infrastructure. Then you add the good marketing strategy the Namibia Tourism Board in Frankfurt has in place, the weak Rand, and of course the new airlines that fly to our country.” Political stability, good infrastructure and a safe traveling destination were cited as some of the main strengths of Namibia which ensure “the stars smiling down on the country's tourism.” This was said in a statement by the Managing Director of the Gondwana Group, Mannfred Goldbeck, who said the Group posted a record 78,56 % monthly occupancy rate in August, the best monthly occupancy rate overall since the company's inception two decades ago. Goldbeck added the good marketing strategy of the Namibian Tourism Board in Frankfurt, Germany, the weak Rand and the introduction of more airlines operating to Namibia as further factors for its success. “Tourism is booming”, says Gondwana who also owns The Delight Swakopmund, in a statement earlier this week. The statement is quoted: “Tourism in Namibia is booming. In August the Gondwana Collection experienced their best monthly occupancy since its inception 20 years ago. More and more overseas tourists are travelling to Namibia to enjoy the luxury of space and guaranteed sunshine. “The bed occupancy for August reached a surprising 78.56%. This is a number we have never reached before,” says the Reservations Manager, Leez Hövelmann. “The numbers have increased with nearly 10% when

Peace Runners pays a courtesy visit to Swakopmund schools
Learners of Swakopmund Primary School with the Peace Runners in front of their school Sharlien Tjambari
This week an international team of runners from the Sri Chinmoy Oneness- Home Peace Run, the world's longest and largest relay for peace, carried a flaming torch to Namibia as part of a worldwide peace initiative involving events in 140 countries. The team visited four schools in Windhoek on Monday 12 September and three schools in Swakopmund on Tuesday 13 September. “We do this relay run for the cause of peace and we run it with an Olympic style flaming peace torch. Today we visited your Mayor, she is very very kind and she sang the Peace Run song with us, she is a very good singer. Namibia is a very peaceful country and we found that when
we visit, everybody bring their own aspirations for peace and for a better world and we see something very very special when we are here” said Abhijatri Robinson, a Peace Runner. The total of five runners also ran in Swakopmund on Tuesday Morning. According to Robinson, they
feel that peace is something that is fundamental to everything, “if there is peace, there are no wars, there is no poverty, no hunger and all of our problems we suffer with around the world disappears. In time the Peace Runners have already gotten more momentum and it is becoming a huge
worldwide event. In Africa it is still small, but Africa actually loves the Peace Run and when the only complaint we got was why we do not make the run bigger and Africa is the only ready continent for the Peace Run” adds Robinson. Since the inception in 1987, Peace Runners have covered more than 500 000 kilometres in the course of peace. This year's Peace Run
in Namibia was centred around two days of peace events in the city o f Wi n d h o e k a n d Swakopmund. At all seven schools that were visited in Namibia, each school visit included a presentation by the Peace Run team on the theme “Why run for Peace?”, followed by the singing of songs for peace by the Peace Run team. The Peace run which is history's largest and longest running relay, is non-political, non-religious and non-commercial. Robinson further said that there is a message that we are trying to teach children in schools which they call the motto of the Peace Run, which is “Peace begins with me”. “So it's not telling anyone to be peaceful, but trying
to be peaceful yourself and when we teach the kids they shout at the top of their voices”. In Swakopmund the team visited Namib Primary School, Vrede Rede Primary School and Swakopmund Primary School. Robinson said they are also looking for more people to join them and the run does not have limits, “you can run a few metres or even 500 kilometres if you like, it does not matter because it depends on the runner.” The Peace Run was founded in 1987 by the late Sri Chinmoy, renowned peace visionary, who saw sport as a powerful instrument for promoting global harmony. The run is organized and financed entirely by volunteers
The Principal of Swakopmund Primary School, Mr Ebenester Tjomuinjo welcomed the Peace Runners to his school with open arms and he is seen holding the peace torch
inspired by Sri Chinmoy's initiative, which simply strives to encourage goodwill among people of all nations. The Peace Run have received support from many prominent world leaders including the late President Nelson Mandela, Archbishop Desmond Tutu, Mikhail Gorbachev, Mother Theresa and athlete Carl Lewis. Dr Davidson Hepburn, the Former President of the 35th General Conference of the United Nations Educational, Scientific and Cultural Organisation (UNESCO) expressed his appreciation for the torch relay, “the torch, passed from hand to hand, has encouraged millions of individuals to aspire for a world of oneness and peace. I wish you continue the success as you expand your efforts”. This was the second time that the Sri Chinmoy Home Peace Run visited Namibia, their first visit was to Katima Mulilo in 2010 for the World Harmony Run.

Walvisfees offers a variety of activities for runners, cyclist and fitness fanatics. The annual Lucky Star Marathon & Cycle Tour will this year again form part of the activities of the Walvisfees taking place on 1 October 2016 in Walvis Bay. A total prize money of N$89 100 is up for grabs for runners and cyclists who participate in a range of events including a marathon, half-marathon and 10km fun run; and for the cyclists a 105km road race, 21km mountain bike, 21km fat bike and 5km kiddies ride. Online registrations (open until 18 September) can be done on the official website: www.etoshafish.com.na. Entry fee for all events is N$100. All other information, including the routes, can be viewed on the website. The Lucky Star Marathon is one of the oldest events in Namibia and started out at the Dolphin Marathon in 1985. In 2015 the cycling events were added and the event incorporated into the Walvisfees. The Lucky Star marathon is a favourite among runners as its unique route follows the main road between Swakopmund and Walvis Bay to finish at the Jan Wilken Stadium. All other running and cycling events start and finish at the Jan Wilken Stadium. The Lucky Star Marathon serves as a qualifier for the renowned Two Oceans and Comrades marathons and the 105km cycling race is a Namibia Cycling Federation sanctioned event. As part of the activities of the Walvisfees on 1 October, a Strong Man competition will also be hosted. So if running or cycling is not your thing, you can always pit your strength against other body builders in Namibia. It will be the fourth year in a row that the competition will be held as part of the Walvisfees activities. Females can participate in their own class, while the men will participate in a junior and senior class. A variety of activities will test the strength of participants and promises to be excellent entertainment for all spectators. For more information or to enter persons can contact Andre du Preez on 081 257 4477.

lich an.

Dakar 2017: Toyota Hilux Evo Tested In Northwest The brand new Toyota Gazoo Racing SA Hilux Evo enjoyed its first test session recently, when Giniel de Villiers and navigator Dirk von Zitzewitz put the revolutionary two-wheel-drive vehicle through its paces at a location in the Northwest Province of South Africa. It was the first real-world test for the Toyota Hilux Evo, and the initial results were highly encouraging. "It is always exciting to put a completely new concept to the test," says Toyota Gazoo Racing SA Team Principal, Glyn Hall. "And the Toyota Hilux Evo is just such a concept. Now that we've had a chance to see it in action over terrain that matches certain parts of the Dakar, we are
highly encouraged." The new vehicle is a departure from Toyota Gazoo Racing SA's proven four-wheeldrive vehicles, which have attained spectacular results on the Dakar Rally over the past five years. These vehicles are also dominating the local Donaldson Cross-Country
Championship, with Leeroy Poulter and navigator Rob Howie leading the championship. As its name suggests, the Toyota Hilux Evo, represents the next evolution of Dakar racing for Toyota Gazoo Racing SA, and will allow the team to compete on a more even footing that ever before. The first test was aimed at validating the design, more than developing the vehicle further. As such, De Villiers/Von Zitzewitz tested the Toyota Hilux Evo over a number of different terrain types, and always came back with positive feedback. “The new vehicle is significantly faster over the rough stuff," said De Villiers at the completion of the test session. "Granted, it takes some getting used to, and it certainly doesn't feel the same as the four-wheeldrive. But man, it is quick!" The Toyota Hilux Evo has a target weight that is nearly 600 kilograms lighter than the current race vehicle, and even though attaining that target is nearly impossible, the new vehicle will certainly have a significantly better powerto-weight ratio. "Now that we've proven the concept, we'll go back and refine the vehicle as much as possible," says Hall. "We've got a lot of data on the dampers and settings from the fourwheel-drive, so we're not starting from scratch. With that said, we'll need a lot more testing before we ship the vehicles off to South America in December." In the meantime, the fabrication crew is constructing two more Toyota Hilux Evos at the team's HQ in Barbeque Downs, near the Kyalami Racetrack in Gauteng, South Africa. These vehicles will be allocated to Leeroy Poulter and Rob Howie; as well as the team's latest signings, Nasser AlAttiyah and Matthieu Baumel.

To my beloved husband Ronnie You filled my world with special joy and happiness untold, You always had a sunny way and a lovely heart of gold, You made my life so much brighter, just by being thoughtful too, And saying kind and helpful things was typical of you. That’s why it’s hard to face the world and know you won’t be there. Lighting up life so warmly with your smile beyond compare, The memories you’ve left behind grow sweeter day by day But you are missed my darling Ronnie, more than words can ever say. Love you forever
Your loving wife Carol Farewell our Friend
The Broken Chain We little knew that morning that God was going to call your name. In life we loved you dearly. In death we do the same It broke our hearts to lose you, you did not go alone; for part of us went with you, The day God called you home. . You left us peaceful memories, your love is still our guide, and though we cannot see you, you are always by our side. Our family chain is broken, and nothing seems the same, but as God calls us one by one, The chain will link again.
