LED vehicle lamps legal Confusion after magistrate overturns acquittal of two vehicle owners who had “LED bars” fitted to their vehicles Floris Steenkamp The already complicated and confusing saga around LED vehicle lamps (led = light emitting diodes) has become more confusing. That is after a successful appeal by the Walvis Bay municipal traffic department against the acquittal earlier this year of two motorists on charges their vehicles were fitted with additional lamps that does not conform to specifications as per traffic legislation. The charges read as follows: “vehicles were However, sadly magistrate Nikolaidis' appeal fitted with a lamp other than a lamp prescribed judgement was gravely misinterpreted and misor authorised in terms of the Road Traffic and understood, it now turns out. Flies, Flies! Walvis Bay has become Namibia's fly capital. Residents in recent weeks reported no less than fifty complaints at the municipality's health department, citing the fly outbreak poses a hygiene risk to restaurant- and hotel kitchens, at schools, the hospitals and is also a subject of great frustration to residents in general. It was understood this week that areas close to the sewerage water treatment plant are worst hit and includes Hermes. Reports to namib times by residents confirmed this, but suburbs in near the central business district and near the civic centre also reported to namib times their growing frustration with flies. An official of the municipality of Walvis Bay was willing to put the fly-matter into perspective on condition of anonymity as he is not permitted to speak to the media. He pointed out that upgrading work at the sewerage treatment plant slowed down the process to treat sewage waste into semi-purified effluent. The build-up of raw sewerage at the plant caused the fly outbreak.

Wi t h t h e h o l i d a y season fast approaching a warning has been extended by the Namibian Police for parents to be vigilant when it comes to child supervision during holiday outings. Whether at the beach or visiting holiday homes and visiting friends where there are a swimming pool on the premises, parents should always ensure kids are supervised and
that they are always seen. Never assume, always ensure you have your eyes on your children, as a drowning incident can ensue without notice. It can happen in the event of an unexpected wave, a rip current or where people are relaxing at home not noticing a young child falling into the swimming pool.

In the “light” perspective Additional lights (lamps) mounted to a vehicle’s front are only legal in the following instances: ·The two lamps must be mounted at an even distance and height from the vehicle’s center line. One lamp on the left of the center line and the other on the right hand side of the center line. See picture bottom right how to determine the center line. The center line runs from the vehicle’s front to the back. ·These two additional lamps may only emit a beam light. ·These two additional lamps may only be fitted at the following heights: (a) no higher than 1,4m from the ground and the lamp may not be more than 50cm behind the vehicle’s further-most protruding front end. ·In cases where additional lamps are LEDtype lights, the amount of LED-bulbs in the lamp are irrelevant. The complete lamp counts as one. Example: if you have two additional lamps fitted on the vehicle and each lamp contains seven LED-bulbs it does not mean you have fourteen LED lights fitted. The lamp, irrespective of the number of LED-bulbs counts as one unit.
Above: Additional lamps may only be at a certain height and a certain distance from a vehicle’s front. Therefore additional lamps fitted on a roll bar or on a vehicle’s roof or roof carrier are too high and too far from the vehicle’s front. These lamps are therefore illegal in Namibia
Below: only law enforcement or emergency vehicles are allowed any additional lights on the vehicle other than at the front. These lights are usually fitted on the vehicle’s roof or even at the back of the vehicle. The emergency lights are usually orange, red and blue in colour.

Lion's Old Age home tests over 80 residents within an hour for diabetes Sharlien Tjambari
The Swakopmund Lions Club had their free diabetes testing on Wednesday this week in honour of the World Diabetes Day which is annually commemorated on 14 November. This year's theme was “The Family and Diabetes.
Johan Van Es of the Lion's Old Age Home is seen with Francis Maletzky and Mrs. Magret Bester.
The lion's Club frail care Nurse Francis Maletzky and Mrs Magret Bester tested about 80 pensioners and residents of the Lion's Old Age Home within an hour's time on Wednesday. The free testing takes place annually on this day at all the old age homes around the country. Some of the staff members who are not pensioners were also tested. Research shows that over 425 million people are currently living with diabetes. Most of these cases are type two diabetes, which is largely preventable through regular physical activity, a healthy and balanced diet, and the promotion of healthy living environments. Families have a key to play in addressing the modifiable risk factors for type 2 diabetes and must be provided with the necessary education, resources and environments to live a healthy lifestyle. Diabetes is a costly condition and without the correct treatment life-threatening complications and even death can occur. Diabetes is a global issue. Research further indicates that it is the eighth most likely cause of death, which resulted in 4.9 million deaths in 2014 worldwide. According to the international Diabetes Federation, almost 600 million
people in the world may be living with diabetes by 2035. Diabetes is a condition that affects more and more Namibians each year, yet very few people are aware of the extent of the problem. Therefore, the Namibian Diabetes Lifestyle Foundation was established in 2012. The main objectives of the foundation are: creating awareness so everyone can be informed about type 1and 2 diabetes, whether it affects themselves or those around them; and to give support to children living with type 1 diabetes without medical aid by providing them with insulin, blood glucose test strips and other needs that may arise for the effective management of this condition.
MEDIA STATEMENT In recent days various comments have been posted on social media which have portrayed Walvis Bay Superspar as having terminated the services of the car guards who have been operating from the parking area in front of Walvis Bay Superspar and as being unsympathetic to the plight of such car guards. From the outset we as management of Walvis Bay Superspar wish to stress that the car guards operating at our parking lot situated on our private property and reserved for our customers only, have never been employed by us but have been allowed by us to operate from within our parking lot as it provided the car guards with the opportunity to earn an income while rendering a service beneficial to our customers. As far as we are aware car guards are registered at the Municipality of Walvis Bay who provide them with municipal reflector jackets and ID cards but they are for all other intents and purposes self-employed. As is the case with many other local businesses we have in recent times been exposed to ever increasing incidents of criminals targeting our customers while shopping at our premises and have also been receiving complaints from customers that they are being harassed by vagrants who frequent our parking area to beg from our customers. The car guards operating within our parking lot cannot be expected to resolve these concerns and complaints for us as they are simply not equipped therefor and we are also not in a position to make any demands from them as they are not employed by us. As management of Walvis Bay Superspar we are responsible to ensure that our customers' concerns and complaints are addressed and we have therefore been necessitated to appoint a private security firm which is answerable to us to provide improved security to our customers in and outside our premises and at our costs. For the car guards to continue with attempting to earn their income from providing their services at Walvis Bay Superspar's parking lot where security guards will henceforth be stationed will simply no longer be viable for the car guards or be in the best interest of our customers. We are however not unsympathetic to the plight of the car guards and have therefore liaised with the official responsible for the car guards at the traffic department of the Walvis Bay Municipality and in order to alleviate any potential hardship which may occur have also offered all four car guards who were stationed at our lot, irrespective of their ages, employment at Walvis Bay Superspar in positions unrelated to security. To date only one of such car guards has taken us up on such offer and assumed employment at Walvis Bay Superspar. We trust that this statement will serve to clear up any misconceptions regarding the facts of this matter, which may have been created by inaccurate postings or commentaries exchanged on social media regarding this issue. We thank all our customers for the loyal support and apologize for any uncertainty caused.

Water Tariffs unbearable in Matutura and new NHE extension Sharlien Tjambari
A number of residents living in Matutura and the New NHE extension are not happy with their water bills at the end of each month because they remain the same whether there was consumption or not. They alleged that somehow someone is not doing his or her job. The residents are complaining that their water bills remain the same even if they do not consume water, especially those who work at sea and only come back home after three months; they feel somehow the water bill must decrease when there is no one at home or increase when there are people living in the house. The Spokesperson for the Swakopmund Municipality Aili Gebhardt said if there is no consumption, there will be no water consumption levied on any consumers account, even if the properties are not occupied, consumers will still be levied the monthly basic charges on their respective service accounts. Gebhardt advises consumers with abnormal consumptions are encouraged to report such to our offices for further investigations. The residents however, feel that the officials assigned for recording water meters are not going out in the field to collect this meters and only estimate the water consumption per household from their offices. namib times asked Gebhardt how often they record water meters, and this is
what she had to say: “The reading is done on a daily basis. Swakopmund is divided into different routes and the readings are executed on scheduled
dates of the respective routes. Each Meter Reader has been allocated routes. Council is now making used of electronic hand-held
devices to record the water meter, which is also effective. She further said there are currently seven Meter Readers for the whole of Swakopmund. Commenting on
why rates and taxes differ as per respective suburbs Aili mentioned that the same tariffs are being applied for determining the rates and taxes payable regardless
of the suburb, however the value of the properties in respective suburbs do differ, therefore the rates and taxes payable by consumers will differ.

Winners Mens A: Brandon and Trevor Grane
Winners Mixed Doubles: Zeenad Martins and Lino Koopman
The Namib Diesel Social Doubles League came to an exciting end with some of the scores really close and it was everything to play for in the final round. The final outcome was as follows:In the Men's A section the favorites Trevor and Brandon Grane managed to amass a good amount of points throughout the league, which carried them through and gave them the edge they needed in the end to lift the Trophy for 2018. The runners-up were Leslie Bosman and Cecil Humphries and in third place were the sponsors Namib Diesel's Jaco de Witt and Angelo Titus. Chantel and Chelsea de Gouveia's youth, fitness and great style of play put them a notch above the other teams and took the trophy for the Ladies Section with reasonable ease. Diana Meyer and Lindsay Lottering were the runners-up and Christina Beukes and Paula Louw took third slot. The Men's B section was taken by a Shawn Mouton and Gunther van Wyk who are rarely seen at the club, but come out of the woodwork during doubles competitions and seem to gel well together.
Runners-up were Patrick Quinn and Willie van Duijvenbode and in third place were Joe Hermann and Lino Koopman. In the Mixed Doubles Section Zeenad Martins and Lino Koopman just managed to take the title on points to fend off late entrants and runners-up Carla Cummings and Christopher Hill. Christina and Ettienne Beukes managed a good third place. It was a large entry, which had a superb atmosphere and thoroughly enjoyed by all. It definitely has to be ranked as one of the top events of the year. Mr Jaco de Witt for the sponsor Namib Diesel was greatly impressed by the turnout and sportsmanship shown throughout the event, confirming that next year shall once again be sponsored by them. It goes without saying that Buccaneers Squash Club thanks Namib Diesel for their ongoing support of squash and sponsorship of this popular annual event.

The coastal rally drivers Allan Martin and navigator Maretha Olivier and Jan Everson and navigator Fanie Botes that participated in the 50th Total Tara Rally was (like they say in Tara languish) bit by the Tara cat.
Allan Martin and Maretha Olivier racing in their J&P Hydraulics 4x4 16 Valve Polo Vivo S2000 (4x4) named “Try me 2”
Allan Martin and Maretha Olivier racing in their J&P Hydraulics 4x4 16 Valve Polo Vivo S2000 (4x4) named “Try me 2” was second with a time of 7min: 03sec after the conclusion of the first four stages. Jan Everson and Fanie Botes was the fastest in the S2 class in their Seal Consulting Engineers sponsored front weal dive VW Polo S2000 with a time of 7min: 15 sec at the end of the first four stages. Allen stared the fifth stage the Friday in the second overall position and first in the S3 class. He however had to retire after the stage seven as his &P Hydraulics 4x4 16 Valve Polo Vivo S2000 (4x4) had a mechanical problem. Jan Everson and Fanie Botes started stage five in the place overall but after stage thirteen he also retired with mechanical problems with the Seal Consulting Engineers sponsored front weal dive VW Polo S2000. Allen said “Dit was my hartseerste oomblik toe
ek nie kan klaar maak.” “We will be back next year to be the better. The roads up to Wilhelmsdal were in a very good condition and the overall organizing was very good” Allen added. Allen also motioned that next year there will be a total of six rallies country wide and that Walvis Bay Motor Club will be the host of two rallies at the coast. He further added that son Zachary Martin his son will be back next year in the S1 class. Jan Everson said that the spirit of the rally was very good and that everyone from the drivers to the spectators and that credit should be given to the organiser who set up the routes which are challenging and gets everything ready. “It was an amazing Tara Rally, which was one of the toughest rallies in Africa if not the world. Despite all the challenges with the tough routes some drivers managed to finish” Everson added.
