Fishing industry urged to take investment in sector seriously Liesl Losper Fisheries minister Bernhardt Esau made a renewed call on fishing companies to invest in the upgrading of fish processing facilities, vessels and other fishing assets to ensure safety of crews and to enhance production. The minister made this statement on Friday at the renaming of the horse mackerel fishing vessel Sunfish II to Carapau I. During the renaming ceremony he commended Carapau Fishing for investing in the fishing sector, instead of relying on other stakeholders for vessels to work the company's quota. “It is a known fact that in fishing business inefficiencies can cost fishing operators dearly and the move by Carapau Fishing in acquiring a new vessel is a good indication of promoting efficiencies
which can translate into increased catching capacity and attain good quality”, the Minister said. Carapau Fishing was established in 2014 by Atlantic Sea Products, Diaz Fishing, Namsov Fishing Enterprises and Spoto Fishing, with each of these fishing companies having an equal share of 25% Carapau Fishing purchased Sunfish II from Namsov Fishing Enterprise on a five year payback plan. According to Esau Carapau's purchase of the vessel is a statement of the company's loyalty
towards the acquisition of assets in the fishing sector and a commitment to catch the quota allocated to itself, instead of relying on other fishing entities for vessels. “The effort to invest in this particular fishing vessel carries many meanings. Most importantly it is also testimony to the dedication of Carapau Fishing and its business associates. It contributes towards workers satisfaction and greater productivity in operations. Carapau spent a total of N$120 million on the Carapau I. This

Invest in fishing Continued from Page 1 makes it possible now for the vessel to house 94 crew members and it has a capacity to catch 30 000 metric tons of fish per annum. Apart from investing in its own vessel, the Minister said he took notice of the company's eagerness to invest in land-based processing and to market and distribute Namibian fish under the Carapau brand name.

Carapau Fishing catching its own mid-water quota now Carapau Fishing, a horse mackerel fishing company who was established in November 2014 had the re-christening of its recent acquirted horse mackerel trawler on Friday. The trawler Sunfish II has ben renamed and now sails under the name Carapau I. The Minister of Fisheries and Marine Resources, Bernard Esau and the Director of Carapau Fishing, Peter Carlson, witnessed this milestone event on Friday as the guests of honour. Carapau Fishing purchased the vessel from one of its shareholders, Namsov Fishing Enterprises, at a price tag of N$137 million. Namsov and three other fishing companies, Atlantic Sea Products, Diaz Fishing and Spoto Fishing have equal shareholding of 25 % in Carapau Fishing (Pty) Ltd. With the exception of Namsov the other shareholders are newcomer right holders who did not have an own vessel to catch its quota initially. The acquisition effectively empowers these new right holders by owning its first vessel. The fact that Namsov too is a Namibian company makes Carapau Fishing a wholly owned Namibian company with its own 100 % Namibian owned vessel, an insider explained on the sidelines at the re-christening ceremony on Friday.
The fishing vessel's sales price is funded through a five year financing agreement with Namsov. “The timing of the acquisition favoured Carapau tremendously. We all know what happened to the US Dollar – Namibian Dollar exchange rate”, the minister said pointing to a situation where the US Dollar gained unprecedented strength against the Namibia Dollar. Namibian fish exporters earn in US Dollar. Peter Carlson views the acquisition as a much welcomed direct investment not only in the Namibian fishing industry but also the positive spin-off to the wider economy. Carapau Fishing also invested in the vessel's upgrade. It now carries 92 crew members and the catch capacity increased to 30 000 tons per annum, from 25 334 tons in 2015. Carapau 1 was built in 1991 in Chemmomorsky Shipyard, Nikolayev in Ukrain. She was acquired by Namsov in June 1997.

A father, left infuriated after his son and a female friend of his son were physicallly assaulted by two unknown men in Swakopmund, says he is offering a reward of N$10 000 leading to the identification of the culprits. Mr Willie De Klerk from Swakopmund is offering the reward for information leading to the positive identification of two culprits. His son is 17year-old and the female is 15 years of age. The alleged assault took place on 6 February. According to Mr De Klerk his son and his son's friend were walking in Backer Street towards town (behind the SSS hostel), when two men approached
them and asked if they could use his son's cell phone to send a text message. “My son responded by saying that he does not have airtime. They parted and kept on walking. However, the next moment my son was attacked from behind, beaten to the ground, kicked in the face and on his head repeatedly. His friend was then hit in the face. The two attackers grabbed the female's cell phone and
ran. Fortunately people living in the vicinity emerged from a house upon hearing the commotion. The attackers subsequently dropped the cell phone and they ran away,” de Klerk explained. A case was opened at the police station (CR 09/02/2016), but De Klerk is also seeking help from the public in identifying the two culprits. “The one culprit is between 1.75 and 1.8 meters tall, slender, wore a
blue and white check shirt and dark skinny jeans. His accomplice is chubby, approximately 1.6 meters tall, wore light short pants and a grey T-shirt. If anybody has seen them, or could identify them, please contact the following number 081 242 7787. Any and all information will be treated as confidential. A reward of N$10 000 will be paid for information that leads to a positive identification and prosecution.”

Article 2/3 on the issue of Marine Phosphate Mining
Investment in marine phosphate mining could be skewered “Namibia requires investments which generate jobs and the proposed Lüderitzbased 24 billion Namibian Dollar investment in harbour facilities, and phosphate fertilizer factory sound too good to be true! On the face of it, the investment of such magnitude in Namibia should have a more than positive impact on the economy of the country,” according to the Chairman of the Confederation of Namibian Fishing Industries, Mr Matti Amukwa. In the second of a series of three articles Mr Amukwa explains the fishing industry's position towards marine phosphate mining as a possibility in Namibia in the future. In the previous article Amukwa made it clear the fishing industry does not want to highjack the sea off the Namibian coast as its exclusive economic domain, but stressed the importance for an independent, in-depth research to be carried out before Namibia can only start to consider marine phosphate mining. The construction of harbour facilities cannot be carried out by Namibian companies, so that part of the investment is exported to countries and companies that have the ability to build harbours. The phosphate acid plant is a highly complex chemical/industrial operation and would be designed and built by specialist companies from overseas who have the skills and who will bring with them their own workforce to carry out the highly specialised tasks. Again another big chunk of the proposed investment is spent outside of the country, and it is questionable what proportion of the proposed investment will create work for Namibian companies, probably only crumbs! Also, these investments can be written off against tax, so potentially it will be a long time till the Namibian Ministry of Finance sees tax revenue for the country. Like in all major developments, substantial capital investments are required, sums of money which even well established and financially strong companies, do not have lying around. Therefore at the end of the day, banks and other financial institutions need to be approached to finance the envisaged project. It is quite normal that banks will view the feasibility study presented by the promoters of a multi-million or even billion project more critically than the promoters, who see their project in glowing colours. When advancing a project, the promoters base their projections on assumptions. These assumption's, may be well founded or lightly taken. However solid they may be, they remain assumptions! The world economy currently is full of assumptions, which although based on the best available knowledge when taken, have gone wrong. Nobody connected to the oil industry foresaw the price for oil dropping from over U$100 to less than U$30! Nobody expected America, as a result of fracking, to move from an oil importer to an oil exporter. Yet it happened and those countries, like our neighbour Angola, Russia and Nigeria, who had assumed the high oil price, are today battling to keep their economies afloat! Namibia was overrun by applicants for uranium licences, and we were looking forward to having eight or nine mines in the country making us the world's biggest

Usakos police should pull up their socks, not their shoulders......... I am writing this letter to complain over the increasing phenomena at Usakos, where school children throw trucks with stones, and the town’s police are just pulling up their shoulders and stating there is nothing they can do about it. My truck’s windscreen was badly damaged by a stone on Friday, and the driver saw children throwing stones at the truck. They ran away and subsequently my driver went to the local police station where he was told there is nothing they (the Police) can do about it. This situation is unacceptable. Not only do I have to replace this windscreen at considerable cost (and profit loss), but imagine the danger if the truck’s windscreen would shatter whilst the truck returns to the coast. Who is going to answer if there is an accident and innocent people are killed or injured? I recall an incident at Usakos last year in which an elderly man was attacked in his yard, and he shot and wounded the culprit. This man later committed suicide, because he knew he was in trouble with the law. What did the Usakos police do about the case? Can the police tell me whether the culprit (who attacked the old man) was ever charged for trespassing or attempted murder? Please Usakos police, pull up your socks not your shoulders. uranium producer. Then came Fukushima, the world took a different view on atomic energy and today we have two mines operational, benefitting from the weak Namibian Dollar, one under construction and the balance in various types of holding patterns. The phosphate mining company proposing the phosphate acid factory is still to undertake a feasibility study and has signed a MOU with one of its subsidiary companies to undertake the task, yet its local directors promote the construction of the plant as a given! What is going to happen if the company is allowed to mine on the basis of constructing an upstream processing facility, but the feasibility study does not find favour with the suppliers of capital, and the factory is shelved? Are we sure that the acid factory is not the sweetener required to get a mining right, which may be the real target! The phosphate acid plant will according to the companies' local director “provide food security for Namibia, the SADC region and East Africa.” Namibia is a dry country and agriculture requiring fertiliser, does not play a significant role. Even if farming for food was increased, the volume of phosphate fertilizer Namibia would utilise, is miniscule! South Africa currently mines around 3,5 million tons of rock phosphate on land, of which 1,5 million tons is used in the Southern African region, and the balance exported. A world class phosphoric acid plant based in Richards Bay provides for the regions needs, and exports the balance of its production. The food safety of Southern Africa is secure whether a plant gets built in Namibia or not!

“My geliefde Walvisbaai as ‘n laaste wens” Liesl Losper
Daar was ook kuiertjies by ander vriende. Een van Ouma Johanna se vriendinne kon
haar glad nie onthou nie. “Ouderdom laat jou vergeet,” het sy goedig verduidelik. “Dit was so lekker. Ek het my pragtige seevoëls so gemis. Dit was so 'n wonderlike belewenis om alles na soveel jare weer te ervaar. Ek mis ook Walvisbaai se heerlike weer. My wens is vervul”. So som Ouma Johanna haar kuiertjie op. Haar geesdrif vir die lewe sal die verslaggewer vir baie lank nog bybly. 'n Ware aansporings vir oud en jonk. Ouma geniet haar uitstappie op die see. Weekend Golf Results SS De Duine Sportdag The past weekend saw a few of our regular players travel to Windhoek for the pairs competition held there which thus left a smallish field of 24 players in the Ice Factory sponsored day. The weather played along and the wind was moderate but what was not moderate was the performance of two of our junior members. Willie Brandweer and Jens Paschke (the proud owner of a new bag and cart), went about setting the course on fire. Both players played 22 points on the first nine (Willie a staggering 46 of a 28 handicap and Jens a cracking 43 of a 25 handicap). Willie continued and ended the round on his best score EVER of a gross 90 while Jens slowed down and ended on a 93 gross. The format was quite unique with Herman calling that only 12 holes to count and Percy and Wynand drew the holes to count. With the scores of 30 and 28 it was obviously Willie in first place and Jens in second. Spare a though for poor old Faf who shot a
credible 66 net to be relegated to third place. Our old favourite Gunter was the tail man for the day with 22 points before being adjusted to 13. Not too far behind was Nardo 23 adjusted to 14, but then he has only just returned so he used that as his excuse....his story and he is sticking to it. The real loser of the day was Hannes who lost 16 points on the 'lost holes', tough day at the office Hannes?? There was only one 2 club and this was scored by Wayne, one of the few good shots in his round of the day. The jackpot was won by Willie.. please collect the 500 bucks from the club at your next visit. We had one visitor, Mannetjies Burger from Omeya, join us for a round of golf. This coming weekend 20th is the Piscs Medal and next weekend 27th is out club fundraiser. More info about the fund raiser on email soonest.

Great start to 2016 Tennis Series Action The tennis courts of the Windhoek High School (WHS) were abuzz last weekend as the Pro Tennis Academy's (PTA) Tennis Series returned to action with some of the country's biggest talents making their way to the heart of Windhoek. With training having commenced last month already, the games were played on a high level with participants fighting for each point to get a good head-start in the various rankings. As usual, players went at it according to their skill set and not their age.
In the Intermediate division, Christopher Jansen was unstoppable as he cruised to win after win to eventually take the top stop. He was, however, made to work hard for his triumph as Randel Kavandje and Hendrina Appolus, ending in second and third respectively, showed that they are definitely a force to be reckoned with for the next tournaments to come. Cleet Farmer underlined his intentions of defending his title in the Advanced category with a fine overall win. Godwin Husselmann, one of
the main challengers of Farmer in 2015, made second place while Emmanual Bras came in third. Husselmann will most certainly feed of the good start to intensify his quest to push Farmer of his throne. The next tournament is scheduled for 11 and 12 March. All interested players can get further information from PTA head coach and tournament director Romeo at romeo@protennisacademy.com.na or 081 234 9523.

Rossing Marathon National Championship 2016
Reonard and his wife Alina Namupala are champions again Reonard Namupala is once again the Rössing National Marathon Champion after winning the 2016 Rössing marathon on Saturday and his wife Alina Namupala is the champion in the Ladies Open marathon for four consecutive years now.
History was made at the 25th Rössing Marathon National Championship in Swakopmund when, for the first time in the quarter-of-a-century long history of the event, a husband and wife managed to win both the Marathon Open Men's and Ladies categories. Reonard Namupala and Alina Armas-Namupala were also defending champions at this year's event, which took place in the 40th anniversary year of production at Rössing Uranium Mine. Reonard and Alina's winning times were 2:22:04 and 2:41:11 respectively, with Alina registering an amazing fourth consecutive win. Both of these national chamipons ran in the colours of the Namibia Defence Force sport club. He added that: “It was a great feeling to win on the same day as my wife. This is the perfect Valentine's Day gift for us. We both love taking part in the Rössing Marathon and thank our coaches for helping us prepare adequately to be competitive once again.” In the Marathon Men's Open, Simon Shipingana (2:22:59) finished second and Mynhardt Kauanivi (2:23:33) third. The Marathon Ladies Open second place winner was Leena Ekandjo (2:42:16) while Ottilie Aimwata (3:07:29) came in third. The Namibian Police's sport club dominated in the 10km Run, with the young Jeremia Shaliaxwe winning in 29:19, followed by Gabriel Shiimi (29:19) also from Nampol and Stephanus Kauadinge in third, with a time of 29:20. In the 10km Run Ladies Open it was the in-form Beata Naigambo of Nampol who triumphed in 32:47, followed by Lavinia Haitopi (33:00) also from Nampol, and Helalia Johannes of the NDF in third with a time 33:29. The Uranium Relay over ten kilometres, an event open to uranium companies in the Erongo Region, was won for the second year in a row by the team from Rössing Uranium Mine.
