Giant gingerbread house signals Christmas season is upon us For the past few weeks visitors at Café Anton in Swakopmund can once again witness a giant gingerbread house standing inside. The house, which is decorated with a variety of sweets and Christmas biscuits, forms part of an age-old tradition. For more than 25 years the bakers of the café spend hours making it, which is then displayed. As usual children will have the opportunity to devour the sweets one morning. This year no date for this event has been fixed though. “We will open the floor sometime closer to Christmas,” said Silvia Kleyenstüber from Café Anton.

Reeds in Swakop Rivier go up in flames again Once again the greenery in the Swakop River went up in flames yesterday close to the train bridge leading over the river. The Swakopmund Fire Brigade was quickly at the scene and extinguished the fire. The fire started after workers of TransNamib, the national rail carrier, were busy doing maintenance work on the bridge using a welding machine. The sparks quickly ignited the reeds, causing white smoke to billow into the air which could be seen from town. The fire brigade remained at the scene to monitor the situation.

In the heads of argument by Chico/Octagon the joint venture stated that it is the “preferred bidder”, having tendered not only the lowest price, but also due to the overall benefit of its tender to its local Namibian JV partner. Chico is a Chinese company having 70% stakes in the JV, while the Namibian partner, Octagon holds a 30% interest. “We highlight this feature because the respondent to whom the tender was unlawfully awarded is also a JV in which Unik (a Chinese company) holds a 90% interested and Thohi (a Namibian company) holds a mere 10% interest,” it stated in the arguments. Furthermore it stated that the tender for the construction of the road was issued first on 29 January 2016. 23 tenders were received. “On the evaluation based on price the tender by Chico/Octagon ranked first, having offered the lowest price of N$891 million,” it states. The JV Unik/Thohi ranked third, having offered a price of N$958 million. “The price difference was a massive N$67 million, an amount which by all means accounts is substantial and bizarrely mischaracterized by the Board Tender Committee as very little difference,” it is argued. “In sum, the BTC has considered the tenders, including the Tender Evaluation Committee (TEC) recommendations and has come to a decision point. The decision is lawful and valid,” Parker said.
BCC: More research required on Phoshate issue Erwin Leuschner
The members of the Benguela Current Convention (BCC), formerly known as the Benguela Current Commission, have decided that more research is necessary before they can take a decision on issues such as phosphate mining or the effect of seismic activity on the tuna fishing industry. “There is not sufficient information pertaining these issues available. We need more studies before we can make a decision,” said Bernhard Esau, Minister of Fisheries and Marine Resources. The Minister made these remarks after the recent BCC ministerial conference was concluded in Swakopmund. A total of ten Ministers and Deputy Ministers from the BCC key sectors namely; Fisheries and Marine Resources, Environmental Affairs, Mineral Resources, Mines and Energy, Transport, Petroleum representing all member states (Angola, Namibia and South Africa) as well as members of diplomatic corps, development partners, captains of marine industries and academicians attended the meeting. A part of the meeting formed discussions to address specific transboundary issues. The two issues were seismic surveys, which are believed to have an adverse effect on the tuna industry, as well as phosphate mining in relation to the environment. These discussions took place in camera and the media was not allowed to be present. After the discussions minister Esau, who was elected Chairperson of the BCC for two years, gave short overview on these two topics. “It is evident that we need to collaborate on these issues. But the phosphate issue is currently in court, which is why I (as Minister in Namibia) cannot comment on the matter,” he said. When it comes to the adversely affected tuna industry Esau said that more research is necessary, to determine whether seismic activities indeed are to blame. In conclusion of the meeting a communique was issued stating that the members acknowledge that more studies need to be conducted on matters such as phosphate mining and other marine activities in order to understand the viability and impacts of such to the ecosystem. Besides the above the members of the BCC also agreed on various other issues. Amongst these the members will in future work closely together to fight illegal, unregulated and unreported fishing to ensure maximum sustainable utilization of the resources for the benefit of the region. Furthermore they will forge closer collaboration in the area of oil spill contingency planning including private sector involvement and establishment of a regional oil spill preparedness and response centre.
Swartbooi resigns, no apology Nujoma Piquet Jacobs After much media hype surrounding Bernabus Swartbooi, (former) Deputy Minister of Land Reform, and his alleged request to resign by President Hage Geingob, an official media release was sent out by the President's office yesterday confirming Swartbooi's verbal resignation. This comes as a surprise as Swartbooi showed no sign of apologizing or resigning when he came into office on Wednesday morning, despite a meeting held at the State House on Tuesday. The purpose of the meeting was for Geingob to explain the need for an apology, which Swartbooi was requested to make publicly toward Minister of Land Reform, Uutoni Nujoma, for the comments made against Nujoma in a public setting by Swartbooirecently at Hoachanas regarding the resettlement programme.Swartbooi is criticised for the platform he made use of to express his opinions regarding Nujoma, as they could have been discussed internally. The President explained at the meeting that despite differences of opinion that may exist between Swartbooi and Nujoma, the choice by Swartbooi to use a public platform to launch an attack on Nujoma was inappropriate. According to official reports, Swartbooi refused to apologize, but instead offered to resign from his position as the Deputy Minister of Land Reform.Swartbooi, according to reports, had no intention of resigning but rather waited for a dismissal letter from President Geingob. In the media statement it is made clear that Swartbooi verbally resigned as Deputy Minister, and that Deputy Minister of Poverty Eradication and Social Welfare, Priscilla Boois, is appointed in Swartbooi's position with immediate effect. However, Swartbooi will remain as a member of parliament. The statement reads: “Today, 15 December 2016, President Dr. Hage G. Geingob formally accepted Honourable Bernardus Swartbooi, former Deputy Minister of Land Reform's verbal resignation and in conformity with the powers conferred upon him by Article 32 (6) of the Namibian Constitution. The President wishes Honourable Swartbooi well in his future endeavours”.

Kelly would have performed as main act. The Windhoek Draught Live Music Festival, which was initially scheduled to have taken place on the 25th of November 2016, was cancelled after the events promoter; Namconcerts was notified by the R. Lloyd, Rhema, Ronald and Larry The only female judge on the panel, Ms Unathi was swallowed up in joyful tears of admiration when she heard and saw Rhema for the first time. But this un-
explainable crying was reportedly a common experience in households across South Africa every Sunday when Rhema performed.
Rhema changed the idols experience into a weekly Sunday special. Ben Hayno a super star from Britian and some radio dj's and broad
based comments on social media compared Rhema to the likes of Chris Brown.

Housebreaking cases skyrocket in Erwin Leuschner Swakopmund The Swakopmund Neighbourhood Watch (SNW) is calling on the public and visitors to be on high alert as housebreaking cases have yet again skyrocketed over the past few days. Most notable was a case of housebreaking on a smallholding close to Nonidas over the weekend – the culprits managed to steal a record amount of cash in US$. The police has yet to arrest the culprits who broke into a house on a smallholding on Sunday between 11:00 and 12:00. According to detective inspector Erastus Iikuyu, acting regional crime investigations coordinator, the culprits stole items valued at close to N$1 million and also got away with an additional US$100 000 in cash. It is alleged that the owner of the plot was in church when the suspects forced open the bathroom aluminium window to gain entrance. They then used the safe key, which was left in the cupboard, and removed 24 gold ladies watches, two laptops, a 9mm Browning pistol, an iPhone 6 plus, Jewellery, Cameras and other items. The total value is estimated at N$ 982 500. The suspects also stole US$ 100 000 in cash, which was in US$100 notes. “It is suspected that the suspects used a car to load the stolen items,” Iikuyu revealed. No suspect was arrested and nothing has been recovered. “During the weekend a number of break-in's were reported and in all cases the residents only discovered the break-in's hours after it had taken place,” said Dewald Swart of the SNW to namib times. The perpetrators are targeting the entire town, most incidents were reported in various areas in Kramersdorf though. “The combined value of these (stolen) items is in excess of N$1 000 000 which is absolutely shocking,” Dewald continued . He is urging all residents and visitors to arm their alarm systems when they go out or before they go to sleep. “Close all windows which are not equipped with burglar bars. Keep your valuables and especially fire-arms in a proper and secured safe. It is not safe leaving them next to your bed. They (the culprits) steal the things right next to you while you sleep,” he continued. According to Swart the SNW has upped its presence at night and hopes to stop the crime wave. “If you notice that a break-in occurred, don't phone the next day. Phone us immediately so we can track the culprits,” he said. The emergency number of the Swakopmund Neighbourhood Watch is 085 999. WARNING/WARNING/WARNING I want to give a safety tip: Please activate your alarm at night, and keep your laptop and money in a very safe place!!!!!!!! Suspects are removing windows, without you noticing, and steal your stuff from your bedside tables.... Come on people, try to prevent this , and if you notice anything suspicious, call the Swakopmund Neighbourhood Watch at 085999 Our number is 085 999 - Save it on your phone, stick it on your fridge or where ever you will find it quickly when needed. Be alert and report suspicious persons or behaviour immediately. Together we are stronger! We have just been informed of another break-in which took place last night at a private residence near the corner of Anton Lubowski and Bismark Street sometime last night. The information is very sketchy and we do not know how the perpetrator/perpetrators gained access to the residence. A large amount of forex (Euros), cameras, etc were stolen. Break-in at a private residence in Goshawk Street during the early morning hours. Perpetrator gained access to the residence by removing one of the window panes (aluminium windows). He opened the front door as his escape route and proceeded to the first floor where he stole a handbag and Notebook from the bedroom where the residents were sleeping. He emptied the contents of the handbag on the lawn in front of the residence and fortunately only took the cash and left all the documents and cards on the lawn.

Angler’s response to kob-ban between Pelican Point and Paaltjies An article on the front page of namib times on Tuesday regarding the prohibition on the catching of kob (kabeljou) from the beach or two nautical miles offshore by boat between Pelican Point and Sandwich Harbour between 1 January and 31 March of each year, starting in 2017, continues to lure extensive public debate. One such response is from a prominent figure in the local angling fraternity of the coast, whose contribution is p u b l i s h e d b e l o w. T h e contributor requested not to be named: “Please allow me some space in your paper to respond to the article, 'Gewysigde regulasie verbied kabeljou vangste van Januarie tot Maart', dated 13 December 2016. The said article concerns the recent amendment to the Fisheries Regulation on the utilization of Namibia's marine resources, in particular proclaiming the area from Pelican Point to Sandwich Harbour as a no take zone for kob during the period 1 January to 31 March. I have been angling, socially as well as competitively, along this area of the Namibia coast line, amongst others, for over fifty years now, and my passion for angling is still as strong as when I caught my first Steenbras at the age of four, and the excellent fishing that can be had in the area in question during the summer months is something I look forward to every winter. The opinions expressed below are exclusively my own and should be seen as such: The area from Pelican Point to Sandwich forms part of the natural distribution area of the silver kob (the species around which the controversy centres) which extends from about Meob Bay in the south to about Rocky point in the north. During winter times, the kob distribution area seems to contract, with hardly any fish occurring south of Walvis Bay, while, during the summer months, there is a migration of mostly mature and 'ripe' fish, southwards past Walvis Bay and as far down as Meob Bay. However, since about the early nineties, there seems to have been a change in fish distribution along our coast, with kob now also constituting the bulk of angler's catches in the Lϋderitzbucht area, while fish like the white stumpnose, once common there, have totally disappeared from the area. During the kob migration south of Pelican Point, extremely good daily catches in excess of 20 or more mature fish can at times be made by the practised anglers. The present bag restriction is ten kob/angler/day, of which only two fish may exceed a total length of 70cm. However, these being mainly mature fish, most are in excess of 70 cm, often restricting the anglers to a take home bag of only two fish. While most anglers adhere to the regulations, there are unfortunately a few selfish individuals who take out as many fish as they can catch for financial gain, with a total disregard for the law, or the impact they have on either the fish population, or the threat their actions have on the continuance of the sport of angling. While the new regulation in question was ostensibly motivated by a need to conserve a resource, as explained by spokes persons of the Ministry of Fisheries, it is likely that the main drive behind it came from the inability of the law enforcement section of the
Ministry to curb the wanton slaughter by the transgressing individuals, which inability seems to stem from a shortage of Fisheries personnel and, particularly, vehicles needed to patrol the beaches. Simply closing off an area or imposing a no-take zone because of one's inability to apply the law is probably the easiest way out – but it is certainly not the only way out, nor is it necessarily the best way out, in the same way that you cannot ban the game of soccer because of a few misbehaving hooligans. Towards the end of 2015, the Ministry of Fisheries had a meeting in Swakopmund regarding the situation explained above, which was attended, by invitation, by a few private stakeholders representing the fishing industry, the angling sector as well as the commercial sector influenced by angling activities e.g. fishing tackle retail. Various recommendations and proposals were made by the attendees, and it was requested that the private sector put these recommendations to paper to be considered at a follow-up meeting (some of these recommendations will be reiterated further down in this document). The recommendations were listed, as requested, and duly tabled at the follow-up meeting, only for the private stake holders to be told by re-presentatives of the Ministry that the decision was to go ahead and close the area for fishing anyway, regardless of the tabled recommendations. It ap-peared quite obvious that the Ministry had no intention to implement or even consider any of the recommendations. To conclude, here follow some thoughts on the whole issue (again, these are expressly my own): 1.1 There is no denying that the decline in our angling fish stocks is very apparent, particularly since the very early 1990's. As a school boy, in the early 70's, I kept record of our daily catches for a number of years, and the average number of kob per day caught came to fifteen, from October right through to early April. Fish, particularly Steenbras, could often been seen filling a wave in their numbers – this is not the case anymore, and nowadays kob are only caught sporadically from December to March each year. To blame the decline in kob numbers on anglers, however, is a fallacy. In the past, large numbers of kob were caught by purse seiners, whether accidentally or specifically targeted for, as well as by line fish boats. It should also be taken into account that the predator to prey relationship (in this case, kob to pilchard/anchovy/horse mac-kerel relationship) is a complex one and prone to considerable fluctuation – usually, when prey numbers decline, the predator numbers follow suit, with a bit of a lag time, and the reverse is true when prey numbers increase. Fortunately, kob have a relatively fast growth which enables them to increase in numbers rapidly if the prey
numbers allow this. The 'raping' of our pelagic fish stocks, particularly pilchards in the 60's and 70's, has brought about a collapse in the pilchard stocks along our coast, so have anchovy stocks, and the present fishing pressure on horse mackerel is also significant. Stock numbers of our kob population have simply followed suit, and the decline in kob numbers over the last 30 years or so is primarily a direct result of the decline in prey species number. It must be said, however, that excellent catches of kob are still regularly being made and, personally, I do not believe that our kob population is under threat p r e s e n t l y. R a t h e r, t h e Ministry should focus on our steenbras population, which has shown a dramatic decline in numbers, no doubt partly due to the fact that Steenbras have a very slow growth rate
and are thus more prone to over harvesting. 1.2 If the Ministry's motivation behind the new Amendment is really the protection of a resource, and not the Ministry's operational ineffectiveness, it should be considered that ALL fish above a certain size should be considered as breeding fish, whether they be in roe or reproductively inactive at the time of capture. The fish occurring in the northern extremes of the distribution area (where they are also actively targeted and catches over time probably by far exceed catches from the southern area) are just as part of the breeding population as the fish further south, and ALL fish are therefore equally valuable and should be equally protected. 1.3 Nursery areas of kob are also important and are mostly in protected bays such as the waters in and around Swakopmund and Mile 14, yet commercial skiboats are allowed to take out many tons of fish below the legal limit of 40 cm every year. Surely, the impact of this activity is infinitely greater than that of the fish taken out during a relatively short window of about 8 weeks when kob make sporadic appearances in the area under discussion? 1.3 The protection of a
NAMIB TIMES resource is to everyone's advantage – why does the Ministry not want to engage the idea to appoint selected private individuals as Honorary Officers that can help them apply the law much more effectively? If anyone, anglers themselves have got the most to lose and are far more in tune with real time angling activities as well as fellow anglers than Fisheries personnel? Rather than an 'us-and-them', the Ministry should entertain a 'we together' attitude. 1.4 Because of the expansion of the salt works south of Walvis Bay, it is extremely difficult to access the angling area south of Walvis Bay other than by a single access road. It would be fairly easy, and effective, to man a semipermanent road block along this route where vehicles could be checked effectively. Again, the proposal that selected volunteers from the angling community would be able to help alleviate the work load on the Ministry, has not been entertained positively by the Ministry. 1.5 In the past, many of the greedy transgressors have taken out angling permits for 'anglers' that hardly knew how to hold a rod, just so they could cash in on the 10 fish/person regulation. Perhaps it is time that the Ministry review the daily catch limits, even if only in
respect to the area under discussion. A daily catch limit of two kob per angler day would be quite sufficient, particularly taking into account the larger size of the fish caught in this area, while a limit of four fish per vehicle, regardless of the number of 'anglers' on the vehicle, will help to prevent anglers from abusing the system. 1.6 I am happy that I am still allowed to fish in the area south of Walvis Bay, and I don't mind releasing every kob that I catch during a closed period, if that is required in order for me to continue my sport, and I suggest that other anglers apply a few principles that will ensure a reduced postrelease mortality rate: The contention that every fish that has swallowed a hook will certainly die, is simply not true if the angler takes care to cut the hook off at the line without pulling on the line unnecessarily. Predatory fish such as kob often ingest prickly items and their intestines are at times perforated by these items, yet this does not seem to affect them negatively in a profound way. Hooks and line will pass through the gut in time or hooks will rust away. The use of a circle hook rather than a J hook
also reduces the rate of guthooked fish, as 95% of fish
5
are hooked in the 'scissors' of the mouth when using circle hooks. Keeping the fish in shallow water while extracting the hook, not picking up the fish and/or dragging it cross sand, further reduces postrelease mortality. 1.7 Finally, I doubt whether any study has been undertaken to assess the potential negative economic impact that the closure of the area under discussion would have on the coastal community of Walvis Bay and Swakopmund, but it is probably far more severe and extensive than one would expect. Many visiting anglers spend large amounts of money on fuel, accommodation, bait, groceries and fishing tackle during the holiday season just to experience the joy of catching a large fish and enjoying a piece of freshly fried fish. It is my hope that the Ministry will still reconsider their stance on incorporating Namibia's angling community as part of a combined strategy to ensure the continued population health of Namibia's inshore angling fishes.

WB Cruises replaces gangway with a better and stronger version WB Cruises confirmed this week a new gangway has been installed at their restaurant boat, Cynthia, at the Walvis Bay Waterfront. The gangway recently collapsed under the weight of people, as result of a design flaw. WB Cruises responded to this setback by having a stronger and better gangway designed with a carrying capacity that cannot be outperformed by weight. “Holiday makers and locals can rest assured we take safety very serious. As any other business we constantly assess our vessel, equipment and our operations, as safety is paramount, a spokesperson for WB Cruises said this week.

With the festive season fast approaching it is again time of concerns over the use of fireworks and the effect it has on pets that get scared by the noise. The WB SPCA is starting a fireworks-emergency group of volunteers who will help us to catch and keep stray and frightened pets safe. Please, we need as many volunteers as possible. It will be impossible for the SPCA to do this on their own and the Neighbourhood watch will also have their hands full. Please sms your name and area you live in to 081 337 6857. We understand that you want to keep your pets safe and comfort them, but if you are willing to help patrol or even catch the culprits, we would sincerely appreciate it. A dog's sense of hearing is significantly greater than those of a human being. Studies have shown that dogs are capable of perceiving frequencies about twice that of a normal human and can pick up and distinguish sounds roughly four times than that of humans. This means that dogs can hear many sounds on frequencies that humans cannot even begin to detect. The fireworks bring confusion, anxiety and fear into the lives of our pets and caused many to run away from their homes in an effort to escape. Fireworks are not animalfriendly! During these escapes many animals will hurt themselves or even get hit by a car. Should you come across a stray, please stay with the animal until the SPCA has arrived. It would be even better if you can keep it safe at your home for the time being as the SPCA will be overcrowded with other strays. We pray and hope this festive season will be calm and quiet. Thank you all for your support and understanding.
Games of Christmas The Amazing Holiday Maze Here is a great way to get your child's party started. Purchase a ball of string or yarn for each child who will be attending the party, and tie a small prize to the end of each one. Hide the prize somewhere, and then unwind the ball of yarn completely around the room, passing it behind furniture, under table legs, and around banisters as needed. Tie a pencil to the remaining end of the string. Repeat this process for each ball of yarn that you have, crossing the strings amongst one another. When the children arrive, hand each one of them a pencil (with the string attached), and let them know that, at the other end of the string, there is a prize. They should wind the string around their pencil until it leads them to the end. Mystery Stocking Fill a stocking or sock with a collection of "mystery items," then pass the stocking around the circle, letting each child guess what is inside. They may shake the stocking, smell it, or simply feel the shape of what is inside. We suggest filling the stocking with simple party favors that the children can keep (if they guess correctly). Consider including crayons or sidewalk chalk, wind-up toys, a toy car, small stuffed animals, a ball and jacks, or a pack of cards. Holiday ABC's Give each child a piece of paper with the alphabet written vertically from A to Z. They must come up with a holiday word that somehow relates to each letter. You may want to set the children up to work in teams if it is too difficult for them to work individually. The first team to complete their list wins a prize. Some of the words they come up with may seem like a bit of a stretch, but that just adds to the fun.

Vogel Wins Senior open in Swakopmund The Senior Open Golf Championship took place in Swakopmund on 13 and 14 December 2016. This year a number of 35 golfers took part in the competition with participants from Windhoek, Tsumeb, Okahandja and the coast taking part in the two day competition that was played at the Rossmund Golf Course. During the tournament the players not only competed individually, but also had to battle it out to win the Central versus Coastal trophy. Gerd Vogel was the overall winner after a closely contested battle between him and Christo Botha and Kobus de Klerk from Tsumeb. The winner was decided on a count-out with Gerd Vogel winning with 71 stableford points.
Christo Botha ended in second place and Kobus de Klerk came in third place with 70 points respectively. “It was revenge time for the coastal players who have lost the trophy in May 2016. The final score being 530 points for the coast versus 492 points for the central golfers, said Tim Botha, senior coastal golfer.

Swakopmund Primary will soon have a netball court Sharlien Tjambari The Swakopmund Primary School (SPS) will soon own a netball court on their school premises. On Thursday, 15 December delivery trucks belonging to Refuse Solutions were at the school delivering 22 000 interlocking bricks which will be used to get the surface of the netball court in order. The school started the initiative of collecting money for the netball a few months ago and their efforts have produced good results. Since the beginning of this project, Mrs. Annemarie Basson Mater the project co-ordinator and teacher at SPS says Refuse Solution have given her a good offer “they said we could pay them little by little until we have settled out debts. So from that day onwards, we have been receiving help from different sponsors who would like to see the school prosper. Mater said some of the people who have helped SPS and helped to make this dream come true are The Tug Restaurant, Bits and Pizzas, Ms Smith, Mr Herbert Schubert, Nico Kotze and many more. “About two weeks ago we were sitting, looking at our school development fund and that's when we realised that our sports need more attention, mostly in schools, sports die with the end of the sports
semester and we do not want that for our school and the learners. We want to build an environment where children can play sport throughout the year without lacking anything” said the Principal of SPS Mr. Ebenester Tjomuinjo. He further said he was very grateful for everyone who have contributed to this particular project and for those who have throughout the year helped feed the needy, especially the children from DRC who usually go to school without lunch boxes. On Thursday, Mater and Tjomuinjo, on behalf of the school received N$5000 from Nico Kotze and the 22 000 bricks from Refuse Solutions. The money will be used to pay the maintenance guy who will be making sure that the netball court is built before the school opens, because they want to surprise the learners when they return for the next school year.
