Horse mackerel fishery in stormy waters

Another pensioner “We had an honest expectation commits the Minister would reverse the drastically increased quota levies” suicide
Floris Steenkamp
“We had an honest expectation the Minister would reverse the drastically increased quota levies, in the same manner he reversed the decision of the N$1500 per month angling permit”. Stakeholders in the midwater trawl fishing sector admitted this week they were left bitterly disappointed when Fisheries Minister Bernhard Esau did not make any announcement on Friday to reverse his decision on drastic quota levy increases slammed on the sector some weeks ago. Quota levies skyrocketed between 391 % and 850 % The midwater trawl sector has been entering troubled financial waters in recent years, after the two biggest operators' share of the annual Total Allowable Catch (TAC) was decreased with more than half to allow newcomer right holders to enter the market. With the market now shared with more right holders, more negative impacts followed. These include pressure on Namibia's traditional
markets in West Africa when Nigeria banned the import of all fish on account it has adequate fish resources to supply its domestic demand. When the average fish size of Namibian horse mackerel started to decrease and economic decline took effect in West Africa, competitors like Morocco seized the moment. With Namibia's competitive edge gone due to smaller fish sizes, oversupply of horse mackerel in the remainder of the West African market and dwindling spending
by West Africans, the markets started to talk price only. Just as Namibian horse mackerel exporters thought things cannot get worse, new threats started to emerge. However, from a source very close to home: fisheries observer levies were increased (during 2015) from N$800 000 annually per vessel to N$3 million annually per vessel. At the same time taxes on foreign crews increased to as many as N$7 million per year, increasing pressure on production Continues on Page 2
Fish permits back to the old levy Erwin Leuschner Many coastal residents rejoiced and inundated the permit offices at the Ministry of Fisheries and Marine Resources on Friday, after news broke that the price of fishing permits have been reverted to N$14 per month or N$168 per year. Recreational fishing permits were increased drastically in July to N$1500 per month. The increase to N$1500 sparked national and international outrage. Locals said it was unaffordable and foreigners said they would remove Namibia as an angling holiday destination. Even when the Ministry introduced an option of N$50 per day permits, price resistance persisted. The announcement of the return to “normal” fees was made by Minister of Fisheries and Marine Resources Bernhard Esau on Friday in Walvis Bay, at the launch of the 6th Namibia National Fish Consumption Promotion Trust Day. Aim is for Namibians to consume 70kg of fish per person per annum Fish exports and local fish consumption can live in the same space in Namibia, says Fisheries Minister, Bernhard Esau. Namibia harvests 550 000 metric tons of fish annually and 2,3 million Namibians cannot exhaust these volumes by local consumption only. Namibia's national target for domestic fish consumption is 160 000 metric tons per annum, very close to one third of the total annual harvest. Minister Esau made this statement in Walvis Bay on Friday at the launch of the Namibia Fish Consumption Promotion Trust's (NFCPT) annual National Fish Consumption Day. This year the National Fish Consumption Day is to take place in the Kavango West Region. “I am aware that the objective of providing fish to our citizens may appear to some people to be in conflict with our desire to maximise export values in order to contribute to economic development. In the briefing, the Minister said he recalled Government Gazette Notice 158 regulating recreational fishing permit fees. “As a Minister, I want to see democracy take place. A new pricing structure for fees will be formed only after a process of consultation with all stakeholders,” he was reported as saying. Once the news broke on social media on Friday, many avid fishermen stormed the permit offices in Swakopmund. Many opted to acquire a recreational fishing permit valid for six months or an entire year in case the Ministry increases the price again. The number of permits sold since Friday could not be established, as permits are currently being hand-written and therefore no database inquiries can take place. The electronic system, which captures all data, was temporarily halted when the prices were increased a few weeks ago. By yesterday, the system at the permit offices was still offline, making the handing out of permits by hand a tedious and time-consuming task. And then there is another side of the coin too: “Business was extremely good on Friday,” said the owner to namib times of the Burger Joint, located across the street from the Swakopmund permit office. The number of people queuing to acquire a recreational permit was unexpected, but soon the delicious smell of the hamburgers overcame the people waiting for permits. He was sold out of burgers early in the day. According to one of the employees at the permit office in Swakopmund, the drastic price increase did not necessarily have a surprisingly big impact on the sale of recreational fishing permits. Mostly tourists from South Africa forked out the exorbitant amount of N$1500 to receive a permit valid for an entire month. “I do not think there will now be a refund for these people,” the employee said. Whilst many fishermen rejoiced at the news of the reductions, various stakeholders remain focused on drawing up proposals for the ministry to determine the way forward regarding the price of recreational fishing permits. They wish to prevent another drastic price increase and rather suggest a staggered increase of the permit/levy over a certain period.

volume of fisheries to achieve both objectives”, the minister explained. Hake, monk, crab and lobster are exported to high value markets, but species like horse mackerel and snoek are popular on local- and SADC markets. Namibia's inland waters also harbours some 5000 metric tons of bream and is a major source of food security for thousands of Namibians. On the topic of the NFPT, Minister Esau said during the 2016/17 period the Trust distributed through fish shops only 4 % of the 160 000 metric tons earmarked for domestic consumption. The NFCPT is a special purpose vehicle resorting under the Ministry of Fisheries and Marine Resources to promote national fish consumption. Local fish consumption is important to maintain health, nutrition and job creation. Esau called upon the Trust to keep the momentum to grow Namibia into a fish consuming nation, similar to Norway and Japan where individuals consume up to 70kg of fish per person per year. “We have to show the world that we love eating what we sell them, and that we also want to benefit from the health benefits of our fish”, the Minister proclaimed.
CHEC sets an example in occupational health and safety management China Harbour and Engineering in a joint venture with the Namibia Road Contractors Company and Baby Face Civils [CRB JV] at the end of July this year celebrated two million hours worked without any lost time injuries. The joint venture is constructing a national oil storage facility at Walvis Bay and the project is expected to conclude by mid-2018. The joint venture partners held a quayside ceremony on Friday at the project to celebrate this achievement. In a statement issued during the ceremony, the joint venture partners said there are a lot of challenges in safety management. Apart from 800 hundred employees working on-site, the challenge is much more difficult due to language and culture diversity. There are also a significant number of subcontractors every day and machinery of all sizes are operational, each with its unique safety features. These include special work vessels, lifting equipment, 3 concrete batching plants and one CMB batching plant, welding machines, earthmoving equipment and others. This project entails dredging works, marine structure works which required the construction of a 1.5 km of temporary steel jetty for access and a work platform. Also, a pipeline and tank farm, road and rail works, underground service rerouting, sewage and electrical works. During dredging, a very special h2s poisonous gas was found, raising the profile of safety management. Safety management is carried out through a network of site offices, each dealing with designated work locations. The success of this pristine safety record is attributed to the fact that safety management is regarded as an ongoing process of attention to every detail of occupational safety and a commitment by every individual on site. The key to success is team work, timely and effective interventions such as regular toolbox inspections, safety inspection walks, safety induction and training and strict site inspections. The partners expressed their appreciation to all subcontractors and the construction teams for their continuous efforts. A word of appreciation also went to the HSE teams for this commendable achievement.

cost, cash flow and profitability. When Minister Esau announced recently the increase in levies per ton and levies per quota for horse mackerel ranging from 391 % to 850 % depending whether the vessel is Namibian flag, Namibian-based or foreign flagged, the industry started a pattern of downturn which was described yesterday by key stakeholders as a situation they cannot anticipate to end good. “We were hopeful on Friday during the launch of the 2017 Namibia Fish Consumption Promotion Trust Day the Minister would announce a reversal of this decision. Even if it was temporarily only to allow for proper consultations, we would have rejoiced”, explained a source close to one of the bigger operators. “When the Minister announced the reversal of the N$1500 per month angling permit to the normal N$14 per month and N$168 per annum in lieu of further consultation with the public and other affected parties there were high hopes from my side. I must admit I thought its coming”, explained another. The announcement never came. “We are already subsidising our market price in that production costs exceed our selling price”. The current price of horse mackerel is well below the N$10 mark. I don't want to divulge this market price we currently receive, but I can say to you it is below the N$10 per kilo benchmark, but just the recent levy announcement increased production cost by at least 50 cents per kilo”, said another stakeholder. Earlier namib times was informed by another operator he foresees dire consequences for newcomer operators who don't have the cash reserves to overcome the difficult times.

case for August Erwin Leuschner
A 73-year-old Swakopmund resident committed suicide over the weekend, making it the fourth case of suicide in the month of August reported along the central coastal area. According to Deputy Commissioner Erastus Iikuyu, police regional crime investigations coordinator for Erongo, John Douglas Bassingthwaigthe, killed himself by shooting himself with a pistol in the head. According to Iikuyu the pensioner was seen on Saturday at about 12:30 sitting on one of the wooden poles separating the OK entertainment beach area in Vineta from the Vineta suburb. A gardener who was busy working at a house opposite heard a gunshot and saw a man lying in the sand. He reported the incident to his employer who called the police and E-Med Paramedics. Bassingthwaigthe was severely injured and taken to the Cottage Hospital where he passed away. "No foul play is suspected and he left no
suicide note," Iikuyu explained. This most recent case of suicide is the fourth similar case reported within eight days in August. The first suicide was reported on 4 August when prominent coastal hospitality personality Andreas Munkelwitz committed suicide by hanging in his home in Walvis Bay. On 7 August 81-year-old Swakopmund resident Joachim Kulik shot and killed himself with a pistol in the Swakopmund suburb Kramersdorf. Only two days later Jos Bakas Hamaseb (29) committed suicide by hanging in Mondesa.

B2 claims high school learner Piquet Jacobs
The Namibian nation is shocked and despaired at not only the death of a 18-year-old Eldorado High School learner, Nicole Tsela, but also the details surrounding the incident when the vehicle she was travelling in overturned during what seems to be a drunken jolly ride. The tragic incident took place at around 02:50 on Sunday morning, approximately 20kms outside Swakopmund. The Volkswagon Polo with four occupants, including the driver, veered off the road and overturned numerous times when the driver Jeffrey Swartz (26) allegedly lost control over the vehicle. Tsela was flung from the vehicle and was pronounced dead at the scene. Two other occupants; Sheroline Davids (19) and Henrico Swarts (20) were admitted to Swakopmund State Hospital with non-lifethreatening injuries. The driver was placed under arrest and escorted to the hospital under police guard. Swartz was reported to be under the influence of alcohol and has been charged with culpable homicide. Following the incident, it is understood that the group was out on the town in Windhoek on Saturday night, when they decided to travel to Swakopmund causing much confusion as none of them informed anyone of the unplanned trip. As news of the accident was shared on social media, members of the public expressed their condolences to Tsela's family, but also questioned how the youngsters could have travelled the far distance while an active drinking and driving campaign, STAND, is in full swing. The STAND campaign was recently made public by Nampol, with intent to prevent these exact incidents. The matter was fuelled when mere hours later, another accident linked to alcohol occurred. On Sunday morning between Swakopmund and Walvis Bay the driver of a silver Toyota pick-up, with five more occupants, allegedly lost control over the vehicle causing it to overturn. The driver, Mervin Dennis (35), along with George Antonius (24), Edmund Hangwe (25) and Hellwerich Hillip (25) sustained serious injuries while Jefta Jod (26) and Chris Areseb (24) sustained minor injuries. All the occupants were admitted at the Swakopmund State Hospital for medical treatment and their conditions are said to be stable. Dennis remains in hospital under police guard, and has been charged with driving under the influence of alcohol and reckless and/or negligent driving.
Paul Strzelecki dies Sharlien Tjambari
Siegfried Paul Helmuth Strzelecki (82), who was the victim of a violent home invasion in Vineta in Swakopmund earlier this month, died of his injuries at the Marie Douglas frail care centre late Thursday afternoon. His wife, Sieglinde Rosvietha Strzelecki (79), was killed in the same attack. "It is suspected Strzelecki died due to injuries he sustained during the attack", said a NamPol spokesperson. The couple's alleged murderers, Daniel Stephanus Nghilifa (26), Jerobeam Simon Shidute (23) and Fabianus Lazarus (24) now face double murder charges. The accused are in police custody and will make a next court appearance on 26 September.
Young woman raped at Usakos On Thursday, 10 August Jesmine Danster, (28) was allegedly raped by an acquaintance at Usakos, who gave her a lift to go to the town's Hakhaseb suburb. The suspect, his three passengers (one male and two ladies) and the victim drove to Hakhaseb where they had drinks at local shebeens. According to the police at around 05:30 the suspect dropped off the two ladies and the man before he had to drop the Danster off in Bo-dorp location, Usakos. The suspect allegedly drove to a certain house in Hakhaseb. He parked his car behind the house, locked the car and had sexual intercourse with Danster without her consent. He then dropped off his victim in town. The suspect's arrest is imminent.

Armed robbery at Dune 7 A couple from South Africa shared with the South African media this week their recent ordeal at Dune 7 near Walvis Bay, when they were held at knifepoint by four men and robbed of all their valuables. The robbers slashed three of the victims' vehicle tyres before speeding off. Gert Pretorius (69), a retired Fire Brigade Chief, and his wife Emma (70) told the Middelburg Observer that on 3 August they stopped at Dune 7 as part of their tour through parts of Namibia. Pretorius walked a distance from the vehicle to pick up pebbles and his wife remained at the vehicle. His wife noticed a vehicle passing which turned around and drove towards them.Four men emerged from the vehicle and pulled knives with which they threatened Mrs Pretorius. She tried to draw Mr Pretorius' attention by whistling and when he turned around he too was grabbed and threatened with a knife. They searched the couple and took a wallet, a purse and cellphone from the couple. The robbers then searched the vehicle and took cameras and bags which contained tent pins, a cellphone charger and a cosmetic bag. The robbers then took away the car keys and slashed three of the Pretorius' vehicle's tyres in order to prevent them from either following them or finding help in time from the nearby Dune 7 Adventures. We have people of all races visiting this country. I live in Swakopmund and I have seen Asians, bkacks people from Europe an USA as well as from other African countries eg. Botswana. We have cases of Chinese couple who were robbed and it was all over the newspaper, we had several blacks who were robbed as well. If you never heard about it maybe u have programmed yourself not. If you think blacks or non whites do not visit this country u have programmed Yousef so. If u believe that only white visitors re being robbed u as well need to shift your angle of thinking. so these robbers see races and u want to tell us that they only target whites. Sister, u need to wake up from that mentality and face the reality of new Namibia. Micheline Thiro Look of course we have black people from other countries visiting but doing it like our fellow whites does? Caravans ,families or friends travelling in rented cars (also contributing to tourism....financially!) and exploring our beautiful Namibia? Going east, west, north and south and again investing in our tourism. Our people come and go to one destination for either something that will benefit them or their businesses or something of intrest These people (whites) oganise such trips yearly.....yes yearly and they travel in groups telling their fellow friends how beautiful our country is ( 'and safe') and especially this time of the year where they can come for hunting expeditions adding to their exciting campings and outings. Yes they aslo taget blacks everywhere but im mostly referring to tourism. I have angolian friends that got robbed every time they come visit here. But at our shopping malls...parking lots. They don't contribute to our tourism but to our economy yes. And now that makes them stay more alert and avoid going to certain places Ismael Shipanga Micheline Thiro u still lack a proper reasoning as far you comment is concerned. Your initial point was not what u re trying to explain here but. Go back to you orginal point and read it again and if you don't see the wrong that I pointed out here then u might as well be called a racist. U honestly defending the stupid argument here and u continue shameless with point after point with the same bias articulations. Come on when we as Namibia people debate on our issue let us keep out our uninformed thought that cannot contribute to this nation
