Teachers strike leaves biggest part of Erongo’s school education paralysed Sharlien Tjambari & Piquet Jacobs It is official, Namibian teachers are on strike. This came after the High Court dismissed attempts by the government to stop teachers from going on the “legal” strike, the strike commenced yesterday and teachers will be on the strike until the government give in on their demand for an eight percent salary increase. Negotiations about the salary increment of teachers between the Namibian National Teachers Union (NANTU) and the government started last year in March at which the government agreed to only give teachers a 5% salary increase and teachers felt like it was a clap in the face according to the Chairperson of NANTU in Erongo region Mr Jonathan Tsuseb. Swakopmund to keep watchful eye on building industry all have to register Erwin Leuschner All qualifying local builders and construction enterprises within the Swakopmund municipal jurisdiction are to be registered to ensure that they comply with building standards as well as health and safety regulations. This decision was taken by Town Council at the recent meeting. According to the Agenda of the recent Council meeting the reason for this new development is explained with a lack of compliance. “Local builders and construction enterprises have been observed disregarding health and safety regulations at their operations unabated,” it states. This concern is worsened due to the “lack of co-ordination and law enforcement by the Swakopmund Municipal Council.” It also states that these companies are left unregulated and “thus prone to disregard construction safety regulations, whereas they perform a critical function within the urban development sector.” It is important that measures be put in place to register them in order to ensure that the following aspects are given the prominence they deserve. With the registration of these businesses in the municipal jurisdiction, it is Council's aim to create a platform for regular meetings and information sharing that will ultimately lead to compliance with building standards and requirements. Furthermore it is the intention to create a database that allows for issues of concern to be addressed. Council approved the registration of qualifying local builders and construction enterprises subjected to the determination of the minimum requirements. Council also decided to train staff in the monitoring and enforcement of the Health and Safety Regulations. To properly enforce the law, health inspectors, building inspectors and projects management staff are to be empowered to legally enforce the requirements of the Health and Safety regulations, Town Planning Scheme and buildings regulations by suitable appointments of “Peace Officers” under the Criminal Procedures Act.

Grief as Swakopmund’s Locker Cat Lady suddenly dies vom Erwin Leuschner Karene Brewis, the driving force behind the Swakopmund Cat Protection Society has died. Brewis has been taking care of the feral cats in the coastal town for the past 13 years. Her death has been described as unexpected and a big loss as the future of the feral cats in town, amounting to about 90 animals hangs on the brink. Food for the animals is fast running out. The Cat Protection Society’s name also changed after Brewis’ death to Swakopmund Feral Cats according to the Society’s Facebook profile. The news of the passing of Karene Brewis, who was in her 60s, came as a shock to all animal lovers in Swakopmund. It is suspected she died of a heart attack in her apartment. “We have worked closely with the Cat Protection Society for many years and we were speechless. I remember Karene (Brewis) telling me the other day that she wishes to go on holiday for the first time in over a decade,” said a shocked Ingried Gürtel from the Swakopmund SPCA to namib times. Brewis started her charity work in 2003 when there were a total of 93 feral cats in town. She started the Cat Protection Society and has since diligently cared for the cats and controlled their numbers. “When it came to the cats she really was an angel,” said Swakopmund resident Idonette Blignaut. Blignaut has been slowly taking over the feeding of the cats from Brewis over the past month. “She was sick and asked for help. She dedicated her whole life to look after the feral cats,” Blignaut said to namib times. Continues on page 2

Hit with tyre pump Grief then raped Erwin Leuschner

The police in Erongo is investigating another case of rape in the vicinity of Uis, only a few days after a 34 year-old was arrested for allegedly raping one minor and attempting to rape another minor. The most recent case transpired on 4 October, but it was only now reported to the police, said Detective Chief Inspector Erastus Iikuyu, acting crime co-ordinator in the Erongo Region. According to Iikuyu the incident happened on the farm Tsetsoub in the Uis area at about 22:00 on the mentioned date. It is alleged that the victim, a 42 year-old female, was travelling on a donkey cart with two men from Uis town to the farm. Before reaching their houses, one man jumped off and walked home. The victim as well as the other man driving the cart, 35 year-old Gevard Tsaraeb, proceeded to their houses. After traveling on for a short while it is alleged that the suspect, who was allegedly under the influence of alcohol, suddenly hit the victim with a tyre pump and she fell off the cart to the ground. “The suspect stopped the cart, jumped off and raped the victim,” Iikuyu said. The other man, who had started walking home earlier, heard the victim screaming and came to rescue her, because his house is not far from where the incident took place. “He found the suspect and victim at the scene,” Iikuyu continued. The suspect was arrested.

Teachers Strike Earlier this year debates about the strike started and the government failed to give the teachers the 8% salary increment which they demanded. Last week Tsuseb announced during an interview with namib times that the strike is on and there is nothing holding the teachers back. He further said he cannot say when it will end, because teachers will remain on strike up until the government give them their demand of an 8% increment. Teachers in Swakopmund are picketing at Tamariskia Town Hall. The Minister of Education, Mrs Katrina Hanse Himarwa issued a letter which states that all grade 12 examinations which were scheduled for yesterday, 13 October and today, 14 October for Mathematics and Entrepreneurship be postponed until further notice and grade 10 examinations scheduled for yesterday and today for Integrated Performing Arts Paper 1 and Life Science was also postponed until further notice. The letter further reads that all examinations for the remaining subjects will proceed as scheduled from Monday 17 October. The postponement of the examinations apply for both government and private schools in Namibia. The letter also states that official work of Inspectors of Education, Chief Education and Senior Education Officers, Teachers and non-teaching staff opting to exercise their right not to participate in the strike should continue with their normal duties without disruptions or intimidation. The news about holiday on Thursday and today came very late and many parents drove their children to school on Thursday morning just to find out that there is no school. Some of the learners who go to school with taxis were stranded in front of the school premises, as they are too young to walk back home and some do not know their way home. Learners now fear for their education and have the fear of repeating their grade should the strike continue till next year. The start of the teachers strike was also noted at yesterday's opening of the Swakopmund International Trade Expo (SWAI-

TEX). “Today is not starting on a good note. I wish what happened today (regarding the strike) did not happen,” said Swakopmund Constituency Councillor Juuso Kambueshe. He added that he hopes the damage done can be mitigated and that it is a “shaky situation.” Meanwhile in Walvis Bay, news reporter for namib times, Piquet Jacobs, also monitored the strike yesterday. She reports: “Following the court ruling in favour of NANTU, teachers in Walvis Bay also downed the tools to participate in a now legal nationwide strike, after the govenment refused to give them an 8% salary increase. Teachers from different schools in Walvis Bay came together across from the fire brigade at 08:00 on Thursday morning and

continued until 13:00 to wave placards to express their demands. They expressed determination to continue doing so every day indefinitely, until the government complies with their demands. “We have waited far too long, and we have been lenient, but we are not being heard”, a teacher commented. A public notice was sent out stating the following: Grades 10 and 12 Examinations scheduled for Thursday 13 and Friday the 14 October postponed to future date; Learners do not need to go to schools Thursday 13 and Friday 14 October till further announcement; Teachers who are not participating in the strike are expected to report at schools at normal school hours tomorrow and Friday; All non-teaching staff is expected to turn up for duty as normal; Schoolboards and Regional Edu-

Currently there are a total of four feral cat colonies in Swakopmund. According to Blignaut the biggest one consisting of 80 cats, lives at the municipal bungalows and controls the rodent population in the Swakop River. Only three remain in the Arnold Schad Promenade, also known as lover's lane, while five live at the Lighthouse. Another population, consisting of four cats, live at the Aquarium. The latter is being cared for by Anja Kreiner. After the news of Brewis's passing became public, various stakeholders met at the Swakopmund Municipality on Wednesday to discuss the future of the feral cats. “The cats are very important for Swakopmund. Imagine they all disappeared. We would have a big rat problem,” said Lydia Mutenda, Manager Health Services, to namib times. According to Mutenda it was decided at the meeting to create a new organisation which will be called “Swakopmund Feral Cats”. “The Cat Protection Society was never registered, but it was a private initiative by an individual. We want to create a body with various people to continue looking after the feral cats,” said Mutenda. While such a body is still in the making, the feeding of the cats will in the meantime be taken care of by Blignaut. Food for the cats is quickly running out though, which is why Blignaut is appealing to the public for assistance. “We have enough food for one more month. Then we don't know what to do anymore,” she said. The public is called on to donate food at the Swakopmund SPCA, which will be distributing it accordingly. Feral cats in Swakopmund have a long history. They've been around since before the 1900, when 30 of them were shipped to Swakopmund from Cape Town to fight a rat infestation that had caused an outbreak of typhus fever. Before Brewis started taking care of them 13 years ago, the general health of the feral cats was appalling. She introduced a sterilisation programme, to keep the population in check, and started a regular feeding programme. Most of her efforts came from her own pocket.

cation Forums are tasked to get in touch with Regional Directorates for support at schools; Government will keep the nation informed as the situation develops”. At the time of going to press there was no indication yet whether there has been an agreement between Government and the Namibia National Teachers Union, as an indefinite strike will be devastated to the country's school education system, as year end exams are looming.

SWAITEX in full swing Erwin Leuschner The 4th Swakopmund International Trade Expo (SWAITEX) was yesterday officially opened by Immanuel Ngatjizeko, Minister of Industrialisation, Trade and SME Development. Although the organiser of the event, the Swakopmund branch of the Namibia Chamber of Commerce and Industry (NCCI) had hoped for more exhibitors compared to previous editions, this goal was not achieved. “Although there are less exhibitors, we have strived to improve the service for exhibitors present,” said Paul Ndjambula, Swakopmund NCCI Chairperson during his opening address. One achievement was reached though: “We have for the first time intro-duced a motor show and are happy to see that six dealerships have come on board,” he said. Ndjambula added that the expo, taking place under the theme “bigger and

better”, has become a permanent fixture on the Erongo calendar. Tarah Shaanika, Chief Executive Officer of the NCCI, commended the Swakopmund branch for the initiative to host the SWAITEX saying that “all roads lead to Swakopmund.” “This SWAITEX is indeed better organized,” he said. It has been the aim of SWAITEX to not only have local businesses exhibit their products, but also get international companies to market their ser-

vices in Namibia. “The future is in Africa. Africa is rising. Namibia is a logistics and transport hub thanks to the port of Walvis Bay. As Namibians we want the world to see what opportunities there are in Namibia,” he said. Shaanika echoed the words of Ndjambula saying that he wishes to see SWAITEX grow each year to indeed become bigger and better going forward. The expo will run until Saturday.

Baie ontevrede

So what's really going on? Some things they don't want you to know about the Waterfront development So maybe you heard the crazy rumour around Swakop last week that no less than our President, Dr Hage Geingob himself will conduct the official opening of the shopping mall at the Waterfront development? Likely it is just harmless gossip, maybe initiated in the hope that it will deflect from some nasty realities surrounding the development. Whoever is doing the ribbon cutting, sipping that glass of champagne and making the opening speech, there is one thing we can be sure of – where there is smoke there is fire. Did you know that the Municipality submitted to pressure from the developer to issue a partial completion certificate? Would that be a breach of the legally binding development agreement the two parties signed? Maybe this is all just stuff for the lawyers to wrangle over. But does this mean that aspects like the public's safety at the mall are now secondary to the developer's commercial desires? This is not the first time the Municipality acts in favour of the developer discriminating against Swakopmund rate payers. The law says the Municipality has a moral and legal duty to uphold the law. Sadly the Municipality has had to admit to having been 'misled' by the developer on some counts. They have hidden behind the developer's attorney to avoid showing the public what is really going on, which can only leave people wondering what on earth are they hiding? So where does this leave us? With a Municipality who avoids transparency? Who side-steps accountability? Did you know that the Ombudsman himself, Advocate John Walters, has been carrying out an official investigation into the development since December 2012, looking at the roles played by both Swakopmund Municipality and the Environmental Commissioner, as they hold significant responsibility for making it possible for the development to progress? As the centre opens, no doubt The Ombudsman will now fulfil his legal obligation, as stated in terms of the Constitution and the Ombudsman Act No 7 1990, and inform the public of the outcome of his investigations. Do you think The Ombudsman's Office would be investigating if there were no cause for concern? The developer has been very fond of claiming how Swakopmund is so supportive of this development. Did you know that the so-called market research they commissioned in 2011 does not stand up to scrutiny? Take a look – guess how many Swakopmunders were included in the survey – only 90 people! Of which just 17 are listed as living in Vineta, the established residential community suffering the adverse effects of the excessive commercial development. Do you think it is representative to ask 90 out of a Swakopmund population of over 50,000 and then make sweeping claims of support? The developer does because he says he has carried out “extensive research and surveys” with “the majority of residents” ... on just 90 Swakopmunders!? Or is it simply fraudulent manipulation? Negligence aside, is it just too tempting so they repeatedly refer to misleading data, publishing in the media falsehoods like things like “between 85% and 100% said they will support the development.” Do you like being intentionally misled? Isn't there a law against that? And in exactly the same way, we have been told by both the Municipality and the developer that Dr Theo-Ben Gurirab gave his support to the development way back in 2003. Yes, that was for a wholly different, smaller and viable development that included sustainable economic aspects like a hotel, which would have brought much needed employment and tourism sector growth etc. No,

he did NOT approve the offensive shopping mall and elite luxury penthouses that this developer then decided to build, aided and abetted by the Municipality. So why not take old information, twist it and then use it to create a misleading impression to the public? It is so easy. I wonder what Dr Theo-Ben Gurirab would say if he was aware of how his statements in 2003 have now been abused and fed to mislead the public? Would he feel he is being misrepresented? Is there a law against that? Did you know that the Attorney General himself has directed his attention to this development? Maybe there have been too many questions, too much doubt about the legitimacy of the development? Just too much smoke to ignore so that is why the Attorney General has seen fit to call in some of the key players involved to account at meetings in July 2016. Whatever explanations were offered, it has led him to charge his Legal Officers to compile a detailed report covering various issues that are in question. That report was due by end of September and continues to be anticipated. Would the Attorney General spend his valuable time and consideration on a matter without having due cause? Are alarm bells ringing? Did you know that the developer has violated the terms of the environmental clearance certificate for the construction of the Waterfront development since the day it was issued in July 2013? In the end the Environmental Commissioner had to issue a compliance order against the developer in July 2015. Over a year has since passed and? Well, the reality shows that the developer has not followed the clear order to “stop and refrain from any sea-based activities, including the construction of breakwater structures.” The reality shows that the developer has simply carried on with whatever sea-based activities they wanted to. The Environmental Commissioner had to admit to the press earlier this year that he was aware the developer was defying the order. As recently as July 2016 the Environmental Commissioner confirmed that he is aware of the legal implications and his “office is not at rest on this matter”. Despite all of this, did you know that just last week the contractors were dumping more rocks in the sea? And what has happened to that recreational small craft harbour we were promised? That is part of the legally binding agreement that the developer made with the Municipality? A marina? Downgraded to a basic launch slipway? Perhaps only when there is no wind or waves? Well, shall we wait and see who will be brave enough to try to launch and land a boat? May we take a guess that the developer and the Municipality will be double checking that they hold no liability for the safety of anyone attempting to do so? Maybe they will even charge you a fee for the pleasure of taking the risk? So how can a developer throw his weight around and get Council to change its mind about confirmed decisions? Take the example of Council stating in April 2011 “Council will NOT permit the increase in the retail area beyond 11,000 square metres.” That is a clear statement. And yet, somehow the developer managed to persuade Council to allow them to ignore that restriction and give permission to build 16,000 sqm of retail. And then it gets even more strange – the developer now boasts it has built 27,000sqm retail. So how on earth did that happen? Does

Carnage as flight of flamingoes hits high voltage power line A reader of namib times alerted the newspaper to this scene of carnage yesterday where a flight of flamingoes hit one of Nampower's high voltage overhead power lines east of Walvis Bay. The birds are attracted to the area by large pools of semi purified effluent that formed near the power lines. Eileen van der Schyff High voltage? They would have been fried. No, something else happened. Tammy Caine Its not electrocution, but collisions with the lines. This does not fry them, but breaks necks and wings, causing them to plummet to the ground, and even if they survive the collision, the force they hit the ground will often finish them off. It happens with vultures and cranes too. Eileen van der Schyff First time this seem to happen here. And how long have that lines been there? Hermien Elago Can the birds not see? Hanspeter Tomschi Learn ur physics Eileen van der Schyff You are right. They do not get fried. My bad. Bazz Bear Birds can roost on hv no problem, it's in flight impact that's the problem.

Pro - Ed School Swakopmund. Private As a parent and other parents that are also impacted by your decision, we wish to express our unhappiness with the way the private school Pro-Ed Swakopmund handles and treat our children. We placed our children in Pro-Ed School, because it is still an Afrikaans medium and we want to educate them to become better leaders and workers of Namibia in future. The private school is very expensive and we as parents sometime struggle to stay on schedule with school fees as per the contract with the school. When your payment is behind, the school charges interest on your account and refuses to give your children their rapports. Sometimes they just go into the children's class and tell them they must leave school with immediate effect. They are standing outside school property until the parents come with the outstanding money or to take them home and keep them at home until their account is settled. I know of some parents that were without work for 3 months and don't have money to pay outstanding fees. Their children must as a result stay out of school for long times. We all are Namibians and as far as I know the Government did specify in legislation no children must stay out of school without an education. Every time your child is being chased away from school, they are emotional and heartbroken and as a result embarrassed in front of other children whose parents can afford to pay on time. We as parents ask the Government to do something about this problem, because it is not lawful for a Namibian child to go through this. The school also get sponsors, only for specific children and it is unfair. If you talk to personnel of the school, they don't care about your child that is not in school for a long time. We are at the end of the year and children must start preparing for the lasts tests, but the school chased them out. How will they complete the year without being in school and parents don't have the full amount to pay? If the parents pay some money to keep them at school, they withhold final rapports. We as parents feel that the whole of Namibia must know how Pro-Ed private school treat our children. Kind Regards Parents Editor: in the interest of fairness, please be advised dear reader the letter has been forwarded to the principal of Pro-Ed for a response and namib times took the matter up with the Region's Education Department for clarity on this matter where a private school's policies are questioned. this all start to sound like an exercise in manipulation? Swakopmund Municipality has expended much energy to avoid being transparent. If everything has been done according to the book, then why not simply answer relevant questions? Why hide behind the developer's attorney? In fact, how can a Municipality defend bending to the developer's demands if that conflicts with their moral and legal duty to uphold the law? And what about those luxury penthouse apartments? Well, we can all see they are nowhere near completed as yet, but the developer makes it clear they are intended to be 'exclusive' – as in excluding the majority of Namibians who could only dream of being able to afford the exorbitant purchase price tag? Only the elite can meet the N$ price tag cost to buy at this “exclusive lifestyle estate”. Did you know that there continues to be unresolved questions about the very legitimacy of the land that the apartments are built on? Did the Municipality follow

the laws when it sold our State land beach to a developer originating from South Africa? What happens if the current review by Government authorities finds cause for concern? Would that throw into doubt the legal existence? So how much will these luxury apartments actually be worth then? So the developer will be hosting a grand opening of their mall on 14th October. As to be expected with such an exclusive development, invitations are sent out to selected few. They advertise a banquet will be held for their guests. Bon apetit to them, but doesn't it all sound pretentious? Rather ostentatious particularly at a time when the country is facing economic recession? Some people are no doubt hoping that the inconvenient truths will fade with time, that people will stop asking questions and ignore the failures of accountability. But isn't it funny how the truth always finds a way of coming out? Where there is smoke there is fire – it is a cliché for good reason ... ... because it turns out to be true. A VERY concerned rate payer

FNB Namibia launches its first ever staffless branch in Swakopmund Sharlien Tjambari

The First National Bank (FNB) of Namibia launched its first ever staffless branch in Namibia at Platz Am Meer Shopping Mall in Swakopmund, Vineta on 11 October. At this bank, FNB customers can conduct their banking electronically. The branch was officially opened by the Mayor of Swakopmund Ms. Pauline Nashilundo. According to the Chief Operations Officer Mr Louis Potgieter, FNB branches are getting smaller “the technological features are being beefed up to reduce reliance service staff, as banks aim to encourage more customers onto digital products, so that's why we say we want to move and migrate the customer out of the branch. The platforms that we are creating for our customers is to such an extent that they can literally do their banking while having their cup of coffee in bed in the morning”. He further said branches will always remain a critical part of how FNB services its clients and they will always be there, “but it is the way the branches are being used by its clients that is changing and therefore the phase of our branches

is also changing” Potgieter adds. The new branch have one Advanced Deposit Teller (ADT) machine where you can deposit up to N$20 000 and according to Potgieter, the machine does not take South African rand, but Namibian dollars only. One ATM machine is available and four service cubicles where clients can do all their internet transactions. FNB clients will now have three options to choose from, they can choose whether to stay in bed and do their banking, whether to use the services of the FNB staffless branch at Platz Am Meer, or whether to go to the fully staffed branches where they can stand in queues. “The biggest opportunity that FNB got in terms of digital transformation in terms of digital banking platforms, is also then a risk for us in the banking world that we need to manage, because you as a client need to be safe and feel safe in terms of doing your banking transactions, whether it is over a cell phone or ADT via online” said Potgieter during the launch. The Mayor of Swakopmund Ms Pauline Nashilundo, who officially opened the branch said the initiative of a staffless branch means that FNB Namibia not only enable citizens to enjoy banking, but is prepared to nurture citizens into the direction of electronic channels, which means less income for the bank but more comfort, security and savings for the citizens, “and for that I thank you whole hearted-ly. Financial inclusion is a goal by our government and something that FNB have taken seriously over the years. I wish to encourage FNB Namibia to continue innovating and educating customers to ensure that as many Namibians as possible become financially literate and at the same time I wish to encourage Namibians to make use of the many opportunities that electronic (Fltr) FNB Erongo Area Manager Mr Tinnie Mouton, FNB Chief Operation Officer Mr Louis Potgieter, banking offers from ATM's, speed points, computers and cell phones. Swakopmund Mayor Ms Pauline Nashilundo, Councillor Assertha Marsh and Councillor Cleopas Ngwena Not only will this safe you time, but also money” concludes during the inauguration of the first ever Staff-less branch in Namibia Nashilundo.

Another workshop will take place at Swakopmund on Saturday 15 October at 10:00 at the Swakopmund Municipality. Prospective applicants will be equipped with skills on how to write a proper resumé, creating an elevator pitch and interviewing skills

amongst others. They will also meet with Mandela Washington Fellowship Alumni from Erongo, who will each talk about their experiences in the United States. The youth are requested to show up at these workshops, as it could change their future and benefit the region in many ways. The NUSAA team urge young people in Namibia to gain confidence and start taking such opportunities seriously, in order to promote their country to the world and become great leaders. Other youth in Namibia will also receive similar trainings in their respective regions.

Sharlien Tjambari

Ngumba started out as a television set salesman, then found a business opportunity for self-employment in shuttle services, transporting people between Swakopmund and Katima Mulilo. In 1995 he was involved in a motor vehicle accident which led to his paralysis and as a result he adjusted his lifestyle accordingly. Being the business man that he was, he crafted/improved his sewing skills, which alternately led to him opening up the Swakopmund Sewing Centre which has won him loyal customers over the past 20 years. Mr Ngumba, will always be remembered for his kindness, humour and generosity, but most of all for his unrelenting work ethic. He offered highly reliable and efficient services to the community of Swakopmund and clients from all over the country came for his sewing services. Mr Ngumba had two children Sarah and Muhammed Ngumba and he left a strong legacy of success behind and will always be remembered as one of Swakopmund's greatest business man. He also had an Upholstery business in Mondesa and also owned a couple of flats in Swakopmund. His burial was officiated by the Ashrafi Islamic Society on Monday, 3 October in Walvis Bay and the family were not ready to reveal what had led to his passing. Sarah Ngumba his daughter said they (the family) do not know what will become of the Swakopmund Sewing Centre and all his other businesses because her father's death happened so fast and there weren't any preparation made by him about any of his business should the day come when he is no more “we are still deciding on what to do and how to keep everyone happy, for the clients of Swakopmund Sewing Centre who still have their clothes or items here at the centre, we have left our contact details on the door and we will take everyone's order and try to sort out all orders and give them back to their rightful owners” adds Sarah.

Local Businesses assist ASC Göttingen (Weltwärts) with their goal of assisting underprivileged children

ASC Göttingen (Algemeiner Sport Club) in Göttingen is a volunteered funded service responsible for sending young German volunteers into developing countries for social services in the field of education, health, environment, agriculture, sport and culture. Mr Lennart Zerban is one of the many volunteers from Germany who had spent a year in Walvis Bay and was tasked to train our under-privileged children soccer in Kuisebmond. Armed with only a few soccer balls, he was astounded by the interest and enthusiasm our youth had demonstrated, however he was restricted to training the volume of interested children due to lack of equipment and per-sonnel. Mr Zerban thus approached various organisations within Walvis Bay and was immediately supported and assisted with the necessary items which allowed him to fulfil his training needs and capacity. He is assisted by a few Namibian soccer coaches, some whom are ex league players. ASC Göttingen would like to thank all the following sponsors for their support and donations towards this project. It has positively enhanced our youth development and has placed a smile on many young faces. · Mr Alex Kirov & Mr Sandro de Gouveia – their ongoing dedication to the development of youth soccer and sponsorship of all the Namibian soccer coaches for this particular project. · Gendev Fishing Resources · Baader Namibia (Pty) Ltd · KLD Ships Agency · Express Services (Pty) Ltd · Hydroweld CC · In Touch Cargo Namibia (Pty) Ltd · Trade Ocean Shipping Namibia (Pty) · Manica Group of Companies · OTB Sport Should any persons or companies be interested in the further support of this project, please kindly contact Mr Sandro De Gouveia Cell: 081 244 4455.

The Phoniker Orchestra presents

The Golden Juke Box Show in SWAKOPMUND at Desert Tavern – 22 October 2016 Golden Hits from the 1950s and 1960s The well-known Namibian band The Phoniker Orchestra presents a powerful live show, igniting the spirit of the unforgettable Rock n Roll era. So you better get your dancing shoes on! The Phoniker Orchestra will take its audience on a historic musical journey from the beginning of Rock n Roll in 1954 and how it has evolved into Soul and Rock by the end of the 1960s. All songs performed are all-time favourites and number 1 billboard chart hits from each year throughout the two decades start-ing with Bill Haley's 1954 hit “Rock Around the Clock” and ending with Elvis Presley's 1969 number 1 hit “Suspicious Minds.” Additional to the incredible music there are also many stories to tell how the Rock n Roll genre evolved and what certain artists were up to in their famous times. The Golden Juke Box show was premiered in 2008 at the National Theatre in Windhoek and in Swakopmund with over 2,000 enthusiastic guests. After a successful repeat in June earlier this year in Windhoek at the Warehouse Theatre, the band is taking the show to the coast again. Audiences can expect a powerful and entertaining show from the 11-piece strong band, including a 6-piece horn section, the 11 musicians of The Phoniker Orchestra promise a powerful and entertaining show, inviting you to dance and groove along. The Band consists of Claudine Nelson (vocals), Thomas Bokemuller (guitar, vocals), Dave Webster (drums, vocals), Robert Key (Bass), Hellmut Kries (keyboards), Hu-de San (alt sax), Kathrin Vente (tenor sax), Jörg Gutzeit (trombone), Peter Kazmaier (trumpet), Udo Witte (trumpet), and Niko Brückner (trumpet). The Phoniker Orchestra is probably Windhoek's most established Show Band, historically connected to the Windhoek Karneval as the former Wikaphoniker, having contributed significantly to the success of the annual Karneval shows. Since 2008, the band has focused on performing themebased Live Shows in Namibia with overwhelming recognition for the premier of the GOLDEN JUKE BOX SHOW, the 2010 Show CHICAGO BLUES NIGHT, as well as the BLUES BROTHERS SOUL NIGHT in 2014. The Golden Juke Box Show is on Saturday, 22 October 2016 at Desert Tavern in Swakopmund. The show begins 20:00, doors open at 18:30. Tickets are available at the door for N$100.

Monthly Monitor: September 2016 Market Review: On the global front, the US Federal Reserve decided not to increase interest rates at their September meeting. Despite improving domestic fundamentals, sluggish global growth, volatile financial markets and tepid US inflation were noted as the reasons for another delay. The announcement boosted the US equity market. With continuing monetary stimulus in other parts of the world, such as Europe and Japan and no tightening in the US, global developed market yields remain low. This encourages investors to take on more risk in their search for yield which is steering them into emerging market assets. Locally, South African (SA) consumer price inflation came in at 5.9% year-on-year, which is lower than previous releases and back within the central bank's target range of 3% to 6%. Lower inflation urged the SA Reserve Bank to keep interest rates on hold too. Several economists feel that we are near the end of the tightening cycle. As capital flows out of developed markets and into emerging markets the SA Rand (ZAR) has continued to show strength and our bonds are rallying. See Table 1 below for asset class returns over various periods:

The global search for yield in emerging markets is evident in Table 1 above in the year-to-date figures for local bonds. The strengthening of the ZAR is also evident in the weak performance of foreign shares when translated into local currency terms. The 1Year figures paint a clear picture of how weak asset class performances in general have been. Portfolio Performance: Although markets can be volatile over shorter periods, like a month, they become more predictable given enough time. Table 2 shows the 1-year and 3-year (per annum) returns ending September 2016 of our five managed portfolios. The returns are calculated based on gross internal rates of return (IRR's) from actual client data:

The strong ZAR and our heavy foreign exposure has detracted from performance over the short term. However, when the ZAR weakens our clients will enjoy great rewards. Conclusion: As mentioned previously, the past year has been lacklustre in terms of asset class performances and the general consensus of local asset managers is that we can expect this trend to continue. It now becomes even more critical for asset managers and fund managers to do thorough work in terms of finding value in a rather benign investment environment. We place great emphasis on choosing outstanding asset managers with excellent skills and a solid track record to find these pockets of value and also on our portfolio positioning. Focus is kept on the long-term and we find satisfaction in beating our benchmarks over meaningful periods. Tamariskia Primary School learners walk for school hall fundraising project Sharlien Tjambari

Learners, parents and teachers of Tamariskia Primary School on Friday, 7 October walked for the construction of their school hall. The school organised a fundraising and funwalk day incorporated as part of their fundraising project. According to Mrs Lizette Fischer, the school is 46 years old and for the past 46 years it has been operating without a school hall “and whenever we have functions and need a school hall we always rent the Tamariskia Town Hall or we need to rent another school's hall for our functions. Sometimes it is expensive and it is awkward for the parents to go out and very inconvenient so we would like, for our image and recognition to have our own school hall.” Tamariskia Primary School have a total number of 1182 learners from grade zero to seven. The project of raising funds for the school hall started about two or three years ago and they have approximately about N$80 000, “but as you all know it is very expensive to build as property is very expensive, so our estimation for the fundraising is about N$1.5 million for the hall” said Fischer. She further said the school would like to lay the foundation of the school hall by the end of this year and that is their main goal. “I would like to express my sincere gratitude and thanks to the parents, the Tamariskia community and the Swakopmund community for the assistance that they have given us so far, but we would also like to urge them and encourage them to please assist us more, as we also have a pled-ging from now until the end of November. Any contribution, anything or any way in which they would like to support us are more than welcome. They can contact us at the school and we will really appreciate it, especially the businesses, please come forth and also contribute to the education of our kids” concludes Fischer. The learners and teachers walked from school through Tamariskia suburb, past Woerman&Brock Vineta toward Wurstbude Pizzeria and Restaurant and back to school where they continued with their fun day activities.

Opel Astra Named as South African Car of the Year Finalist

Opel Astra, the reigning European Car of the Year, has been selected as a finalist for the 2017 Wesbank South African Car of the Year (COTY) competition. This is the second successive year in which an Opel has been named COTY finalist in South Africa after ADAM and Corsa were voted as finalists last year.

The Astra which was launched in South Africa in April this year has received great accolades from local as well as international media. Packed with segment leading safety, infotainment and driver aid technology, the Opel Astra is a game changer in the mid-size hatchback segment giving buyers access to technology usually reserved for luxury vehicles. "We've won the big European prize and it would be a real honour to add the local trophy to our cabinet," commented Brian Olson, vice president vehicle sales, service, and marketing GM SubSaharan Africa. "There's no doubt that Europe's top automotive communicators found the Astra to be the best of the best and we hope that evaluators from the South African Guild of Motoring Journalists reach the same conclusion. Local customers have certainly recognized the Astra as the best in its class, so far demand has far outstripped supply with the new Astra achieving its best market share in 20 years" Of course, COTY success is not new to the Opel brand, both here and abroad. In 1985 a previous Astra generation was the European COTY, while on the local front Opel products were chosen by the SAGMJ evaluators as their benchmark car in 1991, 1994 and 1995. Past and present Astra models clearly have got what it takes to win. The current Astra has averaged close to 100 units a month since launch, and holds about 10 percent of the C-segment hatchback market share, April to August. The SAGMJ COTY jury will evaluate the Astra and the other finalists in early February 2017, with the winner announced on 15 March 2017.

NAMIB TIMES 31

14 OCTOBER 2016

NEW NAMIBIAN INLINE HOCKEY PRO LEAGUE Saturday, October 8, marked the Inaugural Festival of the NIPL (Namibian Inline Pro League). The Festival was held at DTS in Windhoek. Forty inline hockey players, many of whom are Namibian National Team Players, competed against each other in international length games…each game taking an hour for completion. The goal of the NIPL is two-fold: To create a league that is fun, challenging and competitive…so that the best of the country's players can showcase their abilities and prepare for the Inline Hockey World Cup. And to help stimulate the more senior players with high level games that are aimed to improve the level of hockey in the country. All of the players will still continue to play in the NIIHA league for their respective clubs. Liam Strydom was named Festival MVP (Most Valuable Player) and Ulfried Cramer was named Festival and Championship Game MVG (Most Valuable Goalie). Strydom beat all competitors in scoring, tallying 12 goals and 3 assists through 3 games; while Cramer beat all goalies with a 3.67 goals against average (through 3 games). Maike Thiem led the female competitors, who played alongside the men, with 1 goal and 3 assists. The festival concluded with a championship game between the top two teams (White and Blue). The game was full of excitement with four lead changes and ties during the one hour match. In the end, Team Blue won 7-6 and Otti Foerster, the Blue team's Captain, was named Championship Game MVP with 3 goals and 1 assist. “The day was a complete success,” said Brian Sobel, the Commissioner and creator of the NIPL, “it was amazing to see how far inline hockey has come in the last ten years. The passion that the players brought to the games made each game memorable and added to the excitement for the spectators.”

Swakopmund's Danny Boy to fight for WBF World Championship tittle Sharlien Tjambari Albinus “Danny Boy” Felisianu have an upcoming fight in December in Windhoek at the Ramatex Centre. He will be fighting for the WBF World Championship with an opponent from Fibbiano-Italy whose name still need to be confirmed. Danny Boy said he have been preparing for the fight for three months now and “I am top fit and ready for this fight, I am just waiting for the day to come.” The owner of The Best Bar in DRC Mr. Kakoto have sponsored him with training kids and a boxing short. Danny Boy is asking the business community to get involve in sports and said people should come together and support sports at large. “I want to thank all Team Danny supporters for the support they have given me throughout the year and Mr Kakoto for his help with the sponsorship, without him I would not have been ready certain that Danny Boy is ready for the WBF World Championship challenge because he has been at Danny's training and have seen his potential. Mr. Kakoto is a small business man who says he does not have a lot of money but have shown interest in Danny and felt the need to assist him. The fight is scheduled for 3 December from 18:00 till late.
