China sees its deadliest day Coronavirus kills 242 in one day - 60 000 infected China has seen its deadliest and most challenging day on Wednesday in its fight to get the Coronavirus infection (the virus is now officially identified as COVID-19) under control. A total of 242 people died of COVID-19 on Wednesday and a staggering 14 840 new cases were identified bringing the total number of people infected globally to 60 000. At first glance the events of Wednesday could create the impression of a runaway train. on a downhill with brakes failing. Statistically there are both negative and positive news. Negative news in the fact that more than 1 100 people have died of the virus, with all but two deaths occurring in China mainland. Also, negative in the fact that on Monday of this week a total of 108 people died in one day, the most deaths in one day since the COVID-19 outbreak late in January. Nearly all deaths in China is in central China's Hubei province. Several cities are under lock-down to prevent the spread. The city of Wuhan is regarded as the epicentre where the virus made its transfer from animal to humans on an illegal wildlife market. The African pangolin is believed to have been the carrier of the virus. At the time of going to press yesterday there was great promise in the fact that the number of daily cases started to drop. The highest daily infections detected was on 5 February when close to 4 000 new cases were identified. By 7 February the daily cases detected dropped to 3 000

The ruling now leaves hundreds of traffic law enforcers in a predicament, as they have been interpreting the law incorrectly all the time. There are also dozens of similar cases currently serving before courts countrywide where this ruling will be used as a precedent. Magistrate F. Anderson found Sandra Loubscher and Nimrod Zwartz not guilty on a charge which read as follows: “Lamps – Unauthorised Lamps – Regulation 203 read with Regulation 173-198 of the Road Traffic and Transport Regulations, 2001, promulgated under GN No. 53/2001 as amended read with Section 1, 86 and 89 of the Road Traffic and Transport Act, 1999 (Act 22 of 1999)”. Locker Motorcycle accident vom keeps ivory-accused Edgar Clark from court Hocker A recent motorcycle accident prevented illegal ivory trade suspect Edgar Clark from attending his next court appearance in Walvis Bay last Thursday. A warrant of arrest was subsequently issued for Clark which is stayed until he, and his two co-accused Michael Lusse (60) and Dirk Vermeulen (51), return to court on 12 March. Clark reportedly had an accident with his motorbike in Walvis Bay and is currently hospitalised in Windhoek. As a result of his hospitalisation, Clark could also not honour his bail conditions which include having to report at the Walvis Bay police station three times a week. The trio will enter their pleas on 12 March. The three were arrested at the end of August and beginning September respectively by members of the Namibian Police's unit for protective resources. Officers posed as ivory buyers and pounced on Vermeulen and Clark at a house in Walvis Bay's Fairways. Days later Lusse was also arrested as he allegedly stored the two elephant tusks, weighing 65kg, in his garage on behalf of former Walvis Bay mayor, the late Mr Bryce Edwards. Continues on page 2

Coronavirus precaution Continued from page 1 and on 11 February it was 2 500 new cases for the day [1 February's level]. Although there is much reason for optimism, globally the human race is not yet out of the woods. Several countries now believe COVID-19 is a threat and that the worst is still to come. Globally countries monitor passengers at all ports of entry. Temperatures are checked and scanners detect people with a fever. Countries bordering China are on border lockdowns and many global airlines have stopped flights to and from China indefinitely. Declining entry visas to people traveling from China is in place in many countries. In China itself the fight against COVID-19 is carried out at high pitch. Two hospitals were constructed in less than 10 days in Wuhan to manage the influx of patients. Some hospitals were re-purposed only for COVID19. Train schedules to and from central China has been cancelled. Roads are blocked, cities are under lockdown and countrywide the gathering of crowds are discouraged. Tourist attractions and theme parks are closed indefinitely and across the country people are pulling out all the stops to prevent person-to-person infections. The African continent and more specifically applicable to us, Namibia, remains COVID-19 free. The only other continent also spared COVID19 so far is Latin America. We as citizens of the country and inhabitants of towns and the city should each take personal responsibility to prevent the possible spread of COVID-19. We must be thankful for the measures put in place by the authorities and assist the effort by maintaining high levels of personal hygiene. Let us continue to wash our hands regularly during the day. Let us keep customer surfaces like counters, tables, shopping trolleys and touch surfaces of auto banks clean throughout the business day. If a person is suffering from flu-like or cold-like symptoms, especially excessive coughing, sneezing, shortness of breath, headaches etc – take sick leave. No spitting and take care to sneeze in a hanker chief or tissue. Replace regularly during the day.
Not guilty verdicts: Continued from page 1 “The fact that these two motorists were found not guilty for having additional lights on their vehicles must be regarded as a watershed moment for traffic law enforcement. It is high time traffic authorities countrywide, which include municipal traffic authorities and the Namibian Police, to understand what they are currently doing infringes on vehicle owners' Constitutional Rights”, a road traffic consultant said yesterday. Regulation 174 of the Road Traffic and Transport Act stipulates a person may have two additional lights fitted on a vehicle's front. These two additional lights must be beam lights, must be fitted at an angle that it illuminates an area of 100m in front of the vehicle. These two additional lights must dim or go out completely to ensure the safety of oncoming traffic. The lights must be mounted at even distances both sides of the vehicle's centre line, may not be lower than 300mm from the ground, higher than 1400mm from the ground or more than 500mm behind the vehicle's foremost point. Magistrate Anderson acquitted Loubscher and Zwartz in terms of Regulation 174 thereby setting the legal precedent that two additional lights may be mounted to a vehicle. It is irrelevant whether these two additional lights are light emitting diode type lights (LED-lights) or other fabricates. As long as these two lights only contain one bulb. In the case of LED-bar lights the unit is regarded as a single bulb light. Furthermore, these two additional lights must be fixed at even distances from the vehicle's centre line and fitted according to the dimensions provided for and fixed at an angle to provide for safety of oncoming traffic. ·It is believed the State's expert, when it comes to legislation regarding vehicle lights' testimony was rejected by magistrate Anderson. Furthermore, the magistrate did not consider regulation 203 that formed part of the charge. It is at this stage of primary importance for traffic law enforcers to take a second look at Regulation 203 as it seems to be the big elephant in the room contradicting Regulation 174.
Motorcycle accident keeps ivory-accused Edgar Clark from court Continued from page 1 Edwards planned to transport the tusks to Cape Town to where he relocated but died after a freak accident. As a result of Edwards' death the tusks became a burden to Lusse who allegedly then gave it to Dirk Vermeulen to get rid of it. Vermeulen subsequently contacted Clark to sell the tusks and in doing so landed in the police's net. The case against the three accused has been regarded as so serious in nature that their bail amounts were set at N$30 000 each. Whether the State will prove its case against the trio remains to be seen.

This motorist in need of a course in logic thinking A contractor conducting street tarring in Swakopmund was left flabbergasted by this motorist who drove over the newly tarred road because “it was taking too long”. The incident took place in the Vineta suburb. “We understand the frustration when it comes to street tarring. Roads are closed and often people are inconvenienced when we work in front of gates and garages facing the street. However, to do quality work takes longer”, the contractor explained this week. Under normal circumstances people only vent frustrations verbally, as they know that the tarring of the streets is a public service they receive and it makes things easier on the long run. However, this motorist’s logic went totally the opposite direction: the person removed barriers which blocked the street and drove over the newly tarred surface. Not only would he/she be having some difficulty cleaning the vehicle, but now another few days are needed to repair the damaged road surface and allow for the tar to properly dry. “This person is in need of a course in logic thinking”, was the dry remark of one of the residents nearby who expressed gratitude that the street is actually resurfaced.

MOHSS receives six new vehicles Isaac Chikosi
The U.S. President's Emergency Plan for AIDS Relief (PEPFAR) handed over 6 brand new Toyota Hilux vehicles to the Ministry of Health and Social Services yesterday on the occasion of the Annual Clinical Mentors' Meeting at Swakopmund Hotel and Entertainment Centre. The vehicles were provided to enable the ministry's healthcare providers to reach the clinics and health facilities they are meant to serve. The new vehicles will augment an existing fleet of 12 vehicles deployed in 2016 with support from PEPFAR through the U.S. Centres for Disease Control and Prevention(CDC). Through PEPFAR funding, CDC supports the Mohss to provide clinical mentorship support and mobility for these mentors. Speaking at the event, Dr Kalumbi Shangula, MP Minister of Mohss said: ”The ministry greatly appreciates the deployment of six vehicles by PEPFAR Namibia. It is the attention to detail and the practical needs of service provision that has made the ministry's partnership with PEPFAR such a success. Not all of our clinics have resident doctors. Therefore, the role of clinical and nurse mentors in supporting clinics when difficult cases present to the clinic, are also vital in ensuring that the people of Namibia receive the quality of care they would expect when they visit any healthcare provider.” The six vehicles will be deployed to Kunene, Omusati, Hardap and Omaheke regions to strengthen health services for HIV and AIDS patients. According to Lisa Johnson, ambassador of the United States to Namibia, the new vehicles will allow clinical and nurse mentors to travel between clinics providing hands-on support to frontline staff. “ Pictured insert: MOHSS Hon. Dr Kalumbi Shangula and US Ambassador Lisa Johnson I am proud to be here today to support the ministry of health and social services in their efforts to provide the highest quality of care through the provision of these six vehicles”, she said. The vehicles are estimated to have cost approximately N$4 million.

Erongo Marine builds showers for Happy Land orphans The orphaned children of Happy Land Safe Haven in Henties Bay can for the first time enjoy their own shower thanks to the financial assistance of Erongo Marine Enterprises. Carmen Hoases' selfless commitment to abandoned and abused children has led to the establishment of Happy Land Safe Haven in Omdel, Henties Bay, which started out as a daycare centre 15 years ago. An abandoned child herself, Carmen first took in a young boy, aged 10, after seeing him around town scavenging for food in dustbins. Her act of kindness and loving care turned the boy's life around. Today he is married man with children of his own. As time passed Carmen and her husband Hannes opened their home to more children. The community of Henties Bay soon took notice of Carmen's compassion towards abandoned children and inevitably she became a safe haven for abused and orphaned children, many of them placed in her care by the Police. She and her husband currently provide a loving home to 32 children, from as young as a few months to 18 years old. As their family expanded over the years, they could no longer be housed in their small, two-bedroomed house. Makeshift fiberboard buildings were constructed to accommodate the boys and the girls in separate rooms. A larger daycare centre and kitchen were also added. They even erected a communal hall on their tiny plot which serves as their church on Sundays. Carmen does not receive any government funding and solely survives on donations by good Samaritans. In 2019 the Walvis Bay Round Table 36 identified certain needs and approached Erongo Marine Enterprises to assist financially. The most critical was the construction of additional shower facilities as their home only has one shower which could not accommodate everyone during bath time. At the same time, a much larger sewage tank was constructed. Erongo Marine also purchased a larger stove and fridge and settled their outstanding municipal bills. A few smaller household items, including plastic bed covers for the young ones, were bought. In December the staff of Erongo Marine arranged for a small Christmas party for the children. They all received gift bags containing school supplies, toiletries, baby nappies and educational toys for the younger ones. “Giving is not just about making a donation, it is about making a difference, said Dr Uumati, MD of Erongo Marine Enterprises, in response to the company's sponsorship of Happy Land. Erongo Marine Enterprises is one of the leading horse mackerel fishing companies in Namibia. The donations were made possible through the company's corporate social development trust, the Arechanab Community Trust.

Council meets the people Isaac Chikosi Since Sunday 9 February Swakopmund Municipality has been conducting a series of public meetings throughout the town. The meetings were held in Mondesa, DRC, Matutura and Tamariskia with the last meeting held yesterday in the Central Business District. During the meetings, the public was introduced to the various managers of different departments within Council and were given an overview of Council's strategic plan.
Members of the community policing also attended the meetings to create awareness on safety and crime prevention. Speaking at the meeting Constable Kaujova Community Policing Nampol shared with the public a proactive approach to dealing with crime saying prevention is better than cure. “This is possible through active community structures and the timely reporting of crimes”, Kaujova said. Archie Benjamin, the CEO of Swakopmund, shared the town's 20-year plan which includes the planning and allocation of land, additional developments and services. “This planning is necessary to ensure the financial stability of the town”, said Benjamin. “We also want to ensure that there is sufficient land for expansion and development. We must fast-track the possibility of our people owning their own properties”, he said citing the roughly 1500 individuals still without houses in Swakopmund. Council's vision for the future of Swakopmund is well articulated and focused not only on the growth of the town but also the enhancement of
the standard of life and aesthetics including a myriad of opportunities for businesses and individuals alike. With Swakopmund's economy reliant on tourism, Benjamin believes the town has much more to offer. The development of an additional industrial area to promote manufacturing and packaging will create jobs. In addition to this is the reservation of land for the construction of a tertiary educational institution and agriculture. Primarily, council will focus on improved service delivery by implementing service standards. Benjamin, noted also the integral role the mining sector plays with regards to employment, however, he said mines should do more to be active in the communities by investing in various projects in the town.

Daher will ich Sie ermahnen. Meistens
dagegen tun. Was?

Despite a month-long break, swimmers put in great performances and broke six individual records: one from the women's and five from the men's events. Cheryl Young broke the Women's 45 and Over 50 Butterfly (FL) record in a time of 38.80, which erased Zoe Mitchell's record of 46.15 set in 2019. In the Boys eight and Under 200 Individual Medley (IM), Andre Badenhorst recorded a time of 3:21.33, which toppled Ryan Steyn's 3:24.99 times recorded in 2019.
Jan Louis Mostert pushed himself to the limit as he broke the Men's 25 to 44 years 800 metres Freestyle (FR) event in a time of 12:03.94. As a result, Mostert broke the record he set back in 2019, which stood at 12:19.52. Mostert did not stop there as he went on and broke three more records listed below: Men's 25 to 44 years 1500 metres FR in 23:05.48, to overcome Wynand Dreyer's time of 23:51.75 set in 2018. Men's 25 to 44 years 200 metres FL in
3:14.18, which broke Adriaan Maritz's 3:36.86 set in 2019. Mostert also broke the Men's 25 to 44 years 400 metres IM in 6:32.54. The previous record, which stood at 6:52.76, was set by Maritz in 2019. Hosted by the Namibia Swimming Union (NASU), the Bank Windhoek Long Course Gala saw a total of 134 competitors, made up of 62 male and 72 female swimmers. With their ages ranging from as low as 6 to 60 years of age, the swimmers represented clubs
such as Aqua Swimming and Fitness Club, Dolphins Swimming Club, Marlins Swimming Club, and Phoenix Swimming Academy. The longest distance swum was 1 500, 800, and 400 metres of Freestyle swimming, which required the athletes to use mostly their legs and arms for competitive swimming, except in the case of the individual medley or medley relay events. “The 2020 Bank Windhoek Long Course Gala was a huge success.
Thank you to Bank Windhoek for making this possible. To our Namibian swimmers, we wish you the best as you prepare for upcoming competitions, which we anticipate being more competitive than before, said NASU's Executive Committee Member, Nicky McNamara. The next event on the Namibian swimming calendar, is the Bank Windhoek Namibian National Long Course Championships, taking place from Thursday, 27 February until Sunday, 1 March 2020.

Fistball opening tournament at SFC The Bank Windhoek Fistball opening tournament took place Saturday, 8 February at the Swakopmund Football Club (SFC). Cohen Fistball Club (CFC) kicked off its 2020 Bank Windhoek Fistball League campaign on a high note over the weekend at the tournament. The team retained the Opening Tournament trophy after a gripping comeback at the hands of bitter rivals Sport Klub Windhoek (SKW) 1, who took the Category A final match to the wire. Deutscher Turn und Sportverein (DTS) also put in high performances to win the Category B final for the first time. Group stages and semi-finals: Only eight took part in the tournament: three from the hosts Swakopmund Fistball Club (SFC), four from CFC, and a team representing SKW. In the group stages, CFC 1, SFC's under 50, SFC 2, DTS, and CFC 3 faced each other in Group A. As the defending champions, CFC 1 managed to brush aside their competitors, won all its four fixtures, and finished top of the group. DTS ended second, followed by CFC's third team, while SFC's Over 50 finished at the bottom of the group after losing all its fixtures. SKW 1 defeated CFC 2, SFC 1, and CFC 4 in Group B. Backed-up by home turf advantage, SFC 1 overcame the two teams from CFC and finished second in the group. CFC 2 and 4 ended third and fourth, respectively. In the intermediate round, CFC 3 and SFC 1 fought to the better end for the fistball players from the coast, while DTS lost the halfway round encounter against CFC 2. As a result, CFC 3, and 4, DTS, and SFC 2 progressed to the Category B semi-finals, while CFC 2 met SKW 1. CFC 1 faced SFC 1 in the Category A semi-finals. Later, DTS and CFC 3 moved into the Category B final. “It was an exciting final where neither team was able to break away. Ultimately, DTS asserted itself with a twopoint lead and was eventually crowned the Category B winner for the first time,” said Fistball Association of Namibia's Media Officer, Helmo Minz. CFC 4 prevailed against SFC 2 in the game for the third spot. CFC 1 and SKW 1 beat their opponents and advanced
to the category A final. Surprisingly, SFC 1 defeated CFC 2 to secure third place in the Category A. Finals: Bitter rivals SKW 1, and CFC 1 once again battled it out in the Category A final and exhibited high-class fistball. Neither team was able to break away in the first set. The youngster, Karl-Heinz Traut, who moved up to the CFC 1 team, scored with almost every service and kept his team motivated. But in the end, SKW 1 narrowly secured the first set with a tightly contested 15:14 win. In the second set, SKW 1 was much more consistent and won it 11:7. SKW 1 still needed to win a game to walk away with the title, and it looked perfect after a 6:1 and 9:6 lead. However, the new signing of SKW 1, Kristof Lerch, was injured and had to be replaced. CFC 1 explored this weakness and won this set. Cohen 1 also won the fourth set with 12:10. In the final set, it was again CFC 1 who was hungrier for victory and ultimately defended its title after a 3:2 win. Karl-Heinz Traut from CFC 1 walked away with the Player of The Day Award after his outstanding performance. Next up on the fistball calendar is the first round of the Bank Windhoek National Fistball League scheduled to take place on Saturday, 18 April 2020, at Cohen Fistball Club Sports Grounds in Windhoek.

Coastal ladies bag bronze in Morocco Rudi Bowe
Coastal Karate ladies, Jewel Slinger, Miriam Idiou and Mayvonne Swart won bronze medals at the African Karate Championships (UFAK) in Tangier, Morocco over the weekend. The Namibian National karate Team that participated in the 19th senior, 11th junior and 3rd cadet editions of the prestigious African Karate Championship, won 5 bronze medals to end in eighth position on the medal list, which is dominated by the much larger teams of Morocco (35 medals, 14 gold), Egypt (36 medals, eleven gold) and Algeria ( 16 medals, 6 gold) and South Africa seventh with 1 silver and 8 bronze. The tournament features some of the most elite karate athletes in Africa and is a highlight for many African karateka as it is the only annual tournament hosted in Africa in which athletes can obtain official WKF world ranking points. Namibia managed to scoop up five bronze medals at this year's event: an improvement from last year's performance of only 3. Most notably however is that this year's medal winners were all women. Namibia Karate Union public relations officer Stefan van der Merwe said: “The achievement of the ladies is not only a testament to the growth of female karate in Namibia but also the beginning of a new era in which the previously male dominated sport now features numerous elite level women competitors that not only equal but often out perform their male counterparts”. Van der Merwe added that this is undoubtedly the result of other iconic Namibian female karateka such as Suzelle Pronk and Theresa Swart who have helped pave a way for future generations to follow. “The Namibia Karate Union is incredibly proud of the performances of all the athletes who participated at this weekend's tournament and is looking forward to the continued growth of the sport in Namibia” Van der Merwe.
