Water revolution Direct potable water plant for Walvis Bay - semi-purified effluent into drinking water

Night vigil against domestic violence

“Ops Kalahari” yields results

See Report on page 7

Walvis Bay's supply of drinking water will in the foreseeable future come from semi-purified water that is purified to a standard safe for human consumption. The municipality of Walvis Bay plans to secure the town's water future with the introduction of so called direct potable water reclamation (DPR).

Meet the Supra

At its ordinary monthly meeting for August (took place on 3 September), the Council of the municipality of Walvis Bay adopted a recommendation for the development of a Direct Potable Reclamation facility that will be located on the same premises as the waste water treatment plant. The two facilities would be integrated and would be known as the Namib Water Reclamation Plant. The waste water treatment plant would continue to produce semi-purified effluent from raw sewerage water and the semi-purified effluent would then through DPR be purified into potable water. A competent tender agent and transactional advisor would be appointed in due course to develop the project to its full capacity. The transactional advisor, states the Council meeting's agenda, would be responsible for the appointment of the full bouquet of specialist services for the entire project from initial design right down to the tender

Cabinet directed all Namibian Government entities to reserve their vehicle purchases only for Peugeot and Opel, as there is a plant in Walvis Bay assembling these two vehicle fabricates. The municipality of Walvis Bay is among the first to adhere to this directive and will now spend N$633 000 to purchase two Peugeot's to replace the mayoral Mercedes Benz and a Volkswagen Jetta. The Council of the municipality of Walvis Bay at the last monthly Council meeting approved a recommendation of the Management Committee in this regards. process and procurement. Background: Council in 2018 instructed Aurecon to conduct a water security study to assess Walvis Bay's vulnerability with regard to water supply. The town's growth increasingly places security of water supply at risk. The study concluded Walvis Bay has sufficient water access for its current demand, but identified a concentration risk [dependence on a single source of water]. The single source is the Kuiseb Delta and also the fact water can only be procured from one source – Namibia's bulk water utility NamWater. The water security study considered a number of water supply alternatives including desalination. It was found that DPR is the best alternative, given the fact it is known technology already in use in the capital Windhoek for decades. DPR is also significantly more cost effective than desalination which is electricity intensive.

Walvis Bay mayoral “Benz” to be replaced by a Peugeot Continued from page 1 allocation for the 2019/2020 financial year of N$633 000 which must be used to buy two Peugeot vehicles from Peugeot Opel Assembly Plant Namibia (POAN) in Walvis Bay. The two vehicles will replace the mayoral Mercedes Benz and a Volkswagen Jetta. Background information from public documents disseminated by the municipality of Walvis Bay and inquiries to an industry stakeholder close to POAN indicate very soon after the assembly plant started production in Walvis Bay late in 2018, the company hit the first snag. The vehicles assembled at POAN from a so-called semi-knocked down (SKD) state is not qualifying as a product originating from Namibia. The most important requirement for the vehicles to qualify as Namibian originating products is for a percentage of the components to be manufactured locally. If that is not possible, the vehicles cannot be classified as a Namibian product, and cannot enjoy import and export benefits within the Southern African Customs Union (SACU). An industry source who was willing to speak to the Namib Times this week on condition of anonymity explained the other SACU-members were left in the dark with regard to the setting up of POAN in Walvis Bay. It was only in a very advanced stage that SACU-members felt they were left in the dark by Namibia's trade minister. Firstly, the vehicles produced cannot qualify as products originating in Namibia and hence any reduced import and export tariffs would be unfair. The SACU countries are pooling all the tariff income in one account and divides it up proportionally between each SACU member. If Namibia unduly qualify for reduced tariffs that in effect would undermine the other SACU-members' revenue from the SACU pool. “Bear in mind though the fact that the vehicles are not products originating in Namibia, it does not mean POAN cannot export to clients or re-import the vehicles destined for Namibia. The imports and exports would not qualify for reduced tariffs and could make the vehicles uncompetitive in terms of retail price”, the source explained. Adding ,that means the Namibian Government through Cabinet is in its full rights to encourage state institutions to buy vehicles from POAN and also for the trade minister and other public stakeholders to engage SACU with the aim of negotiating better tariffs and in doing so enforce the basis on which a motor vehicle assembly industry can come to its full right in Namibia.

Sinkhole frustrations for Walvis Bay Eileen van der Schyff

One of the many infrastructure frustrations residents of Walvis Bay face, is sinkholes. Harbour town residents have contacted the Namib Times anew with complaints over sinkholes which is not only an eyesore but are all dangerous traffic hazards. In most instances the sinkholes are marked with construction safety barrier or danger tape, yet often these sinkholes are left for months on end before the municipality gives attention to it. “These sinkholes are common sights throughout town. We understand that it costs money to repair, but the reality is these sinkholes are dangerous and can damage vehicles and cause accidents, complained one resident. Adding he is highly frustrated by the fact the repair teams take so long before taking conducting repairs. Sinkholes are caused by sewer lines rupturing underground. The sewer water erodes the area around the rupture, causing subterranean cavities. At any point in time the roof of the cavity collapses, exposing a large sinkhole. Sinkholes are especially common near t-connections and near manholes.

The municipality of Walvis Bay conducts repairs as the sewer ruptures appear. The local authority concentrates on replacing sewer lines one at a time between two manholes. The town's sewer infrastructure is aged, and the only cost-effective approach is to repair the sewer lines on a priority basis. Another resident had a constructive suggestion. He urged all residents to report spots where sinkholes appear. Also, to keep record of the date and time it was reported to the municipality. Also, to frequently follow if action is to be taken. Note: apart from a traffic hazard, sinkholes in the past have been responsible for people or animals falling into it and getting injured. On the pictures: one of the sinkholes that frustrated residents of Peter Mushiange Street in Walvis Bay. The municipality repaired the sinkhole in the meantime and residents expressed their gratitude.

The Police Public Relations Committee (PPRC) reports crime rates dropped in the coastal towns since the launch of the joint anti-crime operation coded Operation Kalahari Desert. However, crimes committed in homes (domestic) are on the increase. During a meeting in Swakopmund yesterday, Warrant Officer Ileni Shapumba, the Unit Commander for Community Affairs Nampol-Erongo confirmed the crime rates dropped. Specifically alcohol-related crimes. The cumbersome news though is crimes related to domestic violence is on the increase. “People now consume alcohol at home and that contributes to violence inside the home”, explained Shapumba. Shapumba's concern is that Operation Kalahari Desert is effectively moving crime from the streets into homes. Shapumba added: “The crime is high yes, but the perpetrators are our own people. When the police and other stakeholders of Operation Kalahari Desert respond to scenes, people respond with resistance and they complain

about our presence”, he explained. Shapumba added during the meeting that PPRC now has new structures in place and changed its name to the Community Policing Forum (CPF). Members of the PPRC should work together to identify possible candidates who will take over the position of the Current Chairperson of PPRC, Annette Kötting soon. Kötting has been serving as chairperson since the re-establish-ment of the PPRC in 2016. “I express my sincere words of gratitude to Annette for the couple of years that she has been leading this committee. She is a good leader and executed her duties with distinction”, Shapumba concluded. San children trained by NIMT Sharlien Tjambari

Twelve children from the Hai//Om San community are going to study at the Namibia Institute of Mining and Technology (NIMT). B2Gold Namibia, which operates a mine in the OtjiwarongoOtavi area pays for the registration and accommodation of the prospective students. B2Gold proudly handed over the donation to NIMT at Arandis this week where the mining group was hailed for its immense efforts to plough back into the communities where it operates. B2Gold Namibia is spending a total of N$108 000 for the registration and accommodation of the twelve trainees. That is for the duration of a six-month course they undertake. One of the twelve trainees qualified for a full-time course and will be pursuing an N3 Boiler Maker certificate. The children received the sponsorship through their Chief, Chief Edward Soroseb who applied at NIMT on their behalf. The Acting Director of NIMT Ralph Bussel said B2Gold Namibia assisted them a lot since it was established in Namibia. “I salute B2Gold Namibia for willing to support training in this country even in these economic challenging times”, Bussel added. Bussel urged trainees to work hard and to qualify, as they will then open opportunities for themselves both locally and abroad. He further urged the students to make use of the resources put at their disposal at NIMT and to always

strive for success. “I do not want to see you leaving NIMT without reaching your maximum level of study which is level 3”, Bussel said. Adding apart from the six months training course these students can continue with their tertiary education at NIMT, albeit with alternative funding. The Manager: Corporate Social Responsibility at B2Gold Namibia, Ignasius /Awaseb, said the selection of the trainees was solely done by NIMT, based on the merit of each child. /Awaseb also urged the recipients to make most of this opportunity. The trainees will undergo training in the fields of boiler making, clothing manufacturing, metal fabrication, plumbing and welding. The following trainees are beneficiaries: clothing manufacturing: Auralia Nuseb; Anneline Garises, Cerlina Kheimses, Borgelus Kubeb, Doreen Hoaes and Chriselda Hoaes. Night Vigil to make a difference Rudi Bowe

The Walvis Bay community held a night vigil recently to remember women and other vulnerable people who fell victim to domestic violence at the hands of their men. The Erongo Region remains plagued by domestic violence incidents in which one woman lost her life and several were raped or assaulted. The vigil was held at the Narraville Stadium and served as a platform for people to unite against to make a difference. Crying and outrage on social media is simply not enough. No one deserves to have their lives cut short by someone who has no regard for the rights or lives of other. It is horrifying to see that people in Namibian society simply don't care to destroy or take lives through domestic violence or random acts of violent crimes against vulnerable people in general. Domestic violence has been condemned from all corners of Namibian society. Yet, it seems calls for men to change their violent ways against women, children or the elderly fall on deaf ears. The degree of cruelty is also shocking and revolting. At the vigil, the Deputy Mayor of Walvis Bay, Clr Penelope MartinLouw commended the community for their initiative and for organising the vigil. “It is indeed a platform where we as a community can all stand together. To condemn these heinous crimes against the most vulnerable members of our community, she said. Clr Martin-Louw appealed to men in general to change their violent and abuse behaviour. Also, to find help through counselling or sharing their fears and frustrations with for instance a trusted friend. The time is always right to do the right thing. Don't waste time to share and get help. Often it is too late for regret, but to get help in time can prevent a lot of pain and loss. Clr Martin-Louw also gave her assurance that the Local Authority of Walvis Bay would be more than willing to support initiatives aimed at curbing violence in our society. The Deputy Mayor also called for the line authorities to launch an indepth study to understand the root cause of domestic violence in Namibian society. The organiser of the event Luzelle Yon, said the vigilance might not be an answer in itself, but a beginning of communities taking action and taking responsibility. She concluded asking the country's judicial system to institute tougher sentences against

perpetrators of violence against vulnerable people. She also recognised the fact that Namibian courts have already taken a tougher approach.

10-year-old Beauty queen gives Sharlien Tjambari back to community A ten-year-old beauty queen from Arandis found a special way to thank those who always supports her. Nelao Martina boasts several titles as beauty pageant.

Nelao Martina is seen here with the Deputy Mayor of Arandis, Clr Irija Iipinge and the children whom she invited for soup

Nelao, who is a learner at the Arandis Primary School decided to share moments over a cup of soup at the Onguta Restaurant with children from several other schools at Arandis. Many of the children are orphaned or experience life difficulties who leave them vulnerable. To raise funds for her soup project Nelao organised a mini-expo where she raised sufficient funds to buy snacks and other food items. She held a mini expo with the help of her mother Maria Martina earlier this year, to raise funds which enabled her to buy the food items needed for a hearty cup of soup and some tasty snacks to go with it. It was an ambitious project, as the plan was to involve 150 children. Nelao teaches many of us the importance of perseverance in what you undertake. Nelao is also a good example in that she is performing well at school and she is involved in community projects whenever possible. With regard to her passion of competing in beauty pageant competitions, Nelao so far won four modelling titles. It is off to South Africa next year for Nelao where she will compete for another title alongside the current Miss Beauty Queen Namibia Pageant. She will further shape her skills under the expert hands of Sweetness Mootseng, the Director of the Namibia Beauty Pageant. Nelao also got assistance from Bank Windhoek, Namib Bakery, Onguta Restaurant, Holdem Investment and The African Deli.

Empower girls through dance Rudi Bowe International Dance Exchange (IDE) recently organized and had a dance camp for twenty-one teen girls from financially challenged families in the Narraville community hall. During the 3-day programme, participants took lessons from Gary Hoffmann, a Hip-Hop dancer from Namibia, Hadley and Ashlynn Erasmus Hip-Hop/Street dancers from Cape Town and Catherine Samson, ballet dancer and the owner of IDE. Samson said, “It opens doors for young girls with a passion for dance and empowers the young girls to get to know who they are by doing something they love. The dance gives an opportunity to create friendships and sister hood. Support surrounds children and with care we build a brighter future for them where people who matter come together to give children a sporting chance”. Gary Hoffmann said that he would love to work with these girls and give them the opportunity to peruse a career in dancing as it not only a hobby but also a means of making money with dancing events and music videos. “To help these girls we need a venue to set up a dance studio and for this we need money. I would like to do this free of charge for all girls under the age of 18 years. We would like to plea to the Walvis Bay community to assist in setting up the studio”, Hoffmann added. Ingrid Van Niekerk, the mother of Catherine Samson said that

the programme was a big success. She would like to thank their sponsors and everyone that helps. The children that participated in the program were: Kelly Areses, Jure-Lee Kusch, Camiryn February, Princonley Hiskia, Viwandjininga Kalumona, Jade Kamaundju, Bertha Queen Kinda, Caylin Knowles, Amor Laksman, Tayla Ava Martins, Ruzel Mokaleng, Sharivo-Dean Ockhuizen, Fimanekeni Paulus, Tamika Rossouw, Sarifa Chriszelda Skeyer and Lovely Kelly Swartbooi with Cline-Lee Kusch, Zita Petersen, Zoey Petersen Valmaray Raynard and Venesheree Raynard as the Juniors. IDE addresses the immediate challenges faced by young girls in Africa and focuses on the individual human development through the transformative power of dance, by providing young girls who share that same passion and vision for dance an opportunity and platform to excel and succeed in dance. The International Dance Exchange Program provides high-level and immersive dance experience filled with movement, music, adventure and moving to bring change to girls and youth in less privileged communities in Africa. The new Supra has been designed from the ground up to deliver driving pleasure and superlative performance at accessible limits. The Supra’s prodigious potential comes from its front mounted 3l, turbocharged direct-injection straight six cylinder petrol engine, delivering 250 kW of power between 5 000-6 500 r/min and 500 Nm of torque between 1 600-4 500 r/min, channelled to the rear wheels by an 8-speed automatic gearbox with steering heel mounted shift paddles for complete driver control. As the first and last pairs of cylinders of the straight-six engine operate in unison, albeit in different strokes of the combustion cycle, a smooth and vibration-free experience is guaranteed across the entire rev range without sacrificing performance. The combined benefit of the

abundance of torque across such a wide rev range, as well as the fitment of launch control and the dynamic benefit of traction-optimising rear-wheel drive delivers a 0-100 km/h sprint time of just 4.3 seconds. Incredibly, the Supra consumes a mere average of 7 .7l/100 km and emits a corresponding 177 grams of CO2 per kilometre. However, the Supra’s superlative performance potential supersedes simple straight line speed. As a classic sports coupé, the absence of rear seats has allowed for the attainment of a perfect wheelbaseto-track ratio of 1:6 and a 50/50 weight distribution: essential ingredients for razor-sharp and precise handling, stability and agility during extreme cornering manoeuvres when driver, car and road become one. In keeping with the Supra’s philosophy of pure and simple driving performance, only one button is required to unleash all of the car’s ability: the Sport button. The latter sharpens the steering,

throttle, Adaptive Variable Suspension (AVS)* (MacPherson struts in front and multi-link rear) *Available on selected models and differential responses for increased dynamic alacrity, as well as enhancing engine acoustics through a more emotive soundtrack. The Supra’s 19” alloy wheels house high performance Brembo brakes and are shod with special Michelin Pilot Super Sport tyres, sized 255/35 at the front and 275/35 at the rear. The Supra’s aluminium and steel composite body shell has been specially shaped to optimise straight-line aerodynamic efficiency with the target of reducing lift and retaining an optimal front/rear weight balance for peak handling prowess. Viewed head-on, the front bumper aligns ultra-aggressive aesthetics with the necessary functionality. It features a strong horizontal line that separates the headlights and the large intakes responsible for aiding cooling of the Supra’s highperformance turbocharged engine.

What are you waiting for? See you at Indongo Toyota in Walvis Bay today to experience the Supra! Our sales team is ready to assist you!

Die Vortragsreihe lautet: “The long road to Namibia The making of a Nation” . September

Sprüche “Wir leben schon in komischen Zeiten: Telefone ohne Tastatur, Lampen ohne Strom, Türen ohne Klinke, Menschen ohne Hirn, Beziehungen ohne Gefühle, Worte ohne Sinn.” “Was ist Elektrizität?

Also, macht euch stark und wehrt euch! Eure/Ihre Susann Kinghorn .

Some exciting news from Rossmund Well the past weekend was exciting in more ways than one for some of the Rossmund Golfers. For some of the Rossmund Golfers that travelled to Windhoek to participate in the final of the 2019 Windhoek Lager International Pairs Tournament played over two days at Omeya GC and WGC &CC. Rossmund was well represented with 2 Ladies Pairs and 3 Men's Pairs qualifying. Three of whom finished in the top ten out of a field of 40 – our Ladies Team consisting of Lucille Abrahams and Rina Knight finished in 2nd place overall on 87 points - only one point behind the winners Florian Allers and Robert von Prittwitz; also winning the Ladies Section with 13 points ahead of their nearest rivals. Well done to all our golfers and especially to Lucille & Rina and their fantastic win – a trip to Portugal later in the year. In the meantime 32 Rossmund golfers took to the home fairways in search of those much valued Merit List points in the monthly Destination Swakopmund competition - this time around a multiplier that led to some interesting scores. There was only one 2-club coming from Peter Witt. Winners: 1st Steven Johns/George Murasiki 79 points, 2nd Achmet Abrahams/Bertie Saunderson 77 points, 3rd Helmut Ndjendja/Thomas Shitaleni 74 .oinpts and 4th Gerhard Byeveld/Johnny Flook 68 points. On Wednesday 14 August we had some great Spar vouchers on offer compliments of Prestige Accounting - thanks Fritz for ringing in the changes and giving my brain a rest - we had a good field of 35 players the majority of whom did not have a great day. Two players managed to score a decent 38pts - this meant a count out once again was necessary - won by Peter Fox over Cashbox van Wyk - Achmet Abrahams was just one off the mark with 37pts. Our 9 hole winner was Mario Polster with a superb 22 points - with Andrew Cunningham missing out by one point. Well played to all and thanks to the sponsor of the day. On Wednesday 21 August was sponsored by Williams & Knight Insurance Brokers – Oom Billy was in control of proceedings with a ring of the bell and some snacks on the table. Weather conditions were great after some hectic east wind in the morning – bringing in some good scores. Nearest to the Pins were on offer by 7 & 12 these were won by Bertie Saunderson and Johan Kok (great to see you hitting the ball again) – Gary Knight came into the clubhouse with an excellent 41 points to take the 18 hole prize followed by Lucille Abrahams on 38pts whilst Warren Theron played the Best Front Nine with 21 points. Well played to all and thanks to the sponsor for a great day. Saturday 31 August was Monthly Medal Time- otherwise known as the Novanam/Pescanova Feeshing Competition – prizes consist of boxes of beautifully cleaned and packed fish – what a bonus. The course remains in an excellent condition with greens running smoothly but at times a tad too fast for some. Weather conditions were slightly on the cooler side, however this did not deter the field of 31 players. There were two-clubs coming from Mario Polster and Stanley Gawanab. Results - Overall Medal Winner: Mario Polster 68 nett; “A “Division: Likius Nande 74 nett (c/o), “B “Division: Thomas Shitaleni 71 nett, “C “Division: Peter Bassingsthwaighte 69 nett, Ladies: Rina Knight 74 nett, Junior: Jonathan Mather 76 nett. As always a great word of thanks to the sponsor and to all the players for a great day of golf. The Dulux Finals were held at Omeya GC over the weekend with Helmut Ndjendja/Justine Shikulo taking first place and Warren Theron/Bertie Saunderson coming home in third place. Well played. Wednesday 4 September was sponsored by I Tyre – the afternoon was a bit windy at times but a great time was had by all including our Namibian Men's Team putting in a bit of practice for the All Africa Tournament coming up at the end of the month in Mauritius. Nearest to the Pin on Number 7 went to Achmet Abrahams; 18 hole winner was Chris Wood with 40pts followed closely by Bertie Saunderson on 38pts; our 9 hole winner was Stanley Gawanab with 20pts over the front nine. Well played to the winners and thanks to Kiffie Du Rant from I Tyre who also joined us on the day. Coming Events: Saturday 14 September will be Business Connexions with their annual Betterball Mixed Stableford.

Novanam Medal Winners: Thomas Shitaleni, Jonathan Mather, Rina Knight, Mario Polster and Peter Basssingsthwaighte

(Fltr): Ladies Winners WLIPSA International Pairs – Steve Basson (WGC&CC GM), Lucille Abrahams (RGC), Rina Knight (RGC), Rene Duffy (Windhoek Lager/NBL) and Hugh Mortimer (ASM Namibia)
