Independent power producers spurred to invest in wind energy ErwinLeuschner
The Minister of Mines and Energy, Obeth Kandjoze, wishes to promote Independent Power Producers (IPP) from investing in Namibia and more specifically setting up solar or wind generation plants. This was said in his speech at the official opening of the Erongo RED Shareholder Summit yesterday in Swakopmund. The speech was read by Erongo Governor Cleophas Mutjavikua. “We are in the unfortunate position that we rely on electricity imports from South Africa, Zambia and Mozambique. We import about 60 % of our national electricity demand,” his speech reads. Even though the situation is dire, he wishes to promote IPP, because NamPower “cannot carry the burden.” “We must increase our renewable energy footprint,” he said. According to Kandjoze Namibia has the capacity to produce about 400 Megawatt locally. The current demand stands at about 600 Megawatt with an estimated increase of five percent annually. “We don't want to introduce loadshedding as was the case in South Africa. We must ensure that we have a robust industry and ensure that there is favourable growth for investment,” the speech reads; and: “We must supplement govern-
ment efforts to turn Namibia into an energy exporter.” Kandjoze further states that there has been a change in the way the electricity supply to all Namibians has been handled. He wants to ensure that the electricity industry becomes sustainable, which is why the Regional Electricity Distributors (RED) were introduced. Since the RED's are active you hardly hear of towns being dis-connected from the grid because of non-payment. I remember the days when towns used to be disconnected for that reason,” he said. The Erongo RED Shareholders Summit started yesterday at the Strand Hotel in Swakopmund and will end today. Participants include various shareholders, including members of the different local authorities and other related sectors, including the Electricity Control Board (ECB) and
NamPower. The purpose of the gathering is to discuss common issues and concerns and deliberate them. The outcome will include various recommendations that will then again be considered for possible adoption.

Lambert Roux Continues from page 1 Roux was killed on 8 April this year when a Robinson R44 helicopter of which he was the sole occupant crashed in the Auas mountains at Möltkeblick, shortly after take-off from Eros. A leaked document from the Ministry of Transport's air accidents investigation unit highlighted earlier this week the concerns of the Directorate of Civil Aviation that Namibian pilots are not following aviation procedure as they should. Three fatal air crashes this year near Windhoek that killed four pilots and a civilian are linked to these acts of non-conformance to safety- and flight rules. Apart from ignoring his own intuition over the bad weather, Roux allegedly also never consulted any weather reports. Roux also departed from Eros airport well before the air traffic control's opening of the airport at 06:00 daily, a direct contravention of aviation legislation. “The concerns over pilots not following procedure has been raised in an official letter to the Directorate of Civil Aviation, but it is now under investigation how this document leaked into the public domain”, a source in the Ministry of Works explained this week. This source also stated a final report over the Roux-crash has not yet been forthcoming from the accidents investigations unit.

Erongo Film Commission sells application forms for employment on new film set to applicants Sharlien Tjambari
Since Monday this week the Erongo Film Association (EFA) is looking for community members who are interested in filming or have experience in the filming industry. Instead of a normal recruitment process, the EFA sells application forms at N$5 to the people, queuing patiently with the hope of employment. Although the queuing is going peacefully, people are taken aback by the fact they have to buy the application forms from the EFA. “If they are really trying to find employment for us, why do we have to buy the forms for N$5 per form? This is too much money. Some of us cannot even afford to buy bread at home. That is why we are standing here, hoping that one day we will get a phone call for employment”, one man in his 20's said to Namib Times. A lady who bought two forms, one for her husband and one for herself, showed some doubt: “Is this is even true? Will we ever get employment by doing this? Is this company (EFA) valid or is it those fraudulent organisations who gives people high hopes for nothing,” she said. Namib Times spoke to Mr Hans Neidel an Executive Member of EFA, to find out what they are planning to do with the names they obtain. He said that if a movie company wishes to film here or if there are movies which are going to be filmed at the coast, “we will give the production company our data base and if they need people, they can select from our data base.” According to Neidel interested people do not need any experience because the film industry
does not require experience or education. If, for example, people are willing to do cleaning they are not required to have any experience. Neidel continued saying that there are people with years of experience flocking from all regions of the country, with the sole purpose to register with EFA. Neidel further said that there is no movie coming at this instance, but they just want to update their database so that once a production company does come, the EFA “will not have to run around and do last minute tasks.” Neidel also gave a reason why the forms are being sold. This is because the EFA is a newly established association and it is a way of helping one another. “We cannot get 2 000 forms. Where am I going to make 2 000 forms and where will I get the money to make all those copies,” he said. Neidel further said that EFA does not have offices to operate from and that they are currently looking for office space. There is also no way that one can buy one form and go make copies for his friends or family members because as the people were receiving the forms, they had to write their names in a book and upon returning the forms, if your name was not written in the book you were disqualified.
People miraculously escape Henties Bay head-on collision Erwin Leuschner
Five persons, amongst them Italian and Chinese tourists, were injured during a serious accident on Wednesday around midday at the C34 Henties Bay/Spitzkoppe intersection following a collision between three vehicles. Although it was described as a high speed impact and the cars showed considerable damage, miraculously the injuries sustained were not life-threatening. The exact cause of the incident is not known. The force of the collision caused one of the vehicles, a station wagon, to overturn. Two occupants of the
station wagon had to be extricated from the wreck using the Jaws of Life hydraulic rescue equipment. Several ambulances had to come and assist with the injured. The
C34 salt road leading past Henties Bay was blocked for a few hours. A detour around the scene had to be made to prevent a traffic bottleneck.

Cleophas Mutjavikua Erwin Leuschner
Erongo Governor Cleophas Mutjavikua has criticised the “over-regulation” in the electricity sector, stating that investors, who come to Namibia and are interested in developing electricity generation projects, get discouraged when they go to Windhoek and visit higher authorities. “This is our most serious bottleneck,” he said yesterday at the official opening of the two-day Erongo RED Shareholders Summit hosted in Swakopmund. He spoke in his capacity as the Governor shortly after reading the Speech of the Minister of Mines and Energy, Obeth Kandjoze, who could not be present. “I don't want to overthrow the regime or want a regime change, but the over-regulation at generation level is a serious bottleneck. It is not only an issue at NamPower, but also
NamWater,” he said. With this statement he was referring to the fact that both government institutions prefer to be the sole providers of their respective services and are not keen on the idea that other, private entities take up some of the burden. One main issue in this case being the desalination of water. “You must remember we do not have perennial rivers here, only one big bucket of water. We need to generate more water for the mines and can only do so through desalination,” he said. Mutjavikua continued
stating that electricity is needed for desalination. “Any person that can put electricity on the grid must be encouraged to do so. When Rössing (Uranium Limited) wanted to build its own desalination plant, they were not allowed to and investors are therefore discouraged,” he said. In this regard he wishes to see solar energy projects in the desert. “Swakop Uranium also wishes to build its own desalination plant and also has the idea to construct a solar energy project. It will only be for our benefit,” he said.
He calls on the attendees of the summit to come up with proper regulations to address these issues. Furthermore Mutjavikua once again brought up the topic of Erongo RED supplying the mines with electricity. Currently these customers buy their electricity from NamPower. “We also want a part in the cream of the crop,” he said; and: “Where the cream is we want to cream there.” He calls for an amicable solution to benefit both Nam-Power and Erongo RED.
Yesterday morning clearing operations of the C34 Salt Road behind Dune 7 started, after a truck carrying a load of steel cables in a container jack-knifed close to the B2 intersection resulting in the flatbed to overturn and the container crashing onto the ground. Fortunately for the driver he remained unhurt during the incident on Wednesday afternoon. Initial reports assume that the brakes of the trailer failed when the truck ascended down the steep hill on the road, resulting in the heavy load “overtaking” the truck. The container was loaded with steel cables, weighing an estimated 30 tons.

Ministry of Finance and Exercise Officer, Mr Ben Louw
This week at the breakfast meeting organised by the Namibia Chamber of Commerce and Industry (NCCI) in Swakopmund, the Ministry of Finance' Customs and Exercise Officer, Mr Ben Louw, said the major crime committed against local business communities while either importing or exporting goods, concerns counterfeited or pirated goods. Counterfeit goods are goods, often of inferior quality, made or sold under a different brand name, without the brand owner's authorization. Sellers of such goods may infringe on either the trademark, patent or copyright of the brand owner by passing off the goods as made by the brand owner. According to Louw, another crime that the importers mainly get away with concerns so-called Knock off's. This term is often used interchangeably with counterfeit, although their legal meanings are not identical. Louw said the term describes products that copy or imitate the physical appearance of other products, but which do not copy the brand name or logo of a trademark. Pirated goods generally refers to copying of copyrighted products without the permission of the composer, author or artist, e.g. music, movies, paintings and computer software. Louw said the ramifications of counterfeiting and piracy affects both government and businesses as well as the general society, who are being robbed of tax revenue, business income and jobs. “The flood of counterfeit and pirated goods creates an enormous drain on the global economy by creating an underground trade that deprives government of revenue,” Louw adds. Louw further said that counterfeiting and piracy lead to more public resources being spend on fraud-detection methods, but a larger intelligence and policing budget is needed to counter these sophisticated schemes and networks. Counterfeit goods also undermine employment, as products are copied and produced illegally. Prices of commodities also increase as companies increase security systems and mechanisms to counter organized criminal activities by investing more in research and development. He continued saying that the reason why there are so many counterfeit goods on the streets is because the goods are imported in large amounts and customs officers only inspect random boxes of goods. “It is impossible to inspect all boxes in containers and sometimes the boxes we do not inspect are those containing counterfeit goods,” he said. According to Louw counterfeiting and piracy affects the local business people who follow the rules, because the people who sell counterfeit goods usually sell them at a very cheap price and the consumer in most cases goes for the lowest price. “Organised crime and the existence of international crime syndicates is an on-going problem to Customs authorities worldwide. We have since joined forces with international organisations to fight import and export related crimes committed both locally, regionally and internationally,” Louw concluded.

Development Bank offers hospitality for the tourism sector
DBN Senior Communication Manager Jerome Mutumba talks about opportunities for finance in tourism. Although the Bank of Namibia estimates that tourism contracted in 2015 by 4.6%, primarily due to fears of Ebola on the African continent, international tourism to Namibia tourism appears set to rebound due to depreciation of the Namibian dollar against the US Dollar. The Federation of Namibian Tourism Associations (FENATA) reports that tour packages in January 2016 were 25 to 30 per cent cheaper than in January 2015. At the same time, the Hospitality Association of Namibia says it has observed an increase in forward bookings. This, says Development Bank of Namibia (DBN) Senior Communication Manager Jerome Mutumba, signals that the time is ripe for further investment in tourism infrastructure and operations. Going back a year, Mutumba points to the
findings on Namibian tourism by the World Travel and Tourism Council. He says in 2014 the Council found that tourism accounted for approximately 24,000 direct jobs and contributed to a further 78,000 indirect jobs. He went on to say that the Council expects Namibian tourism to grow by 8.8% annually until 2025 reaching a direct contribution of 5.2 percent to GDP in 2025, with an indirect contribution of 21.6 percent in that same year. In light of this, he says, institutional support for tourism is of significant importance, and DBN's focus on provision of finance to the tourism industry, as one of the key focal sectors for NDP4, will play a vital role in developing the tourism sector. Talking about DBN's track record in tourism, Mutumba observes that the Bank has developed strong capabilities in the sector, which includes provision of finance for large accommodation establishments such as “The Delight” hotel in Swakopmund, as well as lodges. In addition to this, he notes that the Bank has also provided finance for tour operators and restaurants. He says, in addition to finance for construction of new establishments or new capacity, the Bank can also provide finance for assets such as vehicles, lodge infrastructure
and augment requirements with operating capital. On the topic of availability of finance, Mutumba says that the Bank is aware of difficulties faced with the high and low season, and that the Bank tailors finance to seasonality. He says that the Bank requires a clear business plan, as well as forecasts that show the viability of the finance. In terms of opportunities, Mutumba says that in addition to the wealth of opportunities in the private sector, the Bank believes that there are definite opportunities to grow tourism in conservancies. These can range from finance for PPPs with communities, to lines of credit and guarantees for communities. In this regard, he says that the Bank has observed that PPPs in conservancies lead to a host of benefits that extend far beyond employment. Associated developments, he says, include better health and education, as well as incomegenerating opportunities from small retail outlets, community guiding and other micro-enterprise. Tourism is a mainstay of Namibia's economy, Mutumba says, but it still has to reach its full potential. The Bank, he says, extends a hospitable welcome to the Namibian tourism industry.

Two separate naval calls are scheduled for the port of Walvis Bay, respectively on 15 and 29 July this year. Tight security surrounds the nationality and number of naval vessels to expect, a local ships agency explained this week. Full details of these naval calls are usually only released to the ships agent and the port of Walvis Bay shortly before the arrival of the vessels, it was explained. Safety is at the heart of this, the agent explained. Two nations have been calling at the port of Walvis Bay frequently in recent years. These are the British Royal Navy, which holds a permanent presence in the South Atlantic and the Brazilian Navy which maintains close relationships with its counterpart, the Namibian Navy. Pictured above is the British HMS Dragon which accompanied by the auxiliary ship Gold Rover called at Walvis Bay in mid-March 2015 as part of its South Atlantic patrol cycle.

Growing water shortage in Erongo makes own desalination plant for hom gekuier. RIP MY vriend. Landi Thuynsma Jammer hoe ons n oop hand het coastal municipalities viable vir ander behalwe vir ons eie mense is baie hartThe water supply situation in the Erongo Region has reached a critical level. This has prompted the Coastal Towns Arandis, Henties Bay, Swakopmund and Walvis Bay to consider joining hands with the National Water Utility NamWater to build and operate a brand new public desalination plant. Sandra Van Der Ploeg I can understand placing the pressure on the mines to improve and invest in the existing services and amenities and they should be brought to task if they have not done so already, but to insist on more development, when the municipality is not coping. Walvis Bay had double honours over the weekend with both the luxury tourist train Rovo's Rail and the passenger liner MSC Sinfonia calling at the same time. It posed a unique photo opportunity in that the tourist train and the visiting passenger liner could be fit on a single picture, as seen above with the train in the foreground and the massive smoke stack of the passenger liner visible on the background. Ian J Izaacs NCCI in Swakop should spearhead the issue of the train station in Swakopmund. Clinton Lang It's a pity Swakopmund does not have a train station.

Monthly Monitor: April 2016 Market Review: April saw a noticeable recovery in local asset class performances after a very difficult first quarter of the year. Globally, market volatility has also subsided Table 1: Asset Class Returns (in N$):

Local shares ticked up in past month. April as the appetite for risk assets by investors grew. Stability in China See Table 1 below for asset class returns over and an increase in the oil price spurred interest by foreign investors into various periods: emerging markets on a global scale. Portfolio Performance: Although markets can be volatile over shorter periods, like a month, they become more predictable given enough time. Table 2 shows the 1-year and 3-year (per annum) returns ending April 2016 of our five managed portfolios. The returns are calculated based on gross internal rates of return (IRR's) from actual client data: Table 2: Portfolio Returns over a 12-Month and 36-Month Period:
Source: Glacier Research
April saw the South African Rand (ZAR) strengthen against the United States Dollar (USD), bringing foreign share performances in ZAR terms down to 0.7% for the year-to-
date. Notice from Graph 1 below how the ZAR has strengthened relative to the USD since the start of 2016, after months of weakness:

The positive month in the markets has lifted our 1 year portfolio performances compared to March. Please note how over longer periods, the portfolio returns move closer (and often surpass) to their long-term expected rates of return. Conclusion: April's positive local market performance has been largely attributed to global events rather than to local fundamental improvements. Therefore, there is no clear direction in local markets for the near term. Unpredictable markets make for a strong case for diversification in portfolios. Each of our five managed portfolios are well diversified amongst asset classes and management styles to act as protection against volatile and often irrational markets. The USD depreciated as the US Federal Reserve decided to keep interest rates on hold once again at their March meeting and the expectations for 2016's hiking cycle have changed to a more gradual one. The ZAR gained some strength, not necessarily due to local fundamental improvements, but rather as a result of stable economic data releases out of China, and further quantitative easing out of the Eurozone.

Walvis Bay through an eagle’s eye Part 2 of 8

The size of the average container ship currently sailing the world’s major shipping routes is 8000 TEU’s (meaning it can carry up to 8000 standard containers of 6m in length). On the contrary, an estimated 89 % of orders for new container ships drastically exceed this size and delivers a challenge to many ports around the world to expand, in order to accommodate these larger container ships and thereby stay competitive. The port of Walvis Bay is no different in this respect and a huge challenge rests upon the Namibia Ports Authority (Namport) to keep up with the trend of these so called mega ships. “The trend of mega ships is here to stay”, the Chief Executive Officer of Namport, Mr. Bisey Uirab, told the Namibian media recently. Adding this places a burden on the port of Walvis Bay to heavily invest in infrastructure to accommodate such larger ships. This matter is complicated by the fact that this massive investment in infrastructure cannot always guarantee a return on investment or increase cargo volumes. These larger ships could also mean fewer container vessel calls per annum and operational peaks to load and discharge these larger mega ships. Namport however, focuses on constantly improving its call status in Southern Africa by expanding and upgrading the port of Walvis Bay to stay competitive with other ports in the Region. In this second edition of a range of 8 articles in which we highlight and discuss features of Walvis Bay’s developmental agenda, through displaying a range of aerial photographs by renowned aerial photography expert Volker Pesch, we focus on the waterside development at the port of Walvis Bay and how port expansion would alter container-, bulk- and break bulk cargo handling.
Getting a perspective through the lense of Volker Pesch
Namport CEO, Mr Bisay Uirab
Volker Pesch, is not only a distinguished photographer but also maintains a modern digital approach to his photography. Canvas printing is one of his specialities and his works are on exhibition from time to time and digital photography masterpieces printed on canvas decorates from the foremost foyers, conference rooms and executive offices in the country. Pesch is passionate about photography and has in recent years introduced aerial photography to his portfolio. If your organisation needs aerial photography services, Pesch is highly recommended. Depth of port of Walvis Bay sufficient to meet demand for bigger cargo ships 1. The current depth of the port of Walvis Bay's at berths 1 to 3 is 14.4m below chart datum and berths 4 to 8 10.6m below chart datum from berths 4 to 8. Maintenance dredging is carried out every five to ten years to maintain these depths. Fine silt deposits form on the ocean floor over time, caused by ship movement and natural deposits into the ocean, and without maintenance dredging the port would become shallower by the year. The main shipping channel that provides ships safe passage to the port of Walvis Bay is also at a sufficient depth, and Namport does not foresee deepening or broadening the channel.
The future of berths 1 to 8 after the expansion project 2. Berths 1 to 3, currently the main container handling berths in the port of Walvis Bay, will then be used for oil rig and ship repair berths (1 and 2) and berth 3 a multi-purpose bulk cargo handling. Break bulk, liquid bulk and dry bulk cargo will be handled here. When berths 1 or 2 is not booked for rig or ship repairs, these will serve as back-up berths to berth 3 for bulk cargo handling. No structural changes are required at berths 1 to 3 once it becomes rig and ship repair berths and bulk handling berths. Additionally, Namport will continue its strict maintenance cycles to cargo handling equipment at these berths to prevent breakdowns that could result in delays. Berths 4 to 8 will remain multi-purpose berths for bulk and break bulk handling. This area will focus mainly on clean bulk and break bulk products like salt, wheat, sugar and fish and the so called dirty bulk (coal, manganese etc) will relocate from the port of Walvis Bay to the new SADC Gateway port once this second port facility for Walvis Bay is completed towards 2030.
All container handling to move to new container terminal on reclaimed land by 2018 3. Once the new container terminal on reclaimed land is commissioned in 2018, all container operations will be relocated from berths 1 to 3 to this 40 hectares container handling facility. Work on this new container terminal has made significant progress and construction work is carried out by China Harbour and Engineering Company (CHEC). The container terminal situated directly east of berths 1 to 3 will be used for the storage of mixed cargo and break bulk, once the move to the new container terminal takes place in 2018.
Small craft harbour to move to jetty at new container terminal 4. The construction of the container terminal on reclaimed land also include a small craft harbour where the fleet of tugs of the port of Walvis Bay will be based - possibly by late 2018. The current small craft harbour will then become obsolete for that purpose, but Namport indicated this week the facility would still serve operational purposes, although no details are known of this yet.
Floating docks the heart of Walvis Bay as ship repair hub 5. Namport and marine industrial giant Elgin Brown Hamer Namibia (EBHN) are joint venture partners in three floating docks, Namdock 1, Namdock 2 and Namdock 3. These floating docks can lift ships of up to 8000 tons out of the water. The three floating docks significantly raise the profile of the port of Walvis Bay as a ship repair hub, specifically for the offshore oil and gas industries of West Africa. A second operator has successfully bid for the establishment of a fourth floating dock in Walvis Bay, but the project is still regarded as in its infancy.
New fuel jetty 38 % complete 6. The tanker jetty where all of Namibia’s bulk national fuel is delivered is fast approaching the end of its life span. Serving Walvis Bay for decades, this facility is to relocate to the new bulk fuel discharge facility north of Walvis Bay near where the future SADC Gateway Port is to be constructed. This new facility is constructed by China Harbour and Engineering Company (CHEC) and is 38 % completed.
Possibilty of Syncro lift expansion Local marine industrial engineering stakeholder Kraatz Marine concluded refurbishments of the 2000 tons Syncro lift in 2013, extending the efficiency life cycle of this facility for at least the next fifteen years. Namport awarded the work to Kraatz Marine after an extensive tendering process. The Walvis Bay Syncro lift has a total lift capacity of 2000 tons and is pivotal for annual repairs and maintenance of the harbour town's fishing fleet since 1972. In recent years the Syncro lift has also become a hub for smaller vessels operating off West Africa for repairs, maintenance and refurbishment. Namport is currently undertaking a feasibility study to expand the Syncro lift.
A powerful lift platform at the Walvis Bay Syncro lift enables this facility to lift ships of up to 2000 tons in weight out of the water. The ships are then placed on cradles whereafter a rail track system places each ship in a repair bay.

MTC NPL AWARDS CALLED OFF Chairman of the MTC Namibia Premier League, Johnny Doeseb, has announced that the MTC Namibia Premier League Annual Awards which was scheduled for Friday 13th, has now been called off. Doeseb explained that the awards have been called off due to the NPL's current financial situation.“We started the season that just ended with a deficit of N$600,000 on our budget, with the hope that we would collectively be able to raise revenues from other revenue streams to cover for the shortfall. This unfortunately did not materialise although we have been able to reduce the deficit substantially through budget cuts. Our main priority was to successfully finalize the league which we did, pay all clubs their monthly grants as agreed and secure the prize monies totalling N$2.4 million and of course, maintain the administration of our office and pay salaries. If we therefore have to sacrifice any other budget item then it would make sense to cut the awards, because we cannot sacrifice prize monies, monthly grants or staff salaries. We were hoping to make other plans to fund the awards, but such plans unfortunately did not materialise and we are left with no alternative than to cancel the awards and simply announce the winners and give them their prizes” said Doeseb. “The MTC Namibia Premier League unfortunately only have one stream of revenue and that is the N$16 million that MTC gives us annually that must cater for the entire league and the clubs, because if the clubs cannot function there will be no league and 90% of the clubs don't have sponsors. That is the reality on the ground. We cannot run back and bother the only sponsor, MTC, that is already doing so much for the MTC NPL and ask them to bail us out again. MTC has been very understanding of our situation over the years and we would rather cancel the awards than damage our relationship with them,” explained Doeseb. This year's awards would have seen Tigers being crowned champions after almost 2 decades, and walk away with N$1 million prize monies, while Black Africa in second place with N$600,000, Tura Magic in 3rd place with N$300,000 and African Stars in 4th place receiving N$100,000. The awards would also announce the winners of the individual awards which includes the Player of the Season (N$30,000), Chairperson's Awards (N$30,000), Players Player award (N$20,000), Coach of the Season (N$20,000), Referee of the Season (N$10,000) and Assistant Referee of the Season (N$5000). “I wish to assure all the winners in those categories that they will still receive their full prizes. We are internally discussing how best to announce the nominees and thereafter the winners in the most cost effective manner, and regret this rather unfortunate situation as the objectives of the MTC NPL awards was not only to announce winners, but also served as a celebration of the soccer community in Namibia,” concluded Doeseb.

“Ek doen al hierdie op my eie onkoste.
