Seasoned local authority politician, Alderman Immanuel Wilfried also took the reins as mayor of Walvis Bay for the fifth consecutive term on Wednesday. The mayor thanked the various quarters who supported his re-election and expressed resolve to continue to strengthen Walvis Bay local authority to stay ahead of the challenges facing the town. Walvis Bay has received a clean audit from the Auditor-General – a sign the town's finances are prudently spent and that priority spending remains key. Continues on page 2

Victims of the Fishrot: hundreds of jobless fishermen to be “absorbed” into fishing industry

Team Namibia sounds the alarm

Namibia's acting fisheries minister Albert Kawana invited all trade unions in the country to a meeting with him in Windhoek on Tuesday, presumably to provide the practical way forward for the reemployment of hundreds of fishing industry workers who lost their jobs in the so-called Fishrot scandal.

The acting fisheries minister Albert Kawana’s first public appearance at Walvis Bay, since his appointment in this capacity by President Hage Geingob. Also the AttorneyGeneral of Namibia, Albert Kawana has been tasked by Namibia’s Head of State to probe the Ministry of Fisheries and Marine Resources and the fishing industry to root out all possible avenues for corruption and nepotism

The scandal allegedly involved taking fish quotas away from fishing companies like Namsov and giving it to a foreign fishing company in exchange for bribes. Up to N$120 million in bribes have allegedly been paid to former fisheries Minister Bernhard Esau and five others by the Icelandic seafood company Sanjeri International. In exchange for the bribes, Sanjeri International allegedly received horse mackerel quotas taken away from Namsov. When Namsov crashed out of business as a result, hundreds of workers lost their jobs. In a meeting with these betrayed fishing industry workers on Monday, the Acting Minister of Fisheries, Dr. Albert Kawana, said a way would be worked out for these workers to be re-employed as a matter of urgency. That would involve releasing some fishing quotas in order to prevent the lay-off

Risto Kapenda re-elected Mayor of Arandis fifth time

Also 5th consecutive terms for Alderman Wilfried at Walvis Bay

Continued from page 1 Arandis originally only served the Rössing mine, but the booming uranium mining industry broadened the opportunity to serve all the uranium mines either currently operating in the area, which is currently under maintenance and care pending the improvement of the uranium market price and mines under development. In addition to this, Arandis in its recently launched strategic plan also included a logistics park, data centres and food manufacturers as growth opportunities for Arandis. It is envisaged to create 2 500 jobs through these growth initiatives. The election of office bearers took place on Monday at council's chambers and the presiding officer was magistrate Nelao Brown. Irja Iipinge was re-elected as Deputy Mayor and Erikkie Kapiye remains as the Chairperson of the Management Committee. The other council members are: Onesmus Mangundu, Cecilie //Hoabes, Rudolfine Geises and Tuhafeni Jairus. In his address following his re-election, Clr Kapenda re-emphasised his commitment to grow and maintain Arandis' conducive business- and investment environment. “I am convinced that as a result of this approach, we as a Council has managed to secure investors' confidence. It is evident from other localities that where there are conflicts, no investor will have an interest to invest”. “We have heard the cry of the youth”, Mayor Kapenda said, echoing the words of President Hage Geingob after the recent disappointing performance of the Swapo Party of Namibia in the Presidential and National Assembly Elections. In Arandis Constituency, Swapo attracted 2 330 of the votes for the National Assembly against the opposition parties which combined attracted 2 538 votes. Erongo not only overshadowed Swapo in the National Assembly Elections, but also the Presidential Elections where the majority of votes went to independent Presidential candidate, Dr Panduleni Ithula.

Continued from page 1 The mayor's full address follows: “I consider it a remarkable honour to serve a fifth term as mayor of this outstanding place called Walvis Bay. I can only assume, and humbly so, that the continued confidence invested in me by my colleagues is as a result of a return on that investment. I could only do that, however, with their precious support and guidance since 2015. Therefore, from the bottom of my heart I thank you, fellow Councillors, for giving me another opportunity to lead the affairs of our beloved city. I am confident that the remainder of our term in office will be regarded as the peak of our success in terms of advancing the socio-economic prospects of Walvis Bay. Every now and again we need to emphasise the fact that this is a well-run municipality, and the authenticity of that has been widely affirmed nationally, and even internationally. One such affirmation has again been the fact that we have received another qualified audit report from the Auditor-General. Our funds are spent wisely and prudently, but also noticeably on projects which justify the costs. We provide regular feedback to our residents and will again highlight the many developments which have characterised – and will continue to shape the economic and social progress of Walvis Bay – at the appropriate platforms during the course of next year. The responsibilities attached to the position of Mayor, or Councillor, are not taken lightly by any of us. I also realise that as an individual I will not succeed to fulfil any of the expectations without the support of the SWAPO Party, my fellow Councillors and the municipal administration under the guidance of the Chief Executive Officer, Mr. Muronga Haingura. Furthermore, I will always remain grateful to my immediate family for their support and sacrifices; and the entire community of Walvis Bay for giving us the authority to make the best possible decisions on their behalf. My appreciation goes to all of you. With your backing, I gladly accept the opportunity to serve as your Mayor again. Together we look forward to a very constructive 2020. Finally, a word of appreciation is also extended to Magistrate Nikolaidis for presiding over this ceremony and making sure that the legal requirements are met for us to fulfil our duties”.

Victims of the Fishrot: Continued from page 1 currently employed fishing industry workers and also accommodating these unemployed fishermen in the industry. This quota for jobs measure will be kept in place until March next year when new fishing rights will be issued. This time round, careful scrutiny of rights applicants will take place as the days are over where fishing rights and quotas are dished out along with political standing and only reserved for the elite. In mid-November when the Fishrot scandal surfaced, President Hage Geingob summonsed fisheries minister Bernhard Esau to State House to explain the allegations against him. Also present was the then justice minister Sackey Shangala whom too is implicated. In the meeting both Ministers tendered their resignations with immediate effect. Days later they were arrested and along with four other co-accused, among others Esau's son-in-law is in custody awaiting 20 February next year when they will launch a formal bail application. President Geingob appointed Dr Kawana as the Acting fisheries minister and also issued a directive the fishing industry be probed to close all loopholes for corruption and nepotism. In the wake of these developments in the fishing industry, the Namibian public overwhelmingly reacted against corruption. Apart from peaceful protests, probably the most decisive action of all was the Swapo Party of Namibia losing its two thirds majority in the National Assembly during the 27 November Presidential and National Assembly Elections. Equally the elections also saw Dr Geingob's popularity falling from 88 % in 2014 to 55 % in 2019. The private sector in the fishing industry also spoke out in the wake of the Fishrot, making calls for the Ministry of Fisheries and Marine Resources to consult with the industry, industry fishing associations and also the trade unions when developing policies. Most important also, to develop a platform where fishing rights and fish quotas can be linked to a natural person or persons by means of a simple inquiry and do away with the nominee system whereby people can nominate a person to own shares or interests in a judicial person (company or close corporation) on such person's behalf.

Muggings on the increase at Swakopmund We are currently experiencing a sudden increase of people being mugged in Swakopmund, even during broad daylight. Please try to be with a friend or group of people when walking in town. Do not display cellphones or any other valuables, as it attracts snatchers. Be vigilant – look around you. You will often spot people near you acting suspicious. If you spot suspicious behavior, move away from such person or persons without delay. Always try get closer to other people. In the event of a mugging, memorize as many as possible features of the suspect – cloths, hair style, shoes, tattoos, jewelry, like watches, etc. Stay calm - your belongings can always be replaced but not your life.

Transnamib Looks At Automa- Air quality in the region high on MME's agenda tion To Improve Its Business Isaac Chikosi

Like many other industries, the transport and logistics industry derives great benefit in terms of improved efficiencies created by advancements in technologies. Fitting to its new business strategy, TransNamib is assessing its current systems and processes. Speaking at the 11th Annual Transport and Logistics workshop earlier this month, TransNamib's Executive for Technology and Innovation, Logan Fransman, explained that the rail operator is currently researching prospective signaling technologies that could be considered to improve operational efficiencies at TransNamib. One of the signaling systems the company is looking into, involves onboard computing systems and beacons that link up with base stations in order to transmit freight information. This would enable the rail operator to provide customers with real time information on cargo movement. Incorporated in this system is the limited movement authority, which is a safety tool that assists to prevent train on train collisions by notifying the train to slow down if another train is detected in front of it. Discussing maintenance systems, Mr Fransman explained that geo-fencing software, a location-based service to detect the geographical location of trains, in conjunction with a break status monitoring system, can be used to quickly detect break downs. “This is a crucial tool for TransNamib, if you consider its aged fleet of locos”, explains Mr Fransman.

Vision technology, he further explained, is another maintenance option that scans the railway tracks to detect discrepancies and maintenance-related matters, which would inform the rail operator which sections of the track to proceed carefully on. With the constant introduction of improved and new technologies, there are innovative systems that can be deployed for every area of operation. As the person heading the technology and innovation team, Mr Fransman is tasked to ensure that TransNamib uses new technologies to obtain their goal of improved efficiencies. As a show of TransNamib's commitment to embracing innovation, Mr Fransman noted that the company is currently testing an autonomous vehicle which clears sand off tracks. The vehicle is being tested on the railway line in the south of Namibia, where the sand regularly blows over the tracks causing significant time delays. “When employed correctly, automation can substantially improve organisational efficiency and performance”. The executive urged both students and industry present, to look at some of these disruptive innovative ways and invited them to approach the national rail operator with ideas to improve its services.

A natural scene from Erongo - air quality is critical, not only for the health of the Region’s inhabitants but also to preserve all natural systems in Namibia

The Namibian Uranium Institute hosted an Advanced Air Quality Management Study presentation in Swakopmund on Friday last week. The presentation was part of the Strategic Environmental Management Plan (SEMP) air quality update developed by the Ministry of Mines and Energy (MME) for the uranium industry in the region. The presentation was facilitated by Norwel Mwananawa from the Ministry of Mines and Energy, Geological Survey of Namibia. The Air Quality Management Plan for mines within the Erongo Region sets clear air quality objectives and strategies to monitor and measure dust levels in the region. As part of this plan, an ambient monitoring network was established at the end of 2016 to measure dust and radon levels in the air. The aim of the monitoring network was to determine the current levels of dust pollution and radon in locations where people reside. The data collected was then used to identify the main contributing sources and to establish practicable ambient air quality guidelines. According to Mwananawa, monitoring stations were set up Walvis Bay, Arandis, Henties Bay and Jakkalswater. With regards to the particulate matter concentrations in the air, data collected over 26 months showed elevated PM concentrations at Swakopmund and Walvis Bay. The lowest concentration was recorded at Henties Bay. The ambient radon concentration was also measured at Walvis Bay and Swakopmund revealing the public exposure dose to be 0.1mSv/a and 0.2mSv/a respectively.

Team Namibia on corruption Team Namibia, an organisation tirelessly campaigning for the Namibian consumer to buy local and to manufacture locally, expressed grave concern this week over issues directly and negatively impacting the already strained Namibian business environment. As the national voice against corruption grows stronger, Team Namibia in a statement yesterday called upon the Namibian Government to take decisive action against corruption. This follows in the wake of the Fishrot scandal which is widely believed led to the downfall of at least one fishing company, the resultant losses of hundreds of jobs and depriving Namibia of much needed Government revenues to root out poverty and increase development. T h e o rg a n i s a t i o n further stated beyond corruption, a recessionary environment and election fever also impacted negatively on the business environment. Not only were small businesses impacted, but also large corporations, the statement reads. Team Namibia made a number of suggestions as to how these challenges can be overcome. “Team Namibia calls for decisive action to be taken by the Namibian government with regard to tackling corruption. It not only undermines the efforts to secure sustainable economic development, but it is counterproductive to national efforts of poverty eradication and achieving a more equal society, and prosperity for all. Even though all citizen are affected, the poor are bearing the brunt even more. Stealing of national wealth and resources and squandering of tax payers' money, and therefore limited access to effective services for Namibians, undermines every effort to maintain and secure a peaceful and prosperous future for all”, the statement is quoted. Adding in this regard, Team Namibia calls for the following: a) transparency in government must be secured at all times; b) public decisions to be based on fairness and accountability; c) although the value of adhering to

systems, processes and institutions in a democratic society is clearly recognised, every effort should be made by our leadership to ensure that legal processes are sped up;

d) investigations need to take place to determine if and where systems have been manipulated by individuals, networks or organisations for illicit gains. Team Namibia says the

Anti-Corruption Commission must be adequately resourced to carry out its mandate to investigate corruption and bring cases before a competent court. “The Anti-Corruption

Commission must be effectively resourced immediately to speed up all investigations, independently, also in order to address possible negative perceptions of our government and our country, domestically and internationally, to rebuild trust and instill confidence. The statement quotes

Mr Pieter van Niekerk, Chairperson of Team Namibia: “We need to ask ourselves, do we want to be a prosperous nation? High level of uncertainty has a direct impact on consumer spending and business investment. It is critical that immediate and concerted action is taken to resolve some of these

issues. We simply cannot just be bystanders and observe the current developments, we have a responsibility to our children to leave them a nation we can be proud of”.

Swakopmunder Musikwoche is ready to entertain the masses Namibian musicians, from diverse backgrounds, have been busy this week preparing for the 54th Swakopmunder Musikwoche's main concert scheduled to take place on Saturday, 14 December at the Namib High school in Swakopmund. Themed, 'Let's go to the Opera', the audience can expect performances from the Grand and Youth Orchestras as well as choral performances. Part of Bank Windhoek's annual Summer Festival, the Swakopmunder Musikwoche was first held in December 1965. Bank Windhoek started supporting the event in 2013. The music festival has grown from its humble beginnings of a meeting of amateur musical enthusiasts in Swakopmund without public performances, into the not too be missed event it is today, attracting both local and foreign participants. “It is one of the world's unique music festivals,” said the Swakopmunder Musikwoche's main organiser, Christiane Berker, who also announced that due to a challenging economic environment, the duration of the festival had to be reduced from ten to six days. “Despite these challenges, we are delighted to inform the public that they can look forward to another spectacular edition. Thanks to Bank Windhoek for making this possible,” said Berker.

Cornelia Von Kerssenbrock, a well-known musical director from Germany, will conduct performances, assisted by two promising Namibian musical directors, Eslon Hindundu and Osmond !Owoseb. Hindundu, will later conduct his own Namibian opera, which he just finished composing. Hendi Krog will direct the Youth Orchestra. Another performance to look forward to is a piece based on the French Revolution. Berker added that Bank Windhoek's sponsorship is important, because without it, the festival would not have been able to stage such shows. “Bank Windhoek has been phenomenal. I am sure the Namibian youth who are and have been part of the Swakopmunder Musikwoche, appreciates this as much as we do,” concluded Berker. The Swakopmunder Musikwoche will also have a free open general rehearsal on Saturday, 14 December from 9:00 to 13:00 at Namib High school. The main concert will be staged at 19:00. Tickets for N$80, which have been selling fast, are available at the German Evangelic Lutheran Church office situated in Otavi Street, Swakop-

Nichts scheint unmöglich in Henties Bay.

Locker vom Hocker Weihnachtsgeschenk!

Geschenke auspacken?

We i h n a c h t s b a u m .

Press Release:

Pupkewitz Jetty Mile

The Pupkewitz Jetty Mile will take place on the afternoon of Friday 27 December, for the 13th consecutive year. The main swim event will start at 3.30pm at Tiger Reef. Swimmers will then make their way around the Jetty and finish at the Mole. The distance is approximately one nautical mile (1.85km). Event organisers, OTB SPORT said "Even if sea conditions are extremely rough it is unlikely that the event will be cancelled. Competitors (minors in consultation and agreement with their parent) need to assess for themselves whether they are capable of taking part in the sea conditions on the day. Competitors need to be self sufficient in the water, as sea rescue is very limited and the rougher the conditions the more difficult or impossible a sea rescue operation is." The Sprint swim of 600m will take place in the more protected waters of the Mole at 4.30pm, and at 5.00pm there will be a Kiddies Fun event where children are accompanied by their parents or another competent swimmer, and can make use of any flotation device. OTB SPORT said that they expected around 250 participants, but a lot depended on the sea conditions on the day. It is unsure at this stage if local Swakopmunder Phillip Seidler will be competing in the 2019 event. Seidler has won the Pupkewitz Jetty Mile for 6 consecutive years and is a firm favorite if he competes this year. Seidler favours big swells. Favourite amongst the females is last years winner, 17-year-old Heleni Stergiadis. Heleni has won the event for three consecutive years. She said, "I thoroughly enjoy this event as it brings people together for the love of swimming. Even if it may seems scary to swim in the sea, to do it with your friends and fellow swimmers makes it easier as you know they are also nervous and this is what brings you all together. We make so much memories together through doing this even. I will try to beat my personal best but I honestly do this event for the fun and the love of the sport. When I am in the water I compete with myself rather than with the

swimmer next to me and in the end I know I did and gave my best. This year I hope for still waters and good weather, which makes this event even more enjoyable". OTB Sport thanked the Pupkewitz Foundation for their generous sponsorship over the last 13 years. All entries and race information is on www.otbsport.com. Online entries close Wednesday 25 December.

nament this weekend,” he said. Overview of the Bank Windhoek Kehat Beukes Memorial Chess Tournament Aimed at attracting the best Namibian chess players, especially the youth, the Bank Windhoek Kehat Beukes Memorial Chess Tournament is one of the oldest tournaments in the country. It was established in 1994 and was previously known as the Swakopmund International Chess Tournament organised by the late Keuhat Beukes. After his passing in 1999, the Namibian Chess Federation renamed the tournament in his honour. Keuhat Beukes was one of Namibia's top

surgeons, a chess enthusiast and later became the Namibian Chess Federation's President from 1994 until 1999. “Chess is a game of skill which is over two-thousand years old. It has many benefits such as increasing mental capacity and problem solving skills, especially for children,” concluded Eichab.
