Three Chinese nationals admit to assault of Namibian who owed them rent money Eileen van der Schyff Three Chinese nationals admitted in Walvis Bay on Wednesday that they assaulted a Namibian male who failed to pay rent. The incident took place in the harbour town's new industrial area and the 57-year-old Nambian claims to have been beaten with the fists and was also hit with a metal rake, leading to injuries. The Namibian Police at Walvis Bay confirmed the incident and said three Chinese nationals Zhang Xingdong (42), Zhang Xingpeng (age unknown) and Xiao Haoxiang (22) were arrested after a case of assault with the intent to cause grievous bodily harm was laid against them at the Walvis Bay police station. The assault took place at the business premises Southward Investments, numbers 1 and 2 Langer Heinrich Street in the new industrial area. According to the Police the victim who was assaulted failed to pay his rent for three months and he was assaulted subsequently. No details are known, whether the rent is for a commercial premises or for a residential unit. Instead of appearing in the Walvis Bay magistrates court on the charge of assault with the intent to cause grievous bodily harm, they opted to pay an admission of guilt fine of N$1 500 each after the charge was reduced to that of common assault. The therefore never saw in the inside of the court.
Fishermen’s logistics around peaceful demonstration branded as “outright ridiculous” Fishermen, who lost their work after an illegal strike of several weeks in 2015, want to show up in masses at the offices of the Namibian Broadcasting Corporation at Swakopmund on Tuesday, to clear the air after the Corporation allegedly used inaccurate information in a recently broadcasted television program over the issue. Although it is clear the fishermen want to stage a peaceful demonstration to clear the air, the logistics around this demonstration was branded this week as outright ridiculous. “We have received an application by the group to form a convoy of vehicles on the B2 coastal road between Walvis Bay and Swakopmund at 09:00 on Tuesday. However, whether we are going to entertain this request is uncertain. Road safety on the coastal road remains a critical issue and to interfere with commuter traffic flows is dangerous”, a senior police officer at Walvis Bay said on Wednesday. He asked the questions openly - “why can’t the NBC send a small delegation to Walvis Bay?” Secondly, the time frame was un-realistic. “How do you want to depart with a convoy of vehicles at 09:00 from the Kuisebmond stadium and be ready at 10:00 in Swakopmund to deliver a petition?” “The logistics and safety concerns are not adding up”, this police officer further said. In the meantime it also remains unclear whether the Walvis Bay and Swakopmund local authorities were considered in the logistical planning of this demonstration.
Spotlights on vehicles are legal - court strikes two cases from the roll

spotlights or led (light emitting diodes) spotlights. Two cases have been struck from the roll in the Walvis Bay magistrates court this week where vehicle owners were to appear before a criminal court for having spotlights mounted to their vehicles. They were issued fines by traffic officers and decided to mount court challenges, instead of paying these fines. Veteran traffic official Dave Viljoen, was called in as an expert witness in this regard and made a presentation to one of the state prosecutors in Walvis Bay. In his presentation, Viljoen pointed out spotlights, irrespective whether it is the halogen- or led-type, are not defined in the Road Transportation Act of 2001. The fact that spotlights are not specifically defined in the Act makes it illegal for traffic officials to issue fines to vehicle owners

Locker vom Hocker for fitting spotlights (additional lights) to their vehicles. Further inquiries by namib times, confirmed the Walvis Bay magistrates court will no more hear any cases where fines were issued to vehicle owners who have additional lights fitted to their vehicles. Furthermore, traffic officials also risk now being cited for ill-intentions if further fines in this regard are issued. “Traffic officers need to brush up their knowledge and inter-pre-
tation of the Road Traffic Act. It is “mala fide” [ill intent] to fine motorists for additional lights when the Act specifically says you may fit any additional lights to your vehicle”, explained a court official. Adding the only prerequisite is when additional lights are fitted on a vehicle, it must go dark completely when the dim switch is activated. That is opposed to the vehicle’s standard manufactured lights which is only required to display in either bright or dim mode.

Governor Mutjavikua outlines projects which will create future jobs in the Erongo Region Melba Kaure The Governor of Erongo Clr Cleophas Mutjavikua says unemployment, affordable housing and land delivery in urban areas continue to be a challenge in the Region. Delivering his State of the Region Address (SORA) on Tuesday, Clr Mutjavikua said these challenges cannot be overcome by Government on its own. “The fundamental departure point in land delivery and the provision of housing is that we have to work together. The Governor called upon leaders to mobilise their people to occupy the brick manufacturing phase of the process to deliver housing. “Let us occupy the brick making process. It must be our vision and we should not wait for someone to build houses for us. It must be our vision and initiative to have a shelter and not to pass the buck to someone else”, the Governor said. He further suggested that there be a combination of brick making machines and panel making machines, so that residents could build their own low cost houses. Provided house plans are approved by the respective town councils. “We need to look at the making of bricks as a matter of urgency. We acquired two brick making machines, one for Swakopmund and the other for Walvis Bay, so that people can build their own houses and move from back yard squatting and away from living in deplorable conditions”. Clr Mutjavikua also expressed his disappointment in the process of the land delivery at Farm 37 at Walvis Bay. He explained the process as “pathetically” slow at all levels. The process of land delivery in the area started in 2015 and three years later there is so little progress no person occupies any part of Farm 37. On job creation, Mutjavikua stressed the importance of SME’s to create jobs. On a larger scale, said the Governor, the upgrade of the Walvis Bay-Kranzberg railway line will create an estimated 4 000 jobs, the Karibib Marble Factory will employ around 200 people, Desert Lion Energy (Lithium) about 500 people, whilst Dream Land will employ 50 people.

EBHN now majority Namibian-owned The share transfer of Elgin Brown Hamer Namibia’s shares held by DCD Dorbyl to the Namibian entity Elgin Brown Hamer Namibia Consortium has been concluded. EBHN is now majority-owned by Namibian entities (52,5 % owned by the Namibian Ports Authority and 47,5 % by Elgin Brown Hamer Namibia Consortium). This latest development was confirmed recently by the EBHN Consortium in a press statement. The statement reads: “The management of Elgin Brown & Hamer Namibia (EBHN), together with new minority shareholder the Elgin Brown & Hamer Consortium (EBHC) has confirmed today that a share transfer agreement has been concluded. In terms thereof, 100% of the shares held in EBHN by former shareholder the DCD Group were transferred to EBHC, a group comprised of prominent Namibian business leaders. As a result, the 47,5% shareholding held by EBHC is now effectively in the hands of Namibian-owned companies. As of Monday 2 April 2018, the DCD Group relinquished all shareholding in EBHN. The National Ports Authority of Namibia (NAMPORT) remains the majority shareholder (52.5%) and EBHN's joint management agreement remains unchanged. Over many years, EBHN has acquired a wealth of experience in the marine engineering and maintenance industry, servicing the local and international maritime and offshore oil and gas sec-
tors. The share transfer to the EBHC makes good strategic sense, as synergies generated by a combination of the expertise of the new shareholder with the existing core strengths of EBHN, will unlock further advances in effective and efficient service delivery going forward. This will ensure EBHN's strong competitive advantage, resulting in sustainable growth and greater value for the company and its shareholders. Since its founding in 2006, EBHN has made a very significant contribution to the Namibian economy, with a downstream impact in the region of more than N$ 8 Billion. EBHN will therefore continue to empower and develop its employees and - through this highly motivated and skilled workforce - will deliver unmatched service to clients at all times; while remaining globally competitive, and retaining its position as the preferred shipyard on the west coast of Africa. EBHN proudly welcomes its new shareholder the EBHC, and looks forward to working synergistically with the Consortium; and to benefiting from its extensive experience and expertise, for the greater long-term benefit of all the company's valued internal and external stakeholders moving forward.”

Police in riot gear needed to calm down man who caught his wife red-handed cheating on him Residents of a complex in 5th Road in Walvis Bay were alerted to the hysterical scream of a woman at around 19:30 on Saturday, only to learn to their horror it was actually a domestic dispute getting seriously out of hand after a man caught his wife red-handed cheating on him with another man. “We just heard the screams and soon we realized there is big trouble and unless the police is called, someone will get hurt or even killed”, said a nearby neighbour on condition of anonymity. Soon after the arrival of the Police it was clear the man who discovered his wife cheating was mentally and emotionally unstable. Extra members of the police in riot gear were summonsed to subdue and arrest the man. Namibians are victim to domestic violence daily. Every day we read in the media of boyfriends who seriously assault or even killing their girlfriends. It is important to know that despite the seriousness of the domestic violence dispute and even if a spouse cheats on the other, there is no reason to become violent and abusive. We have to remain committed to a non-violent society and the understanding that there are alternative ways for us to deal with our loss and disappointments”, a senior police officer said at the scene on Saturday. Help identify these individuals
The Namibian Police at Walvis Bay and 518 Neighborhood Watch urge the public to assist in identifying these two male persons believed to be behind a spate of burglaries and theft incidents in the town area the past few weeks. They can so far be linked to at least one incident of trespassing and burglary/theft. They are roaming the central business district area at night and are also believed to be operating as far as Fairways. They were caught on camera last week during a break-in at a block of flats in the central business district. The two tried their best to hide their identities from the cameras, so only very limited visuals are available.

Motocross action at Swakop Rudi Bowe
The 1st round of the 2018 motocross Coastal Champs was held at the Swakop Moto-X track recently. A total of 59 riders participated. There are truly commendable efforts to revive motocross as a sport and it proves fruitful, judging the number of participants and spectators that attended. Particularly the fact that more and more youngsters are participating in the sport and females who also show a keen interest to make it big in motocross. The youngsters are, after all, the future of all sports in Namibia. Motocross is no exception. The Coastal Championship was contested over three rounds and fell under the auspices of the Namibia Motorsports Sporting Federation Code. The chairperson of Swakopmund Motocross, Mike Nederlof, after the event said he
is satisfied with the outcome of the day and thanked the spectators in particular for their support. Sponsors were also thanked. The second round of the Championship is on 15 September, so keep that day booked in advance to come and support us, said Nederlof. The class winners of the 1st round were: MX 1: Mark Sternagel

Youngsters gave their everything at motocross Rudi Bowe
The 10 junior riders who entered in the 50cc and 65cc classes at the recently held Swakopmund motocross (See report elsewhere on this page) were all winners of the day. Competition in both classes was very tough. Five entries were received in the 50cc class. Dylan Coetzer, a learner at the Private School Swakopmund, was the overall winner of the 50cc class. The competition in this class was between Dylan Coetzer and Juan de Vos from Pro-Ed Academy. The first heat belonged to Coetzer as he crossed the finishing line only a few seconds before de Vos. Coetzer won the second heat as well and in the third heat he fell and that was the moment de Vos seized to take the third heat, allowing him an overall second place. Divan du Plessis ended in third place, followed by Lalig Adams fourth and Felix Mukelabai in the fifth place. The 65cc class was ruled by 8-year old Pro-Ed learner, Lehan Augustyn, as he was the winner of all three heats. Wouter Smit was second, Andre Barnard third, Sanene Mukelabai fourth and Joe Nambahu in the fifth place.
