New generation “smart salt trucks” soon introduced for Walvis Bay Walvis Bay Salt Holdings announced this week a new generation of salt trucks would be commissioned by 2021, to haul bulk salt between the salt mine south of Walvis Bay and the port of Walvis Bay. Up to 700 000 tons of bulk salt are transported annually. The new fleet of smart trucks (officially known as the A - Double Side tipper truck) would be introduced by Unitrans Namibia, the official transport contractor for Walvis Bay Salt Holdings. Walvis Bay Salt Holdings will become the first company in Africa to introduce these smart trucks to its operations. The new trucks are twenty seven metres long (the current fleet of interlink trucks are twenty five metres long), but is drastically more

efficient in that it has less bearing on the road, a wider turn circle, high rollover stability and less salt spillage. The smart truck has almost double the load capacity of the current fleet of interlink trucks and would haul a total of 64 tons in one go. The drastic improvement in load capacity will ensure the current daily sorties between the salt pans and the port of Walvis Bay would be reduced from a

Fishrot vessel “Heinaste” sold to Tunacor Group

Massive oil rig to dock in port on Sunday The semi-submersible oil rig “Sapura Berani” is en-route to Walvis Bay and is expected to dock at berth number one in the port of Walvis Bay on Sunday morning (15 November 2020). The vessel is scheduled to stay alongside for two weeks for minor repair and maintenance work. That is part of the preparations before the rig departs for a drilling contract in Ghana.

Arandis shooter to defend his case with State legal aid The alleged Arandis double murderer, Ernst Lichtenstrasser (59), has to fork out N$350 as payment to secure State legal aid for his double murder trial.

The midwater trawl vessel “Heinaste”, which was arrested late in 2019 by Namibia’s Attorney-General, following the #Fishrot scandal, has been sold to Tunacor Group for approximately N$275 million. The money will remain deposited into a State protected fund, pending the outcome of the criminal trial faced by the #Fishrot accused. In the last months of 2019 an international scandal was uncovered where Namibian fishing quotas were dished out to the Icelandic seafood giant Sanjeri International in return for bribes. By November of 2019 the then Minister of Fisheries and Marine Resources, Bernhardt Esau, and Continues on page 2

Lichtenstrasser is accused of having gunned down the Director of the Namibia Institute for Mining and Technology (NIMT), Eckhart Mueller (72), and his Deputy Director, Heimo Hellwig (60), at the NIMT campus at Arandis early on the morning of 15 April last year. Lichtenstrasser, who worked as a lecturer for NIMT at the time, was allegedly unhappy with his transfer from the NIMT campus at Tsumeb to Keetmanshoop. Lichtenstrasser allegedly lurked in the dark near the entrance of the main entrance of NIMT at Arandis on that fateful morning and gunned down Mueller and Hellwig as they arrived in one vehicle from Swakopmund. He is further accused of having concealed the murder weapon afterwards. Lichtenstrasser faces two counts of murder, obstruction of justice, and a series of fire-arm related offences. He remains in custody and his pre-trial hearing is scheduled to start on 23 November in the Windhoek High Court.

current 80 trips per day to 44. In addition more axles added to these smart trucks will also reduce the burden on the roads by 11 % The Managing Director of Walvis Bay Salt Holdings, Mr. André Snyman assured residents of Walvis Bay on Wednesday that the new truck concept would lessen the current impact bulk salt transport has on certain streets in the harbour town, most notably Kovambo Nujoma Lane and 5th Road. Just the fact that the number of daily trips will halve, the new generation truck will generate less noise and has reduced greenhouse gas emissions. Snyman further said Walvis Bay Salt Holdings will continue to look at solutions to reduce the impact bulk salt hauling has on certain segments of Walvis Bay’s public infrastructure. The Company will also not hesitate to embrace new concepts and new technology as it develops, to reduce the impact. “Bear with us. We will continue to look for solutions”, he said.

Justice Minister Sackey Shangala, were implicated as the main players in this scandal. Namibia’s Head of State Dr Hage Geingob demanded their immediate resignation and within weeks the two ministers were behind bars. More accused were arrested later: Tamson Hatuikulipi, James Hatuikulipi, Ricardo Gustavo and Pius Mwatelulo. The five accused stand accused of corruption, fraud, and tax evasion. The Heinaste was docked at the new passenger liner terminal in the port of Walvis Bay. The many months alongside resulted in the vessel starting to deteriorate. Tunacor approached the Government with an offer to charter the vessel. It was turned down. Tunacor came up with an alternative and placed an offer to purchase the vessel. The sales price was set at US$18 million. The vessel is currently undergoing repairs on one of the floating docks of Namdock and will soon be ready to start fishing operations. The reintroduction of Heinaste into the fishing industry has several advantages. It led to the re-employment of the crew and the vessel is also adding catching capacity for Tunacor. Tunacor’s current fleet consists of Jupiter, Carapau (25 % shareholding) and the two wet horse mackerel vessels Omake and Katima. Adding Heinaste to the fleet is a major advantage for Tunacor, a person close to the operations said this week.

Salt pipeline not viable Walvis Bay Salt Holdings announced this week it has abandoned plans to construct a salt transportation pipeline between the salt pans and the port of Walvis Bay. The underground pipeline would have crossed the Walvis Bay lagoon. The Managing Director of Walvis Bay Salt Holdings, Mr. André Snyman explained during a public meeting the pipeline would cost between N$250 and N$300 million and that the return on investment would not be possible. Snyman added Walvis Bay Salt Holdings continues to investigate options for the mass transportation of salt between the mine and the port of Walvis Bay in a sustainable manner. Snyman said any new technology or methods that could in future cut out the use of trucks would be welcomed. In the meantime, the Company continues to invest in vehicles with technology that reduces noise, emissions, and vibration. (See other reports on page 1 and 2 in this regard).

Brick paving the answer? At a public meeting at Walvis Bay Salt Holdings on Wednesday, the idea was floated to replace the current blacktop surface on the intersection of Nangolo Mbumba Drive and 5th Road (picture) with a brick paving surface. According to the General Manager of Roads and Building Control of the municipality of Walvis Bay, Mr. André Burger, that would protect the road surface from deforming under the wheels of heavy vehicles. A brick paving surface has much more resistance against the torque of vehicle and truck wheels. Mr. Burger called for a pubic-private partnership to replace the intersection’s surface, suggesting the cost must be absorbed by the municipality and Walvis Bay Salt Holding in equal portions.

Lady hopes to vote after discovering an error made by the ECN on her card A Walvis Bay resident says she was turned away at a voter's registration point in Walvis Bay during the Electoral Commission of Namibia's supplementary registration process, after she spotted the new voter's card the Commission issued to her contained the wrong gender. The lady obtained a new voter's card, but upon emerging from the registration point she saw her gender on the voter's card is reflected as “male”. The woman told Namib Times this week that she immediately returned to the registration hall when she discovered the error, but a registration official told her “it's not a big deal, you can still go vote.” “I left and I sincerely hope this wrong gender indicated on the card robs me of an opportunity to cast my vote”, she said.

Recent deadly accidents raise the alarm bells Three recent vehicle accidents, that caused the death of a total of eleven people last weekend, raise the alarm bells. With the festive season fast approaching, during which tens of thousands of people will travel Namibia's roads to reach their traditional homes and other holiday destinations, renewed calls are made for Namibian drivers to exercise caution and common sense behind the steering wheel. Mass home-ownership comes to Karibib

A total of 240 houses in Karibib belonging to QKR Namibia Navachab Gold Mine will be sold to employees, the mining company said this week. The Mine's board of directors approved the sale. The remaining time of life span of the mine is ten years and should mining activities cease the town's houses would be owned by the employees. Despite the ten years lifespan, various projects are ongoing to ensure the mine can expand and continue production beyond this ten-year limitation. The Managing Director QKR Navachab Gold Mine, George Botshiwe, said the sale of the houses to the employees is the mine's way of ensuring that its workers have a home after retirement. In this way a situation will be prevented where people that reached retirement age are not yet owning a house. “We have seen this when we offered people

voluntary separations in the past. Those close to retirement age had nowhere to go”. Botshiwe added Navachab has properties across Karibib, which are occupied by the workers at no cost. Free housing is part of employment conditions of Navachab. According to Botshiwe, house prices are ranging from N$200 000 for a standard one- to twobedroomed houses in Usab location. In other parts of the town prices can go up to N$1 million for executive houses. The Mine is also looking into offering employees housing allowances, to offset cost of mortgages. The houses have already been evaluated and will be offered at affordable rates to the employees so they can arrange for financing on their own.

Lil-let's Keep the girl child in school Rudi Bowe

The Councillor of the Walvis Bay Urban Constituency recently launched the countrywide 'Lil-let's Keep a girl in school' campaign an initiative of Lil-lets and Shoprite and supported by the Walvis Bay Urban Constituency Office. Menstruation does not mean the life of a girl child should stop and it should also not stop her from going to school with the fear of being teased or due to the fact that she cannot afford sanitary pads. The Councillor of the Walvis Bay Urban Constituency, Knowledge Ipinge said the idea of the campaign was evoked by the struggle that many lowincome women and girls face while trying to afford menstrual products and hygiene, which in turn heightens their economic vulnerability and social stigmatisation. Ipinge said “Many experts draw a relationship between solving period poverty by making sanitary products accessible and reducing the stigma of menstruation in our communities and many times, you will see that the conversation on solving period poverty invites the conversation on breaking the stigma surrounding menstruation.” According to Ipinge the campaign has the potential to grow and accelerate the conversation on period poverty and menstrual stigma in Namibia. “When this conversation happens, we have the possibility of seeing less girls missing school because of periods; less women losing opportunities because of a natural and normal occurrence; less girls facing humiliation and bullying at schools because of their periods and possibly even increased efforts at menstrual and comprehensive sexual education,” Ipinge added. Ipinge said that the Women's Action for Development called on the government to scrap Value Added Tax on sanitary products has also been made, along with the number of campaigns aimed at keeping girl children in schools. “The United Nations Population Fund describes this as period poverty; that is, the struggle that many low-income women and girls face while trying to afford menstrual products and hygiene and which, in turn, heightens their economic vulnerability and social stigmatization” Ipinge said. A total of 40 000 sanitary pads were also donated to the Tutaleni Primary School, Kuisebmond Secondary School, Duneside High School, De Duine Secondary School and Duinesig High School in Walvis Bay. Award-winning artist, Monica Pinehas, popularly known as Top Cheri who is the patron of the campaign hopes for society to do away with myths attached to menstruation. The office of the Councillor will witness the distribution of Lil-lets sanitary pads to girls who are unable to afford them across the country.
