Scammer Continued from page 1 uncovered that almost all the posted “rescue cases” can be traced back to places all over the internet. The dog “Mighty”, which is claimed to have been found in a rural village in the North of Namibia, is in actual fact a dog called “Priya” – a female Great Dane in West Delhi/India. Another photo shows a dog with rotten teeth. The caption attached by “Changing Paws” requests funds as the animal needs a dental. The exact same photo was found elsewhere on the internet though: “11 easy ways to clean dog teeth.” The scam has since been made public on various social media pages. Shortly thereafter “Changing Paws” deleted all evidence of the scam and took down all photos. It is estimated that good-hearted people had already donated a lot of money though. “It is exactly for this reason that people must always make sure they donate to legitimate organisations, which are registered with the Ministry,” said Ingried Gürtel, kennel manager at the SPCA, to namib times. “We all do it for the animals, but some people just take advantage of our good hearts,” she added. The case has proven exactly how easy it is to scam the public using misleading information. The true culprit responsible for the scam could not be established though. “It is so easy nowadays to start a Facebook page, post heartbreaking things and rob people of their money,” said the person, who initially uncovered the scam. “We just hope that this does not cast a shadow on all other animal welfare organisations, who are indeed trying to make a difference.” Yesterday “Changing Paws” had more than 780 likes. The cover photo reads: “Making a difference. One case at a time!”

electricity generation across the African continent no matter who the investor is”. Daughton continued saying that without electricity mining, tourism and the port for instance cannot function. This will have a huge impact on jobs, government revenue, foreign investment and development in broad terms. He said all these things are critical to the healthy functioning of Namibia's economy and yet there appears to be no progress in this area (electricity) in spite of demand and any number of donors and companies standing by to assist. “I admit my focus on energy and power generation may seem a bit narrow, and you're probably wondering how it relates to trade with the United States. It does so in two ways. First, how the private investment is handled in the energy sector affects how private investment as a whole is handled in Namibia. And, second, Namibia's ability to trade effectively with the rest of the world including with the U.S.- is directly affected by how private investment is

Over two tons of blacktail confiscated from small fisher Erwin Leuschner The Ministry of Fisheries and Marines Resources (MFMR) confiscated close to two tons of blacktail, also known as dassie, which were caught using a beach treknet on Wednesday morning in the vicinity of Dolphin Beach near the bird island. No fine was issued though and nobody was arrested, contrary to social media reports. According to Stanley Ndara, Chief Fisheries Inspector at the MFMR, the person responsible, Walvis Bay resident Walter Stemmet, is a right holder for mullet. “It is common practice to catch mullet from the shore using treknets. It is absolutely legal,” Ndara said. Mullet resorts under scale fisheries and currently there are less than ten right holders altogether. “If you fish for mullet and see other species in the net and they constitute more than 20 % of the entire catch, you are supposed to release all the fish alive,”
Ndara said. In this case all the fish were kept, even though the greater majority of fish were blacktail. Blacktail is usually caught using the rod and reel method from the shore. There were very few mullet in the net. “It is difficult to prove that the person specifically targeted other species, which is why we let him go. We confiscated all the fish though. That is his loss,” Ndara added. According to the fisheries inspector he has never seen something like this happen ever. “We were very surprised to see so much blacktail in the net,” he said. Ndara added that “you cannot decide what goes into the net.” The inspectors confiscated all the fish which will soon be donated to a welfare organisation. “We are in contact with the office of the Permanent Secretary to identify a welfare organisation as is usually the case. Nothing will go to waste,” he said. Photos of the incident went viral on social media sites on Wednesday. Most reports accompanying the picture were false.
Water situation at Uis remains volatile Erwin Leuschner
Even though the precarious water situation in Uis has somewhat lessened, good Samaritans from all over Namibia still regularly drive to the small settlement in the Erongo Region to deliver potable drinking water to its residents. A truck transporting 20 000 litres of drinking water from Henties Bay is expected in Uis today, to assist the residents with the ongoing water crisis. “We are still very grateful for what Namibians are doing for us,” said Basil Calitz, owner of Brandberg Rest Camp, to namib times yesterday. After the taps in the settlements had run dry, people from all over Namibia travelled to Uis to deliver water. For the past few days, water has been coming from the taps again every now and then, although the pressure in the pipeline is extremely low. The situation remains critical though, Calitz continued. In the meantime the good rainfall in the catchment area of the Omaruru River have caused the floods to reach the Nei Neis aquifer last week. Nei Neis is located further downstream from Omaruru and is the main water
source supplying the settlements. “The water in the river was not very much though and we would be happy if more water could reach Nei Neis,” Calitz said. According to him it will take a few months until the water permeates the soil and reaches the underground level from where it can be pumped to Uis. Therefore he does not foresee an immediate end to the crisis. Uis itself has in the meantime not received notable rainfall for this season thus far. Due to the ongoing crisis many residents have given up on watering their gardens and use water extremely sparingly. There were cases reported though of some residents “stealing” water from tankers at night to continue to water their gardens, which some residents regard as unacceptable.
The water situation in Uis remains precarious. On Wednesday this week a small rain shower could be seen over the Brandberg, while the settlement itself has not received notable rainfall for this season thus far. Photo by Brandberg Rest Camp

DRC illegal residents comply with deadline Sharline Tjambari
Residents of the DRC informal settlement, who have been occupying municipal land illegally since last year, have now vacated the land after countless requests from Town Council. The owners of about 88 illegal shacks located on municipal land near the new settlement Matutura and the railway line have heeded the call by Town Council and have moved. The Swakopmund Council gave the residents a deadline until 31 January, to evict the area and thereby allow the municipality to service the area. The residents form part of the group of people, who were moved from their plots by Council due to the construction of the Mass Housing Development Project in 2015. They were moved behind the DRC onto land which Council allocated to them as a temporary residence.
According to the Marketing and Communications Officer of the Swakopmund Municipality, Mrs. Aillie Gebhardt, the residents vacated the land as requested and have found an alternative place to live. During the recent Town Council meeting Swakopmund mayor Mrs. Paulina Nashilundo called on the residents to work hand-in-hand with Council. “Some residents are occupying land illegally in DRC. We call on you not to build new shacks as they are constructed illegally on the land,” she said. She added that there is an outcry for serviced erven, which Council can only provide if they can service the land.

Missing French tourists found safe and sound Erwin Leuschner The two French tourists, Dr Regis Deram and his partner Sylvia Hemez, are safe and well again after being lost in the Damaraland for two days. The two had left Twyfelfontein on Sunday and were supposed to book into an accommodation establishment in Swakopmund but never arrived when they were supposed to. “I was notified by Matiti Safari, the company that booked their tour, that they were missing,” said Basil Calitz, owner of Brandberg Rest Camp, to namib times. An extensive search by plane was initiated and the two tourists were finally found in the Quantagab River. The River flows into the Ugab River close to the Rhino Camp. The two tourists were spotted by pilot Matthias Röttcher, who sent the co-ordinates to Calitz. “I drove to the co-ordinates, but when I arrived there they were already gone. I followed the tracks and found them on Monday afternoon not much further on,” Calitz continued. The tourists were driving a rental 4x4 and had two flat tyres. “They had enough food and water and were fine. They were just in a bit of a shock,” he said. According to Calitz they did not have a proper map and simply got lost. “There are no signs in Damaraland. There are just roads and you have to know which one to take,” he said; and added: “The tourists were just going in circles and did not have much fuel left”. (Picture below: the area where the tourists got lost is beautiful, but inhospitable).

Contempt of court Emily Schneider - Waterberg back behind bars Well-known Swakopmund estate agent Emily Schneider-Waterberg, who stands accused of malicious damage to property and assault, is once again in custody after her bail was revoked in the Swakopmund magistrates court on Friday. MIDAS (Managing Impacts of Deep Sea Resource Exploitation) is an European Union Research Project. A complete list of all the institutions participating in this Consortium is also supplied. It is made up of scientists, industry figures, NGOs and legal experts from 32 organizations across Europe. Its Report has just been released. A summary of its findings can be accessed with this link: Https://www.eu -Midas.net/sites/default/files/downloads/MIDAS_research_hi ghlights_low_res.pdf MIDAS will release more technical papers in 2017. In the Introduction to the released Report the Co-ordinator supplies this background to the Project and its findings: “Our scientific work was divided into the examination of the scale of the potential impacts - for example, the size of the areas to be mined, the spread and influence of plumes away from these areas and the potential toxic nature of the material in these plumes - and how these impacts would affect ecosystems, for example by impeding the connectivity between populations, interrupting species' lifecycles, loss of habitat, and the impact of on ecosystem functioning. A key unknown to be addressed concerns the ability of ecosystems to recover once mining ceased. This formidable group certainly did not rely on desktop studies to formulate its findings. Those who want to discard these findings and warnings do so at their own peril and definitely to the detriment of its own marine environment. Namibians will be well advised to heed the conclusions and warnings. Suffice to point out a few of the facts this Project highlights and about which the scientists are concerned and caused them to issue their warnings. Around 70 percent of the world's surface is covered by ocean and more than half of that is designated as international waters. Currently less than 0.05 percent of the ocean floor has been mapped at a level of detail where objects a few metres in size can be discerned. Marine biologists estimate that there are around 750,000 marine species yet to be identified, many of them likely to be found in the deep sea. The mining industry has been developing technologies to extract metals and minerals. One mining method is to use a conveyor belt system of buckets to bring soil containing metal and mineral deposits from sites on the sea floor up to a mining ship for processing. A second method is to use pipes to hydraulically suck up soil from sites on the sea floor, also to a mining ship for processing. But before that happens the MIDAS project gathered data to gain a good picture of what damage might be done by mining. It found that new environmental issues need to be considered, such as the large surface areas affected by nodule mining and the release of toxic elements through oxidation of minerals during mining. There is a risk that the mining process will release metal ions into the water column, either in the benthic plume created by mining vehicles or, following dewatering on the surface vessel, in a mid-water plume. Such plumes can potentially travel hundreds of kilometers, carrying potential toxicants with them. Mid-water plumes may impact photosynthetic microalgae or animals within the water column. Despite considerable sampling and study of the deep sea over the past century, knowledge of species distribution across most spatial and temporal scales is still very poor, say the scientists. Hence, current levels of biogeographic knowledge are not sufficient to make accurate predictions of the consequences of mining. Monthly Monitor: January 2017 Market Review: The year of 2016 was a horrible one for investments. Unforeseen events rocked the world: The United Kingdom voted to leave the European Union, the Rand strengthened – against all expectations – by a whopping 18% to the United States Dollar (USD), and Trump won the USA presidential elections. In addition, local shares sector leadership shifted abruptly to resources, and investment style leadership changed sharply from Growth (expensive, fast growing) to Value (inexpensive, distressed) shares. By December cash gave around 7.5% for the year, and the strengthening Rand lifted bonds and listed property. From our local currency-
denominated perspective, both local and global general shares were hit very hard by the Rand. Most portfolios suffered given these conditions, including ours. After years of strong performances, we had a weak 2016. Over the longer-term our portfolios performed very well, but as the saying goes, “you cannot eat the long-term”. Clients looked at their statements and forgot they were long-term investors, and unfortunately a few decisions turned emotional and counterproductive. Meanwhile, in the midst of uncertainty the
seeds were already sown for the next surge upwards. Locally we now have a stable ZAR / USD supporting a better inflation, bond and listed property outlook. Company earnings came through strongly, underpinning a better valuation for share markets. President Trump also boosted USA shares and thereby global shares, due to his massive infrastructure spending plans, deregulation policies for banks, and intention to deeply cut company taxes. Table 1 below shows the recovery in most asset class returns:
Table 1: Asset Class Returns (in N$):
Source: Glacier Research On a 1-year basis local shares jumped from a pressured 5% (December 2016) to a surging 14% (January 2017). Of course, if you cashed out you would have missed this. We expect further increases in 2017. Portfolio Performance: Although markets can be volatile over shorter
periods, like a month, they become more predictable given enough time. Table 2 shows the 1-year, 3-year (per annum) and 5-year (per annum) returns ending January 2017 of our five managed portfolios. The returns are calculated based on gross internal rates of return (IRR's) from actual client data:
Table 2: Portfolio Returns over a 12-Month, 36-Month and 60-Month Period:
Source: Actual Client IRR's off Sanport The 1-year returns have improved markedly, and the 5-year returns are higher than our expected long-term averages. This once again underline the fact that investments should be judged dispassionately over the long-term and not emotionally over the short-term. Conclusion: Higher company earnings in South Africa and the USA implies higher share prices during the
course of 2017. The South African share market is at a better starting point then 12 months ago. USA interest rates are increasing but government expenditure and tax policies are massively accommodating economic growth. As always there are risks, but it appears 2017 will be more positive than most would believe possible. Our managed portfolios are diversified and long-term in nature. MOTORING
Toyota Dyna Moves Into Light Commercial Vehicle Category The Toyota Dyna has been reclassified as a light commercial vehicle instead of being in the medium commercial category as has been the case since its introduction to the South African market in 1965. The chassis has been redesigned and is 50kg lighter so the vehicle now has a GVM of 3 500kg which means it is now classified as an LCV. Ernie Trautmann, the Vice President of Hino South Africa, says this change in category for the Dyna came about because its normallyaspirated 3-litre diesel engine is not electronically-controlled so cannot be fitted with a tamperproof speed limiter as is the case with the Hino 300-, 500and 700-Series trucks. Government regulations now require all medium, heavy, and extra-heavy commercial vehicles
to be fitted with speed limiters. MCVs are limited to a top speed of 100km/h while heavy and extraheavy trucks will only be able to travel at a maximum of 80km/h. "The alternative to changing the Dyna's category would have been to withdraw it from our range, which we did not want to do as it is a popular model for a wide variety of operations," said Trautmann. "We have taken this opportunity to upgrade the Dyna in several important aspects. The revised Dyna is equipped with anti-lock braking system (ABS) as well as being fitted with the narrow cab used for certain Hino
300-Series models. The front panel is now one piece instead of three and incorporates new designs for the grille and bumper, while the headlamps are halogen with multi reflectors. "There is a new design for the interior with a restyled dashboard, improved seat material and cup holders for the driver and front passenger. "Being categorised as a light commercial vehicle means the Dyna will require only a Code B drivers' licence. The truck will no longer have to undergo annual certificate of fitness testing, which is a further benefit for operators.

NHRSA 1st competition leg for 2017 On 4 and 5 February 2017 the Namibian Hunting Rifle Shooting Association (NHRSA) held their 1st competition leg for 2017 season in Henties Bay. There were 115 entries, including men and women, ranging from just 4 years up to 70 years old. The competition was once again held in the Omaruru River with uneven terrain, tricky wind conditions and an ever present mirage yet again contributing to a challenging competition. The competition consists out of 6 different ranges (4 life size target and 2 gong ranges), with a maximum total score of 900 points (150point per range). Francois Marais jnr came the closest with his total score of 826, which gave him the title of the 2017 Henties Bay Shoot Champion. The winner for the ladies was Cornel van der Westhuizen with a score of 656.2. Eight of our competing participants were younger than 13 years, which is most exhilarating to see, as this will be the future of our sport in years to come. We trust
that the rest of the year we will see even more juniors participating. The rest of the results were as follows: Overall 1st: Francois Marais jnr 2nd: Pieter Vorster 3rd: Johannes Andreas Marais Gold Class 1st: Francois Marais jnr 2nd: Pieter Vorster 3rd: Johannes Andreas Marais Silver Class 1st: Cornel van der Westhuizen 2nd: Gaston Mertens 3rd: Karola Woortman Bronze Class 1st: Callie van Heerden 2nd: Johan Venter 3rd: Philipje Baard Penkoppe: 1st: Mike Baartman 2nd: Janro Greeff 3rd: Vincent Maresch Junior 1st: Henco Snyman 2nd: Johan Brockman Ladies 1st: Cornel van der Westhuizen 2nd: Karola Woortman 3rd: Stephanie Marais Seniors 1st : Karel Smith 2nd : Johannes van der Wath 3rd : Alfred Prosser Veterans 1st: Hindie Van Rensburg Snr 2nd: JP Human 3rd: Bernatt Geldenhuys On Sunday the 222-223 class
competition were held, with a few different rules setting it apart from the Open class. Only rifles chambered in .222Rem or .223Rem are allowed. This exciting new class was introduced last year as part of the NHRSA's shooting line-up, and the near 30 entries on Sunday proves that this class already shows much promise in the competitions to come. Francois Marais jnr also finished with a gold medal, followed by Gert Martins in the 2nd place Johan Venter in 3rd place. The NHRSA would like to thank all its members and sponsors for their ongoing support and dedication in building this sport to one of the biggest shooting disciplines in Namibia. Special thank you to the Henties Bay Municipality for making the Omaruru River mouth area available to us, and thereby ensuring a save and beautiful venue. We trust to see you all at the next shoot in Gobabis on the 18th of March 2017. The NHRSA would like to announce that we have acquired a new trailer for our equipment transportation to the various shoots throughout Namibia. Anyone interested in adverting space that will be available on the sides of the trailer, please contact Mike at marketing@nhrsa.com.

Wilna holds onto the reigns at 11th Hollard Coastal Open Championships Rossmund Golf Course played host over the weekend to the 11th Hollard Insurance Ladies Coastal Open. A field of 22 ladies from Omeya, Windhoek, Walvis Bay, Henties Bay and Rossmund entered, being an official event on the NALGU calendar – there was the additional incentive of Merit List Points. The tournament this year was also the First Leg of the 2017 Namibian Breweries Green Jacket. Play commenced on Saturday morning around 8 o'clock – weather conditions were excellent for golf, overcast with a slight breeze coming in from the north - the course was well prepared and in excellent condition – the greens running fast and firm. Wilna having just returned from a stint on the Sunshine Tour in South Africa posted a first round score of 81 gross finishing 4 shots ahead of her nearest rival Wilma van der Merwe. Hot and sunny was the order of the day on Sunday with a promise of some wind when the players reached the back nine - as usual Diffie had everything under control and was there on the course to provide the players with well needed drinks by No.7. Wilna managed to keep her cool shooting a 84 gross to secure the Cham-pionship by 10 shots over Wilma. As always the players were showered with lots of sur-prises both on and off the course by sponsor Hollard. The tournament was rounded off with a fantastic prize-giving function which included
lunch and some information from NALGU representative Brenda Lens on where Ladies Golf is today and their ideas for the future. She made mention of all our young golfers ( Andrea, Jessica, Caro, Laetitia and Bonita) who have spread their wings to pastures new and wished them well. As always a big word of thanks to Diffie, Berndine, and the rest of the Hollard Team you make this event something special and definitely the highlight on the Ladies Calendar. Diffie commented that for him and Berndine it has become a family affair and they look forward to seeing all the old faces and make no mistake he never misses a new one – greeting all with a warm smile and a hug. He looks forward to seeing you again in 2018. Results: Overall Gross Winner (Champion) – Wilna Bredenhann 165; Best Gross: Wilma van der Merwe 175; Runner-up Gross: Adri Pienaar 179.
