Walvis Bay to get second floating dock operator Floris Steenkamp Studies are currently underway to test the viability of establishing a second floating dock operator in Walvis Bay. The floating dock will not only focus on vessel repairs in the local fishing industry, but also attract the wider marine ship repair markets of West Africa, sources very close to the project explained. The project was initiated by Tunacor Properties Ltd in a joint venture with local businessman Mr Anton Pretorius, who pioneered the floating dock industry of Walvis Bay nearly a decade ago. Geo Pollution Technologies has been instructed to carry out an environmental impact assessment of the intended project.

Apart from the floating dock, the project will also include two new 120m long concrete jetties and an existing concrete jetty that will be extended to 120m. Tunacor Properties earmarked two of its seafront erven in the fishing harbour of Walvis Bay for the project (plots 3686 and 3687). Two existing wooden jetties will be dismantled to make way for the

The past weekend welcomed more than 400 bikers to the coast for the 2nd annual Skeleton Coast Rally in Swakopmund, hosted by the Harley Owners Group of Namibia. Fortunately, only two incidents were reported with less than serious injuries sustained. On Friday morning, a rally participant took a fall on the B2 between Swakopmund and Walvis Bay, whilst travelling towards Walvis Bay. The rider sustained injury to his hands, resulting in the loss of part of a finger on his left hand. Another incident was reported between Arandis and Usakos, when a rider lost control and swerved out to avoid oncoming traffic. Details regarding the incident are unclear, but no serious injuries were recorded.

ACC makes good on its promise Piquet Jacobs The Anti-Corruption Commission of Namibia (ACC) announced in April it will be “knocking on doors soon”. Within days the first arrest followed. The ACC confirmed the arrest of a Karibib town council property clerk, Jafet Garoeb (52) for alleged corrupt activities since 2013. Garoeb is accused of having used his position as a property clerk to illegally sell erven without council's authorisation - in return for payment. He allegedly also forged allocation of land letters to community members who were not on the list of approved beneficiaries of the Ministry of Lands and Resettlement. The case against Garoeb was reported in 2013 and after meticulous investigation his arrest followed. Garoeb made his first appearance in the Karibib magistrate's court on 2 May and was granted bail of N$3 000. The case was postponed to 5 June. The ACC is at the centre of several investigations in Erongo. These include investigations in Usakos, Omaruru and Walvis Bay.

NAMIBIANS REMAIN HEAVILY INDEBTED AS THE BENEFITS OF A FINANCIAL SYSTEM'S CLEAN BILL OF HEALTH FAILS TO TRICKLE DOWN TO HEAVILY INDEBTED HOUSEHOLDS Introduction: While the financial system is reported to remain healthy, sound and well-capitalized, many Namibians continue to sink deeper into economic hardships i.e. more debt, less buying power and a weak saving rate. These developments could suggest despite the financial institutions having experienced remarkable growths in assets and profitability, this growth has not translated tangibly into an improvement in the economic welfare of many Namibians. The majority remains deeply indebted, shattered balance sheets and weak buying power. Whilst it is fundamentally important for the financial system to be sound and stable, because of its role in supporting sustainable economic growth, it's equally important to also ensure that the benefits thereof trickle down to the real economy and improve the livelihood of households. Particularly households who depend on debts. Heavy household debt is known to amplify slumps and weaken economic recoveries. Namibia is currently in a slump and if household debt is let to grow – the slump will be amplified and recovery will be weak. GDP growth slumped to 0.2 percent in 2016, from 6.1 percent in 2015. It is expected to recover gradually to 2.9 percent in 2017. However, this recovery will be challenged by the huge debts held by corporates and households, despite the clean bill of health of the financial sector. Imbalance will warrant Government intervention: Stability, soundness and profitability of the financial system should be evaluated against social, economic value and benefits to household (borrowers). Any mismatch can give rise to suspicions of possible exploitations. Furthermore, the financial sector as one of the engines of economic growth is unable to impact the real economy in a tangible manner. It subsequently places tremendous pressure on Government as it will eventually be forced to intervene in line with its fiscal policy's social responsibility – prosperity for all. The current Harambee Prosperity Plan (HPP), Vision 2030 and the soon to be launched NDP5 all focused to lift Namibians out of poverty. With so many Namibian remaining deep into debts, weak buying power and low savings – this will be a daunting task. The clean bill of health must translate into effective improvement of the general welfare, in order for it to be able to complement and support Government's quest for an inclusive and shared prosperity. Banks/non-banks lucrative whilst Households sinks deeper into debts: While the Banks and Non-banks continue to report strong growth in assets and profits, households continue to sink deeper into debts. According to the Namibia Financial Stability (NFS) report, the ratio of household indebtedness to disposable income remained high at the end of December 2016 despite a slight moderation. At the same time bank assets grew by 10.1 percent to stand at N$110 billion. Household debt also increased to N$ 50.1 billion, which represents an annual growth of the indebtedness ratio of 9.3 percent during the period under review. Many Namibian remain in the debt trap. Their debt servicing ratio remains high and virtually unchanged at 15.3 percent during the review period. What is more alarming is the fact that growth rate of debt servicing at 9.1 percent is faster than that of gross income, which was reported at 8.2 percent. Erosion of Household buying power and limited savings: Whilst the banks continue to be adequately capitalized and maintaining capital positions above the minimum prudential requirements, households on the other hand continue to lose buying power as the result of a combination of higher interest rates and inflation. Inflation rose by 3.3 percentage points to 6.7 percent during 2016. Household buying power refers to the capacity of an individual customer to buy certain quantities of goods and services. Ideally, in an environment of a sound and stable financial system, households should possess sufficient buying power. That means households should

have high incomes and purchasing power relative to the supply and prices of goods available. Unfortunately, households have lost 6.7 percent of their buying power from inflation thus having a low buying power and don't have enough money to purchase goods and maintain a decent standard of living. According to the report, although the growth of disposable incomes rose from 10.5 percent in 2015 to 12.0 percent in 2016, the rise in the average prime interest rate from 10.1 percent to 10.7 percent coupled with elevated inflation weakened the buying powers of many households. For non-banking institutions high intermediation costs compounds the problem. Because of weak buying power as a result of high interest rates and elevated inflation rates, household are left with little funds to save or invest – a condition which will perpetuate high poverty levels and dependence on debts. According to the report, savings deposits consisted only 4.0 percent of the non-banking funding, compared to other balance sheet liability items. Meanwhile, banks remains liquid with ratios improving to 13.0 percent in 2016 from 12.4 percent in 2015. Moreover, banks holds liquid assets well in excess of the statutory minimum liquid asset requirements. Given the little savings of households, Government's empowerment efforts either via NEEEF, tenders or any other scheme for that matter will also be compromised – unless Government steps in to directly finance these deals from its already exhausted fiscal budget. Households remain exposed and unshielded to risk: Whilst the banking/non-banking industries remain firmly secured and protected - adequately capitalized, households on the other hand remain broadly exposed and unprotected. The report states clearly banks remain adequately capitalized in order to cushion against risks associated with institutional growth and to protect themselves against unsecured risk. Households on the other side, remains exposed to any interest rate changes, exchange rate fluctuations, credit shocks as well as liquidity risks. Since the banks are heavily fortified, any costs associated with risks such as downward ratings, interest rate changes, capital outflows, Brexit, investors' confidence – shall be easily passed on to the consumer (households). Household indebtedness is a national problem: The primary focus on the state of health of the financial sector and subsequent silence on the high indebtedness of household is worrisome. It is as if to say as long as the sector is making profit, capitalized and profitable, it doesn't matter at what cost – household indebtedness has become secondary and almost non-existing. High levels of household debt sooner or later will create problems for the entire economy. Imagine a small country like Namibia which is characterized with many changes most of which are sudden. A sudden change in circumstances, such as losing a job, will make it more difficult for the individual to keep up with repayments on outstanding debt. These individuals will still be required to make repayments despite the loss of income. In order to continue to make these repayments the individual may cut back on spending. Other factors such as rising debt repayments due to higher interest rates may also lead to reduction in spending. Magnified to the whole economy, an economic downturn or recession can cause many individuals to face this problem and lead to reductions in consumer spending. In turn, companies faced with reduced revenues, or perhaps the prospect of going out of business entirely, will then cut back on their costs including labor costs either by lowering pay or reducing workforces. There is some evidence that rising debt levels before a recession can make it worse by making the business cycle more volatile. Another way in which high household debt can negatively impact the economy is via the financial sector itself. This can be as a result of more relaxed lending standards, as banks compete for new customers. This leads to riskier lending and more defaults when the good times end and individuals default on their loans. A banking crisis could ensue, hurting the economy

The Worker to lead the battle against poverty and inequality Erwin Leuschner “Without labor, nothing prospers.” With these words President Hage Geingob saluted all working men and women during the May Day Commemoration held at Eenhana in the Ohangwena Region on Monday. The president once again called on Namibians to “Harambee towards job creation and economic advancement.” The main theme of the President’s speech was vested in wealth creation to effectively address poverty. In this regard he also once again mentioned NEEEF, which has been getting a significant chunk of media attention recently, as well as land reform. “While criticizing the imperfections of this policy (NEEEF), nobody seems to be bringing any alternative solutions to the table regarding the inequality question wherein NEEEF is located,” said the President. Adding: “when we look at economic sectors such as mining, financial services and tourism, we must admit that over the past 27 years we have not witnessed significant transformation as originally envisaged.” Immense inequality in Namibia, Geingob reiterated, cannot continue if government is planning to bring prosperity to Namibian workers and Namibians in general. “We are also not supporting get rich quick schemes and the proliferation of black billionaires at the expense of the majority of our working-class Namibians,” he said. Shared prosperity is the only way towards achieving Vision 2030. At the same time, Geingob brought up the land issue stating land distribution remain skewered and is coupled with the current problem of shortage of low cost housing. “We are aware that many of you are greatly affected by land and housing shortages. I reiterate Government is seized with this matter and is determined to bringing about a long-lasting solution to these twin problems,” he said. During his speech Geingob reminded Namibians of the hardships endured in the past before independence, mentioning various stalwarts who fought for independence. “Today, as we find ourselves in the midst of the second phase of the struggle – that of economic emancipation – it will be our Namibian workers again at the forefront, manning the front lines of our war against poverty and our quest for shared prosperity,” he said. The head-of-state listed various aims of the Harambee Prosperity Plan. Amongst them, he explained are economic competitiveness in order to create more jobs. He also noted “Smart Work” and said as we are living in the information age and adaptability to technology is crucial. According to President Geingob the second phase of the struggle (after independence) lies in achieving rapid economic advancement in order to buttress the foundations of peace, stability and security, by bringing about a more prosperous Namibia. “Let us march hand in hand, shoulder to shoulder, step by step, towards shared economic prosperity,” the President concluded.

Usakos Council accused of corruption, nepotism and incompetence Community members of Usakos are fed up with the “deliberate and open corruption, incompetence and favoritism” by public office bearers. About 30 residents calling themselves the “Usakos Rise Up Group” marched to the Usakos Town Council on Friday where they handed over a petition listing a total of 22 grievances. Adelheid Kandjala, special advisor to the Governor, accepted the petition. The group gave a six-month ultimatum for the relevant authorities to respond to the questions and the issues raised in the document. “The Usakos Town Council has failed the community since 2009. They have failed to provide simple basic services to the residents, providing a safe heaven for investors and to appoint qualified and experienced staff in each position at Town Council as per the requirement criteria of such positions,” the petition reads. No “hotel tower”next to B2 Martin Luther Monument The Swakopmund Town Council has re-affirmed its position and has again declined an application by a business person who wishes to develop a shopping mall and a hotel next to the B2 highway in the vicinity of the Martin Luther Museum. The decision was taken at the recent Council meeting. The developer of the project is Williward Narib of Ndakolute Trading Enterprises and it was his second application. The first application to develop land in the vicinity of Martin Luther he made in 2014. After various meetings and more letters were exchanged between Narib and the municipality, Town Council decided against this development during a meeting in September 2016. Gruesome long weekend on Namibian roads: At least 22 dead The past long May weekend was one of the bloodiest weekends on the roads in the Namibian history. Across the entire country at least 22 people lost their lives during various accidents. The most horrific collision being the accident between Okahandja and Otjiwarongo on Sunday which claimed the lives of 15 people. “A sad day for Namibia” and “shocking.” These were the remarks by the coastal West Coast Safety Initiative (WCSI) after the horrific head-on collision on Sunday at about 16:00 between an Iveco bus and a Nissan NP200 pick-up. The collision occurred about 110 kilometers from Okahandja on the B1 highway. Exact details about the cause have not yet been determined. Break-In attempt at namib times office

One or more suspects apparently attempted to break-in at the namib times office in Swakopmund over the past weekend. When staff of the coastal newspaper arrived at the office on Monday morning they found blood marks on the security gate. The door close to the slot had fresh scratch marks indicating an attempt to force the door open with a sharp object. The police were informed about the incident on Monday morning at 08:25 and only came to scene on Tuesday a few minutes before 10:00. “It seems that the culprit was unsuccessful and cut himself. That is why there is so much blood,” said the police officer attending the scene. NOTE TO THE PRESS Photo by Erwin Leuschner

Sharing The Novanam Story return with the rest of the NovaNam staff. NovaNam has since its inception been a sponsor of sport in Lüderitz and Namibia in one form or another. Besides eating fish, sport is very important for the betterment and sustaining of our good health, as well as for the development of healthy outdoor communities that we all live in. A particular point of pride of NovaNam is its NovaNam Soccer Team, which recently took the Runner Up prize in the Harders Cup against all odds. It is a very special achievement to celebrate and the Minister commended the company’s gift of thanks and recognition of N$25.000 to the team in order for it to employ it for the even more efficient and visible running of the team as it represents NovaNam and its people going forward. NovaNam recognises history itself as a storyteller of what, why and where the company is today. It places a very high importance to the role that it has played, and continues to play, in this remote yet magical town of Lüderitz. It is for this reason that NovaNam has promoted and sponsored the publishing of a book on the history and development of the town since its inception to date. It is most important for current and future generations to know what Lüderitz is about and how it fits into the story of the Karas Region and indeed that of Namibia and its people. The Honourable Minister Esau applauded the initiative of NovaNam in publishing this book, whose official launch will take place later in 2017, and same which will capture some of the most relevant history of Lüderitz and NovaNam’s role in scripting some of that history.

At an event held at NovaNam's flagship factory in Lüderitz today, which was presided over by the Minister of Fisheries & Marine Resources, The Honourable Minister Bernhard Esau, MP, outlined NovaNam had always been known as a company which has as its overriding mantra of 'Business As Usual', during both the good and the tough times. Pescanova, now Nueva Pescanova, made the brave decision to invest in this most remote town of Lüderitz on Independence Day in 1990, and immediately went about to making Lüderitz its adopted town, by investing in the fishing industry, in the town, in its community, and in its people. There are many things that NovaNam has done both in Lüderitz and Namibia over its 27-year history in its own quiet and unassuming way, be it in business and social spheres. However, in recent times, the company has been approached from several quarters to share its story, to share the things that it initiates and does to make Lüderitz, the Karas Region and Namibia an even better place to work and live in order to ultimately improve the lives of its people and to create wealth. The purpose of today was Share The NovaNam Story and to celebrate some of the stories of the company and the people behind those stories. NovaNam was established in 1990, 27 years ago, and one of its principle focuses was always to provide dignified employment to its people. These people currently sum up 2100, with 1800 based in Lüderitz, and 300 in Walvis Bay. Some of these people have been - and grown - with the company for 25 and more years, which bears testimony to the respectful and loyal relationship between the company and its people. The Honourable Minister Esau honoured these loyal members of staff alongside the company, and wished them many more happy and productive years together. Another key focus of NovaNam has been to train and develop its people in the arts of fishing, processing, administration, management, supervision, quality assurance, engineering, nursing, to name but a few. Many thousands of people have had the benefit of these skills development opportunities over the past 27 years, both in Namibia and abroad. NovaNam has also provided education and training opportunities for many people who were not employed by the company, but who were either from Lüderitz or were family of members of staff. Today, the company announces the roll-out of the NovaNam Bursary Progamme, where it will start by giving N$350.000 over the next 3 years towards bursaries. These bursaries will in the first instance be aimed for the benefit of children of NovaNam employees, and for members of staff. The bursaries will be to fund tertiary studies at the Namibian University of Science and Technology and the University of Namibia. Certain bursaries will also be for secondary schooling in Lüderitz and Walvis Bay to prepare these students for the rigours of tertiary studies. The fields of study will be Economics, Mechanical Engineering, Human Resources, Biology, Management and Finance & Administration. In October 2016, Nueva Pescanova and NovaNam announced their intention to The Honourable Minister Esau to undertake the empowerment of their business so as to facilitate the inclusive, direct and participative ownership by its staff and its various joint venture partners primarily. This high-level transaction is earmarked to be completed before the end of 2017. In order to allow for the full transparency of this project on behalf of the NovaNam Staff, the company will be sending 5 people to Spain for one week in order to learn and understand more about how NovaNam feeds into the Nueva Pescanova operating, commercial and overall business model. Upon their return, workshops will be set up in Lüderitz and Walvis Bay, and the voice pieces will be these selected people who will share their knowledge, opinions and experiences. The Honourable Minister wished these selected people the best of luck in their familiarisation trip that will take place in the next 3 months, reminding them of their duties and responsibilities upon their

Erwin Leuschner

About 20 different types of light aircraft were present in the skies above Uis in the Erongo Region this past weekend for this year's edition of the Fly-In. It was the third time the competition was hosted at this small settlement. Pilots from all over Namibia, and some from as far afield as South Africa participated in this very popular annual social aviation event.

Photos by Erwin Leuschner

Matthias and Lizette Röttcher overall winners of Fly-In 2017 In total, twelve participants took part in the competition. It was a fun event and pilots had to put their skills to the test not only during different types of flying challenges, but also on the ground. Pilots had to master the art of shooting a slingshot for extra points. The most challenging part of the competition was a spot landing. Pilots had to land their planes on a marked line on the Uis airfield – the further away from the line the wheels touched down, the more penalty points the team received. Another fun part of the event was a pylon race. Pilots had to fly around pylons set up in the vicinity. The fastest time won. Aircraft were subdivided into classes according to engine horse power. The top three spots of the Uis Fly-In were grabbed by (fltr) Lindsay and Frank Stein (3rd Place), Lizette and Matthias This year's exercises and tasks for the pilots were designed and worked out Röttcher (1st Place) and Axel Deinat and Harald Keil (2nd Place). The prizes were handed over by Heidi Snyman by Dr Henk Koster. Dr Koster is an experienced participating pilot at the Presidents Air Race in South Africa. The overall winner of the Uis Fly-In was Swakopmund resident Matthias Röttcher with his co-pilot (and wife) Lizette Röttcher. The second place was awarded to Frank Stein and his co-pilot (and wife) Lindsay Stein. The third place was scooped up by Axel Deinat and co-pilot Harald Keil. The Airmanship Award was awarded to Tinus Dreyer, whilst Harald Keil was awarded for Best Radio Procedures. During the event Jacky Stiemert held a watchful eye over the participants as the Safety Officer from the NCAA, whilst Micha Stiemert was the Air Traffic controller. After the official part of the competition was over, some pilots entertained the spectators with their flying skills. As usual Mike Böttger with his RV-8 showed some impressive flying skills.
