Gambling Continued from page 1 Some are just not to be trusted. Almost every day there are reports of people being stabbed. Now and then it's incidents of robbery at the bars. Then there is these nuisance of noisy drinking places in residential areas. And as if it was not enough: we are still receiving reports that some liquor vendors are locking clients inside the bars and continue to serve them after closing hours. People are allowed into the drinking places carrying dangerous weapons. There is a clear lack of security and control”, explained warrant officer Shapumba. Adding: “we need to remind people to desist from solving problems by means of violence. Problems should be reported to the Police and together we shall seek solutions. Avoid violence!” Warrant officer Shapumba also lashed at liquor license holders who only send delegates to meetings with the Police. “Probably they don't get the right message. We are saying alcohol should be sold with a valid liquor license. All conditions of these liquor licenses must be adhered to. Security of people at their places is a serious matter. We are all as stakeholders responsible for the protection of lives of people. We need people to take this very serious”, said warrant officer Shapumba. He urged bar owners to come to the table, as the Police cannot deploy members to each and every liquor outlet to maintain law and order. It is also the responsibility of these bar owners and the public too need to understand with every right to consume alcohol there is the obligation to behave and be considerate of others.

Alleged Arandis-shooter’s bail application resumes The bail application hearing of the alleged NiMT-shooter, Ernst Lichtenstrasser, had to be postponed by several hours in the Swakopmund magistrate’s court yesterday after his lawyer did not turn out for court in time. At the time of going to press the court was still in session. Lichtenstrasser allegedly shot and killed NiMT Director Eckhart Mueller and Deputy Director Heimo Hellwich at Arandis on the morning of 15 April this year.

Only 20 % of national projects completed

Minister demands explanations Rudi Bowe

The National Planning Commission (NPC) is carrying out an analysis to determine why so many national development projects are either delayed or not even out of the starting blocks yet. All regions are now required to provide a list and also reasons for projects, in order to prioritise these for speedy completion. The issue of incomplete projects was not the only pebble in the sandal identified by the recent high-level consultative retreat of the Ministry of Urban and Rural Development. At this consultative retreat, held at the civic centre in Walvis Bay, regional authorities said much of the problems are created by the fact that budget allocations are done so late that the various authorities are not left with much of the remainder of a financial year to plan, execute and complete projects. The Minister, Peya Mushelenga nonetheless wanted to know from the various Governors, mayors and chief regional officers why so many projects were incomplete. He demanded explanations. Incomplete projects deny service delivery, was the Minister's message. In his address a very concerned DirectorGeneral of the NPC, Obed Kandjoze said some 500 projects only 90 projects were completed and that at a total price tag of N$24 million. The projects include hospitals, clinics, housing and sanitation projects bathroom and essential services, but with only one fifth completed there is still a long way to go. “It is worrisome. It also indicates that substantive resources are injected into the regions but these incomplete projects were supposed to deliver the service to our people by now”, he explained. Adding Namibia needs a better approach to match resources, skills and technology to complete the projects. Many of the incomplete projects now hamper health- and education service delivery. Kandjoze further

said: “President Hage Geingob tasked the NPC to address these serious needs and to bring services to our people. It is worrisome

to see that shack dwellers for instance built a complete house for approximately N$70 000, but that is the price for a toilet in rural areas”.

Erongo RED opens customer care office in Omaruru....... Erongo RED inaugurated its Omaruru Customer Care Office last Thursday. This office now brings customer care closer to inhabitants of not only the Omaruru-area but also Karibib, Usakos, Uis, Okombahe, Otjimbingwe and Omatjete, the Chief Executive of the regional electricity distributor Fessor Mbango said at the opening. According to Mbango Erongo RED invested over N$30 million in Omaruru alone for the replacement of street lights, the network upgrade and electrification of the town’s Hakahana informal settlement. “With the modern office completed, Erongo RED will endeavour to deliver excellent service to its customers in Omaruru and surrounding villages and farms. Erongo RED is committed to empower local Namibians by opening up various opportunities for them”, Mbango proclaimed. The cutting of the ribbon and unveiling of the plaque at the entrance to the new centre was conducted by the Deputy Minister of Mines and Energy Kornelia Shilunga (pictured). Various highlevel guests attended the opening including the Governor of Erongo, Clr Cleophas Mutjavikua.

PRESS RELEASE

The Police at Walvis Bay recently met with church leaders over the problem of excessive noise during church services. The meeting was called after a recent article in the media which highlighted police concerns over noisy church services particularly in Kuisebmond. Many residents are frustrated as these services go on well into the night with loud music over loudspeakers and pastors adding to the noise when they deliver sermons by microphone. Church leaders pro-actively formed a committee to liaise with the Namibian Police on issues where churches infringe on community rights. These leaders are Stephanus Filipus, Joel Gawanab, Samson Hamukoto, Gretha Taylor and Hildegard Awases. At the meeting with the Police they were introduced as committee members and expressed resolve to enhance understanding between churches, the Police and the wider community. In the meantime all Pentecostal churches in Walvis Bay took it among themselves to register as a forum and liaise with the Police on an ongoing basis to ensure noise levels are reduced. At a previous meeting already the leaders asked to be forgiven for the noise issue. Churches also need to integrate into community structures as far as public order is concerned, it was said at the meeting. Warrant officer Ileni Shapumba, who is the Unit Commander for Community Affairs in Erongo during the meeting urged churches to lead by example. He added the community has the right to complain over issues affecting their living environment and that include churches over noise pollution.

What is this?

Neumayer Civil Contractors reacts to bus accident Neumayer Civil Contractors issued a statement over the weekend, expressing regret over a bus accident in Walvis Bay on Thursday morning in which more than thirty workers of the company and service providers were injured. The accident took place on the road to the salt pans where Neumayer Civil Contractors constructs a salt wash plant for Walvis Bay Salt Refiners. The full statement reads: “It is with great sadness that we have to announce that 31 of our employees, two (2) Omega Security employees and one (1) Kwena Electrical cc employee, were involved in a serious bus accident in the early morning of Thursday 4 July, on the road to the salt pans where K Neumayer Civil Contractors are busy constructing a new salt wash plant for Walvis Bay Salt Refiners At present, the cause of the accident is unknown and is under investigation by K Neumayer Civil Contractors (Pty) Ltd as well as by the authorities. It is with relief that we can confirm that no fatalities occurred. All thirty four (34) passengers, including the driver, were removed from the accident site and taken to local hospital for treatment. Twenty-two (22) of our fellow employees have already been released and have returned safely home. Unfortunately seven (7) employees were not released and have been kept overnight for observation. Two (2) employees with more serious injuries were transferred to a private hospital where they are being treated. It is important to note that this is not a private or closed road, but a public road. All K Neumayer Civil Contractors (Pty)

Ltd employees were transported to hospital as per MVA protocols. None of the injured were employees of Walvis Bay Salt Refiners and the bus does not belong to them. A full investigation will be conducted to reveal the cause of the accident. We would like to express our sincere gratitude to all the emergency services, to the local traffic department and NAMPOL, for their involvement. We should also mention both K Neumayer Civil Contractors and Walvis Bay Salt Refiners site management, local staff and safety officers for their prompt response and assistance. A safe working environment is our top priority and each of our employees strive to enforce all safety measures necessary. One injury is one injury too many. We keep those injured in our thoughts and pray for their swift recovery.”

There are renewed concerns over the degree of decline currently found in Walvis Bay’s central business district. Many businesses are unfortunately adding to the problem with old motor car and truck wrecks filling our streets. In this instance these two vehicles are seen on the parking lot across the major banks on Sam Nujoma Avenue. “What must our visitors think? The municipality of Walvis Bay needs to act against all businesses and residents who make our town look like a rubbish heap and a scrap yard. That includes these foreign vehicles parked across our town”, a resident said who supplied these pictures.

Scoring 34 goals and conceding 3. This dominance extended to their match against Italy where Namibia won 5-1. Walking around the arena where the matches are, held you can see lots of players' google searching where Namibia is…it's the talk of the tournament. The win against Italy was Namibia's first ever win versus a top 8 team and secured Namibia a coveted spot among the top 8 teams in the world. Namibia's first playoff game would be against the United States of America, the defending World Champs. The game against USA was for a chance to advance to the Medal round of the top 8. USA came out hard and scored 2 goals in the

first 2 minutes of play. Nerves and experience factoring into the bad start for Namibia. From there Namibia settled down and began to find their feet. For the next 35 minutes Namibia fought their way back and with just under 3 minutes left in the game the score was 5-3. Namibia, being down, had to pressure for the last 2 mins of the game in an effort to get the puck and hope for a good scoring chance, however the USA was equal to the pressure and scored. Namibia was unfazed and continued to pressure and do whatever they could to find a way to win, however, this was not Namibia's game and the final score saw the USA on top winning 8-4. The next morning Namibia was at it again playing against Sweden for placement 5-8. Namibia came out soft and found themselves down 3-0 early in the game. The team focused and got to work to fix early mistakes. Namibia slowly began to chip away at the Swedish lead and by halftime the score was 3-3. The

second half was a back and forth affair with Sweden taking a lead and then Namibia scoring an equalizer. Late in the game with the score 4-4 Sweden score with less than 2 minutes left. Namibia pulled their goalie in favor of another attacking player and scored with 42 seconds left in the game to tie it up and send the game to golden-goal overtime. The entire overtime Namibia was on the attack, their fitness and work ethic on display. Sweden was hanging on for their life. With 19 seconds left in the overtime Namibia scored the golden goal and won the game 6-5. The overtime goal was scored by Max Finkeldey. The win marked Namibia's first ever win in the top 8 for a Men's team. Namibia will play Columbia for 5th/6th place on Thursday. Namibia's Christian Coetzee is leading all goal scorers in the entire tournament with 16, while team captain AmandusRoettcher is leading all players in the entire tournament in assists with 11. Namibia's goalies: Ruben Bacher and Nicola Reviglio have been great in

the goals. While the entire Namibian team has been effectively contributing to the scoring and defense of the team. Amandus Roettcher had this to say about his team:” I am really happy with our play so far! We have had some ups and downs, but have come out to play every game. Our goal was to show the world what we can do and that a “small” country like Namibia in terms of available pool of Inline Hockey Players can compete with the big boys and I think we have earned the respect of many countries and have been suc-

cessful during this tour. I am proud of my teammates!” This Namibian Junior Men's Team has become the first ever Men's Team to reach the top 8 at World's. They have won a game against a Top 8 team (Sweden) and have beaten last year's Silver Medal team (Italy). Additionally, Namibia has outplaced such powerhouse teams as: France, Switzerland and Italy to name a few. Namibia has been the talk of the tournament and has made strong, big waves through the entire hockey community of the world.

WAYNGIO Golf Day

The WAYNGIO golf sponsored day (sponsored by Wayne Hart and Sergio Fig) drew only a smallish field of 29 players. The field might have been small and the temperature not higher that 16 on the course, but on the course the golf were cooking and 52 points for a better ball is a whooper of a score. Karl who had been in the doldrums for a few weeks now found his 'a' game and shot the lights out and probably will be a shot or two lighter from today. Well done to David Peake and Karl Beukes on the great 52 points. Second place went to Wayne Hart and Wouter van Wijk on 49 points with the third prize going to Herman Neethling and Piet van Niekerk on 46 points. There were three two clubs on the day – Wouter van Wijk, Kevin Wentzel and Kevin de Reuck. There were 4 closest to the pins and there were won by Bertie Coetzee, Amandio Sardinha, Wouter van Wijk and Deville Dreyer. Wouter had a great day out, with lots of prizes to take home. Wayne was present to hand out the prizes to the winners, David Peake and Karl Beukes. The biggest penalty one can get in golf. It is a 28 shot

penalty for grounding your clubs in the bunker and this went to our Vice Captain Andre Burger last week Wednesday, and then he complained for having to partake for the worst round in our OMSIC Wednesday competition. Our next planned social will be - a Night At The Races, and is now re-scheduled for Friday 2nd August. Watch this space for more details. The Walvis Bay Golf Club's AGM is coming soon and all members are requested to think to make yourself available to stand on the committee, we need some new blood with fresh ideas, so please really think about it. The date will be advised as soon as we have one set. The calendar for the next few weeks looks as follows: 6 July Nam Ship Chandlers 13 July Piscs/fox Designs monthly medal and Northern open in Tsumeb 20 July WBM Flags and NALGU pairs in Windhoek as well as the Junior Cup in Windhoek 26 July His House fund raiser 27 July Dial-a-Tyre & 2 August Night At The Races
