Fishing industry urged to re-employ fired fishermen by 28 February 2017 As many as 30 000 direct dependents of fishermen, fired last year after a dragged out illegal strike, are suffering the consequences of unemployment now, says DTA leader McHenry Venaani. Venaani lead several hundred of the fishermen in an unemployment strike in Walvis Bay on Wednesday, after this political party was the only one to come forward and support the fishermen in their quest to win

their jobs back. A direct call was made to the Confederation of Namibian Fishing Associations to re-employ the fired fishermen. The affected fishermen are challenging their dismissal through the Namibian

Labour Court and the matter is still pending. “We are giving the fishing industry until 28 February to comply with this request”, Venaani said under applause. He explained three more unem-

Human Rights Day commemorated in Walvis Bay today **Monday is not a public holiday The Ministry of Gender Equality and Child Welfare hosts a Human Rights Day commemoration in Walvis Bay today, as part of the national observance tomorrow, 10 December, of Human Rights Day. The ceremony is held at the Walvis Bay rural constituency office where the Governor of Erongo, Clr Kleopas Mutjavikua will deliver a keynote address on behalf of the Minister of Gender Equality and Child Welfare, Doreen Sioka. This will also be the first public engagement for the Mayor of Walvis Bay, Clr Immanuel Wilfred who was elected into office on Tuesday for a second term. The commemoration starts at 11:00 and ends at 13:00. In the meantime questions were directed by the public to namib times whether Monday would be a public holiday, as Human Rights Day is commemorated tomorrow, Saturday 10 December. Monday is not a public holiday, as Human Rights Day was on Saturday. The Monday is only a public holiday if the public holiday celebrated falls on a Sunday. It is thus back to work for all on Monday.

Three Namibian hake right holders have come together in agreement to pool their respective quotas and create a entity namely NamHake Investments (Pty) Ltd to increase their nego-tiating power to secure a material stake in Seawork and to jointly pursue other strategic interests in the Namibian fishing industry.

These right holders are Escalate Investments (Pty) Ltd, Green Rose Trading (Pty) Ltd and Omaru Fishing (Pty) Ltd; each right holder has taken up 33.33% shareholding in NamHake. The objective of the venture is for the three companies to become owners and participants in the full fishing value chain through Seawork. North Quay Properties (Pty) Ltd is the 100% shareholder of Seawork, and has made 25% of Seawork available for NamHake to purchase. NamHake acquired 15 % of this available shareholding in Seawork on 1 November which amounts to an approximate value of N$75 million in assets.

ployment marches are to follow, respectively in Lüderitz, Oshakati and Rundu. Venaani sharply criticised the current composition of the fishing industry which he says directly benefits the Swapo elite and foreign nationals like the Spanish and Scandinavians. “They are only protecting their own stomachs”, said Venaani and alleges the local branch of the Namibian Broadcasting Corporation (NBC) has received a call from high up and been instructed not to provide news coverage to this unemployment march. The participating fishermen concluded the unemployment march on Wednesday with a petition handed over to senior labour official of the Ministry of Labour, Industrial Relations and Employment Creation's Walvis Bay office, Mrs Gertrud Usiku. The petition will be published in namib times on Tuesday, 13 December. · The DTA of Namibia is the official opposition in the National Assembly with five seats (4,80%) against Swapo's 77 seats (80,01 %). The fourteen remaining seats of the 96 seat National Assembly is held by eight other opposition parties. Venaani in the 2014 Presidential Elections received 4,97 % of the vote against Namibia's Head of State Dr Hage Geingob (Swapo) who received 86,73 % of the vote.

Now its official - NO TAXI FARES INCREASED Namibia Bus and Taxi Association warns taxi operators in Walvis Bay to stop charging higher tariffs or intimidation and assault of passengers The Namibian Bus and Taxi Association confirmed in a statement that the fare increment in Walvis Bay was false and created chaos. It urges taxi drivers to stop the practise with immediate effect to charge increased fees, as it is illegal and making them guilty of criminal offenses. The statement follows: “The Namibian Bus and Taxi Association (NABTA) is hereby informing all NABTA members, the Bus and Taxi operators and entire general public as well as all stakeholders that, the President of NABTA Mr Vespa Muunda, has been suspended from his duties as from 16 November 2016 until further notice, due to serious allegations against him and as a result of the National Executive committee meeting of NABTA that took place on 10 November 2016 in Windhoek. Therefore NABTA is here-by urging all mentioned above to refrain from making any contact with him in anything relating to NABTA, since he shall no longer represent NABTA on any platform or activities while on suspen-

sion and whatever conducted by him during this period of time shall be illegal, unless with the written consent of the National Executive. The following are some of the alleged activities that are under investigation: · The establishment of NABTA office at Oshakati Terminal under the certain committee “UNITED LONG DISTANCE COMMITTEE” which is using the Po-stal Address of NABTA Head Office in Windhoek as well as the cellphone number of the president on the top of the unknown numbers on the list. · The involvement of NABTA official stamp that authorises the taxi fare increment at Walvis Bay on October/November 2016, which has caused chaos.

Nabta’s suspended President to face the music over false taxi fee increases at Walvis Bay The President of the Namibia Bus and Taxi Association, Vespa Muunda, is due to appear before disciplinary committee of the Association in due course on suspicions he misused an official stamp on a letter in which drastically increased taxi tariffs were announced recently. The letter turned out to be a fake and the “drastically increased” fees a hoax. Unfortunately thousands of daily taxi commuters had to pay these higher tariffs, some as many as 300 % more as taxi drivers were led to belief these was an authentic fee increase. Some people were even assaulted by taxi drivers when they refused to pay the increased tariffs. Vespa was served with suspension letter in mid November and had to vacate his office with immediate effect, turn over all Association materials and documents or engage with staff. See on this page a press statement in which the Namibia Taxi Association officially confirms no fee increase took place. The Association also makes it categorically clear that any taxi driver or operator continuing to charge these incorrect fees or engage in intimidating or aggressive behaviour towards taxi passengers will face the consequences.

· The appointment of Shilimela Security company at the Bus Terminal of Ondangwa, Oshakati and at Rhino Park in Windhoek, which now has turned into a court case, costing NABTA over N$100 000.00 in the High Court. · Signing of the agreement between NABTA and Swakopmund Municipality, which has caused conflict and division between NABTA members and other stakeholders including Swakopmund Municipality. · The allocation of tenants/ companies at Rhino Park premises and the collection of such revenue and other revenues. On that basis, the Executive committee has resolved to establish the investigation team/ committee, which shall investigate the allegations and make recommendations to the National Executive, for the purpose of disciplinary committee if necessary. The same meeting has

also discussed the sensitive situation which has erupted at Walvis Bay between passengers and taxi dri-vers on the alleged taxi fare incre-ment which was not the decision of NABTA National Executive, which has also put the authorities in a difficult position by executing their duties. The authorities and other stakeholders then requested for NABTA to urgently intervene and prevent chaos. It further resolved that such paper which carries taxi fares must be ceased until further notice and shall be addressed at the national level. On the confirmation of the President's suspension, hereby attached the letter. For the purpose of enquiries, all communications and correspondences must be addressed to the Chief Administrative and Executive officer, (The Secretary General of the Association), Mr Pendapala Nakathingo, at 081 255 9335 or to the Vice President of NABTA, Mr. Jeffrey Platt at 081 260 9595.”

Young lady brutally stabbed in the face with a bottle by a heartless culprit Sharlien Tjambari

On Friday evening (2 December) a young lady in her late twenties was brutally stabbed in the face by an unknown culprit at Strong Bar in Swakopmund. She went outside and had just finished talking on the phone when the man, whom she doesn't know at all, assaulted her. “I was in the bar when my phone rang so I stepped outside to talk,” the victim said in an interview with namib times. It was her cousin calling who wanted to join her at the hangout place. The victim was having drinks with her brother. “I do not know the young man. We didn't even meet in the bar. It was my first time that I saw him and he just decided to attack me out of nowhere and for no reason,” the angry victim said. She added: “Who does something like this?” According to her she noticed the young man behind her and saw that “he wanted to hit me with something he had in his hand but I quickly moved away.” The first time he approached her she used her arm to protect her face, but “he just kept coming on to me.” Next thing she remembers is seeing her brother's friend intervening and trying to stop the culprit from hurting her. “But he didn't stop. The next thing I saw was blood coming from my face. He had stabbed me with a broken bottle on my left cheek and my upper lip,” she continued saying. After the incident she was immediately rushed to the hospital and got stitched up, but her face was badly swollen. According to her, when she was leaving the hospital, some police officers approached her and said they have arrested the suspect and she had to go to Mondesa Police Station to identify him. She went there and positively identified the young man and gave her statement that same night. She was told to go to the hospital on Monday to have some documents signed by a doctor in order for her to open a case of assault with intention to cause grievous bodily harm. “The police officers told me that they would hold the suspect in custody until I open a case,” she said. She went to the doctor on Monday morning, but only managed to have the required papers signed in the afternoon, as the doctor arrived at the hospital “only at 11:00 and then went on lunch again before 13:00.” She immediately went to the Police Station after her hospital visit with the signed papers, but there were only three officers on duty. “They told me they are very busy certifying copies and that I must wait. So I sat there and waited until all the people were done and asked to be helped again. The police officer told me they are short staffed and he could not help me because he was only certifying copies that day and said I should come back at 22:00 in the evening to open my case,” she said. “I fail to understand this. I was then informed that the suspect was released, because there was no case opened against him,” she added angrily. The victim feels that this behaviour by the law enforcement officers is pathetic and it makes the community lose faith in police officers. “Who should we run to when we are in trouble especially when we receive such treatment from police officers? How can a police officer tell me he is only certifying copies while I urgently needed to open a case? Is there even justice in this system of ours?” she asked. She finally managed to open a case (CR 22/12/2016) on Wednesday, 6 December), four days after the incident, and was told that it is now the job of the inspector to arrest the culprit. “They told me I should wait and that they will call me after they have arrested the man who stabbed me. The young man who stabbed me was just a child,” she said. “I don't know how old he is but he looked very young and I wonder what reason he will give for assaulting me, because I don't know him and he surely doesn't know me. Some people just want to hurt or kill others for no reason,” she continued. She is extremely upset and says that “my face is destroyed, my December is spoiled and the culprit is out again on the streets haunting his next victim. I was even told that he recently got out of prison.”

Spate of accidents raises concern for road safety

Several accidents occurred in Walvis Bay over the weekend, leading to big concerns over road safety in the final days before the festive holiday season. Apart from accidents where vehicles crashed through garden walls in recent days, two collisions also occurred at intersections in Nangolo Mbumba Avenue on Saturday and Sunday respectively. Pictured above is on the corner of Nangolo Mbumba Avenue and 12th Road where two vehicles collided on Saturday morning. The driver of the light pick up sustained injuries and required medical attention. Tenants at ERC flats not happy with their living conditions at the council owned flats Sharlien Tjambari

Residents living at the Tamariskia Flats at the corner of Ochs and Brockerhoff Street in Tamariskia are not happy with their living conditions and are worried for their safety. They claim that no maintenance is being done at the flats and everything is falling apart. Out of 25 tenants who rent at these flats which allegedly belongs to the Erongo Regional Council (ERC), 17 tenants issued and signed a letter of complaint which they send to the Erongo Regional Council on 27 October this year. In this letter the tenants claim that their flats are being broken into due to a lack of no security at the premises. The letter also indicates that outsiders come and go as they wish, because there are no proper gates. The letter further says that one cannot even wash and leave the clothes on the hanging line because clothes are being stolen from the lines. “We have also requested for garages because there are garages on the premises, but we cannot use the garages because the people who works for ERC have the privilege of using the garages” the letter further read. The tenants requested for burglar bars in all the windows and doors plus a remote gate in order for them to keep outsiders away from the premises. The tenants also had issues of broken taps at the premise. The letter they wrote to the Erongo Regional Council was not fruitful because the only feedback they received was that they should be patient while ERC was looking into the matter, but the tenants are very upset and said that that was not the first time they were complaining about the terrible living conditions which they have to endure every

single day. “You should see our boundary wall, it is full of cracks and we are afraid the wall will fall on somebody any day, especially our children who likes to play outside. We pay our rent on time and we expect good service in return” says a concerned tenant. When contacted for comment the Public Relations Officer of Erongo Regional Council Ms Susan Hoebes said the tenants know which channels to follow for grievances they should contact our office plus the issue with the gates. They are the ones who are not locking the gates because the gates have locks and each one of the tenants were issued with a key. They must just make sure they lock the gates behind them to protect their property and prevent outsiders from entering” said Hoebes. According to her, the contractors have started to do some renovations last week already because of the complaints from the tenants and assured namib times the council will look into all the complaints of the tenants “because ERC is committed to serve its tenants and care about the tenants” Hoebes adds. She could however not comment on the issue of the garages and said she still have to find out if it is true that the tenants are not allowed to use the garages and whether it is really true that only ERC employees have access to the garages.

Invoices must be paid by 15 December pleads construction industry Businesses in the building and construction sector are severely affected by late payments on Government projects. Outstanding debt of 115 companies, that participated in a survey conducted by the Construction Industries Federation of Namibia (CIF), amounts to more than N$ 1 Billion Namibia Dollars (N$1,003,696,177.00). As a result, indications are that close to 75 percent of businesses – 85 respondents to the survey - are currently experiencing a cash flow crisis, with dire consequences. Not only will there be delayed progress or stoppages on projects and contractors will have great difficulty to meet their contractual obligations, but more importantly, people's livelihood is at stake. industry and unless Government acts rapidly and immediately and before closing down for Christmas, we will have a Tsunami effect and a large chunk of Namibian capacity in our industry will be wiped out. “A variety of reasons were given by Government to justify the consolidation of the national budget. It appears that mostly the development budgets

of the respective authorities were cut. However, regardless, there must be funds available to pay service providers in our industry for their work done, even if that were to mean that Government operational budgets have to be cut in the interim. “The industry cannot wait until after decision makers have returned from their holidays. We know that respective authori-

The uncertainty has devastating consequences for the businesses and for the people in our industry. We therefore urge Government to pay all invoices older than 30 days before 15 December and before things slow down for Christmas.”

Bärbel Kirchner, consulting General Manager of the CIF also stated: “We know that our industry is cyclical and that we cannot expect the same growth as we had over the recent years. However, we cannot allow companies to go down due to late payments and Namibian companies must be involved with all upcoming projects, irrespective of size”.

Taxi driver assaults resident after he “pushes” taxi out of the way Erwin Leuschner

A Swakopmund resident is up in arms after he was assaulted by a taxi driver this week in broad daylight on the Henties Bay Road. Moments before the incident the victim, who wishes to remain anonymous, had a fallout with the taxi driver which ensued in a high-speed chase through town. “Taxis can just do what they want and get away with it. Nobody is enforcing the law,” the resident said to namib times. The incident started out on Tuesday in Dr Schwietering Road and ended at the traffic light on the Henties Bay road where the taxi driver assaulted him. According to the resident he was on his way to town driving along

Dr Schwietering Road when a sedan vehicle had stopped to pick up a commuter and blocked the lane. The road has a red line on the side, which means that vehicles can only stop there during emergencies. “I had to stop but the driver just ignored other road users. I hooted. A lot. But he kept ignoring other traffic,” he said. The man then proceeded to

shout at him to remove the vehicle, but “the taxi driver showed me the middle finger out of his window,” he continued. In his frustration he decided to slowly drive up on the back of the taxi vehicle. “My bullbar connected very slowly. I put my bakkie into first gear and pushed the taxi a few metres out of the way,” he said. Thereafter he drove off

normally. “I then noticed in my mirror that particular taxi speeding away and the driver following me like a mad man” he said. He drove along Henties Bay Road towards town and had to stop at the red light at Apex Park.

“Next thing I saw was this man standing next to my door, grabbing the side window with his two hands and ripping it out. He completely destroyed it,” he continued. The extremely angered man beat him several times

also destroying his glasses. “I thought to myself that he will kill me, so I just sped off even though the light was still red,” he said. “I do not know what happened thereafter.” According to him there

were many vehicles at the red light and many witnesses. He personally cannot remember the registration of the taxi. The taxi was a sedan vehicle cream in colour. He laid a charge of assault at the police station.

Vir die voëls opens in cinemas

South African film has come a long way as evidenced by Vir Die Voëls or For the Birds, a South African romantic comedy drama with a similar ebb-and-flow to the American sitcom, The Wonder Years. The film is directed by Quentin Krog, who is best known for Ballade vir ‘n Enkeling. While Vir Die Voëls also has a dramatic and romantic element, its quirky comedic undertones are carried by a plucky lead character who narrates and stars. We follow Irma Humpel, beginning with her wedding day and then going back in time to her childhood as she assumes the role of invisible bystander. We fast-forward to her high school years, learning about her difficult home life situation, her decision to stay with her grandmother and forge a new life. She inadvertently reconnects with Sampie de Klerk, a boy who used to bully her as a child, and this is where the unlikely romance begins… The Taming of the Shrew is definitely a strand to this story, as Irma gets to grips with life in South Africa. Living in a patriarchal and traditionally male-dominated culture, Irma’s defiant journey finds her doing a lot of upstream swimming. She’s the epitome of “tough cookie”, the kind of girl who used to beat up boys in the playground and continues this legacy into her adult life. Her fierce independence and strong will make Sampie’s advances seem futile, despite his tenacity and neverending reserve of charm. Set in South Africa in the ’70s, the romance between Irma and Sampie, a homefront nurse and soldier in the South African Border War, has nostalgia and a wistful edge. The production design is authentic, carving a very accurate depiction of a seemingly forgotten time in Afrikaans culture. For a South African film, Vir die Voëls is very white – something it may be criticised for – actively avoiding race and politics in favour of keeping the spotlight on the budding small town romance. This film is inspired by a true story, focusing on a close-knit community and the “Pleasantville” scenario feeds into the notion that some white Afrikaans working class communities may have been locked in a small town bubble during the ’70s. It’s refreshing, brave or maybe even foolish, for a South African film to completely sidestep the A-word, even if the subliminal is highlighted by virtue of its absence and it favours tackling gender issues. When you learn of the film’s origins, having been derived from a Huisgenoot reader’s real-life story, you go in expecting a slapped-together project honouring a competition. However, Vir

Die Voëls is anything but perfunctory… as we witness a surprisingly entertaining, spirited and passion-led project. Krog continues to impress with a film that dexterously navigates some difficult genre terrain, lacing a character’s difficult upbringing and determined singleness into a film that remains upbeat, quirky and fun. The most surprising element is Simoné Nortmann, whose star quality and presence is evident from the get-go. Reminiscent of Zoe Kazan, Nortmann’s pixie features and cheeky disposition keep her likable as she immerses us in her own life story. At first, you wonder if the bride is going to narrate the entire story but the film-makers cleverly slip her into the proceedings with a license to break the fourth wall and address the audience from time-totime. While not as instantly likable, possibly owing to his character’s background, Francois Jacobs grows on us like moss. Just as cheeky, he complements Nortmann and their magnetic relationship becomes more endearing as the two push-and-pull. The lead couple are supported by Lara Kinnear and Bennie Fourie as their best friends, Marieda and Karel, who give them respite and reasons to meet by a mistake-on purpose when they’re not enjoying married life. The film is bolstered by the presence of Neels van Jaarsveld, Nicola Hanekom and Elize Cawood as Irma’s father, mother and grandmother respectively. Tackling alcohol abuse and dealing with the ripple effect is a subplot, which shares a cast member and parallels aspects from ‘n Man Soos My Pa. While there to add more dramatic depth and heft, these experienced actors round off a strong ensemble with fine and heartfelt performances. Vir Die Voëls may have rose-tinted glasses and a selective memory, but this sliver of romance comedy drama will uplift film goers. The cast chemistry is fantastic, the production design is immersive, the nostalgic music will take people back, the story’s verve is infectious, the performances are charming and heartfelt, the cinematography is effortless, the screenwriting is deft, the themes are universal and the direction is sensitive yet sensible. While decidedly niche, this is an entertaining and touching film that transcends the bounds of “romcom” with a thoughtful and enjoyable tour down memory lane

Continuing the rollout of Mazda's SKYACTIV Technology; Mazda has introduced SKYACTIVVEHICLE DYNAMICS. This is a series of newgeneration vehicle motion control technologies that provide integrated control of the engine, transmission, chassis and body to enhance the vehicle's Jinba-Ittai; a sense of connectedness between car and driver that distinguishes Mazda vehicles. The G-Vectoring Control (GVC) is the first innovation from this series and it will now be introduced in the 2017 model year Mazda CX-3. It engages by finely controlling engine torque that is based on the steering and acceleration of the driver, resulting in improved handling for the driver and ride quality for the passengers around corners. In addition to the carried over model line-up, the 2017 CX-3 model range sees an addition of the Mazda CX-3 2.0L Individual Plus derivative. This new derivative comes with advanced safety features that include Smart City Brake Support (SCBS), Adaptive LED Headlights (ALH), Lane Departure Warning (LDW), Driver Attention Alert (DAA) and Blind Spot Monitoring (BSM). Enhancements include an exterior side door garnishing on the Individual and Individual Plus derivatives as well as an addition of two new exterior colours; Eternal Blue Mica and Machine Gray Metallic. Representing the next level of Mazda's premium colour palette, Machine Gray Metallic expresses the beauty of a machine's strength and precision and achieves both high-contrast shadows and a high-density finish to give a realistic metallic feel. Backed up by a 3-year unlimited kilometre factory warranty, the enhanced Mazda CX-3 is designed and built to the highest standard of performance and reliability. For complete peace of mind motoring; a 3-year roadside assistance, a 3-year service plan and a 5-year Corrosion Warranty are also included.

THE NEXT-GENERATION RANGER Strategically placed cameras. Ultrasonic sensors. Sophisticated radar. The new RANGER utilises them all to help keep you safer and in control. Adaptive Cruise Control scans the road ahead and adjusts to the flow of traffic. Simply set your cruising speed. Your RANGER slows down when traffic does, and returns to your preset speed when traffic clears. Stick to the speed limit with the Adjustable Speed Limiter. Set a maximum speed, and the system ensures you don’t exceed it. Need to overtake a slow vehicle? Override the system by pressing the accelerator to the floor. If your RANGER detects a possible collision, the Collision Warning Alert lets out a chime, flashes a headsup display on the windscreen, and preloads the brakes for enhanced stopping power. Lane Departure Warning alerts you by vibrating the steering wheel if you unintentionally move out of the lane. If you don’t react, the Lane Keeping Aid applies steering torque to get you back on track. COMFORT OUT OF YOUR COMFORT ZONE. The interiors of the next-generation RANGERS are durable, spacious, and have been crafted to reduce noise and vibration. Throw in leather seats*, seven airbags and a centre console with extra storage space, and you get a RANGER that’s more comfortable, more functional, and helps keep you safer than ever. It’s your 3rd anniversary of the day that we lost you, and for a while we felt as though our lives ended too. But loss has taught us many things and now we face each day, with hope and happy memories to help us on our way. And though we are still full of sadness that you're no longer here, your influence still guides us and we still feel near you. What we shared will never die. It lives within our hearts, bringing strength and comfort while we are apart.

Your loving family

The Christmas Cup Pool competition is back again Sharlien Tjambari The Swakopmund Pool Club (SPC) will be hosting its annual Christmas Cup Pool Competition on 17 December. The Competition will take place at Vineta Sport Complex and there will be six pool tables which can accommodate more than 20 teams. The Christmas Cup is a trademark of the Swakopmund Pool Club and it has become an annual event said William Eimann, the Secretary of Swakopmund Pool Club. “I would like to officially announce and invite all other pool clubs in Namibia, all holiday makers, visitors and the Swakopmund community to help us grow this trademark and to make it bigger and better” said William. The competition is well planned and it will have a Christmas atmosphere, same as last year when Coastal Giants played in the final against Celtic. During the past eight months, Swakopmund Pool Club have played five games in total and

have won three of those games. According to William, the draw of the Christmas Cup will take place on Friday 16 December 18:30 sharp in a tent at Vineta sport grounds, where after there will be a social evening where the teams can practise their shoots while having something cold with music in the background. “ We can assure everybody that this event will definitely be bigger and much more entertaining next year because some more businesses show interest to be part of it, by either sponsor prices or just support it in one way or another” said William. Swakopmund Pool Club is a newly established pool club in Swakopmund, in fact the club is 2 years old and have achieved so many goals that we see the need to plough more back to the community of Swakopmund who supported us through and through during the year 2015 and 2016 by having another social event for old and young.

stamping his authority in the “B”Division whilst Achmet Abrahams and George Murasiku were battling it out in the “C” Division. Sunday morning early it was down to business in hot and humid conditions. Stefanus managed to card a one under par round giving him a 3 shot win over his nearest

rival Francois to secure the Championship.
