Namibia has increased its police force since independence from 800 to 17 000 to date – but even though these figures are impressive, has the Ministry of Safety and Security achieved what it set out to do? This imperative question was asked by Major General (Rtd) Charles Namoloh, Minister of Safety and Security, during his official opening address of the ministerial strategic planning in Swakopmund on Friday. Apparently the Ministry of Safety and Security is not giving back much to Government and the Namibians. This is the opinion of Namoloh who on Friday during his address to various highranking officials in Swakopmund shared this view. “Not much (has been achieved), if one has to go by the huge number of uncleared cases. Not much, if one looks at the attitude of Police Officers and Correctional Officers serving the public. Not much, if one has to go by the number of sms's about Police and the Ministry that appear in the newspapers almost on a daily basis,” Namoloh said. The Minister even went so far saying that “we live in fear in our own houses, we are not safe to move around after dark, we cannot even stop next to the road anymore.” Various police officers and high ranking officials

from the Ministry came together during the course of last week where they discussed and brought up ideas to develop a strategic plan for the Ministry for the next five years. It was the first time in the history of the Ministry that such a get-together took place. “It is imperative that we determine where we are now, what is important for us as a Ministry, define what we must achieve and who will be accountable for the strategies, action plans and resources going into achieving what we set out to achieve,” Namoloh said. According to Namoloh the Namibian police force currently stands at about 17 000, compared to 800 at Independence – this is an increase of more than 2000 percent. “This means our police officer versus citizen ratio is 1:114, while that of the UN Continues on page 2

The rear tyre had a blow out resulting in both occupants falling and hitting the tarmac. “When a tyre on a bike bursts there is not much one can do. Luckily both wore helmets and protective clothing to brace the impact,” Joachim von Wietersheim continued saying. Both patients were transported to Cottage Hospital in Swakopmund by an E-Med 24 ambulance. “They were released on Sunday and are now recovering at home,” Joachim von Wietersheim concluded. Anton von Wietersheim (65) is a Namibian politician. Von Wietersheim was a member of the Constituent Assembly of Namibia from 1989 to 1990 and was elected to the National Assembly as a SWAPO candidate in 1990. He served as Minister of Agriculture before resigning in 1993. In August 2009, von Wietersheim re-entered politics as a member of the Rally for Democracy and Progress (RDP), an opposition party that was created by dissident members of SWAPO. At the party congress in September 2009, von Wietersheim was placed at the 5th spot, which was just below the party's central committee. In the November 2009 parliamentary election, he was one of eight RDP candidates to win seats in the National Assembly.

Traffic circle safe - no danger to trucks Erwin Leuschner The existing traffic circle on the outskirts of Swakopmund close to the truck port has no faults even though the round-about has developed a notorious reputation after various trucks have toppled over and lost their load. In the meantime the new traffic circle currently being constructed at the turn-off to the airfield is anticipated to be done by the end of September. Over the course of only the past two months two trucks have fallen onto their side at the Swakopmund traffic circle, yet the Municipality maintains that the roundabout is indeed safe. This was now confirmed by the Swakopmund Municipality upon enquiry by namib times. Through the public relations officer Marilynne Botha the newspaper was informed that

the existing traffic circle “has been tested and graded and complied with all standards.” “Therefore this cannot be the reason for any incidents that have occurred. By saying this, there is nothing that needs to be rectified and so no reconstruction will be taking place,” Botha explained to the newspaper. Since the opening of the traffic circle a few years ago a few trucks

have since lost their load in the sharp bend. While some drivers blame these incidents on the sharp incline of the round-about, others maintain that some truck drivers drive too fast around the traffic circle. Most notable are the two most recent incidents which have occurred within a time span of only one month. During the first accident a truck lost a load of coal in June, while in July a con-

tainer filled with frozen meat fell from another truck (namib times reported). The new traffic circle which is currently being constructed at the turnoff to the airport from the B2 highway will cost the Swakopmund Municipality an anticipated N$3.5 million, making provision for construction, surfacing and lighting. “If all goes well, it should be done by end of September,” the Municipality informed namib times. This delay in the construction process is explained by “safety being our number one priority and doing a job properly the first time is

always best.” “Road construction can be quite a lengthy process. There are many steps that are followed to ensure that the construction is done correctly. Safety is the first priority and due to various tests that need to be done some delays may occur,” the Municipality explained. “Every test that is done takes time and each little delay accumulates to a more noticeable time period. Once the test results have been received, there may be delays caused by complications with work that needs to be improved or redone. These delays are not

uncommon. Once the work is complete the test needs to be repeated and only when all has been rectified and is up to standard we can continue to the next task,” the Municipality explained. The traffic into the town of Swakopmund has been diverted onto a detour through the new industrial area since the construction of the new traffic circle commenced a few months ago. While this diversion causes grief the eventual completion of the new round-about will undoubtedly make the turn-off to the airport safer.

Aircraft makes emergency landing Erwin Leuschner

The pilot of a light aircraft, a Cessna 210 (V5-JET), made an emergency landing about 20 kilometres Northeast of Henties Bay in the desert on Friday afternoon after a suspected engine failure. The pilot, Shannon Duff who was the only occupant walked away unscathed thanks to her flying skill. The emergency landing was carried out in what is regarded as a very difficult terrain. The air incident occurred just after 15:00. According to Theo Shilongo, Deputy Director of Aircraft Accident Investigations and investigator of the incident, the plane took off from the Doro Nawas Camp in Damaraland, close to Twyfelfontein. It was heading for Swakopmund. “The pilot dropped off passengers at the

camp and was on her way back to the coastal town. According to initial reports the pilot was at an altitude of more than 3000 feet high and had started a descent for Swakopmund. A loud bang was heard by the pilot and the propeller stopped,” Shilongo explained. Duff attempted to restart the engine and

eventually managed to get the engine going, but the propeller turned very slowly. “There was no power to control the pitch, which is why she sent out a “Mayday” distress call and took the decision to make an emergency landing,” Shilongo continued. Adding the pilot did a “very wonderful job landing the plane without flipping it.”

Mascato Youth Choir founder Ena Venter dies Sharlien Tjambari

The founder of Mascato Youth Choir Ms Ena Venter (84) died on Friday, 5 August at the Welwitchia Private Hospital in Walvis Bay after being on the sick bed for a very long time. The Funeral service will be this Saturday. Ena Venter started her career in Namibia by teaching at Suiderhof Primary School in Windhoek. She then worked as a lecturer and head of department (HOD) at the College of the Arts, and as a music teacher and HOD at Windhoek High School. She taught music as a matric subject, as well as being the conductor of the Windhoek High School Choir which, on several occasions, represented Namibia at choral events in South Africa. She was also the conductor of the Windhoek Children's Choir which undertook a tour of Israel. Since her own school days, Ena Venter took a very special interest in choir music. She constantly studied choral music and choir techniques and routinely attended international workshops. This interest, hard work and dedication led to her being selected as a member of the steering committee tasked with establishing the South African Choral Society. Ena Venter spearheaded the inception and establishment of the Mascato Youth Choir and during her retirement she tirelessly devoted all her attention to the choir since its inception in 1996. According to the Mascato Youth Choir's Conductor Mr Theodore Cookson, the choir will have the celebration of Vender's life on Friday, 12 August at Namib High School in Swakopmund at 18:00, Cookson calls on everyone, old choir members, friends and family members to go and celebrate with them “it will be a night of singing, just to remember her” adds Cookson. The Funeral Service will take place on Saturday at 14:00 at Namib High School as well. Cookson further said that if there is anyone who would like to make donations towards Vender's funeral should donate it to Ena Venter Choral Trust, a trust which was formally constituted to serve as the umbrella body for the Mascato Youth Choir and the Mascato Singers. According to Cookson, Venter leaves behind two daughters, one living in Cape Town and one in Walvis Bay and they will both be at the celebration on Friday.

Photo contributed The pilot of a Cessna 210 (V5-JET) was forced to make an emergency landing about 20 kilometres Northeast of Henties Bay on Friday afternoon after a suspected engine failure. The pilot remained unhurt as she used expert flying skills to safely land the aircraft in the difficult terrain. There was very little wind. The sudden stop of the propeller under torque made its blades bend in sheer force, according to Shilongo. “From a distance one cannot see anything wrong with the aircraft standing in the desert, but on closer inspection you can clearly see the damage on the tips of the propeller blades,” he

added. This might also have been caused due to the sand and rocks in the desert hitting the blades during the landing. The initial investigations also determined that the rear engine mounting is broken and a part of one of the exhausts is completely missing. According to Shilongo the pilot climbed on a hilltop after the emergency land-

ing where she lit a fire to indicate her position as it was getting dark. Lifelink Emergency Service was called to the scene, but no injuries were reported. “A security company was engaged to guard the plane, while the owner of the aircraft, Scenic Air, intends to bring it to Swakopmund shortly,” Shilongo said.

The exact cause of the incident is yet to be determined. At the next step in the investigation the engine will be removed and thoroughly inspected. Shilongo added that the last maintenance on the plane was conducted in May this year when it had clocked a total of 8576.5 flying hours.

There is another saying – a healthy body means a healthy mind, but at NMC we also believe that a healthy mind means a healthy body. Our role is to back up the lives of our members and in 2016 our aim is to highlight the importance of the mental health of our members as well as their physical health. We will also host an

event on 28 September at the Windhoek Golf Club where the aim is to shed more light on mental wellness. Health professionals in various disciplines will lead discussions on working, living and growing up with depression. There will also be a number of wellness exhibitions to help with practical and alternative approaches to dealing with and overcoming mental wellness. Tickets for the presentations and health professionals will be N$100 for the morning session, N$50 for the

afternoon session, or N$130 for the full day while the exhibitors' fee would be N$250. Tickets are available o n l i n e a t w w w. eventstoday.com.na or at the Biltong Shop in Maerua Mall, and at Warehouse Theatre on Tal street. All the proceeds will go to the Autism Association of Namibia. Let's support this cause and encourage mental wellness at home, in our schools and work places. Ultimately, we need to see ourselves, and each other, in the NMC 'I See U' Campaign.

Racism stains Walvis Bay Oyster Festival A businessman of Windhoek said this week he would never attend the Walvis Bay Oyster Festival again and recommend all non-white people from staying away from this event in the future, after two distasteful racial incidents at this festival on Saturday at the Jan Wilken stadium. Katryn Maria Smidt There is no place for racism. Never. However, I do feel that the lady and gentleman who treated these gentlemen in poor taste should be reprimanded and not the festival. Jeanette Martins I also agree, this was really uncalled for of them to treat people this way Zuma Diken U don't know white people.. IsiwaDee Sikute Good thing is that not everybody supports racism. I was humbled by one white man who refused to be treated better than another being at one of the Swakop Pharmacies. I was the 1st at the counter while the racist pharmacist with her helper were attending to other patients who had prescriptions. When a white man came where I was standing, the racist pharmacist walked from the pre-scription counter to come assist him. He refused help say-ing I came 1st and as such I should be helped 1st. Her re-sponse was that I should join the prescription queue with-out even hearing why I was there in the 1st place. After ex-plaining why I was there, is when she instructed a fellow black lady to assist me who then assisted both of us. We should all refuse to be treated differently because of the colour of our skin. #RACISMMUSTFALL.

Rina Liebenberg I agree. Such mentality is not welcome in Nam! Werner De Villiers Punzul Ek skaam my vir mense wat so rasisties is!! As jy is hou jou in, en hanteer hulle soos die mense wat hul is!! Ons is almal God se kinders of jy dit glo of nie!! Martin Harmse Why do you own a word. Ex Boer for the whites. I am not a Boer, i dont have a farm. I am an Afrikaans speaking Namibian. And Kaffir for blacks. What the hell people. STOP LABELING PEOPLE. STOP ALLOWING THE DEVIL TO SPREAD ANGER AMOST US. Lets Love each other. Xaka Zouh I must say that not all previously advantage citizens are racist however some degree of racism is present. Which makes itsafe to say that there are still some previously advantage racist out there spoiling the image of those that have changed. Let me use this opportunity to congratulate those that have changed, ur contribution in society is highly appreciated and for those that still changing keep it up its the right and for those that refuse to change please leave our country even if u were born here. We want built a united Namibia and ur racist tendency has no role to play in our plan.

General of Police opens diplomacy workshop for senior police officers

The Inspector-General of the Namibian Police, Lt-Gen Sebastian Ndeitunga officially opened the 3rd Police Attaché and Diplomacy in Walvis Bay yesterday. High ranking police from across Namibia’s 14 regions attended the workshop which aims at enhancing officers’ skills in dealing with their counterparts in foreign countries. Cross border organised crime and terrorism will increasingly require from senior Namibian police personnel to have diplomatic skills to effectively work with foreign police forces both locally and outside the country’s borders.

Support against animal cruelty

Piquet Jacobs

A march themed 'Break the Silence' in support against dog cruelty was held over the weekend. This walk came after a fivemonth-old pitbull named Odin was thrown out of a moving taxi at the doorstep of the Walvis Bay SPCA offices last week.

Photos by Piquet Jacobs & Mikkie Kriel

Bystanders immediately called out to SPCA' s manager, Jessica van Tonder, to help the bleeding animal. A broken jaw, fractured skull, a septic wound and a severe sore on his throat, is on the long list of injuries which Odin was diagnosed with. Many Walvis Bay residents showed their support at the march. More pictures on page 11

Namib Diesel Socials Double League - results After the finals of the socials the workout of the doubles clash on Wednesday was probably much needed by a few. There are no two ways about it, but the teams are serious. Most of the matches are long and hard and all teams want to make their presence felt, in some cases more ways than one.. Eina!! Just remember if you can't get a clear shot, stick to the rules and rather ask for a let. The results for the Wednesday the 3rd August are as follows:A Section: Furious 2 [Jan de Smit/Stefan van Tonder] beat Bossies [Dirk/Leslie Bosman] 3-0. Jan/Stoffies left/right combination is something that has to be contended with. Fuel Pump Repairs Africa [Clifford/Jaco de Witt] beat Big Shots [Wynan Breytenbach/ Jacques Steenkamp] 3-2. The old masters Wynie/Jacques slowly getting back into the swing of things. Cliffy/Jaco picking up a good win. Seanam [Sergio Figueiredo/Trevor Grane] beat Omake [Imanuel Amorongo/Angelo Titus] 3-1. A healthy snack beforehand boosted Serg's energy levels for a long competitive match aided by partner Trev G, who played well despite having to nurse a painful hand injury. B Section: Bonnie & Clyde [Chantel de Gouveia/Emil Dorgeloh] beat Ysters [Raymond Duvenhage/ Callie Geel 3-0. W/0. Naries Boys [Cecil Humphries/Sharde Fisher] beat Rent-A-Drum[Bertus Fokkens/Blackie Zwart] 3-2. Cecil/Sharde almost let it slip. 'Flowers' would have been used out of context if they had, fortunately it was all good. Beer Boasts [Trevor Heath/Jenny Pahl] beat Flippen Jakes [Flippy Scheepers/Jaco de Jager] 3-0.They don't want to boast, but Trev/Jen's boasts were like the .. uhh‌ Shots. C Section: Chi-Slo [Doyle de Haas/Cindy Kruger] beat Scared Hitless[Jakkie Nel/Jacques Serfontein]3-2.A closely contested match. Doyle/ Cindy were happy it went their way. Top Deck [Lindsay Lottering/Bykes Muashekele] beat Spider Bru[Sam Webster/Bruce Stewart] 3-1. Lindz/Bykes squished thee Spider Bru with some sweet shots. Balls of Squash[Luke Allen/Greer Coppin] beat The Blues Brothers[Ricardo von Stein/Floris Steenkamp 3-2. It took some great ball skills by Luke/Greer to eventually squash their opponents. Gangsters[Diana Meyer/Ockie du Plessis beat Tigers[Christina/Ettienne Beukes]3-2. It wasn't easy pickings, but none-the-less a successful hit for Diana/Ockie. Catch you next week .. Cheers n beers!

Far off over MaracanĂŁ stadium in Rio de Janeiro, fireworks burst brilliantly over the lavish opening ceremony of the 2016 Olympic games on Friday night. In the foreground, a group of people watched on a rooftop, the ramshackle construction of homes in the favela called Mangueira evident around them.
