DTA and NUDO to pay more for erven than SWAPO Erwin Leuschner
The Swakopmund Town Council has, in principle, approved the sale of properties to two political parties, one for the DTA and another for NUDO. Judging by the purchase price decided on though, both parties will have to fork out significantly more compared to the sale of the SWAPO erf earlier this year.
Page 3
New traffic circle officiated
According to the agenda of the recent meeting Council received two applications from the political parties who wish to purchase erven to meet their needs. The National Unity Democratic Organization (NUDO) applied for an erf to construct their regional offices. The DTA of Namibia has similar intentions, wanting to erect a party constituency/branch office in Swakopmund. According to the agenda Council has identified two properties zoned as “General Business” in extension 25, where a total of six erven are available. “The estimated sizes of these erven are 2 300 square metres each. The size is large enough for a constituency office and parking,” the agenda states. Although the zoning makes provision for other uses of the property an agreement with the parties “must provide for the use of constituency office only.” This point is explained as Council considers a subsidized price. When determining the purchase price, Council decided that the minimum price offered must cover the cost for the installation of services. The cost for the services of extension 25 and 26 was calculated at N$110 per square metre. Calculated at the average size of 2 300 square metres, the minimum purchase price will amount to roughly N$253 000 for one property. At the recent meeting Council (in principle) approved the allocation of one erf each to the two parties. The sale can only commence once the township of extension 25 has been proclaimed though. Although the area is already serviced, currently there is no Surveyor-General approved general plan in place. The erven can therefore not be transferred at
Taxi drivers insist there was a fee increase. Members of the public question this, but are subjected to verbal and physical abuse if they refuse to pay these higher fares. Recently, taxi drivers in Walvis Bay started to demand higher taxi fares from the public.

Namibia Marine Phosphate (NMP) issued a statement over the weekend expressing its dissatisfaction and concern over its Environment Clearance Certificate withdrawn by the Environmental Commissioner, which effectively ends all hopes of the company establishing a marine phosphate mining venture off the Namibian coast near Walvis Bay. Below, find a full version of the statement issued by NMP: “The Company is deeply concerned at the course of actions and allegations that Confederation of Namibian Fishing Associations (CNFA), Ministry of Fisheries and Marine Re-sources (MFMR) and other third party objectors including Michael Gaweseb have elected to take in recent days which have directly or indirectly resulted in the Minister Ministry of Environment and Tourism (MET) making the decision to reconsider his support for the Environmental Commissioner (EC) and to set aside the award of the Environmental Clearance Certificate issued (ECC) for Mining License ML170 at this late point in proceedings. The Company anticipates that as one of the likely consequence of these joint and several actions, the reputation of the Company and its shareholders, along with that of the country of Namibia As an investment destination could be severely negatively impacted. The decision comes on the back of a series of scurrilous unsupported allegations regarding the integrity and professionalism of the environmental consultants appointed to assess the project as well as that of the shareholders and the government agencies involved. These divisive and factually unsupported claims and activities have culminated in an unfortunate public disagreement between three of the most prominent ministries in government. The situation is further regrettable given that since 2008, at the standing invitation of government to invest in mineral projects, approx. N$780m has been expended by the Company to develop the mineral licenses legally issued to it including completion of the comprehensive environmental impact assessments in 2012 in full compliance with the mining license conditions and environmental regulations and subse-
quent to which have incorporated significant additional expenditures in 2013 to 2016 in order to verify the impact assessments and to address specific requirements from MFMR and their concerns. The Company is forced by these circumstance to now review its position and the options available in terms of the constitutional rights, to protect the integrity of the project, the mineral licenses and the significant investments made to date and to reserve its rights to seek recourse in event of any consequential damages. These considerations will be made in light of the fact that once again it is also forced to respond to the continued misrepresentation of facts and politicising of issues surrounding the proposed operations of the Sandpiper Marine Phosphate project. In this instance, the statement issued in Parliament on 27 October 2016 by Hon. Minister Bernard Esau, Minister of Fisheries and Marine Resources (MFMR) on phosphate mining refers, as reported in the New Era on October 31, 2016. It is noted that this statement was submitted in support of the appeal lodged by Michael Gaweseb. Registration No. 2008/ 0916 We reluctantly and respectfully advise that the claim made by the Hon Minister Esau in his statement that the phosphate deposits in ML170 are “Marine Resources” and therefore fall under the mandate of MFMR for management is based on the entirely false statements that “marine phosphates are derived from fish bones” and “marine phosphates are derived from fossils of living fish and other animals in the sea.” The marine phosphate deposits on the middle shelf off Namibia are not “derived from fish bones” and do not comprise anything that constitutes a living marine organisms or anything naturally derived from or produced by such
o rg a n i s m s ( s u c h a guano) as defined in the Marine Resources Act 2000. The claim by MFMR for jurisdiction over the marine phosphate deposits is therefore devoid of any substance and exposes a thinly veiled attempt by MFMR to usurp the authority of the Ministry of Mines and Energy in regard to management of mineral resources in Namibia. It is regrettable that the scientific advisors to the Hon Minister have overlooked the expert geological information provided in the Sandpiper EIA and Verification study as well as overwhelming body of scientific evidence from internationally published literature. The fact is that the phosphorite deposits off Namibia have been studied by marine scientists since the early 1960's. These studies, as well as isotopic age dating of the actual phosphate Sediments in ML170, have determined that the phosphoriterich deposits are between 1.0 and 2.6 million years old and are classified as pelletal (i.e. small rounded grains) phosphorites comprising of the mineral carbon fluorapatite or francolite. A detailed expert geological report presenting a review of the offshore phosphorite deposit on the Namibian margin and a model for the origin, age and deposition of phosphorite in ML170 was included in the Verification Study submitted to the Ministry of Environment and Tourism and issued also to MFMR. The report contains the results of detailed assessment of sediment cores from ML170 for purposes of age dating and geological modelling. It is evident that MFMR have not considered this information or have chosen to reject the overwhelming body of scientific references that is available on the matter. Furthermore, the statement that “The precautionary approach adopted by Government on this matter was because, unlike other minerals in the sea such as diamonds, marine phosphates are derived from fossils of living fish and other animals in the sea, and act as fertilizer of the sea, sup-
porting life of smaller organisms which in turn support our rich fisheries” is not only dubious in terms of any supporting scientific evidence but is wholly contradictory to the position held by MFMR that the same phosphates pose a significant threat to the environment. Registration No. 2008/ 0916 The timing of the announcement and claim by Hon Esau that marine phosphate falls under mandate of MFMR is also of grave concern in terms of motive. The issue was not raised by Hon Esau during his tenure as Deputy Minister, Mines and Energy in 2009 when his ministry was actively issuing exploration licenses for marine phosphate exploration, nor was it raised at any time after 2010 when he was appointed to the position of Minister MFMR and his ministry was part to the panel that approved award of the mining license ML170 and also received and indeed complimented a certain marine phosphate exploration company on the quality of their biannual environmental reporting and compliance with Environmental Management Plans. The matter has only been raised now by Hon Esau more than 4 years after submission of the project EIA and 5 years after award of the Mining License ML170. The claim by MFMR for jurisdiction over marine phosphate deposits is therefore devoid of any substance and exposes a thinly veiled attempt by MFMR to politicise the matter in order to expand its mandate and to usurp the authority of the Ministry of Mines and Energy in regard to management of mineral resources in ocean space off Namibia. The company concurs with the position stated by Ministry of Environment and Tourism in a recent communication in this regard that “In the case of the phosphate exploration and mining, first of all, phosphate is a mineral falling under Minerals (Prospecting and Mining) Act, 1992 (Act 33 of 1992), Part 3, Industrial Minerals Group, with the Ministry of Mines and Energy (MME) NOT the Ministry of Fisheries and Marine Resources (MFMR) as the Competent Authority.”
The Company fully supports the principles of responsible development and management of ocean based industries and reiterates that the clear consensus of independent expert opinion with knowledge of the Benguela Large Marine Ecosystem is that at the scale of the
proposed operations, the project can be safely developed and also be well managed within the existing Namibian mining and environmental regulations without impact to fishing resources and in co-existence with the Fishing Industry.”
Taxi commuters Continued from Page 1
They have a photocopied list of the increased fees. The list carries the stamp of the Namibia Bus and Taxi Association. In some instances fares increased with as many as 300 % and new tariffs were also “introduced” which include an extra N$5 payable if the taxi commuter has a 12,5kg of maize or 12,5kg of sugar to take along. In several instances taxi commuters who refuse to pay these higher tariffs were verbally and or physically assaulted by taxi drivers. One taxi driver apologised to a victim at the Narraville police station last week after physically assaulting her for questioning the high fees. The taxi driver admitted these higher fares are invalid and that he was actually only taking chances. In a telephonic interview last week the head of the Walvis Bay municipal traffic department, Superintendent Eben Platt issued a stern warning against taxi drivers demanding these higher taxi fares and also against verbally or physically assaulting members of the public. “These taxi fares are invalid. No new taxi tariffs were announced by the Road Traffic Board,” Platt said last week. Superintendent Platt warns this photocopied tariff list used by the taxi drivers to convince their clients is bogus, despite carrying the official stamp of the Namibia Bus and Taxi Association. He said taxi drivers risk losing their public driving permits if making themselves guilty of charging illegal tariffs or assaulting or abusing members of the public who complain or refuse to pay the higher fares.

this stage. When considering the prices decided on above, the two opposition parties will pay significantly more compared to the property sold to SWAPO. Earlier this year Council approved the sale of the property, where the SWAPO constituency office is located on, for a total of N$220 000. The property in question measures a total of 4 363 square metres (erf 3468) making the price per square metre a mere N$50.4.

Strange sighting: Zebra drowns in pool at smallholding
Arandis Town Council will soon be managing a logistics hub
A young, male Zebra was found dead yesterday morning in a pool on the smallholding Hof-Holstein along the SwakopRiver.

“This is the first time in all the years I live here, that I've seen a Zebra here,” said the tenant Peter Ermann to namib times. He believes the animal drowned in the pool either on Sunday evening or yesterday morning. He notified the Municipality who in turn called the Ministry of Environment and Tourism to collect the carcass. According to Ermann he regularly spots springbucks in the area and sometimes hyena. Hof-Holstein is in close proximity to the Namib-Naukluft Park.

The development of the logics hub at the town of Arandis will start in a few months' time. The Logistics Park's design and layout is in progress. The installation of services commences in the first quarter of 2017, according to the Communications Officer Mr Manfred Murangi. According to Murangi logistics is a detailed and complex discipline. Logistics manages the flow of cargo between a point of origin and a point of consumption. Murangi explained the hub will be situated next to the B2 road at the entrance of the town. The location is about 90 kilometres from the port of Walvis bay and the fact that Arandis is situated outside the rust belt makes it an ideal location for such hub. This logistics hub will consist of about 23 plots with an estimated size of about 10 000 square meters per plot. The allocation of the plots to respective businesses will commence in April 2017. Arandis Town Council pro-motes industrialisation as one of its key focus areas and will basically facilitate the process and administer the logistics hub in accordance with existing municipal regulations for water,
sewer, refuse, buildings, business and its town planning scheme. “The Walvis Bay Corridor Group, Namport and the National Planning Commission that manage the implementation of the National Logistics Master Plan will definitely play a role in this project. The rest of the private sector will be invited through an expression of interest to present what they may contribute” added Murangi. He further said that the expansion of the port of Walvis Bay is an added advantage. “Namport will be involved as the activities at the logistics park are directly linked to the port of Walvis Bay”. “The cost for the municipal infrastructure required for the area is estimated at about N$15 million. The cost of improvements (buildings) will depend on specific needs and designs by private sector stakeholders who secured plots at the logistics hub” concluded Murangi.

New traffic circle Langer Heinrich Uranium trains Swakopmund’s youth opened in time for festive season
A total of 20 local youth from Swakopmund received basic employability skills training, equipping them with the skills needed for job hunting from Langer Heinrich Uranium's (LHU) Human Resources Department.

The new traffic circle at the eastern entrance of Swakopmund was officially opened by Mayor Paulina Nashilundo yesterday morning.
“This round-about will ensure smooth flow of traffic into town,” Nashilundo said. The traffic circle was constructed at the turn-off leading to the airfield and will in future divert heavy traffic into the new industrial area. “The upgrade of road infrastructure remains a priority to Council. It is a catalyst of economic development,” she added. Council budgeted a total of N$4.5 million for the new traffic circle. For the round-about the contractor Refuse Solutions used close to 300 000 interlocking bricks.
This comes after the Community Development Services Department of the Swakopmund Municipality approached LHU for financial support to provide the skills training. It forms part of the Municipality's Youth Development Program. Responding positively to the request, LHU provided its in-house resources to provide the training in-stead. “LHU believes in influencing meaningful change within our surrounding communities, and this was a great opportunity to do so. It was also an obvious fit – the need was expressed and we had the resources in the form of qualified and enthusiastic professionals in our Human Resources Department to fill that need,” said Bernadette Bock, LHU's Cor-porate and Community Relations Superintendent. The half-day training, which was hosted at the
Municipality of Swakopmund, covered job search strategies, CV writing and interview techniques. For Hadmuth Tsanseb, who liked the session on interview coaching in particular, the training was an eye and mind opener. He thanked both the organisers and facilitators for thinking about the youth and making the effort to instill knowledge where it is most needed. Matride Ipinge said that she also learned a lot about how to correctly write her CV and how to use the internet during her search and application for jobs. Swakopmund Municipality's Youth Development Officer, Sabina Kathena, expressed gratitude towards LHU for facilitating the training and both organisations wish for a continued and mutual working relationship.

Dawn Martin I would also like to know what is happening as the taxi driver told me last night that they had a meeting yesterday with the police etc and that the new rates is applicable and if the people does not want to pay then they should just be dropped at the taxi rank... since when does our taxis only operate like that?, they drive around like they own the roads and stop where they want to, i just feel that something should be done to control these taxi drivers. eg. do not give them a license if they don't have insurance for the taxi vehicle, and do regular checks of the road worthiness of the taxi's, i would gladly pay if we get a proper service.... and that nonsense going on at the rank in Kuisebmond if you want to go to Swakopmund? it is just not fair to humanity... Eloma Green Ja nee ek geweet dis n scam so moet my kind elke dag 20 dollar betaal van flamigo skool tot in narraville. A friend in South Africa had her dog Neena stolen on 29 July this year and she has not given up her search for Neena. Meanwhile Michelle has started her own Animal Charity Support System in honour of Neena, i.e. Pawesome Acts of Kindness, and started this Love Bucket Challenge. I pinched her amazing idea with her approval. Initially I sent out an e-mail, starting with 20 buckets, asking people to help fill the buckets with dog and cat food and treats. The support was so great that KLD purchased 70 buckets in the end and some animal lovers purchased their own buckets. A whopping 65 buckets plus additional dog food, cat food, cleaning materials, toys, food bowls and a blanket were delivered. KLD also acknowledged the hard work of the SPCA employees and committee members and they each received a small hamper. This initiative has motivated people to contribute food monthly and we are hoping that some companies come up with other creative ideas to collect food for the very many residents at the Walvis Bay SPCA. At the same time please visit the SPCA in Walvis Bay to adopt your own furry friend. There are so many there waiting for you to give them a loving forever home. Colour Run comes Enduro Champions crowned to Namibia The Bank Windhoek Namibian Enduro Championship winners were officially announced and awarded their trophies at Farm Elisenheim on Saturday, 5 November 2016.
A rare fun sporting concept is set to hit Namibia on 29 April 2017 when the inaugural Namibia Colour Run gets underway at Trustco United Grounds in Windhoek. The Namibia Colour Run is the country's most fun 5k run! This unique run involves participants of all abilities and ages being doused from head to toe with coloured powder while they sprint, jog or walk our scenic 5km route on around Trustco United Sports Field in Windhoek – more cities to follow. The Rainbow Run is entirely focused on fun so there is no competitive atmosphere, no recorded times and no age restrictions, all that matters is that you enjoy yourself and finish covered in loads of colour! You can be an Olympic athlete or someone entering a run for the first time in your life, it really doesn't matter at all. The real winner on the day is the person who has the most fun! The event's organisers are so excited about it and believe that the Namibians have embraced our concept beyond our expectations and we are certainly going to have the biggest running event that has ever been hosted in the country. Our Facebook page has got 7,500 following so far and colour run fever has for sure hit our fans. All of them cannot wait for this spectacular event you can see by the comments on all of our posts. Registration will begin on 1 December on Webtickets Namibia's website and at selected Pick n Pay stores. Early registration comes with free goodies including t shirts, headbands, happy tattoos etc. and limited to the first 1,000 entries. The 5km Fun Run is followed by a Day Festival which is a family fun day. Activities will include team building, fitness session, paintball, corporate games, colour throws etc. After that the event is followed by a NeonGlowParty at night for adults only. This in an event not to miss as Namibia was the only country missing out in the region after South Africa, Zimbabwe and Botswana. We are in the process of engaging relevant sponsors and partners and we are happy to have a good feedback from some sponsors already. Part of the proceeds will go to support a local charity beneficiary.
Henner Rusch (KTM) was awarded the overall Namibian Enduro Championship and the more than 250cc motorbikes crown for the fourth year in a row. The season had not started promising for Rusch after he ran out of fuel in the first event at Omakwara. However, he kept his nerves and won six out of the seven following events, demonstrating his outstanding skill. Pascal Henle (KTM), who had moved up from the motorbikes up to 200cc Class only this season, was on his heels throughout the season, and pounced to win whenever Rusch gave him an opportunity. He finished second overall, ahead of Kai Hennes (KTM) in third. Five victories in the motorcycles up to 200 cc Class helped Marcel Henle (KTM) to be awarded the championship, although tied on points with veteran Ingo Waldschmidt (KTM, 4 victories) in the end. Throughout the season, the two riders showed an entertaining battle, up to the showdown in the last event. Joern Greiter (KTM) finished third. In the Senior Motorbikes Class, Sven Schneidenberger (KTM/Husaberg), won his third championship title in a row, ahead of Frank Ahlreip (KTM) and Kai Hohmeier (KTM). The overall motorbikes title went to Rusch, who was “sandwiched” on the podium by the Henle brothers, with Marcel Henle in second, and Pascal Henle in third. “Challenge accepted” were his words, when asked about the next season and the competition by the Henle brothers. The Open Quad Class saw a dramatic final race of the season at Otjihase, in which JL Oppermann (Honda) clinched the win, and with it his first
Namibian Champion title. Newcomer Jens Rubow (Yamaha) – who was awarded the Quads Rookie of the Season award – rode an excellent first season to finish second, ahead of Claire Brendel (Honda). Brendel, was the first lady rider to have entered in this class, and ended it in style by finishing on the podium in all events except one. In the Ladies Quad Class, Shannon Rowland (Honda), who had dominated the season, was awarded the Namibian Ladies Quad Champion title. In the Motorbike Clubman's Class, Jürgen Gladis (KTM) was awarded the championship title. Gerald Heiser (KTM) was second overall, while Ronnie Adams (KTM) ended the season in third after winning the last two events. In the Offroad Bikes Class, Kurt Hartung (KTM) won the Championship crown ahead of youngster Lenny Bagwitz (KTM) and Juan van As (KTM). Van As was awarded the “Most Improved Bike Rider 2016” title, due to his constantly improving results over the season. Noam Babluki (KTM) was awarded the Development Class Championship title, ahead of Adam Johnston (Yamaha). The Bank Windhoek Enduro Championship season 2017 will start in February 2017. The Namibian Enduro Club offers male and female enthusiasts, from beginners to professionals, from young to old, the possibility to enjoy the Enduro sport, and encourages newcomers to join the next season. For further information please consult the Namibian Enduro Club website, www.namibianenduro.com, where more information and registration forms are available.
