Erongo rivers River could reach the sea Suspected rapist, who is flowing for the first time in six out on bail, strikes again

For the first time in six years the Swakop River has inched close to the Atlantic Ocean, passing Goanikontes on Saturday. By Sunday the water, which initially was only a small trickle, had filled most of the sand mining pits at the smallholdings outside of town. By yesterday afternoon the river had not reached the road crossing at the C28 yet and the water level had subsided short of its goal.

A 19 year-old Swakopmund resident, who is currently out on bail on a charge of rape, struck once again over the weekend and raped another victim. This time he raped his neighbour, said Deputy Commissioner Ottilie Kashuupulwa, regional crime investigations co-ordinator for Erongo, to namib times yesterday.

News of the river coming down on Saturday spread like wildfire throughout the country, especially on social media platforms, prompting a lot of coastal residents to take a look at the water themselves. “There was a lot of excitement when we saw the first bit of water at Goanikontes,” said Holger Ismer from Goanikontes Osais to namib times. The first trickle passed the road (D1991) at about 9:30 on Saturday morning. During the night though a new flood arrived. The level of the river rose substantially and was about one metre deep. On Sunday morning hundreds of coastal residents drove to the old sand mining pits close to the smallholdings and watched the water rushing past Continues on Page 2

According to Kashuupulwa the suspect broke into the house of his neighbour in the Swakopmund suburb Mondesa at about midnight on Friday. “He broke into the house with the sole intent of rape,” she said. The suspect did not steal anything. “He cut the board, entered the house, raped the victim and left,” she said. The victim is a 20 year-old woman. After the case was reported the suspect was arrested. Kashhupulwa continued saying that the suspect was out on bail on another rape case stemming from last year. He remains in custody and is facing a charge of rape as well as a charge ofContinues house breaking. on Page 2

in awe. There were happy faces all 'round as both old and young were playing in the brown water mass. The flow of the river decreased during Sunday afternoon and by yesterday the level of the river had dropped substantially. It is about a dozen kilometres away from the ocean. Emergency and rescue services were on stand-by over the weekend. During the flood of 2011 Swakopmund resident Berdine Potgieter tragically drowned in the river. Many residents were not afraid though and tested their off-road vehicle in the sandpits, driving closer to the water. Some drivers were surprised by the oncoming water and got stuck in the mud and had to be towed out. The water in the Swakop River stemmed almost entirely from the Khan River. The Khan flows into the Swakop a few kilometres east of Goanikontes. Swakopmund resident Xenia Ivanoff-Erb experienced the immense flood in the Khan while they were on their way back to Swakopmund over the weekend as they were crossing the bridge over the Khan coming from Valencia. “It was incredible. While we were standing there a flood came down and within a minute the water was flowing over the bridge. We had to reverse off the bridge as the current was getting too strong to pass.” she said. The last time the Swakop River reached the ocean was during the exceptionally good raining season 2010/2011. The first trickle reached the ocean on the afternoon of 19 March 2011.

Body of drowning victim not yet recovered Tourists saved from Omaruru flood Erwin Leuschner

The search for the body of a 19 year-old pupil was still ongoing yesterday after he drowned in a feeder of the Omaruru River on Friday evening. Ronald Tjipundi was crossing the river together with a 17 year-old girl, when he was swept away by the strong current. According to Deputy Commissioner Ottilie Kashuupulwa, regional crime investigations co-ordinator for Erongo, the incident occurred on Friday evening at about 23:00. According to her Tjipundi as well as the girl, both are learners of a school in the town, were crossing a feeder of the river on foot. They were on their way to town from the suburb Ozondje. While crossing the strong current Tjipundi was swept away, while the girl managed to grab a branch and hold on. She managed to get back safely to shore, but was limping. “She was taken to hospital and is fine,” Kashuupulwa said. A team of divers were dispatched over the weekend, although they were not able to recover the body. Kashuupulwa said that reports of another drowning victim were not confirmed and seem to be misleading. Information received indicated that an old man who tried to rescue the victims was also swept away and drowned. “That is not true. We have no such information,” Kashuupulwa said. In the meantime two Austrian tourists were saved from the raging Omaruru River on Saturday afternoon by the police helicopter, after they were surprised by the water mass. According to Kashuupulwa the tourists got stuck in the river close to Nai-Nais. “The car was swept away. The tourists managed to get out of the vehicle and climb up a tree in the middle of the river,” she said. The exact time of the incident is not known, the tourists only remember it being dark already. “The regional commander of Erongo requested the inspector general Sebastian Ndeitunga to send the police helicopter

Pieter and Uwe will be hiking for charity this weekend

Uwe said they will be walking without food and supplies and will only be carrying six litres of water and they will have to survive on what nature has to offer. “We will be going back in time, living off the land and surviving on our instincts and survival skills” said Pieter. Pieter and Uwe both love children very much, they also love nature and exploration. Pieter has taken part in numerous treks along Brandberg, Spitzkoppe and the Fish River Canyon. Uwe have also completed countless survival walks across Namibia but this will be their first time to take part in a charity event. “What makes this walk more exciting for me besides surviving the very harsh environment and testing my bush craft skills, is the fact that we are doing this for homeless children that did not have what we had growing up. Children are very dear to my heart as I have my own one year old boy” added Uwe. The initiative is called the Onguma Ounana Walk also known as Kids Wa l k . O n g u m a Lodge is situated in the eastern side of Etosha National Park. SME BANK CRISIS:SERIOUS ACTION NEEDED Between 2012 and 2015, the SME Bank has returned a significant loss year on year. The SME Bank has since its inception regularly failed to comply with its legislative duty to annually publish their year audited financial statements. In fact, since 2012 it only published audited financial statements once, which was in 2012. The SME Bank is little more than another unprofitable government owned enterprise whose survival is owed solely to government bail outs. Its losses grew from N$4,2 million in 2012 to N$72 million in 2015. It is thus surprising to read about the apparent “shock” which is now being conveyed in light of the mismanagement of the SME Bank. It is truly disappointing that despite many years of blatant mismanagement and incompetence, that it is only in response to “unsound investments” that the Bank of Namibia has decided to take action taken against those who have recurrently mismanaged the affairs of the SME Bank. In as much as the Bank of Namibia must be commended for taking decisive action and firing the offending executives and the disbanding the Board of Directors, there must also be an honest recognition that the situation at the SME Bank has been allowed to spiral out of control whilst

Government, as the primary shareholder, stood idly by and continued to pump taxpayer's money into a failing enterprise. The use of the phrase “unsound investments”, as being used in media reports to refer to dubious investments of close to N$200 million made by the SME Bank, conjures up unpleasant memories of the Offshore Development Corporation (ODC) and Social Security Commission (SSC) scandals where millions in taxpayer money was misappropriated. It is anticipated that, as usual, there will be a lot of hot air thrown about and strongly worded statements declaring that “investigations will be launched” and “investigation committees will be appointed”, however; what is truly

important is that the findings of such investigations should result in tangible action and that the appropriate people are held directly accountable for their actions. It is not enough to merely suspend or remove someone from a position, but accountability needs to go further and result in either the return of the money that was dubiously invested, criminal charges for fraud be brought against the culprits or both if need be. Failing this - given the involvement of politically connected individuals such as the current Secretary to Cabinet and the former Secretary to Cabinet and now the Minister of Presidential Affairs will only serve to further entrench the widely held belief that the wellconnected are not held

to the same standards of ethics and accountability as ordinary Namibians. In an even more distressing turn of events, The Namibian Newspaper, published an article titled “Jobs for Comrades” on Friday, 3 March 2017, wherein it is reported that political interference has played a major role in the flouting of Namibian immigration laws and the blatant disregard of advice from the Ministry of Home Affairs by the SME Bank Management. That a large number of foreign nationals, some without the required qualifications, have been employed in jobs that Namibians can do, is a clear indication that the SME Bank initiative was never meant to benefit Namibians nor contribute to socioeconomic development. Instead, this taxpayer funded organisation has been driven with the sole intent of enriching a narrow few at the

expense of the majority. It is for these reasons that the DTA of Namibia hereby calls on the Bank of Namibia and the Minister of Finance to jointly launch a full scale investigation and audit into the financial affairs of the SME Bank. Furthermore, a full scale public investigation must be launched into staff appointment practices at the SME Bank. More importantly, it is vital that such investigations produce actionable findings which will result in people being held directly responsible for the waste of taxpayer's money.

NTA's national consultationworkSharlien Tjambari shop a success The Namibia Training Authority (NTA) hosted a consultation workshop with Retail buyers and merchandisers in Swakopmund yesterday. The purpose of the workshop was to introduce new qualifications for the retail sector in Namibia that have been commissioned by NTA. According to the Skills Development Specialist Dr Rowan Van Dyk, the main aim of the workshop was to provide national qualifications for retailers to be able to train their people in line with national and international standards. “ Namibia is only in its third year of skills development and because its a new process that started so there is nothing and we have to start developing it and it is unfortunately also been a process that has taken a while because of the different role players involved and certain decision making channels that had to be followed, so we originally started talking about this two years ago and this is the first two of five qualifications that will be developed and hopefully as we go along we can speed the process up a bit” said Van Dyk. NTA has developed a range of unit standards qualifications that are currently registered on the National Qualifications Framework (NQF). The Skills Development Plan 1 is aimed at ensuring improving access to quality VET, increase relevance of skills development intervention and building a strong partnership between stakeholders and social partners. The key priority areas were identified to ensure NDP4 realization. Therefore, the wholesale and retail trade industries has identified the development of unit standards and qualification, and thus called for a formal consideration that is inclusive of the engagement of the relevant national stakeholders Asked what NTA hopes to achieve with the consultation workshops, Van Dyk said they hope to get as much input from the actual industry as possible “so that when we do register the qualifications on the framework that they are meaningful and acceptable qualifications, because it is not possible for one person or a group of four or five people to develop qualifications for an entire industry, if you don't take the opinions of the entire industry into consideration”. According to Van Dyk, the turn out in Swakopmund was a lot better than in other towns and a lot of input by retailers from the coast. Other towns visited by NTA were Oshakati, Windhoek, Gobabis and Keetmanshoop.

Accusations against the town council's management have come up, especially in which recruitment processes are conducted within the council. The case is being investigated by the Anti-Corruption Commission (ACC) in Swakopmund. Elwonia Bezuidenhoudt I'm so glad for this information. Two visitors also in the house assaulted and robbed The rising crime wave at the coast has also hit the small coastal settlement Wlotzkasbaken. Five men, armed with knives, recently broke into one of the houses located there. They threatened and beat some of the victims, before disappearing with goods valued at more than N$100 000. The incident occurred on 26 February, confirmed Deputy Commissioner Ottilie Kashuupulwa, regional crime investigations co-ordinator for Erongo. According to initial reports the five suspects broke into the house between 01:00 and 02:00 in the morning and proceeded to hold the residing couple and their two guests, also a couple, hostage. U see different Alison Begley Thanks Julie....first i hear it ...we are going down next week Julie Nell Laubscher Quite worrying Hata Kahiro Harukwaba That's what our government want. I would like to advice the residents of Wlotzkabagen to form up a community watchdog. For the sake of their own safety. Jovita Erastus Just introduce gun salute to mitigating crime! Even the thieves love their life. Gun salute is solution!

Another perjury case uncovered police warns public The police has warned the public not to make false statements under oath and has called on insurance companies to investigate cases before processing claims. This emerged after another case of perjury was lodged in less than two months – this time in Walvis Bay. According to Deputy Commissioner Ottilie Kashuupulwa, regional crime investigations co-ordinator for Erongo, it is alleged that a 38 year-old man lied under oath last week at the Narraville police station. The person claimed that his house was broken into and properties to the value of N$8 950 were stolen. Ellen Hoebeb Selling or hiding your property and go make a false claim,,, shame on you, you belong in jail Mariette Van Rooyen So word hulle uitgevang en nog steeds doen baie dit...glo mos die gereg sal hulle nie inhaal.

Two dead in Erongo accidents Two people passed away in two separate road accidents in less than a week in the Erongo Region. The police has in the meantime revealed the name of the tourist, who passed away on the A2 highway whilst travelling towards Swakopmund on 25 February. The most recent road death in the Erongo region occurred on Wednesday this week, when two persons were travelling from Tubusis to Swakopmund. According to Deputy Commissioner Ottilie Kashuupulwa from Nampol the driver of the Nissan hard body lost control over the vehicle at about 18:00 about 30 kilometres from Usakos. The vehicle left the road and overturned. The driver, identified as Theodore Ignatius Junias (36), died on the spot, while the passenger did not sustain any injuries. The next of kin were informed. The police is investigating a case of culpable homicide. Ellen Hoebeb Oh lord,,, what must we do to stop the unnecessary lost of lifes on our roads "!"*$$ Georg Erb Am not aware of an 'A2 Highway' in our region. There is a little, very narrow country lane called 'B2'

Cause of Mondesa fire still unknown Investigations continue to establish what caused the fire that led to the death of Edla Etheka (26) on Wednesday, 22 February, at her home in Mondesa. The fire occurred after Etheka's mother reportedly picked up her grandson at the residence in Mondesa. The mother was then allegedly called back by neighbours only minutes after, as there was smoke reportedly coming from inside the house. Etheka was rushed to Swakopmund State Hospital, where she later passed. She had no external injuries. An autopsy report confirmed suspected smoke inhalation, and no narcotics were found in her system. The cause of the fire is still under investigation. Charles Nembungu Rest in peace Egla. . .we will miss u dearly. . .

Intruders are on the watch In the midst of burglary increases at the coast the police expresses the

importance of being alert and vigilant to suspicious behaviour. There has been a noticeable incline in burglary and panic alarms going off, especially in the Fairways, Meersig and Lagoon areas. It has been emphasized by Deputy Commissioner, Andreas Nelumbu, that residents should make use of the emergency numbers to report incidents as soon as possible for the authorities to take action. “We will be stepping up police patrolling in the streets, but the earlier incidents or suspicious behaviour is reported the better. We need residents to be vigilant about strange people moving around their area,” Nelumbu continued. It is believed that intruders and burglars keep a watchful eye on target houses well before they strike, to get a basic idea of what residences' schedules and daily patterns are. In many cases, taxi's are involved in the transportation and get away of these crimes. Dez Coetzee KNOW YOUR NEIGHBOURS!!! They could be the first to help. Getting to know your neighbours might be your saving grace. Just a phone number is a good start, you don't have to Braai with them, but at least get to know them more than just a passing wave. Ellen Hoebeb I urge all members of the public to be their own security guards and police officers,,,,, criminals are aware that police can't be everywhere all the time,,,, prevention is better than cure Meredith Charlie A new neighbors daughter was held up with a knife and locked in bedroom . always activity in our yard at night. MEDIA RELEASE

Bank Windhoek launches EasyWallet Bank Windhoek is proud to announce its latest digital channel offering - the Bank Windhoek EasyWallet. In this “mobile first – mobile only” day and age, Bank Windhoek now joins the e-money fraternity in Namibia with its own e-wallet solution to send and receive money via mobile phones. “We are extremely excited to launch Bank Windhoek's very own e-money service that enables our customers to send money to any MTC number with our EasyWallet offering,” said Baronice Hans, Bank Windhoek's Managing Director. When money is sent via EasyWallet, the recipient

does not need to have a Bank Windhoek account and can immediately withdraw cash at any Bank Windhoek ATM. Also, EasyWallet holders can use the money to access prepaid services and buy airtime or electricity. An EasyWallet is automatically created for the mobile phone user who receives the money, irrespective of whether the recipient is a Bank Windhoek customer or a non-customer. EasyWallet holders can secure their money by setting a unique PIN whilst funds remain available for as long as the user keeps his/her EasyWallet active by continuing to transact on it. Over the course of the next three to four months all Bank Windhoek's CashExpress machines across Namibia will be configured to also allow EasyWallet holders to cash out. This will increase the points of presence for cashing out EasyWallets to almost 400 locations countrywide. “This is but the first step in our EasyWallet product journey”, Baronice commented. “A next release with enhanced features is already being planned”, she said. Baronice concluded by slightly lifting the veil about another new and exciting digital payment solution from Bank Windhoek when she said: “The Bank Windhoek EasyWallet is the first of many offerings of our digital strategy with yet another innovation planned later this year, which will be a first of its kind for Namibia “. International school of Walvis Bay presents its Entrepreneurship day Sharoldine Bock

The International School of Walvis Bay hosted their annual Entrepreneurship day on 3 March where these “young entrepreneurs” had a chance to display their entrepreneurial skills. Year 4 to 6 learners had to set up their own stands and operate it independently with some assistance from their parents. This however aids these children to learn how to negotiate, handle their own money, whilst giving them a “wakeup call” for how the future works as some experienced the difficulty it encounters. Groups consisted of 2 to 3 learners each . Not to mention there were some good treats, fun games and good decorated crafts. These learners

were under care and observation of teachers such as U. Gebhardt, J. Kotchobei, L. Muashekele, J.Jansen, J. Profijt and L. Le Roux (Vice –principal of the middle school). There were lots of prizes to be won, determined by their creativity and originality, to motivate learners to work even harder. One of the teachers noted that it was a great day for parents and children to assemble, they can't wait for next year to go bigger and better.

Erongo rivers flowing Widespread rains over the catchment areas of three of Erongo's major river systems, resulted in several rivers flowing over the weekend. The big water newsmakers were the Swakop River of which the flow reached the Nonidas smallholding area on Sunday. On Saturday, the river flowed past Goanikontes upstream. Dozens of residents wasted little time over the weekend to witness the spectacle. Children played in the mud, vehicle owners tested their off road-skills in the mud and social media was inundated with pictures as people took mainly to Facebook to share the moment with friends and family. The Omaruru River, which came down in full might several times in the recent rains, also reached the Omdel dam east of Henties Bay

over the weekend. This was a sight not to be missed and people flocked to the dam. Omdel dam is designed to store water mostly below the ground surface, but the flow was so intense over the weekend the dam now also boasts a huge surface water body. It is expected the water will soon settle into the subterranean aquifer and the surface water body would dramatically shrink if not disappearing altogether. The Kuiseb River was also partly in flood over the weekend. Residents of Walvis Bay reported the flow to be west of Gobabeb, approaching the Utuseb area.

In loving memory Dad He never looked for praises, he was never one to boast He just went on quietly working, for the ones he loved the most. His dreams were seldom spoken. His wants were very few And most of the time his worries went unspoken too. He was there - a firm foundation through all our storms of life A sturdy hand to hold on to in times of stress and strife A true friend we could turn to when times were good or bad One of our greatest blessings The man, we called dad. Love always

CrossFit takes it to another level CrossFit can be depicted as “the sport of fitness”. It is a training philosophy that trains people of all shapes and sizes to improve their physical well-being and cardiovascular fitness in an effective and encouraging environment. Unlike gyms, they do not offer any use of elliptical trainers, treadmills, weigh machines, just to mention a few, whereas they encourage their clients that “our own bodies are the machines”. CrossFit helps build strength and conditioning between the ages of 14 & 18 specifically on extremely high varieties of workouts. A Mondays, Wednesdays and Thursdays. different part is being tested each day, to see the Skeleton Coast CrossFit is registered and capability of the body offered by a training integrated with Cross Fit Headquarters in the program. Classes are applicable to people USA, and recognized as a legitimate and

qualified CrossFit faculty. All coaches have a Crossfit Trainers Certificate issued by Crossfit HQ which makes them legally and legitimately trainers. “The CrossFit Open competition is the first qualifying stage of the CrossFit Games. The purpose of the Open is to find the fittest athletes in each region. It's also an opportunity for any athlete at any level to participate in the competition, adding meaning and purpose to our CrossFit athletes training, while also bringing our gym members closer together. For the next 4 weeks we will have a competition every Saturday at 9am at our faculty”, explains Gwen Swart, Crossfit level 1 trainer.

EBH Welwitchia’s did it again

This past Saturday saw the Wanderers take on the EBH Welwitschias in the 5th round of the Three Ships Whiskey Premier T20 League at Sparta. Wanderers sent down a relatively depleted team, as their national players were away on duty in South Africa. Nonetheless they were determined to be competitive. Wanderers won the toss and elected to field. Welwitschia would have done the same as there appeared to be something in the wicket for the bowlers. Hendrik Geldenhuys proved this right as he was getting the ball to swing prodigiously. His swing accounted for two early wickets as the openers, Nian Grobler and Mias Strauss, fell in quick succession. Lauritz Haccou and Shalako Groenewald

were then at the crease and found the going tough as Wanderers continued to mount the pressure with their opening bowlers Hendrik Geldenhuys and Tershwin Raubenheimer. Eventually the pressure told as two rash shots saw Lauritz and Shalako lose their wickets. Next in were Gerhard Lottering and Colin Peake. The pair applied themselves brilliantly by rotating the strike and punishing the odd bad ball when it came along. Gerhard was particularly brutal and smashed a well played 43 before he was eventually caught out on the boundary. Colin continued to keep

things ticking with a run-a-ball 29 and new batsmen Petrus Burger played a blistering cameo and contributed a quick-fire 21 from 12 balls to propel the EBH Welwitschias to 131 for 5 after their 20 overs. Knowing that they had a defendable total, EBH mounted the pressure straight away and bowled tightly. Petrus Burger bowled particularly beautifully and accounted for 3 quick sticks and left Wanderers top order in tatters. From that moment on it were backs against the wall for the Wanderers. With wickets falling at regular intervals they had no chance and were eventually bowled out for 68. Their best batsman was Pieter Rossouw with 32 runs. Stand out performers with the ball was Petrus Burger with 3/10 in his 4 overs, Matthew De Gouveia with 2/22 in 4 and Colin Peake with 2/9 in 4. EBH won the game by 64 Runs and move up to 2nd on the log behind log leaders Wanderers.

Hangana takes over Lucky Star Marathon The Ohlthaver & List (O&L) Group recently announced that its subsidiary, Hangana seafood, will be taking over as the main sponsor of the 'Lucky Star Marathon & Cycle Tour', which is known as the oldest coastal running event in Namibia. It was made public in September 2016, that Etosha Fishing would no longer be sponsoring the event due to financial constraints. “Etosha Fishing is delighted that Hangana Seafood has stepped in to take over the sponsorship of arguably the biggest annual coastal sporting event. It would have been a very sad day for all running and cycling enthusiasts at the coast if this event had to die a silent death,” says Etosha Fishing MD, Pieter Greeff. Under the Hangana sponsorship the annual event is now officially known as the 'Hangana Hake Run & Ride' and will continue as in the past with a marathon; half marathon; 10km fun run as well as a 105km road cycling, 21km mountain bike, 21km fat bike and 5km kiddies race taking place on 7 October 2017. “As one of the leading employers in the Namibian Hake fishing industry, and a member of the O&L Group that is inspired by our purpose of 'Creating a future, enhancing life' - we are excited to add this event that encourages healthy lifestyles, to our Corporate Social Responsibility (CSI) portfolio, as it enhances the lives of the community within which we operate. We thank all previous supporters of this event and invite them and first time participants to join us for the fun in the first ever 'Hangana Hake Run and Ride'. We look forward to seeing you at the start line,” said Hangana Seafood Managing Director, Herman Theron. Members of the public are encouraged to keep an eye out for the new soon to be launched website, and brand communication that will support the promotion of the event to all corners of the country and further afield.
