Contempt of court - Emily Schneider Waterberg back behind bars Sharlien Tjambari
Well-known Swakopmund estate agent Emily Schneider-Waterberg, who stands accused of malicious damage to property and assault, is once again in custody after her bail was revoked in the Swakopmund magistrates court on Friday. Schneider-Waterberg missed two court appearances and a warrant of arrest was issued. When she appeared in court on Friday, Magistrate Nelao Brown expressed interest to finalise this case, which dates from July 2014 and said the only way to do that is to cancel SchneiderWaterberg's bail and remand her in custody. Since 2014 the case was postponed several times. The case was finally postponed to 22 June 2016 for plea and trial. Schneider-Waterberg was absent and Magistrate Brown had issued a warrant of arrest with immediate effect on that date. On Friday an enquiry for the warrant of arrest was heard. During this Schneider-Waterberg testified that she was in e-mail contact with the state prosecutor, Tanja Jacobie, who has in the meantime resigned. SchneiderWaterberg testified that she sent an e-mail stating that she could not be in court on 22 June and asked for a new date, being 15 September 2016. The prosecutor answered stating that that is in order. She maintained that she did not appear in court on the new date as this date was not confirmed. “What actually baffles me in this case is that the lawyer, Alfred Ellis, and the accused so adamantly insist that the remand requested was between Ms Jacobie and the accused (…). A remand granted is at the behest of the court,” Brown said in her ruling. Subsequently she cancelled the bail as well as warning and remanded Schneider-Waterberg in custody. The accused is eligible to bring a formal bail application again, in order to regain her freedom pending the finalisation of the case.

Swakopmund housing list close to 9 000 mark The registration process by the Swakopmund municipality was initiated in 2013. It was the intention to provide the municipality with a better understanding of the housing needs in Swakopmund. All the various housing lists, including the DRC Residents, Build Together Programme, Mondesa Backyard Squatters and residents who are renting elsewhere, were combined into the Master Waiting List. It currently stands at 8 920. “Regardless of these efforts the Community Development Services Department receives daily requests from residents who are not on the Master Waiting List and who also wish to apply for housing,” it states in the Agenda. This scenario is a “clear indication” that the need for housing is “increasing at a

During the handover of some of the houses constructed under the Mass Housing Development Programme last year, the Minister of Urban and Rural Development, Sophia Shaningwa, emphasized the need to create a data base of potential housing clients. She said that such a data base will guide and assist government and local authorities in planning and allocating resources for land servicing and the construction of new homes. During the recent Town Council meeting it was decided to continue the registration process of residents in need of houses. They must meet the following criteria though: proof of Namibian citizenship or permanent residence; over the age of 18 and not the owner of any property; not a beneficiary of a government housing subsidy; not married to a person who is a beneficiary of a government housing subsidy, a letter of transfer of employment; and a voter's card.

Martin Luther Museum to open again soon Erwin Leuschner The iconic Martin Luther Museum on the eastern outskirts of Swakopmund might open its doors again soon – after being closed for two years. Town Council has approved an application by two private individuals who wish to revive the popular landmark museum. According to the Agenda the two private persons Esterina Carstens and Odette Labuschagne were invited to make a proposal to lease the historical site to the Management Committee in October 2016. “Various questions were raised and answered to the satisfaction of the MC,” it states in the document. In their written proposal Carstens and Labuschagne state that the Martin Luther Historical Site is the “ideal place to display and sell all forms of handwork of the community and Namibia.” It is their intention to buy products and transform these into unique products not seen before. Recycle material will also be used and they wish to promote the different cultures of Namibia. “In addition, the ladies plan to establish an Information Centre regarding the history of the historical locomotive and the region itself. Other plans include the hosting of a Martin Luther Festival in future to promote Swakopmund to sell strictly Namibian homemade products,” it states. The Namibian products they wish to showcase, include arts and crafts such as clothes, paintings, woodworks, metalwork, needlework, carvings, baskets, jewellery, mobiles and municipal plants. During the recent meeting Council approved that Carstens and Labuschagne can lease the site, measuring about 2000 square metres for a period of five years with an option to renew. The monthly rental tariff is N$1 035.00 (incl. VAT). The historic steam engine, which was bought in Germany, ground to a halt about four kilometres outside Swakopmund in the beginning of 1897 and was abandoned there. A local resident Max Rhode is said to have said at a gathering: “Did you know that the steam ox is called 'Martin Luther' now because it can also
Daures constituency-Fearsome elephants are back again Sharlien Tjambari
Elephants have once again made their appearance in Omatjete, Daures Constituency in the Erongo region and this time they have destroyed houses during the evening of 2 February. According to Benhard Mauha, a farmer at Omisema village in the Ozondati district, there were about five to six elephants that night. The elephants destroyed three houses at Omisema last week Thursday. Mauha says he works in Swakopmund and only goes home once in a while to visit the family so there is only ladies who live back home. He further said that in one of the houses there was an 18 year old who was sleeping and he was awoken by the sound of the elephants, he was in shock for about two days says Mauha. “Our village does not have water, the borehole we have ran dry so I do not know what attracted the elephants to our village that evening” adds Mauha. According to him, officials from the ministry, the governor and officials from the nature conservancies went to their village on 3 February to take photos and to record the incident and advised them to keep water open because the elephants will just drink and go. “This is not the first time that elephants destroy our homes. We all know that this is every year's story and elephants have killed people in the past while people were in their homes. All we ask for is for the government to take the elephants back to Etosha or wherever they come from and not use the excuse of tourism. There are no tourists visiting these areas so it will only be right for the government to take the elephants away before they cause more harm to humans” Mauha emphasized. He said he would also like to warn villagers in the Omatjete, Daures constituency about the elephants and for them to be extra careful when approached by elephants.

say – 'Here I stand, I can do no other'.” Since then the steam locomotive was dubbed “Martin Luther”. In the meantime a portion of land located next to the site has been allocated to the Ovahimba Cultural Group to build a cultural village and showcase their culture. The group is struggling with finances though to get the new venture up and running. The land earmarked for the cultural group measures 900 square metres and has a monthly rent of N$465.75 attached to it.

Ministry of Mines and Energy Erongo Regional Office inauguration date unknown Sharlien Tjambari News on when the Erongo Regional Office of the Ministry of Mines and Energy, which is based in Swakopmund will be inaugurated is not yet known. The offices were expected to be inaugurated last year, but this has not happened yet and have raised eye-brows. The building have unique fixtures on its roof, called the UGE-4K vertical axis wind turbines which are used to generate power. Wind turbines are designed to produce energy across a wide range of wind speeds. Vertical axis wind turbines go one step further, harnessing winds from any direction simultaneously. These are suited for low-altitude installations, where winds are often unpredictable and varying. The building was designed to become a symbolistic part of the environment and also designed to showcase and utilise green energy sources. The Ministry of Mines Erongo Regional Office is a research centre which serves to collect information about the environment and geology of Namibia. The entrance is there for a display area with some interesting scientific information. During our previous research on the building, namib times learned that as part of the design process it was taken into consideration that the new Mines and Energy regional offices will be hosting both the mining and the energy sectors at the coast. The harvesting of the environmental energy is done on the outside of the building, catching as much sun and wind as possible in strategic positions. Namib times attempted to get answers on when the office will be inaugurated from the Ministry of Mines and Energy's public relations officer or communication officer, but attempts were unsuccessful. Namib times will by all means try and get an update on the building and will keep you informed on the date of inauguration and why the ministry is taking long to inaugurate the Erongo regional offices. Municipality battles two large pipe leaks in two days Erwin Leuschner
The Swakopmund Municipality fixed the large pipe leaks by Friday afternoon, after working 'round the clock for almost two days. The first leak occurred at about midnight on Wednesday in Hage Heights (namib times reported) followed by another major pipe failure at the NHE houses between Tamariskia and Mondesa on Friday morning. According to a communique sent out by the Municipality the first leak occurred when a 200 millimetre fibre-cement line burst in Hage Heights. “The reasons are unknown, but it is well known that these lines are prone to failure – which is why these materials were phased out and replaced with uPVC, which has better characteristics,” the statement reads. As the line is about two metres deep and electric cable obstructed the excavation, the crew had to work manually to fix the leak. After working around the clock on the first leak the crew was dispatched to the second leak, which occurred on the same line at 4:00 on Friday morning. The second line is one of the major supply lines from the reservoir past the Mondesa cemetery north of Tamariskia to Mile 4. “Yes, we are aware of the seriousness,” the statement continues. According to the municipality the pipe in Hage Heights was fixed temporarily. The valve and a section of the line will have to be replaced. “As this
area was not provided with a ring-main, and is interconnected with several other areas, the team had to close 40 other valves to isolate the break,” it reads. he newspaper was contacted by various upset residents, complaining that the water supply was shut off and that the stand-by numbers were not answered. “Though the crew were doing their best, they were working in the open in a noisy environment with pumps and generators running, inside a trench and thus with their hands full. Given the situation, it is not surprising that the telephone is sometimes not reached in time,” the statement reads. The pipe leak in Hage Heights occurred at the intersection of Ametis and Saphir Street. The water flooded some roads. Many residents in the area got stuck in the mud in the morning as they were trying to leave for work, while a room at a guesthouse was flooded.

Mayor Wilfried endorsed cycle fundraiser. The Walvis Bay Mayor, Mr Immanuel Wilfried met with Danny Beukes today to endorse his cycling fundraiser for Charlize. He intends to raise N$60,000 for Charlize Engelbrecht, a 10-month-old baby girl who was born with a heart defect and has just returned from Cape Town after a third open heart surgery. Beukes plans to cycle 300 km from Walvis Bay to Rock Lodge via the B2 on 16 to 18 February 2017 and says if he can get 10 companies to sponsor him N$ 20 per km (N$ 6,000), he will hit the target for Charlize. Several companies and individuals have opened their hearts and pockets for this fundraiser, and a total of N$43,800 has been raised to date, with a further N$ 9,000 in pledges. It is hoped to exceed the target amount by far, and it is believed to be achievable. Message from the Mayor to Danny was: I am touched that you have embarked on this heartfelt gesture, for little Charlize. It is an exemplary gesture that I hope others will emulate. We wish you a safe and trouble free journey. I would also like to appeal to more companies and individuals to contribute to this worthy cause. Our little ones are our future leaders and ensuring that they are in good health should always be a priority.
60,000 can make up for some of it. Whatever money is raised beyond N$ 60,000 will be donated to the parents of David Ipumbu from Windhoek, another boy born with a heart defect, only this time it is personal” says Danny. “It will be the toughest bike ride I will attempt” he continues, “but it has been done before, it will just really hurt.” Danny has also done previous cycling events to raise funds for others, his most popular event is the Cycle 4 Damian, to raise funds for a boy also born with a heart defect. Other cycling projects were: - Shakir Desert Cycle challenge, to raise funds for a boy with a clubfoot condition. - Group ride for Jozinho, a 6-yearold that had a dangerous tumour to his head. He unfortunately did not survive. - Tour de Narraville, an event to raise funds for a local church. One of the ways anyone can help is by praying for Charlize, her parents, and for a smooth ride. Interested companies that don't sponsor individual cases are encouraged to mobilize their colleagues to sponsor Danny for any amount per km. Companies and individuals who wish to donate some money, can still do so even after the event. Enquiries can be launched via email at dbeukes@sanlam4u.com.na or 0811282256, 0811280089, 0811227518 and 0812987148.

Mayor Wilfried also thanked all the companies and individuals, locally and from Windhoek who have opened their hearts to this project. “The auxiliary expenses around such a medical excursion is extremely huge, and I hope the N$

Pipe rupture plays havoc in Ocean View A burst pipe on the corner of Ametis and Saphir Street in Swakopmund early yesterday morning caused absolute mayhem. Some residents leaving for work got stuck in the mud and had to be towed out, while a room of a guesthouse down the road was flooded. According to some residents, the pipe burst sometime after midnight. It was reported to the municipality at about 5:00 in the morning. When namib times visited the scene the road was closed and an utter mess. Some residents were busy shovelling sand from their driveways while others made small sand walls to redirect the water flow. Clearing agents of import vehicles take note days of lawlessness over The municipal traffic department in Walvis Bay launched operation clean-up this week, to rid the town of the ongoing menace of imported vehicles abandoned in the town's streets and neighbourhoods. Samuel Shoopala The title is an insult towards the men and women who ensures there's a relationship between traders and government administrators, and the whole action is illegal. When you are in charge of a border town, you need to avail land for all abandoned goods including vehicles. That land need to be controlled or managed by a Customs administration or an independent party through a
PPP. Therefore, even after years of having taken these vehicles from the road, the municipality cannot auction them for two simple reasons; 1. In most cases these vehicles are older than the legally acceptable imports into Namibia. 2. The municipality does not have the mandate to auction goods in transit, because they are still under Customs control. James Daniel Parkin Love it! We gotta protect

Baby number 3 surprises mom and dad Jetlien Noabes, a resident of Swakopmund gave birth to three beautiful babies on Sunday morning after a long wait of nine months, but she says baby number three surprised her a lot. Not only the fact that it was a girl, but because Jelien only expected twins and not a triplet. Makoka Nielsen Uainaua ''All this time I was expecting to give birth to two babies only, because that is what the sonar showed us, only two babies and when baby number three came I was surprised said Jetlien'' How come the Sonar didn't detect (see) the 3rd baby of that size, it basically implies that that sonar can't even detect a Tumour at its initial stage, our health system tho, Rachel Amor WokEndola True July Alby Nghaamwa It happened to many Ya Shomeya But why July alby nghaamwa Kretta Naasohoni Complicated surely.Even if you were carrying a stone for nine months that might be a problem to your life, Sonars aae. 8 year old run over An 8 year old girl was hit by a car on Wednesday after she attempted to cross the road near the 'Welcome to Walvis Bay' sign. It is not yet clear what caused the incident, but it is believed that the young child did not pay full attention to oncoming vehicles and found herself in the way of a vehicle travelling from Swakopmund. She sustained a fracture to her left leg and is receiving medical attention at Cottage Medi-Clinic in Swakopmund. A case of reckless or negligent driving has been opened against the driver. Gielie Lambrechts Sad that this accident has happened AND oh so true re reckless driving. It's a 60 zone....drive 60 and all sorts of vehicles overtake one on the double barrier lines. BUT some children have no respect for traffic as well. They run across even if one is close or walk to the middle and stand there. The zebra crossing has been removed, painted black, but some children still cross the road at that spot AND some dumb assess even stop there to let children cross. SOLUTION: two or three tunnels and close the road off on the sides. Muriel RiRi Negongo Can the municipality perhaps introduce a series of humps, 20-30m stretch or even more Carola Krämer please also teach the schoolkids to stop at a zebra crossing before crossing it I'm amazed nothing has happened so far at the Vineta Circle near Cashbuild some drivers ignore the crossing Louw Greeff That area will see many more lives lost. Let me guess they want to make that a 40zone too? Typical, problem is not the motorists but the pedestrians. Ever heard of a tunnle..

resolute response. This response has been laid out in the Mid-Year Review, and the budget outlined therein is fully funded to the end of the financial year, as I have recently stated. Hon. Venaani may not be aware of the contents of the Mid-Year Review, however, as he and several of his colleagues walked out of Parliament before it was presented. The Mid-Year Review has aligned the 2016/17 budget to the current economic climate, and we are confident of reaching the targets set out in that document. Moody's, in its recent report on Sub-Saharan Africa, has commended the introduction of fiscal consolidation measures by the government of Namibia. The government has reaffirmed its commitment to honouring its contractual obligations and steps have been taken in recent months to accelerate payments. It is irresponsible to claim, as Hon. Venaani does, that government is not paying, when obligations continue to be honoured. All of this information has been available, indicating that the government is managing in the face of the current economic headwinds, and is implementing appropriate measures in response. While I have endeavoured to keep the public informed on economic developments, it is beyond my control if Hon. Venaani closes his ears and remains unwilling to make use of this information. Fiscal transparency requires active participation from all stakeholders, and cannot be accomplished when budgets are announced to empty seats. Issued by Hon.
