inside NASA “spy planes” touch down at Fire at Walvis Bay Airport on science mission luxury Two planes of the The United States of America's National Aeronautics and Space Administration (NASA) touched down at the Walvis Bay International Airport last week to utilize the airport as a base until the end of September for very unique flight missions over the South East Atlantic. Off the coast of Namibia for several months of the year a layer of smoke, originating from fires deep in Africa, drifts over a persistent layer of clouds. NASA wants to study the interaction between this smoke layer and the clouds to determine how this interaction effects global warming. South Africa’s economic sneeze likely to give Namibia the same flu Erwin Leuschner The South African economy is bordering on a recession which will in all likelihood impact Namibia negatively as well. This was said yesterday by Minister of Finance, Calle Schlettwein in Swakopmund during his keynote address while opening the annual conference of the Organisation Of Eastern & Southern African Insurers (OESAI). While Schlettwein addressed more than 200 Schlettwein made these remarks in light of the delegates from all over the world during the 39th release of Fitch Ratings on 2 September of their OESAI conference taking place at the Dome in latest rating opinion. SA economics Continued from page 1 According to Schlettwein one of the major factors in this ratings opinion was the elevated level of public deficit to GDP observed in the 2015/16 financial year. This was chiefly the result of actual government revenue coming in below its target. “I agree with Fitch when they identify 'a secular decline in SACU revenues' as one of the key challenges to Namibia's public finances,” he said. The Minister of Finance noted that it cannot be expected to see the strong revenue growth of the 2012-2014 period repeated in the coming few years, particularly due to the current challenging environment. Subsequently Government revenue growth has been constrained by persistently low global commodity prices and spill-overs from the slowing Angolan economy. “This curtails consumer demand in Namibia,” he said.

A specially modified vessel meant for this operation, Ryazanovka, is currently at anchorage at Walvis Bay, after first spending between the months of May and August at anchorage at Lüderitz. Reliable information indicates the vessel is fitted with a purpose-built tank to accommodate and transport the live captured marine species to Asian clients. Environmentalists consulted called upon the Namibian public to support all efforts to convince the Namibian fisheries not to allow the capture of Namibian marine species for any forms of aquarium trade. “This is Ludacris,” an environmentalist said to namib times when asked about this. The person wishes to remain anonymous. This specialist argued that penguins, dolphins and killer whales are protected and according to the IUCN shouldn't even be considered for something like this. Sources indicated that the initial application quotes numbers of each specie required for capture that actually exceeds the populations estimated to be present in Namibian waters.

U-2 spy plane built between 1955 and 1989 and still in use for spy missions by both the United States and China. The ER-2 will fly to altitudes of up to 20km to photograph the smoke and cloud layers through a range of highly sophisticated imagery equipment. The second plane is the P-3 which was developed by the US during the Cold War as a submarine chaser. This plane is equipped with instruments to gather direct samples in flight of the cloud and smoke formations. The document further confirms Namibia's initial reluctance to give the diplomatic go-ahead for the missions and for these types of planes to operate in Namibian air space, presumably for the possibilities that these planes could embark on airborne spy missions over the country. An article sanctioned by NASA published sciencemag.org over the mission reads: “The National Aeronautics and Space Administration (NASA) has launched a mission on Monday, 29 August, sending daily flights from Walvis Bay International Airport for the next 3 weeks to collect information which could very possibly solve global warming puzzle. NASA aircrafts, including a P3B and an ER-2, will be used to conduct the investigation, flying out of Walvis Bay, Namibia and probing the aerosol/cloud interactions over the South-East Atlantic during the season of African burning (August-October). The P-3B aircraft is a four-engine turboprop capable of long duration flights of 8-12 hours, the aircraft serves an economical test bed for studying the Earth and for new concepts in satellite design. The ER-2 is flown solo at 20 km and carries a suite of instruments similar to those on satellites, a very high-altitude civilian atmospheric research fixed-wing aircraft based on the Lockheed U-2 reconnaissance aircraft. “Off the coast of Namibia, for several months a year, a layer of smoke drifts over a persistent deck of low clouds. It's the perfect place to investigate the thorniest problem in all of climate science: how haze and clouds interact to influence global warming, either boosting or moderating it. Now, after weeks of delay, an airborne research campaign is getting started in this diaphanous natural laboratory. The smoke, from fires deep in Africa, is nearly invisible to satellites in space, and because the southeast Atlantic Ocean has few islands, the layers are hard to study from below. But flying directly into them from Namibia has posed its own hurdles—bureaucratic ones, which NASA has now cleared. On 29 August, research planes will begin nearly a month of flights into the heart of the smoke and clouds, taking off every other day from Walvis Bay, Namibia, with plans to return in 2017 and 2018.”
High swell lead to some damage at Swakopmund Erwin Leuschner The exceptionally high swell on Friday last week left some scars along some popular beach spots. A winter storm coupled with the new moon led to a maximum wave height of up to 4.5 metres, reports indicated. While only minor damages were reported, the most hard-hit spot was once again the Tiger Reef Beach Bar close to the Swakop river mouth. Some waves managed to crash through the
awnings and palm tree leaves serving as a barrier. “My alarm went off on Friday morning at about 3:00 and we thought somebody was breaking in. Turns out it was the waves moving the fur-

Fire rips through Hakusembe Lodge A fire broke out at the Hakusembe River Lodge near Rundu on Saturday morning, causing damage. Albeit not to a degree that business at this Gondwana establishment would be negatively affected. Hakusembe is a sister accommodation establishment of The Delight Swakopmund and is frequented by coastal residents and also a favourite booking destination for coastal tour- and travel operators. Hakusembe's management issued the following statement: Early this morning a fire caused some excitement at Hakusembe River Lodge. It started at 5 o'clock at a separate scullery building and spread over the lawn to the grass-roofed restroom at the swimming pool area. The staff reacted promptly and kept the fire under control until it was extinguished at 7.30 a.m. No one was injured. The cause and a damage estimate have not yet been determined. “Our lodge is currently fully booked. We are very fortunate that our operations are not affected at all,” says lodge manager Edison Kaura. “Our guests could enjoy their breakfast on time. Many thanks to everybody who helped us extinguish the fire this morning.” Gondwana's Hakusembe River Lodge is situated on the southern bank of the Okavango River, 16km west from Rundu.”

The most common mistakes buying a home “We have all read headlines such as Namibia has second highest housing price increase, property prices continue to increase while IMF fears house price bust. Because of such headlines, potential home owners should make 100% sure that they do their homework and avoid the most common mistakes that first time home buyers tend to make.” So says Magda Talbot, National Sales Manager FNB Home Loans. She goes on to explain, that purchasing a house is an exciting, but also complex process and a number of factors must be taken into consideration before jumping in. “The first one is – affordability, which will often throw a first time home buyer off because it is not a simple calculation. Often first time buyers are overly optimistic about their affordability. Merely taking your income into account is not an accurate assessment of your affordability, as there are expenses that will have to be main-tained along with your bond repayments. Before starting to look for a home, potential home owners should get an indication of the loan size they qualify for. First National Bank can assist clients with pre-qualification. Don't be disappointed if the amount you qualify for is less than you thought, the bank needs to ensure that you can comfortably afford a home loan and protect you from getting into financial difficulty later in life.” “The second thing to keep in mind is the fact, that the bond is not the only expense that comes with owning a house. Once you have successfully bought your house, you will need to be realistic about doing things like furnishing your home. It is not wise to take out credit to furnish your new home. You will need to do this gradually so that you can keep up with your bond repay-ments and all the additional costs related to your home,” cautions Magda. Other expenses that will need to be considered and bud-geted for include municipality rates, taxes, insurances and levies. She adds that it was also important to note the different types of properties and how they would affect the finances once you are a home owner. “For example when you purchase a sectional title you are buying a unit in a complex or a development. Sectional titles are considered a more affordable option, be-
cause you would pay a fee often referred to as levies that go towards covering your home insurance and the general maintenance of the common property for the whole complex. However, this is different for someone who chooses to purchase a
free hold property, which is a free standing or a cluster house, as they would have to maintain their property themselves” explains Magda. In addition, there are rules for the sectional titles and it would be wise to know these before pur-
chasing this type of property. According to Magda Talbot, when someone gets to the stage of buying their first home, practical thinking is sometimes overruled by excitement. She cautioned: “Rather ensure that your finances and
personal circumstances are completely stable. Don't rule out renting completely because it has various benefits. You can save up for a deposit to ensure that when a good deal comes along, you will have a very good chance to secure the mortgage and the house that you really want, in an area that you have thoroughly researched.”

DTA joins the fry in growing unemployment discontent Piquet Jacobs Official opposition party DTA of Namibia attempts to spearhead a nationwide unemployment strike soon, as an ultimatum and demand for the reinstatement of over 1000 fishermen who were fired after their participation in an illegal strike 11 months ago at Walvis Bay. The fishermen officially downed tools in November 2015, demanding increases in their basic salaries, medical aid, overtime and a housing allowance among others. The illegal strike was led by an affiliate of the Mining, Metal, Maritime and Construction Union (MMMC), the Namibia National Labour Organisation (Nanlo). This strike in turn cost fishermen involved their jobs. For the past 11 months, these fired fishermen were advised to ask for their jobs back. With his visit to Walvis Bay last week for the inauguration of a new DTA Councillor to the Walvis Bay local authority council, DTA leader, McHenry Venaani took the opportunity to address unemployed fishermen. During this he demanded that these workers be reemployed; giving the government 30 days from Friday, 2 September, to resolve the issue. If no consensus has been reached at that time, Venaani threatens to mobilise all unemployed people in the country to take part in a mass peaceful demonstration. “The companies must re-employ these people within 30 days from now. If they do not have money, then their fishing quotas must be increased. We are giving Government 30 days to solve this matter; if not a mass demonstration will come,” Venaani commented. What Venaani failed to address at this meeting on Friday is how this illegal strike affected and already the financially strained fishing industry. Venaani further said, “The Harambee Prosperity Plan promises jobs while we are losing over 2 000 jobs in reality. Government is well aware of the fact that there are approximately 4 000 Spanish nationals working in the fishing sector while Namibians are sitting without work. These foreigners are earning salaries at the
expense of Namibians.” Venaani referred to the matter as a national crisis which should receive imme-
diate attention from President Hage Geingob, adding that the issue has nothing to do with politics.

Need for desalination no more debatable water shortage for coast grows rapidly During the information sharing and consultative meeting about the water supply to the coastal areas of Namibia with stakeholders in Swakopmund yesterday, the Minister of Agriculture, Water and Forestry, Mr John Mutorwa, made it clear that the national water utility Namwater is running out of sufficient water for the central coastal region. The only future for the coastal towns lies in the desalination of seawater. Denise Van Bergen I remember hearing virtually all these statements by in the mid-nineties, and the days and days of workshops and discussions and consultants ..... and here we still are .... Manniekie Patrick Kativa I like this idea but once of all I want at least one day to see what the minister John mutorwa does regarding development back to his own home town like others does Johnny Shiri Nawa Denise, the problem starts right at the top.......they allow 2billion for new prime minister offices, new Hosea airport 5bilion, reclaimed container terminal 5 bil, allow the chinese to mine.....etc, but they dont make provision for desaltation(mines use lots of water), roads (more transport due to habour). Bottom line , they dont strategic plan for future (Whk water crisis....) Guess why?? Beatrix Hill Fully agree.. So many people forgotten.

Plans underway to remove30 000 squatters from Coastal Towns The towns Swakopmund and Walvis Bay want to relocate all backyard squatters and “do away with shacks entirely.” Various leaders from different institutions met this week to discuss the initiation of a programme to relocate about 30 000 squatters from both coastal towns. “It is not that easy though,” said Erongo Governor Cleophas Mutjavikua in an inter-view with namib times. More than 400 Swakopmunders join in on Cancer Walk Erwin Leuschner
More than 400 residents from Swakopmund joined in on the first National Cancer Walk of Namibia on Saturday morning as the “Radiowave Walk for Life.” Even though the misty and cold weather didn't play along, that didn't deter the participants from walking along the beach starting at the Mole. Participants could decide if they prefer walking five or ten kilometres. The Cancer Association of Namibia is very pleased with the amount of participants. The walk was hosted in Windhoek, Rehoboth, Walvis Bay and Swakopmund and altogether more than 3500 pairs of feet “walked cancer out of our towns” and helped to create awareness and raise funds for the CHICA Fund (children fighting cancer). Similar walks will soon be hosted in Lüderitzbucht and Tsumeb, while some other towns are already indicating that they want to join as well.

Rossmund News Wow!! cannot believe it is Friday once agaaain!! With only 113 days left to Christmas. Weather quite chilly out here at Rossmund with bits of sun later in the day we hope but, that cold westerly wind. Not sure what happened to the “First Day of Spring”” been more like the “First Day of Autumn.” Quite a few extra results to get through this week after all the happenings over the long weekend - so lets go! SAGES Nationals – Windhoek and Omeya – sponsor Mike Beavis – Pastec. Unfortunately we only had a small contingent this, year but they really did Rossmund proud. Athol McLean finished on 72pts – Winner of the Stableford Division with Tony Boesch in 2nd place on 70pt (c/o) over Ferdi Graupe. Athol was also awarded the “Madala Cup (Over 70's) – well played to both of you. The Champion for 2016 was Bertus Damon. On Friday at Omeya Tony also took Nearest to the Pin on No.14. Sperrgebeit Open Championship – here we had quite a large group of coastal players making the annual pilgrimage. I understand that Likius had a 4 shot lead going into day two but was overtaken by long time rival Gabriel Shikodi. Coastal Winners: Overall Winner Gross: Gabriel Shikodi 227; R/U Gross Likius Nande 230; Overall Winner Nett: Koot Potgieter 215. Ä”Div Best Gross: Stephanus Bonifacius 232; R/U Best Nett: Desmond Benson 229. “B”Div Best Gross: Mario Polster 249; Best Nett: Eddy van Wyk 233; R/U Mark Jacobs 233. Nearest Pin No.2: Dennis Haimbondi; Longest Drive No.9 Likius Nande; Longest Drive No.12: Stephanus Bonifacius. Well done to all the players and a safe drive further for the “spannetjie” going to the Cape. Botswana Ladies Open – Gaborone a group of 11 lady golfers made the journey to play in this prestigious tournament with 9 players returning with a prize. We were very proud to see our own Caro Els crowned Champion Golfer for 2016 winning the tournament with a 4 shot lead over her nearest rival – well done Caro and also all the other prize winners. Ä”Division Caro Els O/A Winner and Champion: “B”Division: Brenda Lens 3rd; “C”Division: Lydia Lumley 3rd; Stableford Division: MaryAnn Boltman 3rd. Wednesday Competitions: 24 August – sponsored by Neil McLeod – Absolutely Perfect Water – a great day of golf was had by all and there was a good buzz in the clubhouse later. Winners: 18 holes – Michael 36pts followed by Korneels 33pts c/o; 9 holes went to Donovan 20pts over the back nine. 31 August we had some breakfast vouchers up for grabs compliments of Gerhard van der Merwe/ Atlantic Villas – The eventual winner with a well played 40pts was Michael – winner on a countout from Willie (lost out with his blackout on No.16) – oops there goes the handicap again. Keep going Michael you will be a scratch just now. 9 hole winner was Athol with 21pts on the front nine. Important Information: Wednesday 7 September – there will be a large group of corporate players teeing off from 12 – 13.30. Our sponsor for the day will be Gerhard Byleveld/Advertsing Displays. You are welcome to tee-off before 12. Unfortunately the No.1 tee box will be closed from 12 until 13.30 and No.10 from 12 until 13.00 – meaning all regular players to tee-off from Number 10 from 1 o/clock onwards. Sorry for the crash L luckily the clocks have changed, so a bit more daylight. Matchplay: this appears to be running on schedule – well done guys for all the efforts keep it up. Saturday 3 September will be the August Round of 2016 Novanam Monthly Medal.

Doyle's 2016 Hackers Squash Cup The Hackers Squash Cup that was sponsored by Seanam was held on Friday 19th & Saturday 20th August. This year a consolation cup & a consolation plate section was included in the men's competition. The first two rounds of matches were played Friday night and were then continued Saturday morning at the municipal courts. The final round was then played at Buccaneers Squash Club with the prize giving function afterwards. The level of competition in the various levels of squash were close with a clear improvement of the standard all round. With only a Friday evening & a Saturday available to play, the men all played 5 games each and the Ladies each had 4 games. This made it a hard and tiring event with many aching bodies afterwards. The prizes were handed out afterwards and then everyone present sat down to a well enjoyed meal. The results ended as follows: Ladies Plate : 2nd - Christelle Eiman 1st - Ester Meyer
