Trio to make formal bail applications on 19 Sept. Floris Steenkamp The three Walvis Bay residents who were nabbed over the weekend for trying to sell two elephant tusks to undercover police officers will have to wait to 19 September to make formal bail applications. Dirk Vermeulen (51) and Edgar Clarke (41) were arrested over the weekend at Gracemeare flats in Fairways Estate in Walvis Bay after two elephants tusks were found in their possession. They appeared in the magistrate's court on Monday for the alleged contravention of Section 4(1) (a) and (b) of Act 9 of 2008 (as amended in 2009). On Monday a third suspect, Michael Lusse (60), was arrested. Lusse appeared in court on the same charges on Tuesday. The magistrate ordered the three suspects to remain in custody, pending a formal bail application on 19 September. Vermeulen is represented by lawyer Mr Ugéne Thomas. Clarke is represented by L Heyman. Lusse is represented by Esta Steyn.
“Barbaric”
Walvis Bay mayor strongly condemns killing of Kuisebmond woman by lover Floris Steenkamp
Walvis Bay's mayor Alderman Immanuel Wilfried on Tuesday night condemned as barbaric and violent acts the latest increase in extreme cases of domestic violence, specifically women murdered by male partners in their love relationships. The mayor made specific reference to an incident in Kuisebmond over the weekend where a woman was murdered by her lover.
No increase.... Although the market prices for refined petroleum products fell globally during August, and normal market reasoning would dictate lower fuel import prices as a result, a weaker Rand/US Dollar prevented the scale to tip in favour of the Namibian fuel consumer.
In the light of the above, the Ministry of Mines and Energy announced this week that fuel prices will remain unchanged during September. Under these circumstances there is still some positive news: oil companies are currently experiencing an over-recovery on 95 Octane unleaded petrol of N$16,946 cents per litre and diesel at N$20,915 cents per litre. This overrecovery effectively absorbs the 25 cents per litre fuel tax increase the Ministry of Finance imposes as from 1 September. The fuel tax increase that came into force on 1 September is from 65 cents per litre to 95 cents per litre. Had there been no significant over-recoveries, a fuel price increase would have been on the table. “Recently we have seen an increase in extreme domestic violence cases. Some members of our society are resorting to murdering their loved ones and have no control of their anger. This past weekend in Kuisebmond, one of our residents lost her life at the hands of her so-called lover”, the mayor said in his keynote address during Tuesday night's monthly council meeting, held at Council
Chambers at the civic centre. Adding: “Like many other Namibians who take pride in being citizens of this country, I strongly condemn these barbaric and violent acts. It is not fair that valuable members of society should live in fear. As men we should take pride in protecting the most vulnerable members of society, our women and children, not resorting to hurting
them emotionally, physically or killing them”. The alleged murderer made a first appearance in court this week (see page 4). Picture of the alleged killer Phillipus Hafeni Haihambo below:

Namibia Heart Foundation launched New dawn for heart disease sufferers The launch of the Namibia Heart Foundation (NHF) was held on 30 August, in Windhoek. The launch of the NGO was sponsored by Capricorn Group and its flagship brand Bank Windhoek. Along with Ogilvy, First National Bank, Standard Bank, Static Grid, Dr Ludwig Walters and Pick n Pay who also contributed to the event; all in efforts to create awareness about heart diseases and their associated risks. Over 80 guests gathered together to endorse and support this great cause, including the Minister of Health and Social Services, Dr Kalumbi Shangula; along with cardiologists, dieticians, corporates, NGO's, Miss Namibia 2019 Nadja Breytenbach and the general public. The Namibia Heart Foundation (NHF) was explicitly established in March 2019 to educate Namibians on diverse heart-relatedillnesses and comple-ment the good work of those who have dedicated their hard work towards creating awareness of heart diseases and its associated risks. With volunteers around the country, the foundation further aims to create an inclusive, safe and empowered community for individuals suffering from cardiac diseases and strokes by helping, guiding and supporting them and their families. Cardiovascular diseases are prevalent in Namibia, contributing up to 30 per-cent of the total deaths in the country. Although the medical and allied pro-fessions, government and private hospitals, medical aid and insurance sec-tor, and others do their utmost to educate Namibians on preventative and ear-ly diagnostic measures, much more needs to be done. This difficult path can become a lonely place for sufferers as they deal with the after-effects of a heart attack, which could include sadness, anger, anxiety, guilt, confusion or stress. Therefore, the road to recovery is more than just regular exercise and healthy eating but also includes mental support to help sufferers become holistically healthy again. “Anyone can recover from a heart attack with a healthy emotional & physi-cal lifestyle,” said Mr Gerhard De Koe,” the founder of the Foundation. Mr De Koe testified that his personal experience with heart surgery left him with a lot of emotional and physical needs at the time, which prompted him to stand up and be the voice for many other Namibians who are facing the same dilemmas during the process and its procedures. Capricorn Group and its subsidiary Bank Windhoek reported that they sup-port their statements of being Connectors of Positive Change, by planting seeds that will grow into sustainable change. Supporting the Namibia Heart Foundation is one such an example. “We are proud to be part of this move-ment, which the group believes will make a positive impact on the lives of the patients and their families,” said Mr Thinus Prinsloo, Capricorn Group CEO. The Namibian Heart Foundation stated that they desire to take hands with the Namibian community and all role players to create a healthier and happier nation to ensure that our country advances in this regard. “Together with the support and various contributions of stakeholders, we can make a difference,” said Mr De Koe, as he spoke at the function lobbying for more funds to ensure the success of the NGO. Mr De Koe can be reached on: Email: info@namheart.com Cell: +264 (81) 3060515 or Web: www.namheart.com

Hand sanitiser in the war against Hepatitis-E Sharlien Tjambari Since the latest outbreak of Hepatitis-E, Namibia has recorded more than 6 000 cases. Erongo region hit the second worst. The DRC informal settlement at Swakopmund is a high risk area, followed by Twaloloka informal settlement at Walvis Bay. Namibia is not sitting idle in battling Hepatitis-E. This week a sanitation solution was launched at Swakopmund which is expected to turn the tide against the further spread of the disease which was first detected in July 2018. On Tuesday of this week, Blue Planet Investment AG, Germany, in conjunction with the Ministry of Health and Social Services, handed over 20 000 units of spray-on hand sanitising solution to residents of the DRC in Swakopmund and Twaloloka informal settlement at Walvis Bay. These two areas are believed to be worst hit with Hepatitis-E at the coast. Blue Planet, a producer of mineral, eco-friendly and non-toxic disinfectant solutions fit for human consumption, donated the hand sanitisers. They started without delay the distribution process. There is a group of volunteers assigned to the task of distribution and are going from door to door to ensure
that every household receives the product and that everyone understands what are expected of them. The chief executive Officer and founder of Blue Planet Investment, Alexander Lattmann, explained this particular hand sanitiser is completely safe to use and does not have any side effects. The hand sanitizing solution can be used on all surfaces, hands and in purifying contaminated water.
The group was in Swakopmund about three months ago to assess the situation, hence the decision to distribute the hand sanitiser. Former health minister Bernard Haufiku advised residents of DRC at the handover to regularly wash their hands. Use running water and soap. Haufiku confirmed Erongo is the first to use the Anosan Sanitation Solution product in Namibia.

Keep Walvis Bay clean Mayor urges pupils to study hard for year-end exams
Urinating in public an increasing concern....
Walvis Bay mayor Alderman Immanuel Wilfried urged the Walvis Bay community this week to take pride of the town's urban environment and not to degrade it with unacceptable acts like urinating in public, littering and vandalism. Every resident must do his or her part to keep the town clean and at all times, he said on Tuesday night during the monthly council meeting held at the civic centre in Walvis Bay.
With year-end now fast approaching, and the schools which reopened for the final trimester of 2019, Walvis Bay mayor Alderman Immanuel Wilfried urged all school learners to intensify their focus on their school work. Specifically with the aim of preparing for the year-end examinations. The mayor made this call on Tuesday night during the monthly council meeting. “As we have kick started this brand new month and the reopening of the schools for the third term, I would like to urge all learners to stay focused and put in that extra effort that will help them make it to the next grade. Education is a collaborative effort between the learner, the teachers and the parents. Therefore, I would also like to call on parents and guardians to render their children the much needed support so that they can perform optimally at school”, Alderman Wilfried said.
The mayor also confirmed that the national clean-up campaign will be held on Saturday, 21 September. The event is a country wide campaign. “I would like to appeal to all residents to show their usual support and show up in numbers in order to make this a success. Some may ask: what is the point of having a clean-up operation for one day? But the aim is not to clean for one day of the year only, the aim is to sensitize our residents on the importance of participating in keeping our environment clean. As you all may be aware, our municipality has been running the Team-up to Clean-up campaign since 2017. This campaign complements our other cleaning efforts; however, littering continues to be a recurring problem in Walvis Bay. Fellow residents, let's refrain from littering, public urination and vandalism and take pride in our urban environment by keeping it clean at all times”, Alderman Wilfried is quoted. Theft of dustbins, water taps and other valuables on the increase Walvis Bay residents are increasingly frustrated by vagrants who during the day steal rubbish bins (as seen above) they then use to cart scrap metal and other re-sellable items from suburbs like Meersig and the Lagoon to merchants in the northern industrial area. The theft of copper water taps, fire hydrant taps, house numbers, copper wiring and copper piping is on the increase in Walvis Bay. A plight was made this week from community members for the Namibian Police to step up efforts to deal with these menacing petty criminals.
The man who slit his girlfriend's throat during a domestic dispute in Kuisebmond in Walvis Bay over the weekend made a first appearance in the Walvis Bay magistrate's this week.
Hafeni Phillipus Haihambo (54) is accused of having killed his girlfriend, Otillie Mwateuvi Hanguwo (36) in the couple's ghetto in Kuisebmond's 21st Street. This latest incident of gender-based violence has been widely condemned this week. Namibian men need to change their behaviour towards women and other vulnerable groups like children and the elderly, an enraged member of the public said on Tuesday during Hai-
hambo's first court appearance. The case against the accused has been remanded to 30 October when it is expected he would launch a formal bail application.

Arandis gears up for the next five years Mayor Risto Kapendah launches town’s strategic Five Year Plan (2019 - 2024) Sharlien Tjambari The Arandis Town Council launched its Strategic Plan for the period 2019 – 2024 for this Erongo town last Friday. The strategic plan identified focus areas: joint venture participation, public utility supply, industrialisation, support services and logistics. Council also adopted an inwardstrategy to increase employee productiveness with values which include teamwork; respect; transparency; integrity and accountability. A r a n d i s To w n Council in the next five years wants to strengthen its position as a people focused, developmental driven Local Authority. Two key projects that will be completed during the next five years are the installation of a prepaid water metering system for the town and remote reading system to address tampering and income losses. The system will also enable all consumers to be re-connected to the water supply system. The launch of the strategic plan 20192024 was attended by a high level delegation comprising the Deputy Minister of Urban and Rural Development, Derek Klazen; the Governor of the Erongo Region, Clr. Cleophas Mutjavikua; the Constituency Councillor, Benitha Imbamba; the Mayor of Arandis, Risto Kapendah; the town's Chief Executive Officer, Stanley Norris; members of the town council of Arandis; the management and staff of Arandis town council and invited guests from the private sector. In his keynote address Deputy Minister Klazen said he is pleased
with the progress made with the development of Arandis in recent years. “Over the years, while residing in this region [Erongo], I have seen Arandis undergoing a meta-morphosis. From being a humble but an aspiring town established by Rössing Uranium Mine to accommodate its employees, to a beautiful town that has become an economically viable town in our country”. Arandis was handed over to the Namibian Government in 1992 as an Independence gift. Management was taken over by the then Peri-Urban Development Board, under the Ministry of Regional, Local Government, Housing and Rural Development. It was proclaimed a town in 1994, explained Klazen. He lauded subsequent efforts by the town's management to attract investors, to improve local service delivery and to diversify the micro-economy to wean it from dependency on the mining industry in the immediate area. In his address, the Mayor of Arandis, Clr Risto Kapendah stressed the important linked between strategic planning and effective public service delivery. Proper planning reduces not only the risk of failure but also eliminates the fear of failure. Fear of failure often is the driving force behind not wanting to take a risk, he explained. Effective planning means the risk of failure can be assessed, mitigated and managed properly.

LangHeinrich in meiner NamibiaSammlung.
We l c h h e r r l i c h e s Land!

Was bindet uns so fest an unsere Bellos?
