The Namibian Police in Erongo issued a stern warning yesterday to tuckshop owners in the coastal towns selling alcohol to the public without a valid liquor license. Tuck shops are home-based shops usually selling basic commodities like cigarettes, cool drinks, sweets, basic food items and air time to the public. Tuck shop owners are increasingly coming under fire for selling alcohol without liquor licenses, but also for selling alcohol seven days of the week, often from as early as four o’clock in the morning. Tuck shop owners are also making themselves guilty of selling cigarettes to under aged children and even supplying drugs. “Let this be a warning. The Namibian Police will be conducting operations to curb the illegal conduct of tuck shops. Owners and operators face arrest and would be charged in a criminal court,” police spokesperson for Erongo warrant officer Ileni Shapumba warned yesterday.

Several accidents occurred in Walvis Bay over the weekend, leading to big concerns over road safety in the final days before the festive holiday season. Apart from accidents where vehicles crashed through garden walls in recent days, two collisions also occurred at intersections in Nangolo Mbumba Avenue on Saturday and Sunday respectively. Pictured above is on the corner of Nangolo Mbumba Avenue and 12th Road where two vehicles collided on Saturday morning. The driver of the light pick up sustained injuries and required medical attention. (See more on Page 2) Following the accidents the municipal traffic authority suspects speeding, ignoring traffic signs and drunken driving as possible causes. A renewed call was made for people to take extra care over the festive season, as there are more road users this time of the year and any form of ill discipline or reckless and negligent driving is most likely to end in accidents with negative repercussions. 2016 World AIDS Day Commemorated Sharlien Tjambari in Swakopmund Thursday 1 December was the day of the Commemoration of World Aids Day under the theme “Hands Up For HIV Prevention” and this year the country wide commemoration took place in Swakopmund at Vineta Sports Stadium. This day is a day dedicated to the people living positively with the HIV/AIDS. The commemoration of the 2016 World Aids day started with a march in Mondesa whereby all stakeholders and members of the community gathered at the open market near single quarters early on the morning of 1 December to march through the streets of Swakopmund towards the Vineta Sports stadium, where the official commemoration of the day was scheduled to take place. The crowd was led by the NAVY Brass Band, members of the Namibian Police Force, members of the Correctional facility and UN officials also joined the march in their vehicles. “As the international community has done every year since 1988, this day serves as an opportunity to honour those whose lives have been affected by HIV/Aids. We remember those we have lost, but we also celebrate those who are striving to help Namibia become the first African country to achieve an AIDS-free generation” those were the words of the US Ambassador to Namibia Mr Thomas Daughton during the 2016 World AIDS day commemoration in Swakopmund. Daugton however said that he was not happy because the number of men who get tested for HIV/AIDS is very low compared to women, “but getting a man to test is only one part of the solution, another important part of the solution for men is circumcision. In the past year, more than 12 000 voluntary medical male circumcisions (VMMC) were performed in Namibia.

COMMUNITYNEWS COMMUNITY NEWS That's the most VMMC procedures ever performed in Namibia in one year”. He said that the science about circumcision is clear and undeniable. It is a one-time procedure that provides men with lifelong, partial protection against HIV and other sexual transmitted infections. Daughton further said another group which is at a higher risk of HIV is adolescent girls and young women who account for 75% of all new HIV infections among adolescents in sub-Saharan Africa and get infected at a much higher rate than adolescent boys and young men. He said in order to prevent HIV and achieve an AIDS-free generation, the nation have to address the risk to adolescent girls and young women. That means empowering adolescent girls and young women to protect their own health and well-being, to stay healthy and AIDS-free and to pursue their dreams. Daughton also said that another group at higher risk is what are called key populations: female sex workers, men who have sex with men, prisoners and members of the LGBTI community. The Prime Minister of Namibia Mrs Saara

Kuugongelwa- Amadhila in her keynote address said that since 1988, World AIDS Day has provided an opportunity for people across the globe to unite in the fight against the HIV-AIDS epidemic, to stand in solidarity with the 78 million people who have become infected with HIV and to remember the 35 million who have died from AIDS-related illnesses since the first cases of HIV were reported. She further said that HIV/AIDS imposes enormous economic, social, health, and human costs on countries. “The response to HIV/AIDS has led to long-term fiscal commitments that competes against a myriad of alternative developmental uses. HIV/AIDS impacts on the health care system by increasing demand for services in both quantity and complexity” she said. The Prime Minister further said AIDS related deaths create a generation of orphans which in Namibia increased to 182,000 chilren in 2014, from 54,000 in 2006. In the workplace, HIV/AIDS is causing increased absenteeism, loss of skills and knowledge with resultant increases in training outlays. It also rises costs for medical aids and pension funds and drains household savings.

Swakopmund over expenditure skyrockets Erwin Leuschner

The over expenditure of the Swakopmund Municipality for the 2015/2016 financial year currently amounts to more than N$1.9 million. Additionally more than N$6.2 million, which was not budgeted for, was needed to pay for the bulk water supply. These figures were revealed during the recent Town Council meeting.

Community members and different stakeholders march through the streets of Swakopmund

One reason for the exorbitant amount for water purchases was mainly attributed by increased volumes of water supply to the town. As if that was not enough: The national water utility NamWater increased its prices twice during the financial year. The remaining over expenditures amounted to a total of N$1.9 million. The largest over expenditure occurred in the department/section “Traffic,” where an amount totalling N$450 516.72 was overspent. The bulk of this was due to overtime payments, where an additional amount of N$306 255.54 was required. In the section “Parks & Gardens” the total budgeted

amount was overspent by N$447 984.45. The department “Public Buildings” required an additional N$362 427.91, while the department “Human Resources” overspent an amount totalling N$208 837.32. At its recent meeting Town Council approved the over expenditures amounting to N$1.9 million. Additionally Council approved the additional funds amounting to N$6.2 million for bulk water purchases. The item was discussed at the Council meeting as the General Manager: Finance is busy finalising the financial statements for the 2015/ 2016 financial year for external audit purposes.

She cut herself on her hand whilst on duty. She is in this condition because of excessive bleeding which lead to dizziness and short of breath. The Employer simply told the two employees to escort her to the taxi, when me and my uncle saw her from a distance, she passed out and laid on the ground. We immediately rushed to see where we can assist”. The young man also said he was the one who called the ambulance on behalf of the employer who stood in front of the Café observing the scene. The post further read “After being questioned by the concerned citizen she simply replied that her clients are more important than the employee. She didn't bother to come close to see how the employee who works for her was doing. It is easier to conclude that she left her for dead. Please people join me and let's make sure this employer does not get away with such behaviour. Let's engage on the way forward”. Namib Times got in touch with Ms. Meyer who said it was true that the young lady cut herself while doing dishes but admitted that this was not the first time this particular young lady cut herself “the first time she cut herself with a knife

towel and I gave her taxi money, I asked one of the employees to escort her to take a taxi so she can go to the hospital and a while later people were standing outside, I heard she apparently collapsed due to a lot of bleeding” she adds. Meyer says after seeing the post on social media she contacted the bosses

of the young man who posted the story on social media and he was forced to remove his post. “I contacted my legal adviser regarding this issue and he advised me to text the young lady to come back to work whenever she was feeling better, which I did and she told me she does not want to work for me anymore.”

namib times got hold of the young lady and all she said was that it is a long story and asked namib times to call her after ten minutes, she didn't answer the calls after the ten minutes she requested for and there was no chance namib times could hear from the victim what really transpired at these incidents.

The Swakopmund Council held a meeting in the Council Chambers on Friday, 2 December. In a soon to be published article Dave Russell deals incisively with aspects of marine phosphate mining which are so glibly passed over by some authorities in government, by the proponents of these activities themselves and by specialists who publicly advocate approval of these activities. It is a timely article which explains why it is important for the public to be allowed unhindered access to all the documentation generated by the proponent, in this case Namibia Marine Phosphate, and submitted for government approval. Dave Russell holds an MSc. in Natural Resource Management from the University of Canterbury in New Zealand. He has 30 years experience in the fishing industry, starting in New Zealand, and since 2000 has operated as a fishing industry consultant, primarily in Namibia. Three well known environmental impact assessment (EIA) specialists, Dr. Chris Brown, Dr. Peter Tarr, and John Pallet, in their public presentation at the Namibian Scientific Society, Windhoek, mid November, concluded that the Namibian Marine Phosphate's EIA Verification Study was a good document, and that phased marine phosphate mining, based on adaptive management with proper monitoring should go ahead. However, as EIA specialists, they also emphasized that they did not have any marine science expertise. The science behind the Verification Study is crucial to the outcome of this EIA, and Namibia's public interest. On withdrawing the environmental clearance due to the lack of public consultation, the Minister for Environment has given a six month review period for the NMP Verification Report, including three months review time by the public. We are running close to the holiday season, so can only hope the public review period will happen afterwards once everybody is back at work. All big EIA's are put on websites for public review, but to this day, all that is on the Namibian Marine Phosphate website is their original 2012 EIA that was found inadequate by the authorities. The Verification Report which was supposed to plug the holes of the original EIA is not on the website. The EIA panelists at the Scientific Society said the Verification Report was a very good document. One wonders how they formed their opinions, not being marine scientists equipped with the necessary marine ecosystem expertise to make that judgment. This Verification Study needs to be on a website for public review. Namibia won second prize at the World Future's Council for its good management of the fishing industry. The public is perhaps not aware of the suite of national and international rules and regulations to which the fishery industry abides that result in Namibian fisheries being assessed as amongst the best-managed in the world? However, Namibia is now being watched with interest to see how it handles marine phosphate mining, and its international environmental management reputation is at stake. The NMP Verification Study report (3 volumes including the updated Environmental Management Plan) is a lengthy and very technical document, and if it is to receive proper public review, must be accessible over the internet so that independent marine scientists of international repute can inspect the content and provide comment, as is standard in any EIA. It is apparent in the last months that the content has received little or no independent scientific review. To fully evaluate the Verification Report, the public should also have access to the independent scientific reviews commissioned by the Environmental Commissioner in assessing the original 2012 EIA, to see if the scientific concerns were met. Also the independent review(s) commissioned by the Environmental Commissioner on the Verification Report, on which he based his decision to give environmental clearance. What is concerning is that the Ministry of Fisheries and Marine Resources scientists have listed environmental concerns about the Verification Report supplied to the Ministry of Environment and Tourism, but so far neither these nor the responses from the proponent Namibian Marine Phosphate, have been made public. If trust is to be re-established, and due process fulfilled, information transparency is required and the comments by key stakeholders must be included. Proper public participation and co-operation should ensure that the intent of the Environmental Management Act is fulfilled. Also that any Government decision which follows, will ensure the ongoing health of the Benguela Current Ecosystem, and a good future for our children. Dr. Chris Brown advocated trial mining over a three year period to assess impacts, with an option to close down the mining operation if impacts are found to be greater than expected, and no feasible and acceptable mitigation measures are implemented. However, when you read the NMP Verification Report in detail, no mitigation measures are offered, and it is known that impacts in the marine environment will take far longer than 3 years to show themselves. Dr. Brown proposed recommendations to promote strengthening of institutional arrangements around monitoring and reporting to ensure greater transparency and public accountability: again this advice is vague and theoretical – exactly which “institutional arrangements” are equipped appropriately to efficiently monitor mining at sea in depths of 200+ metres. This is not a mine on land! All such theoretical “adaptive management” is suggested without “independent research” prior to mining, however. Independently undertaken pre-mining research is essential to establish a proper environmental baseline that can then be used as a comparison against future negative environmental impacts from mining. If self-monitored, the monitoring record will provide unclear results that will help the marine phosphate mining companies to justify their continued operations. The world is currently assessing deep-sea marine mining with great caution, and its potential environmental implications. Already we hear that the world climate is in trouble due to pollution resulting in global warming. In the 1970's climate change warning signs were appearing, but it was only 20 years later that they noticed this was also having an impact in the oceans through ocean acidification. This is a simple example of the fact that impacts in the ocean are neither quick nor easy to recognize. Adaptively managing marine mining environmental impacts does not work in an ocean ecosystem, because unlike on land, you can't see what is going on. As occurred with the delayed discovery of ocean acidification, the damage was already done, and it will be decades to millenia before this can be reversed, even if the polluting sources were to stop today. Consequently scientists internationally are extremely cautious, and want to get it right when it comes to deep-sea mining. Namibia with its exceptionally biologically productive marine ecosystem that provides for a cornerstone fishing industry, should likewise require the most state-of-the art thorough scientific investigation before accepting that seabed mining will not adversely affect the natural marine system. The Norwegian company SINTEF, in collaboration with the Norwegian Institute of Marine Research (IMR) was in Namibia as part of the Ministry of Fisheries and Marine Resources initiated inter-ministerial marine phosphate environmental research requirements scoping study. This is still to be implemented to establish the necessary Namibian marine ecosystem environmental baselines. An IMR representative stated that when oil exploration and drilling first started in Norway, the mining companies themselves did the environmental research. The Norwegian Government made the decision to take over the research when they realized that environmental self-monitoring by mining companies did not meet necessary requirements and effectively did not work. For many years now, marine diamond mining environmental impacts in Namibia have been self monitored by De Beers. Namibia at Independence inherited a very heavily overfished rock lobster resource, with fishing operations based out of Luderitz. Since Independence lobster quotas were cut dramatically to around 300 tonnes annually to encourage recovery of the sector, but it has not happened so far. Marine diamond mining results in a lot of sediment disturbance of the sea bottom, which is the lobster's habitat. Even though lobster is valuable, because diamonds are worth so much more, the fishing industry has had to resign itself to the realization that the lobster sector has been sacrificed for the sake of income from diamonds. However, it does not want to risk sacrificing the rest of the Namibian fishing industry for experimental marine phosphate mining. What must come first is independent environmental scientific research utilizing international experts, with the results of such research informing rigorous world standard monitoring regulations established legally, and effective Government monitoring expertise developed and in place institutionally. Then Namibia can be sure that the necessary steps have been taken. Allowing “trial mining” to go ahead on a half-baked and non-transparent study invites uncertain “wait and see what happens” results - and is not in line with the management of Namibia's marine resources.

Swakopmund Mayor reminds about the Christmas tradition Sharlien Tjambari

The Office of the Mayor hosted a Christmas Party for Pre-primary scholars of Swakopmund earlier in November. The Mayor of Swakopmund Mrs Pauline Nashilundo visited different Kindergartens in Swakopmund.

The event is hosted annually by the Office of the Mayor and this year Spur Desert Creek and the First National Bank came on board to assist with gifts for the children. The children each received a hotdog, juice and some crayons from FNB. The mayor visited Toktokkie pre-school, Teddy Tods Educare and Busy Bodies Montessori pre-school which are all based in Vineta and Ocean view. As usual the Mayor was accompanied by officials from the Swa-

kopmund Fire Station. The group visited Tuleshe ABC, Dolphin A.B.C Day Care and Pre-primary, Happy Tots Day Care and CHAIN on the first day of the visit. On the third day the group visited Learning Rights Kiddies Centre, George Ludwig and Bienenkorb Kindergarten and on the fourth day the Mayor visited 10 different pre-primary and kindergartens in Mondesa and about 600 children gathered at Hanganeni Playground in Mondesa.

The children at Busy Bodies Montessori had a photo opportunity with the fire truck of the Swakopmund Fire Station on the day Nashilundo visited

These kids from Teddy Tods Educare were very happy to see the Mayor of Swakopmund at their school

Doing it for Damian, a sign of hope Erwin Leuschner

The recent Cycle for Damian weekend was a huge success, with more than 150 runners and cyclists taking part in seven events over a three day period. The sporting weekend kickedoff with a night ride on Friday (18 November), followed by five cycle and running events on Saturday. The Cycle4Damian ended on Sunday with a fatbike ride in the Swakopmund dunes. For some participants it was their very first cycle event, for others it was the training ground for the upcoming Desert Dash, however that may be, everyone had fun. Additional to the cycling event, two runners' categories were introduced this year – and this was enjoyed by the participants alike. “During our first project, I made a public commitment that I will continue with this project until Damian reaches the age of 30, I am not sure if I will still be alive then, but I certainly intend to pursue this initiative for as long as I can,” said Danny Beukes, organiser of the event. But the project will, from this year onward, also assist another child that has been diagnosed with a similar heart condition (Congenital Heart Disease). Some of the funds generated from the most recent event will be used for the eight monthold baby girl Charlize Engelbrecht from Narraville, who urgently requires an open heart surgery. She is due to be operated in

Cape Town in the coming weeks. “We pledged N$10 000 for Charlize,” Beukes said. The Cycle4Damian was initiated four years ago with the aim to raise funds to cover the bills of Damian. Damian was born with a rare heart condition and has since his birth in November 2012 had three open heart surgeries. “I spoke to the surgeon the other day and she is amazed how well Damian has recovered,” Damian's mother Roswitha said to namib times. Even though Damian's operations were successful, he still goes for regular check-ups. Recently a leak was noticed with one of his heart valves. “We are set to see a specialist in South Africa in March or April 2017 where more tests will be done,” Roswitha continued. The organisers wish to thank the many people who worked very hard in the background to make this event possible. “I would like to thank them for their unselfish gesture,” Danny Beukes continued; and said: “I do this out of my heart.”

Royal Chess-Minds Academy Individual Champion 2016 Anthony van der Meer retained his title as the Royal Chess-Minds Academy Individual Champion for 2016 from a very unlucky Violandro Klukowski who was leading the competition going into the last round. The tournament was hosted last weekend at the Namib Primary School and played over 7 rounds. Violandro, a grade 5 learner from Swakopmund Excellence School only needed a draw against Maurizio January to clinch the title. However Maurizio didn't want to hand his classmate the title without a real fight. The game came to a rather unexpected and quick end to the disbelieve of both players after Maurizio checkmated Violandro's King in a beautiful set-up known as Smothered Mate in chess theory after Violandro misplayed his knight and over-looked the ensuing combination. Anthony has been to Greece, Siberia Russia and Pretoria amongst other places to represent Namibia at International junior championships and has developed into a force within the junior ranks.

In second place was Xavier Hartman from PSS and Maurizio in third. In the girls section, Maxime Hermann took first place followed by Justine van der Meer and Milla Koepp in third. Royal Chess-Minds Academy is the largest chess academy in Namibia and enjoyed a particularly successful year with many of its learners drafted into the national junior team which represented Namibia abroad. It's a school based academy and provides chess coaching to hundreds of children in several schools on a weekly basis. Since 2014, it ventured in giving chess classes to children that wanted to specialised a bit more in chess and grow that interest into a fully-fledged weekly class on every Saturday by 2016. Children take to chess for different reasons, but the Saturday class was created largely to help those that

wanted to specialise in chess, but also to offer an outlet for students whose schools have no chess program. In 2016, the academy enrolled students from 6 schools in Swakopmund and 5 schools in Walvis Bay for the Saturday class. The founder of the Academy and Namibian Champion Charles

Eichab said that chess is a wonderful activity for children as they gain important cognitive and creative skills in a fun and playful manner. Coach Imz who is the resident trainer at the coast invites all prospective students for 2017 to email to royalchessmindsacademy@gmail.com for registration forms.
