Walvis Bay’s 25th year of re-integration was celebrated with big fanfare on Saturday. A colourful float procession and festivities at the Kuisebmond stadium marked this very important moment in the harbour towns’ history. Noble and Azhar cocaine case gains momentum
Swakop municipal staff to demonstrate over salaries
Continued from page 1 Customs kept the cargo container under surveillance since it was discharged from a ship in the port of Walvis Bay days before their arrest on 15 June 2018. The container arrived from Brazil via Cape Town. Knowing at the time from crime intelligence reports that the container might contain drugs, the authorities only reacted when the consignee, allegedly Grant Noble, arrived at the port of Walvis Bay to claim the container. In Noble's presence the container was opened and soon a substance believed to be cocaine were discovered. It was packed in carton boxes marked as containing photo copy paper. A police sniffer dog was utilised in the search of the container. After Noble's arrest, more information surfaced which led to the arrest of Azhar. Samples were taken of the substance found in the container and sent for forensic analysis. Apart from the forensic analysis, several other key pieces of evidence are also expected to feature in the trial, among others a cell phone which was also sent for forensic analysis to Israel.

Sharlien Tjambari Swakopmund municipal employees affiliated to the Namibia Public Workers Union (Napwu) stages a peaceful demonstration at the local authority's head office today [5 November 2019), to protest against the municipal council's alleged failure to adjust salaries for the 2019/20 financial year. A petition will be handed over to the local authority during the demonstration. Employees allege the salary adjustments is a certain and that Council failed to institute those adjustments. The demonstration will be held every day until Friday over employees' lunch hour. In January this year, during the first Council Meeting of the year, the Swakopmund Municipality and NAPWU signed a substantive salary agreement. The agreement makes provision for a 7% salary increment. It appears the Swakopmund municipality has not honoured that commitment. NAPWU's regional coordinator Richard Kayimbi confirmed the demonstration.
According to police reports, the man was swimming with his friends when the current took him deeper into the sea. He made several failed in attempts to swim back to shallower water. Police spokesperson Erastus Iikuyu explained the incident occurred at approximately 15:30. The 36-year-old, who was residing at the municipal bungalows, was found unconscious and unresponsive when he was pulled out of the water. He was taken to Swakopmund State Hospital where he was declared dead.
More salary woes for NIMT
Employees of the Namibia Institute of Mining and Technology (NIMT) have only received a portion of their salaries for October. The Acting Director of NIMT, Mr Ralph Bussel told Namib Times yesterday the matter is handled as a matter of urgency, in order for the full salaries to be settled. NIMT has been struggling with its financing, specifically as a result of the delay in funding from the Namibia Students Financial Assistance Fund (NSAF).

The lighthouse’s light shines again
Was this stock theft suspect murdered? Isaac Chikosi Three people have been arrested at Omaruru over the weekend for the death of a stock theft suspected. The three men made a first appearance in the Omaruru magistrate's court on a charge of murder, alternatively culpable homicide and kidnapping. The deceased is the brother of one of the men arrested. The deceased, identified as a certain Titus Nande Haihambo (42) was suspected of slaughtering a bull valued at N$25 000 in yet another incident of stock theft or bush slaughtering that is currently hitting farmers across the country financially very hard. A day after it was discovered the bull was slaughtered, Haihambo's brother and two other men rounded him up at the Ozondje location near Omaruru. They wanted him [Haihambo] to point out where he slaughtered the bull and where they captured the animal. It is alleged some time later the three suspects turned up at the Omaruru state hospital with a gravely injured Haihambo. They claim he jumped off the moving vehicle and hit his head against a rock. Staff at the hospital notified the Police and the three men, aged 52, 29 and 27 were arrested. A post-mortem will be carried out in due course to determine the cause of death.
The Swakopmund lighthouse's beam, that had been non-functional for the past month, has now been fixed. According to Captain Lukas Kufuna, the port captain of the port of Walvis Bay, a technical team determined a faulty switch was responsible for the outage. The lighthouse, which flashed its first intermittent light on 12 February 1903, is an integral part of Swakopmund's skyline and is guarding over passing ships since. - Isaac Chikosi
More height was added to the Swakopmund lighthouse in later years. It is depicted in its original form in this historic picture that can be found on the website of the Gondwana-collection.

“Unsightly” old swimming bath complex at Mole Both business owners and the general public's frustrations are growing with the unsightly premises on the Swakopmund Mole where the old indoor municipal swimming complex was situated. The premises is earmarked for the luxury Sur-LaPlage development. For close to four years now the partly demolished structures are obscured by only a corrugated sheet fence. However, guests at a nearby hotel and several luxury apartment complexes are looking down on the premises and has a different story to tell. Many complain the partly demolished structures and debris spoils the beautiful ocean- and Mole view and the owner of the premises should take measure to tidy up the area. Inquiries to both the municipality of Swakopmund and the original owner did not reveal much. More than that Jimmey Construction is the one to contact. That is despite the newspaper asking critical questions as to why the area is not properly cleaned up and fenced in before the construction of a new development in the foreseeable future. · The newspaper contacted Jimmey Construction in Windhoek on the matter. At the time of going to press of this report a senior manager was yet to provide details if the area is going to be tidied up and what the immediate development future of the plot is.

CIF Highlights Namibian Construction Council One of the main topics to be discussed at the CIF Construction Conference & AGM on 14 and 15 November 2019, will be the establishment of a Namibian Construction Council, which is in line with the Namibian government's commitment to have it promulgated before the end of the 2019/2020 financial year. The CIF has been lobbying for many years to see that the industry is better regulated and is very hopeful that with a continued focus, this can be
achieved. Despite a busy schedule in the run-up of elections, Hon Mr Sankwasa James Sankwasa, deputy minister of the Ministry of Works and
Transport has expressed his support and commitment and agreed to address CIF members and stakeholders of the industry on the necessity of establishing a council
for the sector. Representatives from the Construction Industry Development Board (CIDB) in South Africa, as well as from the Zimbabwe Building Con-
tractors Association, will also share their experiences in their countries, in particular with regard to the regulation of their respective industries. Bärbel Kirchner says: “it is absolutely vital that our industry will get a council. Businesses in our sector need to be registered to ensure that
only those that are registered can tender for business – both in the public and private sector. This will ensure optimal quality in our sector and at the same time, it will also avoid the middleman phenomena in our industry. “Even though the CIF currently registers businesses in our sector,
membership of the CIF is on a voluntary basis. Members of the CIF are guided by code of conduct. However, the CIF does not have the legal powers to monitor and police. It is therefore important that we up the game for the industry and ensure that any contractor operating in Namibia is registered and has the necessary capacity.” In addition, the conference will also address the need for creating preferences for Namibian-owned contractors and businesses. In the current economic environment, the CIF feels strongly about the need to support local contractors, who find it difficult to compete fairly with foreign contractors. This is in particular with regard to availability of finance and the uneven playing field between local and foreign contractors in terms of their accessibility to finance. After beating the defending champions and hot favourites the Cook Islands 61 – 47 on the third day on the tournament it was clear that the Desert Jewels were not in the competition to make up numbers, but to compete. The showing of the Desert Jewels will better the world ranking of Namibian Netball. Namibian Netball President Lydia Mutenda said “This is just the beginning, Netball Namibia are on the right track and the 2019 M1 Nations Cup in Singapore has just proved that. But still we need to work hard to reach our goal which is to be in the top 20 of International Netball World Ranking”. “The win has brought confidence therefore our current focus is to prepare a competitive team for the 2023 Netball World Cup in South Africa, which is the first on the African soil” Mutenda added. On a question to MsMutenda ar to why the National Netball Team did not participated in the just ended African NetballChampionships in South Africa she said “Going into 2019 M1 Nations Cup in Singaporewe were basically the underdogs therefore we felt the need to expose our girls to different com-petitions and opponents as we have participated in Africa Championships annually since 2011, given opportunity we would have participated in both competitions and this would-off been to our advantage as it will boosts our ranking as well”. Ms Mutenda has given her appreciation to Debmarine Namibia for giving the Netball players this opportunity and thanked Debmarine as it is because of them that Netball Namibia are able to know their capabilities. "The players deserve the cup as they showed that it is their time to win some-thing big like this. I can also say that the Namibian nation deserves the cup as they have been so supportive. The captain of the Desert Jewels, Himeezembi Diana Tjejamba, thanked the host nation for a perfect tournament, and head coach Julene Meyer, the technical team for their direction as well as Deb-marine Namibia for making it possible for them to take part in the tough com-petition.
