18-year old arrested after stabdeath of Swakopmund man Erwin Leuschner The police has arrested an 18 year-old suspect who is accused of murdering 30 year-old Abednego Kazondandona in the early hours on Sunday morning. According to Acting Regional Crime Investigations Co-ordinator for Erongo, Erastus Iikuyu, the incident occurred outside Shinedima Bar in Mondesa. According to initial investigations the victim was found unconscious at 00:30 by friends, lying in a pool of blood. He had a deep stab wound in the neck. The friends took Kazondandona to the Swakopmund State hospital for medical treatment, but due to the serious nature of the injuries he was transferred to Windhoek. “Unfortunately, he died at 05:15 between Karibib and Okahandja while he was being transported by Ambulance,” Iikuyu said. An 18 year-old suspect, known as Vudala, was arrested and is set to make his first appearance in the Swakopmund magistrates court today.

Swakopmund ready to host first high rise buildings at the coast Erwin Leuschner When it comes to the appearance and urban design of Swakopmund, the opinion of the residents doesn't matter. This was the general feeling at the recent Town Council meeting when the drastic and surprising decision was taken, to give way for the development of high rise buildings in the coastal town. High rise Continued from page 1

“We should draw up a concept where all aspects of such changes are considered,” he said. Although his input was valid, he did not gain any support from other councilors during the meeting, who approved the new Scheme without argument. The new Town Planning Amendment Scheme No. 12 revolves around the height, bulk and density restrictions within the municipal area of Swakopmund. The application was initially served at the Management Committee meeting of August 2016 but was referred back. What is quite surprising is the fact that the new height restrictions stem from a directive from the Ministry of Urban and Rural Development. In a letter dated 21 July 2016 it states that a Government Notice with the new Amendment Scheme will be “promulgated in the Government Gazette on 15 August 2016.” While the letter from the line ministry suggests that height restrictions in Swakopmund should be done away with completely, Town Council decided to remove bulk restrictions, but rather approve a height restriction of up to 40 metres for certain zonings. All developments falling under General Residential 1 Zone, General Business Zone, General Industrial Zone, Institutional Zone and Office Zone can now be built up to 40 metres. Developments in the zonings General Residential 2, Local Business and Light Industrial may not exceed 30 metres. Furthermore the height restriction for Single Residential was also changed from eight to 15 metres. “This town belongs to its people and according to the Namibian Constitution, it is their right to be informed and to participate in such changes. I hereby refer to Article 18 of the Namibian Constitution! This has not been done and it is therefore a serious requirement,” Groenewald added during his address at the meeting. In the Agenda of the meeting it is argued that “there seems to be a general fear towards change and a notion of keeping Swakopmund in its unsustainable form that promotes costly urban sprawl.” When considering Groenewald's point of public input, in the Agenda the question is raised why the public should be involved in the administration of its Townlands. “If this should be done for the scheme then we should ask the public for their opinions on water tariff increases, changes in rates and taxes, amending our policies etc.” While Groenewald addressed Council he raised various other concerns regarding the new scheme. Amongst others he warned of serious legal complications, as investors might now suddenly find themselves in a disadvantaged position. He also questioned the upgrade of essential services as the current services need to be upgraded to accommodate high-rise buildings. “What will it cost to change Swakopmund's water supply pressure to cater for such high rise buildings and who will pay for it?” he asked. Although Groenewald put various vital questions to the other councilors, these were not answered or regarded when the decision was approved. Many residents of Swakopmund, including architects and developers, were not aware of this decision or informed beforehand. Namib times spoke to various architects – none of them were aware of the new height restriction in their own town. “What is in it for councillors, who pushed this decision through so quickly without consulting the residents?” one concerned resident asked. A main concern regarding this drastic change is the future appearance of the current Swakopmund city centre being a main attraction for tourists. “The town centre with its flair unique to Swakopmund is therefore my greatest concern. If we destroy this, we not only do ourselves harm business wise, but also loose many job opportunities,” said Groenewald at the meeting. He fears that the Heritage Act or Aesthetics Committees powers are “just not good enough to protect this.”

At the time of going to press yesterday afternoon several petitions were in circulation on intranet and by email for the public to support a protest action for the Namibian Ministry of Fisheries and Marine Resources to decline the application from a Chinese businessman to capture live marine mammals for the Asian aquarium trade. Even after the Ministry confirmed the application is only for the capture and export of live seals, environmental group NEWS said this application sounds suspicious and it cannot be guaranteed only seals will be captured at sea. B2 route claims another life Sharlien Tjambari

It is alleged that on Friday, 30 September at about 22:10 a motor vehicle, Mazda 323 sedan with registration number N44267W carrying seven occupants including the driver travelling from Arandis towards Swakopmund, overturned on the B2 route and claimed one life. According to Chief Inspector Erastus Iikuyu of the Namibian Police Force (NamPol) in Erongo region the accident happened about 25 kilometres from Arandis when the rear left tyre of the car burst, which caused the driver to lose control of the motor vehicle and it overturned. All seven occupants sustained minor to serious injuries and were taken to Swakopmund State Hospital for medical treatments. Iikuyu said the driver of the vehicle, Ghillet Zeuhinos Scholtz age 20 died at the hospital and it is further alleged that he was not having a drivers licence, his next of kin were informed. Three of the occupants, including a learner of Kollin Foundation Secondary School sustained serious injuries and were transferred to Windhoek and the others were slightly injured and discharged from hospital. The occupants are all residents of Arandis.

Security guard disappears with N$52 712 Erwin Leuschner

The police in the Erongo Region is searching for a 30 year-old security guard by the name of Matheus Valombola who disappeared with a cashbox containing N$ 52 712 on Thursday last week. According to Acting Regional Crime Investigations Co-ordinator for Erongo, Erastus Iikuyu, the suspect is the supervisor of the Narraville branch of Shilimela Security Company. It is alleged that Valombola and the driver of the vehicle, who is his coworker, went to Bank Windhoek in Swakopmund to deposit money they collected from the NaTIS office in Swakopmund. At the Bank the suspect allegedly took the box with the cash while the driver was sitting in the car and walked towards the Bank. Instead of entering the bank and depositing the money though the suspect disappeared – and has been missing up to now. The incident took place between 09:00 and 12:00. Valombola is from Onanke Village in the Oshana region and worked at the same security company in the Ondangwa area for some years.

Statement Fraud Bank Windhoek would hereby like to inform our clients that unscrupulous fraudsters are falsifying bank statements to obtain either credit or money from micro lenders. “This is a well-known method used by fraudsters. They obtain your original bank statements and then photocopy your bank details on to a falsified template. These individuals would then approach micro-lending agencies to obtain loans or stores to obtain credit in your name,” says Johnny Truter, Manager of Forensic Services at Bank Windhoek. “Not only is this identity theft, but it will also have an influence on your credit record when micro-lenders or stores obtain judgment against you for non-payment. This while the client is unaware of the fraud committed in their name,” Truter continued. “Be very careful to whom you provide personal financial information, especially copies of bank statements. It is very convenient to e-mail documents, but be aware of the risks involved since one does not know in whose hands the documents may end up. Immediately inform financial service providers like banks, insurers, investment companies and asset managers, when personal particulars have changed, especially a post office box number, to prevent post with personal financial information, like bank statements, falling into the wrong hands. Having a central location for all statements, tax forms, receipts and other documents is recommended. Instead of keeping your records in random places throughout your home, keep them all together, ideally in a fireproof safe or cabinet. File everything immediately. Don't hang on to receipts and paperwork planning on filing them “later.” Instead, file everything immediately upon receipt. “Don't dispose of your statements by simply placing it in trash. Rather ensure that you destroy it, so that fraudsters can't get access to your details,” Truter concluded.

Protests planned against presence of Ryazanovka

Several international and Namibian-based environmental organisations have expressed support for a local initiative whereby coastal residents want to launch two protest marches in Walvis Bay over the weekend to urge the Namibian Government not to approve the application by a Chinese businessman to capture live dolphins, seals, penguins and even killer whales and supply them to aquariums in Asia. The boat to be used for the capture is off Walvis Bay (picture). Its name is Ryanazovka A whatsapp group has been established for this cause and people are urged to attend a meeting at the Walvis Bay Yacht Club at 18:00 on Wednesday to sign a petition which will be handed over to the relevant authorities on Saturday morning during a public march and on Sunday several boats will be sailing out in the Bay to the vessel intended to be used for the live capturing where a similar petition is to be handed over to the captain. The committee organising the event is currently overseeing that all protest activities be conducted within the confines of the relevant laws and regulations. The committee condemns any plans for live capturing of marine mammals and other sea creatures as against the provisions of the Namibian Constitution as far as it concerns the conservation nature and the animal kingdom for next generations. Protestors will sensitise the vessel’s agent and the Namibian port authority on the matter and will also request the Walvis Bay Syncro lift management not to allow the vessel to be repaired in Walvis Bay and to leave Namibia’s territorial waters.

Taxis blocking entrance “only temporary” Erwin Leuschner Taxis operating illegally on the pavement area at the temporary detour entrance of Swakopmund are a headache. Residents have raised concerns with namib times recently asking why the taxis are utilizing the pavement area when the taxi rank down the road remains empty. nue a taxi rank was constructed which remains generally unused. This unfortunate situation is blamed on the two taxi associations that are in conflict with one another and

Council regarding the lease agreement to manage the taxi rank. Currently negotiations are under way with the various parties so the taxi rank area would be shared as intended.

DTA speaks out after Mile 108 toddler killing The DTA of Namibia would firstly like to express our deepest sympathy and condolences to the family of Ava Owoses during this difficult period. In the face of unending gender based and domestic violence in Namibia, whose duty is it to protect the Namibian child? The automatic answer anyone will give is that it is the duty of parents to protect their children. If that is the case, then whose duty was it to protect vulnerable and innocent Ava? The same mother who took her life? Whose duty is it to protect the many babies that are abused and dumped by their mothers? When the Minister of Gender Equality & Child Welfare issued a statement on the Day of the Namibian Child in which she states that children have a duty to protect themselves, I am worried. Is that not the rationale behind the establishment of the Ministry of Gender Equality & Child Welfare? Yes, there is nothing wrong with advocating for children to empower themselves, but to say that it is the duty of children to be their own protectors in our current social reality that is rife with gender based and domestic violence is insensitive and unsympathetic. I would expect more from the Minister responsible for Child Welfare. When the very institutions that are meant to safeguard and protect the interests and lives of children begin shifting that burden back to helpless children who are incapable of defending themselves from their parents – and should never have to or be able to – then we begin to see how the country's approach to dealing with domestic violence is all wrong. The question can never be what the victim could have done to prevent the violence. As is too often the case in gender-based and rape cases. The Ministry should rather be asking itself; what

It can do to help young Namibian parents who are struggling with parenthood to cope better with the situation. The Ministry should focus on implementing programs that help young mothers (especially single mothers) understand and own up to the responsibility of parenthood. Especially in cases where the father is no longer in the picture. Lastly, in Kenya there was recently an incident of a woman who kidnapped and harmed a small baby. The woman was eventually caught by police but before she could be brought to justice, an angry mob assaulted and killed her. I obviously do not condone the actions of that woman or those of Ava's mother, and I also understand the outrage and anger that is building up in all of us when we see a small vulnerable child all over our national media after being so brutally taken away from us, but let's put faith in our justice system and not take the law into our own hands. Institutions are established with a specific purpose in mind. We need to have faith that they will fulfil these roles, and if not, it is our duty as responsible citizens to help them back on course. It is for that reason that I urge the Ministry Of Gender Equality & Child Welfare to not shirk it's responsibility, but to be the mother and father to children who come from broken homes, to be the voice of reason to the single parents who are overwhelmed by parenthood and failed/failing relationships. Hon Jennifer Van den Heever, MP DTA National Chairperson / Chief Whip: Official Opposition

The late Ava Owoses

Notebook with murder details found where mom murdered her toddler at Mile 108 A notebook detailing the brutal murder of a two year old toddler by the mom Zenobia Seas (32) will in all likelihood form a leading piece of evidence in court. Seas is accused of the murder of her daughter Ava Owoses on Monday afternoon and attempting to burn herself and the child in her car at Mile 108 after she wrote down the entire crime. She remains in custody. Agneta Matsuis If the roles were reverse and a man kills the child because he has problems with the mom. We would be calling him a monster and asking for death sentence. But because she is a woman, we should not judge her and pray for her? Every relationship has problems but this beautiful baby girl did not deserved to be murdered. Let God give strength to the father to overcome the untimely death of his daughter. Graça Émissy Carlos This lady really deserves death. The poor child didn't do anything in this whole thing. Hellen Ndeuya Nghishidimbwa We had a discussion about this with my learners and i said This are things we see in movies. Guess European movies have literally fallen on the Namibian land. Its said what our nation has become..Lord hear our prayers. Eu Gene Marriette well said, cudnt said it beta Binky Bianca Its so so sad. Zenobia God alone can judge you. To the father; family may God comfort you in this time He will alone dry your tears and answer your questions with His time.. stay at the feet of the Lord family don't loose faith. Gregory Irvin Lewin Thou shall not kill, stop covering up what is wrong in Gods eyes, don't here the devils name being mentioned here... blasphemy indeed... enough said. Eu Gene I hope u r a saint, coz sin is sin, little or big sin doesn't exist, i just hope u r sinless. Terry Farrell Eu Gene that's really stupid to say. If she wanted to revenge why take on a weakling? Let's face the ones that does us wrong and leave the innocent ones out of it. Eu Gene I understand u but man, hve a heart 1 cannot be so cruel against a woman, as long as i dnt know the truth i cannot judge, i feel for both, the child, the mother and the family as well, i got my sins aswell so i dnt wanna throu stones, thts all, although i know she has done a stupid thing. Gregory Irvin Lewin Its not a stupid thing...its called murder...motive and intent... Antoinette Mostert She did a stupid act. Ppl defend her actions. I fail to understand that. Was this done by a rejected low person you all would have said a different story. So enough of this sugar coating. Her selfish act is no better than a scum a thief or any other murdererer. She killed her own flesh and blood. I would expect better behaviour from a population group who see themselves as more westernised and civilised than others. That poor little girl could not defend herself. And on top of it all it is the young generation of today doing this. Women are supposed to be mothers of the nation, not cold blooded killers. Not even the scum will murder their children. This is inhuman! I get so angry! You strike woman you strike a rock. When you strike a child you kill the youth. Our children is our future

Regina Appolus Not only God can judge her.. a judge in a court will judge her. Anyone think of the poor father who is hurt and sad that he couldnt protect his child? “Ray of hope”application will be turned down The Minister of Fisheries and Marine Resources, Bernhard Esau, is set to make an announcement by next week if the application by “Welwitschia Aquatic and Wildlife Scientific Research” to harvest live marine animals for the Chinese aquarium trade has been approved or not. A recommendation in this regard was made by the office of the Permanent Secretary. Danny Beukes Og, the Chinese first eat their own fish, now they want ours... Then again, no use the public protest against this, government has sold half of Namibian land to China, let them ma have the fish as well...and you don't wanna take back that bribe money do you? Jacques Marais Namibian goverment is a puppet of the Chinese and Russian goverment. It is payback time. Christine Simon Visser As far as i understand, the grn is NOT going to grant the application. Goby Skua I would not conclude that just yet. It ain't over till it's over. Neil Hivirikejee Just to think about it is simply stupid. Why puting free creatures in confine spaces. God could have build a small sea and put it there.

NILA Project Pursuant to the Legal Aid and Professional Ethics module, 4th year LLB students at the University of Namibia are placed in groups and required to identify and pursue a Community Impact Project aimed at leaving a positive imprint of the Faculty of Law on society. Against this backdrop, the firm Plato deemed it apt to empower inmates housed in Namibia's correctional facilities by compiling a booklet outlining the rights and/or responsibilities peculiar to them. Accordingly, the project has been named the Namibian Inmates Legal Awareness Project (NILA). On September 29th The group Plato made their way to the Walvis Bay Correctional Facility where they under their NILA Project addressed the female offenders. Different presentations were done on topics such as, Bail, remission of sentence, presidential pardon, their rights and duties and appeal. There were somewhat 50 female offenders present and 4 babies below the age of 9 months. After the presentations group manager, an inmate asked to say a few words. She thanked the UNAM Plato group - NILA Project for their interest in their wellbeing and for having made the time to come and see them. Inmate Majiedt also extended an invitation should the group want to learn more about her case and volunteered to take a picture with the group. She thanked the NILA project for

their initiative and well organised project. Group member Michelle Munyanduki had some heartfelt words of encouragement for the offenders, stating that just because they are in a correctional facility does not mean it's the end of their journey and that there is still so much to offer in the world. This was followed by a song piece by Florence Sichone. Group Manager Caillin Basson did the closing remarks and the official handing over of donations which included the booklets they complied. Books from the Human rights documentation centre for the facility Library and legal comics sponsored by the Legal Assistance Centre. In addition to this, the Plato group also handed over pads, soap and toothpaste for the female offenders. The 4 babies received nappies, cream and stuffed teddy bears.

FNB show support for Senior Golf Tuesday 27 September was an important day for Senior Golf in Namibia when First National Bank handed over their generous sponsorship of N$40 000 towards the 2016 Annual SAGES Inter Branch Golf Tournament that is scheduled to take place at the Rossmund Golf Course for the 31st year in succession between the 31 October and 4 November. During the course of the week it is expected that over 60 golfers from all corners of Namibia and South Africa will take to the fairways for a week of golf and camaraderie. The tournament has become the major golfing event for senior golfers on their annual calendar. As always we look forward to entertaining all our visitors from near and far including the National President of SAGES South Africa. The format for the Tournament is Individual Stableford and will be contested over 4 days – golfers compete in various divisions depending on their handicap in teams of 4 with 3 scores to count on each day – daily scores are accumulated and at the end of the week we will have a winning team and individuals from each division. Prizes are also awarded each day to individual winners in each division. On Friday evening the serious stuff is over and it is time to let the hair down and enjoy the Gala Dinner and final prize-giving ceremony before saying farewell. A Tournament of this magnitude cannot succeed without the support of reliable and loyal sponsors to whom we are truly grateful.

New World Champion in the Young Adult Female bow hunter unlimited class

URGENT ADOPTION NEEDED JHIGA Male Pitbull Cross, 2 Years Neutered and fully vaccinated.

Jhigga is about 2 years old. He has had rehab training for discipline and behaviour. He is a big boy who is very energetic and sometimes plays a little rough, so Jhigga will need someone with a stern voice and a firm grip to handle him. He is very loveable and shows no aggression toward medium sized female dogs. Terrier breed dogs and other maile dogs are a “No-No” as companions for Jhigga. No cats. Jhigga loves to run and he enjoys the outdoors. He was a broken boy when the Walvis Bay SPCA took him in after he was surrendered. After a few weeks of much love and attention he displayed his loving side and the absolute willingness to be given a second chance. Unfortunately a week ago we could see that Jhigga is giving up hope as he has been at the SPCA since April 2016. We immediately took him to the Vet and they confirmed that he is depressed and that we needed to get him out of the kennel. Jhiga's in need of a foster care urgently or a forever home.
