World Maritime Day A day worth celebrating by every Namibian......

Locker vom Hocker

On 26 September, Namibia joined the rest of the maritime world in celebrating World Maritime Day, which is an initiative of the International Maritime Organization (IMO) – a specialised agency of the United Nations (UN). This Day is celebrated annually during the last Thursday in September. An official UN day, World Maritime Day provides an opportunity to focus attention on the importance of maritime transport and other activities in the maritime domain and to highlight a particular aspect of IMO's work. The theme for this year is 'Empowering Women in the Maritime Community' and its objective is to raise awareness on the importance of gender equality, in line with the UN Sustainable Development Goals (SDGs), and to highlight the important contribution of women all over the world to the maritime domain. Maritime domain refers to the ocean space and everything related to it including activities such as maritime transport and ports, fisheries, marine mining and energy, marine and coastal tourism, information and communications technology, marine bio-prospecting as well as education and training, conservation and naval defense. Planned national activities to celebrate this important day in Namibia for the 1st time ever, have been scrapped. This is rather unfortunate considering that Namibia seeks to leverage the enormous potential of the maritime domain to

nomic challenges and to position Namibia as a regional logistics hub. Non-observance of this important day is, therefore, a lost opportunity for Namibia. It is a lost opportunity to promote a better understanding of the significance of the maritime domain for Namibia and celebrate the contribution of all the actors in the domain, especially our women, who have for many years played second fiddle to their male counterparts. It is also a lost opportunity to reflect on the vital role of women in general, especially at a time when our country is grappled with extremely high levels of violence against our women. The above notw ithstanding, all is not lost. There are many positives worth celebrating in maritime Namibia. Our country's 5th National Development Plan (NDP 5) recognizes the importance of the maritime domain and mandates that a national policy on the blue economy be developed using an inclusive approach. Accordingly, inter-sectoral structures at both political and technical levels have been establishment to craft the policy and serve as collaborative mechanisms that ensures that issues related to our ocean space (Namibia's Exclusive Economic Zone) are addressed in a holistic manner and in keeping with the Preamble to the 1982 UN Convention on the Law of the Sea, which reads: “the problems of ocean space are closely inter-related and need to be considered as a whole”. The ultimate aim of the proposed policy (currently in draft form) is to provide for sustainable utilization of the goods and services that the ocean space offers to achieve economic growth, impro-

health of the ocean. The complexity of the ocean space is accentuated by the fact that it is influenced by multiple activities, policies and diverse interests. Accordingly, expertise to deal with the various challenges and also the powers to tackle them, are spread between many public and private players at different levels of governance. Further, action in one policy area with an impact on the ocean space may have positive or negative, intended or unintended effects on other policy areas or even other seas. The current marine phosphate vs fisheries issue is a good example in this regard. Moreover, we are witnessing ever more intense use of our ocean space by all the sectors and, combined with climate change, this has added additional stress on the marine environment. Therefore, a holistic and integrated approach to ocean governance, rather than the 'traditional', sector-based regulation and management, is now recognised the world over as the best way to achieve a sustainable blue economy. This new approach, which is at the center of Namibia's blue economy policy, not only offers a more effective way of achieving harmonious policy goals, but also paves the way for developing shared, crosscutting tools such as Marine Spatial Planning (MSP), Monitoring and Surveillance, and a common knowledge pool that allows for systematic identification of synergies, inefficiencies or possible conflicts in our ocean space. The blue economy policy is not only a national imperative; it is anchored in, and gives effect to, regional, continental and international initiatives

such as the AU's African Decade of the Seas and Oceans 2015-2025, the Africa Integrated Maritime Strategy 2050, the UN SDGs, and the recently launched High Level Panel on Sustainable Ocean Economy where our President, together with 13 other Heads of State and Government, work to increase international understanding of how the sustainable use of the oceans – and the ocean economy – can play a key role in meeting the world's most vital needs and make a significant contribution to achieving the SDGs. The involvement of our President in the above Panel will no doubt lead to a greater appreciation of the strategic importance of our ocean space – our 15th Region – and the need to utilize its resources sustainably. At the same time, it will provide the necessary momentum and impetus to the finalization and conscientious implementation of the blue economy policy. However, the full benefits of this new paradigm will not be realized fully unless the integrated approach is infused into every level of governance in Namibia and tools such as MSP are implemented. But it is not only this new integrated approach to ocean governance that should be celebrated. The recent inauguration of the new container terminal on reclaimed land in Walvis Bay is a gigantic step towards establishing Namibia as a regional logistics hub. The Ministry of Works and Transport, Namport, Walvis Bay Corridor Group and all the stakeholders who contributed to the successful execution of this critical project should thus all be applauded. Yet becoming a regional logistics hub takes more than just geographical proximity to markets and expanded port infrastruc-

ture. It requires effective and integrated intermodal arrangements with reliable and safe rail and road connectivity to neighbouring countries as well as simplified administrative requirements. The ongoing National Single Window Project will address the latter to a large extent by significantly reducing the administrative burdens pertaining to importing and exporting goods through our ports. Being a logistics hub also requires an ecosystem of efficient players including a competent maritime administration, supported by a sound maritime transport policy and a sustainable talent pipeline. We cannot, however, create a sustainable talent pipeline, when landlocked countries like Malawi and Uganda send more students than Namibia to apex institutions like the World Maritime University and the International Maritime Law Institute. If we can address the above issues including transposing nearly 15 ratified IMO legal instruments into national law and achieve IMO white list status, Namibia will be highly regarded as a maritime nation. Another achievement worth celebrating, and in the context of the theme of this year's World Maritime Day, is the revival of the Namibian Chapter of Women in the Maritime Sector in Eastern and Southern Africa (WOMESA) whose mission is

to advocate gender equity, improve women's access to maritime training and technology and promote their advancement to key decision-making levels in the maritime sector in the region. WOMESA was established in 2007 under the IMO's programme on the Integration of Women in the Maritime Sector (IWMS). This programme was launched in 1989 and its primary objective is to encourage IMO member states to open the doors of their maritime institutes to enable women to train alongside men and so acquire the high-level of competence that the maritime industry demands. Judging from the increasing number of women in senior shipboard and shore-based positions in our maritime domain and recent enrolments at local and international educational institutions, I'm of the view that Namibia is making a positive contribution to the ideals of the IWMS programme, thanks largely to a progressive national gender policy. However, we need to do more as a country to truly elevate the profile of WOMESA Namibia and make the maritime domain appealing to our girls and women. The recent rebirth of the Namibian Maritime Officers and Shipping Association (NAMOSA) is another development worth celebrating. NAMOSA will enable our maritime officers to,

among other things, speak with a stronger voice in the pursuit of their economic and social interests while making meaningful contribution to the maritime discourse. Limited space does not allow me to enumerate the recent achievements in fisheries, marine and coastal tourism, marine mining and energy etc. But I know for sure that those sectors also have good stories to tell stories worth celebrating on World Maritime Day 2019. In conclusion, and as we reflect on the role of women in the maritime domain and how we can urgently roll back the unacceptably high levels of violence against our women, I wish to sign off with this quote from British poet, writer and explorer - Sir Walter Raleigh (1552-1618). His famous words have defined many a country's maritime interests, then and today, and have transformed a small country like Britain into a “Great” and wealthy empire. These are his words: “Whosoever commands the sea commands the trade; whosoever commands the trade of the world commands the riches of the world, and consequently the world itself.” · Mr Pinehas Auene is a Deputy Director in the Ministry of Works and Transport. The above views are his own.

% of the global demand daily and a supply disruption was the main concerns. However, within days oil prices started to sooth again, after the United States and its allies adopted a wait-and-see approach, coupled with a diplomatic solution, should Iran be confirmed as the main perpetrator of the attacks. In the same vain, Saudi Aramco also announced the supply disruptions would not be as severe as initially thought, as repairs progress ahead of schedule. Also during September the US Dollar weakened against the South African Rand which positively affected fuel import prices. ·It is not only positive news for the fuel consumer. Namibian oil companies have also received positive news. As of Wednesday the industry margin [the profits allowed per litre for oil companies] were raised by 3c per litre from 93c per litre to 96c per litre.

DRC-protest falls flat after procedural flaw Isaac Chikosi Residents of the informal DRC in Swakopmund marched to the Municipality of Swakopmund on Monday to petition for permanent land and proper sanitation facilities, water infrastructure and electricity. Regrettably, the protesters had to turn around empty handed, as the required administrative procedures were not followed beforehand. That included notifying the traffic department in writing in advance in order to assure the safety of the people if they march through the streets. Despite the administrative hick-up, residents still asked the question loud and clear: “We want permanent land, and we want answers from the municipality. When do we get water, and proper toilets?” Demonstrators were held at bay from the entrance of the Municipality building by the municipal traffic department and Namibian Police. Protesters wanted to see the mayor. When it came to light the demonstrators had not officially informed the traffic department of their intention to demonstrate, neither was a petition available to submit their requests or demands to the office of the mayor, they were advised to call off the protest and return home. “We do not know how they got here. With such a big group police escort is necessary”, one officer said. It was made clear to petitioners they would be allowed to exercise their democratic right to protest once all proper administrative procedures are honoured. One of the organisers of the demonstration, a lady known as Caroline, explained the group held a demonstration last week Friday in DRC. “We wanted to come here on Friday, then thought we may not find anyone here”, she said. Caroline was adamant they did follow proper procedures. She did not produce proof that procedures were followed. “All we want are answers”, one of the protesters then said. “When will we get permanent land?” At the bottom of it all, are individuals desperate for change and an improvement in their living standards. Council has budgeted N$30 million for the construction of social houses for DRC residents hence the proposed relocation. A further N$5 million has been set aside for the provision of services in the area which include sanitation, water and electricity. According to council, “once all statutory processes have been affected, the area will be serviced and the residents occupying these erven will have the opportunity to buy the land they occupy.”

A vehicle of Langer Heinrich Uranium was involved in an accident with a tourist vehicle at the Narraville T-junction on the B2 coastal road yesterday. Both vehicles were substantially damaged. No one was injured in the collision. On the picture right: former Walvis Bay town councillor and community leader John Uushona was at the scene of the accident yesterday and called for better traffic regulation on this particular T-junction. He suggested a three-way traffic light as one option. This particular stretch of road is also dangerous in the sense that dozens of school children cross this road twice a day during peak traffic.

West Coast Safety Initiative yesterday mid-morning reported a vehicle accident on the C34 on the outskirts of Swakopmund east of the DRC-settlement. The report reads, “Apparently the driver lost control in a curve resulting in the pick-up leaving the road and overturning. Indications are that speed might have been a contributing factor, but we are eagerly awaiting the investigation to be concluded by the authorities. Miraculously the driver only sustained minor injuries and received medical assistance at the scene before being transported to hospital by Code Red Medical Services.

Hake season closed for month of October

On the picture: the Walvis Bay syncro-lift will be busy for the duration of October, as the whitefish season (hake) is closed for the month and will be used for vessel repairs and maintenance. The Namibian Government introduced a closed month for the hake fishery some years ago for October of every year. That is to allow the hake to spawn, unhindered by fishing activities. That was a necessary step to ensure Namibia’s hake resource does not come under pressure from over-fishing.

Die Kirchturmuhr steht lang schon still.

Jahren verstarb.

NAMIB TIMES

Phillip Seidler top performer D E A T H The Cube swimming pool in Swakopmund recently played host to a total of 175 swimmers from Windhoek, Oranjemund and Swakopmund competing in the National Short Course Championships. The event was sponsored by IJG and the DebMarine Namdeb Foundation.

A total of 48 new records were established at this year's championships with Phillip Seidler the top performer in terms of FINA points. He obtained 743 FINA points for winning the 1 500m freestyle in 15:35,99; 726 points for winning the 800m freestyle in 8:13,36, and 709 points for winning the 400m freestyle in 3:57,94. Seidler a swimmer from Swakopmund Dolphins missed the Namibian parallel record with 0.32 seconds while Dentie Louw, a swimming coach for Swakopmund Swimming Club, improved his personal best from two and a half months ago with a whopping 6.74 seconds in the 200m freestyle. His new

record is 2:28.66. “I was the only one taking part in the event that day, so it wasn't big. I just like being able to improve my own record. Although 7 seconds is not much, I feel good about it since I haven't been in the water in a while,” Louw said. The biggest highlight of the day was the performance by Caitlin Botha, who put a smile on everyone's face and had her club mates cheering her on when she competed in the gala. Botha is 22 years old and has cerebral palsy, a movement disorder that includes stiff muscles, weak muscles, poor coordination and tremors. This didn't deter Botha, as she powered to the finish line. NASU awarded her a gold
