Car hijacking attempt in Swakopmund
inside DesalVictim issues serious plant warning to all motorists: works “lock your car doors!” at 75 %
Erwin Leuschner
The Swakopmund Neighborhood Watch is calling on residents to be extra vigilant after an attempted highjacking in Ocean View on Wednesday morning. The victim managed to escape unharmed. According to the victim, Hennie Siemens, he was on his way to work on Wednesday and had to stop at the T-junction of Tsavorite Road and the Henties Bay road. It was 06:25. “There was a car approaching, so I had to stop. I always lock my doors, but this time my one door was not locked”, he explained to namib times. He noticed a person running towards his vehicle. The person opened the car door and jumped into the vehicle.
Langstrand downpour can be as high as 25mm Erwin Leuschner
Thunder, lightning and rain: that is what many coastal residents woke up to on Tuesday morning. Langstrand received exceptional rains whilst Swakopmund and Walvis Bay only saw very mild downpours. Although parts of Langstrand's streets became temporary rivers as a result of the rains, reports of a 100mm downpour is a long shot. Residents at Langstrand consulted by namib times estimate the downpour to be more towards 20mm. As there is no drainage system at Langstrand, and many roads have high speed humps, the water rapidly accumulated.

names to low cost housing waiting list Sharlien Tjambari
The Swakopmund municipality has invited residents of Swakopmund, who do not own a house, were never registered and are on no housing waiting list, to have their names placed down for lowcost housing options forming part of the Build-Together scheme. Registration starts on 6 November. According to Mrs Liezle du Plessis from the municipality, the initial registration for low-cost housing was conducted in 2013. “The Build-Together project was stopped back then, but it was resumed in 2016.
So, we must update our waiting list”, said du Plessis to namib times. Du Plessis continued: “There is no price range, because even if a person earns a salary of N$25 000 per month, the bank still might not give out a loan. That is why we did not specify a maximum monthly salary”. Registration for the lowcost houses starts on 6 November and will run throughout November, closing on 30 November. It will again resume in 2018 as the registration for low-cost housing is a continuous process. Residents, who wish to have their names put down for low-cost housing, will be able to participate in future housing programs offered
by Council or Government. Registration points are as follows: Tamariskia Town Hall, Meduletu Community Hall and at the Main Municipal building. Residents who have already been registered and whose names already appear on Council's master waiting list do not need to take part in this registration again. In order to apply, residents need to bring along a Namibian Identity Document (ID); a marriage certificate and copy of spouse's ID (if applicable). Married couples are regarded as “one person”, irrespective of marital regime. Residents must also bring along their voters card as proof of residence in Swakopmund or Continues on page 2

“He shouted the whole time “Mondesa”, “Mondesa”, but I said I will not drive there”, he continued. The person grabbed the steering wheel and kept on shouting: “Mondesa”. Siemens saw two more people running towards the vehicle and fearing the worst, he managed to force the culprit out of the vehicle and drive off. Drivers of other vehicles also noticed the three guys loitering in the vicinity of the junction later the same day. “Make sure to lock your vehicle at all times”, Siemens warned. Residents are encouraged to notify the police or Neighborhood Watch, should they notice any suspicious activities.
Some garages were flooded, but damage reports are unknown. In Walvis Bay and Swakopmund downpours are estimated at below 5mm. Good rains were received over most parts of the country this week with more precipitation predicted for the Erongo region for the weekend. Other drought-stricken areas of Erongo, like Khorixas and Uis, also finally received some rains. In Khorixas more than 25mm were recorded according to the Meteorological Services. The bulk of the rain experienced at the coast on Tuesday seems to have hit mostly Langstrand, it was described as a good downpour. In Swakopmund slight dribble was recorded, while Walvis Bay received slightly more rain. “The thunder started at about 05:00 on Tuesday with rains pouring down shortly thereafter”, explained one Langstrand residents to namib times. According to the Namibian Meteorological Service more showers are predicted for most parts of the country until at least Saturday (4 November). The coast will seemingly not receive more rains as the prediction states: Partly cloudy and cool with fog patches at first.

This is not your everyday occurrence: two vessels will be alongside in the port of Walvis Bay tomorrow, both vessels the largest in their respective classes on the planet. The Ramform Atlas (above), the biggest seismic research vessels on earth, is currently alongside in port for repairs. Then, on Saturday the super yacht, M5 (formerly Mirabella 5) arrives in port. She is the largest single-mast yacht ever built. Her mast towers an impressive 88,5 meters high in the air (pictured right).

Wlotzkas desalination plant running at 75% capacity Erwin Leuschner
The desalination plant located near the coast at Wlotzkasbaken, north of Swakopmund, is currently running at 75% capacity and is supplying close to 50% of total water demand of the Erongo Region. This statistic was revealed by Areva Resources. While Areva emphasises the fact the plant operates smoothly, the price for its desalinated water remains high. The low capacity the plant is running at is the main culprit. “It has to be ramped up to its full capacity to deliver its nominal performance in terms of volume and tariff”, states Areva. Adding it would give the plant a long-term perspective that would benefit all stakeholders. Currently, the desalination plant is 100% owned by Areva Resources Namibia, but Areva is still examining several avenues for a divestment, as water is not part of the group's core activities. Regarding the ownership of the desalination plant, there has been a continuous tug-of-war between Government and Areva. Government publicly indicates several times its intention to purchase the plant. The reason for not yet committing to a deal is possibly Government's opinion that the technology used at Wlotzkasbaken is out-dated. Evolving desalination technology has become available that can deliver the desired outputs more cost effectively. To the contrary Areva emphasises its plant “benefits from
the latest available tech-nologies in desalination”. Furthermore, according to Areva no major breakthroughs in newer desalination technologies has been made since the plant's commissioning. “The plant requires no expensive technology upgrades to be implemented. The seawater desalination process combines ultrafiltration and reverse osmosis – the most efficient method of desalinating water on an industrial scale. The plant's exceptionally low electrical energy consumption is also on par with the latest technology of other desalination plants around the world”, Areva states.
Government has recognised though that the desalination plant is critical in supplying the Erongo region with sufficient water. Currently the plant bridges the shortfall between the water need in the region and the volume that available groundwater resources can sustainably supply. The plant can currently produce 20 million cubic meters of desalinated water a year, but existing infrastructure can allow for an expansion of the output to 26 million cubic meters per year. This is, according to Areva, more cost effective than constructing a second, separate desalination facility.

Line dancing: A hobby that made them champions Cadesia de Bruin
Do something new. Experiment with hobbies. Escape your routine and in doing so your life might change. Well, this is reality for a group of line dancers from “Dancing the Line” who entered the Namibia Championship of the Performing Arts.
The passenger liner Albatros calls at the port of Walvis Bay tomorrow and is the first passenger ship to arrive here for the summer season. Passengers will disembark to visit the coastal towns and undertake excursions into the desert to places of interest.
“I started Dancing the Line four years ago, and it was just a hobby”, group leader and instructor, Margaret Coetzee says. On Saturday the 21st of October, in Windhoek, the Swakopmund line dancers took part in the annual Namibian Championship of the Performing Arts - where famous Dr. Ellen Roux is the National Director for both Namibia and South Africa. At the championship, Margaret's group was not only awarded gold medals and the cup for best small group, they also received Namibian colours - meaning they will represent Namibia at the World Championship of the Performing Arts in Los Angeles in 2018. “Sometimes a hobby can turn you into a champion”, she explains. “A passion for something can take you places where you never thought you could go. Hard work pays”, she added. In 2015 and 2016, the group also participated in the International Fine Arts Association's Competition, and both times qualified to represent Namibia in Barcelona, Spain. If it happens more than once, it's a definite sign! “Where there's a will - there's a way”, Margaret states. They are looking forward to going overseas again – it's not just for experience or travelling purposes. It all depends on one question: how many opportunities like this come up, allowing you to represent your country on another continent? Age is no boundary in line dancing, says Margaret. Her youngest student is nine years old and the youngest in the group, who participated in the championship, is in her late forties. The oldest student is in her late sixties. Hobbies only present the limits you set. Dancing the Line will host a dance on 17 November to raise funds for the overseas trip.

Here tomorrow: The ship that carries ships
The semi-submersible heavy lift vessel, SWAN, arrives off Walvis Bay tomorrow to take in fuel and supplies before continuing her voyage. The vessel's purpose is to transport other ships or floating structures. The vessel can partly sink and allows for the vessel she has to transport to float onto her cargo deck. Once secured onto the cargo deck, the semi-submersible is re-floated and in doing so she lifts the vessel she has to transport clear from the water and ready for transport.

Swakopmund one step closer to install CCTV cameras
Walvis Bay closer to Mass Housing target President Hage Geingob was in Walvis Bay on Friday to inaugurate the handing over of nearly 250 low cost houses in Kuisebmond and Narraville. These two- and three-bedroom houses are products of cooperation between the Ministry of Urban and Rural Development, the Walvis Bay Municipality and the private sector and are part of Namibia's Mass Housing Programme. A total of 160 of these houses are already occupied, while the rest are being allocated to those on a waiting list of the Walvis Bay Municipality. This project is part of the almost 800 houses needed to be delivered on erven serviced by the municipality. Construction of the houses was by done by local contractors. It was financed by the private sector. This event brings Walvis Bay closer to its mass housing target. Louis Hurter Good, now since I do not and have never owned my own house, and my monthly salary does not qualify to buy a house, will the government also give me a house please, at low cost wich I can afford? Huge changes to traffic system around Dunes Mall in the pipeline With the regulation of traffic flow to- and from the Dunes Mall as the only short-term solution, namib times also this week wanted to hear from the municipality of Walvis Bay's traffic authority what the longer-term solutions entail. Traffic chief Eben Platt confirmed that the Walvis Bay local authority held a meeting where several changes to the current traffic system in the area of Dunes Mall were identified and placed on the list of high priority. The upgrade of the Diaz circle to add more traffic lanes on the B2 and C14 (airport road) is one of the priorities, secondly to add a second entrance/exit on 18th Str East side of the Mall (the street that leads from Diaz circle to the four-way intersection at the Walvis Bay cemetery) and thirdly, a two-phase traffic light or additional traffic roundabout at the Kruis Street T-junction (new Narraville entrance road on the airport road). "We had a high priority meeting with our engineers and these proposals were discussed. We know the situation is critical, but our interventions will ensure increased traffic flows and ensure as many left-turn situations as this is always the safest", Platt explained on Monday. Adding these proposals will have to follow the administrative channels of the local authority, but at the same time given high priority as traffic safety and people's safety are at stake. Denise Van Bergen Really strange that these aspects weren't discussed by the architechts, the developers and the Municipality's Town Planning Dept. right from the outset of the project, a few years' ago! Chao-lin Ma Hahaha that was what a couple of my friends talked about when the mall wanted to open. That single lane was going to experience a huge bottleneck! They should play more Sim Cities. Denise Van Bergen Chao-lin Ma I remember long discussions into the late nights, when the Management Committee would sit discussing things like road access, etc., with the Town Engineer's Dept., and noone went home until all us then-Councillors understood and were satisfied with the planning. Do such discussions no longer take place? Chao-lin Ma Township used to be a community thing, now it's just a commercial venture of trial and error at the expense of the community. Denise Van Bergen But WHERE are the Local Authority Councillors, who are representing the interests of the community? Chao-lin Ma All they represent is their own financial gains and interests. The community at large is the least of their priorities. Norma Van Der Merwe One more problem at the parking at the mall is that you cannot see where the exits are. Could the paint some arrows maybe? Helen Nieuwoudt Aren't the mall developers also responsible for the infrastructure of roads leading to access of the mall to accomodate the changes that have occurred to normal flow? I am aware that with large developments going up in RSA they are. Deolitt Du Plessis In my opinion I think moving the entrance and exit of the Weigh bridge might also help alot with the flow of traffic. Toni Timo Lange and ontop of that it was a South African Company responsible for all the developments, maybe our laws don't make provisions for that, lets face it were u can save money you have money, simply by looking at the loop holes of law. Narraville turnoff from the Swakop road ??? Cars wishing to exit to Swakop stand for 15 minutes at peak times. Anna Kee Maldrid Josti Exactly my thought. That needs seriously consideration. Ndjalla Huka Very true. Robots up there and and at the junction to naraville - kuiseb and then shift three way stop to the junction near the grave yard. Salmon Black British Nakale Taxis need a taxi rank yes, but i refuse to agree that this issue is fueled by a taxi problem, the road it self obviously is not effective and accomondative for vehicles enough. Leave the taxis alone and talk about the need to upgrade the mall's new route. There s far many of you out there who are recless drivers and at times drinking while driving. Ons ken vi julle. Ndjalla Huka I agree. All road issues are shifted to taxis. The same complainant will hike at a no stop zone. Herman Lambert Kyk hoe ry taxis druk orals in en ry op skouers net om verby te kom hoekom word daaraan niks gedoen nie of kan hul maar ry soos hul wil? As almal net gewone padreels gehoorsaam sal verkeer alreeds vinniger vloei so trafic doen jul werk beter asb. Deon Kawa Boy Ferreira Ek stem 100% saam as almal net by reels hou sal dr ni so grt trafic jam wesi wel bja mense maar ka dit maam werk. Anna Kee Maldrid Josti Two-face traffic light at the Narraville turn off from the B2 will do as well. Please consider that sir Eben Platt. Toni Timo Lange this is the problem we have everywhere, multi national companies construct and dont give a dam about the rest, I also blame our town council experts for not having forcasted that this will happen, learn from the world guys we living in the 21st century, not in the stone age world of bedrock.. . Bennie Smith Snr Alternatielik kan daar dalk nog verkeerssirkel kom by die huidiglike ingang na die Mall? Matheus Ilunga Taxi rank please make it clear due to taxi drivers charge N$20. The Police Public Relations Committee (PPRC) will soon organise public meetings to sensitise the community on the proposal of installing CCTV cameras at selected positions around Swakopmund. This was decided at the recent Council meeting after recognising the increase in the crime rate in town. To realise the goal of installing CCTV cameras in Swakopmund, with the aim to enhance the security in town, the PPRC intends to levy a contribution of N$10 per person from ratepayers. The public meetings will be held to gain support of this initiative. The item was discussed at the recent Town Council meeting. The PPRC consists of members of the community from various business sectors as well as police officers and municipal officials. The areas chosen for CCTV monitoring include various areas in the Swakopmund CBD, the town entrance, Mondesa, Woermann Brock Supermarket, Tamariskia and other key areas. Ian J Izaacs As previously stated I as a rate payer do suport the installation if camera's but why should we the residents pay for this. Everytime one or other thing come up die residents has to pay for it by adding it to our municipal rates. This idea was brought to the fribt by some business ow-ners for the Safety if tourist. Then there was backlash from residents and now they have fine tune it to include some suburbs. But we all know what tge real reason us behind this, I strongly feel the business fraternity in Swakopmund should pay fir this as part if their social responsibility. Many if them gas nit plough back into the community so this us their chance to do so. We know who they are and be sure we will push on this. The problem with this that as it stands now by reading this article there seems to be a lack of what the total cost would be from a management, maitenance point as as well as future updrades would be. With these though economic times one could not expect the poor resident to pay for this as surely it will become costly. And lastly can we have crime stats of Woerman as to why cameras should be installed there. They can install it themself with the millions they borrowed from Development Bank or is it SME. Eitherway it comes from the same pot. Ian J Izaacs We will let our voices be heard at these meetings. What has the business community in Swakopmund dine as far as social responsibility is concern. I think the majority will fail this test.they can pay for it. After all they are geading the committee. Cameron 'Urs Truly' Pieterse So only owners of an erf or house will have to pay for CCTV while everyone in Swakopmund will benefit, how does that work? Anyways we as Swakopmunders should not have to pay for CCTV... Paul Khachab who will take care of this cctv how much will be spent yearly to maintain it i think it more costly to maintain thing install it. Adolf Lori Pamo Shikongo Will the weather of Swakopmund be good for outdoor CCTV? Vanessa Jacobs Very good questions indeed! Peter Baron Van Ginkel Dear all above, please keep your eye open in the namib times as public meetings will be held on the 13th and 14 th November. Tubby Gouws Gr8 idea!!! but will only be really significant if the cameras also pick up the crimes committed at intersections like robot skipping and ignoring of stop street signs!! All the expenses could be paid in one day and levies would not be required. Herman T Kndnge N$10 levy from us is just for now later on u will hear something from 50 -200 monthly..I do support such initiative but Municipality should be responsible for maintenance and everything, they are already making alot of money from us . Jesse Titus I think the camera installation will be a great idea but we must first look at our lights in our subburts as one can see nothing when walking at night and that contributes hugely to the increasing rate and yes why should the business owners not pay for it as the residents municipality bill is already high as it is my lord i already pay more than 1500 p/m ....... and would it stop at a $10 contribution i think not ...... Julene Thompson I would like to see my tax money invested to have all the streets paved before agreeing to cctv.
Petrol prices to increase The Ministry of Mines and Energy has announced in a media release that fuel pump prices will increase tomorrow, 1 November 2017 at 00:01. This decision was made due to 'recent reports indicating that oil companies are failing to generate sufficient returns on their investments in the petroleum sector and there is a need to adjust their margins to a level that would encourage sustainability and further investment.' The prices in Walvis Bay will increase by N$0.40 per liter (retail) for 95 Octane Unleaded Petrol, while all grades of Diesel will increase by N$0.60 per liter (wholesale). Thus, the new Walvis Bay pump prices will be: 95 Octane Unleaded Petrol - N$ 11.20 per liter. Diesel 500ppm - N$ 11.23 per liter - Diesel 50ppm - N$ 11.28 per liter. SERVICES He made my enemies confess what they had done to me. Ester from Katima. I first heard of Mr Gastin from a friend, I took his number and booked for appointment, he charge N$100.00 to read my fortune. I was shocked when he told me of all the misfortune I was facing in my marriage and in my business for many years. he even told me the cause of my childlessness Which he showed me through a mirror, was caused by a spell cursed to me by a woman my husband was dating for over 10 years. I was shocked. Mr Gustin cast out the spell from me and things started changing. Today I am carrying my 4 months son, enjoying my marriage and our business is booming. I am not paid to give my testimony but I had to share my joy with others. This the only way to show my gratitude to God who sent Mr Gustin. He is now in Swakopmund and Walvisbay Contact number 081 445 9691

WP vs Bulls Golf Day The popular WP vs Bulls Golf Day was played last weekend and contrary to the belief that normally a small field plays after a fundraiser, a big field of 48 turned out to support Gert Olivier and the Pro Shop's 19th sponsored event. The competition was played as a match play, while the events’ prizes were for individuals. Sergio Fig really shot the lights out with a stunning 43 points to win the first prize of a golf bag, which he duly donated to the junior golf fund raiser next weekend, well played and thanks for the donations. Willie Els shot as good a round and was second on 42 points, with Pieter van Aarde and Gordon Damster ending on 41 points. The 5th place went to Deville Dreyer on 40 points and David Peake won the count out for the 6th prize on 39 points. Lots of two clubs on the day, and Jonathon Mather won the jackpot. Emile and Emile Jnr Vilbert won the best dressed prize in their WP outfits, but the biggest prize went to Gert Olivier, the Bulls captain, when poor old Gunter, the WP captain, had to hand the trophy for the day to him. In the end, a convincing Blue Bulls won 6 games to 4, with the biggest win of the day being 7/6 for the Bulls. No names will be disclosed to save any WP embarrassment. Just for the record, Sergio has not applied for the Everton manager's job, not even sure he wants it. The Chain Golf Day last Friday, was again another big day at the club and 46 players supported the event. The winners on the day were the OMNITEL team of Jens and Shane winning the count out from Gunter and Quinton on a good 56 points. Well done to Goretti and the whole CHAIN team on a well-run event.
A few attachments today, the first being the entry form for the NGK Meersig Golf Day on 10 November, please support this worthy initiative. If they get 18 or less teams there will be a shotgun start at 13h00, so please get your entries in soonest. As normal, there will be nice prizes up for grabs. This weekend is the Junior Golf fundraiser which will be an individual bogey plus competition and organised by grant. There is no additional entry fee but the club has agreed to donate all green and competition fees to the cause for our juniors. Obviously, any donations to this fundraiser will be greatly appreciated so please contact Grant. Please note that the par three competitions have been shifted to 4 November at the request of the sponsor. The programme for the next few weeks is as follows, so please do your planning accordingly: Saturday, 28 October - Junior Golf fundraiser more info to follow. Saturday, 4 November - Par three competition Ind Medal and the Omeya open. Friday, 10 November - NGK fundraiser. Friday, 10 November -Save the Rhino day at Rossmund. Saturday, 11 November - INDONGO TOYOTA. Saturday, 18 November - PISCS medal.

JCCA wins the Erongo T20 cricket league JCCA snatched the Erongo T20 Cup title with a dominant display in the final, beating Blue Waters 1 by six wickets in the last over with five balls to spare at Sparta. The win completes the trophy haul for JCCA, who has won the first major tournament. Chasing a victory target of 132 for JCCA, Lauritz Haccou (39 runs from 38 balls) and Enrico van der Westhuizen (35 runs from 48 balls) packed a hard punch. Gerhard Lottering added a further 30 runs from 28 balls. Matthew Stander and Scott Winborn added seven runs to lead JCCA to victory with the 21 extras. Blue Waters 1 won the toss and elected to bat first and could only get 131 runs in their 20 overs. Shalako Groenewald was the best batsman as he made 50 runs of just 33 balls, before he was bowled out by Gerhard Lottering. The captain of Blue Waters, Shalako Groenewald, after the game said it was a very good, but tense game. Both the bowling and field work of JCCA was excellent and they deserved to won, said
Groenewald. Blue Waters did not bowl well and there were a few “slip-ups” during the game. Unfortunately, the attitude of the player on the field cost them the game. The captain of JCCA on his turn said he is very happy for the young players and that their next target will be the 40 over's league that starts in a week's time.
