Senior immigration officer suspended at Walvis Bay for work visa irregularities

inside

Remember time-change on Sunday

Piquet Jacobs A senior immigration officer of the Ministry of Home Affairs and Immigration in Walvis Bay was suspended from certain duties on 23 August, after gross irregularities were discovered with the issuing of at least two work visas for South Africans. The official is not allowed to stamp work visas any more, as in one instance he allowed two South Africans nineteen more months in Namibia to work, contrary to the Immigration Selection Board allowing these two South African nationals only five months in the country. In the first instance, a work permit application was approved by the selection board on 1 September 2015 for a period of five months until 31 January 2016. This senior official stamped the passport with the work visa stamp and instead changed this date for the validity of the work visa to 15 September 2017, nearly nineteen months more than what the Board allowed. Swakopmund owes NamWater N$87m Municipality not in the position to repay this debt...... Sharlien Tjambari The Swakopmund Municipality owes the national water utility Namwater N$74 million. This shocking news was revealed by Swakopmund Council member Wilfried Groenewald who also said that Namwater is requesting the municipality to settle their debts, but the municipality is not in a position to pay. Groenewald made these remarks during a consultative meeting with the Minister of Agriculture Water, and Forestry Mr John Mutorwa yesterday in the coastal town. Councillor Kleopas Ngwena also commented on the debts owed to Namwater saying that the water prices are raised regularly and there “is nothing the council can do” as they have no

say in the matter. Commenting on the same issue Mutorwa said Namwater only acts according to laws which have been implemented and that this is done to recover costs. “Namwater has every right to demand for their debts to be paid in full,” Mutorwa said.

Need for desalination no more debatable water shortage for coast grows rapidly Sharlien Tjambari During the information sharing and consultative meeting about the water supply to the coastal areas of Namibia with stakeholders in Swakopmund yesterday, the Minister of Agriculture, Water and Forestry, Mr John Mutorwa, made it clear that the national water utility Namwater is running out of sufficient water for the central coastal region. The only future for the coastal towns lies in the desalination of seawater. According to Mutorwa the main objective of the meeting was to provide an overall plan and strategies on how to deal with the issue of water supply both in the short, medium and long term and to provide and seek some information with regard to the situation of water in Erongo and to Continues on page 2

Consultations for finalisation of NDP5 conducted with Erongo Erwin Leuschner Various high level representatives from all local authorities in the Erongo Region met yesterday with the Minister in the Presidency in charge of the National Planning Commission, Tom Alweendo, to have their say in the new National Development Plan, NDP5. NDP5 is set to launch in March 2017, when the current NDP4 will run out. “It is our purpose here today to share ideas, not because we have answers, but we wish to hear about the Erongo Region. We want to listen to you. How can the region contribute to NDP5,” said Alweendo during his opening remarks yesterday in Swakopmund. The consultations with high-level government officials regarding the input for NDP5 will take place in all 14 regions of the country. The first draft of the National Development Plan 5 is set to be presented to the line minister this Monday. The final draft is anticipated to be done by October this year. Thereafter the launch of NDP5 is set to be made in March 2017, when NDP4 runs out. Compared to other development plans the new document will revoke around three pillars: Sustainable economic, social and environmental development. Compared to its predecessor (NDP4) the target of the National Development Plan 5 is quite similar to its amount of targets. NDP1 had four targets, NDP2 eight and NDP 21. “Let's not try to come up with a perfect plan. It's better to have something that is workable. Our focus should be how we can implement the plan,” Alweendo said to the guests. In his view the new NDP5 will have

a strong political will to transform the socioeconomic landscape in Namibia. During his speech Alweendo looked back on the past 26 years of the young democracy, saying that a lot has been achieved. “I can say with confidence that we in Namibia are capable of running our own affairs and we are capable of extraordinary things,” he said. While he praised past achievements, he also noted various challenges, especially in the education sector and unemployment rate. “We don't have the luxury of a business as usual approach. We live in a time where people see the need for what they want to have,” Alweendo continued; and added: “The status quo has changed. We have a long journey ahead of us.” In his brief opening remarks of the consultation Erongo Governor Cleophas Mutjavikua said that “we as a region are required to contribute to the development and implementation of NDP5.” “The time for us as leaders to sit and pass the buck is over. Most of the time you see leaders in regions only pass the buck,” he said. He called on all present dignitaries that each and everyone needs to be part of the process and is required to actively participate in NDP5.

Minister John Mutorwa see what it is that the government is planning to do for the coastal areas of Erongo Region. Mutorwa further said that the issue is exasperated due to the drought. As a consequence the coast is confronted with the question of unavailability of resources. “Let's look at the coast. The two important sources for water supply, the Kuiseb aquifer and the Omdel aquifer, are both experiencing a lot of pressure, which means the water supply is depleted – not completely, but we are getting there and we can't count on the rain.” Mutorwa emphasised that the issue of water supply to the coast has been on the government agenda and is regarded as crucial. According to the Harambee Prosperity Plan, the focus for the coast lies on desalination by using renewable energy (solar and wind) to meet increased

demand for water at the coast. As a result of uranium mining activities government will be constructing a new desalination plant by the end of the middle term expenditure framework period, which is anticipated for the 2018/19 financial year. “The availability of resources (money) is a different matter, but the political commitment of government is very clear. We now know that for the coast, even if we get a lot of rain at the end of the day, the issue of desalination is an option that is no more debatable. Government has taken the decision on the basis of studies and facts and at the end of the day desalination of seawater for the coast is the only way to go,” he said. The Minister added that this will also “eventually be for the interior of the country.” Mutorwa also said the issue of desalination has always been a discussion, but every time it was postponed due to the costs involved. “They always said it is too expensive, but now due to climatic changes and the drought in this year the subject cannot be postponed anymore,” he said; and added: “Going forward it is the target to address water security for the coastal towns by amending water supply in order to meet the growing demand of the mining sector because we know all the very important sectors contributing to the Namibian economy are at the coast”. Speaking on the issue of the Areva desalination plant Mutorwa said the decision of constructing a desalination plant was taken during a cabinet meeting in July 2015, even though the Areva Desalination Plant was inaugurated in 2009 and through that the government put together what they call the National Desalination Task Force to spearhead this consisting of senior officials of the government.

The client had been in the bank and left her mobile phone on a counter. By the time she got back to work she realised that she did not have her phone with her. She rushed back to the bank. Upon her arrival Josop directed her to the reception where he had turned it in for safe keeping. Pic: Panoramio - Fanie Gous The towns Swakopmund and Walvis Bay want to relocate all backyard squatters and “do away with shacks entirely.” Various leaders from different institutions met this week to discuss the initiation of a programme to relocate about 30 000 squatters from both coastal towns. “It is not that easy though,” said Erongo Governor Cleophas Mutjavikua in an interview with namib times. Mutjavikua made the announcement initially this week during a handover of bricks meant for victims of recent shack fires in Swakopmund. “The situation in Mondesa need an urgent turn-around (sic),” he said during the hand-over and mentioned that a meeting with various stakeholders regarding the issue of backyard squatters took place this week. In an interview with namib times yesterday he gave more details. “We are working on a programme to relocate about 15 000 squatters from Swakopmund and about the same amount from Walvis Bay,” he said. In the case of Swakopmund a suitable area on the eastern side of the NamWater pipeline has already been identified. In Walvis Bay it was decided to relocate the residents to farm 37, an area on the road leading to the Walvis Bay airport. “We will not allow anymore shacks though. Only houses will be allowed,” he said. With this step it is the intention to prevent a similar situation that came about with the development of DRC (Democratic Resettlement Community). “We want to create proper suburbs and put in services for the people,” he said. It is his vision to demarcate a suitable area and have people buy land. “They must pay for it,” he said. The services will be financed in part by Government as well as the local authorities. “It is the idea that the residents put in the essential services (water, sanitation etc.) themselves. They must dig. If people do the digging the costs will come down by a lot,” he continued. With this new development the Governor wishes to see all shacks disappear entirely and have them live in houses made from alternative building materials. Mutjavikua did not go into detail, but instead said that any alternative building material is currently being considered. During his speech this week the Governor made his stance regarding backyard squatting clear, saying that “we need to move back yard squatting out of Mondesa.” “I hope that the meeting (that took place this week) is not just another meeting, but that we come up with a programme,” he said. Yesterday he said in an interview with namib times that the relocation “is not that easy though”, which is why another meeting is scheduled to take place around September 10.When the relocation is set to take place has not yet been determined.

CHEC sponsors two Namibians for a civil engineering degree in China Two Namibian students departed for China recently to study towards a civil engineering degree, made possible by full bursaries awarded by China Harbour and Engineering Company (CHEC). CHEC is currently developing the new container terminal on reclaimed land in the port of Walvis Bay as well as the first phase of the SADC Gateway Port north of Walvis Bay. In a statement CHEC spokesperson Usi //Hoebeb said: “Two Namibian students, yesterday jetted off to the People's Republic of China to start their five-year study at the renowned Hohaii University. The two students, Oiva Wilbardt from Ondangwa and Martino Swartz from Okahandja will spend the first year studying the Chinese language, Mandarin, before embarking on a four-year civil engineering degree. At a departure ceremony held in their honour by the Embassy of the People's Republic of China in Namibia, His Excellency Wei Wu, the Acting Ambassador stated that harbour engineering is one of

the key areas of Namibia-China cooperation. “Namibia is well-positioned as being at the cross-roads of DA-SC's development and the NamPort's expansion project will greatly enhance Namibia's trade potential.” He urged the students to serve as goodwill ambassadors between the two countries' during their stay in China. He further acknowledged China Harbour Engineering Company (CHEC) for its generous awarding of these two full scholarships and encouraged other Chinese companies in the country to follow suit. The scholarships include full tuition cost coverage, accommoda-

Concerned Rossmund Resident I was so surprised when I drove into town this afternoon (Monday 29 August) to see that the Police were busy installing the road block. My immediate thoughts were, but the “ Long Weekend” and the “End of the Month”” have passed – so now!! Aah!! The schools are starting. My problem is not really the road block, I know the Police have their job to do and their reasons for installing the same. What does bother me is that no one checks the condition of the road shoulders or worries about the damage being done to them by the numerous heavy vehicles. One really has to pick your way off the tar especially on the outgoing side. There are numerous sharp rocks protruding from the sand which I think is definitely not good for your tyres, especially if you want to drive to Windhoek. The damage caused by driving over this terrain could be life threatening to say the least. Can the relative authorities please do something about this. Thanks from a concerned Rossmund Resident

FNB re-located branch to benefit Mondesa businesses Sharlien Tjambari

The First National Bank of Namibia (FNB) officially opened its re-located Mondesa branch in Swakopmund on Monday 29 August. The FNB branch was first located at the Woermann Haus complex on the corner of Mandume Ndemufayo and Independence Avenue and it has now re-located just across the road in the same avenue. “The re-location of Mondesa branch again emphasises the commitment of FNB to continue to invest in Namibia and in the customer service that remains a core priority in our business. To constantly ensure customer satisfaction inspires us to continuously innovate and proactively respond to the needs of our customers in our journey to lift the “How can we help you” said Sarel Van Zyl, the Chief Executive Officer of FNB Namibia. According to Van Zyl in order to service the customers better FNB have doubled the floor space compared to the floor space they had at the previous building and they have also doubled the staff assessment in order to ensure that customers will be satisfied from now onwards. He called on all staff members to continue to service FNB customers well and to be helpful, ethical, effective, innovative and accountable. FNB Mondesa Branch is now equipped with an automatic deposit terminal that allows a person to make deposits at any time of the day, even on weekends. Van Zyl says this is more convenient for the business men and women of Swakopmund, as they can make deposits even on Sunday afternoons “and at the moment you will make the deposits you will find a contact message coming through to your bank account saying the money is deposited, real time and you can deposit up to N$20 000. The reality is that we do not as consumers need banking branches anymore and that is why we are able to open a full branchless bank in Swakopmund for people to go do all their transacting banking there without having to come into a branch” adds Van Zyl. Van Zyl further said that very soon FNB will be opening a staffless bank in Swakopmund where all services, including deposits, withdrawals, transfers etc. will be completely self-service and there will be no staff at that branch. Over the last five years FNB spent over N$35

million through their foundation towards projects in this environment “this coming year we will add another N$10 million to that amount which we will through our board of trustees contribute to society throughout Namibia. We have for the next three years contributed N$3 million to the Shack Dwellers Association to assist with the building of affordable houses” Van Zyl said. Other projects which benefits from FNB is the Mayoral Fund which gives Christmas gifts to children around Swakopmund, the Epango Group which takes care of the orphans and vulnerable children and many other children projects in Mondesa. The Governor of Erongo Region, Mr Cleophas Mutjavikua said the re-location of the much bigger and better Mondesa branch is a very serious milestone and the residents of Mondesa and the Erongo region value it highly “this is a very joyous occasion for me, because we are bringing services closer to the people and as a result ensuring that no one is left out in the financial house of Swakopmund and the greater Erongo region, just as our Harambee prosperity plan advocates”. Mutjavikua urges the small business community to make sure that at this Mondesa branch there will be more SME businesses that are successful, that are approaching and getting services from this branch “my call still remain that all banks must ensure that their customers are financially literate and that no one is left out from the beneficial financial services in the country and particularly in the Erongo region”. He further said the media should learn to tap in real development and to also make sure that development reach the ears of the community, so that they can read and understand that there are some good development taking place in the country, “because when it comes to events like this you find very low key representation of our media, but when two cars collided just now, cameras will be flashing”.

OK MiniMark Khomasrand In The Running For Top Award! The OK Franchise Division, a division of the Shoprite/Checkers group, endeavours to continuously raise the bar of the retail industry through an innovative and modern approach. The OKFD is dedicated to ensuring that each store offers their valued customers an enjoyable and hassle-free shopping experience, with special focus placed on delivering outstanding customer service. The OK Franchise Division is proud to announce OK MiniMark Khomasrand as one of a select few retailers which have been nominated for this year's very prestigious OKFD Franchisee of the Year title in the OK MiniMark category. This sought-after award is the highest accolade within the OK Franchise Division and is testament to unremitting hard work, attention to detail and tire-lessly elevating the OK brand. OK MiniMark Khomasrand has proven their mettle through tenacity and perseverance amidst the current financial climate and its challenges. OK MiniMark Khomasrand brings fruition to the OK Franchise Division's invigorated vision for unrelenting growth and future success. Manuel De Freitas Bacalhau, proud store owner, is delighted with this nomination, “We're all very excited about this nomination – it shows that we've been doing something right. My staff members have been working very hard for this recognition. We'd also like to thank our loyal customers, without whom our success would not be possible.” Stores are judged over the course of a year on criteria which presents a complete overview of all the aspects of a leading retailer: growth, general store standards, customer service, staff motivation, service department offerings and displays, community involvement, administrative excellence and loyalty. The focus is therefore not merely on generating sales; stores have to show that they are committed to their customers when it comes to service and their overall shopping experience, as well as the surrounding community and general store appearance. OK MiniMark Khomasrand performed exceptionally well in all of these categories and can be proud of being a store that shows dedication to excellence in every aspect of their business.

The winners of the Franchisee of the Year Awards will be announced in October at the annual OKFD conference in Bali. OK MiniMark Khomasrand is a worthy ambassador for the brand and should be very proud of this fantastic achievement!

Wilhelm II

(1933) Kurt Kusenberg (1904 in Göteburg; geboren, 1983 in Hamburg verstorben).

Langer Heinrich Uranium Mathematics Spring School

Eighty Grade 12 and 10 learners gathered at Namib High School from 15 to 19 August 2016 for the 6th Mathematics Spring School which was once again organised with the financial support of Langer Heinrich Uranium (Pty) Ltd. The Spring School was opened by Ms Bernadette Bock, the Superintendent for Community and Corporate Relations at LHU. She quoted Napoleon who maintained that “Ability is of little account without opportunity and congratulated the learners for making use of this opportunity to hone their knowledge and skills for top performance in the high stakes external examinations in higher, extended and additional level mathematics. She mentioned that over the years, the Erongo region has been a top performer in higher and extended level mathematics and that the LHU Spring School has greatly contributed to this legacy. She encouraged the learners to aim at excellent performance, not only as foundation for their own future, but also to provide an incentive for Langer Heinrich to continue the support of this programme. Ms Bock thanked Mrs Courtney-Clarke for organising the Spring School and commended her and her colleagues, Ms Inken Mohr and Ms Lynette van Rensburg, for facilitating the Spring School.

13 national records broken

A total of 13 National records were shattered this past weekend when Sparta Archery Club hosted a very successful 9th Annual Namibian National Archery Championship. Perfect weather conditions prevailed from Saturday through to Sunday, with just a slight breeze cooling the archers off. Those who expected cold misty conditions were in for a real surprise when the weather on Saturday morning turned sunny and beautiful. A total of 35 of Namibia's top archers battled it out to be crowned National Champion in their respective divisions. Saturday they shot a complete 1440 round and Sunday they competed in the 720 round with eliminations. After Eliminations, the Namibian Champions were crowned (see table on page 27). The following archers set a total of 13 new AAN National Records: ·Henk van den Berg set 4 new records in the Compound Master Men division at 30, 50, and 70 metres. ·Anton Zietsman set 2 new records in the Compound Master Men division at 70 metres. ·Francois Marais set 2 new records in the Compound Men division at 50 metres. ·Mathys du Preez, set 2 new records in the Compound Under 13 Boys division at 30 metres. ·Xander Reddig set 2 new records in the Recurve Junior Men division at 70 metres. ·Quinn Reddig set a new record in the Recurve Cub Girls division at 30 metres. The Archery Association of Namibia would like to thank all the organisers, Iroleen and Leslie Page, and our judges: Rita Schenk, Christo Brand and Karola Woortman for their hard work during the Championships! For complete results & records, please visit our Face Book page, Archery in Namibia, or our website:www.archerynamibia.org The next Target Archery Ranking shoot will be the Teuguni Shoot on 24 September 2016 at SKW Club in Windhoek.
