Ministry of Agriculture, Water and Land Reform and the Natural Planning Commission, had authorised the Oshana regional council to start constructing earth dams and set up green schemes in its 11 constituencies. It has been estimated that 44 earth dams and 44 green schemes will be set up in the 11 constituencies of the region. However an implementation plan is still to be devised, in which new councillors will be briefed on the project.

The communities within the region was already consulted, and sites for the earth dams and green schemes have been identified. The green schemes are expected to contribute to food security within Oshana region and beyond. Jekonia Nangolo, the chief regional planner at the Oshana Regional Council said that the Ogongo Agricultural College in Omusati region will be contacted to assist with setting up of the green schemes. The community members are expected to benefits as the people to work on the green schemes will be drawn among them. The idea to construct earth dams and set up green schemes has been welcomed by man y members. “The idea to build earth dams is long overdue, as the rain water has always been flooding and going to waste within the open flood plains. With earth dams, we will finally utilise our water and utilise it for agricultural purposes”, says Shilongo who hails from Onampira Village.
