FEDERAL RETIEMENT FAIRNESS ACT STATUS On October 19, both Democrat and Republican Congress members signed on to introduce the Federal Retirement Fairness Act, legislation that would allow certain federal employees to make catch-up retirement contributions for time spent as non-career employees after Dec. 31, 1988. The legislation would cover letter carriers who were employed as casuals, transitional employees or city carrier assistants, providing them with greater retirement security. “NALC is pleased to see the Federal Retirement Fairness Act reintroduced in the House,” NALC President Brian L. Renfroe said. “We urge the House to pass this bill that would benefit letter carriers and other federal employees who have devoted their working lives to public service. A significant number of active city letter carriers have worked in a non-career position, and that time is not currently creditable for retirement. This bill would change that, allowing letter carriers, and millions of other federal employees, to buy back this time and plan for their well-earned retirements.” All letter carriers are encouraged to contact their representative and ask them to co-sponsor the Bill.

The President’s Report By Edward P. Fletcher, President

First and foremost, I want to personally thank all of the members of Branch 1111 for your continued support, and in re-electing me as your President. I am extremely honored, as well as all your newly elected Branch Officers. We look forward to continuing our fight in unity to protect the rights of all of our members during our 2023-2025 terms of office. Thank you!

The Department of Justice Takes Action On October 10, 2023, Karen Eshabarr, who is the President of San Francisco Branch 214, and I were invited to a press conference at the Department of Justice’s (DOJ) office in Oakland. Channel 2 News was one of the media outlets that aired the 10/10/23 Press Conference. The DOJ announced the arrest of ten individuals who are accused of robberies against Letter Carriers in the Bay Area and/or crimes against the Postal Service. Ismail Ramsey, who is the United States Attorney for the Northern California District, stated they will be charging these cases at the federal level and that there will be severe consequences. That is what the union has been asking for, more federal level prosecutions and stiffer penalties! Channel 7 News also quoted me at the press conference stating, “I have started counting since February of 2023. We have had 31 armed robberies and or physical assaults," said Edward Fletcher, the local union president. "Letter carriers shouldn’t have to wake up in the morning wondering if someone is going to stick a gun in their face. They are being hunted and these criminals need to be held accountable." US Attorney Ramsey also stated that for anyone caught with Postal keys, “these keys will be your keys to prison.” The Postal Inspection Service also announced on October 10, 2023, that the reward for information leading to the arrests and convictions of crimes against letter carriers and the Postal Service has been raised from 50K to 150K.

Eshabarr, Full-time Officers, members from both Branch 1111 and Branch 214 and I were in attendance and shouted, “Enough is Enough!” “Protect Our Letter Carriers One of my quotes that appeared in the Oaklandside article was, “It’s an injustice that a letter carrier whose job is to come to work and serve the community, deliver the community’s mail, the medicine, the packages—we look after the senior citizens, now we have to severely observe our surroundings and maybe get the hell out of a place if something isn’t right, Fletcher said. Pictures of our Oakland rally, and others, also appeared in the November issue of the Postal Record. I want to personally thank all the members who attended the rally. Together, we can and will make a difference! I also want to recognize Emeryville letter carrier Bill Murry for his courage in speaking to the media after he was robbed twice in Oakland. Looking Forward to 2024 With the Holidays and 2024 New Year just around the corner, I do want to wish everyone and their families a happy holiday season, and a prosperous new year. However, I do have a holiday wish list, and here it is: That we get a good contract that rewards letters carriers for their hard work; That USPS and law enforcement do more to protect our letter carriers and prosecute the criminals; That the Postal Service finally removes its head from the sand, or other dark places (that’s a long shot); That our Branch of proud members continues to grow in strength and unity.

Enough is Enough Two days later on October 12, 2023, and in our continuing efforts to shed light on these cowardly acts and to bring these criminals to justice, the NALC held an “Enough is Enough” rally at the Oakland, Civic Center Post Office. The rally got a lot of good media coverage by Channels 2 and 7 news stations, the SF Chronicle and the Oaklandside. 4

First, I would like to show my appreciation by saying thank you for your service to all the veterans, especially the ones who are members of our great union, the NALC. While each and every one of you may have had different levels, obligations, missions, stories, and experiences, you have all contributed to keeping our country safe. For that, I am very grateful that all Americans, including my family, can sleep soundly at night. Next, I would like to say thank you to all our brothers and sisters for your continued hard work throughout these seasons and years of challenges that the USPS has faced. As Letter Carriers, you are the engine that keeps this organization moving. To all the Stewards of Branch 1111, our front-line soldiers who must deal with management on a daily basis, you are truly appreciated. Your integrity, dedication and hard work means a great deal to all of us. First of all, I would like to thank those brothers and sisters in this great union for voting for me and my slate members. It was obvious that you knew how important it was to select the right members, and I am confident this union will be better united as it once was, again thank you for your vote.

PS 3971 FORM

I mentioned in my last article that I would talk about filling out the PS 3971 Form. If you know in advance that you have any medical appointment, or dentist appointment, it’s best that you submit a PS 3971 as far in advance as possible. This allows management to arrange for your absence and they should not be denying that appointment. It will also be recorded on your PS Form 3971 as scheduled, which is a good thing vs. unscheduled absence. Anytime you call in sick or perhaps you had to be absent for some reason, upon returning to work, management should be providing you with a PS Form 3971, they may even have one ready for you that is electronically filled out. Before signing it, read between the lines. If there’s something you don’t understand, you should ask. Don’t be fooled into believing that the PS form 3971 is 100% accurate. There should never be anything written on the section where it states Remarks. Often you will find generated remarks, for example like (not FMLA) I would scratch it out. You are the only person who can make any remarks in this section. The best guarantee is to fill out your own PS 3971 Form yourself. This way you know what you asked for. I might even put your confirmation down in that section. So, if management puts something different it can be challenge, nevertheless this section is for only you to use. Make sure you sign it and date your PS Form 3971, and all the sections that apply to you are filled out properly. When you turn it in, you should have management acknowledge it, and get your copy right away.

BERKELEY BLUES NEWS

Nothing but CHAOS in Berkeley. We shouldn’t be the leaders of such craziness; we probably are, and we don’t even know it. I had high hopes that someday this place would be organized, and carriers would love to come to work, but it’s become a nightmare to work for. I believe it starts with leadership, something that Berkeley lacks. Now our carriers are having their SDO’s canceled and being told they have to report to work starting at 9:30am. Can you imagine what idiot thinks this is going to improve the Postal Service deliveries. We know that our customers are going to suffer the delayed services that some are already enduring. How is this happening. We do not have enough carriers for one, and the ones we have are being worked to death. What kind of life is that? This is most likely happening everywhere; hopefully National negotiations include getting more pay for our PTFs and CCAs. Let’s hope everything improves. Knowledge is Power

Lessons from Being Robbed on the Route

One of the lowest, dirtiest and despicable things that can happen to us on the job is to be robbed as we deliver our mail. I am very sorry to hear of the terrible loss many of you have endured. It is distressing. There really are no words to describe the emotions, the feeling of being violated. Being robbed is a traumatic event that can have long-lasting psychological effects. The experience of having something taken from you without your consent can leave you feeling vulnerable, violated, and afraid. It can lead to depression, anger and frustration, even guilt and self-blame, as well as PTSD. My heart goes out to you brothers and sisters. What should you do if you have been robbed? It is important to seek help. Talking to a therapist or counselor can be a helpful way to process the emotions that come with being a victim of a robbery. Additionally, taking steps to increase your sense of safety and security. What does this mean in the Postal Service? It means filing a CA-1 Emotional injuries resulting from a robbery/assault, can and often do have long lasting and worse effects than any physical injury ever could. I suggest you do so electronically at - www.ecomp.dol.gov Of course you will most likely still require a Form CA-16 in order to see your doctor of choice, which is only available from postal management. You will need the doctor’s contact information such as address and phone number, including the name of the practice, to have this form completed and signed by postal management for it to be valid. This is an authorization for examination and/or treatment which ensures payment to the health care provider. Once you file a CA-1 either on paper or electronically, you are also eligible for Continuation of Pay. That is uninterrupted pay up to 45 days from the date of injury if the doctor decides to put you off work temporarily or issues restrictions such as in these cases no outdoor mail delivery, that the Postal Service can’t or won’t accommodate, depending on the severity of the effects of the traumatic event for you. Some advice: Always be on alert. Keep your head on a swivel. Observe those around you. Those in parked cars near your stops or park points. If it doesn’t feel right or safe, drive away! NO harm in going around the block and coming back later. Call 911. What can you do personally? Keep your wallet away from your person. Maybe in your lunch container in the back. Keep a decoy phone. They are asking for the cell phone now. Give them the decoy if possible so you still have a phone to call with. If you can, get them to take the scanner, so they can be tracked. Never bring extra money, keys, electronics, or anything which may attract robbers or that you don’t want to part with. What about at the moment you are being asked for your keys or mail? Give it to them! Give it all to them don’t argue, offer more. You want this mail too? You want these keys too? Nothing in your vehicle or on your person is worth your life! I repeat, nothing is worth your life! Don’t argue, don’t try to look at them, don’t try to talk to them. Just let them get what they came to get and get away as soon as possible!

Health Benefits Open Season By Jacob Morgan, Insurance Officer

Monday, November 13, 2023 through Monday, December 11, 2023 are the official dates of the 2023 Federal Benefits Open Season for the 2024 benefit year. Keep in mind that Open Season closes at 9pm PST on December 11th. Start thinking about your anticipated needs for next year and what you want to get out of your healthcare coverage. With as hard as letter carriers work, our healthcare coverage should work for us just as hard. The NALC Health Benefits Plan is a union owned, union operated, not-for-profit plan crafted specifically for Letter Carriers by Letter Carriers. While some health insurance plans are focused on making as much money as possible and trying to pass off the expenses to the insured, the NALC Health Benefits plan wants you to get the most out of your coverage while keeping expenses as low as they can. They have partnerships with CVS Caremark (Prescription), Cigna (Healthcare), Optum Health (Behavioral/Mental Health), Hello Heart (Heart Health), Hinge Health (Musculoskeletal), and American Well Telehealth or “Amwell” (Telehealth/Virtual Doctor Visit). There are many programs offered at a low cost or completely free of charge. A big change for the upcoming benefit year is that the Value Option was absorbed into the Consumer Driven Health Plan (CDHP). This was a strategic decision to simplify the Health Plan ahead of the changes to Federal Employee Health Benefits coming in 2025 due to the Postal Service Reform Act. Some features of the CDHP in 2024 that have been expanded upon or added include: Reduced In-Network Out-ofPocket for Self Plus One and Self and Family; (Expanded) Hearing Aid and Custom Foot Orthotics coverage; (Added) one Annual Skin Cancer Screening as well as A1C Test; Infertility treatment; Gender Affirming benefits; and a Broad Vaccine Administration Network. Some features of the High Option in 2024 that have been expanded upon or added include: (Expanded) Hearing Aid and Custom Foot Orthotics coverage; (Added) Bend’s Behavioral Health Coaching Program for children and families; Telehealth Virtual Dermatology Services; an Annual Skin Cancer Screening as well as A1C Test; Infertility treatment; Gender Affirming benefits; a Broad Vaccine Administration Network; and (for those eligible for Medicare) Silver Script Prescription Drug Plan. You can access all the open season information with the Health Plan by going to nalchbp.org and looking under “What’s New.” There you can find rates for 2024 Premiums along with Summary of Benefits and Coverage. Another link will take you to their “Open Season Page” where you can find brochures, booklets, and informational videos regarding health incentives offered. Some incentive programs even offer you monetary health savings rewards for completing them! You can find an itemized list of all the changes and clarifications for the upcoming benefit year on pages 16-17 of the Plan’s Brochure (white cover). I would also like to thank the membership for allowing me to go to the 36th National Health Benefits Seminar this year as there was an incredible amount of information I was able to gather over the three days.
