COLA UPDATE The fourth regular Cost of Living Adjustment (COLA) under the 2019-2023 National Agreement will be $1,934 annually for carriers in Table 1 and Step O of Table 2. Cost of living increases are paid proportionally to city carriers in Table 2 in accordance with Article 9.3.E of the National Agreement.

This adjustment will be effective August 28 and reflected in the paycheck dated September 17. City carrier assistants (CCAs) will receive additional 1.0% increases effective November 20, 2021 and November 19, 2022 in lieu of cost of living adjustments pursuant to Article 9.7 of the new Contract.

Revised Face Covering Policy As a result of the uncertainty with COVID-19 related to the “Delta Variant,” the Postal Service will reinstate our previous face covering policy for all Mail Processing and Logistics, Retail and Delivery, and Vehicle Operations facilities. Effective immediately, all employees are required to wear face coverings in the following situations regardless of their vaccination status, or until further notice: • When there is a local, state, or tribal face covering order or directive in place; or • When an employee who does not deal directly with the public and cannot achieve or maintain social distancing in the workplace. Facilities should ensure they have adequate masks and face coverings available for employee use. Employees who cannot wear face coverings for medical reasons should contact their supervisor.

BRANCH ELECTION UNDER WAY The 2021 Greater East Bay Branch 1111 election is under way. Four positions are being contested. All other officers were re-elected by acclamation at last month’s general meeting.

The contested positions are for Executive Vice President, Third Vice President, three Trustee slots, and seven Executive Council member at large slots.

Contesting for the Executive Vice President position are Jose Ochoa and Jimmy Braden Jr. Contesting for Third Vice President position are Julie McCormick and Mary Abante.

Seeking the three Branch Trustee spots are four candidates; they are Rickie Cox, Krista Beals, Jerry DePoe, and Ron Jones.

Running for the seven Executive Council seats are eight candidates. They are Liz Corriea, Marisela Fletcher, Ray Garcia, Irene Liljedahl, Shana Lum, Joshua Pearl, Frances Rodriguez, and Michael Sawaya.

A Galaxy Far, Far Away

It has been over 36 years since I started my career in the Postal Service. I started on March 2, 1985.

We didn’t have Delivery Point Sequencing (DPS) or Flat Sequencing System (FSS) machines. Flats were cased horizontally and routed in sequence when pulling down.

We all had stacks of trays of mail under our cases that looked like “rainbows” with all of the different colorcoded cards.

The Post Offices were better staffed and mandatory overtime was less frequent. We started earlier, usually from 6:00-6:30 AM, and completed our deliveries even with some overtime by 5:00 PM. I was even able to coach my son’s little league teams after work, which I truly enjoyed.

In the Union City Post Office, we had a few bowling nights and weekend softball tournaments with the Fremont and Newark Post Offices. I played center field like my hair was on fire. It all seems like “A Galaxy Far, Far Away,” What happened? And, what should the USPS and NALC now do?

Was it the Economy, Poor Planning, COVID-19 or Unrealistic Expectations?

One can argue that it was combination of all of the above, albeit COVID-19 didn’t come into play for us here in California until March of 2020. Like a rollercoaster, our economy goes up and down. Given that, the Postal Service, as well as every other business, must make adjustments and be more aggressive in finding new business rather than downsizing marketing. That doesn’t make sense.

As far as their continued efforts to push “unrealistic expectations,” the Postal Service is still “lost in space.”

They hold fast to their projections and short sell themselves in return. One could think that is a form of “selfdestruction.”

For example, the Union has shouted from the mountain tops that the USPS’s current game plan on hiring and/or employee retention has failed miserably by their own numbers. Since the fall of 2016, if not sooner, USPS employee attrition rates have been around and or in excess of 50%. That is not a “good business model” for success.

So that leaves us with “Poor Planning” or an overall “Poor Business Model.” Well, it is not rocket science nor

should the USPS look to the stars for answers. If what you have been doing doesn’t work, change it rather than continuing to run endless circles around the rings of Saturn!

What Needs to be done in My Opinion The meteorites are out there and could strike “Planet USPS” at any time. The USPS and NALC at the national level need to launch “new and dynamic” plans to change our current trajectory. First of all, I will commend the parties for the following National MEMOs in the 20192023 Collective Bargaining Agreement: “Complement and Staffing” on page 167; “City Carrier Assistant Conversion to Career Status” (24 months) on pages 160161; “Part-time Flexible Conversions” on page 159; and the “City Delivery and Workplace Improvement Task Force” on pages 232-234. Well since you asked, or even if you didn’t, let me offer some of my own jet fuel to the mixture. I believe that we have reached a “critical state of over mandating” that has affected the “quality of life of all Letter Carriers and Postal employees” and that requires immediate action.  The first action the USPS must take is to hire and maintain employees well above the complement numbers for every Post Office.  The second action should be to hire an “all career workforce.”  The third action could be a Joint USPS-NALC MEMO for new employee work hours covering the first month through probation.

In addition, more incentives should be offered to new employees such as a “higher entry wage level,” and/or “the elimination of Steps AA, Step-A and Step-B.” With this option and based on the August 28, 2021 Pay Chart, the new career starting wage scale would be Step-C, or $22.22 an hour for PTF’s. The total time to reach “Step-O,” would be reduced to 10.6 years from 12.4 years.

Of course, all of this would only be possible if all parties agreed at some point.

In my opinion, a plan like this would be very successful and we would get more employees who are “career minded,” rather than the mindset that this is only a transitional job. We need action now! Our carriers and customers deserve it!

The fate of the USPS-NALC universe may depend on it!

Happiness is not a Destination It is a Journey

Too often we make our happiness dependent on goals or reaching specific milestones. We tell ourselves we’ll be happy once we have that dream house, a great job, lose weight, find a partner, when the children grow up and move out, etcetera.

But we can’t wait to be happy. Because if we don’t allow ourselves to be happy now, the danger is we might never be. We’ll just keep pushing the goalposts along. And meanwhile, the time will pass without us ever appreciating it.

You might find that dream house, but then it needs to be renovated and decorated. So now you’re going to need a better job with a higher salary, to enable you to decorate your dream home in order to be completely happy …

(I think you get the idea.)

The time is now. Give yourself permission to be happy today. Find pleasure in the simple and beautiful things every day. Celebrate the little victories all along the way. Enjoy the journey – make it a happy one.

In the words of Aristotle: “Happiness depends on ourselves.”

No HOPE in Sight?

Here we are again, September, a month away from the end of Daylight Savings, when it gets dark earlier, still understaffed, with no hope in sight. The past few weeks from the day I wrote this article, there hasn’t been many new hires.

In fact, there’s only been a few new hires, it is simply not enough. I can remember earlier this year when the Union, to a point where it can be considered badgering, urged Management on numerous attempts to hire and hire more at that very moment, before it’s too late.

At this point, I believe it may be too late.

I’ve been told there were about 300 applicants at the most recent USPS job fair in August in Alameda. Why did they wait until August to conduct a job fair? Where are the 6

persons who applied? Why are the new hires or even the ones that has been employed for months or have already become regular resign from the Post Office?

These are questions that need to be addressed by Management at all levels.

I was also told that out of all the applicants, not all of them are eligible. They still have to pass a background check and a drug test. The recent consolidation of the Districts does not help the existing slow process in hiring new employees as well. I’ve also been told before that when the application process reaches HRSSC, there is more delay.

But why haven’t the District, Area or National leaders of the USPS fixed the issues?

When current employees are resigning on a constant basis, it doesn’t take a rocket scientist to know there is a big problem within the agency. Part of the problem is, as I have written in a past article, is the “quality of life”.

In most stations, our brothers and sisters are being forced to work more than what they signed up for. Carriers are being asked to work on their scheduled day off every week although they didn’t sign up for overtime. Overtime and overthe-limit violations are possibly on an all-time high, which results in an additional financial burden.

Rather than showing appreciation for all the hard work the carriers have been doing, I have been made aware that Management is conducting attendance reviews.

Carriers are already frustrated by having to work more than they have to. Bringing them into the office one by one and telling them they’ve had unscheduled absences could have a negative effect. There has only been one Postmaster that I know of who showed his employees his appreciation by providing them with lunch.

It doesn’t have to be at that level, but great leaders know how to treat their employees.

I want to personally thank you all for all the hard work you have been doing amid the pandemic. I know most of you are frustrated and tired. Keep up the great work!

We will continue to push Management at all levels to staff its installations sufficiently.

At this point, don’t give up, Have Only Positive Expectations!

We Will Prevail!

Recently we received a grievance decision wherein an employee, on probation mind you, is getting their job back with full back pay. It took over two months but I will say to you what I said to this letter carrier, who was scared, unfamiliar and without hope.

We will prevail!

This is the third of such cases wherein we have been successful. So 3 for 3.

Yes brothers and sisters at this moment we find ourselves at a crossroad. Either we die on our feet or continue living on our knees.

Just today management in a “game of chicken” which they dragged on for almost three weeks folded at the last minute. See they had been trying to force a letter carrier with health problems and safety concerns to work at another office which during this pandemic must only be used when it is impossible, for management to accomplish service to our customers in any and every other way.

They said to this carrier “go to Antioch or clock out and go home”! They refused to schedule him for work in his employing office for almost three weeks.

September 2021 Today after our “raising holy hell”, he went back to work...in his employing office! This moment represents a pillar of hope.

We have two grievances pending to make this letter carrier whole for the constructive suspension he endured for 3 weeks.

We will prevail!

Nobody has to submit to the idea that management controls the capital, the work rules, the hiring and firing decision in other words that they “hold all the cards”. That it’s “there way or the highway.”

The examples of Unionism in my home office is so many years ago, is what first made me want to become a shop steward. I can still remember the time I was let go on the last day of my probationary period. I approached the chief steward for the Mail-Handlers Union in Concord at that time and I informed him that I had received a letter of separation a few minutes ago. He advised me to go see the NALC Union.

I did and they helped me get my Notice of Separation rescinded.

After two additional firing attempts by management I am still here. Three strikes and you're out!

Congressional Committee Approves 12 Billion Dollars for Federal Electric Vehicles The Postal Service and the rest of the federal government are one step closer to making electric vehicles a greater presence in their fleets.

The House Oversight and Reform Committee on Thursday approved $12 billion for federal electric vehicles as part of the $3.5 trillion dollar budget reconciliation package proposed by Democrats.

More than $7 billion dollars would go to USPS, which owns about a third of all federal vehicles, and ranks second only to the Defense Department in terms of the largest vehicle inventory.

Another $5 billion dollars would go to the General Services Administration to purchase over 160,000 electric vehicles and infrastructure like charging stations.

The infrastructure spending would help meet some of the goals set by President Joe Biden, who signed an executive order in his first month in office directing agencies to move the entire federal vehicle fleet to electric and zero-emission vehicles.

The funding also comes close to what USPS previously asked from Congress. Postmaster General Louis DeJoy told lawmakers in March that USPS needed $8 billion to electrify the fleet “in a shorter time frame to the maximum extent that is operationally feasible.”

USPS in its 10-year reform plan, expects to make a majority of its fleet electric within 10 years “with the right level of congressional support,” and become fully electric by 2035.

Postmaster General Louis DeJoy told the committee in February that USPS currently plans to make 10% of its nextgeneration vehicle fleet electric, but the agency has until early next year to finalize the percentage of electric vehicles in the next-generation fleet.

However, electric vehicles won’t currently meet all of the Postal Service’s needs. DeJoy told lawmakers there are as many as 12,500 postal routes in the country where the distance driven, environmental conditions or facility limitations would make electric vehicles “unfeasible or impractical.”

USPS awarded its next-generation delivery vehicle contract to Oshkosh Defense in February, but runner-up vendor WorkHorse filed a bid protest in June, arguing that USPS took its prototype out of consideration over a “safety incident” that was the result of a USPS test track driver’s error.

GSA funding, meanwhile, would help build momentum on acquiring more EVs. Less than 1% of the federal fleet are plug-in electric vehicles, and agencies bought only 200 electric vehicles last year.

White House National Climate Advisor Gina McCarthy, the former EPA administrator under the Obama administration, said agencies are “way behind” on charging infrastructure, with only 600 charging stations and 2,000 total chargers nationwide.

Committee Chairwoman Carolyn Maloney (D-N.Y.) said the funding would allow agencies to make substantial progress 8

Agencies last year spent $729 million to fuel the federal fleet, and more than $1.3 billion in maintenance and repairs, according to recent GSA data.

Ranking Member James Comer (R-Ky.) said the USPS spending in the budget reconciliation runs counter to the compromises the committee reached on the bipartisan Postal Service Reform Act. “We should not be throwing money at the Postal Service.

We should be helping it fix its broken business model – a business model that currently loses $9 billion a year, and we’ve been making progress on that front. This budget reconciliation text throws a wrench in that process,” Comer said.

USPS has more than 230,000 vehicles, and many of its Grumman Long-Life Vehicles have been in service for 30 years. National Security subcommittee chairman Stephen Lynch (D-Mass.) said these vehicles lack anti-lock brakes and airbags and get less than 10 miles per gallon. The agency last year used 85 million gallons of gasoline.

“These vehicles are on their last legs and still on the road long past their original life expectancy of 24 years,” Lynch said.

The package would also add $1 billion for the Technology Modernization Fund to support IT modernization projects, $2 billion for the Federal Citizen Services Fund to improve federal cybersecurity $350 million for IT oversight and reform initiatives at the Office of Management and Budget.

Government Operations Subcommittee Chairman Gerry Connolly (D-Va.) said the COVID-19 pandemic and several major cybersecurity incidents have underscored the need for agencies to make IT and cybersecurity investments a top priority “The recent enterprise-wide Solarwinds cybersecurity breach demonstrates what can go wrong for a lack of investment in upgrading our IT systems and providing for cybersecurity,” Connolly said.

The budget reconciliation package, as marked up by the committee, would also give $60 million to the National Personnel Records Center, which is run by the National Archives and Records Center in St. Louis to clear backlogs made worse by COVID-19, improve cybersecurity, and promote transparency of federal and presidential records.

The spending package also sets aside $50 million for agency inspectors general to conduct oversight of agency spending.

The Clock is Ticking!

Here we are in September, and it’s a very critical time to start hiring for the peak season. The last thing ANYONE wants is to have routes sitting in the office, not being delivered, because we don’t have enough carriers to handle the volume. It’s extremely important that we use word of mouth to let your customers know that the Postal Service is hiring. This can have a positive impact on the rate California District 2 hires, because if you have a lot of traffic on the www.usps.com/careers they will get the resources they need to start the hiring process, but it must start NOW! The Postal Service has always been late when it comes to hiring during the peak season and it’s starting to get old. I for one don’t understand why they constantly do the same thing expecting a different result, it literally drives me nuts!

But as always, I like to stay positive and try to think outside the box and have solutions rather than complain about it. Just to make things crystal clear, it is the Postal Service’s responsibility to make sure they hire enough people to meet their compliment for the over 36 offices we represent as a Branch. But again, thinking outside the box I have talked with the Postmasters and O.I.C.’s of the offices that I’m responsible for and they have agreed to do job fairs in the cities in which they are in need.

Walnut Creek, Oakland, and Concord (just to name a few) are in desperate need of people and it’s getting to a point where they average more than 30 routes down a day, which is absolutely ridiculous! Even though Concord is not one of the offices I personally represent, it doesn’t matter to me. I want to help all the offices and I plan on doing it on my own personal time, as far as these job fairs go.

I can’t use membership time to be a part of these events because they are set up by Management. So, it would be on my own personal time, which is worth it to me. But let me be clear, I am not on Management’s side. I am on the side of not having you carriers out there till 11:00pm or later every night away from your families, and if it takes me helping Management hire more people by using my own time to do it, then that’s what I’m going to do for the next month.

All of you deserve to go home at a decent time, but it won’t happen if we don’t do something a little outside the box which I am willing to do for our members.

So if you see me out there with Management at these job fair sites it’s because I’m willing to do whatever I have to do to (without jeopardizing the integrity of the Branch Bylaws and the National Agreement) to get enough people hired to get you all home at the afore mentioned decent hour to spend time with your kids and family, at a time where we need our families the most. Even if for some reason we don’t reach our goal, I will never give up on finding ways to get more people hired. Because we need the help, our customers deserve prompt service and waiting for your mail to be delivered past 8:00pm is not prompt service.

So, everyone please get the word out. Anyone you know who needs a job, direct them to the website above.
