Reports of Officers:
• 4th VP-April Patrick shared she wentto traininginLas Vegas and onething that wasshared is that thefilesshould showthe harm that is caused to our memberswhen managementviolationsthecontract. Especiallywhenaskingfor escalating andadditional remedies. When dealing withCOPandnot getting paid properly write statementsfor the case file to demonstrate hardship and/or harm caused by management'snon-compliance with ourcontract.
• 3rd VP- EddieMurphy The training in Vegas was good. Pleasantonis currently conducting route inspectionsfor the 2nd time. Hopefully, we will do better this time. Livermore management is writing up carriers for 1click over. McVittie had a carrier out for 6months from a light dutyrequest and the P.M. and supervisor said they are notbringingher back. I threatened to interview theMPOO Mario Harris concerning this matter and the very next day that carrier was brought back towork withfull back pay. The threat of interviewsscares them, especially the higherups. In ElCerrito I got a carrier paid$250.00 for management texting thecarrier requiringhimtobe on to stand-by. Hopefully, weall know no carrierisrequiredto be on "standby." Also, in ElCerrito twocarriersopted on the sameroute with eachgetting paid $500.00 becausemanagementfailed to doanythingright in this case. Again, "whypay less when youcan paymore."
• 2nd VP-Terrence Super- In San Ramon recent pre arbs received equal $40,000.00 article8violations12 to 13 thousand amonth. Pleasehelp/educate your carriersyoucannotleaveyour vehiclerunning whileoutonyour route. Do not write astatement for management untilyoutalk to your unionrepresentative, and youabsolutely cannotleavethe scene of an accident. In Walnut Creek they have 53 people on the OTDL. CarriersforgetOT is not anentitlement and management can give theOT to PTF's and/or CCA's at a lower rate, OT is not guaranteed. In Fairfield we have been negotiating a non-compliance grievance with local management. They called labor and labor said, "you got to pay it." One of my Suisun carriers was cleared to come back to work, and management won't lether return. No othercarrier has been treated like this and we will deal with it.
• 1st VP -Mary Abante-The Rap session in Vegas held classes which coveredOWCP and16.7 interviews - very educational. John Ferreira went to do orientationwith the helpof one of my shop stewards Eli Eavefrom theMartinez Post Office. In both Alameda and Clayton management is forcing carriers to drive anduse brokenvehicles. Do a complete vehicle check and report any/all defects.Do the best you can but do not rush and get hurt. InPittsburg 1 of3

MichaelSawaya is doing a goodjob with educating carriersand the routeinspectionscurrentlybeing conducted. Brentwood stUI starts at 9am and weare trying to get that changed to an earlier start time.
• EVP - Narciso Paderanga- Excused
• President - Ed Fletcher. ThisThursdayApril 25,2024 7:00 p.m. is steward's training. Whether it is "You only get 5 minutes ofPM Office Time,"or "You cannotbe in the office more than 1 hour,n and or "Youonlyget 22 minutes toload your vehicle,"these are not USPS Standards, nor are they found in the National Agreement (Mgt goals). Do not run your routes or skip your breaks. Follow the M-41 Carrier Handbook, request a PS Form 3996, complete it, and askfor a copy. Estimate your workloadbased on all yourdutles. Whi'Je on the street, call back for additionaltime & instructions - keep notes. Askedthem whatthey wantyou to do. If MGT wants you to curtail mail, submit a PS Form 1571 andask for a complete copy. If you are called in the office or fora JCI, request a shopsteward. In Las Vegas, the CSALC/NBA Training & Rap Session washeld. The training itself was good. President Brain Renfroe's report was elusive, deflective, and more like a congressional filibuster. than a union"RapSession." He attempted not totake any questions, but several Branch Presidents, including myself, keep going tothe mies because we wanted straight answers to the topics raised. He didnot giveusany straight answers on why we were not in arbitration whendealing with our contract. He did not state when the hearings will begin orshare any information even though our contract expired inMay of 2023, a full year after thefact! He wasvague about pay raises and getting ridof Table 2, but stated they are looking for pay increasesat bothends of the Letter Carrier pay scales. TIAREAP: Many Presidents complained about TIAREAP, that it has no teeth, and you cannot file a grievance on the adjustments, the 60-day reviews, or unreasonable delays. If you file fora SRI, it goes into the TIAREAP cloud. Some individualsfelt TIAREAP is being misused to set arbitrary office/load times. Brian Renfroestated to the California delegation that he was considering withdrawing from TIAREAP before it expired, but instead decided to let it expire on May 31, 2024, and not renew the MOU. He later recanted on what he said.

o Insurance Officer's Report-Jacob Morgan I mailed off the Branch reimbursement request today so we will be looking for the payment forth coming from National.
o Editor's Report: Joshua Pearl-We will be doingthe next issue either the 7, 8, or 9th of May.
o California State Vice President Ron Jones- Westartedpreparing for this year's State training in Vegason Saturday April 13and held a meeting with hotelstaff onhow we want to set upthe training rooms. Monday April 15, of2024 the State Association had our board meeting and audit conducted which confirmed everything was in order and all monies accounted tor. We are planning to have next year's State Convention in South San Francisco inApril of 2025. All stewards shouldtry to attend if possible. We arethinkingaboutdoing a lobby trip to Washington D.C. nextyear, the exact time to bedetermined later. Training days went well, the NBA office offered some good classes for shop stewards and FTO's. Our National President dtd hold a Rap Session andEd will speak on that. I have some handouts on the back table outlining some legislatron we are currently pushing. In dealing with the letter carrier political fund, we need your help. Toomany carriers are not signed up and/orknow anything about the importance of giving. So please educate your fellow carriers as much as possible.
o Alameda County CLC & Legislative rep-Ron Jones- The City ofOakland isnot getting money from the State because they failed to submit the proper paperwork on time. TheSEIU is trying to work with the City to prevent employees from being placed on furlough or laid off due to lack offunds.
o Contra Costa CLC & Legislative rep-Vacant
o Napa-so,ano CLC & Legislative Rep -Sam Green-SEIU-UHW is holding a health care work opportunitywiththose that are interestedplease see myseHor Mary. AU Executive officer positions have now been filled.
o MDA Coordinator: Marisela Fletcher-We are getting ready to order tickets for this year's MDA raffle. We continue to have an 18-personsuite to the Oakland A's game on August 25th against the Brewers@ 1:07 p.m.
o Food Drive Coordinators: Che' Perez & Irene Liljedahl -Food drive T-shirts can be worn the week before the fooddrive and prior year's T-shirts can be worn.
