Major Cabinet reshuffle on Sunday
NEW DELHI, SEP 1 (AGENCIES): The Narendra Modi government is all set for an expansion-cumreshuffle on 3 September early morning. “A process has been set in motion for the swearing-in ceremony at Rashtrapati Bhavan around 10am on Sunday,” a top government official said. Secundrabad MP Bandaru Dattatreya on Friday resigned from his post of Labour Minister, India Today reported. At least eight ministers, including Uma Bharti, Rajiv Pratap Rudy, Sanjeev Balyan, Faggan Singh Kulaste, Kalraj Mishra and Bandaru Dattareya have resigned since late Thursday night, and sources said more resignations are expected to make way for new faces. Modi will undertake the third and probably last major recasting of his council of ministers before the next Lok Sabha polls in 2019 and the exercise is being seen as a balancing act between his thrust on merit and demands of realpolitik. PMO audit report: If sources are to be believed, the Prime Minister’s Office (PMO) car-
LPG price hiked by `7 per cylinder; ATF by 4 per cent NEW DELHI, SEP 1 (AGENCIES): Subsidised cooking gas (LPG) price was on Friday raised by over Rs 7 per cylinder, in line with the government’s decision to hike prices every month. Since the implementation of the policy of monthly increases of Rs 2 from July last year, subsidised LPG rates have gone up by over Rs 68 per cylinder. The price of non-subsidised LPG or marketpriced cooking gas has also been hiked by Rs 73.5 to Rs 597.50 per bottle. Rates were at the last revision cut by Rs 40. Simultaneously, the oil companies also raised prices of aviation turbine fuel (ATF) by 4 percent, in keeping with rising global rates. ATF, or jet fuel, now costs Rs 50,020 per kilolitre, Rs 1,910 more than Rs 48,110 previously. Also, price of kerosene sold through public distribution system (PDS) was hiked by about 25 paise per litre. The government is adopting the same policy as in LPG for eliminating subsidy on kerosene. Since July 1 last year, rates have been hiked by 25 paise per litre each fortnight.

ried out a detailed audit of performance of Cabinet ministers. A report card was prepared on the basis of this audit report which formed the basis of the reshuffle. Ministers who have been given negative marking in the report card are likely to be shown the door. BJP chief Amit Shah had met Modi on Thursday and the two leaders are understood to have finalised the changes in the council of ministers. The report further says that more ministers can be shuffled around to other ministries. Reshuffle talks gained further ground after Union Finance Arun Jaitley on Thursday hinted that he would not continue to hold
the defence portfolio for long. “At least not for very long,” Jaitley said in response to questions on how long he would continue as Defence Minister. He has also been tasked as in-charge for Gujarat elections. Besides Jaitley, three other union ministers are holding additional charges of different ministries. Textiles minister Smriti Irani is holding additional charge of the information and broadcasting ministry portfolio, while rural development minister Narendra Tomar has additional charge of the Urban Development ministry after M Venkaiah Naidu resigned to contest the vicepresidential election. Right now, the council of ministers has 72 ministers
- 24 of cabinet rank, 12 MoS (independent charge) and 36 MoS, according to India Today. The total number of ministers in the council cannot exceed 81. This means Modi can add nine more ministers for now. However, while he will try to fill the vacant seats, he might still keep some unoccupied for now. Reshuffle in BJP: “A major reshuffle is likely in BJP in the coming days. The party leadership wants to bring back some of the former general secretaries who had played decisive roles in the 2014 Lok Sabha elections. These senior leaders would be appointed incharge of a specific state,” Livemint quoted a BJP leader as saying. The additions: After the JD(U) faction led by Bihar chief minister Nitish Kumar joined the BJP-led NDA, some of its leaders too are expected to join the Cabinet. According to ToI report, JD(U) leaders Ram Chandra Prasad Singh and Purnea MP Santosh Kushwaha-- could be sworn into the Cabinet. AIADMK leader and Lok Sabha Deputy Speaker M Thambi Durai met Shah
on Thursday, leading to speculation that the party might become part of the Union Council of Minister. However, sources said the AIADMK’s entry might be delayed till the problems in the party were resolved. India Today reports that JP Nadda could become the chief ministerial candidate of BJP’s Himachal Pradesh unit and former Himachal chief minister Prem Kumar Dhumal could replace him at the centre. The NDTV report also says that Bhupendra Yadav, who is in-charge of BJP’s Gujarat unit, could be inducted in the Cabinet along with Prahlad Patel, a BJP leader from Madhya Pradesh. Par ty heavyweight Ram Madhav, who has been instrumental in the BJP’s gains in the Northeast, could also get a Cabinet berth, according to DNA. Amid those joining in, rumours have it that Himanta Biswa Sarma, who quit Congress to join BJP in 2016, and former Mumbai police commissioner Satyapal Singh are likely to be inducted in the cabinet.
India is Asia’s most corrupt country with 69% bribery rate, says Forbes NEW DELHI, SEP 1 (AGENCIES): India is the most corrupt Asian country with 69 per cent bribery rates, a report by Transparency International said. The report was published in March 2017 but the official handle of the Forbes India tweeted the article again on Friday. The Forbes India tweeted the article days after Reserve Bank of India released its annual report that stated that 99 percent of the demonetized currency came back into the banking system. The report trashed PM Modi’s all the demonetization “mahayagna” claims that the move will “purify the country” of corruption, black money, and fake currency. In the list of most corrupt Asian countries, India is ahead of Vietnam, Thailand, Myanmar and even Pakistan. “In five of the six public services—schools, hospitals, ID documents, police, and utility services—more than half the respondents have had to pay a bribe,” the Forbes India
report said. If the statistics furnished by the Transparency International (TI), an anti-corruption global civil society organisation, are anything to go by, India has a long way ahead to fulfil one of the many objectives as told by the current government– defeating the malice of corruption. However, Prime Minister Narendra Modi’s fight against corruption has made a mark: 53 per cent of the people think he is going it fairly or very well. And it has led to people feeling empowered, as 63 per cent believe ordinary people can make a difference,”it added. India was closely followed by Vietnam at 65 per cent bribery rate. India’s neighbour, Pakistan, stood fourth in the list with 40 per cent bribery rate. The article described the nation as: “In Pakistan, about three-fourths of respondents perceive most or all of the police to be corrupt. Of the people who encountered either the police or the courts, nearly seven in ten had to pay a
Fare revision: Auto drivers Over 60 proposals for start-ups in NE threaten strike from Sep 11 being considered: DoNER minister
Staff Reporter
DIMAPUR, SEP 1 (NPN): Expressing strong resentment over the recent revision of autorickshaw fares, the Dimapur District Auto Drivers Union (DDADU) has threatened to go off the roads from September 11 if the Regional Transport Authority (RTA), Dimapur failed to review the decision. In this regard, DDADU submitted a representation to the RTA demanding review of the autorickshaw fares with the consent of the union. DDADU president, I. Vitoshe Sema stated that the proposal submitted by the union was not taken into consideration by the RTA while fixing the new rate. In its earlier proposal submitted to the RTA, the union demanded that the town trip be enhanced from Rs. 40 to Rs. 50 and also fares from parking lots to various destinations covering Chumukedima be enhanced from
the existing rates. DDADU said that the proposal was made taking into consideration the increase in price of essential commodities and fuel. However, the new rate fixed by the RTA was low and was without the consent of the union, DDADU said. The union recalled that the town trip in 2014 was Rs. 35, but the new rate fixed by RTA in August 2017 was Rs. 30, much below the previous years. One of the auto drivers said that the new rate would adversely affect them in all spheres, considering the increase in petrol price to Rs. 67 per litre, in addition to the payments to be made to the owners. Another auto driver said that they may be compelled to stop driving if RTA does not review its decision. Meanwhile, DDADU has appealed to the public to understand the problems faced by the auto drivers, saying their demand was genuine.

NEW DELHI, SEP 1 (NPN): Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), Dr Jitendra Singh, has said that the Northeast Venture Fund offered by DoNER ministry was attracting young start-ups in more and more numbers and has generated huge enthusiasm among entrepreneurs looking for an opportunity in the North-Eastern region. Dr. Jitendra Singh said the Northeast Venture Fund was the first dedicated venture capital fund for North-Eastern region and the initiative to set it up began in April 2017. Stating this here after a meeting with the officials of the Ministry of DoNER, he said hundreds of queries were pouring in each day with the DoNER Ministry and over 60 proposals were already in the
pipeline for consideration. He said that the Prime Minister’s “Startup India, Standup India” was an incredible programme, which includes unprecedented provisions and incentives like, for example, tax holiday in the early phase and an exit period of three months. In addition, Dr. Jitendra Singh said that the DoNER ministry was offering an additional benefit of providing the initial Venture Capital Fund to any youngster who decides to set up an entrepreneurship in the North-Eastern region. The union DoNER minister further explained that “North-East Venture Fund” has been set up by the North Eastern Development Finance Corporation Ltd (NEDFi), which already has the mandate to encourage entrepreneurship in the region primarily by offering support to the first-generation entre-
preneurs. NEDFi also performs the role of hand-holding and capacity building, he said. Dr. Jitendra Singh said that the region has huge potential for young start-ups unlike many other parts of the country. He expressed hope that the unique idea of setting up a dedicated Venture fund will make up for the constraints faced by a youngster when he sets out to be on his own. Further, he hoped that if the idea of Venture Fund supported start-up entrepreneurship catches up, the day was not far when Northeast will become a favourite destination for young entrepreneurs and start-ups, not only from the Northeast region but from the whole of India. Secretary DoNER, Naveen Verma and senior officers of the Ministry were present during the meeting.
Centre’s road contract in Nagaland raises questions of impropriety NEW DELHI, SEP 1 (AGENCIES): The Union Ministry for Road Transport and Shipping awarded a multi-crore contract to CS Infraconstruction Limited barely two months after its managing director Uma Shankar Singh, a Bahujan Samaj Party (BSP) MLA, was disqualified by the Election Commission (EC) from the last Uttar Pradesh assembly for procuring that state government’s road contracts in his name. According to The Wire report, Singh was disqualified in January this year by governor Ram Naik at the direction of the EC for violating the Representation of People’s Act. Section 9A of the Act states that “a person shall be disqualified if, and for so long as, there subsists a contract entered into by him in the course of his trade or business with the appropriate government for the supply of goods to, or for the execution of any works undertaken by, that government.” Singh’s disqualification on
these grounds was not only the first in UP’s political history, but perhaps also across the country. This disqualification drew attention to the oft-seen trend of state legislators pocketing state government contracts. An MLA elected from Rasra in Ballia district, Singh, however, has been elected from the constituency to the present house as well in the 2017 assembly elections. As per media reports, then lokayukta N.K. Mehrotra not only found Singh guilty, but also another MLA, Bajrang Bahadur Singh of the BJP representing the Pharenda assembly constituency in the state’s Maharajganj district, in a similar violation of the Act. By then, Singh merged his company, Chhatrashakti Construction, with CS Infra, a partnership firm he floated in 2002 and of which he was the “managing partner”. The BSP leader, in response to the controversy, changed his designation in CS Infra from “managing
partner” to “managing director”, and continued business as usual. However, the company logo of CS Infra mentions Chhatrashakti Construction and its website also speaks of Singh’s “able direction” in the company. A proof of business as usual for Singh’s firm came on March 31, 2017, when the National Highways and Infrastructure Development Corporation Limited (NHIDCL), a company fully owned by the Ministry of Road Transport and Highways, awarded it a multicrore contract. The contract is for “Rehabilitation and upgradation of (the) Wokha-Merapani Road” in Nagaland. Speaking to The Wire, NHIDCL chairman and director (financial and administration) Sanjay Jaju argued, “We go by the information provided by the company while they bid for a contract. We follow the rules set for RST (retail sales tax); we don’t see who owns the
company, whether it is by an MLA or MP, etc. The credentials of this company made it eligible for the contract.” Jaju, however, added, “If someone raises objection to it (in regard to the EC order), we will then proceed accordingly.” The Wire contacted Singh for his response, but he did not reply. NHIDCL, according to its contract approval letter signed by Adil Singh, general manager (technical) at NHIDCL, a copy of which is with The Wire, awarded the contract to CS Infra for Rs 47,56,90,000, stating that “the construction period (for the said road) is one year (12 months) from the appointed date.” However, instead of starting work on its own, CS Infra sub-contracted the NHIDCL project to a local company named Naga Construction. However, work is yet to begin on the project, even though the Nagaland public works department handed over the road
to NHIDCL a month ago (a copy of the handing over letter is with The Wire). “The road has deteriorated over the years. Every year, it is further damaged by landslides triggered by the rains. Last year, the road closed for more than two weeks due to landslides, hampering day to day life and connectivity. The public was happy when the road was taken up by the NHIDCL for widening and upgradation,” said Nagaland geology & mining and border affairs minister, Mmhonlumo Kikon. When asked about the delay in starting the project even though the sub-contract was signed in April, Naga Construction proprietor Hukiye told this correspondent (The Wire) from Dimapur, “I have not been able to begin work because I am unable to furnish the huge amount that CS Infra has asked me to give it as bank guarantee.” He said, “While usually, only 5% of the total amount of the contract is asked to be furnished as (Cont’d on p-7)
bribe. Sadly, people don’t feel things can change— only a third think ordinary people can make a difference.” The 18-month long survey by Transparency International was concluded after talking to more than 20,000 people in 16 countries, regions and territories in the Asia Pacific. The Berlin-based corruption watchdog had put India at rank 76 out of 168 countries in its Corruption Perception Index last year. The country’s 2015 corr uption perception score remained the same as 2014’s – 38/100 – showing lack of improvement. According to figures published in March, 2017, while citizens of Pakistan were the most likely of any country to be asked for bribes in law and order institutions, for India the police bribery rate was 54 per cent and for China a low 12 per cent. India had the highest bribery rates of all the countries surveyed for access to public schools (58 per cent) and healthcare (59 per cent).

DIMAPUR: Naga People’s Front (NPF) Kohima held its annual general conference held on August 31 at the State Academy Hall, Kohima. The meeting, chaired by president NPF Kohima division, Gonei-u Sirie was attended by a host of MLAs, senior party leaders and party president, Dr. Shürhozelie Liezietsu, said NPF Kohima press and media cell in a statement. The division welcomed Asu Keyho ex-MLA for joining the party fold. Secretary General and MP (RS) KG Kenye regretted not being able to attend the conference owing to ill health. NPF spokesperson Achumbemo Kikon, MLA Azo Nienu and ex-MLA Thenucho Tunyi exhorted and encourage the party rank and file to remain firm and to stand steadfastly for the truth. Dr. Shürhozelie Liezietsu termed the present crisis as the replica of the 2015 crisis
when majority of the MLAs camped at Sovima for 116 days and revolted against the party but eventually had to disgracefully submit the rule of law. He urged the party men and women not to be confused nor misled by lies and propagandas doing the rounds in the press and social media but to be aware and differentiate the facts from fake as responsible party leaders. The house has also unanimously adopted resolutions in the meeting. It resolved that “the division notes with immense satisfaction, the vindication of the stand Naga People’s Front vis-a-vis the undue and questionable haste” of the Nagaland governor PB Acharya’s intervention into internal affairs of the NPF by taking it on the floor of the assembly, when on the other hand the Governor of Tamil Nadu on August 30 refrained from interfering into the case of 19 AIADMK MLAs after
they withdrew their support to chief minister Adappadi Palaniswamy, on the ground that the rebel MLAs were still members of the AIADMK. Nagaland governor should realize the “folly of his action” in installing the unconstitutional TR Zeliang government. Kohima division also condemned the “biased, unfair and blatant act of the speaker of Nagaland Legislative Assembly” who instead of acting according to the laws of the land went out of his way to favour his brother-in -aw, TR Zeliang, by accepting him as the chief whip of the political party he was expelled from. It demanded that the speaker apologies for his dubious actions. Further, the division resolved to appeal to all rank and file of the NPF to remain steadfast behind the leadership of Dr. Shürhozelie Liezietsu.

Mnp government assures to adopt 7th pay commission
Correspondent
IMPHAL, Sep 1: Manipur government Friday assured to consider the 22point charter of demands of state government employees which include implementation of 7th Pay Commission recommendation among others. State deputy chief minister Y Joykumar gave the assurance during a meeting with the representatives of employees under the banner of Joint Administrative Council (JAC) of All Manipur Trade Unions’ Council (AMTUC) and All Manipur Government Employees’ Organization (AMGEO). During an hour long meeting at the office chamber of the deputy chief minister, members of the JAC headed by its secretary general Laitonjam Biken Singh highlighted the charter of demands. The charter of demands included implementation of the pay structure recommended by the 7th
Pay Commission in-toto to the employees of the state government and extension of all the benefits recommended by the commission to the employees of state government, pensioners and family pensioners without delay. To revise the rate of minimum wage from time to time at central norms, no re-employment/extension of services beyond the age of superannuation against the Government of India’s O.M., discontinuation of holding/assigning several posts as in-charge or look after basis, to lift ban on direct recruitment to fill up all sanctioned regular posts were other points in the charter of demands. The JAC also demanded enhancement of duty allowance of home guards, to increase ration money for Manipur police, IRB, security personnel as paid to the central security forces, to establish Manipur state staff selection commission for recruitment of group ‘C’ employees and to extend
medical re-imbursement facility to pensioners and family pensioners. After a brief discussion, the deputy chief minister said that state government will consider the demands of the employees and try to implement at the earliest. He assured to consider the adoption of the 7th pay recommendations after detail discussion on resource mobilization is made by the government. He said that since its inception, state government has been trying to enhance revenue resources in all sectors. But, implementation of 7th pay recommendations will incur a huge financial involvement to the government and as such a detail exercise on revenue resources need to be made to ensure its implementation, he added. On demands made by JAC regarding policy matters, and grievances faced by the state government employees, he assured to take up the matter at the earliest.
Effort to divide Mizoram should be resisted: CM Aizawl, Sep 1 (PTI): Mizoram Chief Minister Lal Thanhawla Friday said that any attempt to balkanise the state would be resisted to the end. Addressing the ruling Congress party workers at the Congress Bhavan in Aizawl, Lal Thanhawla said that any move to divide the state on ethnic lines would be opposed. He, however, said that the Mizo people should tread carefully while dealing with sensitive political issues. Reacting to the appeal made by the non governmental organisation (NGO) Coordination Committee to all political parties not to field any candidate belonging to the Chakma community, he said that such moves might not be in the interests of Mizoram. “Any Chakma, who is an Indian citizen can contest elections even as Independent,” he said, adding that it would not stop Chakma candidates from being elected.
Arunachal yet to adopt Tibetan Rehabilitation Policy Correspondent
Roing (Arunachal Pradesh), Sep 1: Chief Minister Pema Khandu Friday said that his government is yet to adopt the Tibetan Rehabilitation Policy. Several civil society groups, including the opposition Peoples Party of Arunachal and Congress have opposed the state’s cabinet decision on August 12 to adopt and extend the Tibetan rehabilitation policy 2014 in the state. “The policy has only been agreed in-principle and not passed in toto. It will be framed only after Arunachal comes up with its own rehabilitation policy only after consultation with all stakeholders,” Khandu said at Solung
Pema Khandu festival of the indigenous community. The chief minister said that his government will never give away any kind of rights to any refugees, which is detrimental to the interests of indigenous people of Arunachal. Noting that Tibetan Rehabilitation Policy is government of India policy, Khandu said that the policy has been adopted
in all states wherever there are Tibetan refugee settlements. However, he said TRP policy is yet to be fully adopted in Arunachal due to issues over land and jobs. On recent cabinet decision to create a department of indigenous faith and cultural affairs (DIFCA), the chief minister said the objective of the department is purely to preserve indigenous tribal beliefs and traditions, and is not against any religion. He said DIFCA is for all tribal faiths and is to protect indigenous beliefs. “The government will never work in favour or harm the interest of any religion or undermine the secular character of the state,” Khandu he stated.
He said department of art and culture has some limitations due to which it was not able to fully support the effort to preserve the local culture. Exhorting the people on importance of preservation of indigenous culture, the chief minister appealed the people to speak in their own local dialects. He particularly stressed on the importance of children to learn their local dialect and to have understanding of their local traditions and customs. “I have four kids but I never bother to send them away abroad or in other states for their studies. I want them to grow in our local environment so that they can be acquainted with their culture and dialect first,” Khandu said.

AFSPA extended in Assam for six months
G u wahat i , S e p 1 (Agencies): After the Centre turned it down, the Assam government on Thursday, for the first time, extended the Armed Forces (Special Powers) Act (AFSPA) for another six months, thereby declaring the entire state as a “disturbed area”. Disclosing that the Government of India, after thoroughly reviewing the overall law and order situation, had turned down the state government’s plea to extend it after August 31, security sources said that the Assam government had on Tuesday extended its term through an executive order and informed all the security agencies operating in the state. Noting that the AFSPA was promulgated in Assam in November 1990 by the Centre and the entire state was declared a “disturbed area” as the activities of Ulfa were at their peak, the sources said this time the Centre was not keen to extend AFSPA across the entire state. It is significant that
Lok Adalat on September 9 Correspondent
Diphu, Sep 1: Justice Amuriddin Ahmad has informed that the District and Session Court, Diphu would conduct National Lok Adalat with rest of the nation on September 9. Justice Ahmad said that pre litigation proceedings will be conducted between parties through suitable mediator for amicable settlement of pending cases of debt recovery, compoundable crimes, civil cases, accidental claims, matrimonial cases etc. He, therefore, urged people of all sections of society to avail the benefit of Lok Adalat. People can expect quick disposal of cases as Indian judicial system believe that justice delayed is justice denied, he said.
AFSPA was lifted from Punjab in 1997 and Tripura removed it in 2015, whereas Maoist-infested states like Jharkhand and Uttarakhand are handling law and order without using AFSPA. The stringent law, which grants extraordinary powers and immunity to the armed forces to bring back order in the disturbed areas, has been a major area of concern for human rights activists in the Northeast. The security sources said even at present, the Army is not operating in the state’s peaceful districts, including Kamrup (Metro), and over the years different Central agencies, including the Intelligence Bureau, have said there was no need to declare the entire state “disturbed” due to the improvement of the overall situation. But in the past few years, the state government has maintained a double standard on the issue. On one hand, it claims that the law and order situation had improved, but at the same time it requested the Centre to extend AFSPA’s term.

Resignation of Mizo parl secys accepted Aizawl, Sep 1 (IANS): More than a month after Supreme Court declared void the Assam government act that allowed appointment of parliamentary secretaries, equivalent to the status of a Minister of State, all the seven parliamentary secretaries of Mizoram on Thursday resigned from their posts. Talking to the media, Mizoram Chief Minister Lal Thanhawla said the seven parliamentary secretaries had quit their posts of their own will to dedicate themselves to work for the party. He has accepted the resignations. “The Supreme Court passed an order and we had to abide by it. Besides, as Mizoram is going to the polls next year-end, we all concentrate more for the
party organisational work,” the Chief Minister said. The parliamentar y secretaries, who have resigned, are KS Thanga, Lt Col ZS Zuala (retired), H Zothangliana, Joseph Lalhimpuia, TT Zothansanga, K Lalrinthanga and Hmingdailova Khiangte. Lal Thanhawla, who is also the President of Mizoram Pradesh Congress Committee, however, on Thursday evening appointed all the former parliamentary secretaries as party’s general secretaries. A Congress party statement said that the former parliamentary secretaries were appointed party general secretaries to reinforce the party organisation in view of the state assembly polls due next year end. Political analyst felt
that the mass resignation came in the wake of the apex court’s 26 July ruling on the Assam Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions) Act, 2004. Mizoram became the first state in the northeast to execute the Supreme Court ruling. The apex court ruling, however, does not have any bearing on the present Bharatiya Janata Party-led government in Assam as it has not appointed any Parliamentary Secretary so far but affects the other northeastern states that have Parliamentary Secretaries. Parliamentary secretaries are appointed as a matter of political pressure.

calls upon its affiliated orgns SC posts hearing in Bofors payoff case in Oct RSS to spread Hindutava across India
Photo of a Bofors gun in Drass sector. New Delhi, SEP 1 (AGENCIES): The Bofors ghost is back after 12 years, with the Supreme Court on Friday posting the final hearing in the ` 64-crore payoff case in October. A Bench, headed by Chief Justice Dipak Misra, agreed with BJP leader and advocate Ajay Kumar Agarwal that his appeal against the Delhi High Court May 31, 2005 judgement, quashing all charges against the Europe-based Hinduja brothers in the case, has been pending for long. Agarwal has filed an
application for early hearing. The Chief Justice said the case would be listed in the week commencing October 8, 2017. On October 18, 2005, the apex court admitted his petition, which was filed after the CBI failed to approach the court with the appeal within the 90day deadline following the High Court verdict. The hearing assumes significance in the wake of a demand in Parliament by ruling BJP MPs for the reopening of the probe into the Bofors kickback scan-
dal after the media reports quoting Swedish chief investigator Sten Lindstrom’s suggested alleged bribery at the top level. In the July 28 letter to the Enforcement Directorate (ED), he claimed that the alleged crimes were committed continuously till 2006, when two London accounts held by Italian businessman Ottavio Quattrochi, who was accused as being one of the middlemen in the deal, were de-freezed. Justice R.S. Sodhi of the Delhi High Court, since retired, on May 31, 2005,
quashed all charges against the Hinduja brothers — Srichand, Gopichand and Prakashchand — and the Bofors company and castigated the CBI for its handling of the case, saying it had cost the exchequer about Rs 250 crore. Before the 2005 verdict, another judge of the Delhi High Court, Justice J.D. Kapoor (since retired) on February 4, 2004, exonerated late Prime Minister Rajiv Gandhi in the case and directed the framing of the charge of forgery under Section 465 of IPC against the Bofors company. The apex court on October 18, 2005 allowed Mr. Agrawal to file an appeal against the High Court verdict in the absence of any appeal by the CBI. The ` 1,437-crore deal between India and Swedish company AB Bofors for the supply of 400 155mm Howitzer guns for the Indian Army was struck on March 24, 1986. The Swedish Radio, on April 16, 1987, claimed that the company paid bribes to top Indian politicians and defence personnel. On January 22, 1990, the CBI registered the FIR for the alleged offence of criminal conspiracy, cheating, forgery under the Indian Penal Code (IPC) and other sections of the Prevention of Corruption

Justices K K Sasidharan and G R Swaminathan of the Madurai bench stated this when Krishnamurthy, an advocate, made an appeal to the court to direct the Union information and broadcasting ministry to ban such games and also
sought permission to file a petition. The judges said, “We will take up the case suo motu” and added that hearing would be on September 4. Vignesh, a college student, allegedly committed suicide on August 30 after playing the online game. He had reportedly told his friends that he was “crazy” about the game and told his parents that he was getting isolated due to his addiction for it.
New Delhi, Sep 1 (IANS): The Congress party on Friday said the RSS does not have the “character and courage” to admit that they are the “parent political party” of the BJP and stressed that they do not have the right to represent the Hindus. “Despite talking about the affiliates’ meeting (in Vrindavan), the Rashtriya Swyamsevak Sangh (RSS) still does not have the character and courage to say that they are the parent political party of the Bharatiya Janata Party (BJP),” said Congress spokesperson Anand Sharma. Comparing the RSS with an octopus, Sharma said: “It has so many affiliate organisations. They claim to be representing India’s culture and Hinduism. RSS and Hindutva are political ideologies, not the culture, not the philosophy of Hinduism,” said Sharma. “The majority community of this country has never given RSS or BJP the right to represent the Hindus. This shows their thinking is perverse. Potent mix of religion with politics is what BJP and RSS are doing,” he added. Sharma further said: “RSS still claims to be a social and cultural organisation. However, no decision is taken in the BJP or in the government without the stamp of RSS. They should stand up and own that they control the political decision-making of the BJP and the policy making.” A Coordination Meeting of the Rashtriya Swyamsevak Sangh and its affiliates began in Vrindavan on Friday, which BJP President Amit Shah is also attending.
Act against Martin Ardbo, then President of AB Bofors; alleged middleman Win Chadda and Hinduja brothers. The CBI alleged that certain public servants and private persons in India and abroad had entered into a criminal conspiracy between 1982 and 1987 in pursuance of which the offences of bribery, corruption, cheating and forgery were committed. The first charge sheet in the case was filed on October 22, 1999 against Chadda, Quattrocchi, then Defence Secretary S K Bhatnagar, Ardbo and the Bofors company. A supplementary charge sheet against the Hinduja brothers was filed on October 9, 2000. On March 4, 2011, a special CBI court in Delhi discharged Quattrocchi from the case, saying the country cannot afford to spend hard-earned money on his extradition, the process of has already cost Rs. 250 crore. Quattrocchi, who fled from New Delhi on July 29-30, 1993, never appeared before any court in India to face prosecution. He passed away on July 13, 2013. The other accused persons who have died are Bhatnagar, Chadda and Ardbo.
AGRA, SPE 1 (AGENCIES): With BJP’s dominance rising in Indian polity with 17 out of the 29 states in their grip, RSS has asked the 35 right wing organizations associated with it to spread their hold across the country just like the BJP to further the Hindutva agenda. According to the Times of India report, these directions from the RSS came at the all India Coordination Committee meeting of representatives of the 35 organizations associated with it, including the BJP, VHP, the Swadeshi Jagran Manch and Sehkar Bharti. The issue of security in Jammu and Kashmir was also discussed on the first day of the three-day conclave. RSS leaders appreciated the steps taken by the centre to reduce stonepelting in Kashmir Valley. A senior functionary of the RSS stressed on bringing stone-pelters to the mainstream. It was also mentioned in the meeting by RSS leader that case related to stone- pelting and terror incidents have come down in recent time. According to RSS sources, it was felt that with Narendra Modi at helm, acceptance of BJP had increased immensely and masses were no longer averse to it, as it was the case
Karti Chidambaram arriving at CBI Headquarters in New Delhi. New Delhi, SEP 1 (AGENCIES): The CBI on Friday asserted in the Supreme Court that there was “good, cogent” reason for issuing thelook out circular (LOC) against Karti Chidambaram, son of former Union minister P. Chidambaram in connection with a corruption
case. A Bench, headed by Chief Justice Dipak Misra, took on record the documents placed by the CBI in a sealed cover in connection with the case. The Bench, also comprising Justices A M Khanwilkar and D Y Chandrachud, asked the CBI to
respond to the affidavit filed by Karti in connection with his questioning by investigators before whom he appeared on August 23 and 28. Additional Solicitor General Tushar Mehta told the Bench that there was “a good, cogent reason for the issuance of an LOC against him. It is not a simple case or that of one company but it involves jugglery of accounts and properties abroad“. Appearing for Karti, senior advocate Gopal Subramanium submitted, “What is the subject matter of enquiry is not me but my father who happened to be the finance minister giving Foreign Investment Promotion Board (FIPB) approvals to a company in 2007 and it is alleged that one of the conditions had been violated“. He added that not a single person of the sixmember FIPB, who were secretary-level officers, was examined in the case. The apex court posted the hearing in the matter on September 11.
BJP started with Andhra Pradesh and Arunachal Pradesh. In Andhra Pradesh, the party formed a coalition with the Telugu Desam Party, whereas in Arunachal Pradesh it won a single-party majority. This was followed by resounding victories in October 2014 in both Maharashtra and Haryana, with the party still riding the ‘Modi wave’. The wave also carried BJP through victories in Jharkhand and in Jammu & Kashmir in December that year, with the party forming an alliance with the Jammu & Kashmir People’s Democratic Party. In addition to this, Chhattisgarh, Karnataka, Madhya Pradesh, Meghalaya, Mizoram, Nagaland, Tripura and Rajasthan will all be holding assembly polls over the course of 2018. Out of these, BJP is not in power- Himachal Pradesh, Karnataka, Meghalaya, Mizoram and Tripura and will be looking to add these states to its kitty. Recently, BJP’s national president, Amit Shah also made a statement that the party will have offices in all districts of the country by December 2018. “We may have started late but the pace has picked up,” he had said in Goa while inaugurating the new premises of BJP’s South Goa district headquarter.
VVIP scam: CBI charges former IAF chief, 9 others NEW DELHI, SEP 1 (AGENCIES): Central Bureau of Investigation (CBI) on Friday filed a 30,000page chargesheet against former IAF chief Air Chief Marshal SP Tyagi and nine others in the AgustaWestland VVIP chopper case. The chargesheet was filed before Special CBI Judge Arvind Kumar and also names Tyagi’s cousin Sanjeev alias Julie along with advocate Gautam Khaitan in the Rs 450 crore bribery case. Michel James, the alleged middleman and retired vice chief of Air Staff JS Gujral too have been named. The FIR also names former AgustaWestland CEO Bruno Spagnolini, former Finmeccanica Chairman Giuseppe Orsi and the Anglo-Italian company, AgustaWestland, as accused in the case. “How the bribe money reached India, how several firms, through which the
money travelled, came into existence and that Sanjeev was known to alleged European middleman Carlo Gerosa is mentioned in the chargesheet,” IANS quoted an official as saying. The choppers were for the Communication Squadron of the IAF for ferrying the President, the Prime Minister and other VVIPs. The VVIP chopper deal was worth Rs 3600 crore.Tyagi, who retired from the IAF in 2007, is the first chief of the Indian Air Force to be named in a corruption or a criminal case by the CBI. He along with Sanjeev and Khaitan were arrested on December 9 last year by the agency in connection with the case. Tyagi was granted bail on December 26 after being interrogated by the CBI in its custody for seven days. CBI has alleged that Khaitan was the ‘brain’ behind how the bribe money reached India and several firms, through which the
upholds validity Good reason for look out HighofCourt Haryana Jat quota circular against Karti: CBI NEW DELHI, SEP 1 (AGENCIES): The Punjab and Haryana High Court on Friday upheld the Constitutional validity of the Haryana Backward Classes Act 2016, providing reservation to Jat and five other communities under newly created BC (C) category, ANI reported. However, the Court referred the petition on the Jat reservation to the National Commission for Backward Classes, which will have to submit its report by March 31, 2018. Till then, the reservation to Jat and five other communities will remain on hold. Meanwhile, the Commission can also submit any objections and suggestions regarding the data by November 30. On March 6, 2017, a division bench headed by Justice S S Saron had reserved the verdict after a marathon hearing of the arguments by Haryana government defending the act and the petitioners questioning its legal validity. The Haryana state assembly had unanimously
a few years ago. It was felt that it’s an opportune time for all Hindu organizations to establish their stronghold across nation with the idea of promoting Hindutava. The three day coordination committee meeting commenced at Mathura on Friday in the presence of RSS chief Mohan Bhagwat and BJP national president, Amit Shah. Senior Sangh functionaries Dattatreya Hosabale and Krishna Gopal, and VHPs Pravin Togadia were also present at the meeting. A senior RSS functionary told TOI that they are getting wide spread support from all sections of the society. “It’s the right time that every organisation should also assess their strength and move forward”, he said adding that the situation was different earlier as no one was taking cognizance of their presence. The RSS ideologue said people have accepting the “hinduatva” ideology and this is amply reflected by the success of BJP across India. “At the end of 2014, BJP was in power just in five states - Gujarat, Rajasthan, Madhya Pradesh, Chhattisgarh and Nagaland. Post 2014 it has captured power at the centre and 17 states all together”, said the ideologue. The victory run for the
passed The Haryana Backward Classes (reservation in services and admission in educational institutions) Bill 2016 on March 29, 2016. The government then notified the Act in its official gazette on May 12, 2016. The new Act provided reservation to Jat and five other communities -Jat Sikh, Mulla JatMuslim Jat, Bishnoi, Ror and Tyagi -under a newly carved backward class (C) category. These communities would be entitled to get 10% reservation in government services and admission in educatio nal institutions. However, on May 26, 2016, a division bench of the HC had stayed the reservation to these communities after hearing a public interest litigation (PIL) challenging the constitutional validity of schedule-III (block-C) of The Haryana Backward Classes (reservation in services and admission in educational in stitutions) Act 2016. The petition was filed by Murari Lal Gupta, a resident of Bhiwani district.

money travelled, came into existence and that Sanjeev was known to alleged European middleman Carlo Gerosa, PTI reported. The agency has also alleged that during his tenure as air chief, Tyagi and with his approval the Air Force, conceded to reduce the service ceiling for VVIP helicopters from 6000 metres to 4500 metres as mandatory, which it had been earlier opposing on the grounds of security constraints and other reasons. CBI has claimed that the reduction of the service ceiling or the maximum height at which a helicopter can perform normally, allowed AgustaWestland to come into the fray as, otherwise, its helicopters were not qualified for submission of the bids. It has further alleged that AgustaWestland had managed to introduce a comparative flight trial with non-functional engines and eventually succeeded in get-
ting the contract for supply of 12 AW-101 VVIP helicopters from the Defence Ministry, mainly due to softening of the IAF on the service ceiling issue after Tyagi took over as its chief. Tyagi has denied the allegations and has said that the decision was reportedly taken in consultation with officials of the Special Protection Group and the Prime Minister’s Office. On January 1, 2014, India had scrapped the contract with AgustaWestland over alleged breach of contractual obligations.

Selective probes
nce again almost 30 years after Bofors scam took its political toll and after decades of fruitless probes which eventually led the Delhi High Court to close the case since all the principal personalities have already expired, the Supreme Court has fixed hearing of an appeal to reopen the case in October. The court took cognizance to a plea filed by a BJP leader Vijay Kumar Agarwal seeking the restoration of charges against Britain-based Hinduja brothers for their alleged involvement in the kickbacks in the purchase of 154 Bofors howitzer guns by India in the mid-1980s. The Rs. 1,437-crore deal between India and the Swedish arms manufacturer AB Bofors for the supply of 400 155mm Howitzer guns for the Indian Army was sealed on March 24, 1986. The Swedish Radio had on April 16, 1987 claimed that the company had paid bribes to top Indian politicians and defence personnel. The Bofors scam hurt Rajiv very badly that his party was trounced in the 1989 election to a political conglomeration led by turncoat Congressman and Rajiv’s one time finance minister V.P. Singh. The scandal broke out on April 16, 1987 when a Swedish Radio broadcast claimed that AB Bofors had paid Rs 64 crore kickbacks to key Indian policy makers and top defence officials to secure the deal. The Joint Parliamentary Committee shortly before 1989 Lok Sabha elections established the scam. Court cases followed for years. The litigant, Ajay Agarwal, had contested election from Rae Bareli against Sonia Gandhi. He moved the court in 2005 challenging a Delhi High Court order quashing the Central Bureau of Investigation (CBI) case against the three Hinduja brothers in the case. He contended that the High Court order, under challenge, was passed on a clarification application by Hindujas, was illegal and without jurisdiction. He also argued that though the CBI had clinching evidence against the accused persons, yet it chose not to challenge the high court order before the top court. Agarwal’s contentions about the involvement of Hinduja brothers remains to be proved. However, what is interesting in the case a BJP leader found fit to resurrect the ghost of the past. The smoking gun of Bofors indicates that there were several middlemen but there was no direct involvement of the Gandhis. The case should be reopened in order to unearth the truth. Since the litigant appears to be standing on a moral high ground, it also demands of him and his party to also treat all scams equally. The issue is about corruption and evasion of tax. Since that is true, the government should also order probe into tax evasions by godmen and gurus who seem to have found a place of recognition and influence in the government. There are probes galore which have been ignored and that itself raises serious doubts about the motive of the government. Scam in Air India, Vyapam recruitment scam in Madhya Pradesh, IPL scandal linking Lalit Modi and allegations of irregularities by some giant corporate houses merit probes. Unless probes are done against all known scams, the reopening of Bofors scam as it were, will be counterproductive.
DailyDevotion Destined To Be Holy …it is written, “Be holy, for I am holy.” —1 Peter 1:16 We must continually remind ourselves of the purpose of life. We are not destined to happiness, nor to health, but to holiness. Today we have far too many desires and interests, and our lives are being consumed and wasted by them. Many of them may be right, noble, and good, and may later be fulfilled, but in the meantime God must cause their importance to us to decrease. The only thing that truly matters is whether a person will accept the God who will make him holy. At all costs, a person must have the right relationship with God. Do I believe I need to be holy? Do I believe that God can come into me and make me holy? If through your preaching you convince me that I am unholy, I then resent your preaching. The preaching of the gospel awakens an intense resentment because it is designed to reveal my unholiness, but it also awakens an intense yearning and desire within me. God has only one intended destiny for mankind— holiness. His only goal is to produce saints. God is not some eternal blessingmachine for people to use, and He did not come to save us out of pity— He came to save us because He created us to be holy. Atonement through the Cross of Christ means that God can put me back into perfect oneness with Himself through the death of Jesus Christ, without a trace of anything coming between us any longer. Never tolerate, because of sympathy for yourself or for others, any practice that is not in keeping with a holy God. Holiness means absolute purity of your walk before God, the words coming from your mouth, and every thought in your mind— placing every detail of your life under the scrutiny of God Himself. Holiness is not simply what God gives me, but what God has given me that is being exhibited in my life.

Post-mortem Kk Sema is not only misleading AADHAAR enrolment center the Nagas; He is abetting civil war M
I
f what the Nagas were to hate the most, it is war and bloodshed. In the first place, the Nagas never asked for war. Forces that came to invade Land of the Nagas have inflicted on the Naga people the goriest of crimes and the most loathsome human rights situations the world has ever witnessed. The only valid reason, if that is justifiable, be it that the Nagas had consistently refused to submit to their authorities. In the person of one Naga, Mr. KK Sema, who still insists on violence and bloodshed, must be rubbished, to be isolated to himself for abetting and promoting civil war while the Nagas have yearned for peace, justice and rest for more than half a century today. Shrouded behind the shadow of so called ACAUT, KK Sema gathered thousand young Naga students. He fed them with hate and civil war. Assuming his community name: Sema, he even went to the extent of abusing and insulting a Naga Revolutionary legendry as a ‘rubber stamp’, ‘shadow of NSCN’ etc. What has late Isak Chishi Swu done to the Naga people will forever stand witness to the Universal Pursuit for Justice. What has late Isak Chishi Swu gained for giving away his whole life to restore peace and justice to his own people, the Nagas and all the suppressed and marginalized Indigenous peoples the world over when he addressed the United Nations Organisation at the behest of peoples in distress like the Nagas? What authority has KK Sema to use his tribe’s name to represent the issues of the whole Naga population and coin late Isak Chishi as Swu ‘rubber stamp’ or ‘shadow of NSCN’? An IAS conferred official, who is well acquainted and specialized with the corruption-institutionalized state like Nagaland in different secretariat levels, could have served the Naga young generation to do away with corruptions and evil practices in Christian state like Nagaland if he were in a stable mental state. Secondly, the ACAUT he represents as its supremo, could have garnered supports of thousand victims of corruptions, scams and squanderer political Institution like present Nagaland, had the ACAUT stood true to its proclamation. ACAUT is never an association that stands for sweeping corruptions in the state; it has, true to its actual color, turned a platform where hate is being preached to promote violence targeting the hard-earned Peace Process that has achieved in putting a Framework Agreement between GoI and the Naga people. The Nagas’ struggle for JustPeace has lasted decades involving untold miseries. Sacrifices that the Naga people have collectively suffered, the
T
highly unusual military actions and their brunt the Nagas had endured, tell all what it means to regain the eternal rights of the Naga people to self determine their political future. Let the whole Naga people ask this question to KK Sema as he enjoys the authority to ferociously ravage on the Indo-Naga political peace talks: ‘What better solution has KK Sema for the Naga people and the Government of India by jeopardizing the current peace initiatives?’ Let KK Sema come up with his fond idea of ‘civil war’ to guarantee peace and justice to both the Naga people and the GoI. Let KK Sema give both the parties involved his better option, to say that GoI has been so stupid to sustain the political talks for two decades today without first identifying as to who truly represent the interests of the Naga people; that civil war he has been advocating among the Naga people is necessary to give stability in North East India. Let KK Sema and his ACAUT manfully claim and own the responsibility should there ever be bloodshed. At the most the ACAUT could represent Dimapur Chamber of Commerce, Dimapur Tella Union, Dimapur Motors Union, Dimapur Garrage Union and Dimapur Auto Union. These unlawful associations collect taxes to sponsor KK Sema’s high ground to fuel violence, incense hypertension among Naga fraternal oneness and, to further tear the Nagas down when they are already on the threshold to embrace long-denied liberty, to be a free people and to be a free Nation. KK Sema being elementally inherent like his late father, Kheloshe Chishi who was once a deputy Minister under the then undivided Assam Government, who being privileged to be airborne, was deeply encroached with the idea to bring all Naga revolutionaries to the terms of the enemies, who were then on the constant run from military atrocities, while the late father distributed leaflets demanding instant surrender or face the consequences. The Naga people at the most, wish KK Sema and his bosom friend Joel Rengma to be happy with such handsome Honorarium of rupee one lakh and fifty thousand per month plus other lavish allowances for rekindling fratricidal quarrels, and also, for furthering the agenda of other perfidious elements that are ceaselessly bent on cracking down what has been achieved between the Government of India and the Naga people at large, through the on-going sincere political discussions between the two different political entities for the past two decades. Every sane Naga citizen understands as to what extent the Naga revolutionaries have
walked past under unrecorded history of not only environmental furies but the harshness of times and situations that were associated with the most atrocious and unrelenting military offensives blended with the snares and stalking of Nagaturned-coats who never spared every moment to hunt down Naga brothers and sisters in arms. Submitting themselves to the Cause of Naga freedom, they dared defy the constant shadows of death’s cold fingers every move they made. These Naga revolutionary comrades would never give up until the enemies would candidly respond to the seriousness of Naga struggle for nothing less than political and negotiated settlement. Their unrecorded investments of human lives and blood unstoppably created the conditions required to draw the attention of GoI. Let the Naga people listen to their conscience and not to the sounds and noises of the likes of KK Sema that there was a time when the GoI would never nudge from its radical position that the Naga’s Case is nothing but ‘law and order’. Nothing shorter than the Commander in Chief of Indian Defense once spoke to the Indian political Authority that the ‘case of the Nagas is never law and order’. Later, a former Indian Prime Minister admitted that they, the Indian authorities, had finally realized the ‘futility of seeking military solution’. Let every Naga household, every Naga citizen, figure out the rationale of Mr. KK Sema and his friends that, every time those unqualified unions’ sponsored platform is created, to give convenience to the loud noise of highly criminal intent and motivated by corruption-institutionalized state political ambition, lambast a long-standing conflict and its frontline leadership in order to derail the Peace Talks. Any pssible catastrophic consequences that will recur will not be of civil war alone as Mr. KK Sema propounds, the ultimate fallout will imperatively beset the entire Naga Nation on a longer and most tragic setting over again. Finally, Mr.KK Sema and like-minded colleagues may be brought to their clear conscience that there are millions of Nagas outside the present state of Nagaland who too, deserve the freedom to exist and live like those who have been benefitted by the profuse sanction of money to the 16th state of India called Nagaland as the brain child of an inglorious document, like the 16-point draft proposals, to quiet down the Naga’s Struggle to restore the Nagas to their right place. uch has been said about Aadhaar! Go to market, institutions, offices, fields, Banks, hospitals and you won’t skip the day without talking about Aadhaar. While there is no denying that in a country like India, there is a need for identification that people can create easily and use nationwide, the Aadhaar card project goes way beyond that, and in the process, messes up the basics as well. Aadhaar serves as a unique identifier for Indian citizens and residents. It was introduced by the UPA government in 2010, with the intentions of making subsidy and benefits deliverance more effective and eliminates leakages in the process. Aadhaar has been ever prevalent in the news ever since. The process of Aadhaar enrolment reaches Kiphire District in the end part of 2011. This enrolment of Aadhaar started without any proper instruction, its importance & purposes due to which many of the citizens have either their name or age incorrectly enrolled in aadhaar. There have been even instances like another person captured biometric in place of his friend or for some family members. During its first round, most of the resident were not even given their acknowledgment slip citing power issue/ink etc..and even among those issued some were not at all clear for downloading. Those were the days even mobile facilities were very poor, and most of the villagers don’t use mobiles. Only few could provide their mobile numbers during enrolment process and that too is BSNL. But since BSNL started to offer its service from bad to worse, almost all started using other private telecom services. As per the Supreme Court use of aadhaar card is voluntary and that nobody will be deprived of benefit for lack of it. On the other hand without aadhaar it is impossible to do anything. What is increasingly evident as a project that will profit specific entities is being forced on citizens who wish to avail of their rights as citizens. Attempts to tie UID identification with everything are increasing. The idea of government subsidies is being replaced by citizens buying at market prices and being reimbursed by the government into their “Aadhaar linked” bank accounts. In other words, spend more on food and fuel, or give us your biometric data. Several instances of schools requiring Aadhaar card details of students have come to light, which is probably a violation of the Right To Education act, since refusing education to children for any reason is punishable under the RTE. One fine morning I happened to meet one student with his parents crying on his way to school, I asked what’s the matter then his dad replied he feels he is rejected because all his friend are applying for scholarship but he is not applying and the reason is he don’t have his aadhaar card. So I console him, its okay Aadhaar enrolment is coming soon and your submission for online scholarship is extended so be happy. I feel really pity on him. When the aadhaar is mandatory for any scheme, then the enrolment agency should make convenient
Untrained teachers appeal
he undersigned untrained teachers would like to lay down a few lines for the public domain with regard to the recent act passed by the parliament of India whereby it has clearly stated that those serving untrained teachers (Govt. aided and Private Schools) without a minimum requisite professional qualification i.e Diploma In Elementary education will be terminated from the service failing to acquire the diploma in Elementary Education (D.EL. Ed) on or before 1st April 2019. No doubt it is in tune keeping in mind for better future generation but the hard facts is that whether or not it would be practicably implementable in such a short period. Education being a state subject, our neighbouring states like Manipur and Meghalaya have come out with clear cut policy in line with the Ministry of Human re-
sources, Govt. of India where for those teachers who were appointed on or after 3st September 2001 has to obtain D.EL. Ed and for those appointed prior to that has been exempted because of their vast experiences in the said field. In this regard, the undersigned would like to raise few questions to the State Govt. 1. As to what policy does it intend to adopt for those untrained Teachers who are on the verge of retirement or for those teachers who have family/ health problem? 2. Does the State Government intend to go ahead with the directive of the Central Govt. in regard with the future of the untrained teachers in the state or does it intend to come out with an alternative arrangement or modified version of the directive as in the case of the state like Manipur & Meghalaya? 3. Does the State
Govt. have any better option in the offing for those teachers appointed in the backward district of the State under backward quota/ needless to mention appointed with a matriculate certificate in general or does it intend to apply the same yardstick in every knock & corner of the State? 4. The state govt. should also come out with a clear policy as to whether the said training should be taken up by only the primary teachers or so also the graduate teacher serving in elementary sections. Nagaland State being a backward state, The State Govt. should either appeal to the Central Govt. for more years of relaxation period as 1st April 2019 as the last date & years to complete the process would be too short a period for many teachers in a State like us. The state Govt. should consider coming out with better alternative or a modi-
fied version considering the situation and condition of the people or an exception of those untrained Teachers with an experience of 10 years and above or likewise should be exempted from the purview. The State govt. should make their stand clear on the said issue and make known their intention to the public at the earliest possible time so that those thousands of untrained teachers whose future is at stack may get an opportunity to voice out their opinion and concern thereby helping the state govt. in resolving the issue to logical conclusion in the interest of one and all. and available for the citizens to get enrolled as and when needed. As per the UIDAI guidelines new aadhaar enrolment is free and should be convenient for every resident and Hassel free. But to avail this free enrolment, rural villagers has to spend from Rs. 1000-Rs. 2000/- to get aadhaar enrolment/update as he/she has to travel from village to reach h.q. Aadhhar enrolment for Kiphire District has been very poor, some of the enrolled resident are found to be rejected/no information data etc.. After the first round of its unsuccessful enrolment, another group came in the last part of 2014 which was continued till first part of 2015. And that is the last time heard about aadhaar in Kiphire. Now the resident has to travel from Kiphire to Kohima/Dimapur for aadhaar enrolment which is 300 and above Km with pathetic road condition and then enrolled/update for Rs 200-250 per enrolment/update, that means the economically backward people has to spend from Rs 4000- Rs 5000 for aadhaar free enrolment. If it is to be mandatory for a citizen then the aadhaar centre should be set up atleast in the entire administrative circle, if not all the Villages. But not even in the District H.q. for Kiphire. Why is it very difficult to get enrolled in aadhaar? It came to a situation like, for aadhaar I am willing to do anything…we can understand that for the fear of enrolling illegal immigrants and illegal practices government has been issuing various directives and orders. But, enrolment cannot be made without verifying his/her valid documents by the administrative officer/appointed as verifier and unless the documents are issued by administration one cannot enrol. And if at all it is an issue, let the agency be accommodated in the respective DC’s office. Do the physical verification and let them enrol/ update. But making different issues, citing because of this and that, enrolment/update Aadhaar for Kiphirians is still awaiting. The District Administration, Kiphire on their part has been initiating the matter on priority but may be due to some technical issues from higher ups things might not have been materialised. My sincere appeal to our State Government is that let the interested VLE’s CSC, who has required documents and experienced in the field to enrol Aadhaar for its citizen. The CSC e-governance India Ltd which has signed MOU with UIDAI and around 36% of successful aadhaar enrolment in the country has been carried out by the CSCs but its meaning less for CSC’s in Nagaland. When any VLE is enrolling the resident as per the guidelines provided by UIDAI why it is the Government hampering its business. People working under CSC as VLE are educated unemployed who are trying to earn for their livelihood without depending on Govt job. If the Government under their supervision has approved CSC in Nagaland to enrol like in any other state then that will be the only successful implementing agency in Nagaland because Nagaland alone has around 150 plus VLEs covering almost all the rural areas. And with the co-operation and support from the Government, csc’s in the rest of the state provides maximum services to its citizens be it aadhaar enrolment or any other Government to Citizen Services. Sir,
Menace of using blue lights on vehicles
It is a common problem for all the vehicles users facing blue lights at night from the opposite direction. The VIPs and the VVIPs were using red beacons on top of their vehicles for a very long time and later on even the common people started putting on red beacons on their vehicles posing themselves as VIPs creating so ,much confusion. Ultimately the use of red beacons ended with a declaration made by the constitutional head of the state P.B. Acharya. I salute the governor. So far I have never ever heard a single word about the legality of using blue lights on the vehicles from anybody, rather everybody condemn and the users are too selfish and shameless, insensitive , causing so much inconveniences to other drivers. If the appropriate authority and department is trying hard to handle and control this menace, I beg apology. But as far as my knowledge goes, the concerned department and authority is not putting sufficient efforts to put an end to this menace. In my opinion it is high time for the soc called elite class to set example first and the common people and laymen to follow suit. By using blue lights at night we can never excel others but it is only showing our backwardness and uncivilized society. May the good sense prevail upon all of us. Centre’s road contract in Nagaland GJM expels senior leaders; to join raises questions of impropriety with CS Infra on April 13, 2017. Hukiye said, “I have informed C S Infra about my decision to get out of the sub-contract for the inability to furnish such a huge bank guarantee, I have not heard since. So I am considering myself out of the contract now. Also, I have heard that someone else is being contacted in Nagaland by CS Infra to do the job for it.” On August 17, in response to a tweet on the delay in starting the road project by minister Kikon, Jaju replied, “They are ready and would start works once we get the dry spell!!” “Now the expected date of starting work on the project is September. We have also changed the earlier appointed date in the contract from April to September. The project will have to be completed in a year from the appointed date,” he said.

Dar j e e ling, S e p 1 (IANS): The Gorkha Janmukti Morcha (GJM) leadership on Friday expelled the Morcha’s Joint Secretary Binay Tamang and senior party leader Anit Thapa, accusing them of conspiring to derail the Gorkhaland movement in the north Bengal hills. “The GJM central committee has expelled Binay Tamang and Anit Thapa from the party. They were not working in sync with the party’s aspirations and attempted to derail the Gorkhaland movement,” GJM General Secretary Roshan Giri told IANS. Tamang, who was also the Chief Coordinator of the party, was removed from his post on Thursday evening after he announced withdrawal of the indefinite shutdown in the Darjeeling hills for 12 days.

N E W DE L H I , S EP 1 (AGENCIES): The Supreme Court has entrusted the task on its two retired judges—Justice J M Panchal and Justice K S P Radhakrishnan to examine 241 anti-Sikh riot cases of 1984 which were closed by a Special Investigating Team (SIT) to ensure that no accused got scot free for indulging in heinous offence. A three member SIT, headed by IPS officer Pramod Asthana was constituted by the Centre in February, 2015 and was given the task to re-open all cases which were closed by Delhi Police for allegedly lack of sufficient evidence. The SIT, after examining all the available materials, recommended closure of 241 odd cases and it is still examining nine cases. But a bench of Justices Dipak Misra, Amitava Roy and A M Khanwilkar decided to get the cases re-examined by its retired
Centre, did not oppose setting up of the panel and left it for the court to take a call on the issue. In the riots which broke out in retaliation against the assassination of Prime Minister Indira Gandhi by her Sikh bodyguards on October 31, 1984, more than 3,300 persons were killed. As many as 2,733 deaths were in Delhi alone. As many as 650 cases in connection with the 1984 riots were registered by the Delhi Police, of which 241 cases were later closed. Four of these cases, however, were reopened in 2006 and one in 2013, leading to 35 people being convicted in the cases. The remaining cases stayed closed. Following a recommendation of a committee headed by former Supreme Court Judge Justice G P Mathur, the Ministry of Home Affairs had constituted the SIT in February 2015.

Insan and Dhiman Insaan. The duo have been booked for sedition. Dhiman was taken into custody on Thursday and sent on week-long police remand by a court in Panchkula. Five Haryana policemen, who were part of the Dera Sacha Sauda chief ’s security and charged with sedition, were dismissed from service, State police chief B S Sandhu said on Thursday.
Dera Sacha Sauda chief Gurmeet Ram Rahim Singh, who is serving a 20-year-jail term for sexual exploitation of two women, “is likely to go insane,” said a jail inmate, recently out on bail. The inmate, Swadesh Kirad, claimed that the self-styled godman has been “murmuring to himself in Punjabi” saying, “Rabba, mera kya hoga! (God, what will happen to me?)”. Kirad confirmed authorities’ statement that no VIP treatment is being given to Singh, and he’s being treated like a regular prisoner. “The day the Dera sect chief was lodged in jail, he kept murmuring ‘Oh god what is my fault’,” he added. Earlier, it was reported that the Dera chief spent a sleepless night in the Rohtak jail on August 28 - the day when he was sentenced to 20 years of imprisonment in a rape case.

missions in Tamil Nadu were conducted solely based on the Plus Two examination marks until last year. Though the Central government introduced NEET last year, Tamil Nadu was exempted from it. This year too, the State government sought exemption and the Legislative Assembly passed amendments to continue the existing practice in medical college admissions. The Supreme Court on August 22 directed the Tamil Nadu government to complete counselling process for medical admissions in the State on the basis of the NEET merit list by September 4.

ARIYALPUR, SEP 1 (AGENCIES): S. Anitha (17), a State Board student who filed a case in the Supreme Court against National Eligibility cum Entrance Test (NEET) for medical admissions, has reportedly hanged herself to death at her house at Kuzhumur village near Sendurai on Friday. Daughter of a daily wage labourer, Anitha, who belonged to the Scheduled Caste, would have qualified for a MBBS seat had admissions been held on the basis of Plus Two marks. She was reportedly dejected over not being able to join a medical college and ended her life when family members were away. Anitha had scored 1,176 out of 1,200 marks in Class XII and had a cut off of 196.75 for medicine. But she got only 86 marks in the NEET examination. She could not secure MBBS seat as NEET score was the basis for medical counselling this year.

to a one-year low as the introduction of the GST reportedly led to higher prices for some materials and cheaper rates charged for other items. “Output charges were raised marginally and at a rate that was muted in the context of historical data,” Lima said. Going forward, Indian manufacturers remained cheerful around growth prospects, but concerns about the possibility of unexpected policy decisions weighed on confidence and the level of sentiment fell from July’s 11-month high. “After a loss of momentum in fiscal year (FY) 2016, IHS Markit forecast the Indian economy to recover marginally in FY 2017, with real GDP growth expected at 7.3 percent,” Lima added.

New Delhi, Sep 1 (PTI): Manufacturing in India bounced back in August from previous month’s GST-related contraction amid resumed growth in new orders, production and employment, a survey said Friday. The Nikkei India Manufacturing Purchasing Managers’ Index (PMI) rebounded to 51.2 in August from a low of 47.9 in the previous month, indicating a substantial turnaround from July’s GST-related contraction. A reading above 50 indicates expansion, while a score below this mark means contraction. “August’s PMI results showed that manufacturers in India recovered quickly from the sharp slump that followed the introduction of the Goods & Services Tax,” said Pollyanna De Lima,

Kumar further said the decline in growth in the first quarter can be attributed to destocking by manufacturers in anticipation of GST rollout from July 1. Referring to former prime minister Manmohan Singh’s statement that demonetisation would reduce economic growth by about 2 percent, Kumar said quarterly data cannot be used to make such conclusions. “With due respect to my mentor Manmohan Singh, this quarterly data cannot be used to say look GDP will drop by 1 -2.5 percent... India’s GDP growth rate slid to a 3-year low of 5.7 percent in the first quarter (April-June), mainly on account of slump in manufacturing. “I am confident that in the July-September quarter, economy will grow by 7-7.5 percent. cent in 2016-17. In addition to increasing flow of credit to agriculture, the government has been providing budget subsidies to farmers through an interest subvention scheme. “Many farmers effectively pay only 4 per cent as interest on loans... On June 14, the government earmarked Rs 20,339 crore for this purpose for FY17 as against the provision of Rs 15,000 crore originally made in the Budget,” said Patel. He pointed out that the volume of short-term crop loan lent stood at Rs 6,22,685 crore, surpassing the target of Rs 6,15,000 crore. According to him, an RBI panel in 2014 had recommended revisiting the need for subvention of interest rates for lending to agriculture. “The experience of catalysing bank credit flows to agriculture and expanding the panoply of subventions begs the question: Are we substituting credit for other policy interventions?” Patel said.

Besides, such issuers have to obtain the credit ratings either from an agency registered with Sebi or from any other agency registered in a Financial Action Task Force (FATF) member jurisdiction. Earlier, the credit rating for debt issues needed to be obtained either from a Sebi-registered agency or from any other agency registered in a foreign jurisdiction. In a circular, Sebi said an issuer of debt securities would need to enter into an agreement with a depository or custodian, registered in an FATF member jurisdiction, for holding and safekeeping of such securities and also to facilitate transfer, redemption and other corporate actions. Mumbai, Sep 1 (Agencies): Reserve Bank of India (RBI) governor Urjit Patel called upon Centre and state governments to move away from ‘palliatives’ in the form of farm loan waivers and move to more fundamental solutions. Speaking at a seminar to debate farm loan waivers organized by the RBI, Patel said that elements of an optimal approach to address farm problems are well known. These include crop insurance, infrastructure, irrigation, technology-enabled productivity improvements, and, opening up the farm economy to market forces and open trade. The governor questioned whether credit was being used as an alternative for other policy interventions. The governor said that while waivers helped clear the debt overhang of farm households, several negative side effects have also been cited by experts. The

UN: 40,000 Rohingya refugees flee Myanmar
Dhaka, SEP 1 (AGENCIES): Nearly 40,000 Rohingya Muslims have fled to neighbouring Bangladesh since violence erupted in Myanmar’s Rakhine state a week ago, the UN estimates. Scores of people are reported to have died since Rohingya militants attacked police posts on 25 August. Subsequent clashes have sent civilians from all communities fleeing. Many Rohingya are trying to cross the Naf river to reach Bangladesh. On Friday, 16 more bodies were found washed up on the shore. Their discovery brings the number of people believed to have died in capsized boats to about 40. Mainuddin Khan, police chief of the Teknaf border town, told AFP news agency that the group included a young girl, and said they “had been float-

ing in the river for a while”. On Thursday the UN Special Rapporteur on human rights in Myanmar, Yanghee Lee, said the “worsening cycle of violence” in Rakhine was of “grave concern and must be broken urgently”. UN officials in Bangladesh say 38,000 people have now crossed the border, while cautioning that the figure is an estimate. “We are seeing lots of
makeshifts tents and shelters on the side of the road - every available space is being occupied,” UNHCR regional spokeswoman Vivian Tan told the BBC. Tan said they had heard tales of people being shot as they tried to cross the border, but that it was not clear who was firing. Thousands more people are waiting to cross the border, reports say. Tan said border controls appeared to vary from place to place.
Karachi floods: 23 killed, hundreds of homes inundated
Rohingya activists, and those who have fled, say the military and Buddhist mobs have launched a retaliatory crackdown after the police-post attacks that left 12 members of the security forces dead. There are reports of soldiers burning Rohingya villages and attacking residents. The Burmese military says it is fighting the militants, whose ranks may have been swelled by Rohingya men. It says the militants are behind the fires. There have also been reports of attacks by the militants on members of other communities. Independently verifying the situation on the ground is difficult because journalists cannot gain unrestricted access. A Reuters report citing the military said about 400 people had died since the attacks last week, but this cannot be confirmed.
Islamabad, SEP 1 (AGENCIES): At least 23 people, including seven children, have been killed by flooding in the Pakistani port city of Karachi, large parts of which were under water on Friday following a prolonged period of rainfall that started on Wednesday night. The heavy rain continued through Friday and the local media reported that many neighbourhoods were flooded, with scores of cars and motorcycles under the water, as bodies of animals floated through the streets. Most of the deaths were caused by electrocution and other rain-related incidents. Some 400 houses in settlements along the Lyari river were inundated. Most major thoroughfares were flooded while there were reports of parts of buildings and portions of roads collapsing. Pakistan’s largest city received up to 130 mm (5.11 inches) of rainfall on Thursday.
Muslims around world observe Eid as hajj enters final days
Little girls looks on as people gather to pray during Eid al-Adha.
MINA, SEP 1 (AGENCIES): Muslims around the world are celebrating the Eid al-Adha holiday on Friday as some 2 million Muslim pilgrims carry out the final rites of the annual hajj in Saudi Arabia. Hundreds of thousands of pilgrims made their way toward a massive multi-story complex in Mina after dawn to cast pebbles at three large columns. It is here where Muslims believe the devil tried to talk the Prophet Ibrahim out of submitting to God’s will. Muslims believe Ibra-
him’s faith was tested when God commanded him to sacrifice his only son Ismail. Ibrahim was prepared to submit to the command, but then God stayed his hand, sparing his son. In the Christian and Jewish version of the story, Abraham is ordered to kill his other son, Isaac. The final days of hajj coincide with the Eid alAdha holiday, or “Feast of Sacrifice,” to commemorate Ibrahim’s test of faith. For the holiday, Muslims slaughter livestock and distribute
the meat to the poor. For the final three days of hajj, pilgrims sleep in a large tent valley called Mina and for three days take part in a symbolic stoning of the devil. Mina is also where more than 2,400 people were killed two years ago in a stampede and a collision of two crowds that crushed people under the force. The Saudi government has since widened some roads in Mina to try and improve the safety of the hajj. More than 100,000 security forces are managing the hajj this year, assisting pilgrims and directing the massive crowds that move from one location to another in the areas around Mecca for five days during the hajj. The government also offers all pilgrims free health care and access to hospitals during the hajj. Most pilgrims will remain in Mina until Monday before completing the hajj. They will then circle the cube-shaped Kaaba in Mecca, Islam’s most sacred site, before departing.

Korean Peninsula had deteriorated so much that it was now “balanced on the verge of a large-scale conflict,” said the Russian leader. North Korea has been working to develop a nuclear-tipped missile capable of hitting the United States and has recently threatened to land missiles near the U.S. Pacific territory of Guam. On Monday, Pyongyang, which sees joint war games between the United States and South Korea as preparations for invasion, raised the stakes in its standoff with the United States and its allies by firing an intermediate-range missile over Japan.

The team has already made multiple adjustments to the spacecraft’s path since launch on September 8, 2016. In late June of 2018, the team will perform another deep space maneuver to further target the rendezvous with Bennu.

Maraga said the election commission (IEBC) had “failed, neglected or refused to conduct the presidential election in a manner consistent with the dictates of the constitution”. It was the third time in a row that Odinga cried foul, claiming he was cheated out of rightful victory after losing elections in 2007 and 2013. The disputed 2007 election led to politicallymotivated ethnic violence in which over 1,100 people were killed. In 2013, Odinga took his grievances to court and lost. NAIROBI, SEP 1 (AGENCIES): Kenya’s Supreme Court on Friday ordered a new presidential election after annulling the results of last month’s poll in a shock decision in favour of the opposition. Joyous celebrations erupted outside the court and in Nairobi slums after the second-term victory of President Uhuru Kenyatta was declared “invalid, null and void”. Veteran opposition leader Raila Odinga, 72, for whom the court decision represented a rare victory in his political career, hailed the ruling as historic. “This is a historic day for the people of Kenya and by extension for the people of the continent of Africa,” said Odinga. He said it was the first time a presidential result had been overturned in Africa. Chief Justice David Maraga said a majority
Washington, Sep 1 (IANS): NASA has said its spacecraft on first asteroid sample return mission will pass about 16,000 km above the Earth on September 22. Using the Earth as a slingshot, the spacecraft OSIRIS-REx (Origins, Spectral Interpretation, Resource Identification, and Security - Regolith Explorer) will receive an assist to complete its journey to the asteroid Bennu. OSIRIS-REx is undertaking a challenging mission to visit the nearEarth asteroid, survey the surface, collect samples and deliver them safely back to the Earth. The spacecraft is halfway through its two-year outbound journey, and now OSIRIS-REx needs an extra boost to successfully rendezvous with Bennu. Bennu’s orbit around the Sun is tilted six degrees in comparison to the Earth’s. The gravity assist will change OSIRIS-REx’s trajectory to put the spacecraft on a course to match the asteroid’s path and speed. “The Earth Gravity Assist is a clever way to move the spacecraft onto Bennu’s orbital plane using Earth’s own gravity instead of expending fuel,” said Dante Lauretta, OSIRIS-REx principal investigator at the University

Angry opposition protests left at least 21 people dead, and while Odinga initially refused to take their case to court they changed their mind, saying they wanted the truth to come out even if they believed they had no hope of winning. However, in a stunning turn of events, the Supreme Court agreed with NASA. Maraga said there had been “irregularities and illegalities”, notably in the transmission of election results. He said this had compromised the “integrity of the entire presidential election”. And he ordered that a new election be held within 60 days. “We are ready for elections but we don’t have confidence” in the electoral commission (IEBC), said Odinga. “Those commissioners must go,” he said. “Most of them belong in jail.” Maraga said the panel of judges had not yet had time to write a “reasoned and well-considered judgement” since hearings closed on Tuesday night, so he only read out the court decision, promising a full ruling later.

Wonder Woman Gal Gadot backs mocked Sri Lankan cosplayers T
Mickey singer Toni Basil sues Disney and South Park
H
ollywood actress Gal Gadot has thrown her support behind two young women in Sri Lanka after they were cyber-bullied for cosplaying as Wonder Woman. The two had become the target of a wave of online memes, body-shaming and harassment. Both Gadot, who played the character in the recent blockbuster movie, and its director Patty Jenkins tweeted support and encouragement. The case triggered a fresh debate about online bullying. When Amaya Suriyapperuma and fellow cosplayer Seshani Cooray decided to dress up as Wonder Woman at the Comic Con 2017 event in Colombo, they were not expecting it to
send them on a rollercoaster ride of demeaning online memes. After the first day, photographers at the event began sharing their pictures online and photos of the two women were picked up by Facebook groups mocking them for their appearance. It was only the next day the two found out. It was Suriyapperuma’s birthday, and friends who had spotted the memes tried to keep them secret, but that was bound to fail. “First I was shocked,” Suriyapperuma told the BBC. I didn’t really let it get to me although I was genuinely baffled at why these people would spend their valuable time hating someone they don’t even
know.” Her fellow cosplayer agrees. “I was offended and shocked at how the internet reacted,” said Cooray. “Most of the memes and comments I received seemed to objectify me.” She was drawn to the character of Wonder Woman because she feels it empowers young women like herself to be independent and strong minded. Suriyapperuma says she didn’t reply to any of the comments or publicly retaliate because she thought they didn’t deserve her energies. What then happened was a remarkable reversal of the tide and an overwhelming wave of support started building up online. “There was immense support on the Facebook page of Geek Club of Sri Lanka and people I didn’t even know personally were messaging me asking me to stay strong,” Suriyapperuma recalls. “It was amazing.” One such tweet by a complete stranger pledging support went viral - and that’s how the story found its way to Hollywood and reached Patty Jenkins and Gal Gadot.
oni Basil, the onehit-wonder who recorded Mickey, is suing several companies, saying they have used the song without permission. Media giants Disney and Viacom are among the defendants named in her case, filed in Los Angeles on Thursday. According to court documents, Basil only recently became aware that Mickey had been used in TV shows including South Park and Ru Paul’s Drag Race. She claims the discovery left her “despondent and physically ill”. Basil’s lawyers say the 73-year-old “has experienced sleep deprivation, nightmares and anxiety” as a result of use of the song. She has requested a jury trial. “Basil’s brand and identity is intertwined with her song Mickey,” the court filing adds. “Basil is protective of her brand, and her signature song is known as a cheerleading anthem and an 80s one-hit wonder. “A reasonable consumer would be lead [sic] to believe Basil had approved and/or endorsed” the use of her song, it continues. The star is also aggrieved by a 2008 episode South Park in which characters chant, “Obama you’re so fine, you’re so fine you blow my mind, hey Obama, hey Obama,” over the original vocals. She is claiming $25,000 (£19,300) in damages, plus a further $750 (£580) for each unauthorised use of Mickey and the Spanish-language version, known as Spanish Mickey. The bulk of her claim is targeted at publishing company Razor & Tie. Basil contends they do not have permission to license her recording, and details a long and complex history of the rights to the song.

New ‘Star Wars’ Lego is the most expensive set ever
A
new Lego Millennium Falcon has been unveiled, and it’s the most expensive ever at a staggering $800 (£618). The new set is part of the Ultimate Collectors Series, and boasts some 7,541 pieces that will form together to create the iconic Star Wars spacecraft. It’s also full of features that go some way in justifying the hefty price tag, including 10 minifigures of Han Solo, C-3P0, Leia, Chewbacca, BB-8, Old Han (RIP), Finn, Rey, and two porgs. Other features include Mynock figures – the bat like creatures that attacked the Millenium Falcon in The Empire Strikes Back. Lego previously released a Millenium Falcon set in 2007, which featured some 5,195 pieces and cost $500 before it was even-
tually discontinued and became one of the most highly-sought items from fans. The set comes only three months ahead of Star Wars: The Last Jedi hitting cinemas. It will see the full return of Mark Hamill as Luke S k y w a l k e r, amid speculation that his iconic Jedi may have turned to the dark side during his time in the wilderness. Hamill, for his part, has refused to quash the rumours – and instead said that he was “stunned” at the vision director Rian Johnson had for the character.
“In this new one, I was saying to Rian Johnson: I need to know my backstory. It was kind of unclear. You read where he is now and what he’s doing now and sort of have to fill in the blanks for yourself. So I
did do a backstory myself ”, he said. “It’s not about Luke anymore, so it’s not really important. But I had to make sense of it for myself. What Rian came up with, I was stunned.”

Saina rise to 12th in BWF World ranking
NEW DELHI, Sep 1 (PTI): Saina Nehwal, who won a bronze at the World Championship, jumped four rungs to be placed at the 12th spot, while Kidambi Srikanth also improved two positions in the latest BWF World ranking. A former World No. 1 Saina had slipped to the 16th spot but a good showing at Glasgow helped her inch closer to the top-10 again in women’s singles. PV Sindhu, World Championship silver medallist, meanwhile remained static at fourth position. Srikanth reached the eighth place in men’s singles after his quarterfinal finish at the World Championship. Among others, Ajay Jayaram and B Sai Praneeth also improved by one and two places respectively to be placed at 16th and 17th spots. HS Prannoy, who had won the US Open Grand Prix Gold in July, slipped three places to be at 18th. Mixed doubles pair of Pranaav Jerry Chopra and N Sikki Reddy improved a place to be at the 19th spot, while women’s doubles combo of Ashwini Ponnappa and Sikki were static at 24th.

Federer, Nadal advance at US Open
Nagaland Post, Dimapur saturday, september 2, 2017
KTC Cup: Addax beat Forerunners 3-0
Austria, who beat Taylor Fritz of the US 6-4, 6-4, 4-6, 7-5.
Pliskova labours into third round
Roger Federer
N E W YO R K , S e p 1 ( Ag en c i es ) : Ro g e r Federer needed a second successive five-setter to reach the US Open third round with a 6-1, 6-7 (3/7), 4-6, 6-4, 6-2 win over fellow veteran Mikhail Youzhny of Russia. It was the Australian Open and Wimbledon champion’s 17th win in 17 matches against Youzhny in a rivalry stretching back to 2000. The 36-year-old, who now has 80 match wins at the US Open, will face 35year-old Feliciano Lopez of Spain for a place in the last 16. His record against Lopez is just as solid - 12-0. “It was quite a lot of fun out there - I feel quite warmed up by now,” said Federer who fired 63 winners and 68 unforced errors. “Looked liked Mikhail
was cramping at the end and that was hard to watch. We played in the doubles here back when we were juniors and have met loads of times. This was probably the best match we have played against each other.” There was no sign of the drama to come when Federer sprinted through the opener in just 25 minutes on the back of two breaks of serve on the Arthur Ashe court. But Youzhny held firm with a break as the Swiss star served for a two-sets lead in the 10th game and levelled the match with a steady tie-break. Federer appeared increasingly sluggish, a possible legacy of his recent back problems, and despite saving two set points in the ninth game, Youzhny pounced in the next to claim the third set.
Rafael Nadal
The momentum swung again in the fourth when Youzhny, just a year younger than Federer at 35, required a medical timeout. Federer levelled the contest as he went into back-to-back five-setters in the opening two rounds of a major for the first time in his career. Youzhny began to cramp and was broken in the sixth game as his challenge fizzled out. Meanwhile, world number one Rafael Nadal came from behind to dispatch underdog Taro Daniel of Japan 4-6, 6-3, 6-2, 6-2 in front of a sold-out crowd. Despite playing a marathon five-setter the day before, 121st ranked Daniel looked the fresher of the pair at the outset of the match, breaking Nadal to take a 5-4 advantage when the Spaniard dumped a
forehand into the net. He eventually won the set and appeared poised to deliver a massive upset. But Nadal soon found the accuracy that had eluded him in the first set and his booming serve proved too much for the exhausted 24-year-old, who is now 0-6 against top 20 opponents in his career. Nadal is now one step closer to a potential semifinals match against third seed Roger Federer, who won his second consecutive five-set match earlier on Thursday. Next up for the 31-yearold is a third round match against aggressive Argentinian Leonardo Mayer. There were also wins for Juan Martin Del Potro of Argentina, who defeated Adrian Menendez of Spain, 6-2, 6-3, 7-6(3), and sixth seed Dominic Thiem of
World number one Karolina Pliskova survived a scare to advance to the third round of the US Open with a 2-6, 6-3, 6-4 comeback win against local favourite Nicole Gibbs. The Czech, who reached the final at Flushing Meadows last year, was on the back foot against Gibbs before finding her range on serve. Roared on by the Arthur Ashe Stadium crowd, Gibbs was nothing like the player who lost 6-0, 6-0 in their previous encounter in Sydney in 2015. She bulldozed her way through the opening set as Pliskova struggled with her first serve. The Czech faced a break point at 2-1 in the second set but Gibbs netted a backhand for what proved to be the turning point of the match. “In the second set I started to serve better and get easy points with my first serve, which was much needed,” said Pliskova. “I’m happy I managed to get through.” She next faces Chinese 27th seed Zhang Shuai or Japan’s Risa Ozaki.

MONTEVIDEO, Sep 1 (Agencies): Ur uguay and Argentina drew 0-0 in an uninspiring but hotly contested World Cup qualifier in Montevideo on Thursday, a result that leaves both sides still needing points to guarantee a place at Russia 2018. The home side had the better of the first half and Argentina were on top during the second period but neither team posed much of a goal threat in a typically tense encounter. Uruguay’s Diego Rodin had a goal chalked off for offside in the first half and Luis Suarez saw his 45-yard attempt to lob keeper Sergio Romero sail narrowly over. At the other end, Lucas Biglia had a 30-yard strike deflected just wide and Lionel Messi saw a shot turned around the post after a brilliant, jinking run and one-two with Paulo Dybala. Suarez, who recovered from a right knee injury just in time to play, limped off with eight minutes left but said on Twitter that he had just suffered a cramp. The draw means Ar-

Kylian Mbappe warms up during a training session at the Stade de France stadium in Saint Denis, France.
PARIS, Sep 1 (Agencies): French teen sensation Kylian Mbappe joined Paris Saint-Germain from Monaco on a season-long loan on Thursday in a deal that will make him the second most expensive footballer in history.
“Paris Saint-Germain is delighted to announce the immediate arrival of Kylian Mbappe,” the club wrote on its website, just hours before the close of a record-breaking transfer window. “The loan agreement also includes an option to
buy which, when exercised, will bind the player to Paris Saint-Germain until June 30, 2022.” According to media reports, the overall transfer fee could rise to 180 million euros ($215 million) including add-ons, which would make Mbappe, 18, second only to new team-mate Neymar on the all-time list of costliest transfers. “It is with great joy and pride that I join Paris SaintGermain,” said Mbappe. “For any young person from the Paris region, it is often a dream to wear the red and blue jersey and experience the unique atmosphere of the Parc des Princes.” “I really wanted to be a part of the club’s project, which is one of the most ambitious in Europe. Alongside my new team-mates, I intend to continue my progression while helping the team achieve the very big objectives it has set itself.”
Also targeted by Real Madrid this summer, Mbappe’s move to PSG will leave many wondering how the Qatar-owned club can avoid sanctions from European football’s governing body considering the investment already made on Neymar. The French club shattered the previous global transfer record earlier in August when they splashed out a staggering 222 million euros to prise the Brazilian superstar away from Barcelona. FFP rules currently stipulate that clubs cannot post losses of more than 30 million euros over the three-year period to 2018, although PSG are hoping the initial loan move will help prevent them from falling fall of the regulations. Among the sanctions risked by PSG if they are found to have broken those rules is a ban from the Champions League.
FIFA rankings
N E W D E L HI , S e p 1 (Agencies): Indian women’s football team jumped four places to be ranked 56th in the recently-released FIFA rankings. India are now placed 13th in Asia, sandwiched between Iran and Hong Kong. “Development of women’s football is one of our priorities and it’s heartening to see the women’s team rise in FIFA rankings. Congratulations,” AIFF general secretary Kushal Das said. National coach Maymol Rocky said, “We’ve seen successes as well as have faced quite a few tough competitions of late. The rise in FIFA Rankings reflects our hard work which is being put in by the team relentlessly.” “Bringing in new blood and creating competition for places in the team has been a process and I’m pleased we are moving in the right direction,” she added.
Argentina’s Lionel Messi is followed by teammate Paulo Dybala as he fights for the ball with Uruguay’s Gaston Silva.
gentina lie in fifth place in the South American qualifying table with 23 points, behind Chile on goal difference. Uruguay, who have now gone six games without a win, are a point above them in third. Brazil, the only one of the 10 teams to have already qualified for Russia, lead the table with 36 points after defeating Ecuador 2-0 at home.
The top four teams qualify automatically for Russia 2018 and the fifthplaced side goes into a play-off against a rival from the Oceania confederation. In the region’s other games on Thursday, Arturo Vidal scored a spectacular own goal as Chile lost 3-0 at home to Paraguay. Vidal dived to head out a Paraguay free kick midway through the first
half but his header soared into the corner of his own net. Victor Caceres doubled the lead nine minutes into the second period and Richard Ortiz added a third in injury time. Colombia drew 0-0 at Venezuela and remain in second place with 25 points. Colombia host Brazil next Tuesday, while Uruguay face Paraguay in Asuncion the same day.
Gaurav settles for bronze at World C’ship
Ha m b u r g , S e p 1(IANS): Indian youngster Gaurav Bidhuri went down 0-5 to Duke Ragan of USA in the semi-finals of the bantamweight (56 kilogram) category at the World Boxing Championship on Thursday. Bidhuri, who had to settle for a bronze, missed out on a chance to create history as he would have become the first Indian to enter the final at this biennial mega event if he had managed to win. The 24-year-old, who was making his debut in the senior World Championships, became the fourth Indian boxer after Vijender Singh, Vikas Krishan and Shiva Thapa to finish on the podium at this prestigious tournament. Vijender became the first Indian boxer to clinch a medal at the World Championships in 2009
Gaurav Bidhuri
while Vikas took bronze in 2011 and Thapa in 2015. Although his American opponent ultimately clinched a unanimous decision, Gaurav did give a good account of himself and the difference between the two boxers was not as big as the final scoreline suggests. Four of the five judges gave 30-27 verdicts in favour of Ragan while one scored it at 30-26. The 19-year-old Ragan, touted as one of the brightest upcoming stars
in ameteur boxing, is also making his first appearance at the senior World Championships. Both boxers were a little defensive in the early stages of the first round. Gaurav started to become slightly aggressive after the first minute, looking to trouble the American with his punching speed with Ragan hitting back on the counter on a couple of occassions. Ragan hwoever, was clearly the better boxer in the second round, using his strong defence to absorb repeated attacks from Gaurav while using quick counters to land his punches on regular occassions. Gaurav continued with his aggressive style in the third and final round, but the American used his superior technique to maintain his dominance.
